Abstract (sommario):

The article shows the importance of economic analysis in the system of economic knowledge, its formation as an independent area of research. The main stages of the formation of theoretical and methodological principles of analysis and the development of practice in leading economic entities are analyzed. The preconditions for the formation and development of complex economic analysis, its role and significance in improving management in the activities of economic entities are considered; shows the possibilities of using modern methods and approaches to the development of complex economic analysis and the expansion of its use in the practice of economic entities of different levels. The article is based on the disclosure of the role of the leading Russian scientist, Doctor of Economics, Professor, Honored Scientist of the Russian Federation Anatoly Danilovich Sheremet, in the development of economic science and economic analysis, as an independent area of knowledge, who for many decades headed the Russian scientific school of economic analysis.

Abstract (sommario):

Russia is currently at a fork in its economic trajectory. In this regard, issues of territorial development are particularly relevant in the country’s transition to investment-type economic growth. The investment process is the main subject of technical analysis, quality control and regulation at the state and regional levels of management. The purpose of the article is to identify the relationship between such regional characteristics as the state of the investment climate, investment attractiveness, socio-economic situation, index of physical volume of investment in fixed assets based on the analysis of state policy in the field of territorial development. The research used methods of comparative, statistical and system analysis, deduction and induction, generalization, and theoretical modeling. As a result of the study, it was revealed that the state actively supports regions – growth points where special economic zones and territories of advanced development are created, but at the same time, there is an active state support for regions with a low level of socio-economic development. A study of the basic characteristics of the investment development of the Russian regions showed that those regions in which there is a favorable investment climate tend to have high investment attractiveness. However, there is no direct correlation between the level of socio-economic development of the region and the state of its investment climate. Therefore, in order to increase the investment attractiveness of Russian regions, it is necessary to create such macroeconomic goals for Sevastopol that will help to intensify the results of investment processes, remove various bureaucratic barriers for investors in the region, develop tools for the coordinated use of territories, and actively develop interregional cooperation.

This paper focuses on the recent land grab in Zambia for agricultural investment. The paper explores the history of foreign land acquisition and shows the dynamics that led to the liberalization of land market in Zambia. The research argues that despite the negative effect of these investments, the government can leverage this opportunity to place the country on the trajectory of growth, especially in the area of capacity development through skill acquisition. This can be achieved by structuring the contract to contain some performance requirements that investors are expected to contribute to the local people. In the paper, a problem of regional socio-economic system management is solved, as exemplified by one of Russia’s regions. An optimal management algorithm is created, with an effective capacity of the workforce taken into account. The statement of the problem is implemented based on a regional economic system macro model, with an effective capacity of a labor force and a physical capital to be viewed as development factors. The underscore preliminary proposition of the model is the fact that labor force effective capacity consists of both qualitative (labor productivity of a worker) and quantitative (labor pool) properties. The product is distributed into consumption, capital widening and sustainment investments, and regional socio-educational development potential. The qualitative property of the workforce is derived from these socio-educational potential investments. Adding a workforce effective capacity factor to the model is the key feature of the management problem statement. The problem-solving algorithm comprises two stages: building an objective optimal balanced growth trajectory and building an optimal trajectory of socio-economic system motion which would propel it to the balanced growth trajectory. The time of transitional period up to reaching an objective balanced growth trajectory can be changed by varying build-up rates of a socio-educational potential. The paper is first to use a two-factor approach in building an optimal investment distribution to solve the problem of socio-economic system management with a workforce effective capacity taken into consideration. Data on demography and volume of investments in educational, production, and social fields of the Udmurt Republic served as an information base of the model. Due to identify unknown parameters of the model, the data as of 2000-2019 was used. Optimal investment rates were calculated which would enable the socio-economic system to reach a balanced growth trajectory by the year 2025. The suggested method can also be used for building a development trajectory for a given socio-economic system, as well as for handling parametrical model calculations to determine their factors.

