In recent years South Africa has experienced numerous service delivery protests. These protests are a result of the lack of delivery of basic services such as water and sanitation (amongst others). To address this, local governments have taken part in benchmarking initiatives (National Benchmarking Initiative, Municipal Benchmarking Initiative) and regulation programmes (BlueDrop,GreenDrop) in an effort to improve the quality of potable water and sanitation services. The latter of these focuses on the quality of the water services delivered and neither focus on the efficiency with which this delivery is achieved. This study uses both nonparametric (data envelopment analysis) aswell as parametric (stochastic frontier) methods to assess the efficiency of water service provision in South Africa over a six year period from 2005 to 2010. Subsequently, the method which is most suited for use in the South African context is proposed. In addition, this study demonstrates how these methods can be used to determine the effectiveness of benchmarking initiatives, namely the National Benchmarking Initiative, in improving the efficiency of water service provision. Furthermore, additional insight into the selection ofm in them out of n bootstrap procedure for efficiency evaluations is established through a simulation study. The inclusion of efficiency evaluations into South African benchmarking initiatives provides new and important insight into the standard of water service delivery. As such, the techniques used in this study illustrate how efficiency analysis can enhance benchmarking initiatives in South Africa.

The sustainability of South Africa municipal water services provision is being challenged by the desire of government to extend high quality services from a relatively small portion of the population to the whole. Evidence of failures in delivery are mounting and many reasons for this have been identified, including a lack of political will at local government levels, low budget priority, insufficient capital, lack of capacity and skill and flawed tariff and accounting structures. This study generates new perspectives by surveying selected but representative, South African municipalities in their capacities as water service authorities (WSAs) on a range of financial sustainability issues – including cost burden on users, cross sub-subsidisation and cost calculations to set tariffs. The study is part of a wider investigation into the setting of tariffs that cover costs and satisfy demand, funded and advised by the Water Research Commission (WRC). The conclusions and recommendations of WRC Project K3/2087 (Hosking, 2011b) are to address: 1. The choice of water service provider, including the private utility option; 2. Market vulnerabilities in water service provision under alternate models of supply; 3. The determination and realisation of full cost recovery; 4. Demand responsiveness/sensitivity of local government supply; 5. The increasing block tariff (IBT) tariff structure; and 6. Abuse of dominance in the market process. Given the limited perspective (i.e. a focus on WSAs), some important national water sustainability issues are given less prominence, e.g. raw water availability and national government capacity to subsidise water service delivery. The key water service sustainability elements on which attention was focused in this study are: • Backlogs in the water service coverage and infrastructure rehabilitation and maintenance. • Standard of water service indicators. • Relative importance of the provision of water services in water service authorities’ strategy and implementation (including budget and risk). • Adequacy of skills to provide a sustainable water service. • Budgeting and planning for the sustainability of the water service. • Adequacy of the costing and tariff setting nexus, with particular attention paid to method and principle. A survey was used to elicit information from selected municipalities (Chapter Four). The municipalities which formed part of the sample and were surveyed were: 1. Nelson Mandela Bay Metropolitan Municipality; 2. Ekurhuleni Metropolitan Municipality; 3. eThekwini Metropolitan Municipality; 4. Cape Town Metropolitan Municipality; 5. Buffalo City Metropolitan Municipality; 6. George Municipality; 7. uMhlathuze (Richards Bay) Municipality; 8. Steve Tshwete (Middleburg) Municipality; 9. Kouga Municipality; 10. Sol Plaatjie (Kimberley) Municipality; 11. Polokwane Municipality; 12. Stellenbosch Municipality; 13. Overstrand Municipality; 14. Midvaal Municipality; and 15. Amathole District Municipality.

The rural areas of Amathole district municipality continue to experience difficulty in accessing water services. The people experience problems despite the fact that the Amathole district municipality, since 2003 has been made a water service authority in its municipal area, which consists of eight local municipalities, namely; Mnquma, Mbashe, Nkonkobe, Amahlathi, Great Kei, Ngqushwa, Nxuba, and Buffalo City. With the water service authority powers devolved from national government to the district municipalities the intention was to speed service delivery. This study investigates the causes of the delays in water service delivery experienced in rural areas of this district municipality. The Buffalo City local municipality is excluded in the study because Buffalo City has as well been given the responsibility of being the water service authority in its municipal area. This study used the questionnaires as data collection tool, and it was distributed to these respondents; chief officials, councilors, and citizens. Due to vastness of the target population sampling was used to reduce the bulkiness of the data. The questionnaire content is based on the phases of the systems theory to see if the policy making processes of the Amathole district municipality are carried out in accordance with the systems theory. The study has found that the citizens are not adequately involved in all the policy processes including the policy analysis and evaluation. This has been found to be a contributory factor in the ineffectiveness of the municipality water service delivery.The spheres of government that operate in silos compromised policy analysis and evaluation of the municipality, and disjuncture of the delivery programs of the spheres and state enterprises caused a huge service delivery challenges for this municipality. The study has confirmed that the Amathole district municipality is experiencing problems, delays, and challenges that make it to be ineffective as a water service authority.

This study deals with water service delivery for improved quality of life in the Mbizana Local Municipality. The study sets out to determine how the inner workings of water service delivery work in the Mbizana Local Municipality, situated in the Eastern Cape, and how this should function in terms of South African legislation. The objectives of the study are to understand the current state of water service delivery in the Mbizana Local Municipality, finding out information about South African legislation regarding the ideal state of water service delivery, and recommending development programmes to improve water service delivery. This study is about understanding trends in the body of scientific knowledge or literature, and studying (as objects) the ideas and writings of other scholars. No empirical study was conducted. The research methodology for this study is descriptive, with data sourced from available literature. The findings in this study indicate that backlogs for water service delivery remain high in the Mbizana Local Municipality. Regrettably, the situation has worsened since 2004; backlogs have shifted from 45 percent to 94 percent of households with no access to tap water. A number of normative criteria to deal with the research problem were extracted from available literature, from which conclusions were drawn and recommendations made.

The aim of the envisaged study is to investigate the water supply services in Lenyenye Township, in Greater Tzaneen Municipality and to derive suggestions and recommendations for improvement based on the objectives decomposed into the following: To review the extent and the magnitude of Water Supply problems and to identify, analyze the underlying causes of the water supply problems because the basic infrastructure provision of water supply is very poor and dismal across the area. Water serves as a basic need to which everybody has the right to access, be it for consumption or irrigation this service is, unfortunately, disrupted by many factors. The findings in the study for poor water supply emanate from many common causal factors such as management skills, technical challenges and illegal connections. Only two methods were employed to collect data in the study. Data collection was done by using the questionnaire and the interview methods and the interview involved direct personal contact with the participants who answered questions. A survey questionnaire was used to obtain data pertaining to water supply services from the representatives of water supply institutions. Recommendations in the study are based on the findings such as prioritization of effective water supply for Lenyenye township, community consultation and participation, addressing capacity constrains in the Municipality such as human resources, water service infrastructure, and skills development.

This is an in-depth case study of urban water services to poor households and their interactions with local state power in the community of Eastwood, Pietermaritzburg, in the province of KwaZulu-Natal, South Africa, for the period 2005-2007. It draws especially on the experiences of poor women, exploring the conceptions and implications of the movement of municipal services into the realm of welfare-based urban service concessions. It interrogates what value municipal services, framed in the language and form of welfare but within a commodification milieu and in the context of shifting citizen-state relations offer the state apparatus and how such free basic service offerings are experienced by poor households at the level of domestic, social and economic functioning. The study adopts a fluid mixed-methodological approach to optimise exploration and interpretation. It argues that the interface of state service delivery and citizens is fraught with contradictions: core to this is the nature of state ' help.' Free basic water encompassed in the social wage did not improve the lives of poor households; instead it eroded original water access. Free basic water stole women's time spent on domestic activities; compromised appropriate water requirements, exacerbated service affordability problems and negatively affected household functioning. Poor households experienced the government's policy of free basic services as containment and punishment for being poor. The Indigent Policy activated the state's surveillance, disciplinary and control apparatus. In the absence of effective national regulation over municipalities and with financial shortfalls, street-level bureaucrats manipulated social policies to further municipal cost recovery goals and subjugate poor households. Social control and cheap governance were in symmetry. Citizens, desperate for relief, approached the state. Poor households were pushed into downgraded service packages or mercilessly pursued by municipally outsourced private debt collectors and disconnection companies. Municipalities competing for investments brought about by favourable credit ratings abandoned the humanity of their citizens. Such re-prioritisation of values had profound implications for governance and public trust. Citizens were jettisoned to the outskirts of municipal governance, resulting in a distinct confusion and anger towards the local state - and with it, major uncertainties regarding future stability, redistribution and equity.

