Country life may not be as healthy for children as we would like to think. More rural children under five years of age die as the result of accidents than their city counterparts. To raise awareness of this problem, the Child Accident Prevention Foundation of Australia is conducting a Rural Child Safety Project with the Southern Mallee Councils Group in Victoria over a twelve month period. The project was launched in Swan Hill on 21 August 1991 by the Hon. Caroline Hogg, Minister for Ethnic, Municipal and Community Affairs. The launch took place at a local Primary School and was attended by local government representatives and community leaders.

Abstract (sommario):

Introduction: while some of scholars believe that combining adult and adolescent suicidal behavior findings can result in misleading conclusions, some of researchers have stated that suicidal behavior may be a different phenomenon in adolescents than in adults. Hence, in the present study, the clinical profile of suicidal behavior among adult and child & adolescent psychiatric inpatients, has been compared with each other, to assess their resemblances or variances, in a non-western, local patient population. Methods: five acute academic wards, which have been specified for admission of first episode adult psychiatric patients, and five acute non-academic wards, which have been specified for admission of recurrent episode adult psychiatric patients, had been selected for current study. In addition, child & adolescent section of Razi psychiatric hospital was the field of appraisal concerning its specific age-group. All inpatients with suicidal behavior (successful suicide and attempted suicide, in total), during the last five years (2013-2018), had been included in the present investigation. Besides, clinical diagnosis was based on Diagnostic and Statistical Manual of Mental Disorders, 5th edition. Intra-group and between-group analyses had been performed by ‘comparison of proportions’. Statistical significance as well, had been defined as p value ≤0.05. Results: As said by results, during a sixty months period, sixty-three suicidal behaviors among adult patients, including one successful suicide and sixty-two suicide attempts, and fourteen suicide attempts among child & adolescent patients, without any successful one, had been recorded by the security board of the hospital. While among adults and child & adolescent patients no significant gender-based difference was evident, with respect to suicidal conduct, among adults, the most frequent mental illness was bipolar I disorder, which was significantly more prevalent in comparison with other mental disorders. The other disorders included schizophrenia, major depressive disorder, personality disorders (borderline & antisocial), substance abuse disorders, and adjustment disorder. Among child & adolescent subjects, the most frequent mental illness was, once more, bipolar I disorder, followed by conduct disorder, and substance abuse disorder. Moreover, no significant difference was evident between the first admission and recurrent admission cases in adults or child & adolescents. While self-mutilation, self poisoning and hanging were the preferred methods of suicide among both groups, self-mutilation was significantly more prevalent than the other ways. Conclusion: While the annual incidence of suicidal behavior in inpatient adults and child & adolescents was comparable, bipolar disorder was the most frequent serious mental illness among suicidal subjects of both groups. Moreover, self-mutilation was the preferred method of suicide in adult and child & adolescent psychiatric inpatients.

Abstract The article examines narratives by and about former child soldiers in the Democratic Republic of the Congo, a hitherto neglected corpus despite the topicality of child soldiering in African literatures after 2000. Critical readings of three testimonial texts that have been published in France are juxtaposed with the analysis of one testimonial narrative and one youth novel that have been published in Kinshasa. The editorial framing and narrative strategies that speak to different audiences located in different literary fields are identified. The popularity of testimonial narratives in the West relies on the depiction of violence and the iconic function of the child soldier in medial and human rights discourses. By contrast, narratives about the reconciliation and the reintegration of child soldiers prevail in the DRC. Thus, the different functions of global and local narratives on the sensitive issue of children at war are exposed.

Abstract (sommario):

Abstract Data collected from one Korean child in a longitudinal diary study present novel patterns of consonant harmony in that labials, coronals, and velars can be triggers and targets of both progressive and regressive non-local place assimilation in an early stage of development. The same child also shows some cases of local regressive place assimilation. In another study where 4 children's data were gathered from a naturalistic longitudinal study, local regressive place assimilation as well as conso-nant harmony is witnessed regardless of place features. In adult Korean, however, only coronal to labial/velar and labial to velar local regressive assimilation occurs. This paper argues that the non-local and local place assimilation is connected and shows that the connection can be accounted for in terms of different constraint rankings within the Optimality-theoretic framework. More specifically, it is shown that the Ident-Onset(place) constraint plays a decisive role even in the early stage of acquisition, unlike child English, accounting for the predominant regressive assimilation. Also, the Agree-Place constraint is exploded into two sub-constraints in Stage 3, capturing the asymmetrical behavior of assimilation. Further, the unranking of place features in early development gradually evolves to the fixed ranking which reflects the universal markedness hierarchy in adult Korean.

