Since XV-th century, when first Muslim state has been formed at Mindanao island in the south of the Philippines, practically two very different societies had to co-exist on the territory of the country: Muslims and Filipinos. It created a problem ad numerous conflicts which have not been solved so far. The aggravation between the Filipinos and the inhabitants of the southern island of Mindanao, which occurred in the XX-th century, led to a series of peace negotiations and attempts to reach political consensus. The idea of creating an autonomous territory in Mindanao within the framework of the Republic of the Philippines was framed in the form of a law, repeatedly elaborated, implemented, but without much success. Over the past 22 years, disagreements and a threat to the security of the region preserved, and strong tensions remained between the government of the Philippines and the Islamic leaders of Mindanao. When President Duterte came to power, another attempt was made to resolve this conflict, and for the first time in many years, a law was ratified based on the results of the plebiscite. This law can become the basis for the successful implementation of the idea of autonomy of Mindanao. However, it should be noted that in the near future the likelihood of armed clashes, provocations and serious terrorist acts by the forces of extremist groups in Mindanao is quite high.

Filipina awal tahun 2019 diwarnai referendum di Filipina Selatan yang mengantarkan pada dibentuknya Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Konflik, instabilitas kawasan, dan perkembangan ancaman terorisme di Filipina Selatan khususnya dan umumnya di seluruh Filipina diharapkan berakhir dengan sebuah konsensus damai dan demokratis seiring terbentuknya pemerintahan transisi di BARMM. Harapan terciptanya perdamaian dengan keberadaan BARMM dalam tulisan ini dikaji secara spesifik dari salah satu kelompok teror yang berkembang di kawasan Filipina Selatan, Abu Sayyaf Group (ASG). Keberadaan ASG pada mulanya merupakan dampak kekecewaan usaha perjanjian damai yang diinisiasi pemerintah dan kelompok teror terbesar saat itu Moro National Liberation Front (MNLF), seiring dengan perkembangan waktu kelompok ASG bertransformasi menjadi sebuah kelompok kriminal dengan modus operandi penculikan dan permintaan tebusan, sekalipun tidak sepenuhnya meninggalkan posisi awalnya sebagai kelompok teror dengan kehendak separatis ideologis. Penelitian ini berusaha menjawab potensi dampak yang muncul pada ASG dengan dibentuknya BARMM di kawasan Filipina Selatan. Sayangnya opsi-opsi melemah dan bubarnya ASG yang disebabkan oleh keberadaan BARMM hanya dapat terjadi bila tercipta good governance dan penyelesaian persoalan dasar seperti kemiskinan dan potensi radikalisasi yang terus berkembang. Jawaban dari masa depan ancaman teror ASG di Filipina Selatan akhirnya tergantung seberapa besar penguasaan wilayah, penegakan hukum, dan pengentasan kemiskinan di Filipina Selatan. Kata-kata kunci: Abu Sayyaf Group, Filipina Selatan, Bangsamoro Autonomous Region in Muslim Mindanao. Early 2019 in the Philippines was marked by a referendum in Southern Philippines which led to establishment of Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Conflict, regional instability, and terrorism threats development especially in Southern Philippines and generally in all over Philippines are expected to end with a peaceful and democratic consensus as transitional government has formed already in the BARMM. The hope of creating peace with the presence of BARMM in this paper is specifically examined from one of terror group in the Southern Philippines region, the Abu Sayyaf Group (ASG). The existence of the ASG was initially a result of disappointment caused by peace agreement efforts initiated by Moro National Liberation Front (MNLF) the largest terror group at that time, along with its development the ASG Group transforming into a criminal group with kidnapping and ransom as their main modus operandi, but not completely abandoned its initial position as a ideological terror group with separatism agenda. This research seeks to address the potential impacts of BARMM establishment in the Southern Philippines region to the development of ASG Group. Unfortunately, the options to weaken and to liquidate ASG caused by the presence of BARMM can only occur if good governance is created and the basic problems such as poverty in the region are resolved. The answer to the future of ASG terror threat in the Southern Philippines ultimately depends on how much territorial control, law enforcement, and poverty alleviation process in the Southern Philippines. The article highlights the history of separatist activities in the territory of Philippines, the struggle of Muslim minority inhabiting southern regions of the country, for autonomy and independence. This struggle has a constant trend to turn into military clashes with government troops and terrorist actions. The differences in the programs and actions of various political organizations of local Muslims are elucidated as well as ongoing attempts of the Philippine government to create Autonomous Region of the Muslim Mindanao, and most recently – larger Bangsamoro autonomy what will evidently demand changes in the constitution of the Unitarian republic in the direction of federalization. In conclusion the article briefly describes the aggravation of situation in the South of Philippines due to the growing importance of “Islamic factor” and activities of international terrorism in the modern world.