This study considers the nature of South African municipal water service delivery, and how marketing strategies can provide a framework for better management of this service. It reflects on the elements that guide municipal decision making and evaluates user preferences for levels of the municipal “water service mix” by employing conjoint analysis. Particular attention is paid to consumer willingness to pay for improvements in the “water service mix”. The study argues that the values municipal consumers attach to the variables of the water service mix need to be better incorporated into decision making regarding water service delivery, and that conjoint analysis is an informative method to assist in generating this information. The study outlines a water service marketing challenge and methods of research followed to deal with it (Chapter One) and the nature of the laws and institutions governing water service provision in South Africa (Chapter Two). The task of providing water services is delegated to Water Service Providers (municipalities). The key variables of the water service mix from the consumers perspective include; quality of the water, rate of flow from tap, interruption of water flow, sewerage disposal, assurance of supply, and water service tariffs (Chapter Three). The study covers the areas of Amathole, Kouga and Nelson Mandela Bay Municipalities' (Chapter Five). The method of marketing analysis applied is conjoint analysis, alternatively known as choice experiment analysis. An overview of the method is provided and its application to three samples of one hundred residents at each of the study sites is described in Chapter Four. The responses of the three hundred residents provide the basis for the results. Respondents were requested to make a series of choices between alternative water service mixes consisting of six variables differentiated by three levels (Chapter Three). In making these choices they implicitly compared and weighed up the relative worth of the selected variables against each other. The findings of the analysis were diverse (Chapter Six); two of the three estimated models did not yield significant results. An interpretation of these results showed that the respondents of the Kouga municipality were willing to pay R65.05 more (per 10 xii Kilolitres of water) than their current monthly tariff for a marginal improvement in water quality, R57.29 more (per 10 Kilolitres of water) per month for a marginal improvement in sewerage disposal and R21.90 (per 10 Kilolitres) per month for marginal improvements in assurance of water supply. Findings showed that willingness to pay for reduced interruptions and improved flow rates was lower and not as highly valued as the abovementioned variables. Most of these findings were consistent with similar international and national studies showing their reliability. Although there has been significant improvement in extending the reach of the network since 1994, the standards of water service provision in South African municipalities do not appear to have improved. The results of this study mirror a number of concerns that have been expressed about the standards of service, particularly sanitation (in publications like the Green Drop Report). Municipal service delivery in these areas would appear to be constrained by a number of issues including a lack of public involvement, legislation, limited financial resources and institutional capabilities. However, it is a service that is too vitally important to be allowed to deteriorate. Marketing analyses can make a valuable contribution to allocating and managing the scarce resources to best satisfy the consumers of water services (Chapter Seven). When consumer orientation is formally introduced as the main objective into the thinking of the service provider, it becomes untenable to offer poor service delivery. But that is exactly what many municipalities appear to be doing. There is a need to get back to the basics – where the consumer is king. This analysis concludes that consumers want, above all else, assurance of water supply, a high quality of water, and safe environmentally sensitive disposal of waste water. It is recommended that municipalities not lose sight of the fact that price is an important part of the marketing mix. From the paying consumers perspective, when the government incorporate too many other considerations into pricing of water services they are, in effect, disengaging price from the marketing mix by not being sensitive to consumer needs. This approach shows a weak marketing strategy, and may result in dissatisfied consumers who may become unwilling to pay for their water services – an outcome that the researcher would discourage.

Factors affecting the provision of water constitute a great challenge to water officials not only in Buffalo City Municipality but also globally. Interviews form the basic data collection instrument used to provide empirical evidence to the objectives of the study. The objectives of the study are: To evaluate the underlying challenges encountered by water sector Engineers; To evaluate the role of municipal water sector officials in the provision of clean water; To analyse the factors influencing the provision of water in Buffllo City Municipality. Recommendations are provided which could assist Buffalo City Municipality in addressing the challenges affecting the provision of water as follows: The involvement of national and provincial governments in order to improve the Buffalo City Municipal infrastructure and capacity building is highly recommended. Power failure and water interruptions caused by mechanical problems and natural disasters, are further municipal challenges that need to be addressed irrespective of financial constraints. Public and private sector sponsors can be approached to join the initiative. Informal settlements should be formalised and limited to a certain number of people per site or household, depending on the infrastructure. If the infrastructure is not conducive they should be relocated elsewhere. Public and private sector sponsors should offer assistance to Buffalo City Municipality to develop the required water skills, by financing water officials who are interested in furthering their education at tertiary level. Public consultation, through meetings and public forums, and public participation, by the street committees and police forums, are recommended. Coupon systems for basic services like water and electricity for all residents is highly recommended. A generator for the municipal water sector is needed. This will overcome the power failure problem. The provision of water is affected by power outages as water equipment needs electricity to be able to operate. Installation of a water plant in Buffalo City Municipality‟s main dam, the Maden dam, that is supposed to supply King Williams town and the surrounding areas directly.

Access to basic water and sanitation services in South Africa is considered a basic human right, and constitutionally, local government is responsible for the provision thereof. However, in the informal settlements in towns and cities, residents continue to be exposed to environmental health risks that result from poor and inadequate basic sanitation provision. Municipalities are under pressure to address the sanitation backlog according to the national target that is based on the Millennium Development Goals (MDG). The provision of infrastructure alone does not account for the provision of an improved, safer and more hygienic environment for its users. A badly managed sanitation facility is an environmental health risk, and it encourages inappropriate and unsafe sanitation practice. Municipalities cannot claim to meet the sanitation backlog targets unless appropriate and effective management systems are in place to operate and maintain the basic sanitation facilities provided. Through the Integrated Development Plan (IDP) process, local government is encouraged to develop partnerships to promote economic development and job creation, particularly in areas of extreme poverty and high unemployment through the delivery of services. Public participation, social learning, empowerment and sustainability are the key components of the people-centred development approach that currently guides the delivery of municipal services South Africa (Davids,I. 2005). The White Paper on Local Government advocates municipalities to work with communities to find sustainable ways to meet their needs through an approach that is driven by formulating linkages between development, service delivery and local citizen participation (Mogale, T. 2005:219). It is also argued that the only way to effectively link poverty reduction strategies and improved service delivery is through the formation of partnerships that are based on meaningful participation (Mogale, T. 2003). Public participation also allows for an opportunity for increased community buy-in and support that is essential for the sustainable delivery of services to informal settlements so as to reduce incidents of misuse and vandalism. Communication and collaboration across municipal departments is also required, as sanitation service delivery in its broad definition, falls across the Water Services, Health and Solid Waste Departments. Hence the need for an integrated and inclusive approach to planning is required. Using a participatory action research (PAR) process, this study proposes to investigate whether there are local community-based opportunities for the procurement of some of the operation and maintenance tasks for the recently refurbished public ablution blocks in an informal settlement within the City of Cape Town. Public ablution blocks are one of the sanitation technology options available for the provision of shared basic sanitation services provided to informal settlements within the City of Cape Town. The research is divided into three stages. The first two stages serve as the building blocks for the third stage of the research. The objectives are to obtain an improved understanding of the “local knowledge” at community level, to obtain an understanding of the operation and maintenance activities in informal settlements currently being undertaken by City of Cape Town, and to initiate contacts and develop relationships with key stakeholders for their participation in the focus group discussions in the third stage. The third stage of the research proposes to adopt a participatory approach involving key stakeholders to identify the opportunities and make recommendations to the City of Cape Town to consider for the development of an operational plan for the operation and maintenance of the Khayelitsha Ablution Blocks.

Service delivery is the provision of basic services to the community by Local Government (LG). The Water Services Act 108 of 1997 states that everyone should have rights to access water and sanitation. It further states that the level of service it provides its consumers, however, is dependent on a number of factors as per clause 11 (2) (a) which articulates that every water services authority has a duty to all consumers or potential consumers in its area of jurisdiction to progressively ensure sufficient, affordable, economical and sustainable access to water services. Craythorne (2006:170) argued that a municipality may, in accordance with a policy framework it has adopted, establish a part of the municipal area as an internal municipal service district to facilitate the provision of a municipal service in that area. Owing to the vastness of the district, many rural communities and the grant dependency of the municipality, the Amathole District Municipality (ADM) is challenged in providing safe potable water to all and is providing different levels of this service to different communities, based on available water resources, cost of supply and the ability to recover costs. In this regard the ADM provides a ―Basic level of service‖ to its rural communities in line with the Department of Water Affairs (DWA) National Guidelines of 25 litres per person per day. This study undertook to probe the determinants of effective basic service delivery at Amathole District Municipality. Water provision function is still a challenge to District Municipalities (DMs) due to various impediments confronted by the DMs when rendering basic services. From the literature study and information gathered from the respondents in this research it became evident that basic service delivery is a key to the development of local communities. In this regard it is pertinent that the District Municipality in question devises means that will mitigate the identified challenges in order to provide services to expectant communities. Self administered questionnaires were used as a method of collecting data from the respondents. In this study a qualitative method was used to analyse the data collected from the respondents. Based on the information gathered from the respondents the researcher made findings and formulated recommendations.

ENGLISH ABSTRACT: Municipal water distribution maintenance is very important for sustainable urban development. Water pipe breaks result not only in a disruption in service but also in significant loss of water, which otherwise could have been sold to the consumer. In countries where water is scarce, such as South Africa, water losses can be detrimental to the living standard of people. Water pipe breaks can furthermore cause extensive damage to nearby lower-lying properties. Existing decision support systems available in the field of water distribution system maintenance are mainly focused on leak detection and pipe rehabilitation/replacement strategy. These existing systems, however, do not address the actual causes of pipe breaks and pipe break impact is also not supported. The aim of this research is to develop a spatial decision support system (SDSS) for pipe break susceptibility analysis and impact assessment. The engineer (or public works administrator) can apply the SDSS to model the complex pipe break phenomena in the municipal water distribution system. The SDSS can identify pipes susceptible to breaking and pipes with potentially high break impact as far as water loss and damage caused to nearby property are concerned. This combined pipe break susceptibility analysis and potential impact assessment should promote more informed decision-making on preventative maintenance measures to be taken and their prioritisation. The dissertation consists offive parts. In the first part (Chapters 1-4) theories on information systems, fuzzy logic, object-oriented modelling, Unified Modelling Language (UML) and pipe break causes are presented. This literature review provides a basis on which the SDSS for pipe break susceptibility analysis and impact assessment can be developed. In the second part (Chapter 5) the general user requirements and design of the SDSS are given. The general SDSS architecture, the general system functionality and the user interface are described and designed in this part of the dissertation. The third part (Chapter 6) provides the detailed user requirements and design of the subsystems of the SDSS. Specialised functionality for pipe break susceptibility analysis and impact assessment is added to the general design of the SDSS. Subsystems are designed for analysing the pipe break susceptibility due to age, air-pocket formation and tree-root attack. Pipe break impact assessment subsystems are also designed for assessing water loss and potential damage caused to nearby property. Finally, a combined analysis subsystem is designed for combined pipe break susceptibility analysis and impact assessment. In the fourth part (Chapter 7), the SDSS is applied to the water distribution system of the Paarl Municipality to identify pipes in the network that have both high break susceptibility and also high break impact. The pipe break susceptibility analysis model of the SDSS is also tested and calibrated by comparing the model results with actual pipe break occurrence data of the study area. The final chapter (Chapter 8) contains the summary and recommendations regarding the functionality of the newly developed SDSS.

