El plan en mención deriva de una minuciosa evaluación del entorno de la región, así como de un objetivo análisis del interior de la organización. Esto ha permitido obtener un valioso diagnóstico e identificación de las oportunidades, amenazas, fortalezas y debilidades de la región. La información ha sido procesada de manera crítica, lógica y secuencial, bajo una metodología estructurada y con la ayuda de diferentes matrices. Bajo este análisis se pudieron definir estrategias orientadas a cumplir objetivos a largo plazo, los mismos que están asociados a objetivos de corto plazo. Todo esto enmarcado en la visión planteada para la Región de Loreto. Loreto es una región con mucho potencial de crecimiento, sin embargo, actualmente tiene bajos niveles de competitividad de acuerdo al Índice de Competitividad Regional del Perú 2014, elaborado por CENTRUM Católica. Las estrategias diseñadas en el presente documento están orientadas a la búsqueda del crecimiento sostenible de la región, basándose en el adecuado aprovechamiento de los recursos naturales y desarrollando de manera progresiva habilidades productivas en pro de su desarrollo económico. Las estrategias planteadas están alineadas además al desarrollo cultural y social de la región, revalorando a esta como un importante destino turístico y con muchas oportunidades para las actuales y futuras generaciones de la región
In this document, we explain the Strategic Plan of the Region of Loreto located in Peru. The strategic plan mentioned is the result of a thorough evaluation and analysis of the environment in the region, as well as an objective analysis within its organization. This has led to an accurate diagnosis and identification of opportunities, threats, strengths, and weaknesses of the region. This information has been processed in a critical, logical and sequential manner under a structured methodology and with the help of different matrix. Under this analysis, it has been possible to define strategies aimed to meet long-term objectives and which are associated to short-term objectives. Everything is framed in the outlined vision for the Region of Loreto. Loreto is a region with great potential growth. Nevertheless, it has low levels of competitiveness nowadays, according to the 2014 Regional Competitiveness Index of Peru, elaborated by CENTRUM Católica. The strategies designed in this document are set towards a sustainable growth in the region, based on an appropiate use of natural resources in the region, and a progressive development of productive skills in the region. The strategies proposed are well aligned to the cultural and social development of the region, revaluing it as a major tourist destination with many opportunities for current and future residents of the region

Testo completoIn the present work the Strategic Plan for the Loreto Region is developed, located in the northeastern zone of Peru. This Plan has been diligently elaborated through the analysis of the current situation of the Region that results in the proposal of a future situation expected for it. Consequently, the environment has been analyzed to detect opportunities and threats and the determining factors of Loreto's success have been analyzed to obtain their Strengths and Weaknesses. This information has been analyzed through a systemic, logical and sequential process, making use of different matrices that correspond to a structured methodology. The purpose of the analysis is to define long-term objectives, which are supported by strategies and have control points or milestones in the short-term objectives, which together have the firm intention of allowing Loreto to achieve the vision set for the year 2027. From the research carried out, it can be seen that Loreto Region has an important potential that makes it capable of achieving a relevant position in the country's regional competitiveness index, for which it is proposed to focus in the activities capable of generating resources on three main axes: the fishing industry, tourism and wood industry. These three industries will allow the Region to generate economic resources, which, added to the generation of formal jobs, will lead to an increase in the level of social welfare of the population

Testo completoLoreto is a province, it belongs to Loreto Deparment and in terms of geographic extension represent 18% of this territory. Loreto has a population of 71 thousand people in 5 zones or districts and one of the most important is Nauta (the capital). Nauta is the main urban zone with 42% of the population on it. Even though the important and beautiful tourist attraction zones like Amazonas River, National Reserve of Pacaya Samiria, Pucacuro, Sapi Sapi Lake, Zaragoza Ravine, Virgin Mistic Rose Sanctuary, Native Communities and the extense jungle over the territory, only 3.4% of the EAP of Loreto depends of the Tourist activity, most of the depend of the agriculture, the main activity of the zone, which for many reason is not enough to improve the competitive and poverty indicators. This strategic plan is focus on develop the Tourist Activity like the main axis of economic grown of the zone also promote and help the development of the other activities: agriculture and pisciculture opening markets and given to know the main products of the zone. The vision for 2030 is Loreto became an important economic grow axis of the region and in order to get it this vision the strategic plan propose to make a diagnostic through an deep analysis of the internal and external agents around Loreto. Also taking in count the interest of the population are defined the long and short term objectives with clear key performance indicators

Testo completoRequena es la tercera provincia más grande de la región Loreto, con una superficie de 49 477.80 km2, en las cuales se encuentra las Reservas Nacionales de Pacaya Samiria y de Matses, poseyendo una rica flora y fauna en una vasta llanura amazónica, presentando distintos tipos de bosques muy frondosos susceptible de explotación maderera. Cuenta con una población de 74 628 habitantes, distribuidas en 57.2% como urbano y 42.8% como rural, presentan porcentajes superiores al 60%, en pobreza y más de una necesidad básica sin cubrir, tienen un índice de desarrollo humano de 0.32 y sólo, un 9.6% de las personas mayores a 15 años tienen educación superior. Requena is the third largest province in the Loreto region, with a surface of 49 477.80 km2, in which one finds the National Reserves of Pacaya Samiria and Matses, possessing a rich flora and fauna in a vast Amazonian plain, presenting different types of very leafy forests capable of logging. It has a population of 74 628 inhabitants, distributed in 57.2 % as urban and 42.8 % as rural, present percentages over to 60 %, in poverty and more than one basic need without covering, have a human development index of 0.32 and only one 9.6 % of people over 15 years of age have higher education. Nevertheless, if it takes advantage of its strengths opposite to its opportunities, it can reach the general well-being of its population by 2035, be the best ecotourism destination in South America, as well as become the national leader in the production and commercialization of useful wood products with added value; all that in harmony and respect with the environment and the biodiversity that it hosts, materializing as a competitive province, improving its indicators of development and benefiting its population

Testo completoThe province of Alto Amazonas is located in the Loreto region, in northern Peru. It is located to the South West of the department of Loreto, in the basins of the Marañón, Huallaga, Nucuray and Paranapura rivers, in an altitudinal range between 800 masl in the west, in the sub-Andean mountains and 120 masl in the alluvial plain. The province is made up of six districts, which are: (a) Yurimaguas, (b) Balsapuerto, (c) Jeberos, (d) Laguna, (e) Santa Cruz and (f) Lieutenant César López Rojas, being Yurimaguas the capital of the province, key to the development of the same, the department and the region. In relation to the economic issue, the province of Alto Amazonas has an Economically Active Population (EAP) of 33,372 inhabitants and mainly primary or extractive activities are developed, such as agriculture, livestock, hunting and forestry, fishing and quarrying, which added a total of 52.76% of the PEA. The second activity of importance in the province is tertiary with a total of 40.24%, where trade stands out with 11.73%, and, finally, with only 7% secondary or industrial activity. The strategic plan developed for the province of Alto Amazonas, in the Loreto region, has been projected to the year 2030, and aims to establish strategies, based on the analysis of the province's internal environment, and policies will allow economic and social growth of Alto Amazonas. Currently, its population is dedicated to the commerce and the agricultural production, being its main products: the camu camu, the cacao and the oil palm. Vision, mission and values have been defined from the social structure of the province, which seeks to become one of the most competitive in the country from its economic growth, through the use of its resources, the exploitation of its interoceanic commercial potential, the expansion of its tourism, agricultural development and the improvement of the quality of life of its population. To achieve this, the following longterm objectives have been formulated: (a) increase the PIB of the trade sector in final products and services, through the development of interoceanic trade; (b) develop the agricultural sector through the implementation of policies that promote productivity and commercial exchange; (c) achieve the interconnectivity of all the districts of Alto Amazonas by 100%; (d) increase the life expectancy in the population through the reduction of chronic malnutrition and the improvement of health services; (e) decrease the estimated illiteracy rate of the population and (f) increase the number of tourists visiting the province. All this with the purpose of guaranteeing a sustainable development over time, for the benefit of the inhabitants of the province, and reaching a competitive level that will contribute to the development of the province, region and country

