The aim of this research paper is three fold: (1) to shed some light on the struggles Albanian return migrants are facing in their psycho-social, cultural and labor market reintegration in the origin country, looking as well to the gendered trajectories of return and re-emigration(2) to highlight their gendered strategies in transferring back in their home country their financial, social and human capital;(3) to better understand the dynamic paths of their migration trajectories and finally (4) to push policy makers to put with high priority the returnees reintegration plan into the policy agenda. We base our analyze on 42 life stories of Albanian migrants, from which, 12 interviews with return migrants from Greece, 30 migrants that are actually in Greece (from which 50% have at least made an 1 attempt to return in Albania and 5 are circular migrants).The study found that: many Albanian migrants return to Albania to stay either temporary or permanently with the idea of investing in home country, though not all of them who return stay in Albania. Returnees and at a greater degree women, face lot struggles and difficulties in their psycho-social, cultural and economic reintegration upon their return, which make them mentally and psychologically vulnerable. Women experienced a sense of disempowerment, reconfiguration and re-traditionalisation of gender relationships upon their return. Labor market integration seem more problematic especially for returned women who faced a gendered gap in labor force participation . Moreover, despite migrant willingness to invest their financial and social remittances in Albania by bringing new ideas in the labor market trend, they experience a sense of disillusion. Therefore, having no support system back home, remaining jobless and in many cases failing in their investment endeavors, make returnees consider further re-emigration as a surviving strategy. This study suggest that it is time for policy makers to compile with high priority and with a gender lens analysis a new National Migration Strategy and Return Reintegration strategy, while developing concrete and coherent measures upon returnees successful reintegration in the home country. This policy research brings at the policy agenda an holistic and multidisciplinary approach to returnee reintegration through better multi- level/stakeholder collaboration and dialogue.

Modem state-political integration processes include more than formation of new supranational organizations with a dominating institutional aspect of integration (global parliament, global government) and universalization of political and economic liberalism, and on the plane of citizenship identity - a "loyality transfer from the old to the new centre". These processes also include some accompanying ones regarding political and social (re)organization of particular countries, especially those on the dramatical transition path, in search for their own development strategy, while simultaneously taking part in wider integrations. Internal state and society (national and social) integration is the key issue of some countries' future. Therefore the issue of state (national) integration and its major postulates is both an important theoretic subject and the interest position of the majority of transitional countries.

Purpose – The purpose of this paper is to analyse the role of social enterprises in building social capital and strengthening social bonds. Design/methodology/approach – The analysis is based on the comparative method. The author compares the development of social entrepreneurship of the “old” social economy (born on the turn of nineteenth and twentieth centuries), and of the “new” social economy (developing on the turn of twentieth and twenty-first centuries); and the functioning of social enterprises of two kinds: work integration social enterprises (WISEs) and community-based social enterprises (CBSEs). Moreover, he distinguishes between economic and social re-integration; and reciprocity and vertical inclusion. Findings – The paper presents WISEs and CBSEs as tools of two different activation programmes: WISEs improve the employability of individuals who are marginalized in the labour market, while CBSEs serve as vehicles for the socio-economic development of the marginalized communities and territories. Furthermore, the author clarifies two methods of inclusion: through strengthening horizontal social ties (realized mainly by CBSEs, with their mutuality principle as a basis for building relations between participants) and building vertical social bonds (mainly by WISEs, based on the “inclusion of excluded” formula). Research limitations/implications – The paper stresses the importance of focusing research into social entrepreneurship on the role of social enterprises in shaping social bonds as well as using and producing of social capital of two main types: bonding and bridging. Practical implications – Recommendations for managing social enterprises as hybrid entities. The author argues that the most effective approach (in producing social value-added) is to combine the formula of the re-integration of individuals excluded from the labour market with the efforts to develop the whole local communities from marginalized territories. Originality/value – The author uses sociological perspectives in analysing economic entities and activation policies.

The article is discussing both challenges and problems that emerge from an intensified cross-border integration, particularly in Europe, which is creating a sort of ‘cross-border regionalism’ that might be sought as a new constituent part of a complex, multi-level system of governance incorporating not only national, but also local/regional agents. Cross-border regionalism is thus not only a system of government, but also a system of ‘grass-rooted’ social and spatial (re)integration of borderlands. This process is closely related to the question of changing territoriality, preserving on the one hand the regional control and on the other hand re-acting societal and territorial co-dependence.

