Indonesia's state-owned enterprises are now on the verge of adopting a new management system called values-based management (VBM) or management by values (MBV) initiated by the Ministry of State-Owned Enterprises (SoE) by introducing a set of core values, namely AKHLAK (abbreviation from Bahasa Indonesia's words: Amanah / Trustworthy, Kompeten / Competent, Harmonis / Harmonious, Loyal, Adaptif / Adaptive, and Kolaboratif / Collaborative). This study uses an inductive/qualitative approach to understand how these core values are measured. The implication of this study will help SoEs to decide whether to use indirect or direct measurement methods in their effort to translate core values into values-based management. The initial finding shows the sample SoEs do not have a solid understanding of the differences between direct and indirect values assessments yet utilize the method of choice quite exclusively and extensively.

This article is devoted to the measurement of mechanical quantities. The proposed methods are directed to the mechanical values of the intellectual devices of the system (in conditions of uncertainty). At the present stage of the development of intellectual systems, the issue of creating methods for rapid processing of the obtained results, determining the accuracy of their measurement in real time, in particular in solving management problems and making decisions under uncertainty, remains an issue. The result of the measurement of mechanical quantities, in particular the cost of thermal energy by intelligent instrumentation systems (IPS), is complete, provided that it is accompanied by an estimate of its accuracy [1]. The processing accuracy of the measurement results depends on the type of measurement, the number of experimental data, the accuracy requirements of the measurement, and so on. Only during direct one-time measurements the result of the study may be the result of the measurement (provided that the systematic errors of measurement are not corrected). In other measurements, processing can be done using standardized techniques (eg statistical methods), or require the creation of special algorithms. In general, the processing involves the following steps [2, 3, 4]: preliminary analysis of the results of observations (primary measurements), their systematization of the rejection of obviously false results; Correction of the influence of systematic effects (study of mea­surement conditions, calculation and amendment); analysis of the effects of random effects, testing hypotheses about their distribution, selection of the best estimates of the required values; evaluation of the accuracy characteristics of a numerical algorithm, its stability; execution of calculations in accordance with the chosen algorithm; analysis of the results; submission of measurement results and characteristics of their accuracy in the appropriate form. Each type of measurement has its own characteristics and therefore the specific content of these operations of processing the results of a particular type of measurement has certain differences. The approaches to processing the results of measurement of mechanical quantities by intelligent instrumental systems, in particular estimating the accuracy of measurements under uncertainty, are substantiated.

BACKGROUND: Fingerstick blood glucose measurement has become widespread in both hospital and prehospital settings. OBJECTIVE: To determine the accuracy of fingerstick blood glucose measurement in patients with poor peripheral perfusion (shock). METHOD: Results obtained during three methods of glucose analysis (fingerstick blood glucose measurement; bedside and laboratory glucose analysis) were examined prospectively on 38 patients from inpatient medical and surgical critical care units or the emergency department of a large tertiary care referral center. RESULTS: The means of the three glucose measurements were significantly different. Univariate analysis of the mean laboratory glucose value versus the mean fingerstick glucose value was significantly different. The mean venipuncture glucose measured by the bedside glucose meter versus the mean venous laboratory glucose was not significantly different. CONCLUSION: These results suggest that fingerstick blood samples should not be used for bedside glucose analysis in patients who may have inadequate tissue perfusion.

Abstract:This article argues that the important organizational values to study are organizational moral values. It identifies five moral values (honest communication, respect for property, respect for life, respect for religion, and justice), which allow parallel constructs at individual and organizational levels of analysis. It also identifies dimensions used in differentiating organizations’ moral values. These are the act, actor, person affected, intention, and expected result. Finally, the article addresses measurement issues associated with organizational moral values, proposing that content analysis is the appropriate measurement technique to be used for an organization-level conception of moral values.

Abstract. Nocturnal urinary growth hormone values were measured by a sensitive enzyme immunoassay in normal adults, patients with GH deficiency, patients with Turner's syndrome, normal but short children who had normal plasma GH responses to provocative tests, and patients with acromegaly. The mean nocturnal urinary GH values in patients with acromegaly were significantly greater than those in normal adults (1582.3 ± 579.8 vs 53.5 ± 8.6 pmol/mmol creatinine (± sem); p < 0.05). In the normal but short children and patients with Turner's syndrome, the mean nocturnal urinary GH values were 83.1 ± 5.2 and 79.8 ± 29.5 pmol/mmol creatinine, respectively. In patients with GH deficiency, the nocturnal urinary GH values were undetectable (< 5.3 pmol/mmol creatinine) except in one patient where the value was 6.3 pmol/mmol creatinine. The nocturnal urinary GH values of the patients with GH deficiency were significantly lower than those of the other groups (p < 0.05). In normal but short children, the nocturnal urinary GH values correlated significantly with mean plasma nocturnal GH concentrations (r = 0.76, p < 0.001), and 24-hour urinary GH values (r = 0.84, p < 0.001), respectively. In 4 patients with GH deficiency who had circulating anti-hGH antibody, the urinary GH values were also undectable. These data indicate that nocturnal urinary GH value reflects endogenous GH secretion during collection time, and that measurement of the nocturnal urinary GH values is a useful method for screening of patients with GH deficiency and acromegaly.