Testo completoThe Maynas is the largest and most populous province of the Region of Loreto. Its capital is Iquitos, where it centers the administration of politics and economics. It is one of the richest provinces in natural resources and their main activities are agriculture, fishing, ecotourism and trade. However, the opportunities that the province offers are not being exploited, and external threats are not being avoided; so the province must seek technification of their activities and establish a long-term vision, seeing its main competitors as potential allies to be better and cope with weaknesses. The province of Maynas has low-income from taxes, due to the informality in its economic activities; therefore its income depends only on the private and public investment and the oil canon. This Strategic Plan aims to consider strategies through short- and long-term goals to improve the quality of life of the inhabitants, the technification of its main economic activities, improving basic services and encouraging research and innovation in the province. By the year 2030, they will achieve the consolidation of private and public investment focused on agricultural genetic research. It is also relevant to improve the level of high education of the population, taking advantage of partnerships with educational institutions of national and international prestige. It is also necessary to establish alliances with nearby provinces to be considered as one of the main international ecotourism destinations and strengthen the export supply of agricultural products, by establishing policies for the conservation of the ecosystem

Testo completoThe present document represents the projection of the Loreto macroregion for 2027 as the first eco-tourism destination in Latin America. Through the implementation of the strategic planning methodology presents the current status of the Macroregion III-Loreto, their problems, their potential opportunities presented in your environment and what obstacles will have to deal with. Describes the organizational structure and how this should be focused to achieve the vision. Loreto has a potential for development attractive to the Amazon region, with a biodiversity in flora and fauna, variety of ecosystems, the presence of one of the natural wonders of the planet, how is the amazon river which crosses its territory, indigenous communities, protected areas where the hand of man has not intervened; conditions that support the vision proposed in this document and that through proper management, is factiable reach.It has been identified that the current situation of Loreto is not oritentada to exploit its full potential, such is the case, currently the macroregion is in last place on the list of competitiveness of the regions. Factors such as infrastructure deficit in basic sanitation and roads, poorly trained personnel, lack of tour operators, lack of public and private investment, among other factors, are situations that have been detected and that must be corrected in order to achieve the proposal that we put forward. Finally, we see to Loreto in 2027 as a competitive region, with capacity management and proper use of its resources, with private investment in the form of large chains of global recognition on the banks of the Amazon River,promoting the use of renewable energies and the care of the environment, and with international recognition as one of the major regions of the world, promoting Peru as a country in Amazonic

Testo completoThe strategic plan for the Province of Putumayo has been elaborated according to the main objective of getting strategies that enable the province development and, at the same time, putting it as one of the most competitive province in Peru. For this reason, the goal is to improve the life quality for the Putumayo province population and overcome the extreme poverty rates registered nowadays. The Province of Putumayo is a new one province because it was created in 2014 trying to promote the Peru border zone with Colombia and taking in consideration that this region has an important biodiversity. In order to develop this document, it was used the Strategic Planning model, elaborated by Professor Fernando D’Alessio from CENTRUM Católica. After analyzing the province current situation as well as evaluating the external an internal situation of the province —based on a Vision projected to 2030—, it was registered seven Long-Term Goals which will be correlated with the improvement of its population human development rate. Then, using the SWOT Matrix (related to Strengths, Weaknesses, Opportunities and Threats), it was generated 11 strategies which were evaluated and filtered to summarize them into eight general strategies, the ones that are based on promoting the tourism and agro-industry. Also, there is a strategic implementation that has 22 Short-Term Goals and seven Action Policies that will lead the province to get the Long- Term Goals and the proposed Vision. Finally, it is affirmed that the Province of Putumayo will have Competitive Advantages that will lead it to be a leader in development, based on its large territory, tourism and agro-industrial potentiality. For this reason, it is considered that, for 2030, this province will have to be one of the most competitive provinces of the country

Testo completoUsing the methodology of the Sequential Model, created by D'Alessio (2015), this strategic plan has been developed for the province of Datem del Marañón, which is located in the northwest of the department of Loreto, on an extensive tropical forest plain, with a population of 64,060 inhabitants by June 2015 (INEI, 2017c). It is proposed that by 2030, it be a sustainable provincial, but with economic and social development, which will be achieved through the use of natural resources, with a view to creating competitive advantages. Emphasis will be placed on two industries, the water industry currently being worked on, and aquaculture which has not been developed to date. The strategies to be implemented are: (a) to develop value added aguaje fruit products, (b) developing the fish culture of the jungle in swimming pools, (c) developing fresh fish products, such as gutter and fillets; (d) developing the Lima and coastal market for fish products, (e) develop the market of the coast of Peru for fresh products and derivatives of water, (f) penetrate the market of Iquitos with various agricultural, fishery and hunting products; and (g) penetrate the provision of electricity and drinking water services. Testo completoThe province of Putumayo located in the Loreto Region has high levels of poverty as a result of its low economic development and geographic isolation in a context of political and social turbulence affected by corruption and drug trafficking. However, Putumayo has great biodiversity, places with tourism potential and a high geopolitical interest because of its bordering location with Ecuador and Colombia, but these comparative advantages have not been translated into economic development for the province. On the contrary, the isolation suffered by the central government and citizen insecurity related to drug trafficking has led to its population losing its identification with Peru and investment initiatives are minimal. This document presents strategies that take advantage of the province's potential as well as the opportunities presented by the national and international context to develop successful industries around tourism and agriculture at the industrial level. It also proposes a vision of a long-term province where the economic development of Putumayo and the quality of life of its inhabitants make it a reference in Latin America, based on a development with social responsibility and environmental responsibility.