In this article an alternative thinking and methodological approach for the study of regional integration is proposed, addressing the limitations of classical regional integration theories and the new regionalism approach. A ‘dominatarian’ theory is introduced as an alternative analytical framework that exposes meanings attributed to a social force called ‘personness’, and how regions could be (re)constructed through this anthropocentric lens. The East African Community (EAC, henceforth referred to as the Jumuiya) is chosen as a tour de force for regional integration theories. The triadal analysis of the three main components of classical regional integration theories—economy, institutions and politics—reveals the deficiency of these frameworks in explaining the role of ‘personness’ in regional integration processes, especially within the African context. Consequently, the phrase ‘contextual misfitability’ has been coined to describe this condition. The article concludes with a reflection on how meanings are created and re-created from the Darwinian ontologies of natural sciences into social science regimes and its application to regional integration studies.

Zusammenfassung Arbeitsmarkt(re)integration von gesundheitlich eingeschränkten Mitarbeiter*innen findet hauptsächlich in Betrieben statt. Allerdings nimmt die Stay at- und Return to Work-Forschung die spezifischen Strukturen von betrieblicher Wiedereingliederung nur randständig in den Blick. Fokussiert werden hauptsächlich formale Verfahren wie das betriebliche Wiedereingliederungsmanagement und schematisch beschriebene Akteurskonstellationen. Kurzfristige Absprachen im Arbeitsalltag, Koordination außerhalb von eingefahrenen Pro­zeduren und bewusstes Abweichen von Vorschriften werden so außer Acht gelassen. Daher bleiben auschlaggebende Gelingensbedingungen betrieblicher Wiedereingliederung unerkannt. Wir adressieren diese Forschungslücke und plädieren für eine genuin organisationsoziologische Perspektive auf betriebliche Arbeitsmarkt(re)integration. Wir nutzen das theoretische Konzept der organisationalen Routinen und können so ein Ablaufmodell gelingender Integrationsroutinen entwickeln. Abstract: Integration as an Organizational Routines Labor market (re)integration of employees with reduced earning capacity mainly takes place in companies. Nevertheless, previous research has disregarded companies as specific environments for reintegration. The research focus stays on formal cooperate health care procedures and schematically described actor constellations. Deliberate deviations from these formal procedures and the complex informal coordination of integration in everyday working life, as well as their success conditions, thus remain hidden. To address this unsolved task, we argue for a genuine organizational-sociological perspective on company-based labor market (re)integration. Subsequently, we introduce a model of successful integration processes based on the concept of organizational routines.

A União Europeia depara-se com a falta de trabalhadores qualificados devido ao crescimento da idade média da sua população. Durante as últimas décadas, enquanto a América do Norte atraía muitos trabalhadores qualificados, a Europa era também um destino de imigração, mas devido à falta de uma política coerente de imigração muitos eram imigrantes ilegais que por sua vez não eram trabalhadores altamente qualificados. Tem havido muita pesquisa sobre a imigração na Europa e em Portugal, mas nenhuma focou o assunto da re-emigração de trabalhadores estrangeiros qualificados para fora de Portugal. O estudo que aqui se apresenta foca-se nos investigadores / académicos que vieram para Portugal por um período de tempo, e visa identificar os factores que levaram estes académicos a estabelecerem-se em Portugal ou a ir para um terceiro país. À medida que estes académicos vêm para Portugal para fazer as suas pesquisas para o seu Doutoramento e Pós-doutoramento eles são considerados trabalhadores qualificados, que podem ser um recurso útil para o mercado Português após terem terminado os seus estudos. Para executar esta pesquisa foi usado um questionário na web que foi aplicado a 46 académicos iranianos e indianos e foram feitas entrevistas aleatórias. O questionário possui uma grande variedade de questões que podem ser úteis para outros estudos similares. Através dos resultados deste estudo, foram revelados os principais factores que contribuíram para a tomada de decisão dos investigadores (estabelecerem-se em Portugal ou ir para um terceiro país). Estes factores ajudam na construção de um sistema de avaliação no que respeita à aceitação de imigrantes qualificados baseado naqueles que têm mais probabilidades de integração. ABSTRACT: The European Union is confronted to the lack of skilled workers due to the increasing of the average age of its population. During recent decades, while North America was attracting many skilled workers, Europe was also a destination for immigrants, but due to the lack of a consistent immigration policy, many of these were illegal immigrants and thus were not highly educated workers. Much research has been conducted about immigration in Europe and Portugal, but none has focused on the subject of re-emigration of non- Portuguese skilled workers out of Portugal. This study focuses on Iranian and Indian academics who have come to Portugal for a period of time, and attempts to identify the factors which impact on the decision of these academics to settle in Portugal or to re-emigrate to a third country. As these academics came to Portugal to do their PhD and post-doctoral research, they are considered skilled workers who can be a useful resource for the Portuguese market after finishing their studies. To carry out this research, a web-based questionnaire was used to investigate 46 Iranian and Indian academics and random interviews were conducted. The questionnaire covers a broad range of questions which can be useful for similar studies. From the results of this study the main factors contributing to the decision making of academics (to settle in Portugal or to re-emigrate to a third country) was revealed. These factors may help in the design of an evaluation system for accepting skilled immigrants in Portugal based on those who have more probability of integration.

