The utilization of coastal spatial in Ternate is always increasing, which one of the coastal in downtown Ternate especially in Ternate Tengah and its arround becoming a pledge of Ternate’s government in order to be service, trade, port and tourism center according to spatial planning and territory 2012-2032 with main purpose for increasing PAD (Pendapatan Anggaran Daerah) sources. The rapid development of coastal spatial utilization in Ternate without considering the coastal ecological aspects is worried to impact spreadly the abrasion in around coastal. The raising of economy and society activities in this coastal spatial become a necessity that can not be avoid as the center of Ternate’s society basic needs. However, the development of coastal spatial utilization has been shifted by the Ternate’s vision and mission that is BAHARI BERKESAN “Berbudaya, Agamais, Harmonis, Mandiri, Berkeadilan dan Berwawasan Lingkungan”. This vision is materialized in the Ternate’s development mission 2011-2015 with the purpose of spatial planning that is “Mewujudkan Kota Ternate sebagai Kota Pesisir dan Kepulauan yang adil, Mandiri dan Berkelanjutan berbasis pada sektor unggulan jasa perdagangan, perikanan dan periwisata”. The result of this research showed policy commitment is required on the Ternate’s vision and mission to build Ternate as a town with coastal environment perspective and equitable, autonomous, sustainable archipelago had been ignored which coastal spatial and archipelago is not as a friendly spatial to the environment and society anymore.

North Halmahera is an expansion area of Ternate Sultanate, a Muslim state in eastern Indonesia. This study focuses on archaeological evidence to explain the process and development of the influence of Islamic Ternate Sultanate in that region. Through archaeological surveys, literature studies and interviews, gathered evidence on the influence of Islam in the region, especially its relation to the political power and economic factor of the Ternate Sultanate, as the center of Islamic power in North Maluku. The result shows that the east coast of North Halmahera, including Tobelo, Galela and Kao, is an expansion area of Ternate's Islamic rule that developed since the 16th century AD, even the evidence of the region under Ternate's rule can still be found today. Halmahera Utara merupakan wilayah kekuasaan Kesultanan Ternate, sebuah kerajaan Islam di Indonesia bagian timur. Kajian ini menitikberatkan pada bukti-bukti arkeologis untuk menjelaskan proses dan perkembangan pengaruh Islam Kesultanan Ternate di wilayah tersebut. Melalui survei arkeologi, studi literatur dan wawancara, dikumpulkan bukti-bukti tentang pengaruh Islam di wilayah tersebut, terutama hubungannya dengan faktor politik kekuasaan dan ekonomi Kesultanan Ternate, sebagai pusat kekuasaan Islam di Maluku Utara. Hasil penelitian menunjukkan bahwa wilayah pesisir timur Halmahera Utara, meliputi Tobelo, Galela dan Kao, merupakan wilayah ekspansi kekuasaan Islam Ternate yang berkembang sejak abad 16 M, bahkan bukti-bukti wilayah tersebut dibawah kekuasaan Ternate masih dapat dijumpai hingga sekarang.

This research is a library research. The analysis used is content analysis that focuses on academic manuscripts in the form of books, articles, and writings in papers related to the internalization of Ternates local culture which has been eroded by globalization to strengthen the character of the nation. Internalization according to Ihsan is an effort made by a person to insert values ​​(local cultural values) into the soul of a person or group of people so that these values ​​can be manifested in him. The internalization of the local Ternate culture takes place in three institutions that support each other, go hand in hand, and go hand in hand in the family, school and community. The internalization of local Ternate culture must take place continuously in peoples lives with an emphasis on character aspects (attitudes, mindsets, and patterns of action), especially the nations generation. Ternates local cultural values ​​are reflected in the values ​​that exist in community life, including: greeting each other (standard togor / sibinyafo), reminding each other (makuwaje), paying attention / caring (raw faduli), mutual cooperation (babari ), help each other (lilian), visit each other (silaturrahim),and respect each other (baising). The internalization of local Ternate culture in the New Normal Era is an effort to make Ternate people in general and especially the younger generation to become citizens who are polite, civilized and tolerant, and strong in facing various threats that come from outside (global culture). The cultural values ​​of Tara No Ate (Ternate) which originate from the traditional social values ​​of the Ternate community itself must become an integral part of the nations culture that cannot be separated from various generations, so that the success of national character development must be based on local values. to create social harmony.

This study was carried out to determine the level of awareness among government employees and the level of acceptability of Blue Ternate (C. Ternatea) as an alternative medicine for hypertension, fever, and fatigue. The novelties in this research are (1) The Lambayong Government Employees’ acceptability on Clitoria Ternatea as alternative medicine, (2) awareness and assent of people on Clitoria Ternatea as alternative medicine, and (3) the relationship between factors influencing the respondents and the level of acceptability. A random sampling technique was utilized. The results implied that the Government Employees are informed about the Blue Ternate and somewhat aware of it as alternative medicine, especially in hypertension, fever, fatigue. As to the test of the relationship between factors that influenced the respondents and the level of acceptability, there is a significant relationship between them. Therefore, Clitoria Ternatea is aware and accepted by the people in the Sultan Kudarat area, The Philippines.

The purpose of conducting this research is to determine the effectiveness of blue ternate (Clitoria Ternatea) leaf extracts for terminating mosquito wrigglers by making a mosquito larvae insecticide. To determine the effectiveness of the leaf extract to terminate mosquito wrigglers, a mortality test was conducted. The numbers of the dead mosquito wrigglers were checked every 5 min. The results showed that the blue ternate leaf is effective to eliminate mosquito wriggler and the amount of leaf extract in the ethanol brings different effectiveness. The present study showed that both ethanolic extract and pure leaf extract of Clitoria Ternatea are effective as insecticidal against mosquito wrigglers. The insecticidal effects of Clitoria Ternatea against mosquito wrigglers will contribute largely to the people, to help those people who cannot afford to buy insecticide and to lessen the number of people who encounter diseases caused by mosquitoes.

City branding has become a massive effort by many cities as tourist destinations to promote the city nationally and internationally. Ambon City, the Capital of Maluku Province, known as the “City of Music,” and the City of Solo with “Solo the Spirit of Java,” are examples of city branding. In North Maluku Province, Ternate City has a long history of colonialism, international trade, and a developing city. Unfortunately, inconsistencies still exist in how the city should be known. This study aims to identify and define city branding by using the constructivist grounded theory method. The themes identified were quality tourism, economic value, community engagement, stakeholder consensus, legendary ancient leadership, and historic and renowned commodity. Six main themes are theoretically based on how to branding Ternate city and involving seven important participants. These themes are then used to define the branding of Ternate City. Current research offers a testable model to brand a place or city based on the identified subjects. At the same time, potential future studies are also suggested regarding the weaknesses of the current study.