Testo completoEl presente trabajo propone estrategias que permitirán a la provincia de Mariscal Ramón Castillo alcanzar su máximo potencial para la prosperidad y el desarrollo de sus habitantes. Mariscal Ramón Castilla se encuentra en la Región Loreto y es considerada de alto interés geopolítico por ser una zona en la que se concentra la actividad de producción y tráfico de drogas, además de ser zona de frontera con dos países vecinos. Ambas características han generado el incremento de inversión en programas sociales y proyectos de desarrollo para su población. Por una parte impulsada por la cooperación internacional interesada en la lucha contra el narcotráfico y, por otra, por el gobierno nacional interesado en el desarrollo de fronteras vivas con población con un gran sentido de pertenencia al Perú. Mariscal Ramón Castilla cuenta con recursos biodiversos que hoy son aprovechados principalmente en tres actividades económicas: a) la extracción maderera, b) la pesca y c) la agricultura. Esta última actividad principalmente se desarrolla para el autoconsumo, sin embargo, es la actividad económica actual en la que encontramos mayores posibilidades de agregación de valor y sofisticación de la cadena de valor. En el presente trabajo se propone como motor de desarrollo para para la provincia la generación de cadenas de valor sostenibles gracias a la industrialización del camu-camu fruto amazónico de alto valor vitamínico con una demanda creciente en el mercado nacional e internacional. No solo por ser el fruto con mayor contenido de vitamina c en el mundo, sino también por su propiedad de antioxidante la cual lo diferencia de sus productos sustitutos. A ello se suma la oportunidad del impulso que se está dando a su posicionamiento en el mundo entero gracias a las campañas promocionales de PromPerú dirigidas a mercados internacionales. En esta coyuntura, se busca generar e integrar la industrialización del camu-camu verticalmente hacia atrás y hacia adelante, alineada a estrategias intensivas de desarrollo de mercados y productos que capitalicen las oportunidades y fortalezas de Mariscal Ramón Castilla. Para ello se requerirá consolidar alianzas a nivel local, regional y multilateral de modo que se pueda desarrollar el tejido social y las redes comerciales necesarias para garantizar las condiciones de abastecimiento, operación, comercialización e innovación, compartiendo riesgos y recursos con más involucrados clave. Entre ellos, se identifican a inversionistas del sector privado interesados en alcanzar con su producto a clientes del sector turístico y gastronómico, inicialmente, y a grandes cadenas internacionales de distribución comercial en una segunda etapa. Como consecuencia, Mariscal Ramón Castilla será competitiva gracias a las mejoras en el capital humano, la infraestructura, las actividades económicas y la innovación generada por la industrialización de derivados de camu-camu. A partir de su comercialización en el mercado nacional e internacional, Mariscal Ramón Castilla multiplicará sus ingresos per cápita por 12, generando riqueza para las familias vinculadas a la cadena de valor del camucamu; será fuente de conocimiento e innovación con el desarrollo de patentes, las cuales serán desarrolladas en el marco de la generación de conocimientos innovadores que aprovechen los conocimientos ancestrales de su tribus nativas y los conocimientos del exterior trasladados por investigadores y estudiantes nacionales e internacionales; finalmente, contará con mejores condiciones de educación, salud e ingresos para su población, reflejados en sus altos valores en el Índice de Desarrollo Humano (IDH)
The present paper proposes strategies that will allow the Province of Mariscal Ramón Castillo to reach its maximum potential for the prosperity and development of its inhabitants. The province is located in the Loreto Region and is considered of high geopolitical interest because it is an area where drug production and trafficking activity is concentrated, which has generated an increase in investment in social programs and development projects in the province. Due to its location, it has biodiversity resources that are now used mainly for the production of camu-camu and for self-consumption agriculture due to the absence of private investment and commercialization. In the present work we propose as a development engine for the province the generation of sustainable value chains based on the industrialization of camu-camu Amazonian fruit of high vitamin value with a growing demand in the national and international market. Not only because it is the fruit with the highest Vitamin C content in the world, but also because of the momentum that is being given to its positioning throughout the world thanks to the promotional campaigns of PromPerú. In this context, the plan seeks to generate and integrate the industrialization of camu-camu vertically back and forth, aligned with an intensive strategy of market and product development that capitalizes the opportunities and strengths for the province. This will require consolidating alliances at local, so that the social fabric and commercial networks necessary to guarantee the conditions of supply, operation and commercialization can be developed by sharing risks and resources with more key stakeholders. Consequently, the province will be competitive thanks to industrialization, will increase its per capita income by 12, will be a source of knowledge and innovation with the development of patents and will have better conditions of education, health and income for its population, reflected in its High HDI levels.

Testo completoThe currently document establishes the strategic plan of economic grow and social wealth of macro region RII, which groups to the Amazonas, Cajamarca and San Martin departments in one geographic unit with multiples competitive potentiality in relation with other departments of Peru. The economic and social gaps, lack of investment, low level of competitiveness and lack of exploitation of tourism areas are factors that have made that Amazonas, Cajamarca and San Martin departments unable to find the sustainable mechanism for economic development. Strategies were created using D’Alessio sequential strategic planning model, that would help achieve both the short and long term objectives by harnessing the strengths and opportunities of the location and mitigating the threats and weaknesses by focusing on the development of coffee and cacao products, generating new jobs, also taking advantage of the tourist and historical resources generating a greater income, creating the necessary conditions for greater private investment in the extraction of minerals like gold, reduce the crime rate in order to provide greater security to the community and to the private investment and being transparent in the processes that concern to the society in the subjects of care of the environment. Privileged geographically and positioned strategically for the use of its natural resources and varieties of climate, the macro region RII has a high potential for economic growth that will allow reducing the social and economic gaps of its population.

A program of short and long term objectives was developed within a strategic plan framework for the agricultural, fishing, mining and tourism sectors with which to promote greater direct and indirect employment generation. In the fishing sector, the production of canned and preserved products with higher added value will be promoted, in the agricultural sector the production of products will be promoted through the implementation of new water collection technologies, private investment in the mining sector will be promoted to Increase the production of zinc and lead increasing the export of minerals, tourism will boost gastronomic tourism. Reduction of delinquency will be sought through the construction of police stations and placement of more police personnel throughout the region. The main purpose of these objectives is to integrate the region in order to give greater benefit and participation to the public, seeking its development and well-being as a primary goal. It is worth mentioning that such strategies come from the use of the methodology of the sequential model, proposed by D'Alessio (2015), which includes an internal and external analysis for a better understanding of the current situation, which ensures that implementing this plan could achieve these objectives by 2027

La macro región siete cuenta con las tres regiones naturales del país, lo que le otorga una ventaja comparativa con respecto a otras macro regiones y será explotada respetando la sostenibilidad de los recursos. Así, en el análisis elaborado, se está planteando el desarrollo del primer circuito turístico que integre a toda la macro región, para ello se incentivará el turismo vivencial y eco turismo, que permitirá a los pobladores de las zonas de influencia obtener ingresos por los servicios prestados a los visitantes. El Plan Estratégico de la macro región siete se basa en cuatro pilares fundamentales que permitirán su desarrollo y crecimiento, estos son: (a) la educación, su posición competitiva está ligeramente debajo del promedio nacional pero es muy factible de revertir a mediano plazo, (b) el turismo, para potenciarlo se mejoraran las redes viales de conexión, con la ayuda del sector privado, obras por impuestos, etc., (c) la agro exportación, que se potenciará con la reducción de costos logísticos, y (d) la utilización de energías renovables, para ello los objetivos de largo plazo planteados permitirán elevar la competitividad de la macro región siete convirtiéndola en el referente del país

Se partió de la identificación de las brechas que tienen cada uno de los departamentos que conforman esta región: (a) Apurímac, (b) Cusco y (c) Madre de Dios, se hizo una auditoría externa así como interna, notando realidades dispares, y algunas en común. Este diagnóstico también mostró el potencial de desarrollo, el cual fue enfocado en los objetivos comunes propuestos. Se determinaron las estrategias más importantes para el logro de tales objetivos y para explotar las ventajas competitivas descubiertas, como son: turismo arqueológico, agricultura orgánica, minería responsable y potenciamiento del comercio interregional y con los países vecinos. The Sequential Model of Strategic Process propounded by Professor Fernando D´Alessio (2015) was developed sequentially along with joint activities. The goal is that macro-region 8 reaches the established vision. This process was executed in three stages: (a) formulation, implementation, and (c) evaluation. First, the wedges each department of the region has were identified: (a) Apurimac, (b) Cusco and (c) Madre de Dios. There was an extern and intern audit that was able to notice similar realities as well as some different ones. This diagnosis also showed development potential, which was highlighted on common objectives that were proposed. The most important strategies were determined in order to achieve those objectives and to exploit competitive advantages that have been discovered such as: archaeological tourism, organic agriculture, responsible mining and upgrade of interregional trade with neighboring countries. When developing clusters focused on competitive advantages, micro- and small enterprises as well as medium-sized enterprises will be able to be developed and be annexed to exporting chains, supporting mining, channeling resources from mining canon to develop new high added value agriculture proposals as well as archaeological and experimental tourism

La esperanza de vida de la Macro región se centra en los 76.9 años, considerando un mercado laboral de 2’412,500 personas, la mayor tasa de desempleo se encuentra en Lambayeque y Tumbes. Las principales actividades económicas de la Macro Región Ison pesca, agricultura, acuicultura, construcción y manufactura; sin embargo, existen varios factores que dificultan el adecuado desarrollo de las actividades en la Macro Región I como son la falta de infraestructura para el desarrollo pesquero y agrario, infraestructura vial inadecuada y no se cuenta con recurso humano técnico- profesional calificado. El sector turismo tiene potencial para convertirse en una actividad principal en el desarrollo de la Macro Región I debido a la ubicación y clima se cuenta con playas adecuadas para el desarrollo del turismo, por otro lado también se cuenta con atractivos históricos para desarrollar un turismo cultural Para el 2027, la Macro Región I debe ser reconocida por ser altamente competitiva en el sector agrícola y pesquero, se consolidará como una de las principales regiones para el destino turístico. Logrando ampliar la cobertura de servicios básicos, seguridad, educación y fomentando mayor empleo; permitiendo mejorar el bienestar de los habitantes de la Macro Región I. En el presente Plan Estratégico se ha establecido la visión, misión, valores y código de ética para la Macro Región I, las cuales están orientadas tanto al desarrollo económico de la región como al bienestar de las personas. Logrando que la Macro Región I sea un referente en la gestión pública a nivel nacional.