‘Integration’ is often referred to in Swedish policy documents and analyzed by measures of effectivity and structural adjustment, assuming acculturation and essentialization of populations. This thesis explores how integration is practiced and defined within the context of professional adult education for newly arrived immigrants. The main case study focuses on Swedish for Professionals (SFX) and specifically, the Swedish for truck drivers (SFL) program as sites where the lifeworlds of teachers and students emerge as an actor-network of integrative forces. By relying on ethnographic methods including semi-structured interviews and participant observation the informants’ own narrative of entering society surfaces. Actor- network theory and community of practice theory lift the informants’ actions and accounts to assemble a community of integrators located within a network of integration. Tracing the voices, actions and interactions of the participants at SFX and SFL in particular, results in a contextual version of integration that relays their subjective experiences and explains the social and material processes involved in them ‘coming into society.’ The lived-in experiences of integration offered in this thesis both compares and contrasts to forms of integration offered in political and scholastic discussions.

Studien undersöker tidigare kriminellas upplevelser av problem, svårigheter att integreras i samhället efter avtjänat fängelsestraff och vad för strategier som tagits till för att öka möjligheten för återintegration. Studien är av kvalitativ ansats och har bestått av semi-strukturerade intervjuer med fem individer som avtjänat flera fängelsestraff och som i dag känner sig integrerade i samhället. Urvalet har varit av målinriktad urvalsteknik samt snöbollsurval där empirin analyserats utifrån en kvalitativ innehållsanalys. Studiens resultat redogör för svårigheter i form av bostad, sysselsättning och känslor av utanförskap samt utmaningar som uppstår vid frigivning och vilket stöd som erhållits för att öka möjligheterna för integration. Omständigheterna som en individ befinner sig i och förutsättningarna som föreligger vid frigivning kan vara betydande för möjligheten till återintegration. Det stöd som erbjuds vid frigivning anses inte vara tillräckligt för att tillgodose den enskildes behov. I syfte att eventuellt kunna motverka återfall för individer som avtjänat ett fängelsestraff behöver socialt arbete sträva efter att arbeta individanpassad för att främja den enskilde individens behov i form av boende och sysselsättning. Detta i sin tur kan även resultera i att individens förutsättningar till återintegration i samhället ökar.
The study examines previous criminals’ experiences of problems, difficulties in integrating intosociety after serving a prison sentence and what strategies have been taken to increase the possibility of reintegration. The study is of a qualitative approach and has consisted of semi-structured interview with five individuals who have served several prison sentences and who today feel integrated in society. The selection has been of a goal-oriented selection technique and snowball selection where the empirical data has been analysed based on a qualitative content analysis. The results of the study report difficulties finding a place to live, getting an employment and feelings of exclusion, as well as challenges that arise upon release and the support received to increase the opportunities for integration. The circumstances in which the individual finds himself and the conditions that exist at release can be significant for the possibility of reintegration. Support offered upon release is not considered sufficient and does not considered meeting the needs of the individual. In order to be able to counteract recidivism for individuals who have served a prison sentence, social work needs to strive to work tailored to the individual in order to promote the individual’s needs in the form of a place to live and employment. This in turn can also result in the individual’s conditions for reintegration into society increasing.

The purpose of this project was to develop a program, explore potential funding sources, and complete a grant application to secure funding for an expressive arts showcase for clients at Homeboy Industries who have a criminal and gang-affiliated past, and are now attempting to re-integrate in their communities. Narrative therapy, Cognitive Behavioral Therapy, art therapy, and mindfulness may significantly ameliorate the conditions faced by this population, as well as the overall well-being of the community through a showcase of expressive arts composed and performed by the clients of Homeboy Industries. A search for potential funding sources led to The Goldhirsh Foundation as the most appropriate source for this grant. A grant proposal was written describing an expressive arts program for Homeboy Industries that will ultimately result in a showcase for community consumption. Actual submission and/or funding of the grant were not required for the successful completion of this project.