<p>This study aims to classify the historical sites of Ternate based on the timeliness of its existence. This study uses a critical qualitative historical approach and is conducted in several locations related to the history of Ternate. Data relating to the physical facts of Ternate history sites, then the location of research in the Ternate region of North Maluku. Data were collected from several findings and poured in filed notes. Then do the sorting and grouping to found description. Data were analyzed using critical historical analysis techniques. The Ternate history sites identified in this research consist of Ternate Museum of Ternate, Ternate Great Mosque, Kastela Fortress, Toluko Fortress, Kalamata Fortress, Oranje Bull, and Nala Fortress. Seven sites are conditions vary and still require government intervention to be used as an object of tourism which can then become an economic power for the people of Ternate. With the Education For Sustainable Development (EDS) approach, historical site development takes care of the needs and involves the community directly with full results for the benefit of the people of Ternate and the wider Indonesian community.</p>

Penelitian ini merupakan penelitian kuantitatif. Populasi dalam penelitian adalah pada pengunjung Hotel Grand Tabona Kota Ternate. Jumlah sampel penelitian adalah sebanyak 252 responden. Teknik analisis data yang digunakan dalam penelitian ini adalah menggunakan analisis path modeling dengan menggunakan Smart Partial Least Square (PLS) versi 4.0 sebagai alat uji statistik. Hasil penelitian ini menunjukkan bahwa service quality berpengaruh positif dan signifikan terhadap repurchase intention di Hotel Grand Tabona Kota Ternate, service quality berpengaruh positif dan signifikan terhadap customer satisfaction di Hotel Grand Tabona Kota Ternate, customer satisfaction berpengaruh positif dan signifikan terhadap repurchase intention di Hotel Grand Tabona Kota Ternate, dan service quality berpengaruh positif dan signifikan terhadap Repurchase Intention melalui customer satisfaction di Hotel Grand Tabona Kota Ternate.

Ternate city has several modern and traditional markets. This study focuses on the traditional markets. They are found in several locations, such as in Gamalama village, Dufa-Dufa village, and Bastiong village. Meanwhile the local government builds traditional markets in Kota Baru village. The existence of traditional markets as centers for trade contribute to the Local Own-source Revenue of the region from retributions. Ternate's Own-source Revenue increased during the period of 2010 to 2015, as well as the level of retribution as one of its contributing factor. This study aims to determine the development of traditional market retribution and their perks sector of the Local Own-source Revenue of Ternate City. This study was carried out in Ternate City. This study is a descriptive research with secondary data analysis. The data were analyzed with simple linear regression tools in time series formatted as Y = β + x. The study findings reveal that there is a very strong relationship between Local Own-source Revenue and traditional market retribution. The correlation coefficient (R) of 0.987 and the coefficient of determination (R2) of 0.975 illustrate 97.5% contribution to the revenue. It recommends the Ternate Local Government to perfectly manage the retribution to realize a positive relationship between the fees taken and the service provided. This is mutually beneficial between the government and the community in general.

This study discusses the spice (clove) trade in Ternate in the XV-XVII centuries by Arab, Chinese, Malay, Javanese, Makassar, Portuguese, Spanish, Dutch and English traders. The importance of clove commodities in Ternate in trading activities makes Ternate one of the international trade networks. This research uses the method of historical science and the study of multiculturalism. The research location is in Ternate City, North Maluku Province. The results showed that Ternate played an essential role in trading activities as a maritime kingdom. The spice route is not just a commodity trading route but also a commercial process that allows the exchange of values and cultures that have helped shape the identity of the Ternate community today. The purpose of this study was to analyze the influence of self-concept on deviant behaviour in the students of Ternate State Islamic Institute. The scope was limited to three problems, they were: 1) Self-concept of students of Ternate State Islamic Institute. 2) The deviant behaviour of students of the Ternate State Islamic Institute. 3) The significance level of self-concept influence on student’s deviant behaviour at the Ternate State Islamic Institute. This type of research was field research with a survey approach and psychological sampling technique by using a sampling quota of 77 people. The research instruments were questionnaire and documentation. The analysis techniques were descriptive and inferential statistical techniques. The results showed that: 1) the students’ self-concept of Ternate State Islamic Institute was in the medium category, it was 57%. 2) The students’ deviant behaviour of Ternate State Islamic Institute was in a low category, it was 8%. Self-concept has a significant effect on deviant behaviour among students of Ternate State Islamic Institute which was14.5%.

Abstrak
Pada pembelajaran sejarah lokal tentu sangat berperan sebagai alat dalam mengembangkan nilai-nilai multikultural. Situs sejarah Kesultanan Ternate tentu memiliki sarat akan makna/ nilai-nilai multikultural yang tekandung di dalamnya. Olehnya itu, telah dimanfaatkan oleh SMA Negeri 5 Kota Ternate. Fakta tersebut setidaknya menjadi magnet (menarik) bagi penulis sehingga melakukan penelitian mengenai pemanfaatan situs Kesultanan Ternate dalam pembelajaran sejarah lokal berbasis multikultural. Metode yang digunakan dalam penelitian ini yakni, kualitatif deskriptif naturalistik dengan tehnik pengumpulan data yaitu, tahapan observasi (pengamatan) inteview (wawancara), dokumentasi dan gabungan ketiganya. Sesuai dengan hasil penelitian yang telah diperoleh, pembelajaran sejarah lokal berbasis multikultural dengan memanfaatkan situs sejarah Kesultanan Ternate, telah memberikan dampak positif bagi pengetahuan, kreatifitas dan sikap siswa. Selain dari pengetahuan dan pemahaman terhadap aspek historis Kesultanan Ternate, kondisi masyarakat dan situs-situs peninggalan sejarah Kesultanan Ternate secara kritis, siswa juga dapat menerapkan sikap yang menjunjung nilai-nilai multikulturalisme sesuai dengan materi sejarah Kesultanan Ternate. Seperti sikap toleransi, tolong-menolong, menghargai pendapat orang lain dan berprasangka baik antar sesama tanpa melihat perbedaan etnis, suku, ras dan agama.

The development of the agricultural area in the city of Ternate is intended to create an equitable economic area throughout the city of Ternate. For this reason, research on the analysis of agricultural potential in the economic development of Ternate City is very important. This study aims, to determine the superior agricultural commodities in Ternate City, with LQ (location quotient) analysis. The results of LQ analysis can be seen that the commodity identified as the base commodity, namely palawijaya plant consisting of cassava, sweet potato and peanut corn, has the highest LQ value of 2.24 in West Ternate. Horticultural crops, namely mango, durian, breadfruit, salak, mangosteen and papaya, the highest LQ value was 0.93 in Moti sub-district. Whereas for horticultural crops, namely Chili, Long Beans, Cucumber, Onion, Kale, Tomato, Eggplant and Spinach, the highest LQ value was 1.4 8 in South Ternate.