In lande waar water skaars is, soos in Suid-Afrika, kan waterverliese die lewenstandaard van die bevolking nadelig beïnvloed. Waterpypbreuke kan ook groot skade aan naby-geleë laag-liggende eiendomme aanrig. Besluitnemingstelsels tans beskikbaar op die gebied van instandhouding van waterverspreidingstelsels is hoofsaaklik gerig op lekkasie-opsporing en pyprehabilitasie- en pypvervangingstrategieë. Hierdie bestaande stelsels spreek egter nie die eintlike oorsake van pypbreuke aan nie, daar word ook nie op die impak van pypbreuke ingegaan nie. Die doelwit van hierdie navorsing is om 'n ruimtelike besluitnemingstelsel (RBS) - vir pypbreuk-risiko-analise en impakberaming te ontwikkel. Die ingenieur (of stelselbestuurder) kan met behulp van die RBS die komplekse pypbreukverskynsel in 'n munisipale waterverspreidingstelsel modelleer. Die RBS kan pype met hoë breek-potensiaal identifiseer asook pype wat, indien dit breek, groot waterverlies of skade aan naby-geleë eiendomme sal veroorsaak. Hierdie gekombineerde pypbreuk-risiko-analise en impakberaming behoort meer oordeelkundige besluitneming te bevorder deur beter prioritisering van voorkomende instandhoudingsmaatreëls en die uitvoering daarvan. Die proefskrif bestaan uit vyf dele. In die eerste deel (Hoofstukke 1-4) word die teorieë oor inligtingstelsels, 'fuzzy logic', objek-georiënteerde modellering, 'unified modelling language (UML)' en die oorsake van pypbreuke behandel. Hierdie literatuurstudie skep die basis waaruit die RBS vir pypbreukrisikobepaling en impakberaming ontwikkel sal word. In die tweede deel (Hoofstuk 5) word die algemene gebruikersbehoeftes en die ontwerp van die RBS uiteengesit. Die algemene RBS struktuur en die gebruikerskoppelvlak word in hierdie deel van die proefskrif beskryf en ontwerp. In die derde deel (Hoofstuk 6) word die gedetailleerde gebruikersbehoeftes en die ontwerp van die substelsels van die RBS uiteengesit. Gespesialiseerde funksionaliteit vir pypbreuk-risikobepaling en impakberaming is tot die algemene ontwerp van die RBS bygevoeg. Substelsels is ontwerp vir die ontleding van pypbreuk-risiko as gevolg van ouderdom, lugblaas-vorming en boomwortelaanval. Substelsels vir impakberaming is ook ontwerp om waterverlies en potensiële skade aan eiendomme vas te stel. Ten slotte word 'n gekombineerde ontledingsubstelsel vir gekombineerde pypbreuk-risikobepaling en impakberaming opgestel. In die vierde deel (Hoofstuk 7) word die RBS toegepas op die waterverspreidingstelsel van die Paarlse munisipaliteit om pype uit te ken wat beide 'n hoë breuk-risiko en 'n hoë breuk-impak bevat. Die pypbreuk-analise model van die RBS is ook getoets en gekalibreer deur die resultate van die model te vergelyk met data van werklike pypbreuke in die studiegebied. Die laaste hoofstuk (Hoofstuk 8) bevat die samevatting en die aanbevelings rakende die funksionaliteit van die voorgestelde RBS.

This study gives an overview of the sustainability of potable water supply in rural areas of South Africa in general and four rural areas of uMhlathuze in particular. Three key challenges in achieving sustainable rural water supply are discussed in more detail and later on used to evaluate the inadequacy of financial revenues to cover the full operation, maintenance and replacement of infrastructure. This research study analysed the factors pertaining to the tariff structure used in maintaining and sustaining rendered service. It analysed the current tariff structure that includes the poorest and most marginalised in line with revenue needed to cover recurrence costs. It was the purpose of this study to examine the adequacy of the management system used to sustain the supply of potable water in rural areas, taking into cognisance the costs of rendering the account and of illegal connections combined with high water losses. The study also attempted to link these points to the challenges faced by the rural areas. The sustainability of rural water supply was analysed, based on financial factors, affordability and on the willingness to pay for the service. The researcher first compared the water billing (levies) and payment patterns of each customer in rural areas of uMhlathuze Municipality with others; and secondly, compared the primary data against theory and the literature. Differences and similarities between the collected data and theory were at the core of the analysis The research results determined that the municipality has the capacity to maintain and sustain the potable water supply network in these areas, while dealing with management questions and recommending to management what is needed to ensure that the water reticulation system is run on a sustainable basis. Sustainability of rural water supply seems to be dependent on factors like policy, legal framework and economic factors such as an ability to meet the costs and willingness to pay for rendered service.

ENGLISH ABSTRACT: South Africa’s efforts to ensure safe drinking-water provision to all have resulted in an admirable reduction in the backlog in drinking-water provision since 1994. However, in the non-metro areas of South Africa poor drinking-water quality is common and, combined with inadequate sanitation, results in a significant and deleterious primary health impact. Given the South African government’s commitment to co-operative government and good governance, and a willingness to both mobilize government funds and to involve the private sector in addressing poor water services delivery by local government, it can be expected that a significant opportunity exists for a “service/product” combination that assists local, provincial and national government in both, (i), the progressive realization of suitable drinking-water quality via a consultative audit, and (ii), an environmental governance function to ensure that acute and chronic issues are timeously identified and resolved. Drinking-Water Quality Management (DWQM) procedures developed and operated by the government research organization, CSIR, have been shown to be effective in achieving (i) and (ii) above. However, CSIR is not the appropriate business environment from which to roll out a commercialized service. This study assesses the prospects of a start-up Small, Medium and Micro Enterprise (SMME) to access and develop the DWQM market in South Africa. A thorough review of the role of governance in the delivery of water services in South Africa is provided, and it is confirmed that DWQM procedures can be expected to contribute towards improvement in drinking-water quality in non-metro South Africa and satisfy government’s requirement of demonstrated good governance (co-operative and regulatory governance) and co-operative government. A situational analysis of the internal (CSIR) and external business environment confirms that a win-win opportunity exists for entrepreneurs from within CSIR to “spin-out” the DWQM services, and thereby fulfill CSIR’s mandate of supporting SMME’s and Black Economic Empowerment (BEE). A summary of considerations for a start-up SMME in South Africa emphasizes the importance of some key factors. A key factor for a SMME selling services to government is the satisfaction of BEE requirements. Additional key factors include the business marketing factors of customer relationship management, delivering value and ongoing evolvement of marketing strategy. A case study involving Stellenbosch Municipality is used to demonstrate the customer centric nature of DWQM, and the positive Value Impact delivered to the client. The above are used to critically consider a Business Action Plan (which has a focus on the first year of operation) and to identify amendments required for the future and separate preparation of a full Business Plan. The short term focused Business Action Plan (BAP) confirms that market forces and opportunities combine with the skills and the background of the start-up team to provide a positive prospect for the startup SMME. Conversion of the BAP to a fully fledged Business Plan will require the development of a full business strategy, and supportive marketing strategy, as the short term focus strategies are inadequate. Importantly, adjustments to the black equity holding should be brought in line with the requirements of the Broad-Based BEE Act.
AFRIKAANSE OPSOMMING: Suid-Afrika se deurlopende pogings om veilige drinkwater te verskaf het gesorg vir ‘n benydenswaardige vermindering in die agterstand in verskaffing van drinkwater sedert 1994. In die nie-metropolitaanse areas van Suid-Afrika is swak drinkwater gehalte egter steeds algemeen en is verantwoordelik, saam met ontoereikende sanitêre infrastruktuur, vir beduidende en dodelike primêre gesondheidsrisikos. Die Suid-Afrikaanse regering is toegewyd tot samewerking met die private sektor en die toepassing van goeie besigheidsbeginsels. Dit is ook gewillig om regeringsfondse beskikbaar te stel indien die betrokkenheid van die privaat sektor kan help om swak waterdienste lewering deur die regering aan te spreek. Daar kan dus verwag word dat ‘n daadwerklike geleentheid bestaan om ‘n “diens/produk” kombinasie daar te stel wat plaaslike, provinsiale en nasionale regering sal bystaan in beide die: (i), progressiewe verwesenliking van geskikte gehalte drinkwater deur middel van ‘n konsultatiewe oudit, en (ii), ‘n omgewings oorsig funksie om te verseker dat akute en kroniese probleme tydig geidentifiseer en opgelos word. Drinkwater Gehalte Bestuur (DWGB) prosedures ontwikkel en toegepas deur die regeringsnavorsingseenheid, die WNNR, is bewys as effektief in die bereiking van (i) en (ii) soos hierbo gemeld. Veranderinge wat vereis sou word vir die voorbereiding van ‘n toekomstige en afsonderlike volledige Besigheids Plan word geidentifiseer. Die korttermyn gefokusde Besigheids Aksie Plan (BAP) bevestig dat marktendense en geleenthede tesame met die vaardighede en agtergrond van die Kleinsake-span ‘n positiewe verwagting skep vir die voornemende kleinsake-bedryf. The Republic of South Africa embarked on devolution of specific powers to municipal authorities due to the fact that municipalities are a sphere of government which is at the door step of the citizens. Among the powers that were devolved was the authority to regulate on the rendering of water and services to communities. From now henceforth in this study, water and sanitation services will be referred to as water services. The rural villages that had no access to water services during the previous dispensation were rapidly rendered with these services when the transformed Department of Water Affairs and Forestry took a decision to provide the services on its own in order to give space for the transformation of the local sphere of government such that these municipal X authorities are able to manage the load of the allocation of such functions mainly and to close the vacuum so that there is no gap as to who should be responsible for water provision in rural villages whilst the restructuring of municipalities to include the rural villages as part of the transformation process takes place. A decline in the pace rendering water services to the previously disadvantaged rural communities was noticed after the devolution of water services to municipal authorities and by implication once hands were changed. This left those rural communities that had no access to water services still without the desired water services and those that had water services provided left midway with dry water schemes and dysfunctional infrastructure. This study therefore seeks to uproot the cause for the deceleration of water services once it was devolved to municipal authorities. This decline was noticed by the researcher hence the study seeks to attempt providing alternatives and lasting solutions primarily because water services are essential services and water is life. The main objective of the study is to investigate factors that cause the deceleration of water supply and the slow movement in the acceleration of sanitation services in order to provide alternatives that may yield results. Given the above broad objective this study further aims at examining the following factors: The correlation in funding made available by the central government and the financial resources available to municipalities to perform the function in order to render this service properly. Technical support available to municipalities. Relevant legislation, its policies and its impact on the implementation of the service XI. The correlation between accountability, democratization and community participation on standards and quality of the service to actual outputs. Improvement of service delivery and its relationship with transparency and efficiency. Relatedness of poverty to non provision of water services. The relatedness of poverty, lack of basic services to influx in the cities. Relatedness of the quality of the water services to the outbreak of diseases