Teisti asmenys įvardijami kaip socialiai pažeidžiami, todėl išėjęs į laisvę tampa visuomenės problema: neturi darbo, būsto, jų išsilavinimas menkas, o artimieji dažnai nutraukia ryšius su buvusiais kaliniais. Neturintys išsilavinimo ar žemo išsilavinimo lygio asmenys patiria daugiau sunkumų integruojantis į darbo rinką, o dalyvavimas visuomeniniame gyvenime būna apribotas. Dažnai, nesulaukę tinkamos pagalbos, marginalinei grupei priskiriami asmenys, įvykdo naują nusikaltimą, sugrįžta į kalėjimą ir taip uždaras ratas sukasi toliau. Labai svarbu Pataisos įstaigose nuteistiesiems įgyti pradinį, pagrindinį ir profesinį išsilavinimą, išsaugoti turimus darbo įgūdžius, įgyti naujų, paklausių darbo rinkoje profesijų, ugdyti motyvaciją keistis. Nuteistųjų edukacinė veikla ir įvairaus pobūdžio užsiėmimai PI yra labai svarbus faktorius, dažnai lemiantis sėkmingą integracijos į visuomenę procesą.
Education of convicts in correctional institutions should become a relevant issue to all society because a negative attitude towards ex-convicts, which has been prevailing for many years, often turns against the society itself. The ex-convict becomes a problem of the society due to subjective and objective reasons, i.e. he/she is unemployed, does not have a dwelling place, he/she has poor education and rather often the relatives of the ex-convict terminate their relations with him/her. Moreover, the psychological state of the ex-prisoner is unstable due to which the situation becomes even more complicated.

Sociologists of punishment generally agree that the American prison exacerbates social inequality, but the mechanisms by which it does so remain somewhat fuzzy. This thesis pulls from the tradition of Pierre Bourdieu (1930-2002), a canonical theorist of power and inequality, and specifically his three "thinking tools" of field, capital, and habitus, to unveil these mechanisms. Empirically, I turn to ethnographic data I collected in a minimum-security men's prison that is generally reserved for convicts who will be released to one of the three most populated counties in Oregon. I explore how soon-to-be-released prisoners (i.e., prisoners who will be released within six months) understand and prepare for their exit. Data suggest most prisoners approaching release want to adopt an honest working class style of living, and that many take proactive steps they perceive as likely to increase their chances of accessing this lifestyle (sometimes called the "straight life"). However, I argue that any (re)integrative potential emerging from these conscious and interest-oriented strategies are at risk of being trumped by two processes I title "capital erosion" and "habitus adjustment." I frame these as unintended, but nevertheless strong, consequences of imprisonment. Ultimately, I suggest imprisonment worsens existing patterns of inequality by means of draining power from the nearly powerless and disintegrating the poorly integrated.

AbstractThis chapter will focus on the two decades after 1945, the period of the “post-war society” (1945–1967), which in the historical sciences is also characterized as a period of boom (keywords: “Wirtschaftswunder” (“economic miracle”), expansion of the welfare state, expansion of the educational sector, certainty about the future) and which comes to an end in the 1970s. Germany was undergoing a profound process of change: socio-structural changes in an advanced industrial society, structural changes in the family and a retreat into the private sphere, new opportunities in the areas of consumption and leisure due to the “Wirtschaftswunder,” urbanization and changes in communities, “Western Integration” (“Westbindung”), the ban on the KPD (Communist Party of Germany) in 1956, remilitarization, the development of the mass media and mass motorization, and the repression of the Nazi past were central social and sociological issues. At the same time, fascist tendencies were still virulent during the 1950s and 1960s. After 1945, sociology had to be rebuilt. Journals were refounded or newly founded, the German Sociological Association was restored and sociology was re-established as a teaching subject. Different “schools” and regional centers of sociology emerged. The so-called Cologne School centered around René König, the Frankfurt School around Adorno and Horkheimer, and the circle around Helmut Schelsky should be mentioned in particular; but also, Wolfgang Abendroth, Werner Hofmann, and Heinz Maus (Marburg School), Otto Stammer (Berlin), Arnold Bergstraesser (Freiburg i.Br.), and Helmuth Plessner (Göttingen). Despite their theoretical and political differences, up until the 1950s, they all had in common the decisive will for political and social enlightenment regarding the post-war situation. Furthermore, the particular importance that empirical social research and non-university research institutions had for the further development of sociology after 1945 is worth mentioning.At the end of the 1950s, field-specific dynamics gained momentum. The different “schools” and groups tried to secure and expand their position in the sociological field and their divergent research profiles became increasingly visible. The so-called civil war in sociology drove the actors further apart. Additionally, disciplinary struggles and camp-building processes during the first 20 years of West German sociology revolved around the debate on role theory and the dispute over positivism. By the end of the 1950s, an institutional and generational change can be observed. The so-called post-war generation, which included Ralf Dahrendorf, Jürgen Habermas, Niklas Luhmann, Erwin K. Scheuch, Heinrich Popitz, Hans Paul Bahrdt, M. Rainer Lepsius, and Renate Mayntz, assumed central positions in organizations, editorial boards of journals, and universities. While the early “schools” and circles (König, Schelsky, Adorno, and Horkheimer) initially focused on the sociology of the family and empirical research, the following generation concentrated foremost on industrial sociology, but also on topics of social structure and social stratification as well as on social mobility.