A weak measurement performed on a pre- and post-selected quantum system can result in an average value that lies outside of the observable's spectrum. This effect, usually referred to as an ``anomalous weak value'', is generally believed to be possible only when a non-trivial post-selection is performed, i.e., when only a particular subset of the data is considered. Here we show, however, that this is not the case in general: in scenarios in which several weak measurements are sequentially performed, an anomalous weak value can be obtained without post-selection, i.e., without discarding any data. We discuss several questions that this raises about the subtle relation between weak values and pointer positions for sequential weak measurements. Finally, we consider some implications of our results for the problem of distinguishing different causal structures.

Introduction. We aim to regularize measurement values in three-dimensional (3D) computed tomography (CT) reconstructed images for higher-precision 3D analysis, focusing on length-based 3D cephalometric examinations.Methods. We measure the linear distances between points on different skull models using Vernier calipers (real values). We use 10 differently tilted CT scans for 3D CT reconstruction of the models and measure the same linear distances from the picture archiving and communication system (PACS). In both cases, each measurement is performed three times by three doctors, yielding nine measurements. The real values are compared with the PACS values. Each PACS measurement is revised based on the display field of view (DFOV) values and compared with the real values.Results. The real values and the PACS measurement changes according to tilt value have no significant correlations (p>0.05). However, significant correlations appear between the real values and DFOV-adjusted PACS measurements (p<0.001). Hence, we obtain a correlation expression that can yield real physical values from PACS measurements. The DFOV value intervals for various age groups are also verified.Conclusion. Precise confirmation of individual preoperative length and precise analysis of postoperative improvements through 3D analysis is possible, which is helpful for facial-bone-surgery symmetry correction.

A unified pH scale of absolute values (pHabs scale) enables the comparison of acidities in different solvents. To date, very few different experimental setups have been used for the measurement of values on this scale. The article describes the design and performance of the different symmetric cells used for unified pH measurement by several institutions. Well-established and reliable standard aqueous buffer solutions are the first step of method validation necessary to achieve a robust metrological level for more complex media. The pH of aqueous standard buffers was measured by differential potentiometry, where the potential between two glass electrodes is measured directly. All the tested electrochemical cells prove to be suitable for unified pH measurements. This validation highlights that the method is, to a large extent, independent of the used equipment, including the cell geometry. The inherent symmetry of the cell design helps to reduce the experimental workload and improve the accuracy of obtained results.

Our purpose was to quantify the Gilula score for measurement of lunate uncovering, to compare it with another method of measurement and to examine the reliability of these measurements in posteroanterior (PA) views in radial and ulnar deviation. Seventy-six normal wrist arthrograms were reviewed retrospectively. Carpal height and lunate uncovering measurements were made. Statistical analysis included mixed effects models to evaluate the difference between the mean measurements in each position. Reproducibility was assessed using imprecision estimates. Normal values for the Gilula method were 40% lunate uncovering in neutral, 49% in radial and 20% in ulnar deviation. There was a statistically significant difference between the values in the different views. Ulnar translation of the carpus can be measured reliably on neutral and radially deviated PA views using the Gilula method, but the different normal values for each view should be used. The Schuind method of measurement is comparable to the Gilula method in the neutral PA view.

