AbstractThe purpose of this article is to highlight the importance of investments into competencies. The identification of competencies should belong to the strategic goals of any socially responsible society. The right competencies are a crucial precondition for a functioning labour market in times of digitalisation and technological changes: for good economic performance as well as to ensure lifelong productive and inclusive individuals. Relevant skills and competencies should respond to labour market needs as well as to economic requirements. The approach to this study is linked to the practical deficiencies of ineffective competency management in Slovenia and its consequences. The methodology combines study of theoretical models and specific skill framework in selected countries with chosen policies. The findings confirm that educational paths in Slovenia are not aligned with the economy requirements. Competencies do not correspond to actual industrial policy priorities. The article identifies the reality of competency policy in Slovenia and governance gaps in comparison with EU and OECD countries. It focuses on foreseen skills challenges and skills forecasting needs. The article offers solutions and policies for better skills matching and further reflections on more co-ordination and governance between educational policies and competency requirements in the economy. One limitation of this study is the variety of policies in countries, hindering the transferability. Nevertheless, the article tackles skill and competency challenges, which are common in most of the countries and require actions.

PurposeThe purpose of this paper is to examine entrepreneurial leadership and to determine the entrepreneurial leadership skills which are important for success in a developing economy environment. Specifically, the focus of this research was on entrepreneurial leadership within the retail pharmacy sector in Nigeria.Design/methodology/approachThis study was guided by an interpretivist-constructionist perspective. By adopting a qualitative approach, the lived experiences of the retail pharmacy entrepreneurs could be understood. In total, 51 semi-structured interviews were the mode of data collection, and data were triangulated via three sources: entrepreneurs, employees, and literature.FindingsFrom the study results, a vivid picture of entrepreneurial leadership was formed, which in turn provides the basis for an empirical skill-based model of this phenomenon in a developing economy. This study identifies four distinct entrepreneurial leadership skill categories. These include technical/business skills, interpersonal skills, conceptual skills, and entrepreneurial skills. The findings of this study also show the factors and conditions necessary for entrepreneurial leadership in a developing economy.Originality/valueThe findings of this study have implications in theory and practice. Its results provide an empirical, skill-based framework on entrepreneurial leadership in a developing economy, a subject area for which there exists a lack of background literature. In practice, the findings of this study serve as a useful reference for practitioners and policy makers of the skills and other factors required for people to succeed as entrepreneurial leaders.

The problem of managing digital information technologies in the context of intensified transformation of the economy into a digital one is considered in the article. The tasks of “digitization” of the economy, business environment, socio-cultural relations in modern society are extremely urgent and complex. By and large, Ukraine is just starting to move in that direction. Given the importance and complexity of the tasks, both tactical and strategic, unfolding before economic agents in the study the definitions of “digital economy” and “digital information technology” are offered. The definition of “management of digital information technologies” and the main components of this process are offered. The state of integration of digital technologies in the business processes of enterprises in the European Union countries with the most advanced digital economy is analysed within the study. It was found that digital technologies are sufficiently used in every country, while most people have basic or higher than basic digital skills when conducting research. It has been determined that the main driver for business digitization and integration of digital information technologies into business processes is management staff with relevant competencies, experience, knowledge, skills. Staff (staff, contractors, stakeholders) must have competitive digital skills and skills to manage digital information technology, integrate them into business processes, practical, scientific and engineering consultancy, in particular to develop companies' digital strategies, recruitment and information and communication technology staffing he has tasks to digitize his business. A sufficiently high level of digitalization and integration of digital information technology into the business processes of enterprises is more likely provided by the priority role of managers in these processes, which have sufficiently high digital skills than information and communication technology employees (without denying their role in management decisions). The OECD's skills strategy and policy highlights skills ahead of formal qualifications and draws attention to the importance of work-based learning (apprenticeships). In the economy, given the utilisation of the skill set of individuals at the workplace level, the conscious management of the knowledge and skills of the organisation now appears to be an efficiency-increasing factor. One way to do this is to involve and mentor economically inactive groups (students / new entrants, low-skilled social groups and pensioners) in the labour market. Mentoring should be treated as a discrete area, but one that is still a part of the organisation's strategically defined human resource management and knowledge management system, in which the goals, roles, processes, responsibilities and benefits, as well as the possibilities for development, are clarified. This study analyses the educational and economic context of mentoring, the nature of mentoring and the possibility of its application; its conclusions provide an appropriate framework for developing a mentoring programme.