Complexity of economic systems modeling for ef-ficiency assessment of their functioning and elabora-tion of development forecasts can be explained by a number of factors. One of them is heterogeneity of economic systems, significant dependence of their structure and principles of key elements interaction on the management level, industry membership, the scope of system work. Vector and development dynamics of socio-economic system are determined, on the one hand, by internal potential of its elements , each im-plements its own development trajectory on the micro-level, and on the other hand – by opportunities of the external environment which is characterized by a com-plex mix of macroeconomic, political, social, technolo-gical and natural factors. Analysis of the existing development methods of economic systems models at different levels allows marking out several modeling technologies among which the most promising from the point of view of application in real management practice can be considered the technology of imitation modeling based, in turn, on three methodological approaches. For the solution of a modeling problem of regional socio-economic system combined approach application appears to be the most effective within which external macroprocesses are modeled by means of system dynamics, and internal – socio-economic processes are formalized by agent-based modeling methods.

PurposeThis paper aims to show how the internationalization process of a multinational corporation (MNC) is shaped and formed by actors engaging in collaborative inquiry. Faced with a centralized strategy grounded in Scandinavian organizational solutions, leaders of foreign subsidiaries reinterpret their local institutional frameworks in creating new organizational practices. Their ability to create acceptance for these practices both locally and with the central management determines which practices prevail.Design/methodology/approachThe paper is based on a qualitative comparative study of organizational units in Norway, Sweden, Mexico, the USA, South Korea and Poland. Over a four‐year period, 165 interviews were conducted with both employees and management.FindingsThrough a perspective on learning, it is possible to show how organizational members make use of their institutional environment as they mutually attempt to build shared ideologies for conducting their business. To view organizational change as a learning process allows for explaining how both actors and structures intertwined represent the dynamic for change. Cultural‐cognitive institutions are seen here as active living phenomena which are created and enacted by individuals in their historical and geographical contexts.Originality/valueMuch research on MNCs has focused on explaining the development of such organizations either as a result of experiential learning (i.e. the Uppsala model), systematic planning (economic rationality) or contextual factors (contingency perspectives). This study provides a closer and more detailed look at how these organizations develop through the action and interaction of people in one MNC.

Amid growing inter-state competition, national innovation policies are increasingly seeking to promote the development of regional innovation systems to intensify innovative processes and to enhance the economic competitiveness of territories. An efficient regional innovation policy requires a territorial adaptive approach to the development of mechanisms for innovating socio-spatial systems. These mechanisms should take into account the specific features and inalienable resources of territories. Whereas regional innovation systems are becoming increasingly acknowledged in public administration as versatile, the stage of a system life cycle, which is an equally important factor, often escapes managerial attention. In this article, I analyse the innovation system of the Kaliningrad region at its inception. The Kaliningrad case is of considerable interest for a study into the patterns and characteristics of the governance of innovation systems — a management paradigm aimed to promote regional development during a change in their functioning mode. In this work, I analyse the current structure of the Kaliningrad regional innovation system, of which some elements date back to the Soviet period, paying particular attention to the subsequent change in the framework conditions. I show that a new innovation trajectory requires taking into account the economic and geographical position of the region, its level of socio-economic development and economic specialization. My findings could contribute to both improving the national policy on managing innovation processes in Russian regions and developing the concept of regional innovation systems as regards research into their life cycle stages.

