RESUMO As ideias de Douglass North, apesar de seu prêmio Nobel de 1993, ainda são pouco conhecidas entre os economistas brasileiros. Esse desconhecimento é deplorável não apenas pela relevância de suas ideias para a teoria atual do desenvolvimento, mas também por sua nova (e bastante heterodoxa) contribuição para a análise do papel econômico do Estado moderno. Este artigo apresenta uma síntese da discussão de North sobre o papel institucional do Estado no sistema econômico. Mostra-se que, no pensamento de North, esse papel compreende não apenas a aplicação dos direitos de propriedade, mas, mais importante, a definição e atribuição desses direitos.

RESUMO Este artigo analisa a retórica de Douglass North. Após uma breve discussão sobre a relevância dos estudos retóricos para fins metodológicos, investigamos o discurso do autor em Instituições, Mudança Institucional e Desempenho Econômico (1990) em duas etapas. A primeira lida com a maneira pela qual North fornece sua teoria - o foco principal aqui é na maneira como ele “fala” com seu público. A segunda mostra o uso do autor de algumas das regras retóricas clássicas propostas por Arida (1983). Na última seção, discutimos alguns aspectos do trabalho de North, considerando outros estudos com a mesma tarefa no Brasil.

AbstractThis introduction considers the highly influential contribution of Douglass C. North to economic history and institutional economics, as it developed from the 1960s until his death in 2015. It sketches the evolution of his arguments concerning the roles of institutions, organizations and human agency. North's conception of the economic actor became progressively more sophisticated, by acknowledging the role of ideology and adopting insights from cognitive science. Eventually, he abandoned the proposition that institutions are generally efficient, to propose instead that sub-optimal institutional forms could persist. A few noted criticisms of North's work are also considered here, ranging from those which are arguably off the mark, to others that retain some force. The contributions to this memorial issue are outlined at the end of this introduction.

Resumo Neste artigo, é proposta uma reflexão a respeito da relação entre o campo de estudos institucionalista e o pluralismo em Ciências Econômicas, explorando algumas das contribuições de Douglass North. Para tanto, discute-se como as categorias de aprendizado e eficiência adaptativa são mobilizadas para dar conta das relações entre mudança institucional e econômica, incorporando a intencionalidade dos agentes. Ainda, são debatidos os desafios epistemológicos de assumir a incerteza ubíqua como pressuposto da análise econômica institucional. Considera-se que a principal contribuição deste trabalho é demonstrar de que forma o pensamento de Douglass North se aproxima da caracterização dos sistemas econômicos enquanto sistemas abertos, no sentido proposto por Sheila Dow em seu conceito de pluralismo estruturado.

AbstractDouglass North's writing on institutional change recognized from the very start that such change depends on cognition and beliefs. Yet, although he focused on individual beliefs, we argue in this paper that such beliefs are social constructs. We suggest that institutions – rules, expectations, and norms – are based on shared cognitive rules. Cognitive rules are social constructs that convey information that distills and summarizes society's beliefs and experience. These rules have to be self-enforcing and self-confirming, but they do not have to be ‘correct’. We describe the characteristics of such rules in the context of a market for ideas, and illustrate their importance in two developments central to the growth of modern economies: the rise of the modern state with its legitimacy based on consent, and the rise of modern science-based technology that was the product of the scientific revolution and the Enlightenment.

Previously described faunas of Early Silurian through Late Pennsylvanian age from the Alexander terrane have been endemic, or have variously suggested North American or Asiatic affinities, leaving the paleogeographic history of the terrane uncertain although indicating a location closer to North America than to Asia (Armstrong, 1970; Douglass, 1971; Savage, 1981, 1985, 1989; Savage et al., 1978; Savage and Barkeley, 1985; Soja, 1988; Vaskey, 1982). The occurrence reported here of the Canadian Arctic brachiopods Nanukidium cf. N. cunninghamensis and Atrypoidea scheii in the Alexander terrane during the Late Silurian could be additional evidence supporting the view that the Alexander terrane was not far removed from the North American craton during middle Paleozoic time.

RESUMO Em seu livro Institutions, Institutional Change and Economic Performance North se propõe explicitamente a tarefa de formular uma teoria sistemática sobre a mudança institucional. Ao fazer isso, ele abandona alguns dos pressupostos neoclássicos que até então estiveram a informar a sua obra, o que lhe torna possível transformar em problemas genuínos de pesquisa uma série de fenômenos anteriormente encarados como simples anomalias, fatos brutos que, embora reconhecidos, mantinham-se como elementos exógenos ao modelo. Inserindo o argumento do autor na linha de reflexão tecida por ele ao longo do tempo, o objetivo do artigo é o de apresentá-lo com fidelidade e submetê-lo à crítica, salientando as dificuldades que dele se originam quando formulamos perguntas sobre o desenrolar dos conflitos que acompanham e impulsionam os processos históricos de mudança institucional. Trata-se, portanto, de um artigo teórico-metodológico que põe em comunicação duas disciplinas vizinhas (a Economia e a Ciência Política) e duas vertentes do Novo Institucionalismo (nacionalista e histórica).