The purpose of the paper is to determine the students’ perceptions on the development management curricula in relation to education in green economy, as no previous research has been conducted to evaluate the perceptions of the students enrolled for this course. The study seeks to answer the following question: To what extent were students exposed to the skills and competencies required for engaging in green economy and its effect on their home and work environment.The study used the quantitative approach where the students were given a questionnaire to complete. The findings indicated that the sustainable development attributes were adequately covered with strong focus on global issues, time management and systems theory and thinking. Personal attribute awareness gained during the course included leadership skills, critical thinking and decision making that could enhance the understanding of the economy and environmental management. The study also highlights the students’ perceptions that they could make significant contributions towards the green economy both at work and home. The study recommends that the course be redesigned to include aspects of green economy, the assessment strategies be made more relevant at the program level to include the tenets of engaged scholarship. The study is important for curriculum developers and higher education policy developers to ensure that the course content is relevant to addressing economic relations in the area of environmental management. <strong>Background:</strong> Entrepreneurship is seen as a driver of sustainable economic growth as entrepreneurs create new businesses and employment. Because entrepreneurship contributes to economic growth, it is important to have the skills needed to be successful in business venturing.<p><strong>Aim:</strong> This study’s aim was to determine skills required by South African entrepreneurs to run their businesses.</p><p><strong>Setting:</strong> Entrepreneurs who own and run businesses in South Africa.</p><p><strong>Method:</strong> A sequential exploratory mixed method research design was applied in the study. Phase I, which consisted of qualitative interviews with 15 entrepreneurs and 6 national experts, resulted in skills that were used to develop a survey instrument. A survey was conducted in Phase II on 235 entrepreneurs to confirm the skills to a larger population.</p><p><strong>Results:</strong> Confirmatory factor analysis results showed that entrepreneurs require financial management, human resource management, start-up, social and interpersonal, leadership, personality, marketing, technical and business management skills.</p><p><strong>Conclusion:</strong> The identified skills through empirical research will be instrumental in the training of entrepreneurs and as a tool to measure skills in future entrepreneurship skills research.</p>

The paper is aimed to rank countries similar in terms of selected diagnostic variables: in terms of digital competencies held and variables related to the youth professional activity. The method of descriptive and statistical analysis, including comparative analysis, is used in the study. The paper also uses cluster analysis. The conducted analysis included the empirical material referring to the youth at the age of 15-29 taken from the Eurostat database. The research period is 2011–2019. The analysis by type of educational and professional activity of young people conducted in the EU member countries allowed the identification of four groups of countries, differing in the levels of both the NEET rate (Neither in employment nor in education or training) and the digital skills. The digital skills have been additionally grouped into competences in the field of information, communication, problem-solving and programming skills. The group of countries with the lowest NEET rate proved to include those where young people presented high levels of digital skills in all the dimensions analyzed. The study shows that acquiring digital competencies enables young people to participate in communities and gives them a better chance for professional activity.