Agroforestri merupakan sistem penggunaan lahan terpadu, yang memiliki aspek sosial dan ekologi, dilaksanakan melalui perpaduan antara pepohonan dengan tanaman pertanian dan atau ternak (hewan), baik secara bersama–sama atau bergiliran, sehingga dari satu unit lahan dapat diperoleh hasil–hasil nabati dan hewani secara optimal dan berkesinambungan. Tujuan dari penelitina ini yaitu (1) Melihat bagaimana pola pengembangan agroforestri di Kecamatan Pulau Ternate (2) Strategi apa yang diterapkan masyarakat dalam mengembangkan agroforestri Kecamatan Pulau Ternate. Pengambilan data dilakukan dengan observasi lapangan secara lansung di lahan agroforestri yang dipilih secara sengaja atau purposive sampling. Analisis strategis pengembangan agroforestri dilakukan menggunakan analisis SWOT (strengths, weakness, opportunity dan threats). Hasil penelitian menunjukkan perhitungan skor pada matrik EFAS dan IFAS pengembangan agroforestri di kacamatan Pulau Ternate berada pada posisi kuadran II (0.48 ;–0.27). Kuadran II merupakan situasi petani dalam menghadapi ancaman, namun petani masih memiliki kekuatan dari segi internal yaitu strategi yang harus diterapkan dengan menggunakan kekuatan untuk memanfaatkan peluang yang ada. Selanjutnya ditentukan strategi terpilih sebagai alternatif pengembangan yakni (1) sosialisasi kesadaran lingkungan dan pemahaman tentang manfaat agroforestri untuk meminimalisir terjadinya konversi lahan (S1, S3, S4, S5, T1, T3, T5), (2) mengembangkan pola agroforestri dengan penerapan teknologi untuk peningkatan produktifitas lahan dan produksi hasil yang tinggi dan beragam (S2, S3, S5, T1, T2, T3, T4, T5) dan (3) mempertahankan serta meningkatkan kualitas produk agroforestri (S1, S2, S3, T1, T2, T5).

The Ternate Archipelago Fishery has a strategic role in development of fisheries and marine affairs, namely as a center for marine fisheries activities.A properly functioning Nusantara Ternate Fishery will be a beneficial point between economic marketing activities at sea and economic marketing activities on land.The purpose of this research is to know the marketing management method of tuna fish at the Ternate Archipelago Fisheries.This research was conducted at the Ternate Archipelago Fishery in Bastiong Village, South Ternate City. The method of data collection was using secondary and primary data.Marketing of tuna exports was 621,951 (kg), in 2018 tuna exports were 540,450 (kg), in 2019 the number of tuna exports was 268,384 (kg), in 2020 tuna exports were 447,550 (kg) and in 2021 PPN Ternate carried out exports 589,767 (kg). Marketing exports of tuna from Ternate, North Maluku directly to Singapore, Vietnam while the aims of export destinations are Bitung, Makassar, Surabaya, Jakarta and Batam. The activity of the fishing business industry is increasing because during the Covid-19 pandemic in 2019-2020 tuna exports experienced a very significant decline.The marketing of tuna for PPN Ternate nationally and internationally is very promising for development, so the marketing strategy is needed to be implemented, including improving facilities and infrastructure, making technological efforts for the fishing boat and fishing gear.

The ground water tax is one of several local taxes levied in Ternate City which also plays a role in regional development. This study aims to determine the level of effectiveness of ground water tax collection in Ternate City and the amount of contributions made to the Ternate City regional tax and to determine the collection procedures imposed by the Ternate City Regional Tax and Retribution Management Agency as the authorized agency. This type of research uses qualitative methods with a descriptive approach. The results showed that ground water tax collection in Ternate was volatile. The effectiveness of the ground water tax for 2015-2016 gets very effective criteria the opposite is for 2017-2018, it gets ineffective criteria. This is because the target set in 2017-2018 rose to 100% and was not matched by the potential it had. The contribution of ground water tax in Ternate in 2015-2018 gets very less criteria, that is <2.5%. Groundwater tax collection procedure in Ternate City has been running well in accordance with applicable regulations. The stages of collection procedures are such as data collection and registration, determination, payment, supervision and reporting, billing.

This study aims to determine the implementation of Ternate Mayor Regulation Number 21 of 2018 concerning the Use of Local Products Typical of Ternate City, and to determine the factors that influence the implementation of the policy, using a qualitative descriptive method according to the theory of Public Policy Implementation from Donald S. van Metter. and Carl E. van Horn. The results showed that in maximizing the use of local products typical of the Ternate City area as measured by the level of income from product sales at the Tara No Ate Supermarket, 80 percent of the use of local products was dominated by users from outside the City of Ternate, and the remaining 20 percent was utilized by the people of Ternate City. This is because the socialization and motivational activities to the government, namely OPD within the Ternate City Government, Vertical Agencies, BUMN, BUMD, Private, and the community to use local and regional superior products have not been carried out optimally and consistently.

Linguistik antropologi memandang dan mengkaji bahasa dari sudut pandang antropologi, budaya, dan bahasa untuk menemukan makna di balik pemakaiannya. Nama-nama makanan tradisional bahasa Ternate ternyata masih jarang dilakukan sehingga perlu sekali ditelusuri termasuk nama makanan tersebut lainnya. Sebagaimana diketahui, nama makanan dalam bahasa Ternate yang sering muncul seperti papeda dan bagea kenari, asida, dan agi guraci, padahal nama makanan masih banyak yang lain. Kompleksitas makanan khas Ternate terletak pada keberadaannya yang dianggap sebagai fenomena budaya di Indonesia yang memiliki gejala-gejala budaya dengan kekhasan/keunikan tersendiri karena realitas sekarang nama makanan adalah salah satu peninggalan budaya yang awet dan lestari sehingga masih bertahan saat ini dengan pemunculan leksikon berupa nama makanan khas dalam bahasa Ternate. Tujuan dari penelitian yakni mengidentifikasikan dan mengklasifikasikan bentuk lingual sistem penamaan makanan dalam bahasa Ternate, menganalisis dan mendeskripsikan makna yang dikandung oleh makanan dalam bahasa Ternate.