RESUMOO artigo analisa os impactos causados pelo processo de urbanização nacional relacionados à moradia, com base nos estudos de Douglass North, da Nova Economia Institucional (NEI). A metodologia é caracterizada por um estudo exploratório a partir de uma revisão de literatura referente ao processo de urbanização brasileiro e a abordagem sobre o direito de propriedade sob a perspectiva da teoria economia institucionalista. Os resultados teóricos e empíricos acumulados pela NEI oferecem um instrumental importante para uma melhor compreensão das várias interfaces entre o sistema econômico e as instituições legais e jurídicas que condicionam as atividades e transações econômicas relacionadas à moradia. As ideias de North mostraram-se adequadas na discussão do tema, haja vista que se o direito de propriedade for mais bem definido, atribuído e garantido, nessas comunidades, menores serão os custos de transação e, consequentemente, maior será o valor do ativo e da renda do proprietário deste.Palavras-chave: Urbanização brasileira. ABSTRACTThe article analyzes the impacts caused by the process of national urbanization related to housing, based on Douglass North studies of the New Institutional Economics (NEI). The methodology is characterized by an exploratory study based on a literature review regarding the Brazilian urbanization process and the approach on property rights from the perspective of institutionalist economics theory. The theoretical and empirical results accumulated by the NEI provide an important tool for a better understanding of the various interfaces between the economic system and the legal and juridical institutions that condition the economic activities and transactions related to housing. The ideas of North were adequate in the discussion of the subject, since if the property rights are better defined, assigned and guaranteed in these communities, the lower the transaction costs and, consequently, the greater the value of the asset and of the owner's income.Keywords: Brazilian urbanization. This article aims to understand the institutions’ process of creation. According to the theory developed by Douglass North (1990) this is a logical process. The institutions are nothing else than a creation of human beings. Its creation is attached with the idea that it’s a way of improving its monetary gains. Unfortunately, the creation of institutions does not follow necessarily its logic. Human beings are creatures with feelings and emotions and the process of creation not always follows this description. Este artigo trata da natureza do processo de crescimento econômico, como resultado da interação entre a mudança institucional e tecnológica, o papel das firmas e as instituições. Tal perspectiva analítica se faz presente tanto nas abordagens evolucionárias, quanto institucionalistas. Elas comungam em dois aspectos: a) desenvolvimento é um processo multifacetado, que exige a investigação das condições que permitem seu avanço de maneira historicamente diferenciada; e b) a mudança tecnológica, as características das firmas e as instituições, em conjunto, moldam padrões específicos de desenvolvimento. Nesse sentido discutiremos a contribuição de Douglass North, Matthews, Zysman e Nelson.

I reexamine Douglass North and Barry Weingast's argument regarding credible commitment and sovereign debt in post-revolution England. The central problem that the architects of the revolution settlement had to solve, I argue, was not the king's frequent reneging on financial commitments (a symptom), but the moral hazard that generated the kings' malfeasance (the underlying cause). The central element of the revolution settlement was thus not better holding kings to their commitments, but better holding royal advisors to account for all consequences of the Crown's policies—through what we now call ministerial responsibility.

Resumo A teoria das instituições e da mudança institucional desenvolvida por Douglass North reserva um papel especial para a cultura, sinalizando, com isso, um conjunto de diretrizes estratégicas de pesquisas em algumas áreas do conhecimento: teoria econômica e do desenvolvimento; historiografia econômica; desenvolvimento regional/local; planejamento, regulação, gestão e avaliação de políticas públicas. Este artigo, portanto, apresenta em sua parte conclusiva uma agenda propositiva de pesquisas a partir da contribuição seminal de North. Todavia, antes, preparando o terreno para o alcance do objetivo delineado, apresenta os conceitos fundamentais da teoria das instituições e da mudança institucional do autor, estabelecendo elementos de conectividade analítica estrutural (instituições, organizações, matriz institucional e dependência da trajetória). Em seguida, apresenta a importância da cultura em seu constructo teórico, principalmente como a chave para a compreensão da dependência de trajetória.

