Farms, farmers, farm families, and even farm policies have changed in the United States and Europe over the decades since World War II. Now it is time to bring the methods of farm policy analysis and the scope of data collection up to date. Agricultural economics, by tradition an empirical discipline, can offer important insights into the design, implementation, and effectiveness of policy. To succeed in this century, though, requires an emphasis on understanding micro-economic behavior at the level of the farm household. The paper presents fundamental aspects on methodology for micro-level farm policy analysis and data requirements for application of its intruments.

Pakistan's socio-economic landscape through digital technology, with digital infrastructure as the foundation for economic growth, social inclusion, and governance reform. Keyword network analysis was employed to analyze Pakistan's digital policy, and based on this, cognitive map analysis was conducted to analyze policy implications and policy directions. A keyword network analysis using the R program identified key themes such as “digital transformation,” “e-governance,” “AI,” and “blockchain” to highlight their importance within the policy framework, which focuses on innovation, global competitiveness, and inclusion, integrates AI, blockchain, and 5G, and prioritizes gender equality. The network analysis shows a 'Digital Pakistan Policy' as a central hub connecting key areas such as e-governance, fintech, and digital inclusion, supported by elements such as ICT infrastructure, cybersecurity, and smart cities. Key nodes such as digital literacy, youth empowerment, and innovation also highlight efforts to bridge the digital divide and foster entrepreneurship as important policy variables. The cognitive map analysis also identifies processes such as the digital infrastructure cycle, IT industry promotion, and digital innovation cycle to achieve the goals of Pakistan's digital policy. The policy has the potential to transform Pakistan into a leading player in the global digital economy, bringing about widespread benefits for its citizens and positioning the country for long-term prosperity.

Abstract While efforts by destination states in the Global North to externalise their asylum are not new, Denmark’s current proposal to establish a reception centre outside the EU is novel in the Nordic context. Since 2018, the Danish Social Democrats have proposed transferring all asylum seekers arriving on Danish territory to a third country for the processing of their asylum claims. This contribution provides an account of the Danish extraterritorial asylum effort, from the origins of the 2018 Social Democrats’ platform to the 2021 amendments to Denmark’s Aliens Act. The contribution pays particular attention to international reactions to the Danish policy, before reflecting on the current and potential role of extraterritorial asylum policies in the international protection regime.

This paper analyses the National Education Policy 2020 (pages 1-32), the official policy document issued by the Ministry of Human Resource Development (India). This paper is written in light of five peda-gogical theories: a). Human Capital; b). Traditional Academic; c). Learner Centred; d). Social Efficiency; e). Social Reconstruction. By identifying the presence of the five theories in the policy and analysing the domi-nant ideologies of education across the whole text, the paper aims to explore the influence of pedagogical philosophies and the relevant factors on educational policy formation and upgrading in India. It discovers that although all five theories exist in the policy, Learner Centred theory is the most dominant. In addition, it also discusses political and socio-economic factors that impact the formation of the Indian educational policy.

Food is one of the fundamental aspects of human existence. Thus, it important for every country in the world to be able to be food-secure. Providing access to food for its citizens will bring positive long-term impacts ranging from economic growth and job creation, poverty reduction, trade opportunities, increasing global security and stability, and also improving health and healthcare in a nation (National Institute of Food and Agriculture, n.d.). However, not every nation has the capacity to achieve that goal due to several contributing factors such as 1) Drought and other extreme weather events, 2) Pests, livestock diseases and other agricultural problems, 3) Climate change, 4) Military conflicts, 5) Lack of emergency plans, 6) Corruption and political instability, 7) Cash crops dependence, 8) AIDS as it reduces the available workforce in agriculture and puts an additional burden on poor households, 9) Rapid population growth. 
 Yemen, and Burundi were intentionally chosen to be analyzed because of their unambiguous differences in order to show the various needs and solutions of each country. These 2 countries represent different rankings in the Global Food Security Index (GFSI 2018) where Burundi became the lowest ranking country, yet poses an interesting connection to Yemen. Yemen was selected because of the current famine crisis happening. From the analysis conducted, it can be concluded that long-standing conflict, Scarcity of basic needs, blockade of import and export activities are the main factors contributing to Yemen's food insecurity. On the other hand, it was found that Gender inequality especially the role of women in labor force, climate shock, and political instability are the main factors contributing to Burundi's food insecurity.

This paper investigates the concept of public policy analysis that has been developed and refined over the past 50years. Its purpose is to examine the concept of public policy analysis by clarifying its definition, conceptual models ofpublic policy analysis, steps of policy analysis and six analytical dimensions for analyzing public policy. In most realworld policy situations there are many possible alternatives, many uncertainties, many stakeholders and manyconsequences of interest. Also, there is usually no single decision maker and little chance of obtaining agreement on asingle set of preferences among the consequences. As a result, there is no way to identify an optimal solution. Instead,policy analysis uses a variety of tools to develop relevant information and present it to the parties involved in thepolicymaking process in a manner that helps them come to a decision. The paper discusses a brief definition of publicpolicy, analytical exploration into the conceptual models of public policy analysis, steps of policy analysis anddimensions and relationships among the dimensions for analysing public policy