Abstract (sommario):

The 2010 Child Poverty Act placed new obligations to address child poverty upon each of the national governments in Britain and all of the local authorities in England and Wales. Local authorities in Scotland do not have the same legal requirement to tackle child poverty, but it is evident that their actions, in conjunction with local partners within the context of Community Planning Partnerships, will be critical to the success of the Child Poverty Strategy for Scotland introduced by the Scottish Government in 2011 . At the present time, local interventions to tackle child poverty must be enacted under particularly challenging conditions, as measures to reduce child poverty are undermined by a prolonged economic recession, fiscal austerity, reductions in UK welfare spending, and welfare reforms introduced by the UK government which appear likely to increase the number of households and children experiencing poverty. This paper examines what measures Scottish local authorities, Community Planning Partnerships and other local bodies could take to address child poverty at the local level and meet the national commitment to eradicate child poverty by 2020.

This study explores the perceptions of mothers of the seriousness of specific components of neglect compared with those of local authority child protection workers in England. The findings report the mothers’ overall judgements of most categories as more serious than the workers’. Workers and mothers agree on the relative harm of the categories of neglect, in particular which categories of harm are the most and least serious. Implications for social work practice, policy and research are drawn.

Abstract (sommario):

The concept of childhood, and particularly considering the social and cultural construction of childhood, has not received enough focus in the ongoing debates on globalization and its consequences. Yet, essential elements of globalization are omnipresent in the guise of new discourses around childhood, which have become particularly resonant transnationally. A lot of international treaties or conventions, such as the United Nations Children’s Rights Convention (1989) shape national and local realities of children worldwide based on global conceptualisations of childhood, which are based mainly on western ideals of what it means to be a child. Applying such global notions of childhood in different contexts around the world often does not consider local realities and cultural ideologies of childhood, and indirectly does more harm than good. Childhood constitutes an essential and very delicate nexus in the continuously changing realities. Since childhood occupies a symbolic space where the consequences of globalization can be reflected, it cannot be left unconsidered. Not only childhood comprehends the basis of cultural connection, but it is the main mechanism of social recreation. Building on postcolonial and critical whiteness studies, the paper tries to analyse a few aspects relating the westernization and construction of the global child ideal and presenting an overview of the impacts of children global policies towards shaping local childhoods.

Abstract This paper uses data from rural India to study the relationship between local labor market opportunities and child education outcomes. We construct a Bartik index as a measure of exogenous changes in district-level labor demand and find that an increase in predicted overall employment growth is associated with higher years of education and better test scores for both boys and girls of primary school age. The effects on test scores of older boys are smaller and less statistically significant. Older girls, however, do benefit from better labor market opportunities. We do not find evidence for changes in school quality or district-level investment. Instead, we find support for increases in household education spending, possibly because of overall higher wages, or re-allocation of resources.

Abstract (sommario):

The article examines the organisation of local governments in the system of social protection of children in the process of decentralisation of power and the formation of united territorial communities. The biggest challenge for the authorities, after agreeing with communities and approving long-term plans, is to create a safe environment for children, who have risks and might need social assistance. As the analysis of scientific and theoretical-practical material shows, the state is now actively cooperating in this direction with international organisations and non-governmental organisations that develop projects such as «Together. Social services for families in the community» (Semikina, 2020). So, directions of the reform of social services are accessibility, overcoming difficult life circumstances, guardianship and care of children. The term «community» can be defined as an area, community of interested of people and local government and administrative-territorial unit. In the Law of Ukraine «On Social Services», the description of relevance of social services in the community and the purpose of the centre of social services as central and local authorities are specified. To conclude, the interdepartmental activities of state and public organisations related to children’s protection systems, the establishment of an interdepartmental commission aimed at identifying the children affected by violence and circumstances that may threaten their lives and health have been revealed. Thus, local governments can be considered to be part of the system of social protection of children. the establishment and development of interaction and partnership between local governments, the executive social institutions and public organizations that strengthens protection of children can be considered to be the necessary conditions for the effectiveness of the aforementioned activities.

Victoria and New South Wales have enthusiastically embraced the idea with pilot programs based on American statistics proving its value in maintaining children with their families and improving their safety. No matter that the Americans themselves warned that evaluations showed that out of home placements rate was no higher for families that did not receive the program and that the programs came from a country whose own Advisory Board on Child Abuse and Neglect described the child protection system as a ‘national emergency’.

AbstractThis paper deals with the Danish Child Welfare Law, which was passed in 1974 as part of an integrated welfare law aiming at decentralization of decision making in local government, and maximum citizen participation.The law provides for counselling, recommendations and injunctions in connection with counselling, appointment of personal guidance officers, and taking children into care. The greater part of decision making is made in co-operation with parents. The few cases of removal of a child from the home without parental consent are conducted under the auspices of the local council welfare committee, presided over by a judge. Parents are given access and must be heard. Parents have wide rights of appeal.

