El Secretario General de la ONU, Ban Ki-moon, destacó que los Objetivos de Desarrollo Sostenible (ODS) son un faro para el mundo con un mensaje en el cual las naciones se han comprometido a asegurar una vida digna para todos, así como la salud del planeta para las generaciones futuras. Es así que el mejoramiento del nivel y calidad de vida de la población discapacitada en el espacio geográfico local, regional y universal, ha motivado a la Organización Mundial de la Salud (OMS) a concertar con los gobiernos planes de desarrollo que garanticen la apropiación de los servicios de las TIC (tecnologías de la información y la comunicación) y las tecnologías emergentes, además de permitir la inclusión de esta población en el sector educativo, cultural y productivo. Colombia aceptó en el gobierno del presidente Santos las propuestas de la OMS y las incluyó en el conocido Plan Vive Digital, sobre el cual la universidad estructura un sólido trabajo investigativo que dimensiona la aceptación, apropiación y contextualización de las TIC en la población invidente, sordomuda y parapléjica. Es así como este libro pretende ser texto universitario y de consulta para todas aquellas personas que deseen tener pautas del proceso de educación inclusiva en Colombia. Este aborda el tema a través de cuatro capítulos detallados a continuación. En el análisis del índice de impacto de las TIC en la población con discapacidad, se estudiará el estado del arte de la educación inclusiva en Colombia y el uso de las herramientas TIC en las aulas de clases. Se analizarán las herramientas y metodologías que son utilizadas actualmente en la academia, las universidades y los colegios, y cómo ha sido la adaptación de estas personas con condiciones especiales a tales herramientas. También se abordará la normatividad que ha emitido el Ministerio de Educación Nacional buscando cubrir las necesidades de esta población en lo que respecta a la inclusión educativa. El estado actual de la inclusión educativa en Colombia y el uso de herramientas TIC se enmarca dentro de los ODS, ya que se habla de “Garantizar una educación inclusiva, equitativa y de calidad y promover oportunidades de aprendizaje durante toda la vida para todos” (ONU, s.f.), lo cual corresponde al objetivo de educación de calidad; al mismo tiempo, se tiene en cuenta la reducción de las desigualdades. En cuando al proyecto de investigación, se establece el “Diseño de un modelo de nuevas prácticas de aprendizaje para La educación inclusiva mediada por las TIC en la universidad colombiana para las personas con algún tipo de diversidad: Caso de estudio Universidad Libre, Sede Bosque Popular” (Universidad Libre de Colombia, 2018), el cual se presentó en la convocatoria 2018. En el desarrollo del software responsive de traducción de voz a texto E-APP, el eje central será la población con discapacidad auditiva; para ello, se ha desarrollado una solución tecnológica que permita la inclusión de dicha población dentro de las aulas de educación superior, lo cual da lugar a que las instituciones de educación superior puedan ofertarles todos sus programas académicos sin ninguna excepción. Esta solución de traducción de voz a texto incorpora nuevas técnicas de aprendizaje para la educación inclusiva mediada por las TIC en las instituciones educativas colombianas, ello para apoyar el ejercicio de los derechos de las personas con discapacidad a través de las TIC. Se indagará sobre la posibilidad de implementar un software para el apoyo del progreso cognitivo de niños diagnosticados con síndrome de Down, el cual se oriente a la educación especial que pueda servir de apoyo tanto a los educadores como a la población vulnerable. Tuberous sclerosis complex is an autosomal dominant multi-system disease that involves the skin, brain, heart, lungs, and kidneys and is associated with seizures including infantile spasms, intellectual disability, autism and pulmonary and heart disease. Skin lesions can be particularly disfiguring and infantile spasms can be associated with marked cognitive decline. The outlook for patients has improved markedly with the recognition that TSC is caused by upregulation of the mammalian target of rapamycin (mTOR) enzyme, which connects energy needs and supply with cellular and neuronal growth. mTOR is upregulated in TSC because of mutations in hamartin or tuberin, which normally serve as a brake on mTOR. The drug rapamycin is commonly used as an immunosuppressive for patients undergoing kidney transplants; it has also found a new use in patients with TSC. Although the drug is immunosuppressive for non-TSC patients, careful titration of the drug in TSC patients corrects its upregulation but is not particulary immunosuppressive. Additional mTOR inhibitors such as everolimus have been developed and have been shown to be effective for pulmonary disease associated with TSC. Rapamycin in ointment form is dramatically effective in suppressing skin lesions of TSC and studies are underway to test the effect of mTOR inhibitors on seizures, brain tubers, intellect, and features of autism. Infantile spasms associated with TSC are very responsive to vigabatrin.