The reform of education personnel management policies has been carried out progressively to ensure the achievement of educational goals. A systematic analysis of the personnel management policy circle, including policy design, content, and implementation, is crucial to improving the accuracy and effectiveness of such policies. Through a comprehensive review of policy evolution, this study aims to systematize the design and content of policies on personnel management in educational institutions in China. It was determined that personnel management is increasingly concerned with the efficiency and effectiveness of goal achievement, policy design, system reform, and mixed-used management methods. A questionnaire survey was conducted among 420 respondents in 25 preschool institutions in five cities of Henan province in China. A total of 362 questionnaires were deemed valid out of 397 retrieved, including 24 from principals and 338 from teachers. The statistical analysis results identified the problems in policy implementation, including the laxly enforced teacher qualification system, inadequate teacher professional development, poorly implemented training policies, unattractive salaries and benefits, and the undesirable assessment system. For example, 5.89% of the respondents still need teaching qualification certificates. Only 1.1% of the respondents had senior titles. 2.76% of the respondents are still paid less than the minimum standard. In response to the situation, this study suggests effective countermeasures for educational administrative authorities and institutions. The findings could provide a reference for further optimization and development of personnel management policies. Understanding the role of government policy in advancing sustainable development goals and food sovereignty is key to building food security and food system resilience. This study leverages bibliometric analysis of Scopus data using tools like Biblioshiny to explore global research trends on the interrelationship between government policies in the agrarian sector and food security. The methodology involves structured data collection, cleaning, and analysis of metadata and keywords, revealing growth in publications since the 1980s, with significant increases post-2000 due to heightened global food security concerns. The peak of publication in 2023 is connected to the war in Ukraine, the disruptions it caused to global food security, and the functioning of the grain corridor agreements. From 1922 to 2000, studies focused on broad themes like agricultural policy and food security. Between 2001 and 2010, attention shifted to food markets, sovereignty, grain production, and the Common Agricultural Policy. From 2011 to 2025, research expanded to climate-smart agriculture, dietary diversity, foreign investment, and technological advancements like data analysis and remote sensing, highlighting technology’s growing role in food security. The core themes such as “agricultural policy,” “food security,” “climate change,” and “sustainable agriculture” emerged as dominant areas of focus. Advanced topics like “machine learning,” “remote sensing,” and “climate-smart agriculture” highlight a shift toward data-driven, technologically integrated solutions for food security. China and the USA were identified as leading contributors, producing the most publications and participating in the highest number of international collaborations.

Dividend policy has been puzzling for researchers for decades. The level of dividend varies not only across industries, but also across countries. This research analyzes the dividend policy of Indonesian public companies, in particular it examines the partial effect of cash ratio, debt ratio, company size, profitability, and asset growth on cash dividend policy in Indonesia Stock Exchange from 2008 to 2015. A total of 102 companies was used as a sample. The samples are divided into four groups: (1) a group of companies paying changeable dividends (Change group), (2) a group of companies paying continuous dividends, but then stop paying dividend (Omission group), (3) a group of companies that initially do not pay the dividends, but then continuously paying dividend (Initiation group); and (4) a group of companies paying constant dividends (Constant group). Results of hypotheses testing using multiple regression analysis show that profitability and asset growth affect dividend policy in all company groups. Company size affects dividend policy in the Change, Initiation, and Constant groups. Debt ratio influences dividend policy only in the Change group.

Conundrums have no solution. They are ambiguous, multifaceted, and do not lend themselves to quantitative assessment of their components. They produce shortfalls in policy accomplishments, and frustration among those charged with policymaking. To recognize the generality of conundrums is to prepare to cope with them. The use of the term coping is significant. The term implies something less than finding solutions to problems. Words like adaptation, managing, and dealing with appear in discussions of coping. It is inherent in the nature of coping strategies that they provide only partial and imperfect solutions to problems that are insoluble. Some of the strategies outlined here may actually make some aspects of a conundrum worse, even while they offer solutions to other aspects. The strategies include redefining a problem to put the focus on its soluble elements; entrepreneurialism; deviousness; breaking the rules; indirection; reform; and redundancy. In the final analysis, the quality of policy analysis and governmental performance is limited by conundrums. No matter how good the elected officials and civil servants, conundrums keep policymakers from knowing exactly what they are doing, force a certain amount of conjecture into their decisions, and encourage posturing and exaggeration as techniques of persuasion.

Since the outbreak of the russian invasion in 2022, Ukraine’s public debt has risen sharply, and debt sustainability turned out to be a matter of concern. This study aims to conduct a comprehensive debt sustainability analysis (DSA) for Ukraine, focusing on probabilistic judgments about the trajectory of public debt, the government’s gross financing needs in the 2025–2028 period, and essential policy measures to prevent an unsustainable debt situation. The DSA incorporates references to quantitative debt-related benchmarks and assessments of performing a debt treatment and changing the structure of budget deficit financing. Four medium-term scenarios are run: a baseline scenario, a negative scenario, a positive macro-scenario, and a policy shock scenario. The first three scenarios yield public debt stocks from 94.8% to 128.8% of GDP in 2028, above the intermediate threshold of 82% and far above the final threshold of 65%. Even under the baseline projections, public debt trajectory and gross financing needs magnitudes deviate considerably from the benchmark levels. Only the policy shock scenario is compatible with ensuring public debt sustainability, being conditional on a substantial extension of foreign grants, and applying a significant haircut through the second debt restructuring. The results suggest that avoiding public debt crisis while meeting recovery and reconstruction needs would require raising the share of grants up to around 45% in the structure of foreign official financing and debt reduction by at least 50% in the framework of new foreign debt restructuring, covering official bilateral debt and euro-bonds’ debt.