Abstract (sommario):

Purpose – The purpose of this paper is to analyze the relationship between access to rural product markets and the extent and nature of child labor. It is built on the view that if physical markets can shape rural development through, for instance, influencing prices, household production decisions, and employment, the associated activity growth could increase child labor. Design/methodology/approach – Using the Uganda National Household Survey, the author combines two methodological approaches: first, a probit model to estimate the probability of a child engaging in labor, and second, a double-hurdle model to analyze the hours of child work. Findings – The author finds that children increase time in domestic work when local product markets are distant, while their time in economic activity declines. A similar pattern is observed for the incidence of child labor. The likelihood of child labor in domestic activity increases for each extra hour of travel to the market, while child labor in economic activity declines. This could reflect the possibility that households may switch child work from market-oriented activities to domestic work when they are remotely located from markets. Results confirm findings from earlier cross-country studies that access to product markets may be detrimental to children. Second, they demonstrate that the effect of the markets varies, depending on the age of children, as well as the nature of the work they engage in. Originality/value – No part of this work has been published anywhere before.

The Kasur child sexual abuse scandal is horrific. 280 children from 2010 to 2014 were forced to have sex while being filmed and 400 movies were leaked out. In a village of Kasur Hussain Khanwala a gang of 25 men who used the hundreds of videos they produced to blackmail the youngsters' parents, according to Latif Ahmed Sara, a lawyer and activist representing the victims. This also indicates the irresponsibility and carelessness of local police and politicians. According to Human Rights Commission these sex tapes were made for commercial purposes. The tapes that were made then used to blackmail the parents of the victims into keeping quiet and into giving money to the paedophilia ring. These tapes were also being sold to locals in the town for Rs 50 and even, according to one report, were being sold to paedophile websites overseas.

In the United States, Indiana ranks 43rdfor its infant mortality rate. Twenty-nine (of the 988) Indiana zip codes account for 27% of infant deaths. There is a need to train and mentor community members to lead local maternal and child health (MCH) efforts that address the priorities of community members as related to poor birth outcomes and facilitate the community’s solution strategies to this important public health problem. This community-centered approach coupled with local healthcare delivery helps thoroughly address local adverse birth outcomes. A comprehensive grassroots MCH leadership curriculum is needed for this training process. To meet this need we developed and solicited feedback on a curriculum designed to train community members situated in Indiana’s high-risk zip codes to be grassroots maternal child health leader (GMCHLs). The curriculum teaches GMCHLs the knowledge and skills to become self-reflective leaders who understand the causes and effects of adverse and inequitable birth outcomes, the negative health effects of chronic stress, and the protective power of the community. These GMCHLs will become skilled in the use of storytelling, Photovoice, policy development/advocacy and EvaluLead to build the capacity of their local community to support positive maternal and child health (MCH) outcomes.

The involvement of family in developing academic competence and social behavior is badly needed. The role of parents particularly mother on the child of under 5 years old is very influential. The parents should keep parenting and educating their child to enable him/her socialize and communicate well. Interpersonal communication between the parents and the child is important to build the childâ€™s character suitable to the parentsâ€™ style. The childâ€™s character is established from the family, particularly how the parents transfer moral value, honesty, and religion to the child through good communication. The parents do not do it just by words but by behavioral modelling. The strategy of seeking information from the parents is achieved by observation and expression of the child. It is important to listen to the childâ€™s expression. Inner character resulted from the childâ€™s cultural background is developed from the family and community. Thus, the child can develop based on the character of his/her cultural roots. Universal education can be conducted in uniform but the culture based on local wisdom should be maintained, such as togetherness in the family, being ashamed of breaking the existing values, and being afraid of doing the wrong things.

Abstract In accordance with the United Nations’ requirements for dealing with juvenile offenders, Ghana’s Children Act 1998 mandated local authorities to establish child panels to mediate minor offences committed by children. However, to date there has not been any research that has examined the functioning and effectiveness of the child panels. This research examined the operationalisation and effectiveness of child panels in Ghana. The study involved the use of semi-structured interviews and focus group discussions with panel members of four local authorities. Findings showed that the child panels are not functioning effectively in Ghana. The relevance of the child panels has been questioned since it was found to be duplicating the roles of some other child welfare agencies. This article discusses the challenges impeding the effectiveness of the child panels and outlines recommendations to improve their effectiveness.

Abstract (sommario):

The objectives of this article was to understand the causes, effects and measures to reduce child marriages in rural Zimbabwe. Child marriages have serious social, economic, health and political implications on young girls and their communities. Young girls are also robbed of their locally and internationally recognised rights. Ending child marriages demands a multi-sectoral approach where all actors, such as parents, national governments, non-governmental organisations (NGOs), local culture, and religion are involved. This article relies on qualitative methodology to gather data. Purposive sampling and snow ball sampling methods were used to identify key informants and women who were victims of child marriages. Stakeholders involved in children's rights should provide reproductive health and education services to local communities in order to end child marriages.