Purpose This paper addresses the strategic industry challenge relating to new education frameworks. The paper identifies key digital literacy and employability skills that students and educators need to develop to better understand and negotiate the changing, digitally focused landscape of the hospitality and tourism industry (HTI). Design/methodology/approach Content analysis was conducted on relevant literature related to digital technologies and employability skills. In particular, the paper explores the role of digital literacy and employability skills in an emerging digital economy and the disruptive impacts on hospitality and tourism operations. Findings There are three key findings related to digital literacy skills and technologies: industry practitioner perspectives, employability skills and experience economy services and disruptive digital innovations. These findings are conceptualised to craft an innovative framework for technology-driven hospitality and tourism curriculum development. The framework developed in this paper will be of interest to both hospitality and tourism educators and managers in the increasingly digitalized Malaysian HTI. Originality/value This paper presents an innovative, collaborative framework for hospitality and tourism curriculum development in education and industry to identify and develop the required digital literacy and employability skills.

Classroom management is a common challenge in middle schools. Class-wide Function-Related Intervention Teams (CW-FIT) is a multi-tiered intervention designed to decrease problem behaviors at the classroom level (Wills et al., 2010). It is comprised of evidence-based practices such as teaching classroom expectations, increasing teacher praise, and using positive reinforcement in an interdependent group contingency. CW-FIT has shown promise in a variety of school settings, but it has not been tested in middle school art classrooms. This was initial investigation examining the effects of CW-FIT using a single-subject ABAB design in two middle school art classrooms. Results indicated that class on-task behavior increased by more than 25% and teacher praise-to-reprimand ratios more than doubled during CW-FIT implementation, compared to baseline levels. Results also indicated that on-task behavior for students identified as at-risk for emotional/behavioral disorders improved by more than 18% during the intervention. Teachers and students found the intervention to be socially valid. Results indicate promising implications for using CW-FIT in other middle school art classrooms.

The disproportionately high unemployment figures for the youth highlight the importance of finding alternative ways of increasing youth participation in the economy. According to the Western Cape Youth Report there are four major factors that have been identified as having a significant influence on the entrepreneurial environment in South Africa, especially as this relates to the youth, namely education and training; social and cultural norms; access to finance and the regulatory environment. Recent data compilations show that many poor and non–poor people in many developing countries face a high degree of financial exclusion and high barrier in access to finance. Although access to finance is a perennial problem for all small businesses, the youth are particularly vulnerable to this limitation. Many extremely poor households operate their own businesses, but do so without ample means. A particularly pernicious problem is that the school system is not producing functionally literate students. For many years financial literacy has been neglected. There was also general agreement that people should be equipped with social skills, but financial literacy was not necessarily included as one of these skills. Many school–leavers do not have sufficient literacy, numeracy and livelihood skills to be able to participate actively in the economy. Pilot initiatives revealed that students often enter university with little knowledge of how to work out a weekly budget or manage money. Many of them in receipt of bursaries and other financial support soon run out of money and lead a hand–to–mouth existence. A comprehensive and well co–ordinated approach to youth entrepreneurship is needed to increase the chances of success for start–ups as well as the chances of existing businesses to progressing from “micro” to fully–fledged small and medium–sized entities. The main objective was to research the entrepreneurship competencies, skills and knowledge of the EMS teacher who will be instrumental in promoting entrepreneurship under the youth of the country. To meet the research objectives a qualitative approach was selected and a questionnaire was used as the survey instrument. A new questionnaire was developed to assess respondents’ perceptions of the importance of entrepreneurial knowledge, skills and training in teaching EMS. The responses received were analysed and assessed and the findings are embodied in the recommendations and proposals of this dissertation. This study is of interest to policy makers, educational institutions and schools as well as to the Department of Education. The results of the study are intended to encourage the Department of Education to make a serious effort to promote entrepreneurship competence, knowledge and skills of primary school teachers.