This study assesses service delivery challenges in Intsika Yethu Municipality with reference to water and electricity. This report presents the findings of a study conducted to identify the service delivery challenges related to the provision of basic services such as water and electricity, together with the recommendations on how these challenges can be resolved. This study was prompted by the huge number of backlogs experienced regarding water and electricity as well as complaints of non-service delivery and little understanding of the programme and plans within Intsika Yethu Municipality. The results of this study show that the communities do not fully participate in their development planning processes and they do not understand the purpose and existence of IDP document. The researcher hopes that this study will sensitise the community to participate in the affairs of their development that will change the quality of their lives. Intsika Yethu Municipality should improve their strategies and consultation structures in the implementation of water and electricity projects as well as the IDP processes.

The World Bank (1994) concluded that there is a close relationship between infrastructure and economic growth. This also reflects on the water sector because, despite water sector importance, water services infrastructure is probably one of the most difficult to finance, while its deficiency or absence instils a particular burden on society. According to Baietti and Raymond (2005), more than 1.1 billion people worldwide do not have access to safe drinking water, and approximately 2.4 billion are without adequate sanitation. Yet these estimates underestimate the gravity of the situation in relation to access gap and quality of services provided. Most consumers face situations where water services are intermittent and when available the water is not safe for consumption, while sanitation facilities are overloaded, unused or in despair. This research was conducted in the North West Province with municipalities that have the status of water services authorities. This included a combination of district and local municipalities. The North West Province has 11 water service authorities of which nine are local municipalities and two are district municipalities. The competing demands and needs for governments to provide infrastructure for other sectors such as roads and energy further aggravate the stance of finance unavailability for the water sector. The purpose of the study was to highlight the challenges that municipalities face in financing water services infrastructure. The result of the study will provide knowledge and innovative ideas that will allow South Africa‘s municipalities to address challenges of service delivery. At municipal level water services are provided through a variety of approaches, although most involve centralised systems with large supply, distribution and treatment facilities. The social benefits that water services provide are well known, particularly those that relate to public health including reduced morbidity and mortality from waterborne diseases. The challenge is that funding to meet these development objectives is either scarce or entirely unavailable. The Water Services Act 108 of (DWAF, 1997) requires water services authorities and water service providers to put significant efforts into cost recovery for sustainable provision of water services. This aspect has significant challenges which results from widespread poverty and a culture of non-payment from communities inherent as a remnant of protest against apartheid. The scope of the water sector is complex, owing to its diversity, interactions and synergies with other industrial, commercial and financial sectors, and its international nature. Under the current South African constitutional and legislative framework, municipalities will remain to be a major player in the development, financing and delivering of water services infrastructure for sustainable growth and development. Water Services Authorities (WSAs) have responsibilities including protection and management of water resources, provision of adequate and sustainable water services, operation and maintenance of water services infrastructure, monitoring and management of municipal water quality to regulatory requirements and reporting to the Department of Water Affairs (DWA) with regards to the aforementioned. Water service delivery failures at the municipal level are a widespread and fundamental problem in South Africa. At the same time, under the current decentralisation policies, the responsibility for delivering such services is increasingly being delegated to lower levels of government/municipalities that are often ill equipped for the challenge in terms of financial and human resources capacity. Cardone and Fonseca (2006) indicated public administration and financial management capacity at central and sub-sovereign levels of government as limited, and affecting the timely transfer of funding as well as the capacity of municipalities to absorb those funds. Various strategies are needed to enable municipalities to secure and finance their water services infrastructure. These include understanding what bankers are looking for, understanding where donors are going, greater involvement of the private sector, matching service levels to affordability, improving revenues and influencing the regulatory regime.

This study investigated the education and training needs for municipal employees in order to inform an education and training strategy that would address environmental management challenges in Makana local municipality in Grahamstown, Eastern Cape province. The research was conducted as a qualitative case study that made use of questionnaires, document analysis, focus group discussions and interviews as instruments for data generation. Samples of respondents were selected from Makana Municipality employees in top and middle management positions, professionals/technicians and workers, including elected councillors. The study was contextualised through establishing environmental management issues in Makana municipality; establishing organisational needs; development of a learner profile; and through a review of policies and recent trends in adult education. The study established that the Makana Municipality employees are most concerned with the following issues: sanitation; solid waste management; livestock management and fire management. These issues require primary environmental competences among all council employees (top and middle management, professionals and technicians, workers and councillors who work on part-time basis). The educational implications needed to respond to these issues also require an understanding of legislation. The study also established that technical education and training which includes planning, project management, and financial and budgeting competences are necessary amongst the management and professionals. These competences may enable them to develop capacity in environmental management. This study further established the need for social education which includes competences such as communication and social justice. These competences should be developed amongst members of the same group as they need to involve the community in management of the environment. This should enable the municipality to create job opportunities and help change negative attitudes.

The implementation of water policy and the integrated management of water face multiple challenges in South Africa (SA), despite the successes of post-apartheid government programmes in which some significant equity, sustainability and efficiency milestones have been met. This study uses a series of intervention processes into municipal water service delivery to explore the context, constraints, and real-world messiness in which local water authorities operate. The equitable provision of drinking water by local government and the collaborative management of untreated water by ‘water user associations’ are two sites of institutional conflict that have been subjected to broad ‘turnaround’ and ‘transformation’ attempts at the national level. This thesis seeks to explore and understand the use of transdisciplinary research in engaging local water authorities in a process of institutional change that increases the likelihood of equitable water supply in the Lower Sundays River Valley (LSRV). Fieldwork was conducted as part of a broader action research process involving the attempted ‘turnaround’ of the Sundays River Valley Municipality (SRVM) between 2011 and 2014. A multi-method research approach was employed, which drew on institutional, ethnographic, and systems analyses within an evolving, transdisciplinary methodology. In the single case study research design, qualitative and quantitative data were collected via participant observation, interviews and documentary sources. Analytical methods included system dynamics modelling and an adapted form of the ethnographic tool of ‘thick description’, which were linked in a governance analysis. Government interventions into the SRVM failed to take account of the systemic complexity of the municipal operating environment, the interactions of which are described in this study as the ‘modes of failure’ of local government. These modes included the perpetual ‘firefighting’ responses of municipal officials to crises, and the simultaneous underinvestment in, and over-extension of, water supply infrastructure, which is a rational approach to addressing current water shortages when funds are unavailable for maintenance, refurbishment, or the construction of new infrastructure. The over-burdening of municipalities with technocratic requirements, the presence of gaps in the institutional arrangements governing water supply in the LSRV, and the lack of coordination in government interventions are analysed in this study, with policy recommendations resulting. The primary contribution of this study is in providing a substantively-contextualised case study that illustrates the value of systemic, engaged, extended, and embedded transdisciplinary research.