<p><strong>ABSTRACT</strong></p><p>This article examined the historical development of the struggle of the Muslim communities concentrated in the Southern Philippines for cultural freedom and political independence. Additionally, this study also concentrated on, on the one hand, the attempts exerted to establish an Islamic state in the Southern Philippines and Christian-Muslim competition in the country, and on the other hand, the minority policies of the Philippine governments towards the Muslim communities. In the present article, both the historical background and political fate of both Filipino Muslims were discussed, and the ethnic, socio-cultural and demographic characteristics of this country were addressed. Besides, the issue of freedom of the people of Moro and the establishment problems of Muslim Mindanao Autonomous Region and Bangsamoro Autonomous Region were examined. It is the most important consequence of this work that the peace climate between the government forces and the Muslim guerrillas in the Southern Philippines, the continuation of the social, economic, political and cultural problems of the Moro people and the independence of the Muslim communities living in the Philippine islands. Provision of the peaceful climate between the government forces and the Muslim guerrillas in the southern Philippines, the continuation of social, economic, political and cultural problems of the Moro people, and the failure of the Muslim communities living on the Philippine islands to gain their independence were the most important results of this study.</p><p><strong>ÖZ</strong></p><p>Bu makalede Güney Filipinler’de yoğunlaşan Müslüman toplulukların kültürel özgürlük ve siyasi bağımsızlık mücadelesinin tarihsel gelişimi irdelenmiştir. Ayrıca bu çalışmada bir yandan Hristiyan-Müslüman rekabeti ile Güney Filipinlerde İslam devleti kurma girişimleri, diğer yandan da Filipinler hükümetlerinin Müslüman topluluklara yönelik azınlık politikaları büyüteç altına alınmıştır. Makalede hem Filipin Müslümanlarının tarihsel geçmişi ve siyasi kaderi tartışılmış, hem de bu ülkenin etnik, sosyo-kültürel ve demografik özellikleri ele alınmıştır. Ayrıca makalede Moro halkının özgürlük mücadelesi ile Müslüman Mindanao Özerk Bölgesi ve Bangsamoro Özerk Yönetim Bölgesinin kuruluş sorunlarına değinilmiştir. Güney Filipinlerde hükümet güçleri ile Müslüman gerillalar arasında barış ikliminin sağlanmış olması, Moro halkının sosyo-ekonomik, siyasi ve kültürel sorunlarının devam etmesi ve Filipin adalarında yaşayan Müslüman toplulukların bağımsızlıklarına kavuşamamış olmalarının tespit edilmesi bu çalışmanın en önemli sonuçlarıdır.</p>

This article examines how the latent potential of communities of practice (CoPs) can be harnessed as a strategic resource for building capacity and improving organisational performance. In particular it focuses on a case study of developing communities of practice in the Philippines Department of Education (DepEd) in three Regions (XI, XII and the Autonomous Region of Muslim Mindanao (ARMM)), which have been supported under the Philippines-Australia Basic Education Assistance for Mindanao (BEAM) Project. This article describes community-building activities sponsored by BEAM to strengthen local Department of Education (DepEd) management capacity to assume greater responsibilities following the passing of the Governance of Basic Education Act 2001. It maps and examines the process of connecting staff who were previously performing the same function independently, to come together to form knowledge sharing networks. Real examples of the changes that emerging CoPs are delivering are also provided. Discussion then turns to the new challenges CoPs face in sustaining the momentum and benefits that these professional networks are yielding.