This thesis analyses conflicts in the role of business as a social partner in the South African economy by studying skills development in the Border-Kei Region. Skills development is a key component of the South African government’s programme of labour market regulation and is founded on a participatory approach. The skills development framework requires the participation and co-operation of multiple social partners but relies heavily on the role of business in the attainment of national and sectoral skills development objectives. Unfortunately, however, there are significant conflicts in the role which business is expected to play which consequently hinder the efficiency of the framework and the likelihood that that these objectives will be realised. One of the most pertinent examples of these conflicts is the voluntary nature of the skills development framework, which incentivises but does not compel organisations to invest in training and development. Other conflicts include dissonances between national and employer led strategies and organisational disincentives to engage in training and development. This qualitative study uses an interpretive approach to study how and to what extent the Skills Development Act is implemented in selected organisations in Buffalo City as well as studying the issues pertaining to the implementation process. By using a purposive sampling approach, this research includes both primary data in the form of semi-structured interviews and secondary data in the form of documentary sources. The data represents the perspectives of business, labour and government and provides significant depth of insight into the discussions and issues surrounding skills development in Buffalo City. This dissertation argues that South Africa’s vocational training system, institutionalised through appropriate legislation, may not be sufficient to mobilise social partners, and of primary concern in this research – business – to invest in skills development. It suggests that extensive reliance on business is an insufficient way in which to upskill the labour market. However, with few alternatives to this approach, it is subsequently essential that business is encouraged to buy into the collective interest of skills development objectives. This primarily entails overcoming the challenges that embody the framework and increasing state emphasis on skills development.

ENGLISH ABSTRACT: The South African society and economy are characterised by a duality - one is highly developed and able to participate in the global KnowledgeEconomy; the other, largely focused on subsistence with no access to the "infostructure" and opportunities of the Information Age. At the root of this duality is the disparity in skills between the developed and developing sectors of our society. Whileskills development is required in the developingsector along with other measures to address the "digital divide", skills retention through the transfer and sharing of knowledgeis required in the developed sector where various factors are causing a flight of skills from South Africa. These disparate objectives further exacerbate the unequal distribution of skills, knowledge, opportunities, and income and increase the chasm between "the two economies", negating any participation by South Africa in the global Knowledge Economy. Communities of Practice, as a proven and mature knowledge management strategy, is proposed as an appropriate method whereby skills development and knowledge transfer can take place in South African organisations and it is proposed that the National Skills DevelopmentStrategy recognises communities of practice as a core element. Individual and organisational learning in terms of skills development and knowledge transfer as well as the nature, support, structure, and value of communities of practice are conceptualised and described to provide a broad understanding of and illustrate the contribution that that communities could make to South Africa's ability to participate in the KnowledgeEconomyand closing the divide between our "twoeconomies".
AFRIKAANSE OPSOMMING: KENNISGEMEENSKAPPE AS 'N NASIONALE VAARDIGHElDS ONTWIKKELING STRATEGIE Die Suid Afrikaanse samelewing en ekonomie word gekenmerk deur 'n dualiteit - een sektor is hoogs ontwikkel en neem deel aan die globale Kennis Ekonomie; die ander is hoofsaaklik gefokus op oorlewing met geen toegang tot die inligting infrastruktuur van die Inligtings Era nie. Die ongelykheid in vaardighede tussen die ontwikkelde en ontwikkelende gemeenskappe is die kern van die genoemde dualisme. Die ontwikkelende sektor benodig dat die vaardighede van die breë samelewing ontwikkel word ten einde hulle in staat te stel om deel te neem aan die kennis samelewing. Aan die ander kant is daar 'n behoefte by die ontwikkelde sektor om bestaande kennis oor te dra en te deel ten einde die aaneenlopende verlies aan kennis en vaardighede te bekamp. Kennisgemeenskappe as 'n bewese kennisbestuur strategie, word voorgestel as 'n gepaste metode waardeur die ontwikkeling van vaardighede en die oordrag van kennis kan plaasvind binne Suid Afrikaanse organisasies en dit word aanbeveel dat kennisgemeenskappe erken word as 'n kern element van die Nasionale Vaardigheids Ontwikkeling Strategie. The role that South Africa has played in international affairs has grown immensely since the first democratic elections that were held in April 2004. The country’s commitments in international affairs are guided by its foreign policy which is based on ensuring an equitable share of global decision-making between the countries of the north and south, and the economic and social development of the African continent. These foreign policy objectives have created a lot of capacity challenges on the South African Department of Foreign Affairs (DFA) which is mandated to guide the formulation and implementation of South Africa’s foreign policy. In this study, the South African’s foreign policy objectives and its institutions responsible for implementing its foreign policy are discussed. Furthermore, the challenges that the country’s diplomats encounter in the global context in the implementation of the country’s foreign policy objectives are explored, especially the capacity required to successfully execute their mandate. The Foreign Service Institute (FSI), which is tasked with providing training to public administrators identified for Foreign Service, especially the content of its training programmes are the focus of this study. The data presented in this thesis are mainly derived from interview responses to a questionnaire that was developed for the purpose of this research study. The questionnaire was completed by individuals in the country’s Foreign Service (FS) who attended the FSI training programme and have been assigned to their first posting. Findings of this study indicate that the FSI training programme, in its current format, fall short of achieving its intended objective of equipping South African diplomats with the relevant diplomatic skills that are necessary for the effective and efficient execution of the country’s foreign policy. It is, therefore, recommended that FSI training programme be remodelled to address the actual challenges that the country’s diplomats face and thus emphasise the development of a uniquely South African training programme. This study concludes with recommendations for the DFA action on the future development of a remodelled FSI training programme for the FS, with the aim of enabling the institution to address public administration skills required for the successful implementation of the country’s foreign policy objectives.