This chapter examines international cooperation in the fight against transnational organised crime (TOC). As main thesis it claims that within the area of law enforcement in general and international law enforcement in particular, an epistemological rupture has changed the way we think about law enforcement. First, the chapter looks at the institutions involved in the fight: it asks ‘who’? The second part asks ‘what’ do law enforcement agencies do to counter the activities of TOC? The third part picks up the claim of an epistemological rupture, identifies this in the ever-increasing use of bulk or random data, and presents some arguments for using such methods and some—based on privacy rights—for not using them. This part deplores the militarization of law enforcement and the blurring of the boundary between law enforcement and the security services, which, it postulates, leads to law enforcement being alienated from the populations it serves.

Crimean-Congo haemorrhagic fever (CCHF) is an acute disease of humans, caused by a tick-borne virus which is widely distributed in eastern Europe, Asia and Africa. Cattle, sheep and small mammals such as hares undergo inapparent or mild infection with transient viraemia, and serve as hosts from which the tick vectors of the virus can acquire infection. Despite serological evidence that there is widespread infection of livestock in nature, infection of humans is relatively uncommon. Humans acquire infection from tick bite, or from contact with infected blood or other tissues of livestock or human patients, and the disease is characterized by febrile illness with headache, malaise, myalgia, and a petechial rash, frequently followed by a haemorrhagic state with necrotic hepatitis. The mortality rate is variable but averages about approximately 30 per cent. Inactivated vaccine prepared from infected mouse brain was used for the protection of humans in eastern Europe and the former Soviet Union in the past, but the development of a modern vaccine is inhibited by limited potential demand. The voluminous literature on the disease has been the subject of several reviews from which the information presented here is drawn, except where indicated otherwise (Chumakov 1974; Hoogstraal 1979; 1981; Watts et al. 1989; Swanepoel 1994; 1995; Swanepoel and Burt, 2004; Burt and Swanepoel, 2005; Whitehouse 2004; Ergunol and Whitehouse 2007; Ergunol 2008).

This chapter discusses the foods and drinks typically consumed in the Inca Empire, with a focus on the highland core. The Inca created a haute cuisine from these commonly consumed objects and then used this cuisine to distinguish elites from non-elites. More important, imperial administrators employed Inca haute cuisine at feasts to tie subjects to the state. By accepting a meal that was categorically distinct from what could be made at home, individuals accepted a social debt to the empire that could never be fully repaid. Specially produced and served consumables, especially maize beer, were thus an essential part of Inca statecraft.

This article examines censorship and the politics of reception by focusing on Marc Blitzstein’s opera The Cradle Will Rock. It first describes the external events that conspired to enable Blitzstein’s work to circumvent the censors, making it a legend in the history of American theater. It then considers three screenplays that translated the events connected with the premiere of The Cradle Will Rock to the big screen: the first two written separately by Ring Lardner Jr. and Orson Welles in the mid-1980s and the third written by Tim Robbins in the late 1990s. The article explains how each screenplay illustrates the fact that the relevance of censorship is open to various interpretations and can be used to serve a number of agendas.

Chapter 4 focuses on soft law’s second-order consequences for rising regulatory powers. One of the key puzzles in the international regulation of finance is the persistence of cooperation even as the number of economic great powers increases. The emergence of the European Union as a financial rule-maker in the late 1990s and early 2000s, roughly on par with the United States, resulted in a transatlantic alignment of regulatory approaches, not conflict over the fundamentals. This chapter demonstrates how soft law was used by reform-minded factions in Europe to legitimize their claims and tip in their favor political contests over the modernization of internal regulation. International soft law served as a mechanism of endogenous change, helping to foster a great power preference alignment along market-friendly paths and setting the stage for the financial crisis.

Tara, a twenty-seven-year-old classically trained pianist with a masters degree in music, subscribes to the Tin Pan Alley method of music production, conceptualizing the song as a distinct entity from the recording. In search of a more polished sound than she has been able to achieve recording herself with Logic, Tara hired a friend of a friend to serve as the sound engineer for a week of home recording sessions. Battling the unflattering acoustics of a concrete loft apartment, noisy neighbors, the unapologetic New York subway, the trappings of perfectionism, and the creeping resentment that stems from communication breakdowns, Tara questioned if she would be better off going to a professional recording studio, but persevered to see her project through to the stage of mixing.