The study is an evaluation of the challenges that the Thulamela Municipality face in the delivery of water and sanitation services. The purpose of the study was to find ways of improving service delivery and addressing backlogs so that sustainable delivery of water and sanitation services can be achieved. A descriptive quantitative method was conducted using a questionnaire, peer-reviewed journals, books and official documentation. The Thulamela Local Municipality is based at Vhembe District in Limpopo Province. The study shows that there is a serious challenge of backlogs in water and sanitation delivery. These will be difficult to overcome due to financial constraint and, lack of human capacity and technical resources. The researcher concluded that the municipality has serious backlogs in service provision which needed to be addressed urgently. She recommends that the municipality should outsource some services, provide efficient and effective resource to ensure that there is sustainable service provision.

This winter rainfall region is typified by hot and dry summer months, corresponding to peak garden water demand. Water restrictions in the area are relatively common and primarily target outdoor use. Groundwater serves as an alternative source of water to some consumers in the area, but little is known about the extent of such use and the impact thereof on potable water demand. A major part of the area is underlain by a primary, unconfined aquifer that has been reported to have high exploitation potential. Its unconsolidated sand and shallow water table provides ideal conditions for small scale groundwater abstraction. Several owners of properties situated above the aquifer unit have capitalised on this and utilise groundwater as an alternative to potable water, mostly for garden irrigation purposes. The main objective of this research was to investigate the average extent of the expected reduction in average annual municipal water demand due to private groundwater use at the selected properties in the study area. The methodology involved abstracting data from the City of Cape Town’s registration process for the private use of non-potable water. The data was recorded between 2000 and 2006 and was available only in hard copy format. The registration data was used to identify residential properties with access to private groundwater sources, based on the physical addresses recorded on the registration forms. The rate of groundwater abstraction was not recorded during the registration process, nor was any of the properties spatially referenced. The data set contained information for 4 487 properties, of which 3 764 could ultimately be used in the analysis. Data from a recent hydro-census in Hermanus (which was done by others prior to this study) was used to test the intended research method first. This trial investigation involved only 114 properties and was used to streamline the proposed methodology for application on the full-scale analysis of the City of Cape Town data. Each address was captured electronically, verified manually and filtered to extract only those representing residential properties for which groundwater use was registered. In order to identify the properties spatially, the addresses had to be converted to coordinates through a procedure called geocoding, so as to plot each spatially and obtain the attributes such as stand size, position and the unique Surveyor General’s code. This was necessary in order to link the addresses to the municipal treasury system and obtain their latest available water consumption records using a commercial software package that incorporates consumer information. Next the actual annual water consumption figures were compared with recently published water demand guidelines based on stand size as single explanatory variable. The selected residential stands were divided into pre-defined stand size categories. The average water consumption of all the stands in each size category was calculated and compared with the suggested water demand as per the guidelines used, based on the centre value of the size range of each category. The results of the comparative analysis confirm findings from two earlier studies where lower municipal water use was reported for residential properties with access to groundwater in a summer rainfall region. The results further showed that the mean average annual potable water demand of consumers in the study area with access to groundwater was on average 31.4% lower than those considered without such access in the same region. This represents an average reduction of 333 l/stand/day (about 10 kl/stand/month) in the potable water demand of the selected residential stands. This study therefore confirms that serviced residential stands with access to private groundwater sources in the Cape Peninsula have lower average metered water consumption from the municipal supply system.
AFRIKAANSE OPSOMMING: Hierdie studie fokus op die water anvraag van geselekteerde residensiële erwe met toegang tot grondwater in gedienste woongebiede van die Kaapse Skiereiland. Die gebied is ‘n winterreënvalstreek, met warm, droë somermaande wat saamval met piek water aanvraag vir tuinbou. Waterbeperkings in die area is relatief algemeen, veral op die buitegebruik van water. Grondwater dien as alternatiewe bron vir sommige verbruikers, maar kennis oor die omvang van sulke gebruik, sowel as die impak wat dit het op die aanvraag na drinkbare water is beperk. Die grootste deel van die gebied ter sprake is geleë bo ‘n onbegrensde hoof waterdraer, met berigte hoë ontginningspotensiaal. Die ongekonsolideerde sand en hoë watertafel is ideal vir kleinskaalse grondwateronttrekking. Heelwat van die eienaars van grond wat bo hierdie akwafeer geleë is het die situasie uitgebuit en gebruik grondwater as alternatief vir drinkwater, veral vir tuinbesproeiïng. Die geselekteerde woonerwe is toe in voorafgekose kategorië verdeel volgens erfgrootte. Die gemiddelde waterverbruik van al die erwe binne elke grootte-kategorie is bereken en vergelyk met die voorgestelde wateraanvraag volgens die riglyne, gebaseer op die middelpuntwaarde van die grootte strekking van elke kategorie. Die resultate van die vergelykende analise staaf die bevindinge van twee vroeër studies wat laer munisipale watervebruik rapporteer vir residensiële eiendomme met toegang tot grondwater in ‘n somerreënvalgebied. Die resultate wys ook dat die gemiddelde jaarlikse drinkbare water aanvraag van verbruikers in die studiegebied wie toegang het tot grondwater, gemiddeld 31.4% laer is as dit van verbruikers wie beskou word sonder sulke toegang in dieselfde streek. Dit verteenwoordig ‘n gemiddelde vermindering van 333 l/erf/dag (rondom 10 kl/erf/maand) in die aanvraag na drinkbare water van die geselekteerde woonerwe. Theoretical background through a literature review of the selected topic, as well as of the legal frameworks that guide the provisioning of sanitation. The researcher consulted literature that describes the provisioning of sanitation by the City of Cape Town, and the challenges it faces in this regard. The researcher also discussed the legislation that guides sanitation, and five broad themes relating to sanitation, around which the research questions were formulated. The researcher discovered that City of Cape Town employees face a number of challenges that make their job difficult, especially in providing water and sanitation to the communities in Site C in Khayelitsha. The researcher concludes the study and makes recommendations regarding the provision of proper sanitation by the City of Cape Town. These recommendations are based on the study's questionnaire results

Water security is influenced by the complex interplay between ecological, socio-political, governance and water management systems. Achieving water security is essential for ensuring sustainable development, and challenges with water security are closely linked to the overall experience of poverty that many countries throughout the world, including South Africa, confront. These problems can broadly be understood through three main factors: water availability, access and usage; water governance and management underpin these factors. Water insecurity can often be seen in townships within South Africa, where water service delivery and water access is precarious. This study provides a lens into the water security experiences of two poor township communities in the Sundays River Valley Municipality (SRVM) namely Nomathamsanqa in Addo and Aquapark in Kirkwood. The research assessed water security patterns amongst RDP, township and informal settlement households serviced by the SRVM and found that communities face severe water security problems. Specifically, it was found that all township households encounter frequent water shortages, cuts in municipal water supply and water quality concerns. Issues around the payment for water and dissatisfaction with water service delivery also emerged. The purpose of this research was to allow for community experiences and perspectives to be expressed in an academic space that has previously been dominated by water management and policy makers. The study concludes that these communities within the SRVM experience significant challenges in securing safe water and these are largely due to social water scarcity issues and the difficulties the municipality faces concerning water service delivery.

This study analyses the effectiveness of community participation in service delivery. The area of study, the Chris Ham District Municipality (CHDM), is a Water Services Authority, responsible for ensuring access to water services (water and sanitation) by all communities within its jurisdiction. There are eight local municipalities within the CHDM. The objective of this study is to determine whether systems are in place in local government to promote participation by communities in service delivery projects and whether these systems are being utilised efficiently by the role-players concerned. The role-players in this research are people who are involved in community development programmes of the municipality (municipal staff in the relevant departments of the municipalities under study, the social facilitators, civil society organisations, ward committees, ward councillors, traditional authorities as well as the representatives of communities (Project Steering Committees) who are beneficiaries of the projects under study). The projects that are under study were selected from a readily available list of CHDM capital projects that appear in the 2003/2004 financial year funding plan and are running. The findings of the study at both levels (local and district) show that the municipal environment is not conducive to promoting community participation. This is linked to factors such as the structural arrangements, whereby the offices relevant for promoting community participation are not fully occupied, which provided evidence that community participation is not prioritised. There is lack of coordination of programmes within the local government spheres as well within departments of the DM and strategies for community participation have been found to be non-effective. At project level lack of community participation is linked to the utilisation of ward committees as the only mechanism for community participation regardless of its un-equal and party biased representation. This study therefore concludes that although the systems to promote community participation are in place, they are not effective.

This was a study of the devolution of water and sanitation management functions from the Department of Water Affairs and Forestry and Rand Water Board to Tshwane Metropolitan Municipality. This affects the functions and the infrastructure that goes with it. This exercise is the fulfilment of the provisions of Water Services Act that empowers municipalities to become Water Services Authorities and where capacity exists to also become Water Services Providers. It was found that though constitutionally, water and sanitation functions resort under municipalities, in the area of study, the Tshwane municipality did not directly deliver these functions. This happened due to the fact that Tshwane did not have human capacity to deal with the functions, they provided the funding as a subsidy to Rand Water Board who in turn provided financial support to Odi Retail Water that is currently responsible for water and sanitation management as a subsidiary to Rand Water Board. The following are recommendations derived from the findings: That the political activities be raised in the areas to encourage people to pay for their services and take responsibility for meter reading on their own like it is happening in Denmark. In Denmark each household reads meters for both water and electricity personally and submits the readings to the municipality for billing. As a result the municipality did not employ special meter readers and by so doing they safe on salaries. That greater resource allocation is made to cover the shortfalls that were experienced due to lack of management capacity and other resources that would enable Tshwane municipality to run the functions on their own. That capacity building and support for professionals be streamlined on the current Odi Retail Water staff for future absorption by municipality. 4. That promotion of community-based development be continued to encourage community ownership on water management functions. This could be done through the formation of community water associations. While community-based approaches are now accepted as the norm, the necessary: capacity to support them in most cases does not generally exist at the higher levels (national, district and local) and Tshwane needs to look at this. Communities currently remain uninterested in taking part in wider water management for a number of reasons, including lack of ownership or control over decisions; lack of real power to make allocation and use decisions; high transaction costs of involvement; and poorly developed frameworks by which the views of large communities can be represented at stakeholder fora. Therefore, Tshwane must make sure that community's interest is supported in all respect. If the municipality cannot handle these functions on its own, then privatisation should be considered for efficient and effective water and sanitation management and provision.