The main objective is to discuss the historical-evolutionary character of the latest work of Douglass North. His views have been lately criticized, especially as far as their historical insight is concerned, as well as the nature of the concepts and the ideas he used. Three interconnected arguments dealing with North's neoclassical roots, his individualistic point of departure and his inclination to universalistic explanations sustain this allegation, and they will be presented in the first part. In the second part, a response to these arguments is suggested. Finally, the evolutionary character of his later work is discussed and established in the last part. It is held that by introducing ‘culture’ into the heart of the analysis of institutional change, North is oriented toward context dependent and consequently historically specific explanations.

Douglass North, in his seminal workInstitutions, Institutional Change, and Economic Performance, defined institutions as “the humanly devised constraints that shape human interaction,” existing within a hierarchical continuum ranging—in order of increasing formality—from taboos, customs, and traditions to more formal constraints such as individual contracts, specific bylaws, common laws, statutes, and constitutions. According to North, institutions evolve as piecemeal economic reactions to the high transaction costs attending greater social complexity. This article tests North's theory against an evolving system of humanly devised constraints: society's mechanism for reimbursing physicians. After examining eight reimbursement systems that range from primitive to complicated—(1) Zinacantan, Mexico, (2) Confucian China, (3) ancient Rome, (4) colonial America and seventeenth-century Britain, (5) the “guild free choice” model, (6) private third-party insurance, (7) government insurance, and (8) HMOs and managed care—I conclude that a “top-downward” model provides a better explanation of physician reimbursement constraints than does North's “bottom-upward” model.

Douglass North and Barry Weingast's seminal account of the Glorious Revolution argued that specific constitutional reforms enhanced the credibility of the English Crown, leading to much stronger public finances. Critics have argued that the most important reforms occurred incrementally before the Revolution; and that neither interest rates on sovereign debt nor enforcement of property rights improved sharply after the Revolution. In this article, I identify a different set of constitutional reforms, explain why precedents for these reforms did not lessen their revolutionary impact, and show that the evidence, properly evaluated, supports a view of the Revolution as a watershed.

A partir dos pressupostos da Teoria da Base de Exportação (TBE) de Douglass North e de uma breve discussão sobre o conceito de região, este trabalho buscou fazer uma contraposição entre as dinâmicas de crescimento e desenvolvimento experimentadas pelos Estados Unidos e pelo Brasil a partir da sua colonização, respectivamente, no século XVIII e XVI. O estudo fundamentou-se em pesquisa bibliográfica e no método dedutivo-histórico. Concluímos que tanto o Brasil como os Estados Unidos somente podem ter suas dinâmicas de crescimento e desenvolvimento compreendidas a partir da concepção de região como um subespaço do espaço nacional construído socialmente. Este conceito diverge em relação às proposições apresentadas por D. North no âmbito da sua TBE e carrega em si uma série de especificidades inerentes aos processos sociais, emergentes em diferentes escalas e resultado de determinações econômicas, político-jurídica e cultural-ideológica.

Fusulinacean foraminifera have been described from several localities and horizons within the Upper Pennsylvanian and Lower Permian of the North American midcontinent (Beede, 1916; Dunbar and Condra, 1927; Skinner, 1931; Newell, 1934; Newell and Keroher, 1937; Merchant and Keroher, 1939; Dunbar and Henbest, 1942; Burma, 1942; Thompson, 1954, 1957; Thompson et al., 1956; Douglass, 1962; King, 1988; Sanderson and Verville, 1988), but surprisingly, a comprehensive account of fusulinacean biostratigraphy of the stratotype of the Upper Pennsylvanian Virgilian Stage has never been published. This report summarizes fusulinacean biostratigraphic data from the Virgilian section in the stratotype region of southeastern Kansas. The publication of this dataset is particularly important because of the current efforts to standardize global Pennsylvanian chronostratigraphy (Metcalfe, 1997), and related efforts and debates concerning the definition and correlation of stages in the Upper Pennsylvanian and Lower Permian succession of North America.

A integração econômica, a nível regional e global, estimula a redefinição e reorientação das antigas práticas dos atores sociais, em particular dos sindicatos. Embora os Estados, as organizações internacionais e as empresas transnacionais sejam os principais pilares da integração econômica, outras forças sociais participam do processo de maneira nova e original. O artigo apresenta um quadro teórico que ajuda a entender e analisar as iniciativas dessas forças sociais. Depois de discutir brevemente as contribuições de Leslie Sklair e Douglass C. North a respeito desse assunto, os autores abordam dois pontos: o primeiro é o novo quadro institucional após a segunda guerra mundial, assim como as antigas práticas; o segundo é o contexto atual da globalização e a maneira como esse contexto influencia a transnacionalização das práticas sindicais. Essa abordagem histórica e teórica é ilustrada via a discussão das iniciativas sindicais na América do Norte e do Sul, no bojo de três processos de integração: o Mercosul, o Nafta e a Alca.