For many years, people have migrated to other parts of their countries or across national borders. The reasons for the phenomenon of migration are many. People tend to migrate from poorer regions or countries to those that are comparatively better than their places of origin. Migration affects both host and destination countries in many ways. While there is evidence to support positive effects from migrations, mostly in developed countries, there is ongoing debate in most developing countries as to the effect of this phenomenon of migration. Immigrants are often associated with negative effects in destination countries. The purpose of this research is to determine the contribution of skilled professional immigrants to the South African economy. This report will narrow its focus to a case study of the contribution of skilled professionals in the health and higher education sectors but will also take a cursory look at the broad effects of other immigrant categories in South Africa. This research report focused on selected sectors of the South African economy since 1994 and found enough evidence to conclude that immigrants contribute positively to the South African economy. This is contrary to commonly held assumptions that foreign immigrants negatively affect the South African economy. However, this research only focused on the higher education and health sectors. A broader understanding of the effects of immigrants on the South Africa economy therefore requires further investigation.

This study explores whether and how skilled Chinese immigrants can contribute to New Zealand's knowledge society and economy with their knowledge and skills. As New Zealand is moving towards a knowledge society and economy, the attraction of skilled migrants is one of the critical strategies in maintaining its competitive advantages. However, the results of the socioeconomic integration of new skilled migrants always lead to debates on the real role of skilled migrants in New Zealand's society and economy. This study uses multiple research strategies combining analyses of historical and statistical materials, and a case study with fourteen interviews conducted with new Chinese immigrants, who came from Mainland China after 1990 and are living and working in Christchurch, to explore the relationships between these 'descendents of the dragon' and New Zealand's knowledge society and economy. Through these strategies, the study shows the role of knowledge in the emergence of New Zealand's knowledge society and economy, the value placed on knowledge and skills in New Zealand immigration policies and the change in the Chinese community with the growing demand for skilled migrants. It argues that tacit knowledge is not separated from but interactive with explicit knowledge through cultural values, social networks and structures, and interpersonal relationships. Therefore, in the process surrounding the entry of new skilled Chinese immigrants into New Zealand society, the knowledge economy is not exclusively economic but socially and culturally conditioned; and the knowledge society is not universal but diversified and interdependent.