It is proposed a vision for the year 2027, which will allow Macro Region R10 to be recognized as the main producer of quinoa worldwide, be in the top five producers of olives worldwide, being competitive also in the extraction of copper, as well as in domestic and foreign receptive tourism, which will allow its inhabitants to have a high level of quality of life, with human development in a socially responsible way. This vision translates into long-term, quantitative, achievable and challenging objectives: (a) sales of olives will reach US$ 166.3 million, starting from US$ 71.3 million sold in 2016; (b) the sale of quinoa will reach US$ 375 million, knowing that by 2015 there were sales of US$ 35.1 million; (c) copper resources will be exploited and sold for US $ 2.654 million, from US $ 1.119 million that were exploited in 2014; (d) reach increases for turism from US$ 6,440 million, starting of US$ 2,101 millions in 2015; (e) reach a Gross value added from S/ 36,600 millions in constant value from 2007, starting of a Gross value added from S/ 23,822 millions in 2014; (f) reduce poverty under 10%, knowing that in 2015 it was 29.4%. Testo completoThe identification and documentation service provided to the native communities of the Peruvian Amazon has incorporated the mobile offer in the last ten years as a strategy to facilitate the access of these citizens to their identity document. Due to de differences between the design and the implementation of this service, street bureaucrats (registrars) are challenged to develop various strategies to achieve the purpose of this policy. The intention of this research is to understand the contribution of the strategies developed by the itinerant registrars to guarantee the right to identity of the members of the native communities of Loreto during 2015-2016. Based on a qualitative “backward mapping”, a gap between the design and implementation of the policy is identified. This gap limits the possibility of recovering the strategies developed by street bureaucrats that own great discretionary powers. For example, the informal networks of strategic alliances to make this service effective, the cultural relevance for the relationship with the citizenship, as well as the management of the operational problems that arise in the field. In this way, it is explained that the level of influence they exert on the citizenship is vital for the implementation of the policy, often assuming a role of fixers, willing to intervene where a mishap occurs that may affect the results and meaning that are pursued, thus devolving a management typology according to the faced problems. The value of the strategies implemented by street bureaucrats makes possible to highlight the need to correct flaws that become evident in the implementation process, particularly when it is applied in cultural diverse contexts.

In this sense, the strategic plan developed for the Cusco Region has been developed according to six pillars to boost the development of the region, these pillars are: (a) economic, (b) infrastructure, (c) health, (d) education, (e) labor and (f) institutions; With the aim of achieving sustainable growth and efficient management of resources, to improve regional competitiveness. The starting point for the formulation phase within the strategic process was the analysis of the general situation that framed the current state of the country; Peru, with an average economic growth in South America, mainly in activities such as mining and tourism. The analysis of the situation of the Cusco Region showed the growth of the main economic activities, however, it is not yet reflected mainly in the pillars of health and education, deficiencies such as lack of coverage and investments in projects that allow an integral development Subtract the indicators that make up the aforementioned pillars. Next, the desired future was established, the vision considered to be located within the first five regions of the country by 2027, based on the main economic activities in the Cusco Region and strategic alliances with public and private companies. Como parte del extenso análisis de factores internos y externos que impactan sobre la macrorregión, se identificaron las fortalezas, debilidades, oportunidades y amenazas relevantes. A partir de esta información, se hizo posible plantear estrategias que posteriormente fueron elaboradas a través de diferentes matrices, como producto de las cuales se retuvieron las estrategias claves que se es preciso realizar para alcanzar los objetivos de largo plazo y cumplir con sus respectivos objetivos de corto plazo, con el fin último de lograr la visión planteada. La macrorregión Arequipa tiene un potencial de desarrollo atractivo en la región, ya que sus principales actividades, como el turismo, minería, industria y agroexportación, tienen un gran potencialen comparación con otras regiones del país, lo que le da la gran oportunidad de liderarlas en el largo plazo. Debido a su actual posición competitiva débil frente a regiones líderes, como Lima y el Callao, las estrategias planteadas en este planeamiento estratégico se orientan a la diferenciación e integración, así como a la gestión óptima de sus recursos. También se han identificado demandas relacionadas con la implementación de mejoras en salud y educación en zonas rurales y urbanas como una base para un crecimiento firme y sostenible en el largo plazo. This document is the Strategic Planning of Arequipa Region. As a result of an extensive analysis of internal and external factors that impact Arequipa Region, outstanding strengths, weaknesses, opportunities and threats were identified.Based on this information, strategies were designed, and by means of several matrices, relevant strategies were retained in order to reach long-term objectives and their respective short-term objectives, with the final goal of accomplishing proposed vision. Arequipa Region has a potential attractive development opportunity at regional level, as shown with great potential in term s of its main activities such as tourism, mining, industry and agro export compared with other regions of the country, having the great opportunity to lead them in long-term.Due the current weak competitive position against leaders like Lima and Callao regions, the strategies proposed in his strategic planning are addressed to differentiation and integration, as well as the optimal management of their resources.Arequipa Region has identified demands related to implementing improvements in health and education in rural and urban areas as a basis for strong and sustainable growth in the long term,they pose aggressive diversification and integration strategies both in the region and seeking synergies with other regions. This has allowed foreign tourists to satisfy their need to taste different Peruvian craft drinks made of herbs and fruits, which they can get in this place and have the necessary information of the products, specially the details and characteristics and the region where they are made of. The research suggests offering a variety of craft drinks from all regions: coast, highlands and jungle; trading them in just one place in Miraflores, so it can be fast, safe, comfortable to buy them and I should have the product guarantee. Besides, they can be sold online through our website and social networks. Strategic agreements will be managed with hotels, travel agencies, restaurants and catering companies. Moreover, the value of offering personalized drinks sets an optimistic tone between our Peruexotic brand and the other ones. Finally, the initial investment will be S / 115,000.00 financed with 40% from our capital and 60% from our institutional investors.