The research study focused on the service delivery challenges regarding water and sanitation in the Gauteng Province. Two metropolitan municipalities including the City of Johannesburg and the City of Tshwane were investigated and used for this research study. The study used a qualitative research design and the methodology includes literature reviews and structured interviews to highlight the challenges from an international, South African, and provincial perspective, particularly in Gauteng. An interview schedule was developed and structured interviews were conducted to collect primary data from the selected participants. Although the literature review conducted indicate that the provision of water and sanitation in the Gauteng Province had improved, significant challenges remain. Areas such as informal settlements are still experiencing shortcomings as compared to the metropolitan areas. Institutional challenges such as a lack of appropriate skills still exist. Other challenges such as poor financial management and non-payment for services by the communities persist. Furthermore, the literature indicates that community protests over basic services occur more in the Gauteng Province than in other provinces. This indicates that the challenges of providing basic services such as water and sanitation are still persistent. To deal with the challenges of providing water and sanitation services, the government and agencies involved in the provision of these services implemented several measures. To alleviate the challenges, not only government help is needed, but also help from other sectors, including non-governmental organisations, agencies, and communities. The findings of this study might assist the municipalities to improve the services through its recommendations. The study is also meant to help public officials and political office bearers to understand the dynamics and challenges they are faced with when carrying out their duties. This study will be used to add to the current literature on the basic service delivery challenges in the Gauteng Province, it will also contribute to academic and government related publications for further references and broadens research on the subject.

This research focused on evaluating and comparing the perceptions, water-use behaviour, water conservation awareness and overall water stewardship of participants residing in Hammanskraal and Atteridgeville who have experienced intermittent water supply in their domestic households – due to either water contamination incidents caused by dilapidated infrastructure or water restrictions implemented by the City of Tshwane Metropolitan Municipality during the 2016–2017 drought in the Gauteng Province. The research concluded that the municipality needs to implement proactive water conservation awareness initiatives on an ongoing basis to reduce high water demands and to create a culture of water stewardship, especially in Atteridgeville. Transparent communication is also required from the municipality to instil the necessary trust among the public. It is recommended that the municipality attends to water leaks and ongoing complaints from the public timeously to reduce the current apathy from the public against reporting water-related issues and to ultimately ensure compliance to water restrictions.

The Newcastle Local Municipality (NLM) has been experiencing water supply interruptions since 2010 due to high demand. Between June 2011 to December 2011, water losses ranged from 49% to 62% (about 23 to 30 megalitres per day) in Madadeni and Osizweni townships (Newcastle East). The suburban areas (i.e. Newcastle West) also experienced water interruptions due to collapsing and/or aging infrastructure. About a thousand households in Madadeni were involved in this study to find the cause of the high water losses. Awareness campaigns, repairing household leaks, installation of intelligent meters and the increase of free basic water in indigent households from 6kℓ to 12kℓ per month reduced water losses from about 246 kℓ to 177kℓ per month. If similar Water Conservation (WC) and Water Demand Management (WDM) could be rolled out to the 35 000 households in the NLM and similar results to those in Madadeni are attained, conservative water saving of about 21Mℓ per day could be achieved. This would reduce the demand on the Ngagane Water Treatment Works (WTW) by 20%.

Human beings depend on water not only for life itself but also for their economic wellbeing. Water resources play a cardinal role in the creation of everything that human beings produce. Post-apartheid South Africa is in the throes of incredible challenges. One of the more important challenges is access for all citizens to basic services. South Africa is doing this against a backdrop of strongly differential servicing that is its apartheid legacy, which has prompted many commentators to label South Africa a country of two worlds, more specifically, a developed world component and an impoverished developing world component. The challenge with respect to water is to ensure universal access in the context of the added hurdle of South Africa being a water-scarce country. The local municipalities of the Eastern Cape have been facing a number of challenges in the provision of clean, portable water to their communities. This has resulted in inadequate provision of water, meaning that not all communities have access to clean water 24 hours a day The overall objective for this study is to contribute to the body of knowledge available to the water sector about the management of sustainable water supply systems in municipalities, and determine the factors that have undermined the sustainability of water provision at a local government municipal level in the Eastern Cape Province of South Africa. In this research, the effectiveness of local governments, which act as water services authorities (WSA) and providers of water to the rural communities, is examined. To this end, a comprehensive literature review was conducted and data gathered to discover why there has been a failure in the provision of clean drinking water. The results of the research illustrate that institutional incapacity in rural municipalities and widespread poverty serve to undermine the sustainability of the local government sector and lead to breakdowns in services delivery. Measures are proposed that can be adopted to improve the current approaches of water supply in local municipalities.

The dwindling water resources and persistent deterioration of water quality, more severely in urban areas, necessitates the review the current practice of storm water management in South Africa. Reliable stormwater drainage models evaluating both the water quantity and quality could be essential in confronting the prevailing pollution problems. The objective of this project was conceived to be the development of a system for the simulation of water quality in urban watercourses, A personal computer compatible model for joint transportation of hydrograph and pollutographs in open channels was developed. The model comprises an operational data handling facility, a user friendly and interactive interface. The study revealed that: Urban and Industrial development results in complication of the urban water system. • Single objectivity approaches in management of urban watercourses are outdated . .. The proposed model is capable of simultaneously routing flood and pollutant condiment waves in open channels. This study examines water service provision models in KwaZulu-Natal and asks to what extent the intention behind the implementation of a specific model of water service provision correlates with residents’ experiences of the service delivery model that is implemented within their township? Using a case study method this question was examined in two poor communities in the KwaZulu-Natal province of South Africa that were characterised by different models of water service delivery. In the first case, namely Kwadukuza, municipal service provision is the operating model, whilst in the second case, Etete, a Public-Private Partnership governs water service delivery. In examining the different models of water service delivery in the two communities and how they are perceived and experienced by stakeholders, this research primarily expands on existing literature on water service provision within South Africa. It furthermore contributes to broader discussions on decentralisation and citizen participation, whilst building on scholarly debates on water privatisation and partnerships in the context of townships in South Africa. The study begins with a consideration of relevant literature, examining the growing impetus of decentralisation globally, as well as the concurrent emergence of neoliberal thinking and New Public Management strategies. Thereafter, debates on water privatisation are explored, before moving on to a consideration of the policy and practice of water provision in the South African context. At this juncture, the study draws on in-depth interviews as it considers the two models of water service provision within the Ilembe District Municipality – the factors that influenced their implementation and, thereafter, the relationships between and experiences of stakeholders (both implementers and beneficiaries alike) of the service delivery model that operates within their municipality. The study submits that the proposed benefits of decentralisation in the South African context are questionable, specifically as they relate to the delivery of services to the poorest of the poor. It is argued that this is owing considerably to inadequacies at the level of local government. In this respect, it is suggested that existing participatory mechanisms are falling short of the mark. In light of this, the study advances the manifold advantages of multiple stakeholders and partnership arrangements for service delivery models in the South African context. At its core, the study highlights residents’ experiences of water service delivery into their townships in an attempt to measure these against other reported experiences.

Since the study wanted to have an in-depth understanding of the strategies/methods that the municipality use to deliver water services effectively in Hluvukani, both the qualitative and quantitative research approaches were used. It is within these methodologies that a case study was adopted to seek to deepen the strategies used by government and municipal officials to address the challenges of water experienced by villagers in Hluvukani. Three methods of data collection were used, namely: interviewing, non- participant observation and documents. Hluvukani village was selected as a site for the study by means of purposive sampling. The participants interviewed included the municipal manager, the municipal officials, Hluvukani villagers and officials from the Department of Water Affairs. The documents consulted included the municipal IDP and the 2015/2016 Municipal Budget. This study found that villagers have difficulties in accessing water at Hluvukani and the water service delivery was not effective even though the municipal manager claimed otherwise. This was manifested by the strategies that were used to delivery water such as using delivery trucks to supply water to Hluvukani villages every two weeks. This, the researcher found ineffective as people had to live without water delivery for a period up to four weeks.