Abstract The relationship between state and Islamic institutions in secular society is a relatively new research area, complicated by the arguably secular worldview of mainstream development theory and practice. However, the establishment of waqf (pl. awqāf; sing. waqf) institutions or inalienable Muslim endowments in the Philippines can be traced back prior to colonialism in the Philippines. The waqf or endowment is deemed part of the Islamic law introduced and interwoven to the old folk’s traditions in the Philippines. The study analyzes the history and legal position of waqf institution and its implication towards the transformation of Muslim communities in the Philippines. The study evaluates the effectiveness of the remedies and solutions in addressing the challenges and problems of awqāf properties in Lanao del Sur, Philippines. The study is exploratory by its nature. The researcher opts to utilize qualitative method of gathering data. The flexibility and objectivity of the method allows the researcher to appreciate well-grounded descriptions and explanations of unforeseen thought, and their implications for the management and development of waqf in the Philippines. Waqf literatures in the Philippines have cursorily addressed the impact of government policies on the target population in the Autonomous Region in Muslim Mindanao (ARMM) and the grassroots response to the development of Islamic institutions, particularly awqāf properties. This research recommends the promulgation of a meaningful legal framework that guarantees the establishment of credible waqf-based model in management and financing which will then provide a strong support in the establishment of health clinic, Islamic religious centers and educational institutions. Abstrak Hubungan antara institusi negeri dan institusi Islam dalam masyarakat sekular adalah kawasan penyelidikan yang agak baru, yang rumit oleh pandangan teori dan praktik pembangunan dunia sekular. Walau bagaimanapun, penubuhan institusi waqf atau endowmen Islam yang tidak dapat dielakkan di Filipina dapat dikesan kepada sebelum penjajahan Filipina. Waqf atau endowmen dianggap sebahagian daripada undang-undang Islam yang diperkenalkan dan ditangani dengan tradisi rakyat lama di Filipina. Kajian ini menganalisis sejarah dan kedudukan hukum institusi waqf dan implikasinya terhadap transformasi masyarakat Islam di Filipina. Kajian ini menilai keberkesanan remedi dan penyelesaian dalam menangani cabaran dan masalah harta awqaf di Lanao del Sur, Filipina. Kajian ini bersifat terbuka. Penyelidik memilih untuk menggunakan kaedah kualitatif untuk mengumpul data. Fleksibilitas dan objektiviti kaedah membolehkan penyelidik menghayati penerangan dan penjelasan yang mendalam tentang pemikiran yang tidak diduga, dan implikasinya untuk pengurusan dan pembangunan waqf di Filipina. Literatur Waqf di Filipina telah menangani kesan dasar kerajaan terhadap populasi sasaran di Wilayah Autonomi di Mindanao Muslim (ARMM) dan respon akar umbi terhadap pembangunan institusi Islam, khususnya harta awqaf. Penyelidikan ini mencadangkan pengisytiharan rangka kerja undang-undang yang menjamin penubuhan model berasaskan wakaf yang berwibawa dalam pengurusan dan pembiayaan yang kemudiannya akan memberikan sokongan yang kuat dalam pembentukan klinik kesihatan, pusat agama Islam dan institusi pendidikan. Purpose The purpose of this study is to explore the knowledge and attitudes of the Muslim society toward Islamic banking in the Philippines. It also aims to determine the factors that influence their attitudes toward selection of Islamic banking. Design/methodology/approach Quantitative method was used in this study. A sample of 250 Muslims who have bank accounts in either Islamic or conventional banks in Marawi City, Philippines were surveyed using self-administered questionnaires, and only 233 questionnaires were considered valid. Descriptive, factor and multiple regression analyses were used to analyze the data. Findings The study shows that the level of knowledge of the Muslim society toward the basic modes of financing in Islamic banking is low. However, the attitudes of the Muslim society toward Islamic banking are favorable. Their attitudes are influenced by the opportunities that Islamic banking can provide to the society, religious motivation and awareness toward Islamic Banking. Product and marketing strategies, and the Shari’ah reputation of Islamic bank are also found significant in influencing their attitudes toward Islamic banking. Research limitations/implications The study focused only for Muslims in the Philippines particularly in Marawi City with limited samples. Future study that will combine non-Muslims and Muslim respondents are also indispensable. Practical implications The study reveals the potential development of Islamic banking in the country. The Philippine Government and the present Islamic bank in the country can enhance Islamic banking through the factors that influence the attitudes of the Muslim society toward Islamic banking. Social implications The Islamic bank can provide financial inclusion for Muslims, who voluntarily excluded themselves from conventional banking services and products because of religious reasons, and enhance the socio-economic conditions of the Muslim communities in the Philippines through its unique modes of financing and products. Originality/value The research was a first attempt to determine the level of knowledge and attitudes of Muslim society toward Islamic banking in the Philippines. This also underlines the importance of Islamic banking in the country particularly in Bangsamoro Autonomous Region in Muslim Mindanao.

