Purpose Manufacturing and services SMEs in Africa face challenges and constraints exacerbated by ineffectual government policies, environmental turbulence and the near absence of institutional support. The purpose of this paper is to investigate if informal linkages and formal cooperation are helping firms to overcome constraints to uptake of technological innovations in Nigeria. Design/methodology/approach The paper is based on quantitative data obtained from structured interviews of 631 Nigerian firms. These firms were selected using stratified random sampling from a total population of 18,906 manufacturing and services companies in the national database obtained from the National Bureau of Statistics. Findings The result of the binary logistic regression indicates that while informal linkages appear to be insignificant, formal inter-firm cooperation is an effective moderator of barriers to technological innovations. Research limitations/implications The paper focusses only on technological, rather than non-technological, innovations. Practical implications The paper recommends that, in addition to other interventions to promote diffusion of technological innovations, governments should give priority to interventions that support formal cooperation among SMEs. Originality/value Previous studies have generally looked at the impact of cooperative networks on firms’ innovation uptake. This paper provides original insights into the “how” of cooperative impact, specifically with respect to helping SMEs to overcome constraints. The paper also delineates formal cooperation from informal linkages.

The research identifies the optimality criterion of the technological process of the coextrusion molding of polymer-concrete building structures in the form of volumetric capacity as the correlation between forms quantity and technological cycle time. The set of parameters value constraints is made. The set consists of kinematic constraints, extruder’s maximum power constrain, maximum motor torque constraint for the extruder trouble-free operation, constraint on the stress rate of the shift between layers, constraint on product cooling time, and minimum melt viscosity constraint. As a result, the task of coextrusion molding process improvement reduces to the task of linear programming. With the help of mathematical modelling the dynamics of cooling process of the preform in the mould is studied. The paper scrutinizes the influence of bulging pressure on the plybond strength in the multilayer polymer system in the manufacturing process of different capacity items.

We present a formal and empirical framework that links the technological capacity of a country, reflected in its National System of Innovation, with the financial constraints it faces. The paper is divided into two sections. The first one introduces a stochastic growth model based on the relative level of technological development of countries, which determines their productivity and capacity to finance innovation activities. The second section describes the empirical conditioning observed in the innovation outputs of countries determined by their financial constraints and time period relative to the economic crisis of 2008. We classify a panel sample of European Union countries according to their technological development level and find that financial stability constraints negatively affect the less developed ones, a relationship that weakens as their innovation capacity increases. We also observe that financial stability becomes significant among technologically developed countries when reacting to the exogenous shock triggered by the crisis, while laggards remain constrained through the entire 2000–2018 sample period.

Abstract Recently, there has been a growing number of construction projects that require more than one structure to be built - repetitive construction projects. These repetitive construction projects are characterized by a high degree of complexity both in terms of organisational and technological dependencies. A method is needed that will flexibly take into account the technological constraints that occur during the carrying out of repetitive construction projects. The article presents a method of priority scheduling that takes into account technological pauses that can prove useful in the planning of repetitive construction projects. The planner (usually a construction site manager) will be able to model the technological constraints occurring on the construction site in a more flexible way. The article also presents a calculation example in which the application of the developed model has been presented. The developed model proved to be effective in scheduling repetitive construction projects, taking into account technological constraints.

The study was conducted in Sawombung Block of Imphal East District, Manipur. The present study was undertaken with an objective to analyse the constraints faced by the CAU-R1 rice growers in adoption of the rice variety CAU-R1. The results revealed that the CAU-R1 rice growers faced bio-physical, socio-economic, technological and institutional constraints more severely. In case of bio-physical constraints, inadequate irrigation facilities (98.00%) stood first, followed by weed problems (97.00%),incidence of insect pest and diseases (86.00%) and lack of certified seed (53.00%). In case of socio-economic constraints, high cost of inputs (96.00%) was found to be the first constraint followed by non-availability of credit (93.00%), low market value (86.00%), lack of subsidy for inputs (85.00%) and high labour charge (76.00%). In case of technological constraints, unavailability of power tiller for ploughing in time (96.00%) was found to be the first constraint followed by lack of knowledge of package of practices (82.00%) and lack of technical help/ less contact with technical expert (76.00%). In case of institutional constraints, non-availability of insurance when crop fails (100.00%) was found to be the first constraint followed by insufficient training programme (96.00%), lack of co-ordination with Department of Agriculture, Marketing cooperatives and CAU-R1 growers (63.00%), lack of marketing (58.00%) and lack of storage facilities (35.00%).