The residents of Lebowakgomo in Lepelle-Nkumpi Municipality experience numerous inequalities in relation to water services provision. Some of the residents protest towards the inequalities through refusal to pay for the water services. The confrontational non paying residents field questions which the municipality can hardly answer. The problem of refusal to pay is of the magnitude that recently the municipality had to go house-to-house pleading with the inhabitants to pay if the municipality was to continue to provide water services. The specific objectives of this study were three-fold: (1) to determine water service quality using residents’ perceptions on water services in Lebowakgomo, (2) to determine residents’ expectations and perceptions on water services in Lebowakgomo, and (3) to determine the residents’ perceptions on water service quality and customer satisfaction in Lebowakgomo using age, gender, qualification and suburb. A questionnaire comprising five dimensions, namely, tangibles, reliability, assurance, empathy and responsiveness, was compiled to collect data from three suburbs of Lebowakgomo in Lepelle-Nkumpi Municipality. The original sample size was 120, with 9 becoming spoiled due to missing data. The independent variables comprised age, qualification, suburb and gender. Most of the data were analysed for kurtosis and skewness and with the exception of one variable, the rest of the data did not conform to parametric analysis criteria. The major findings of this study indicated overall negative perceptions of residents’ on four dimensions of empathy, reliability, responsiveness and assurance on water service quality which implied that the residents were dissatisfied with the service and called on management to use SERVQUAL as a valid model of assessment to identify areas requiring immediate attention for service improvement. On the other contra positive it was revealed that the municipality was doing well on the tangibles dimension. ix The study recommended use of SERVQUAL in measuring quality of other services within the constitutional competencies of the municipality and further research to investigate age contribution to service quality.

An investigation was conducted on on-site leakage in selected suburbs of Johannesburg to determine the average leakage flow rate of water lost per property, as well as the distribution patterns of leakage flow rates for two categories of properties: Residential (single domestic houses on stands) and Other (non-domestic and large domestic users). The incentive of this research project, funded by the Water Research Commission (WRC) of South Africa, was to provide figures and to gain insight into the magnitude of water lost at the consumer level, also defined as "on-site leakage". Little was published on on-site losses compared to water losses in municipal distribution systems. The key information for this study was collected through physical inspection of a group of randomly selected properties and by means of measurements taken from municipal water meters used for billing purpose. The project was assisted by Johannesburg Water (Pty) Ltd who provided a list of 233 properties having water meters of less than five years old. These properties were chosen at random and included properties whose meters were replaced due to meter failure or customer complaints. The results of the research show that overall 64 % of investigated properties had measurable on-site leakage at an average rate of 22.9 I/h per property, equivalent to a monthly volume loss of 16.5 kl per property. The median rate was 5.7 I/h per property, translated into a volume loss of 4.1 kl/month per property. An analysis of the data revealed that the general extreme value distribution and its derivatives (Frechet, Wakeby, Exponential and Gamma) provide good descriptions of the distribution of on-site leakage rates. The apparent losses resulting from metering errors were also estimated. The results of this study should be of interest to water engineers and to decision-makers involved in water demand management. It could form a basis for further investigation in the analysis of on-site leakage on a large scale in South Africa by systematically monitoring all segregated categories of users throughout different cities and towns in South Africa.

South African legislation, as summarised in The Strategic Framework for Water Services (Department of Water Affairs and Forestry, 2003), makes local authorities responsible for all water services to individual consumers. As Water Services Authorities (WSAs), municipalities must appoint Water Services Providers (WSPs) to implement water services. The legislation allows a range of organisations to act as WSPs. The Strategic Framework also lays down norms and standards with regards to continuity of water supplies and water quality. The country has adopted a policy of "Free Basic Water", which requires WSAs to provide a basic level of services free of charge. Six kilolitres per household per month is the norm adopted by most municipalities. In deciding on the institutional arrangements for the provISIon of water serVIces, municipalities need to decide what functions, if any, to outsource. Most international literature that reviews experiences of the International Water Decade advocates community management of rural water supplies, pointing to failures of government run, centralised management of rural schemes. A strong reason given for choosing community management is the sense of "ownership" this gives to local communities. Traditional theories on management by government organisations use a "steering" model, in which the government sets the course for policy and administrators implement the policies decided upon. Since the 1980s, a new paradigm for analysing government has emerged, emphasising the limits to governments' power to act as it wishes. The new model is one of networks of various interdependent organisations, often with the government at the centre. Such a model can be used to depict organisational relationships in rural areas of South Africa. In the early 1990s, a number ofNGOs implemented rural water schemes using the community management approach. However, after the passing of legislation making municipalities WSAs, very few municipalities have seriously considered community management, or any formal role for local community based organisations. Efforts to assess the effectiveness of municipalities' water service delivery IS severely hampered by a lack of usable data. Since starting to take responsibility for water schemes from DWAF and other bodies in 2000, municipalities have struggled to manage service delivery effectively, largely due to a shortage of management and technical skills. Alfred Nzo District Municipality (ANDM) is one of the poorest municipalities in the country, with high levels of poverty. Approximately 50% of the rural population have adequate water services, that is 25 litres per person available within 200 metres of the household (Smith, 2006). The operation of services is paid mainly from the municipality's equitable share from national government. This report attempts to assess the effectiveness and efficiency of community management of rural water supplies. This is done by examining ANDM's community management model as a case study. The roles and responsibilities of various actors in the programme were analysed by interviewing the Support Services Agents (SSAs) engaged to co-ordinate the programme. The effectiveness of the water services were analysed using the SSAs' monthly reports, and this was compared with other available data. The experiences of other rural municipalities were also examined, focusing on their experiences with community participation. The model used by ANDM consisted of a water committee or board for each water scheme, which supervised the work of local operators and administrators. Operators carried out minor repairs, while the SSAs did monthly servicing of pumps and motors, and implemented major repairs, largely by supervising local operators and casual labourers. Committees submitted monthly reports to the SSAs, which were used as a basis for reports from the SSAs to the municipality. SSAs also reported on water quality. The figures for continuity of supply (measuring the operability of the infrastructure) varied considerably between the three SSAs. A possible reason for low figures from one SSA was that the figures also reflected water shortages in some schemes. Figures for water quality varied more than those for continuity, leading to a concern about the extent to which sampling and testing procedures were standardised. The figures were compared with figures from attitude surveys on water services recording consumers' perceptions about continuity of supply. The difference in data being measured, and concerns about the meaning of the figures from the SSAs' reports make direct comparisons impossible. However, the data indicates that for schemes served by two of the SSAs at least, a reasonably effective service was rendered. The cost to the municipality of providing water services was R4,19 per person per month, a relatively low figure compared with other municipalities. The four KwaZulu-Natal District Municipalities interviewed all reported negative experiences with community management of rural schemes that they inherited, and all four have opted for a centralised system, one using a partnership with a water board. None of the four municipalities had systematic data on continuity of service. Despite the difficulties in comparing the performance of ANDM to that of other municipalities, it is clear that the system employed by the municipality to use community management with the support of external consultants and NGOs was workable, sustainable and efficient. The participation of local community organisations assisted in some of the common problems that beset rural water schemes such as vandalism and water wastage. The report recommends that: • Municipalities with remote rural water schemes seriously consider community management as an effective and efficient delivery mechanism. • Where community management is employed, it is backed up with effective managerial and technical support. • The Alfred Nzo District Municipality reinstate the contracts with external Support Services Agents, which were the basis of effective management of and reporting on its rural water supply programme, unless equivalent internal capacity has been acquired to do the work done by the Support Services Agents. • Water Services Providers be required by water services authorities to submit regular data on service availability, continuity of supply and water quality, and Water Services Authorities in turn be required to submit similar data to DWAF. • DWAF issues guidelines on how proper separation of regulation and implementation roles be effected between WSAs and WSPs respectively when the WSP function is carried out internally.

The aim of the study was to examine the challenges of water supply management in Umdoni Local Municipality. Two methods were employed to collect data in the study. The first method involved one-on-one interviews with the participants. An interview guide was used to obtain data pertaining water supply services from a water services manager, a municipal manager and ten (10) ward councillors. The second method entailed analysis of documents within the municipality. In this study findings were based on issues such as prioritization of effective water supply for Umdoni Local Municipality, community consultation and participation, addressing capacity constrains in the Municipality such as human resources, water service infrastructure and skills development. The underlying causes of the water supply problems are based on the basic infrastructure, provision of water supply being very poor and dismal across the area. Water serves as a basic need to which everybody has the right to access, however, water supply is unfortunately disrupted by many factors. The findings in this study shows that poor water supply emanates from many factors such as management skills, technical challenges and illegal connections. This study recommends that Umdoni Local Municipality has additions of water plants, building of new reservoirs and upgrades of water pipes, especially in Amahlongwa area as it needs urgent attention.

Whilst previous research has largely blamed inadequate finance as the cause of insufficient water provision and concomitant development implications such as poverty and food production; this thesis, took a slightly different turn and engaged on a critical deconstruction of the relationship between water infrastructure financing and water provision in South Africa. Archival data on South Africa between 1994 and 2014 were collected on water provision, water-asset finance, governance effectiveness, corruption, violence, accountancy and voice. Data were analysed using the OLS regression fixed effect. Findings from the analysis showed that against popular belief, there was lack of significant relationship between water asset finance and water provision. However, nonfinancial variables namely corruption, social violence, accountability and voice of citizens in development decisions showed a significant relationship with water provision. In addition, the analysis showed that water provision is significantly related to cereal production and incidence of poverty. Therefore, the thesis emphasized that rural development could be enhanced through an improved effort on water provision, which would increase cereal production and reduce the incidence of poverty. It stressed however, that provision of water asset finance without attention and control of nonfinancial variables might have the tendency to derail water provision initiatives in South Africa. The thesis made an original contribution by proposing a conceptual framework for employing and researching the catalyst for water provision in South Africa. It also developed three novel research models for future research. Objective: In this study I deconstruct South Africa’s sanitation policy in order to understand why demand-driven service delivery (i.e. service delivery based on collective action) has failed as a tool for public policy management. The overall objective was to locate both case-specific as well as generalizable answers in the data. Method: Guided by deconstructivism and Grounded Theory Methodology this paper mapped out the South African policy landscape and proceeded to code the data collected in that exercise through three rounds of coding. Once these elements of the planning which went into the study were explained and demonstrated, the results were shared. Thereafter the details of theory-building were explained before moving on to provide a literature review to position the study. Lastly, the emergent theory was applied to the South African sanitation case as a test of usefulness. Results: The emergent codes indicated a general consensus around the idea that public policy governance is largely the responsibility of government which is seen as powerful, while individual citizens are seen as marginalized and disempowered in the course of hoping to realize their rights. Deeper analysis revealed that individual citizens are the true holders of power as they have outsourced their responsibility to participate in collective action to government, leaving government alone in the process of service delivery. Conclusion: Demand-driven service delivery fails as a tool of public policy governance where there is a misunderstanding of public policy which prevents collective action. A quasi-theory of governance as collaboration emerged as the necessary solution to this problem.