Abstract (sommario):
This study adopted the descriptive-evaluative design to gather information about the challenges of madaris in the Bangsamoro Autonomous Region in Muslim Mindanao. A survey questionnaire was used to collect data regarding the challenges in different traditional madaris in BARMM. The respondents who participated in this study were 293 asatidz. They were randomly selected from the selected cities in BARMM such as Marawi City, Lamitan City, and Cotabato City, and the province of Lanao del Sur. Furthermore, the results showed that: (1) the challenges on funding budget are considered serious; (2) the challenges on competency of faculty and staff are challenging but not serious; (3) the challenges on facilities are moderately serious; and (4) the curriculum is a challenge but not serious. In view of the aforementioned findings, the following recommendations were put forth for considerations: appoint qualified asatidz, trainers and consultants in every madrasah; revise the instruction materials to make them informative and updated; renovate existing facilities; regularly monitor the asatidz in terms of their performance; acquire foreign scholarship for asatidz; and the BARMM government and local government units should continually support the traditional madrasah and allocate budget thereof. It is strongly recommended that further studies be conducted to assess the need for traditional madrasah in the other areas in Mindanao, Luzon and Visayas.

Species of forages utilized by farmers producing halal goats in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Philippines. Asian J Ethnobiol 2: 1-7. Local production of small ruminants necessitates forage assessment considering the fact that animals are typically fed with locally available plant species. This study was carried out to determine the species of plants used as forage by raisers producing halal goats in BARMM (Bangsamoro Autonomous Region in Muslim Mindanao), Philippines. Personal interview to the respondents producing halal goats was conducted and a questionnaire was used to determine species of forages. A total of eight municipalities were included in the survey, seven of which were from Maguindanao and one was from Lanao del Sur. Purposive sampling was used in the survey. A total of 47 respondents was interviewed based on the criteria: a.) a believer of Islam b) with 5 to 24 breeder does; and c.) willingness of the farm owner to participate in the survey. All respondents fall to these criteria were interviewed. Forage species including paragrass (Brachiaria mutica), carabao grass (Paspalum conjugatum), ipil-ipil (Leucaena leucocephala), and kakawate (Gliricidia sepium) were used by all respondents in all sampling sites. Other species included malunggay (Moringa oleifera), banana (Musa balbisiana), stylo (Stylosanthes humilis), centrosema (Centrosema pubescens), langka (Artocarpus heterophyllus), pinto peanut (Arachis pintoi), napier (Pennisetum purpureum), barnyard grass (Echinochloa sp.), Guinea grass (Panicum maximum), indigofera (Indigofera tinctoria), calliandra (Calliandra calothrysus), katurai (Sesbania grandiflora) and rensonii (Desmodium rensonii). Only eleven percent (11%) of the respondents utilized improved and domesticated species of forages. Improved and domesticated forage species are plants commonly cultivated forage for livestock production. Some species of plants present in open vegetated areas like Erigeron canadensis, Sphagneticola trilobata, Ageratum conyzoides and Urena lobata were also consumed by goats according to the respondents. There were also plant-related toxicosis observed by the respondents caused by C. pubescens and U. lobata. Most of the respondents in BARMM are not utilizing improved and domesticated species of forages and rely on locally available forages present in rangeland. Most of them have limited knowledge on the nutritional requirements of goats. There is a need to enhance the understanding of farmers on the importance of proper forage selection and combination.