Дисертаційну роботу присвячено поглибленню теоретичних основ та методичних положень, наданню практичних рекомендацій щодо управління економічним розвитком енергогенеруючих підприємств в умовах економічної нестабільності. На основі аналізу наукових джерел проведено дослідження теоретичних засад та проблематики управління економічним розвитком, уточнено концептуальні положення та поглиблено понятійно-термінологічний апарат управління економічним розвитком підприємств. Здійснено діагностику стану економічного розвитку енергогенеруючих підприємств за функціональними зонами. Розроблено науково-методичний підхід до оцінювання якості управління економічним розвитком підприємств в умовах економічної нестабільності. Розроблено систему показників і запропоновано методичний інструментарій моніторингу результатів управління економічним розвитком енергогенеруючих підприємств. За результатами оцінювання якості управління економічним розвитком енергогенеруючих підприємств визначено важелі впливу на траєкторію управління. Розроблено науково-методичні положення щодо вибору форми економічного розвитку та відповідного їй інструментарію управління для енергогенеруючих підприємств. Сформовано механізм ситуаційного управління економічним розвитком енергогенеруючих підприємств та розроблено науково-практичні рекомендації визначення наслідків управління їх адаптивним розвитком на основі прогнозування.
The dissertation focuses on the development of theoretical positionsand methodological principles, providing practical recommendations for improving the management of economic development of energy generating enterprises in conditions of economic instability. Based on the analysis of scientific sources the research of the categorical apparatus and problems of management of economic development is carried out and the corresponding conceptual apparatus is deepened. The method of management of economic development of the enterprise on the basis of construction of its trajectory by situational transition between evolutionary and adaptive forms of development and a choice of effective tools of economic and administrative influence on functional zones is developed. Scientific approaches are analyzed and conceptual provisions of management of economic development of the enterprise which are based on adjustment of a current trajectory of management of economic development through application of the tools of economic and administrative influence chosen by the analysis of dynamics of indicators on functional zones of development are allowed. Scientifically substantiated methodological tools for evaluating the results of economic development management of energy generating enterprises and proposed a scientific and methodological approach to monitoring the results of economic development management of energy generating enterprises, which provides a step-by-step analytical procedure for determining the level of enterprise development. external environment. It allows you to choose between evolutionary and adaptive forms of development, to develop scenarios for optimal management in the final stages of monitoring. The state of energy generating enterprises is diagnosed by functional zones of economic development and it is revealed that the problem of economic development management is the lack of interconnection between functional zones, which causes intensification of negative changes in the enterprise. On the basis of calculations of dynamics of changes of average and chain absolute increments of indicators of activity on functional zones of economic development the system of indicators of an estimation of quality of management has been formed. Methodical provisions for assessing the quality of economic development management of energy generating enterprises in conditions of economic instability are proposed, which provide for evaluating the results of economic development management according to the system of financial, industrial, commercial, innovative, environmental indicators, their cluster analysis. The choice of levers influencing the adjustment of the management trajectory of economic development of energy generating enterprises is substantiated. The scientific and methodological principles for choosing the form of economic development and the corresponding management tools for energy generating enterprises have been developed and substantiated. They consist in the analysis of scenarios of management of economic development by means of simulation modeling that allows to choose between evolutionary and adaptive forms of economic development of the enterprise on the basis of forecasting of trends of economic indicators. The main advantage of this approach is the formation of various options for the behavior of the enterprise over time, depending on the available real and potential opportunities due to the stage and form of its development. This technique ensures the implementation of management decisions in conditions of high risk and uncertainty. The mechanism of situational management of economic development of energy generating enterprises is formed, which combines economic levers, methods and tools of situational adjustment of economic development management trajectory, is based on the principles of dynamism, adaptability, purposefulness, self-development, self-organization. Scientific and practical recommendations for determining the consequences of managing the adaptive economic development of an energy generating enterprise based on forecasting have been developed.
Диссертационная работа посвящена развитию теоретических основ и методических положений, разработке практических рекомендаций по управлению экономическим развитием энергогенерирующих предприятий в условиях экономической нестабильности. На базе анализа научных источников проведено исследование теоретических основ и проблематики управления экономическим развитием, уточнены концептуальные положения и развит понятийно-терминологический аппарат управления экономическим развитием предприятий. Проведена диагностика состояния экономического развития энергогенерирующих предприятий по функциональным зонам. Разработан научно-методический подход к оценке качества управления экономическим развитием предприятий в условиях экономической нестабильности. Сформирована система показателей и предложен методический инструментарий мониторинга результатов управления развитием энергогенерирующих предприятий По результатам оценки определены рычаги влияния на траекторию управления. Разработаны научно-методические положения по выбору формы развития и соответствующего ей инструментария управления для энергогенерирующих предприятий. Сформирован механизм ситуационного управления экономическим развитием энергогенерирующих предприятий и разработаны рекомендации для определения последствий управления их адаптивным развитием на основе прогнозирования.