In the services, commerce and manufacturing sectors, it has a development above the average in the country, however there is much to improve to reach the ideal levels to be international competitive and achieve better profitability margins. Therefore, the regional authorities have the great opportunity to take advantage of this potential and implement effective strategies that improve the levels of productivity, health, education, security and employment in the region. The Strategic Planning for the Callao Region, proposed in this document, has a vision to the year 2027 and aims to develop the sectors of manufacturing, commerce, construction and services such as tourism to achieve better employment indicators, security and health within the region that allows the population to achieve better quality of life indexes. Testo completoThe province of Cajamarca is located in the extreme south and is the capital of the Cajamarca´s region, known for being a beautiful and fertile valley framed by colorful landscapes, symphony between green and mountain ranges, temperate climate, dry and sunny, combined with its mining resources, agricultural products and trade among its twelve districts and interacts with the other twelve provinces of the Cajamarca’s region, and the border La Libertad’s region. Presents a high degree of poverty and extreme poverty in its population, chronic diseases and malnutrition, in addition to a low number of assistants to secondary education, technical and university careers. The proposal of the Strategic Plan of the province of Cajamarca developed in this thesis includes the four most important items currently for the province: (a) agriculture, developing agricultural products providing economic benefits for producers, associations, districts and province, using the latest technologies and fostering joint research projects between the government and universities; (b) livestock, increase the quality of the products offered with the objective of increasing national consumption and exports abroad, with constant training for the formation of companies that have a solid base for the future and can compete at the same with world powers in the sector; (c) mining, taking actions to reduce informal mining, establishing a relationship with stakeholders for the achievement of common objectives among mining, the province and the inhabitants, complying with all legal and regulatory parameters for the conservation of the environment ; (d) tourism, promote tourism with the improvement of interdistrict transport routes, communication technologies together with an adequate offer of tourist places to tourists both national and international.

Se ha elaborado con el objetivo de que la región desarrolle ventajas competitivas, en los principales sectores productivos, que son agroindustria, minería y turismo. Para esto hará uso de sus ventajas comparativas, como son la ubicación, el clima y los recursos naturales que posee; combinándolos con personal altamente capacitado, tecnología de punta y vías de comunicación, junto con institucionalidad, favoreciendo la descentralización. Este plan estratégico se desarrolla utilizando la metodología del Proceso Estratégico, que fue diseñada por D’Alessio (2013) y que consta de tres fases: (a) formulación, (b) implementación, y (c) evaluación y control. Se inicia con un análisis de la situación actual, que luego se complementa con la evaluación del entorno, incluyendo la industria. Se concluye que para el año 2026 la región La Libertad alcanzará los siguientes objetivos de largo plazo (OLP): (a) estar entre las tres primeras regiones en el Índice de Progreso Social regional; (b) reducir la pobreza a menos del 5%; (c) el índice de criminalidad será de 2.5; (d) el 80% de la población con 15 años o más de La Libertad, tendrá como mínimo la secundaria aprobada; (e) un 35% de los habitantes de La Libertad contará con educación superior; (f) el PBI del año 2026 será de S/. 16 mil millones; y (g) recibir más de un millón de turistas. Dichos objetivos se alcanzarán mediante la implementación las siguientes estrategias: (a) desarrollar productos agroindustriales con alto valor agregado; (b) desarrollar el mercado de los Estados Unidos para los productos agroindustriales; (c) penetrar el mercado de Brasil con productos agroindustriales; (d) penetrar el mercado de Asia con productos agroindustriales; (e) penetrar el mercado de turismo chino; (f) penetrar el mercado europeo de turismo; (g) desarrollar el mercado de turistas nacionales; y (h) desarrollar el mercado asiático de minerales. Se nota que todas estas estrategias son intensivas, apropiadas para una actitud agresiva, en la que se requiere incrementar la participación de mercado de la región
This document is a strategic plan for the region La Libertad, covering the period 2016-2026. The goal is to make the region La Libertad develop competitive advantages in key productive sectors, which are agribusiness, mining and tourism. For this the region should make use of its comparative advantages, such as location, climate and natural resources it possesses; combining them with highly trained personnel, technology and road infrastructure development, along with institutional and independence between the powers, favoring decentralization. This strategic plan has been developed using the methodology of the Strategic Process, which was designed by D' Alessio (2013) and consists of three phases: (a) formulation, (b) implementation, and (c) evaluation and control. It starts with an analysis of the current situation, which is then complemented by the assessment of the environment, including industry analysis. The conclusion is that La Libertad is able to achieve the following long-term objectives by 2026: (a) to be among the three top regions in Peru, according to the Social Progress Index; (b) reduce poverty to 5% of population; (c) reach a 2.5 criminality index; (d) 80% of 15-year-old or older population will have secondary education; (e) 35% of adults will have higher education; (f) GDP in 2026 will reach S/. 16,000 million; and (g) recive over one million tourists. To achieve these objectives, the following strategies will be implemented: (a) develop agro-industrial products with high added value; (b) develop the US market for agro-industrial products; (c) penetrate the Brazilian market with agro-industrial products; (d) penetrate the Asian market with agroindustrial products; (e) penetrate the Chinese tourism market; (f) penetrate the European market for tourism; (g) develop the market for domestic tourists; and (h) develop the Asian market minerals. It is noted that all of these strategies are intensive, appropriate for an aggressive attitude, which is required to increase market share in the region

Testo completoOur strategic plan was developed aiming many sectors in the Ancash Region, such as trout aquaculture, blueberry export, tourism activity and the improvement in formal employment. It contains a forecast until, 2027, making a strategic plan based on a validated methodology and structure called Sequential Model of the Strategic Process and other additional data required and obtained through an exhaustive investigation from diverse sources that support our research. Each phase of our research addresses from the most general to the specific, in order to find the relevant points for the development of the region, and how they can follow the national and regional interests and policies. We evaluated and analyzed statistics, we validated how close it is to the current situation, and we identified what kind of activities have to be carried out in order to fulfill the vision that we have for the region for the next ten years. This vision is focused on the wellbeing of the whole population and the contribution it can make to the future of the nation, without neglecting the importance of the mission that we have as a work team, which focuses basically on increasing the quality of life of each resident of the region Ancash. To begin developing this plan, we have considered it of the utmost importance to take advantage of the geographical location, climate, history and culture that Ancash has, in order to strengthen its development with the active participation of the regional government, private and public companies, and the civil society. This has to be developed within a context of respect for the environment. Finally, we strongly believe that this plan will serve to the public servants, at the national an d regional level, as an academic tool to be used in the pursuit of the development with sustainability in order to reposition Ancash as one of the main regions of Peru by 2027

Testo completoThe strategic plan of the Junín Region covers the analysis of the current situation and the expected situation, for which an in-depth analysis of external and internal factors has been carried out. For this, the tools such as the PESTE analysis and the AMOFHIT analysis have been used, focused on the organizational interests and cardinal principles of the region. Thanks to this analysis it has been possible to establish the long-term objectives for the Junín Region, according to the proposed vision in 2027, the Junín Region will be among the top five regions in productivity according to the national GDP ranking, being the main producer of quinoa and coffee at a national level and a benchmark in tourism, thus achieving a diversified economy and generating quality employment and dignified employment, having as a support health service and quality education. Once the analysis was completed, three products were chosen: coffee, quinoa and tourism, belonging to two of the most important or potential activities of the Junín Region, that is, agriculture and tourism, with which It would directly impact the generation of direct employment for the population of the region. During the analysis, important data was obtained that arrived at the demonstration that these chosen economic activities can grow, are highly profitable and generate employment directly and sustainably to the inhabitants of the Junín Region. The proposed objectives will be met through the application of seven strategies retained and 18 short-term objectives that will be measured from four perspectives framed in the fulfillment of efficiency and effectiveness. The planning model used for the Junín Region is the sequential model, proposed by professor Fernando D'Alessio. The results and conclusions reached indicate that the region with these products in the chosen sectors are highly attractive for private investment