Technological innovation is the source of generating new momentum. In the context of the financing constraints generally existing in China, it is particularly important to explore the impact of technological innovation investment on corporate financial risk, which also provides a risk identification perspective and development direction for enterprises. Based on the data of China’s small and medium-sized listed companies from 2010 to 2019, and from the perspective of moderating effect of financing constraints, this paper uses multiple regression analysis method to test the impact mechanism of technological innovation investment on corporate financial risk and the moderating effect of financing constraints in both. The results show that technological innovation investment can significantly reduce corporate financial risk, while financing constraints can significantly improve the level of financial risk. Financing constraints play a moderating role in technological innovation investment and financial risk. Heterogeneity test found that, compared with large-scale enterprises, small-scale enterprises’ technological innovation investment has a more significant impact on financial risk, and the moderating effect of financing constraints is also greater. Compared with private enterprises, state-owned enterprises’ technological innovation investment has less impact on financial risk, and the moderating effect of financing constraints is not significant.

It is well known that innovation-driven emerging industries have gradually become the main driving force of global economic recovery and growth. Technological innovation decision-making is a complex and dynamic system, which is affected by various factors inside and outside an enterprise. In this dynamic system, how to make the optimal technological innovation investment decisions is a key concern for enterprises and governments. As an investment activity, technological innovation largely depends on the amount of external financing obtained by enterprises. However, financial constraints have increasingly become an obstacle to enterprises’ technological innovation. At the same time, technological innovation is also affected by the external political and economic environment, such as changes in economic policy, government subsidy policies, and institutional environmental policies. Can these external environments reduce the negative impact of financing constraints on technological innovation? In this study, based on the data of listed companies in China’s strategic emerging industries, we adopt a panel negative binomial regression model to investigate the complexity of technological innovation decision-making from the perspective of financing constraints. Our main findings include the following. First, financing constraints significantly inhibit the input and output of technological innovation in emerging industries. Second, the inhibition effect on the output of substantive innovations is more pronounced than that on the output of strategic innovations. Third, based on the analysis of enterprise heterogeneity in different dimensions, we show that this inhibition has a selective effect among different industries. Finally, we show that economic policy and marketization can help alleviate the inhibition effect of financing constraints on technological innovation.

Abstract A method is developed to solve the problem of open-pit mine production scheduling, which is based on Constraint Programming and is used in working out an optimal plan of mining operations, taking into account heterogeneous economical, technological and some others requirements imposed by the customer. An original model is proposed to represent the problem considered as a constraint satisfaction problem. As the customer may verify the requirements, the domain model should enable addition of the new constraints and/or eliminate the existing ones. With the domain model being developed, the method proposed makes it possible to reach accurate solutions at the expense of highly effective reduction algorithms for each type of constraints and at the expense of specialized heuristics for non-perspective alternatives reduction in a search tree. The approach proposed enables addition of different constraints, even those for which it is difficult to find an analytical expression.

This paper is concerned with determining the optimum conditions of steel cylindrical shells with technological limitations and one behavioral constraint, related to a specific constitutive law for limiting load-carrying capacity. The optimum structural design in the plastic range of circular cylindrical full shells composed of rings of variable thickness is given. A numerical procedure for determining the optimal dimensions of shell rings is given. A shell collapse mechanism is assumed in the kinematic part, which satisfies requirements. Within the optimum conditions, the power of the dissipation energy of rings assuming the hexagon Hodge condition of plasticity are derived. A series of numerical solutions and results of optimal structural designs for a shell that is simply supported at the ends are presented. In one example of optimally calculated shells, the length X1 of one ring was varied.