The purpose of this chapter is to show the importance of intersectorality in partnerships to successfully understand and influence the processes of crime desistance and of social and community (re)integration of people subject to judicial control. It begins with an outline of the “what works” and “how it works” movements and provides tools to help understand such notions as crime desistance, (re)integration, trajectories, and intersectorality. After describing the objectives of the (RÉ)SO 16-35 partnered research project, the authors present various intersectoral collaborative initiatives in the United Kingdom, the United States, and Canada and indicate what, according to the literature, contributed to their development. The chapter concludes with the identification of two central principles in the development of intersectoral partnerships aiming to favor crime desistance and social and community (re)integration trajectories: a culture of dialogue must be instilled, and the initial objective of the project must be kept in mind.

This chapter identifies the post-conflict social barriers to the social reintegration of female ex-combatants. This study refers to the case of Sri Lanka concerning the conflict between the government of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE) that ended in 2009. During the conflict, the LTTE actively recruited female combatants, and women consisted of a significant number of the entire LTTE combatants. However, after the end of the conflict and even today, many of them are rejected by the community. First of all, the LTTE was fighting for Tamil's independence, but Tamil's community has expressed mixed opinions toward the LTTE. Second, female ex-combatants were then and are now a divergence from the gender norms of their society. Third, from their roles in the conflict, female ex-combatants experienced an indelible change in their ideas through the conflict and observed themselves as capable of being independent women. Consequently, they felt a high level of resistance to returning to traditional gender roles.

The chapter investigates two ideal types of knowledge about and for social innovations combating poverty: A model of linear change based on standardized knowledge and a context-sensitive model based on tacit knowledge for transformative alternatives. Case study analysis focussed on the field of homelessness and re-use. Six housing first initiatives in six European cities and two large networks of work integration social enterprises in UK and Flanders were studied to disentangle the dualist model by exploring how and why practitioners use different types of knowledge to pursue their respective mission. While codification and standardisation pushes for standardized knowledge, contextual knowledge is important for successful implementation. In all cases, the respective governance of producing and disseminating knowledge was decisive for effective agency. Knowledge alliances based on multi-level collaborations between stakeholders with different perspectives and forms of expertise were identified as promising forms of producing and disseminating knowledge to upscale and to diffuse socially innovative initiatives and approaches.

The Teacher Education Collaborative in Language Diversity and Arts Integration (TECLA) initiative prepares elementary teachers at a Southwest majority-minority university. TECLA emerged from a social justice commitment to prepare teachers to work in linguistically and culturally diverse schools. The program integrates interdisciplinary arts-based approaches and culturally sustaining language acquisition strategies throughout the teacher education experience. TECLA conceptualizes social justice through a sociohistorical lens. Social justice is experienced when all people have equitable access to meaningful opportunities to participate in and (re)shape the social structures in which they live and work. TECLA relies on an expanded definition of social justice that includes building on students' home cultures, languages, and experiences to design rigorous educational experiences.