For the implementation of the strategic plan, the sequential model prepared by Professor D'Alessio was used. As a vision, it is stated that in 2027 the Cajamarca region would be an attractive economic center for investors, guaranteeing decent employment and quality life for its population. The proposed mission consists of planning, organizing, executing and controlling in a sustainable way the social-economic development in the different economic activities respecting ethics and democracy to encourage the creation of value-added products and services and thus increase the generation of employment, socioenvironmental sustainability, technology and infrastructure based on the principles of the Regional Executive Resolution N ° 273-2011-GR-CAJ / P. Likewise, the evaluation of internal and external factors and critical success factors was carried out, which led to seven long-term objectives, focused on the coffee, livestock, dairy and tourism industries; directly impacting the generation of employment, education and health. They are considered the pillars of regional economic growth. The objectives will met through the application of 11 retained strategies and 42 short-term objectives that will be measured from four perspectives framed in the fulfillment of efficiency and effectiveness. The monitoring of the fulfillment of the proposed objectives will be through the Balanced Control Board. Finally, it is necessary to mention that the economic development in the proposed industries will generate sustainable socioeconomic progress, with the purpose of obtaining greater employability in the region and promoting well-being among its inhabitants

Testo completoThe present study develops a strategic plan for 2029 for the region of Moquegua according to the model work by Fernando D'Alessio, in order to attend the most of the strengths and opportunities of the region by reducing the impact of its weaknesses and threats with the purpose of improving the competitiveness economic indicators and social development in the region. According to the regional competitiveness index 2017, Moquegua is in the second position, where the pillars of institutions, the economic environment and health stands out. Also, in the index of regional social progress of Peru 2017, Moquegua is located in the first place where the dimension of opportunities predominates. For those reasons, Moquegua is currently one of the most economically and socially developed departments in Peru. At economic level, the following strategic plan analyzes the main variables that support these indicators to improve even more opportunities based on a diversification of economic activities of the region, developing other economic sectors such as agriculture, fishing and tourism, due to a varied offer, industrialization of processes with use of technology and improvement of infrastructure. All this without neglecting the mining, the main economic activity and greater source of income, seeking the development of the sector based on value added products. Consequently, these economic objectives will allow the region to improve the quality of life of its population, through the respect of their rights, promotion of greater employment, access to health and quality education. Testo completoThe strategic plan for Cusco region aims to implement strategies which will position the region as leader in the production and export of agricultural products and tourism through social and sustainable economic development. To do this, it’s been proposed that growth in key sectors of the economy’s region will be through private investment, boosted by the growth in road infrastructure, irrigation, tourism and technology, with the purpose of creating direct jobs to the population, which will benefit the people with basic needs, education and health, thus generating shared value. To elaborate the actual strategic plan, the strategic plan model elaborated by the professor Fernando D’Alessio Ipinza has been used. To that effect, after the external and internal evaluation and in accordance with the vision of the region for the year 2027, seven long-term objectives (LTO) were established. Subsequently, after the elaboration of the SWOT matrix (Strengths, Weaknesses, Opportunities and Threats) 19 strategies were generated, which after the matrix analysis only 17 strategies were selected. Furthermore, to obtain the LTO, 29 short-term objectives (STO) and 11 policies were proposed which correspond to the retained strategies. Finally, the potential for Cusco region after an in-depth analysis allows to claim a strong competitive advantage in the tourism, agricultural and textile industries, driven by the rural community tourism, fine cocoa and artichoke production and alpaca fiber clothes

Testo completoThe strategic plan of Huancavelica region has been developed considering a desired future situation that has overcome the high poverty rates through the exploitation of its main productive activities, looking for the social welfare in the population as a maximum goal. For this, an external audit of the region has been developed to identify the key success factors that make it possible to be clear about external threats to take advantage of own resources and to face them, as well as the opportunities offered by the market summarized in the demand for products globally. In the same way, an internal audit was carried out exhaustively to identify those weaknesses specific to the region in order to improve them, as those strengths that will be the main resource to define the strategies and thus reach the desired future situation. Knowing the general panorama of the region, both internally and externally, the long-term objectives that consider the sustainable and intensive exploitation of the industries of trout fillet, alpaca fiber and Hass avocado were defined, which will improve the social welfare of the population through the generation of adequate jobs. For this it was necessary to formulate the strategies that allow achieving the proposed objectives. These external and internal strategies carefully analyzed and selected will be part of the short-term objectives, which will be evaluated through the Balanced Control Board. The approach of the strategies is based on the growing demand of the external market, for which market development and penetration strategies will be implemented; while to convert the weaknesses into strengths, joint adventure strategies will be applied, as well as internal strategies such as process management and reengineering. With all this we hope to improve the competitiveness of the region that is among the last in Peru so that it can continue its development and growth in a sustainable manner.

Testo completoIca is one of the Peruvian regions with the highest growth and development in the last 30 years. The economic, social, demographic and cultural indicators prove it. In the same way the Ica region seeks that this bonanza is sustainable in the future and that growth continues in a sustained way or even greater. To achieve this, the Ica region has been based on 4 fundamental economic pillars: (1) The extractive industry through the liquefied petroleum gas that comes from the Cusco region and the iron extracted from Marcona. (2) The manufacturing industry that relies on the agroindustry exports and cotton garments. (3) The agricultural industry that leads the country with products such as asparagus, avocado, grapes, mangoes, blueberries, among many others. (4) Finally, the fishery, which is strengthened by the contribution in fish flour and canned fish. The objective of this strategic plan is to determine what is Ica today and how we want it to be in 10 years (Proposal 2027), and based on this diagnosis or current photo, establish long-term objectives that through clear and measurable strategies can reach this expected future situation. The Ica region has everything to make this a reality: it is strategically located in the center of the Peruvian coast with access to the sea, with a population of skilled and semi-skilled labor attractive to investors, close by land to Lima and very soon with the whole nation and even internationally with the construction of the international airport of Pisco, very fertile agricultural land despite being in the desert with modern irrigation technology, excellent weather all year round, among many other fortresses. The proposal of the strategic plan will be to promote those industries of which we are leaders and which are the most profitable as the export of asparagus and avocado, but also activate (under a profitability rationale) the tourism industry, especially the adventure tourism in our region, which is not only very profitable but will bring sustainable benefit to the entire region.

Testo completoThe main objective of the strategic plan for the Apurímac region is to effectively raise and stimulate the essential actions that the Regional Government must carry out in order to promote the sustainable development of the region in the future. The present strategic plan frames as an initial basis the analysis of the current situation of the region, detailing its respective external and internal factors in a global and situational environment. Allowing that with this knowledge obtained will proceed to identify and establish the strategies that will achieve the long-term objectives and the vision exposed to 2027. The strategic plan is based on five interests of the region, obtained from its prospection to improve the benefits of the region, such as developing the productive industry of quinoa, developing the avocado industry, developing the ecotourism market and finally generating formal employability. The Apurímac region contains a diversity of potential biological and biodiversity resources in its crops, with the agricultural sector with its organic quinoa and avocado reproducts that make a difference in the international and local market due to its nutritional quality. We will also highlight the tourism sector through the practice of ecotourism that includes sustainable tourism with global acceptance and that generates an awareness of environmental protection and culture. To finally mention that the mining sector is considered a great support in the development of communities though their contribution of royalties and that its production and commitment to the region is already aligned. Allowing in this way to achieve the region by 2027 achieve its objectives in their entirety, and aimed at improving the quality of life and formal employment to the people of the region.