The aim of this research is twofold: establishing whether access to bank financing facilitates innovation in SMEs and whether such effect can be explained from a gender perspective. Using a sample of 310 Spanish SMEs, this study first examines the effect of alleviating financial constraints on both technological and management innovation through a structural equation model. Then, the moderating effect of gender is examined. Our results showed that (a) relaxing financial constraints helps SMEs to innovate in both technological and management innovation, (b) the effect of the relaxation of financial constraints is significantly greater in companies managed by women, and (c) the moderating effect of gender occurs from the double perspective of technological innovation and management innovation. Our empirical results suggest that the gender of the CEO plays a vital moderating role among innovation and financial constraints, providing new evidence about women’s contribution to innovation in SMEs, so these results have practical business and institutional implications as they point out the relevance to promote employment policies that favour the gender diversity of employees at all hierarchical levels of the company.

Features of renovation of built-up areas are considered. The main difficulties in carrying out the renovation process are identified. The concept of the constraint factor of the building is defined. Methods. A method for analyzing and assessing constraints for selecting optimal organizational and technical solutions for the renovation of territories is proposed. Results. An analysis algorithm is proposed, based on the consideration of the constraint factor as an array of actions of individual “objects of influence” on the corresponding “subjects of influence”. Conclusion. Сonducting such an analysis will provide the most effective and optimal organizational and technological solutions reflected in the relevant sections of the renovation project in high-rise construction (development of a construction master plan, preparation of calendar and network work schedules). The implemented rational version of the design solution ensured the reduction of the prime cost and the reduction of the terms of the preparatory works for the renovation of housing construction projects taking into account seismic uncertainty. Renovation is one of the varieties of this reconstruction of high rise construction.

Animal feed manufacturing involves the use of a variety of raw materials to produce complete diets. These diets are defined according to nutritional and technological specifications to meet the requirements of several animal species. Some raw materials, for example certain legume seeds, can satisfy these specifications only after some form of processing.

More than forty U.S. states currently track at least some of their convicted sex offenders using GPS devices. Many offenders will be monitored for life. The burdens and expense of living indefinitely under constant technological monitoring have been well documented, but most commentators have assumed that these burdens were of no constitutional moment because states have characterized such surveillance as “civil” in character—and courts have seemed to agree. In 2015, however, the Supreme Court decided in Grady v. North Carolina that attaching a GPS monitoring device to a person was a Fourth Amendment search, notwithstanding the ostensibly civil character of the surveillance. Grady left open the question whether the search—and the state’s technological monitoring program more generally—was constitutionally reasonable. This Essay considers the doctrine and theory of Fourth Amendment reasonableness as it applies to both current and envisioned sex offender monitoring technologies to evaluate whether the Fourth Amendment may serve as an effective check on post-release monitoring regimes.

The study investigated the impact of liquidity constraints on development of new financial products in commercial banks. The descriptive research design was adopted and a case study of ZB Bank employed. A census sampling technique was adopted and questionnaires and interviews were self-administered by the researchers. Research outcomes proved that liquidity constraints are a major impediment to firm`s innovativeness. Financial project innovations are either not started, delayed or abandoned, but mostly the distribution and delivery of developed services for financial products are highly affected. The results of this study have contributed to existing literature in revealing that financial regulation tends to be another constraint for commercial banks discouraging product innovations. Rapid technological changes seem to fuel the need for new software and hardware for new product development thus necessitating the employment of a skilled workforce for new product development. Furthermore, customer demands are changing on a daily basis due to rapid changes in information technology thus making customer maintenance difficult for commercial banks. Based on the data gathered, the researchers concluded that there is a negative impact on new financial product development due to liquidity constraints. In such constrained times, we recommend that commercial banks should emphasize more the best technique suitable for successful new product development or invest their available funds in the development thereof.

This paper analyses the data on Chinese A-share listed companies from 1996 to 2019, using fixed-effect regression and the double-difference method to systematically examine the impact of commercial credit on enterprise technological innovation. The study found that the acquisition and provision of commercial credit has promoted the number of enterprise technological innovations and significantly improved their quality. In particular, the innovation of highly constrained companies is promoted by financing. Our findings help to solve the obstacles enterprises face in breaking through financing constraints and improving the efficiency and quality of their innovative efforts. The financing system has a significant influence on promoting the sustainable development of innovative enterprises.