The elite revival of the Ternate Sultanate after the New Order illustrated how the palace group played a new role in staying in its position as a clan of power in the local sphere. In this case, the emergence of the elite of the Ternate Sultanate can be understood and interpreted in three respects. First, the rise of feudalistic power in the region to strengthen political position stemmed from cultural construction based on history and genealogical similarities. Second, the individual revival of the Sultan of Ternate MudafarSyah in the name of the Sultanate institution as his political vehicle. Third, there is the elite desire of the Ternate Sultanate to be more institutionally accommodated into the formal government political stage. This reality shows the political participation of the Ternate Sultanate in the post-independence domain of local politics until now, is an important field of historical research. As a historical phenomenon, the process of dynamics of local politics like this is interesting to study, because the Sultan of Ternate has long been a part of the history of politics in North Maluku. Also, there is an implicit message about how partial Indonesian political studies are if they only focus on the dynamics of national politics. In the case, there are several national political issues which can initially be pursued from the region and vice versa Kebangkitan elite Kesultanan Ternate pasca-Orde Baru mengambarkan bagaimana kelompok istana memainkan peran baru agar tetap berada pada posisinya sebagai pengenggam kekuasaan di ranah lokal. Dalam hal ini, apat dipahami bahwa ada tiga faktor yang menyebabkan kemunculan elit Kesultanan Ternate Pertama, bangkitnya kekuasaan feodalistik di daerah untuk memperkuat posisi politik bersumber dari konstruksi budaya yang berbasiskan pada sejarah masa lalu maupun kesamaan genealogis. Kedua, kebangkitan secara individual Sultan Ternate Mudafar Syah dengan mengatasnamakan institusi kesultanan sebagai kendaraan politiknya. Ketiga, adanya keinginan elite Kesultanan Ternate untuk lebih diakomodasikan secara institusional ke dalam panggung politik pemerintahan formal. Realitas tersebut menunjukkan partisipasi politik Kesultanan Ternate dalam ranah politik lokal pasca-kemerdekaan hingga kini, merupakan sebuah bidang penelitian sejarah yang penting. Sebagai sebuah fenomena historis, proses dinamika politik lokal seperti ini menarik untuk diteliti, karena telah sejak lama para Sultan Ternate menjadi bagian dalam sejarah perpolitikan di Maluku Utara. Selain itu, ada sebuah pesan implisit tentang betapa parsialnya kajian politik Indonesia bila hanya memfokuskan pada dinamika politik nasional saja. Lokasi tujuan wisata gastronomi yang banyak mengakibatkan pengunjung sulit mencari lokasi dan restoran yang sarat makna dan sesuai dengan yang diinginkan apalagi dengan rute perjalanan di Kota Ternate yang memiliki beberapa titik yang hanya satu arah. Adanya perkembangan teknologi mobile berbasis linux seperti android sebagai sistem operasi smartphone yang cukup populer di kalangan masyarakat umum. Android memiliki biaya yang tergolong murah dan bersifat opensource memungkinkan pengguna dapat mengembangkan fitur pemetaan yang komprehensif dengan komponen atraksi wisata gastronomi di Kota Ternate seperti restoran, pusat oleh-oleh, tempat penyelenggaraan cooking class, dan lainnya. Metode yang dilakukan dalam penelitian ini adalah penelitian eksploratif serta deskriptif analisis untuk mengumpulkan data yang memiliki komponen sebagai atraksi wisata yaitu nama restoran/pusat oleh-oleh/cooking class, lokasi, aksesibilitas, amenitas, pengelola, deskripsi, nilai unik dan unggul. Tujuan dari penelitian ini adalah untuk membuat desain android aplikatif tentang sistem informasi pemetaan wisata gastronomi yang komprehensif di Kota Ternate sebagai atraksi wisata yang dapat diakses secara online.

The Sultanate of Ternate is one of the four sultanates in North Maluku. Evidence of the existence of the Sultanate of Ternate is the existence of the Sultanate Mosque, one of the oldest and largest Sultanate mosques in the Sultanate of Ternate is Sigi Lamo which keeps a history of Islamic civilization and culture that still stands today. Until now, the mosque is still standing and has become the center of life for Muslims in Ternate, as a reference in fostering customs, culture and religion. The direction of the Qibla which is part of the valid requirements of prayer is an important thing in carrying out prayer services. Sigi Lamo which is a historical mosque, in determining the direction of the Qibla has been established since its inception. The direction of the Qibla of the Sigi Lamo Mosque in the Sultanate of Ternate has not changed since its inception until now, because of the sacredness of the mosque. Therefore, the author wants to examine the accuracy of the direction of the Sigi Lamo Qibla and in view of the fiqh facing the Qibla and the culture of the Ternate people. This study used a qualitative research method with a descriptive analysis approach. The purpose of this study was to determine the accuracy of the Qibla direction of the Sigi Lamo Mosque in the Sultanate of Ternate and its relationship with Fiqh. The results showed that the direction of the Qibla of the Sigi Lamo Mosque in the Sultanate of Ternate deviated from the direction of the Qibla by 20 ° 24'10 "to the south, whereas the direction of the qibla that should have been 290 ° 24'10" (too westward). This deviation occurs because of the opinion of the surrounding community about the sacredness of the mosque building and the direction of the Qibla.
Abstrak. Masjid menduduki posisi penting bagi kehidupan umat Islam, tidak hanya dalam ritual ibadah saja, namun juga dalam berbagai aspek kehidupan umat Islam. Kesultanan Ternate adalah salah satu dari empat kesultanan yang berada di Maluku Utara. Bukti dari eksistensinya Kesultanan Ternate ialah masih berdirinya Masjid Kesultanan, salah satu masjid Kesultanan yang tertua dan terbesar di Kesultanan Ternate ialah Sigi Lamo yang menyimpan sejarah peradaban dan kebudayaan Islam yang masih berdiri hingga sekarang. Hingga saat ini masjid tersebut masih kokoh berdiri dan menjadi sentra kehidupan umat Islam di Ternate, seperti menjadi rujukan dalam pembinaan adat, budaya, dan agama. Arah kiblat yang merupakan bagian dari syarat sah Shalat menjadi hal yang penting dalam melaksanakan ibadah shalat. Sigi Lamo yang merupakan masjid yang bersejarah, dalam penentuan arah kiblat telah di tetapkan sejak awal di dirikan. Arah kiblat Masjid Sigi Lamo Kesultanan Ternate sejak awal didirikan hingga saat ini tidak mengalami perubahan, karena kesakralan dari Masjid. Oleh karenanya, penulis ingin meneliti akurasi arah kiblat Sigi lamo serta di tinjau dari fiqh menghadap kiblat serta kebudayaan masyarakat Ternate. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif analisis Tujuan dari penelitian ini adalah untuk mengetahui akurasi arah kiblat Masjid Sigi Lamo Kesultanan Ternate dan hubungannya dengan Fiqh. Hasil penelitian menunjukkan bahwa arah kiblat Masjid Sigi Lamo Kesultanan Ternate menyimpang arah kiblatnya sebesar 20°24'10" ke arah selatan, padahal arah kiblat yang seharusnya adalah 290°24'10" (terlalu ke arah Barat). Penyimpangan tersebut terjadi karena anggapan masyarakat sekitar tentang kesakralan bangunan masjid berikut arah kiblatnya.

