外力一直是左右着民國警察發展的主要因素。礙於海外專業訓練的龐大投資，政府和警政精英會因國家對外關係的變化，因應局勢演變而帶有不同的仿習偏好和傾向。這些精英從外引進歐美新知和先進科技，進而於其所屬的專業群體發表己見。而濃厚的改革氣氛更促進警務從業者對警學的廣泛討論和研究，並益於中國警政戰後重整。警察改革以中國現代化和中央集權為最終的政治目標。國民政府亦然，主張建設一個強大及文明的「現代」中國。故此，除日益繁重的警政事務以外，警察更礙於其角色的模糊理解，往往兼負起其他行政及軍事相關職能，以滿足現代國家的衍生需求。警察的角色衝突更因而觸發起後續的派系鬥爭，也為長期困擾着警政發展的癥結所在。本文以1928年至1949年間民國警政改革為研究對象，通過探討時人對警察不同的政治及專業理解，再而理解警政改革長期於中國急速成長的氛圍下停滯不前的現象。研究所得非但針對警政機構於中國未來所擔當的職能，更嘗指出政治手段何以推動警政統一而又忘卻探索「現代警察」本質的原念。External influence was the major factor which influenced the development of police reforms in Republican China. Following the dynamic changes on diplomacy,both of the Chinese government and police elites had different preferences on their professional studies overseas. The intellectuals brought foreign knowledge and technical skills and thereafter expressed their own ideas in their affiliated parties and communities. Therefore, the reformative atmosphere catalysed wide discussions and benefited the subsequent police reforms throughout the wartime and post-war period in China.Police reforms were always an instrument to reach the ultimate goals of modernization and centralization in the Republican China. Nanking Government also took the missions, and reformed China as a powerful and civilized country in the "modern world". Aside from the stronger demands on policing, they intended to assign policemen with extra duties because of their ambiguous understandings on the "modern police". The role-conflicts triggered the timely power struggles, as well as the crux that troubled Chinese policemen throughout the twentieth century.This thesis studies the police reform in the Republican China between 1928 and 1949. It specifically discusses the variety of professional and politicalunderstandings on policing and therefore examines the disappointed results of police reform amidst the rapid growth in Chinese modernization. More than imagine the future police force in their "modernizing state", the findings highlighted how the political means fulfilled their ambition on unification with the police functions but failed to search for the original belief of the police.

Abstract (sommario):

This thesis examines the formulation and implementation of us policy towards China during the Clinton Administration's first term of office. Its central contention is that the Clinton Administration's China policy-making process was founded on largely on domestic political calculations, to the detriment of America's long term broad strategic interests in the People's Republic. This is exemplified by his advocacy, implementation, and eventual abandonment, of a strategy of linkage toward China. This thesis contends that President Clinton's preoccupation with domestic political calculations led to three major flaws in his Administration's China policy-making process. Firstly, it led to a failure to define a hierarchy of US priorities in China. Secondly, it led to a failure to articulate a coherent framework for US China relations to either the Chinese or domestic American audiences. Thirdly, Clinton failed to commit himself to, or provide leadership on, China policy except in the event of a political crisis. Accordingly, these flaws encouraged splits within the Administration whereby different agencies pursued their own agendas with Beijing. As a result, the Clinton Administration's China policy appeared confused, incoherent and discordant. This served to undermine both the US strategic relationship with Beijing, and domestic legitimacy for US China policy.

Abstract (sommario):

This thesis divides Taiwan's impact on the Bush administration's Mainland China policy into three stages. The first period was from January 1989, when George Bush entered the White House, to June 3, when the Tiananmen Massacre took place in Beijing. The second period was from June 1989 to July 1991. The third period was from July 1991 to the end of 1992. Through examining the Bush administration's Mainland China policy, this thesis argues that Taiwan's impact on the administration's China policy evolved a tract from unimportant to important in the years between 1989 and 1992. It further argues that Taiwan has become an independent factor, whose China policy was not under the control of the United States. Sometimes it undermined American Mainland China policy.

Abstract (sommario):

The need to improve the quality of government decision-making and tailor China's management to its more complex economy after Mao's death forced China's Party authorities to implement a number of administrative reforms, and to select administrative leaders from among professionals and specialists based on their competence, education, and age. The crucial outcome of these post-Mao reforms, 1979 to the present, is the major focus of this research. This study examines the role of China's top administrative elites during and after the post-Mao administrative reforms, and determines to what extent the changes and their impact on the policy-making may have brought about better economic policies and development. China's social and political conditions and leadership changes before, during, and after the reform are provided as background information for the analysis of policy making in China. This is followed by an analysis of various contemporary theories of bureaucracy and technocracy in general, and the Weberian Legal-Rational model of modern bureaucracy in particular. Qualitative and quantitative methods coupled with surveys, interviews, biographical and documentary-historical methods, and other primary and secondary data are combined in this empirical study. The primary data on biographical information of administrative elites were drawn from the collected results of questionnaires and interviews with elite members of State Council ministries and commissions, provincial and municipal governments. The secondary data were used to conduct a biographical study of the Maoist and post-Mao top administrative elites--all premiers, vice-premiers, State Council ministers, and all provincial governors and municipal mayors from the founding of the PRC in 1949 up until 1993. Through these analyses, the study found that post-Mao administrative reform has indeed brought about changes in the composition of administrative elites. These post-Mao administrative elites are more professionally competent, better educated, more efficient, and younger. Their economic policies have stimulated more extensive and sustained economic development.

Abstract (sommario):

The objective of this research is to unveil the dynamics of technological innovation in planned economies in transition. It is proposed in the thesis that all innovation systems in the world, in fact, consist of certain configurations of market and hierarchy. These systems have always been shifting from one existing market-hierarchy mix to a new one, which is expected to be more conducive to technological innovation and economic development. Current reforms in many planned economies in transition reflect this theoretical proposition. A research framework is constructed to include three main dimensions for the study of a specific innovation system, i.e. Arrangements, Achievements and Actors. China, which has undergone reforms since 1978, is chosen as the empirical basis of the research. The research examined technology policy and technological innovation in China between 1978 to 1988. The thesis starts from Arrangements - R&D System in China and Its Reform. The thesis illustrates reforms in the R&D system in relation to government technology policy. There exist coherent government efforts to promote innovations through various plans, and the planning process incorporates both market and command elements. The institutional structure of Chinese R&D system remains still vertically departmentalised, but horizontal links are created through the market. Secondly, Achievements - Performance of Chinese R&D System is assessed through patterns of technological innovation. Data from National Awards for S&T Progress (1978-1988) are included in a substantial database, which is used to generate patterns of technological innovation and patterns of innovating organisations. These patterns were presented and interpreted in relation to geographical differences, sectoral differences, typological differences, forms of co-operation and the impacts of S&T policy and reform. The third dimension is study on Actors - Innovation in Applied R&D institutes. Through semi-structured interviews and questionnaire survey, internal structure and research management are analysed in the light of ongoing reforms. The reform of R&D funding system greatly affected the way applied R&D institutes operate. Both organisational and individual incentives for innovating are increasingly associated with economic or material benefits. The research suggests there is a need to put reforms in the R&D system into a wider societal and political context. Some general attributes of applied R&D institutes are also discussed in the thesis.