Medical information produced in hospitals is, simultaneously, used (1) to support health care provided to patients, (2) in research work performed by internal and external health professionals, and (3) as legal proof with various objectives. The co-existence of electronic and paper health information, the integration constraints of the various computer applications, and the storage of massive volumes of retrospective paper-based patient records are dominant concerns for São João Hospital Center (SJHC). These problems must be considered in the adoption of an Electronic Patient Record (EPR) in order to ensure that hospitals and patients fully benefit from the technological investments. The contribution of this chapter is the design and conduction of a (re)use study, which consisted of an analysis of the paper-based records management activities and of the patients’ records content. A survey on the (re)use of the paper-based patient records has been conducted in order to characterize the (re)use in terms of objective and type of hospital encounter, and documents accessed were identified and organized in an access frequency table. The results support the paper-based patient records strategy to implement in SJHC integrated in the Hospital EPR adoption project.

This chapter explores two critical areas essential to the implementation of next generation tools in formal learning settings: (1) persistent barriers to technology integration in schools and (2) supporting student agency through different forms of participation in technology and digital media activities. Concerns that the educational digital divide has evolved into an issue of equitable participation in producer-level technology-mediated activities have underscored the need to identify new barriers to integration and student engagement. While persistent barriers to integration continue to impact the frequency and purpose of technology use in the classroom, a re-centering of focus on agency and its relationship to students' identity development underscores the need to understand how the next generation of tools and technologies can be harnessed to overcome social and educational inequities.

The SocialNEET project, promoted at the Polytechnic Institute of Bragança, between November 2020 and February 2021, whose main goal is the (re)integration in the labour market of young people, through the creation of innovative social business solutions and finding employment in companies or associations in the social sector. It provides learning for active life and education for entrepreneurship, through the participation of facilitators (students of higher education) who will simplify the connection between mentors (successful entrepreneurs and consultants) and young NEET (not in education, employment or training), in the sense of creating life projects, social projects or innovative social business and job search solutions in companies or associations in the social sector. The essential focus of this article corresponds on the training of facilitators (N=10) and its objective is to understand the capacities developed by them in this process, as well as the limitations felt and the strategies to minimize them. For this purpose, a qualitative case study was carried out based on the documentary analysis of the training, namely an observation grid, a questionnaire to the trainees and the reflective analysis of the trainers. We conclude that the strengthening of soft skills, intercultural communication and education for entrepreneurship may be the priority ways to promote social improvements and thus contribute to the 2030 Agenda.

South Africa has the largest number of people living with HIV and AIDS in the world. A concerted effort is needed to address this epidemic, lest a socio-economic crisis may cripple the country. Education may be the most powerful weapon in this regard, with universities playing a critical role in addressing this concern. In 2015, a funding program was initiated by Universities South Africa to facilitate this integration. Subsequently, the Department of Electrical, Electronic and Computer Engineering at a South African University of Technology set out to re-design their curricula to include vital aspects relating to HIV and AIDS. A responsive driven curriculum design was adopted whereby the perceptions and expectations of facilitators and students in this department towards HIV and AIDS education were sought. An online open-ended questionnaire was used to gather both qualitative and quantitative results. This paper presents the initial findings of this study. A key recommendation of this study is to develop a digital online module addressing advanced HIV and AIDS education with special focu on its application in the workplace.

Municipal coastal governance practice also in Latvia has various limitations, and taking into account growing climate change adaptation challenges, new understanding and new approaches are to be studied and tested. Overall study frame is based on research-and-development approach. The aim of the research was to study how municipal coastal governance is functioning in practice, particularly, in the relation to the coastal dune protection zones (150/300 m) and further coastal territory behind that, applying whole list of governance instrument groups – political/legal, planning, and especially institutional instruments, also financial, infrastructure and, last but not least, coastal communication instruments. This was done via research-and-governance frame of the three coastal governance dimensions – governance content, stakeholders (governance segments) and governance instruments, realized in Jurmala municipality as especially nature-culture rich and due to tourist attraction also sensitive coastal pilot territory at the Latvia coast. Case study research methodology applied (document studies, observation and stakeholder’s interviews) were approving pre-study understanding, based on previous coastal governance studies, that also this territory with international coastal resort status and well developed municipal administration capacities have limited success on integrated coastal management (ICM) approach implementation and, subsequently, there are requirements on further development of disciplinary instruments and also collaboration governance as ICM preconditions. An integrated ICM approach was internationally designed and approved also for EU coastal countries, since comprehensive requirement to manage the adequate governance of the coast as complex socio-ecological system, but old shaped long existing traditional disciplinary/branch approaches of former and formal municipal planning and management does not really permit necessary innovations with cross-sectorial and cross-level integration perspectives. However, also orientation towards re-use and/or re-development of disciplinary ICM instruments, especially, to be designed and realized as complementary as possible and collaboration governance developments shall be seen as necessary pre-conditions for ICM adequate development.