This strategic planning for Apurimac, a region that has a great opportunity for sustained development in long term. This is due to it is located in an excellent geographical area that has a land rich in minerals, great tourist attractions, extension of land for agriculture, good climate and great biodiversity. Highlighting thier non-traditional export activity, through quinoa. Human capital becomes essential to achieve the competitiveness of this region. Reason why, we consider education as main pillar for developed within the present and future management. At the same time, the health of the inhabitants is a key factor for the development of the activities to be carried out that guarantee the economic growth of the present region. Testo completoThe strategic planning for the department of Junín has been carried out with the intention of directing this region until it becomes a future development pole of the central zone of the country, through the created strategies (improving the quality of life of its inhabitants, improving education and health services, and reducing the poverty and extreme poverty rates), and, consequently, positioning it as one of the most competitive departments, based on a territory rich in natural resources and a strategic central position. The department of Junín was created by Supreme Decree of September 13th, 1825, by the Governing Council of Peru, presided by Mr. Hipólito Unanue, in recognition of the historic effort carried out in the legendary pampas of Junín. The realization of this work is based on the sequential model of the strategic process, developed by Dr. Fernando D’Alessio, director of CENTRUM Católica, and, after an analysis of the current situation, of the external, internal and external evaluation, and the department’s interests, with a vision projected to the year 2024, established nine long-term objectives (OLP) that are linked to the basic dimensions of human development; in the development of the strategic process and the evaluation of the matrices, eight retained strategies were identified; for the strategic implementation process, 45 short-term objectives (OCP) and nine policies were established, which will help to reach the OCP. In summary, the department of Junín has competitive advantages to exploit, as well as a good mining, tourism and agroindustrial potential, which, together with the joint effort of its authorities, inhabitants and institutions, will achieve the established vision, responding in this way to the longing of its inhabitants.

Testo completoThe objective of this strategic plan is to contribute to the social and economic development of the province of Condorcanqui, Amazonas region. To this end, an in-depth analysis was made of the internal and external factors that allowed the identification of strengths, weaknesses, opportunities and threats. Based on this, strategies are formulated that will allow the achievement of the objective. In a similar way, an analysis of the competitiveness of Peru and the province's competitors was applied; this will allow us to take advantage of competitive advantages to achieve sustainable development. As a result of this analysis, it was found that Condorcanqui has strengths such as: a strategic location, diversity of flora and fauna, and an ample ecological and cultural tourist potential; in addition to economic activities such as agriculture and forestry; however, they are pending development by the different local, regional and national authorities. For this reason, a vision has been formulated, with horizon to the year 2027, where it is proposed to achieve sustainable development based on the production and export of its flagship product, high quality cocoa and natural rubber; and ecological and cultural tourism; which bring with it the increase of employment and as a consequence the improvement of the quality of life of the inhabitants. Finally, in order to achieve this vision, strategies will be implemented such as: Developing ecological, scientific, adventure, experiential and cultural tourism; develop strategic alliances and / or joint public-private ventures to increase the execution of projects related to the production, commercialization and promotion of cocoa and natural rubber nationally and internationally; to enter into agreements with private sector companies to invest in technology to develop higher value-added products derived from cocoa and natural rubber; and establish alliances with companies that market products under the fair trade certification, in order to provide them natural rubber

Testo completoThe Strategic Planning of the Junín Region to 2027 was developed focused on the population wellbeing, through the development of economic activities in equal opportunities. For social welfare, the main key variables are health, education and security. In education was identified a setback due to less school attendance and the lack of trained personnel. In the health sector, there is little development in infrastructure, specialists and chronic child malnutrition, which is present in 20.6% of children. In security, Junín has a high rate of victimization 41.2% and the 90.6% of the population have perception of insecurity. The main economic activities such as mining, agriculture and tourism, will be worked. In mining, copper is resource with the greatest impact. In agriculture, the coffee crop is the main income source for this sector. In tourism, Junín has 24 tourism resources and only works six. Through the development of these economic activities, income and opportunities will be generated, accompanied with promotion of public and private investment. Based on the information analyzed, this strategic plan was worked according to the methodology of the sequential model of the strategic process, which resulted in five long-term objectives and seventeen strategies, being retained the best eleven ones. In conclusion, Junín will improve the social welfare focusing on exploitation of copper and its derivatives; in the production of high quality coffee; and by taking advantage of new tourist routes. The correct implementation of the strategies will transform the vision stablished, where Junín in 2027 will be within the five regions at national level, that offer the highest quality of life

Testo completoThe Amazon Region due to its high variety of climates and ecological floors has as main economic source the agricultural sector. The region also stands out for its important tourist attractions, which have not been adequately promoted, mainly because of the lack of access infrastructure that allows it to be valued within national and foreign tourism as part of the tourist circuit of the Peruvian jungle. Considering these substantial competitive advantages, it can be determined that the Amazon region has the potential to overcome the social indicators that currently keep it behind at a national level over a period of ten years. In the external analysis, it has been possible to identify important opportunities in the exports of products and tourism that even the region has not taken advantage of in its maximum potential. With respect to exports, coffee and cocoa have shown a high international demand, which is made up of consumers who demand high levels of quality, through certifications recognized worldwide and which in turn have a positive impact on the prices. The internal analysis shows us the need for the Regional Government to create the dependencies that monitor and monitor the fulfillment of this strategic planning, with the purpose of supporting the productive chain, as well as the development of agricultural technology, investment in information systems and investment in infrastructure. Due to the aforementioned, the development of three key industries has been proposed: coffee, cocoa and tourism. The increase of the exportable supply, through an effective productive and exporting chain of coffee and cocoa will provide the solid bases for the economic growth that the region needs; as well as, the improvement in infrastructure and road interconnection will make it possible for tourism in the region to be considered one of the main references at the national level. These three activities, appropriately focused on the strategies that have been proposed, will lead the Amazon Region to obtain the income it needs to achieve the vision established in this Strategic Planning for the year 2027. In this way, the conditions of life of the Amazonian settlers, who will have access to quality health, nutrition and education services.

The agro-industry for export, focused on non-traditional and organic products, was identified as growth axes by 2028; as well as in the beach tourism sector of luxury hotels. The Piura Region is a region privileged in natural resources, located in a strategic area for trade and with a level of population growth that provides great hope for future development and a competitive advantage to exploit. The Regional Government of Piura, headed by the Regional President, will be responsible for directing the execution of the plans and programs of the Regional Government, therefore, the formulation of this strategic plan focuses on actions and strategies to be implemented by said administration. With this, it seeks to increase employment and boost sustained growth in the region, achieving greater economic and social benefits for its population.

In this aspect, the current strategic planning seeks to exploit the main opportunities for the development of the Lambayeque region, such as converting it into the main exporting region of passion fruit and pepper of Peru; It also aims to position the region as one of the main national tourist destinations. Testo completoThe department of Ayacucho is located in the southern highlands of Peru, has an area of 43,815 square kilometers and a population estimated at 688,657 inhabitants, who have great challenges ahead to achieve the development of the region. In the present work a diagnosis of the updated reality of the region has been developed, identifying four long-term strategic objectives to be reached in the year 2027, related to the economic development of the region, specifically to the development of the production and export of quinoa with emphasis on its organic variety. This will result in the increase of the appropriate PEA in the agricultural sector. Ayacucho is a region with a territory and climate conducive to the development of quinoa, a superfood that has aroused great interest in foreign markets, who are willing to pay a better price for it, in exchange they are very strict with the fulfillment of quality and safety specifications. The region is the second producer and exporter of quinoa in the country, however the potential is still great given that the quinoa produced still does not meet the standards required for compliance with organic certification. Regarding the social aspect, Ayacucho still has poor road and health infrastructure, as well as a high level of malnutrition in children below five years old and a low rate of completion of studies at the educational level. These factors are important as a basis for economic development, which is why they are key to the fulfillment of long-term objectives. The strategies contained in this PEA are aligned with the objectives of sustainable development and will make Ayacucho region in 2027 the first producer and exporter of quinoa of the country

Testo completoThis document is a strategic plan for the Ayacucho region, which has been developed following the Sequential Model of the Strategic Process, designed by D'Alessio (2015). The region of Ayacucho is located in the South Central Peruvian Andeans, which is politically organized in 11 provinces, that together host 703,629 inhabitants. It has a rugged and mountainous geography, with a dry and temperate climate, which has allowed the development of fruit trees and other crops, explaining why agriculture and livestock activities are the second source of income in the region. But the main economic activity is mining, contributing with 25% of the Gross Value Added. According to the reality presented, the strategic plan proposes the development of non-traditional crops, with a focus on exports, for which long-term objectives related to the sale of quinoa, cocoa and avocado have been set, improving health conditions and education level. Likewise, the objective of 2028 is to increase revenues from mining, but in a responsible manner, which is why an interannual growth rate of 4% has been proposed, while an increase in agricultural products is projected to exceed 7% per year. All of the above will be achieved through the implementation of intensive strategies, such as the development of irrigation investment projects and technification, or the penetration of the markets of China, the United States, Europe and Australia, with cocoa, avocado and quinoa. In addition, an existential tourism offer will be developed in the provinces of Huamanga, Huanta and Vilcashuamán related to the main crops; at the same time, the production of organic crops, mainly cocoa and quinoa, will be increased. Additionally, it is important to diversify industrial agricultural production to create value-added goods.