The purpose of this study was to determine the challenges that hinder the Greater Tzaneen Municipality from rendering water service delivery to Mokgolobotho villagers and the villagers’ perceptions of their livelihoods without adequate municipal water supply. The study employed both quantitative and qualitative research. Two groups of respondents participated in the study. The data was gathered from 100 respondents from Mokgolobotho village, and of the 100 respondents, 90 were residents from 30 households, 1 chief, 3 indunas, 1 ward councillor,3 ward committee members and 2 NGOs. The respondents from the community (households) were randomly sampled and a questionnaire was administered to them ,while those who participated in the interview were purposefully sampled. The scarcity of water at Mokgolobotho village has a negative impact on a number of aspects; the economic development of the village, the academic performance of learners, health of the community members is also at risk as they share water with animals (Mopani Herald, 2014:3) and it also increases the death rate caused by car accidents as villagers cross the R36 Lydenburg main road to get water at the Dan Extension 2 (Reconstruction and Development Programme Settlement). The Department of Water Affairs is very aware of the anomalies in water distribution, where people reside adjacent to water sources and yet have no access to a source of safe and reliable drinking water. Section 27 of the Bill of Rights in the Constitution states that everyone has the right to have access to sufficient water, and the state must take reasonable legislative and other measures to achieve the progressive realization of this right. The Greater Tzaneen Municipality has failed to implement this section of the Bill of Rights at Mokgolobotho Village. The study recommends that the fulfilment of the constitutional mandate by the Greater Tzaneen Municipality and the active involvement of all the stakeholders will solve the water service delivery problem in Mokgolobotho Village.

This study is about an investigation into the provisioning of water and sanitation services in Ga-Kgapane Township in the Limpopo Province. Since the year 2002, the residents of Ga-Kgapane Township live without sufficient water supply services. Residents receive tap water once a week and they depend on supply from water tankers for the rest of the week. This township has a water borne sewage system and most of the households have indoor toilets. The study used a mixed method because it had incorporated both elements of qualitative and quantitative methodologies in its approaches. The research instruments such as semi-structured interviews, questionnaires, documentary data extraction and observations were used to collect information. The study’s sample size comprised of 77 key participants and informants from Mopani District Municipality (Water Services Authority); Lepelle-Northern Water Board (implementing agency and bulk water supplier); Greater Letaba Municipality (Water Service Provider); Ward Councillors and community members (endusers). The research findings revealed that Ga-Kgapane Township’s water and sanitation provision challenges are due to insufficient or lack of water, poor water management and poor governance. It was also discovered that the MDM and GLM have failed to translate the rights to water and sanitation into law, policy, budget and service provision for the Ga-Kgapane Township residents. The insufficient water supply challenge resulted in some community members migrating to other areas where there is better basic service provision. The residents failed to exploit the economic development opportunities which resulted in health risks as they were exposed to danger due to burst sewer pipes which spewed raw sewerage water on the streets. The sewage contaminated the township’s natural streams. This study’s findings could form a basis for future research on the effectiveness of the MDM’s Water Services Provision Agreement which was signed with the district’s local municipalities. The Mopani District Municipality has for many years v received undesired audit opinions ranging from ‘Adverse to Disclaimer’ notices. This affects the local municipalities too as they are all qualified-on water transactions. As part of the recommendations, the study proposed that the Greater Letaba Municipality should utilise the Intergovernmental Relations Forum to address the plight of the provision of water and sanitation services in Ga-Kgapane Township.

Water is both a human right and a valuable commodity. Access to water for the rural poor is an international development concern that has been highlighted by the Millennium Development Goals adopted at the Millennium Summit in 2000 in Dublin, Ireland. South Africa's Free Basic Water policy is the government's response to assuring access to water for all - especially those who cannot pay. The policy, however, is required to work within an economic framework that promotes cost recovery and privatisation. The Free Basic Water Policy was officially implemented in July 2001. The policy was rolled out in most urban areas on or near this date. However, in rural areas it has proven much more difficult, and there are many areas that have not yet seen the implementation of Free Basic Water (FBW). This is partly due to varying financial, technical, political and logistical problems at the local and district municipality level. This research investigates the current situation in rural municipalities, looking specifically at FBW policy, institutional arrangements, operation and maintenance costs, cost per capita and affordability in relation to the Equitable Share allocations. Five case studies - compiled through interviews, document analyses, Participatory Rural Appraisal, and workshops provide a broad scale research base from which to analyse the current implementation of FBW in rural municipalities and ascertain whether this policy is affordable at this level. Water Service Authorities (WSA) are at varying levels of implementation, with few having a fully operational policy that is reaching rural areas. A costing exercise revealed that the service delivery price of water varies, but does follow a trend. From this trend a benchmark cost per capita of R5.84/month was determined. This price, although low, is not currently affordable in some municipalities due to insufficient government grants from National Treasury. These grants are fundamental to the sustainability of FBW and the situation must be resolved if FBW is to reach its target market - the poorest of the poor. The mixed success in the implementation of Free Basic Water in rural areas of South Africa should not be taken as indicative of future trends. As the local government transition to newly devolved powers and functions is completed, the capacity at this level to resolve the challenges is more likely. Subject to the continued strength of the South African economy, this policy could be a solution to the historical failure of service delivery to rural areas.

The aim of this study was to investigate reasons for non–payment by residents for services rendered by the Vhembe District Municipality. The municipalities are responsible for delivering such services as water supply, electricity, road maintenance, refuse collection and sanitation. Multistage sampling techniques were employed. The subjects in the study were grouped into clusters and a sample was taken from each cluster. In this case the municipalities that took part in the study were selected first, followed by wards, villages and households. Households in the selected villages were selected randomly to participate in the study. The results showed that although the municipalities were making an effort to raise and send bills to the residents, the residents were not forthcoming with payments. The reasons advanced for the unwillingness to pay services by residents include ignorance, poverty and simple unwillingness to pay.

The provision of a basic water supply and sanitation service to the 12 million South Africans without an adequate water supply and the 21 million without basic sanitation is a mammoth task that is currently being undertaken by the Department of Water Affairs and Forestry. Billions of rands have been spent on, and committed to, water and sanitation projects that involve national, provincial and local spheres of government, as well as parastatals, non-government organisations and private developers. It is acknowledged that important successes have been achieved in the water and sanitation sector. However, despite the provisions provided in national and local legislation, internationally lauded policy directives, the numerous studies undertaken and recommendations made by institutions such as the Water Research Commission, problems have continued to emerge in the sustainable delivery of water and sanitation projects, particularly in the peri-urban and rural areas. It is clear that the installation of physical structures such as pipes, taps and ventilated improved pit latrines in these areas have created a sense of 'delivery' however, little thought seems to have gone into how these projects are to be sustained. International experience has shown that the concept of 'community ownership' is very important in providing sustainable water and sanitation services. The most important principles in achieving sustainability are community participation and community decision-making throughout both the development of the project as well as the further operation and maintenance of the system. International experience has also shown that financial contributions towards the scheme from the community (in cash, labour or materials), also assists in obtaining community ownership. Over the past decade emphasis in South Africa has shifted towards community participation and the empowerment of previously disadvantaged communities where communities play an active role in determining the level of service provided and the manner in which these services are delivered. However, current government policy advocates that water must be treated as an economic resource to achieve sustainability and this does not always lie comfortably with the policy of delivering free basic water. As a result of these two often-juxtaposed concepts, the delivery of sustainable water and sanitation services, a function performed by local government, is thus made more difficult. This study assesses the importance of delivering a potable water supply and adequate sanitation service to enhance the quality of lives of people. It also considers the key issues that contribute towards sustainable water and sanitation service delivery, with particular reference to the concept of 'community ownership'. The complex nature of the policy, legislative and institutional framework for water supply and sanitation is considered along with an analysis of the Msunduzi Municipality's water supply and sanitation policy and objectives. The study then focuses on the delivery of water and sanitation services to one such project, Edendale Unit RR (commonly known as Newtown), as an in-situ upgrade case study. A Provincial Housing Board funded project has, over the last five years, provided housing units, roads, stormwater drains, and water and sanitation infrastructure to this community. This initial research is undertaken with the intention of providing an evaluation of the installation of the water supply and sanitation service to the in-situ upgrade of Newtown.

Chapter I of the dissertation analizes the public international law ire the abovementioned. The application of public inteniational law, depends on the municipal law of the state concerned. This municipal law is, in the case of South Africa, found in the 1996 Constitution. The 1996 Constitution contains specific provisions regarding inter alia the legal obligations of the South African security services, the legal status of international agreements, as well as the application of customary international law and international law. Chapter II of the dissertation analizes the abovementioned wrt the legal obligations of the SA National Defence Force ire the subject matter.