Metode yang dipakai dalam mendapatkan<br />data adalah metode sejarah, yang terdiri atas; heuristik, kritik, interpretasi dan historiografi. Setelah<br />heuristik maka tahap yang kedua adalah kritik atas data yang telah diperoleh. Apakah data tersebut perlu<br />dipakai dan cocok dengan topik yang sedang diteliti atau tidak. Tahapan berikutnya adalah interpertasi.<br />Tahap ini dimaksudkan agar tidak terjadi penerimaan data mentah, tetapi harus ada interpertasi atas<br />data yang telah ditemukan. Kemudian tahapan yang terakhir adalah penulisan atas data yang sudah<br />dianggap valid. Rempah-rempah sebagai komoditi utama yang menjadi salah satu penyebab kehadiraan<br />orang Melayu ke Ternate. Rempah-rempah dibeli dengan harga yang murah di Ternate, dan dijual di<br />wilayah lain akan mendatangkan keuntungan berlipat ganda. Nahkoda Ismail sebagai orang Melayu yang<br />datang dan pergi dari Malaka ke Ternate untuk membawa pedagang Melayu untuk membeli rempahrempah.<br />Bukti yang masih terlihat hingga sekarang adalah Benteng Gamlamo atau Benteng Orangje.<br />Yang mana benteng ini pernah menjadi gudang penyimpanan barang dagangan orang Melayu. Datuk<br />Maula Husain, orang Melayu yang sangat berperan dalam proses masuk dan berkembangnya Islam di<br />Ternate. Beliau mempunyai suara yang merdu dalam membaca al-Quran sehingga orang Ternate ingin<br />untuk mengikutinya, dan diundang oleh sultan Ternate untuk mengajarkan baca-tulis al-Quran kepada<br />orang-orang yang ada di kesultanan Ternate. Masjid kesultanan Ternate awalnya berada di kampung<br />Melayu, namun setelah itu dipindahkan ke tempat yang sekarang.</p>

The aim of this study was to identify the significant relationship between perception and behavior, the gap in the behavior of the IAIN Ternate academic community towards Islamic banking to become partners in products and services for the socialization and development of Islamic banks, and to transform the behavior of the IAIN Ternate academic community towards Islamic banking. This study uses a quantitative descriptive analysis method and is a survey study. From the entire academic community of IAIN Ternate, samples were taken using a random sampling technique. The study's findings demonstrate that the academic community of IAIN Ternate bases its decision to associate with Islamic banks primarily on rationalist and ideological conceptions, with considerations based on economic perceptions accounting for the remainder. The academic community at IAIN Ternate, however, does not behave in a way that is consistent with explicitly religious beliefs; rather, it is motivated by economic perceptions, which are in turn influenced by elements such as comfort, safety, and satisfaction as well as speculative actions. Because respondents' comments suggested a favorable attitude toward sharia banking, the study's findings also suggest that the goods and services employed to build sharia banks in Ternate City had considerable potential.Keywords: Reaction; Academic Community; Sharia Banking.

Penelitian ini bertujuan untuk meneliti sejauh mana perkembangan dan kemajuan penerapan manajemen risiko pada perbankan Syariah di Kota Ternate. Populasi dari penelitian ini adalah dua Bank Syariah yang ada di Kota Ternate yaitu: Bank Syariah Mandiri dan Bank Muamalat dan sampelnya adalah manajer dan staf tiap-tiap bank yang menangani manajemen risiko. Metode pengambilan sampel yang digunakan dalam penelitian ini adalah purposive sampling. Dalam pengambilan data penelitian ini mengunakan metode wawancara dan menyebarkan kuesioner. Analisis data yang digunakan adalah analisis deskriptif dan analisis kualitatif.
Hasil penelitian ini menunjukan bahwa : (a). Pemahaman risiko dan manajemen risiko pada Bank Muamalat maupun Bank Syariah Mandiri kantor Cabang Ternate semuanya masuk dalam kategori baik. (b). praktek manajemen risiko pada bank Muamalat maupun Bank Syariah Mandiri kantor Cabang Ternate mayoritas menilai bahwa praktek manajemen risiko sudah masuk dalam kategori baik. Namun sebanyak 21,4% di Bank Muamalat dan 13,3% di Bank Syariah Mandiri menilai cukup. (c). Bank Muamalat maupun Bank Syariah Mandiri kantor Cabang Ternate menilai identifikasi risiko masuk dalam kategori baik. Namun sebanyak 7,1% di Bank Muamalat 13,3% di Bank Syariah Mandiri menilai cukup. (d). Bank Muamalat maupun Syariah Mandiri kantor Cabang Ternate mengatakan penilaian dan analisis risiko masuk dalam kategori baik. Namun sebanyak 28,6% di Bank Muamalat dan 6,7% pada Bank Syariah Mandiri yang menilai cukup. (e). Bank Muamalat maupun Bank Syariah Mandiri kantor cabang Ternate semuanya mengatakan baik tentang pelaksanaan monitoring dan pemantauan risiko. (f). Dengue Hemorrhagic Fever (DHF) is an endemic disease and it’s still a health problem in Ternate City. DHF is reported to occur every year and spread throughout the Districts in the Ternate Island region. Studies with epidemiological approaches according to people, places, and times that describe the incidence of DHF within a period of 10 years need to be known as an evaluation in the control program. The variables examined in this study were gender, age, number of deaths, the incidence of DHF in the subdistrict, and endemicity status. The results showed that male families suffered more DHF than female with 507 male sufferers while 411 female sufferers. The majority of DHF in the age group of 5-14 years with 507 people. The number of deaths resulting from dengue fever cases in 10 years was 31 people. The highest DHF incidence rate was in South Ternate sub-district with 379 cases and the lowest was in Ternate Island sub-district with 15 cases. Endemicity status in 2019 is endemic nine villages, sporadic 45 and seven potential villages. The conclusion of this study is the incidence of dengue hemorrhagic fever is more in men, with the age group of 5-14 years. DHF occurs throughout the year in all districts within the Ternate City area.

Penelitian ini dilaksanakan di Unit Tempat Pelelangan Ikan (TPI) Pelabuhan Perikanan Nusantara Ternate pada bulan Mei 2020, dengan metode observasi dan wawancara langsung dengan penjual ikan di TPI Higienis, nelayan yang mendaratkan ikan dan pihak PPN Ternate. Analisis data yang digunakan dalam penelitian ini analisis deskriptif dengan penyajian data dalam bentuk grafik, tabel, presentase, frekuensi, diagram, grafik, mean, modus untuk mengkaji jenis ikan, jumlah produksi ikan, nilai jual dan distribusi daerah penangkapan ikan yang dipasarkan pada Unit Tempat Pelelangan Ikan Higienis. Hasil penelitian didapat bahwa jenis ikan pelagis dipasarkan di TPI Higienis PPN Ternate didominasi oleh ikan cakalang, ikan layang, ikan madidihang, ikan tongkol dan ikan kembung, dengan daerah penangkapan ikan yang di daratkan di PPN Ternate adalah daerah Ternate, Tidore, Makian, Kayoa dan Bacan. Jumlah produksi total pada tahun 2018 adalah sebesar 4.605.737 ton dengan nilai jual perjenis ikan pelagis berkisar antara Rp. 10.000-20.000 per kg.