In order to describe the fluid flow through the porous centre, made of identical spheres, it is necessary to know the pressure, but in fact - the pressure distribution. For the flows in the range that was traditionally called laminar flow (i. e. for Reynolds numbers (Bear, 1988; Duckworth, 1983; Troskolański, 1957) from the range 0,01 to 3) it is virtually impossible with the use of the tools directly available on the market. Therefore, many scientists who explore this problem have concentrated only on the research of the velocity distribution of the medium that penetrates the intended centre (Bear, 1988) or pressure distribution at high hydraulic gradients (Trzaska & Broda, 1991, 2000; Trzaska et al., 2005). It may result from the inaccessibility to the measurement methods that provide measurement of very low hydrostatic pressures, such as pressure resulting from the weight of liquid located in the gravitational field (Duckworth, 1983; Troskolański, 1957). The pressure value c. 10 Pa (Troskolański, 1957) can be generated even by 1 mm height difference between the two levels of the free water surface, which in fact constitutes the definition of gauging tools of today measuring the level of the hydrostatic pressure. Authors proposed a method of hydrostatic pressure measurement and devised a gauging tool. Then a series of tests was conducted aiming at establishing what is the influence of various factors, such as temperature, atmospheric pressure, velocity of measurement completion, etc. on the accuracy and method of measurements. A method for considerable reduction of hysteresis that occurs during measurement was also devised. The method of measurement of small hydrostatic difference measurements allows for the accuracy of measurement of up to 0.5 Pa. Measurement results can be improved successfully by one order of magnitude, which for sure would entail necessary temperature stabilization of the tool. It will be more difficult though to compensate the influence of atmospheric pressure on the measurement process.

Purpose Variability of ankle brachial index (ABI) measured by the same observer in the same individual on three different occasions was examined. Basic methods A single morning ABI was initially determined (measurement 1) with handheld Doppler device. One to four weeks apart, another morning (measurement 2) and afternoon (measurement 3) ABI was measured on the same day. Principal findings A total of 161 adults were enrolled. Mean ABI was similar among the three measurements. ABI differed more than ≥0.15 in 15 individuals between measurement 1 and 3, in 10 subjects between measurement 1 and 2, and in 12 individuals between measurement 2 and 3. Intra-group correlation coefficients of reproducibility of ABI were 0.808 for single measurements (coefficient of the values lacking association with each other), and 0.927 for average measurements (coefficient of the values that were associated with each other). Conclusions Although reproducibility of ABI values was found satisfactory, up to 12% of participants displayed more than 0.15 alternations between measurements, either on the same day or more than a week apart.

No published normative data of ankle-complex motion obtained from ankle arthrometry are available for use as a reference for clinical decision making. Patients or Other Participants: Both ankles of 50 men and 50 women (age = 21.78 ± 2.0 years [range, 19–25 years]) were tested. Intervention(s): Each ankle underwent anteroposterior (AP) and inversion-eversion (I-E) loading using an ankle arthrometer. Main Outcome Measure(s): Recorded anterior, posterior, and total AP displacement (millimeters) at 125 N and inversion, eversion, and total I-E rotation (degrees) at 4 Nm. Results: Women had greater ankle-complex motion for all variables except for posterior displacement. Total AP displacement of the ankle complex was 18.79 ± 4.1 mm for women and 16.70 ± 4.8 mm for men (U = 3742.5, P &lt; .01). Total I-E rotation of the ankle complex was 42.10° ± 9.0° for women and 34.13° ± 10.1° for men (U = 2807, P &lt; .001). All variables were normally distributed except for anterior displacement, inversion rotation, eversion rotation, and total I-E rotation in the women's ankles and eversion rotation in the men's ankles; these variables were skewed positively. Conclusions: Our study increases the available database on ankle-complex motion, and it forms the basis of norm-referenced clinical comparisons and the basis on which quantitative definitions of ankle pathologic conditions can be developed.

Research on psychological variables involved in sport has emphasized personality traits and attitudes. This report introduces an instrument for measuring the role of personal values in sport. The Survey of Values in Sport assesses the priority given to 14 sport-related values, e.g., energy release, winning, expressing feelings, group coordination, and maintaining good health. The value priorities among university students for their “favorite sport” were reasonably reliable (2-wk. retest correlations averaged .65); a factor analysis yielded five factors: Achievement, Exercise in a Pleasant Setting, Sociability, Good Health, and Self-fulfillment. In a comparison of two female teams, gymnastics and volleyball, seven of the fourteen values significantly discriminated the two groups—rather notable for samples of 8 and 13 members, respectively.

Abstract (sommario):
This article reports evidence of misspecification of the measurement model for the index of emancipative values, a value construct used as a key explanatory variable in many important contributions to political science. It shows that the scale on which the index is measured is noninvariant across cultural zones and countries in the World Values Survey. In addition, it demonstrates that the current index composition mixes different value dimensions and their actual associations with various political outcomes, in particular the index of effective democracy. However, an analysis using a novel approximate Bayesian approach shows that at least one specific subdimension of emancipative values, known as pro-choice values, truly exists and may be validly measured and compared cross-nationally. The article also contributes to the recent discussion on whether emancipative values are a reflective or a formative construct by providing thought experiments and empirical evidence supporting the former interpretation.