Computer software media has long had intrinsic similarities to books...so why may one be borrowed in a library and not the other? The answer lies in the context and history of how computer media came to be. In this essay I explore the early history of software distribution, where many different proposals fought to succeed. I provide an overview of the software industry’s early embrace of copy-protected floppy disks as a distribution medium, and how they harmed the notion of software as a borrowable medium. Lastly, I cover how CD-ROM materials were treated as books by publishers and libraries, yet failed to realize this premise with long-term success. I argue that a combination of industry actions and technological constraints over four decades caused computer software to fail to succeed as a tangible medium that can be borrowed like a book, lent, or resold at will.

We consider a resource-constrained project scheduling problem with respect to the makespan minimization criterion. The problem accounts for technological constraints of activities precedence together with resource constraints. Activities pre- emptions are not allowed. The problem with renewable resources is NP-hard in the strong sense. We propose an exact branch and bound algorithm for solving the problem with renewable resources. It uses our new branching scheme based on the representation of a schedule in form of the activity list. We use two approaches of constructing the lower bound. We present results of numerical experiments, illustrating the quality of the proposed lower bounds. The test instances are taken from the library of test instances PSPLIB.

Frugal innovation is a resource scarce solution for emerging market firms. Based upon the resource-constrained innovation perspective, this research theoretically explores and empirically examines the drivers and consequences of frugal innovation. The results of a firm-level survey show that two types of frugal innovation (cost innovation and affordable value innovation) positively affect the performance of emerging-market firms. We also address the issues of how emerging-market firms deal with institutional, technological, and market constraints in emerging markets, and we show how these constraints drive frugal innovation. We find that emerging-market firms with higher levels of capability for institutional leverage and bricolage, and firms that face perceived dysfunctional competition, tend to generate more affordable, value-added new products. Overall, these findings have important implications for emerging-market firms seeking to conduct frugal innovation in resource-constrained emerging markets.

The aim of the present research is to find an optimal reference trajectory for an underactuated manipulator of type Xn-1Rp, where X is any type of joints and R is the last rotary joint, for n≥3. It is worth noting that in the case of absence of control of fully actuated manipulator, some second-order nonholonomic constraints may appear; these are known as acceleration constraints. The second-order nonholonomic constraint is a non-integrable differential equation. For this purpose, it was decided to combine two methods. The first one provides the open-loop control of the manipulator whatever the motion time is; in practice, the motion time should be minimal under the given geometric, technological, and dynamic constraints. To address this issue, a second method, based on the offline optimization approach, was used to achieve the time-optimal motion. It was revealed that the above combination gives an optimal control trajectory for an underactuated manipulator in which a reference trajectory can be utilized.

In order to solve the problem of environmental governance investment planning in the transportation industry, a cost prediction model is proposed under technological constraints, where the input output indictors emphasizes the flexibility of prediction and its characters are asymmetric, while the constructs of prediction model focuses on the standardization and its characters are symmetrical. The basic principle of the cost prediction model is based on an extended belief rule-based (EBRB) system to model the input-output relationship in investment planning, and a parameter learning model to improve the accuracy of the EBRB system. Additionally, the technological innovation factors are also embedded in the cost prediction model to investigate the influence of technology-related outcomes on investment planning. Finally, based on the data of environmental governance in China’s transportation industry from 2003 to 2016, the cost of transportation industry environmental management in China’s thirty provinces from 2017 to 2033 is predicted under the constraints of technological innovation. Results show that: (1) the accuracy of the proposed cost prediction model is higher than some existing cost prediction methods; (2) the predicted environmental governance costs have a significant regional difference; (3) the upgrading of technological innovation is conducive to saving the future environmental governance costs of the transportation industry in some provinces. In addition to the above results, the present study provides model supports and policy references for government decision makers in transportation industry-related environmental cost planning.