<p><strong>Abstract</strong></p><p>This study was aimed at discovering the perception of the financial workers in SKPDs in Ternate city about the effect of effectiveness in internal control, the organization s ethic culture and compliance to accounting rules on the tendency of accounting fraud. This study was conducted with SKPDs of the Ternate cities Government, as one of the implementing lamenting of the region’s government in the form of offices. The sample consisted of 72 workers in the offices of the Ternate cities government. The data collection was done by distributing questionnaires with a set of questions or statements to the respondents to be answered using Likert scale. The data analysis techniques used were validity and reliability testing, normality testing, Mullticolinearity testing, Heteroscedasticity testing and hypothesis testing using SPSS program 21.0 for Windows. The results showed that: (1) there was a negative and significant effect between the effectiveness in internal control and the tendency of accounting fraud in the SKPDs in Ternate city, (2) there was a negative and significant effect between the organization’s ethic culture and the tendency of accounting fraud in the SKPDs in Ternate city, (3) there was a negative and significant effect between the compliance to accounting rules and the tendency of accounting fraud in the SKPDs in Ternate city.</p><p><strong>Abstrak</strong></p><p>Penelitian ini bertujuan untuk menggali persepsi para pegawai pengelola keuangan pada Satuan Kerja Perangkat Daerah (SKPD) Kota Ternate mengenai pengaruh efektifitas pengendalian internal, budaya etis organisasi dan ketaatan aturan akuntansi terhadap kecenderungan kecurangan akuntansi. Penelitian ini dilakukan pada SKPD Pemerintah Kota Ternate, yaitu salah satu unsur pelaksanaan pemerintah daerah yang berupa dinas-dinas. Sampel penelitian ini sejumlah 72 pegawai pada dinas-dinas Pemerintah Kota Ternate. Pengumpulan data dilakukan dengan cara penyebaran kuesioner dengan memberi seperangkat pertanyaan atau pernyataan tertulis kepada responden untuk dijawabnya dengan menggunakan skala likert. Teknik analisis data yang digunakan yaitu uji validitas dan reliabilitas, uji normalitas, uji multikolinearitas, uji heteroskedastisitas, dan uji hipotesis menggunakan analisis regresi linear berganda (Multiple Regression Analysis) dengan menggunakan program SPSS 21.0 for Windows. Hasil penelitian ini menunjukkan bahwa: (1) terdapat pengaruh negatif dan signifikan antara efektifitas pengendalian internal terhadap kecenderungan kecurangan akuntansi pada Satuan Kerja Perangkat Daerah (SKPD) Kota Ternate, (2) terdapat pengaruh negatif dan signifikan antara budaya etis organisasi terhadap kecenderungan kecurangan akuntansi pada Satuan Kerja Perangkat Daerah (SKPD) Kota Ternate, (3) terdapat pengaruh negatif dan signifikan ketaatan aturan akuntansi terhadap kecenderungan kecurangan akuntansi pada Satuan Kerja Perangkat Daerah (SKPD) Kota Ternate.</p>

The article demonstrates how the Sultanate of Ternate in the Moluccas has survived in post-authoritarian Indonesian politics by analysing the political performances of the Sultan of Ternate and his immediate family members. The success of Sultan Mudaffar Syah in the political arena has contextualised the literature on land-based political economy, something that has largely been neglected. Combining in-depth interviews, observations, and document study, I argue that the Sultan's political achievements were the result of his transforming Ternate's coastal aristocracy into a land-based one, sidestepping the Basic Agrarian Law (BAL) of 1960 by transferring land management and ownership to indigenous communities while still maintaining economic control. However, his wife and children have failed politically, not only because they are not part of the traditional aristocratic structure (and thus have no control over land) but also because of internal fragmentation.

Internet tidak hanya berdampak pada hal positif melainkan juga pada hal negatif. Di Ternate penggunaan internet terus tumbuh hal ini karena semakin mudah dalam mengakses internet. Namun laporan secara ilmiah mengenai penggunaan internet di Kota Ternate belum ada. untuk itu, bagaimana mengetahui penggunaan internet dikalangan anak SD di kota Ternate. Penelitian itu bertujuan untuk mencari tahu penggunaan internet di Kota Ternate dengan cara survey secara langsung kepada kalangan anak SD di kota Ternate. Selain itu, data-data dari hasil survey kemudian di <em>cluster</em> dengan menggunakan algoritma <em>k-means clustering</em>. kemudian dilakukan validasi <em>clustering</em> dengan <em>davies bouldin index</em>. Hasil dari penelitian ini dari 933 responden diperoleh 51,45 % siswa SD di kota Ternate aktif di jejaring sosial dengan 53,70% di <em>whatsapp</em>, 40,30% di <em>instagram</em> dan 27,80% di facebook. Untuk aktivitas ketika membuka youtube terdapat 61,60% sering menonton video di youtube dengan 61,60% video karton, komedi 49,80% dan konten edukasi 28,40%. Sedangkan untuk game online, yang aktif dalam bermain game online yaitu 49,41%. Untuk penerapan algoritma clustering k-means pada 32 sekolah SD di Kota Ternate diperoleh cluster terbaik saat pembagian 4 cluster, hal ini berdasarkan nilai davies bouldin index yang diperoleh sebesar 0,773 lebih kecil dibandingkan dengan pembagian cluster lainnya.</p><p class="Abstrak"> </p><p class="Abstrak"><em><strong>Abstract</strong></em></p><p class="Abstrak"><em>The use of the internet in the global community continues to grow, not only in adults but also in children. The internet does not only have positive effects but also negative things. In Ternate the use of the internet continues to grow because it is easier to access the internet. However, scientific reports regarding the use of the internet in the city of Ternate do not yet exist. for that, how to find out the use of the internet among elementary school children in the city of Ternate. The research aims to find out the use of the internet in the city of Ternate by means of a direct survey among elementary school children in the city of Ternate. In addition, the data from the survey results are then clustered using the k-means clustering algorithm. Then the clustering validation was performed with the bouldin index davies. The results of this study of 933 respondents obtained 51.45% of elementary school students in Ternate were active in social networks with 53.70% on whatsapp, 40.30% on Instagram and 27.80% on Facebook. For activities when opening YouTube there are 61.60% often watching videos on YouTube with 61.60% cardboard videos, comedy 49.80% and educational content 28.40%. As for online games, those active in playing online games are 49.41%. For the application of the k-means clustering algorithm in 32 elementary schools in Ternate, the best cluster was obtained when the division of 4 clusters, this was based on the bouldin index davies value obtained by 0.773 smaller than the other cluster divisions.</em></p>

The Effectiveness of Zakat Collection Management at the National Amil Zakat Agency (BAZNAS) of Ternate City-This study aims to analyze the effectiveness of the management of zakat fund collection carried out by the amil zakat agency. The National Amil Zakat Agency (BAZNAS) is a state institution authorized to administer (collect) zakat, infaq, and shodaqoh. The BAZNAS Ternate collects zakat from Civil Servants in the Ternate City Government. However, the realization of the collection of zakat from civil servants has not been effective, as indicated by the low amount of zakat collected from civil servants. Qualitative field research method with primary data is interviews with BAZNAS Ternate commissioners and secondary data documents relevant to the management of zakat fund collection in BAZNAS Ternate city. The results of the study stated that the management of zakat collection was less effective because of the weakness of the prospective muzakki outreach strategy, inappropriate socialization methods, and lack of publicity.