Entrepreneurship, with all its attendant ingredients, is one of the best means of triggering economic and social development in developing countries like India. There are several staple and mandatory ingredients necessary for the nourishment of entrepreneurship such as capital, labor, management, and several others; and several milestones in the evolution of an entrepreneurial opportunity such as funding, recruitment, and so on. As entrepreneurship ideas and opportunities take form and substance, the prevailing process for entrepreneurship in a country results gradually guides an entrepreneur past numerous milestones. The value of entrepreneurship as an economic development tool lies in the compression and/or acceleration of the overall process of entrepreneurship in a country by providing pinpointed assistance in three areas viz. idea development, capital and skills procurement, and organizational growth. This is best achieved by an organizational entity committed to accelerating the entrepreneurship process. This thesis follows through on the above idea specifically in the context of India. India is a durable democracy with a long legacy and history of entrepreneurship dating back to the first century B.C. Modern India features political and economic policies that favour global trade and business, a reliable yet evolving regulatory and legal framework, a resilient financial system, an educated and English-speaking labor force that offers tremendous cost advantages and a growing educational infrastructure of education institutions that offer excellent higher education in technology and business. In summary, as developing countries go, India offers an excellent milieu for aspiring entrepreneurs. A summary country analysis detailing this forms the first part of the thesis. The thesis then identifies candidate business models that could effectively support the one-point agenda of catalyzing entrepreneurship. These four business models differ with respect to the organizational form of the entity concerned, the metrics for success, the measurement of the metrics, possible conflicts of interest, and the estimated overall risk of the venture in the Indian context. The most viable and effective business model is selected. Finally, the thesis builds on the model selected and presents a comprehensive business plan for accelerating entrepreneurship in India.

Nowadays, with the development of electronic and communication technologies, more and more low-cost vehicles such as small, light-weight aircraft are widely applied in all kinds of fields. Ground Station is an essential part of low cost vehicles for the operator to control and monitor the vehicles. In this thesis, Ground Station Display and Flight Management System for Low-Cost Vehicles have been developed.The major objective of this project is to design an intuitive and easy operative Human Machine Interface for displaying and monitoring the flight data and traffic information on ground. Meanwhile, a Graphic User Interface for the Flight Management System has been developed for realizing the waypoints input and flight plan for the vehicles. To fulfill this task, a low-cost hardware and software architecture is presented. Moreover, some COTS tools such as VAPS and MATLAB are applied for the software development because of their Object-Oriented and Rapid Prototype design methods. At the end of project, simulation has been done for the display HMI to test the behaviours of objects and the impacts of display. The trajectory simulation of flight management control panel is also implemented to test the waypoints creation, trajectory generation and smoothing.

Application of economic base analysis at a multi-level scale illustrates the usefulness of this approach to tracking and measuring the economic flows and linkages between three defined areas. A census survey of employers in six rural communities of the White Mountain Region of Arizona is used to collect employment and sales data at a high level of specificity. These data serve as the basis for bifurcation of basic and nonbasic components necessary for estimating the multiplier. Measurement of these data determine the extent of economic dependence and spatial interaction which exist between communities, and between the region and the outside world. In addition, the study refines established procedures and applies a full range of adjustments to primary and secondary data sources to produce highly refined multipliers for the region and each community.