Muslim culture and society has been a part of the Philippine islands in spite of nearly ninety-five percent of the population being Christian (a majority Catholic), yet did not become a separatist movement until the 1970's. Since then, the two main separatist groups the Moro National Liberation Front (MNLF) and the Moro Islamic Liberation Front (MILF) have been battling the Philippine government. The parties entered truces in 1996 and 2001, yet there has been a cycle of violence continues. The Abu Sayyaf Group (ASG), linked to Al Qaeda, emerged in 1990 and has launched many attacks on the Christian Philippine majority. The prolonged Muslim unrest in the ARMM has left thousands dead and hundreds of thousands displaced. The main objective of this research paper is to examine Philippine economic and political development and its impact on Philippine Muslim unrest. This paper presents a critical analysis of the economic and political development and Philippine Muslim unrest by examining six major features of the Philippines; they are: The historical evolution, economic development, political development, socio-cultural setting, geographic setting, and the quality of life of the Filipino people. This research also examines Fareed Zakaria's illiberal democracies theory, liberal institutionalism, and the Marxist theory of class revolution and primarily relies on research conducted at the University of the Philippines and from Philippine and Asian scholars. By taking a holistic comprehensive approach and by using international relations theory, this research fills two gaps in the literature about Philippine Muslim unrest. The research concludes with a look at future challenges, both short term and long term that face the country, as well as, possible future scenarios. The findings of this research are that the economic and political development and the historical evolution, though major contributory factors, are not the sole reason for the prolonged Philippine Muslim unrest. The most pervasive causal factor to Muslim unrest was the socio-cultural setting. Because of the all-pervasive nature of culture; at first glance, the socio-cultural setting was not a major apparent cause. At almost all times examined throughout this research, certain cultural tendencies guided decisions and altered the course of events more so than any other single variable. Corruption, crony capitalism, patrimonialism, and irrational institutions all stem from the tendencies of Philippine culture must be addressed to find lasting peace in the country. A move toward rational legal institutions and liberal constitutionalism, will lead the way to the creation of a liberal democracy and break the cycle of violence occurring in the Philippines.

Abstract (sommario):
This chapter examines how political interests in Mindanao and in Manila have made it difficult to resolve the territorial cleavage in southern Philippines, even though the 1987 Constitution envisioned Muslim autonomy within the unitary republic. It first provides a historical background on the Muslim insurgency in Mindanao, led by the Moro National Liberation Front (MNLF) and later, the Moro Islamic Liberation Front (MILF). It also considers the 1976 Tripoli agreement signed under martial law, the drafting of the 1987 Constitution, and the creation of the Autonomous Region of Muslim Mindanao in 1989. It goes on to describe the period of constitutional engagement and more specifically, the “constitutional moment” for resolving the Mindanao question that began in mid-2010. Finally, it analyzes the outcome of the peace talks between the government and the Moro insurgents, along with some of significant the lessons that can be drawn from the experience.

This evaluation is presented as part of the Effectiveness Review Series 2018/19 on women’s empowerment. The BASIC START (Building Autonomous and Stable Institutions and Communities through Socially Cohesive, Transparent, Accountable and Responsive Transition) in the Bangsamoro' project was carried out in the Autonomous Region in Muslim Mindanao (ARMM) in the Philippines between April 2015 and August 2017, by Oxfam together with four implementing partners: Al Mujadilah Development Foundation (AMDF), United Youth of the Philippines Women (UnYPhil-Women), Tarbilang Foundation, and Women Engaged in Action on 1325 (WE Act 1325). The project aimed to promote women's empowerment and peacebuilding in the region. A quasi-experimental approach was used to assess the impact of the project activities in strengthening women’s empowerment. The evaluation used Oxfam's Women's Empowerment (WE) index. Overall, the evaluation found that the BASIC START project had a positive impact on Women's Empowerment in all three levels investigated – personal, relational and environmental.