The research method used in this study is the type of research is descriptive research with a qualitative approach. The results of this study indicate that there are several factors that cause a decrease in the intensity of tourist visits in Sulamadaha Beach Tourism by using the concept of Sapta Charms, namely safe factors, orderly factors, and friendly factors, Ternate City Tourism Office has also designed several programs to stabilize the problem. One of the efforts made by the agency is to add supporting facilities to tourist attractions.

This study is intended to describe or analyze the implementation of Total Quality Management (TQM) at Alkhairaat Islamic Boarding School Kalumpang Ternate, in addition to finding the implementation of Total Quality Management at Alkhairaat Islamic Boarding School Kalumpang, Ternate has been following the planning to achieve quality targets. Therefore, the method used is qualitative-descriptive through the sociological-historical approach. In this study, data acquisition was carried out through observation, interviews, documentation, and a search for literature studies of references related to the object of research. The findings showed that Alkhairaat Islamic Boarding School Kalumpang Ternate students do not stay/live in the dormitory. Furthermore, Alkhairaat Islamic Boarding School Kalumpang Ternate uses the pattern of Islamic Boarding School, but the system and mechanism do not use Islamic Boarding School. Islamic Boarding School is identical with kiyai as the head, but the existence of Alkhairaat Islamic Boarding School Kalumpang Ternate head or ustad (as the people of North Maluku call it) is not visible. Accordingly, in the implementation of Total Quality Management in Alkhairaat Islamic Boarding School Kalumpang Ternate, there are four components for quality improvement, there are organizing process quality based boarding school education, organizing service quality based boarding school education, organizing environmental quality based boarding school education, and organizing Human Resources (HR) quality based boarding school education. Quality improvement of each component has its plan, control, and improvement process. The education at Alkhairaat Islamic Boarding School Kalumpang Ternate in its application is following planning based on Total Quality Management (TQM) and in its implementation continuous improvement is carried out.

Spatial interactions are very influential in the development of regional potential. Spatial interactions that occur through complementary processes, transferability and intervening opportunities then develop towards the establishment of cooperation systems between regions. This paper uses a combination of quantitative approaches. Data obtained through observation, surveys, and documentation. The accumulation of potentials and regional problems as the basis of the linkages in regional development. Spatial interaction development of dominant potential develops in Ternate City and the support of more adequate transportation facilities and infrastructure reconditions the position of Ternate City as a market area, Tidore Islands City and West Halmahera Regency as generating areas or potential areas. Hasil penelitian menunjukkan bahwa akumulasi potensi dan permasalahan wilayah sebagai dasar keterkaitan dalam pengembangan wilayah. Tujuan dari penelitian ini untuk mengetahui keterampilan metakognisi siswa pada mata pelajaran IPA Biologi SMP di Kota Ternate. Metode yang digunakan dalam penelitian menggunkan pendekatan diskriptif kuantitatif. Teknik pengumpulan sampel yaitu dengan menggunakan cara random, penentuan sampel dilakukan secara strata berdasarkan wilayah, yang terdiri dari SMP Negeri 4 wilayah kota dan SMP Negeri 11 wilayah pulau Ternate, denga jumlah sampel sebanyak 40 siswa yang terdiri dari 20 siswa SMP Negeri 4 dan 20 siswa SMP Negeri 11pulau Ternate. Data yang dikumpulkan berupa hasil tes, dengan jumlah sebanyak 5 soal dan bentuk soal esaay yang disusun berdasarkan tiga indikator peneilaian keterampilan metakognisi. Berdasrkan hasil penelitian diperoleh nilai rata-rata keterampilan metakognisi siswa kelas VII SMP 4 Kota Ternate sebesar 57,18 dan SMP Negeri 11 pulau Ternate sebesar 48,63 dengan selisih perolehan 8,55 namun kedua sekolah masuk pada kategori Development, dapat dikatakan bahwa keterampilan metakognisi siswa masih rendah. Renadahnya keterampilan metakognisi siswa diduga karena guru belum memberdayakan keterampilan metakognisi dengan baik. Pendekatan pembelajaran yang digunakan guru masih bersifat konvensional.

Kota Ternate adalah pusat pelajar di Provinsi Maluku Utara. Beberapa kasus kekerasan dan pengedaran narkoba di Kota Ternate sangat meresahkan pihak orangtua dan sekolah. Pengabdian ini bertujuan untuk memberikan solusi bagi pihak sekolah dan pelajar dalam mencegah kekerasan dan penyebaran anrkoba dengan mengintegrasikan suatu model pengabdian GEN AKTIF dalam ekstrakurikuler. Dua sekolah model digunakan sebagai mitra yakni SMP IT Albina Ternate dan SMA Nurul Hasan Kota ternate. Pelaksanaan IbM dimulai dengan kegiatan sosialisasi Anti Narkoba berupa Olimpiade Anti Narkoba untuk pelajar SMA Sekota Ternate. Tahapan kedua ialah pendempingan mengenai GEN AKTIF dan penyuluhan anti narkoba, anti kekerasan dan anti aids. Pendampingan mengambil waktu selama empat bulan yang dilaksanakan disekolah masing-masing. Selanjutnya evaluasi oleh tim pengabdi. Semua rangkaian usulan tersebut dapat dilakukan dengan program IbM pelajar Kota Ternate dalam GEN AKTIF (Generasi anti kekerasan, narkoba dan zat adiktif). Rangkaian program melibatkan siswa secara langsung dalam mengelola kegiatan dan pembentukan model komunitas sekolah bernuansa anti kekerasan dan narkoba dikalangan pelajar. Akhir program, tim mendapatkan perubahan pengetahuan peserta baik dari SMP maupun SMA tentang narkoba, aids dan kekerasan, yakni : pengetahuan peserta SMA rata-rata meningkat dari 30% menjadi 67%; peserta SMP meningkat dari 22% menjadi 61% pada tes akhir. Respon peserta juga menyatakan bahwa 100% peserta senang dengan kegiatan ini, dan 93% peserta mendapat pengalalan baru dan bermanfaat bagi masa depan.

Riset ini bertujuan buat mengenali apakah pemasukan kios, harga serta modal mempengaruhi terhadap pasar modern. Ada pula variabel yang digunakan merupakan pemasukan, harga, serta modal selaku variabel leluasa setelah itu pasar modern selaku variabel terikat. Penelitian ini menggunakan data primer yang di dapatkan melalui wawancara dan penyebaran kuesioner kemudian alat analisis yang digunakan yaitu Uji Analisis Regresi Linier Berganda dengan bantuan software SPSS- 20. Hasil membuktikan kalau secara parsial variabel pemasukan mempengaruhi positif serta tidak signifikan terhadap pasar modern di Kota Ternate, sedangkan harga pula mempengaruhi positif serta signifikan terhadap pasar modern di Kota Ternate, sebaliknya modal pula mempengaruhi positif serta signifikan terhadap pasar modern di Kota Ternate. Dan jika dilihat secara simultan variabel pendapatan, harga, dan modal memiliki pengaruh secara bersama sama terhadap pasar modern di Kota Ternate.