In this chapter, Tim Whitmarsh reconstructs an example of a type of history writing—accounts with a pronounced anti-Roman bias—that has left only exiguous traces in the extant collection of ancient textual sources. Whitmarsh traces this oppositional history by scrutinizing the several categories of professed opponents whom Dionysius of Halicarnassus ventriloquizes. Whitmarsh tentatively identifies Metrodorus of Scepsis as a likely target of Dionysius’ critiques and then reverse engineers Metrodorus’ arguments, drawing also on criticisms that Plutarch appears to have directed at Metrodorus. Whitmarsh finds, in the arguments he excavates from Metrodorus’ opponents, an anti-providential idea of random historical “swerves” that served to undercut Roman claims to greatness. He concludes by lamenting the loss of Metrodorus’ work, arguing that it would have provided not just a counterweight to the heavily pro-Roman emphasis in extant Greek historiography, but also an example of an entirely different philosophical underpinning.

This chapter discusses Allain Rochel’s Bacchae (2007), Tim O’Leary’s The Wrath of Aphrodite (2008), and Aaron Mark’s Another Medea (2013), based on Euripides’ Bacchae, Hippolytus, and Medea respectively. Through their use of performance strategies such as ‘camp’ (an aesthetic characterized by irony, ostentation, and exaggeration), these productions engage in queer performative counter-discourses that challenge popular stereotypes of gay men, such as the ‘fit, fashion-savvy sidekick’ and the ‘tragic’ or ‘suicidal homosexual’. In the process, they illustrate what José Esteban Muñoz has defined as ‘disidentification’ or ‘the survival strategies the minority subject practices in order to negotiate a phobic majoritarian public sphere that continuously elides or punishes subjects who fail to conform to normative culture’ (1999, 4). Thus, through reframing ancient mythological narratives, these productions serve not only to queer classical drama but also to classicize queer performance.

The model of multiculturalism that emerged in Canada in the 1970s was intimately linked to national citizenship. Multiculturalism was premised on the assumption that immigrants would settle permanently and become citizens, and multiculturalism was seen as an attribute of Canadian citizenship, and a way of enacting citizenship. This tie to citizenship arguably served the interests of both immigrants and the native-born majority. For immigrants, it ensured that multiculturalism did not become a pretext for social exclusion and political marginalization; and for the native-born majority, it helped ensure that multiculturalism was domesticated, as it were, tying recognition of diversity to a shared social and political order. But this model has faced two major challenges in recent years: a neoliberal challenge, which sought to reorient multiculturalism more towards market principles than citizenship principles; and a mobility challenge, which sought to reorient multiculturalism away from ideas of permanent settlement and national citizenship towards ideas of temporary migration and liquid mobility. I critically evaluate these two challenges, focusing in particular on how they understand horizontal relations amongst residents/citizens and vertical relations between residents/citizens and the state. I identify some surprising parallels in the two critiques, and suggest that neither offers a compelling alternative to multicultural national citizenship.

La vacunación o inmunización es una excelente intervención de salud, que salva millones de vidas y ahorra aún más dolor y sufrimiento. Permite reducir las desigualdades, aumentar el acceso a los servicios de salud en general e incluso reducir la pobreza. Entonces, ¿por qué muchas personas no están plenamente protegidas frente a las enfermedades prevenibles por vacunación? No hay respuesta sencilla. Algunas personas consideran que su profesional de salud no les presta el apoyo que precisan. Para otras, el horario o el período de espera resultan incómodos; otras pueden dudar de la inocuidad de la vacuna, o desconfían de las autoridades de salud. Algunas otras pueden no haber recibido información adecuada sobre cuándo y dónde acudir a vacunarse. Para alcanzar una cobertura vacunal elevada y equitativa, es necesario comprender las barreras a la vacunación en los grupos de población con insuficiente cobertura vacunal. Solo así pueden diseñarse soluciones que promuevan, motiven y hagan posible la vacunación; soluciones que garanticen la vacunación de todos los grupos de población, con independencia de sus ingresos, nivel educativo, edad, ubicación geográfica, grupo étnico, religión o creencias filosóficas. La Oficina Regional de la OMS para Europa ha desarrollado el enfoque “Programas de inmunización a medida” (PIM) para ayudar a los países a lograrlo. Se basa en los datos científicos y la experiencia a nivel de país, y busca integrar la investigación centrada en las personas y la perspectiva comportamental en las políticas y la planificación de programas de inmunización. El enfoque PIM se basa en tres pilares principales: 1) seis valores y principios; 2) un modelo teórico; y 3) un proceso gradual con ejercicios detallados. En el presente documento se describen con detalle las fases y etapas de un proceso de PIM, con ejercicios y ejemplos que puedan servir de inspiración para los talleres de planificación de PIM.