Future global leadership requires skills and capacities that go beyond the leadership of one individual or a select few who hold the majority of power and responsibility for making decisions on behalf of their organizations or constituencies. The challenges of the 21st century demand not only a more collaborative and distributed approach, but also one that encourages empathy, resonance, and vulnerability. This chapter focuses on climate change and the capacities needed to address it. A holistic approach to sustainability is often referred to as the “3E's” of Environment, Economy, and Equity. Given the complex nature of the challenges facing our planet and its governance systems, I argue that we have reached a critical point where it is necessary to add a fourth “E” to the sustainability framework. I would call this fourth “E” Empathy, which in very real terms encompasses a broad range of practices such a transformative conflict resolution, valuing diversity, cross-cultural dialogue, reconciliation, consensus building, collaboration, interdependency, negotiation, mediation, civic engagement, democratic governance, and social justice.

«Digital and non-cognitive skills are becoming increasingly necessary to seize emerging job opportunities». In the Industry 4.0 era, that can conveniently be redefined in a broader approach as Innovation Economy, beside the technological issues the international community has recognized that People and Processes must be developed as well. Artificial Intelligence is quite mature - not banished anymore in research laboratories, but embedded in most application used from billions of people - and more and more jobs will be completely transformed by automation. So the skill management challange is becoming even more crucial and cannot be faced at a private/local level anymore: an ecosystemic approach is needed. Ecology metaphores and lessons are easy to understand and to apply to other knowledge areas, that's why we can try to derive a new paradigm from that to draw a new skill management systemic approach.

The space economy encompasses the totality of activities resulting from and in the presence of humankind in space and, in addition to its governmental and research components, it also features a critical and crescent business and market-oriented segment. The number of space systems, especially those in Earth orbit, has augmented significantly, leading to a surge in satellite services that has strikingly outstripped global economic growth. The huge demand for communications, data gathering, navigation, positioning and timing services grows exponentially with the development of new applications with terrestrial debouche and encouraged by state actors seeing this field as a strategic force multiplier and area for competition/competitiveness. This research observes that even if costs continue to fall (on the technological “supply-side”) and reliance on circum-terrestrial space-based facilities continues to rise (on the “demand-side”), there are international institutional hurdles against the unleash of space quest for fear that uneven chances to accede in space will ignite old terrestrial conflicts. Special attention will be drawn on the reasons for the potential prolongation of the image of cosmic space as a “museum” rather that a “laboratory”, and a “laboratory” rather than an “workshop”, discussing whether the just / efficient paradigm in the outer space governance / ownership / sovereignty is “entrepreneurial liberal capitalism”, “egalitarian social democracy” or “reactionary conservatism”.

Economic focus analysis alone cannot answer an organisation’s efficiency issues, as the soft attributes associated with management skills and leadership qualities are also important. According to transformational leadership theory (Bass–Avolio 1994, Bass 1990, Judge–Bono 2000, Bass–Bass 2008), there is a transformation between the manager and the subordinate, in which the two parties interact with and affect each other. A joint two-phase study was conducted to investigate the role of management in increasing corporate efficiency. As a first step, financial data of 1752 Hungarian manufacturing firms were analyzed. Companies were grouped according to their TFP (total factor productivity) (Juhász et al. 2020). As a second step, we linked a questionnaire survey to the preliminary TFP categorization. In our questionnaire research, we examined the individual characteristics, qualities, and specialties of leadership practices concerning the economic performance of the organizations. According to our findings, both the individual qualities of the leader and the characteristics of the leadership practice are decisive for the efficiency and results of the organization.

As the global economy and workforce are constantly being diversified with a greater emphasis on technology, 21st Century citizens are required to acquire basic digital literacy competencies. In this brief, we examine the concept of literacy and digital literacy. Then, we review the latest digital literacy studies in the United Nations Educational, Scientific and Cultural Organization (UNESCO), the European Commission, the United Kingdom, and the United States. Lastly, we provide suggestions by comparing digital literacy studies, including ICT studies, in South Korea with international literacy assessment metrics. This brief aims to contribute to developing digital literacy measurements applicable to ICT in education internationally and mitigate the digital divide.