This research aims to analyze the influence of the Kirkpatrick evaluation level on the quality of learning systems in UPBJJ-UT Ternate students. Kirkpatrick evaluation was conducted through four levels: reaction, learning, behavior, and results. This research is a quantitative study with a sample of UPBJJ-UT Ternate Students who registered in 2020.1 and followed tutorials in Ternate, Falabisahaya, and Bobong. The sampling technique used is purposive sampling with a sample number of 84 respondents. Data collection techniques using questionnaires. The data analysis technique used in this study is multiple linear regression analysis with smart-PLS static tools. The results showed that all attributes of Kirkpatrick's evaluation level of reaction, learning, behavior, and result levels had a positive and significant effect on the quality of learning at UPBJJ-UT Ternate open university.

Pemerintah melalui Instruksi Presiden Nomor 6 Tahun 2020 telah memerintahkan kepada Gubernur, Bupati dan Walikota untuk menetapkan peraturan di daerah yang mengatur tentang kewajiban masyarakat untuk mematuhi protokol kesehatan, baik kepada perorangan, pelaku usaha, pengelola, penyelenggara, atau penanggung jawab tempat dan fasilitas umum serta memuat sanksi terhadap pelanggaran protocol kesehatan. Hal ini kemudian telah ditindak lanjuti oleh pemerintah Kota Ternate dengan mengeluarkan Peraturan Walikota Ternate No 13 Tahun 2020 tentang Penggunaan Masker Dan Pembatasan Jarak Fisik Dalam Pencegahan Penyebaran Wabah Penyakit Menular dan Corona Virus Desease (COVID-19) di Kota Ternate. Namun dalam prakteknya masyarakat Kota Ternate masih banyak yang belum mematuhi dan menerapkan protokol kesehatan dilingkungannya masing-masing. Aktifitas masyarakat masih dilakukan dengan mengabaikan penggunaan masker, menjaga jarak serta mencuci tangan setelah beraktifitas. Hal ini tentunya dikhawatirkan akan menambah daftar penderita yang terkonfimasi positif.

Pada bulan Oktober 1983 yang lalu dalam suatu kunjungan ke Maluku telah dikunjungi pula pulau-pulau Ternate. Pulau ini telah dikenal sejak beberapa abad yang lalu karena di pulau ini pernah terdapat sebuah kerajaan yang bernama Kerajaan Ternate. Kerajaan ini didirikan kira-kira pada abad ke-13 dan mengalami keruntuhan pada abad ke-20. Raja Ternate yang pertama adalah Cico alias Mashur Malamo, sedangkan sultan yang terakhir bernama lskandar Muhammad Jabir Syah. Selama kerajaan tersebut berdiri terdapat 20 orang raja dan 26 Sultan yang pernah memerintah.

This study aims (1) to determine the application of criminal sanctions to violations of traffic signaling devices (TST) based on Law No. 22 of 2009 in the City of Ternate. (2) what are the factors that influence the imposition of sanctions for violations of traffic signaling devices as seen from Law Number 22 of 2009. This research was conducted in the jurisdiction of the City of Ternate. The type of research used is empirical, namely research using an approach model by looking at the legal reality in society. In this study, the authors conducted interviews with the Satlantas Polres Kota Ternate and also made direct observations in the field and also distributed questionnaires. This study uses qualitative and quantitative analysis techniques. The results showed that the application of sanctions for violations of TST in Ternate City in accordance with Law No. 22 of 2009 concerning Road Traffic and Transportation has not been effectively implemented in Ternate City because every year there is an increasing number of TST violations. In the application of sanctions for traffic violations, a mature concept is needed and can be used properly so that the implementation of sanctions carried out can run in accordance with the applicable law, the concepts used are traffic management, traffic control activities and traffic control activities. presumably can help in the application of sanctions for violators so that it can create comfort in traffic. In the application of APIIL criminal sanctions in Ternate City, there are factors that influence the application of sanctions against TST violations in Ternate City, namely, law enforcement factors, community legal awareness factors are still weak to comply with TST, facilities and facilities factors and disciplined cultural factors from motorized vehicle drivers. which is still very lacking.

The Gamkonora people are an ethnic group in Indonesia whose members have an outstanding linguistic ability: they are able to speak more than two languages, that is, two or more of Gamkonora, Ternatan-Malay, Ternate, andBahasa Indonesia. The use of these languages is related to the residual traces of the powers that have ruled the area in the history of North Maluku: the Ternate sultanate, European colonialists and Indonesian central government since independence. Re?ecting on the current language behaviour of the Gamkonoran younger generation, which tends to be the Indonesian language (read Malay); the authors question how far the Gamkonorans Indonesian language ability has in?uenced their Gamkonoran language and culture. Through ethnographic studies, the authors found that two languagesIndonesian and Gamkonoranhave di?erent roles in their culture. Therefore, the language shift toBahasa Indonesia by Gamkonoran youth will not replace the Gamkonoran language because the use of their tribal language is supported by their traditional institutions.

Minimnya kemampuan, kreativitas dan pengalaman guru PAUD dalam memanfaatkan alat dan bahan yang tersedia walaupun secara sederhana dalam pembelajaran di kelas merupakan salah satu alasan diadakan kegiatan Program Pengabdian Masyarakat (PPM) tentang Alat Permainan Edukatif (APE) yakni playdough di gugus PAUD Kota Ternate khususnya di gugus PAUD Ternate Tengah. Adapun tujuan kegiatan PPM ini adalah untuk memberikan pengetahuan/pemahaman tentang APE playdough kepada guru-guru PAUD di gugus Ternate Tengah untuk meningkatkan kemampuan motorik halus, memberikan keterampilan kepada guru PAUD tentang APE playdough sebagai salah sumber belajar di lingkungan sekolah. APE merupakan bagian yang tidak terpisahkan dalam pembelajaran anak di TK karena alat permainan tersebut akan menunjang kegiatan pembelajaran anak secara efektif dan menyenangkan serta mengembangkan berbagai potensi yang dimiliki anak secara optimal. Dalam pelaksanaan kegiatan pengabdian ini guru PAUD gugus Ternate Tengah diberikan pelatihan pembuatan APE playdough berupa tanya jawab, demonstrasi ,diskusi dan evaluasi kegiatan. Luaran yang dicapai yaitu meningkatkan pengetahuan, kemampuan, pengalaman dan kreatifitas guru-guru PAUD se-gugus Kota Ternate dalam memanfaatkan playdough sederhana menjadi alat permainan edukatif (APE), terjalinnya kerjasama guru-guru PAUD terkait dan institusi Universitas dalam upaya peningkatan kualitas pembelajaran bagi anak usia dini, publikasi jurnal dan publikasi media massa.