Testo completoThe region of Huánuco for geographical reasons, has as representative activities to agriculture, livestock, hunting and forestry which represent approximately 17% of GDP of the total of the region according to INEI 2016, the production of various agricultural products is due to the amplitude and favorable conditions of the land that also has socio-cultural characteristics that it still maintains, most of these agricultural lands are worked in a traditional manner and have a great opportunity for improvement to enhance them. Other activities that have a positive impact on the GDP of the Huánuco Region are trade and construction with 12% and 11% respectively, most of which are carried out informally. As an additional mention and in comparison with other neighboring regions it is evident that the activity of tourism and its infrastructure is underdeveloped. Our plan for the Huánuco Region aims to boost economic activities such as agroexport, agro-industry and tourism to raise the level of competitiveness, generate private investment and offer greater tourist attraction that can inject the external capital of other localities since it has enough natural attractiveness and historical to achieve it. The Huánuco Region by 2028 will base its economy on competitive, profitable and sustainable industries such as agricultural exports and tourism, as a consequence of which it will improve the economic and social welfare of its population.

Testo completoThis work develops the strategic plan of the Lima Province Region, a region with a high potential to develop, due to the fact that it has a great variety of resources, which could be better exploited through the Free Trade Agreements to contribute to the dynamism of the national economy. The methodology used to formulate this strategic plan has been based on the Sequential Model of the Strategic Process developed by Professor Fernando D¨Alessio. To this end, bibliographic information based on reliable sources was reviewed, from which the current situation of the region could be known. After that, an external and internal analysis was carried out to establish short and long term objectives which will be carried out carried out through the formulation, implementation and evaluation of strategies, in order to achieve the desired vision, that by 2025 Lima Provincias will be a strategic region, leader in agroexport and tourism, modern, self-sustainable and generating opportunities; ensuring that the use of resources has a positive impact on the environment and that it has an impact on a better quality of life for citizens. The achievement of the vision will depend on the fulfillment of the short and long-term objectives, as well as the Balance Scorecard, which will monitor compliance and measure the results of the short-term objectives. Through the application of this strategic plan, the Lima Province Region will be consolidated as a fundamental actor of the national and global economy

It favors the development of this approach, the valuable advantage of the diversity of existing climates in the different geographical areas of the country and In addition to the strategic geographic location, it allows the Pasco region to develop through appropriate channels, also considering the commercial aid that they grant the free trade agreements and the good positioning of the Marca Peru that is achieving internationally. For the development of this approach, the internal and external factors of the agricultural sector that allow identifying the strengths, weaknesses, opportunities and threats that lead to a set of strategies to achieve the proposed vision. Long-term objectives were formulated aimed at achieving the desired economic growth, in parallel with the support of technological technology, which allows the sector to develop in a sustainable environment. Considering that Peru is growing at rates above 20% in values Free on board [FOB, for its acronym in English], it is expected that, with this policy of promoting exports, the country will be among the main exporting countries In this way, if you consider the development of the sector hand in hand with the Pasco region and the possibility of growing sustainably in traditional and non-traditional products, stories such as organic, coffee, alpaca wool and other products that increase the export value will serve as a business model for other regions of the country supported by the socioeconomic conditions of all the members of the value chain for purposes of greater productivity and employment in the Pasco region and as a consequence throughout the country.

Testo completoThe objective of this document is to propose a strategic plan for the region of Cajamarca in Peru, in order to achieve an appropriated level of social and economic development among its people. Cajamarca is the fourth region with more population density in Peru and also has Andean and high jungle geographical territory with many natural resources. This strategic plan proposes to use the natural resources in a responsible and ecofriendly way to create value and social welfare among the inhabitants of Cajamarca especially considering that this is the poorest region in Peru and needs a big change at all hierarchical levels to grant its inhabitants the economic and social well-being that they desire. Mining industry in Cajamarca represents the most important economical source for the region, it consists of 30.5% of the GDP and also has the Michiquillay project in its portfolio which will boost more this economic activity. In this way, it will be decisive to have an active participation of the Regional Government of Cajamarca, in order to satisfy the stakeholders expectations and also reduce the social conflicts. As a second economical source we consider the exportation of coffee and berries; which are really appreciated products worldwide. This is an inclusive industry and allows the help of Cajamarca inhabitants by using their best resources like water and soil. It will be decisive that the Regional Government of Cajamarca brings abilities, knowledge, and competencies that foster the integration of the inhabitants on those economical activities. El modelo utilizado es el planteado por Fernando D´Alessio en su libro El Proceso Estratégico: Un Enfoque de Gerencial, publicado en el año 2008. El proceso estratégico se compone de un conjunto de actividades que se desarrollan de manera secuencial con la finalidad de que una organización pueda proyectarse al futuro y alcance la visión establecida. Permitirá desarrollar estrategias en el distrito que contribuyan a mejorar la calidad de vida de los residentes y favorezcan el liderar la gestión gubernamental en el país. La visión para el distrito de Independencia propuesta está dirigida a mejorar la seguridad del distrito, siendo un pilar fundamental para el desarrollo y crecimiento sostenible. Otro de los pilares es la modernización de tecnología de información, sistemas educativos, y de infraestructura; lo que permitirá que el distrito sea considerado como un punto de desarrollo importante en la ciudad; bajo una política de responsabilidad social y liderando el cuidado del medio ambiente. Para alcanzar la visión propuesta se han definido objetivos a largo plazo orientados al crecimiento económico, mejora de la calidad de vida, disminución la percepción de inseguridad, desarrollo de la competitividad y productividad de las empresas, así como también brindar mejores y eficientes servicios a la comunidad, los objetivos a corto plazo están orientados a mejorar la recaudación, desarrollar el talento humano, crear nuevas infraestructuras, desarrollo tecnológico, que se sustentan en una serie de estrategias como la creación de planes de seguridad ciudadana, mejora en los procesos, elevar la educación, reinserción de los jóvenes pandilleros en la PEA, etc., que permitirán alcanzar las metas propuestas. This thesis aims to develop the strategic plan 2025 for district of Independencia. The model used is the one proposed by Fernando D'Alessio in his book The Strategic Process: A Managerial Approach, published in 2008. The strategic process consists of a set of activities that take place sequentially in order for an organization to project into the future and reach the vision established. This plan will develop a set of strategies that contribute to improving the quality of life for residents of the district, and favor the government's leadership in the country. The vision for the district of Independencia's proposal aims to improve the security of the district, being a fundamental pillar for development and sustainable growth. Another pillar is the modernization of information technology, education systems, and infrastructure, which will allow the district to be considered an important point of development in the city; logically under a policy of social responsibility and leading environmental care atmosphere. To achieve the proposed vision, we have defined long and short term goals, which are based on a number of strategies that will achieve these goals. The proposed strategies seek to strengthen the competitive advantages of the district, comparative advantages, compensate for weaknesses, and reduce the impact of the identified threats