AbstractIn this volume, the concept of climate-smart forestry (CSF) has been introduced as adaptive forest management and governance to address climate change, fostering resilience and sustainable ecosystem service provision. Adaptive forest management and governance are seen as vital ways to mitigate the present and future impact of climate change on forest. Following this trajectory, we determine the ecosystem services approach as a potential adaptive tool to contribute to CSF. Ecosystem services as public or common goods face the traditional social dilemma of individual versus collective interests, which often generate conflicts, overuse, and resource depletion. This chapter focuses on the ecosystem servicegovernance approach, especially on incentive tools for behavioral change to CSF in the long term, which is a basic precondition for the sustainability of ecosystem integrity and functions, as well as ensuring the continuous delivery of ecosystem goods and services, as per the CSF definition. Payments for ecosystem services (PES) are seen as innovative economic instruments when adding a social dimension by involving local communities and their values to ensure the long-term resilience and adaptation of forest ecosystems to climate change. We argue that tackling climate changeadaptation requires the behavioral change of ecosystem service providers to a collaborative and integrated PES approach, as also emphasized by the Sustainable Development Goals (SDGs) of the Agenda 2030.

Abstract (sommario):

Purpose − to find whether large international institutional investors regardless of their country of origin due to the influence of external factors demonstrate convergence on some basic performance indicators. Research methodology is based on testing the set of selected entities for sigma convergence. The paper presents an empirical analysis of financial convergence for autonomous pension funds and insurance corporations of China, the EU and the USA. Findings − the insurance segment of the world financial market is more converged; however, current pension reforms in many countries is supposed to and must unify the requirements for both market segments and will lead to even greater convergence between pension funds and insurance corporations. Practical implications − results of the research are another step towards understanding the convergence processes, which are an objective trajectory for the development of the modern global financial market. Originality/Value − found intersegment convergence of pension and insurance entities, which needs further research.

As a trend of evolution, the labor force in the Romanian forestry sector is part of trajectory registered by the European Union, as a whole, because many of the member countries are still oriented on the traditional methods of administration, harvesting and processing. However, there are also developed countries with large forested areas (Finland, Sweden) that have embraced new technologies and adjusted management and production processes. This issue aimed, among other things, at reducing the number of people employed in the forestry sector. In Romania, increasing the number of the employees, based on the quantitative increase of jobs as result of the gross exploitation of resources, will slow down by adopting new technologies, reducing the consumption of natural resources, but also as an effect of economic shocks generated by the pandemic. For these reasons, according to our study, the low-skilled workforce will suffer, this being the most vulnerable category, as technological developments need employees with higher skills and abilities. Equally, the informal sector must be taken into account because it employs four times people more. Romania have to adopt those appropriate measures in order to help the incorporation of the labor force released from the forestry sector of resource exploitation into adjacent sustainable activities.

Abstract (sommario):

Abstract After a first part of the drilling campaign, including about 10 wells and branches achieved within two years, the operator started questioning the geological reservoir model and reserves implications for the field Offshore Congo. Considering the potential economic impact of this development, the decision was made to reduce wellbore positioning uncertainty relying on optimization and survey QAQC processes that could be applied without adding cost of extra equipment, operational time or personnel. With more than 10 wells drilled using recent while drilling measurement and directional tools in the same environment, a wide range of wellbore positioning information was available for analysis, post-correction, and geological/reservoir model deeper understanding. Also, investigation was done to recover existing geomagnetic data acquired during the geophysical campaign. Thanks to this extensive data set, enhanced wellbores positioning was implemented using meticulous combination of processes. The "process" overall impact is often underestimated while most of the data is already available. For lateral positioning correction, it included the processing of geomagnetic IFR data over the Moho field associated to Multi Station Correction. For vertical repositioning, BHA sag correction was applied with scrutinous assessment of residual sag uncertainty and detailed analysis of continuous survey data. This robust, cost-effective, and valuable solution was chosen to be applied by the operator in the Moho field. The process was first applied post-drilling to evaluate the level of improvement that could be brought to another well also exposed to challenging trajectory context (ERD 2 with reduced target 25 × 50 m at almost 8000m MD/RT). It confirmed that the achievable uncertainty reduction would meet well objectives without adding any risk or operational time nor jeopardizing wellbore positioning and collision avoidance. Thus, it brought up to 50 to 60% of uncertainty reduction and about 30m lateral and 3m vertical displacement. The reduction of the uncertainty and trajectory adjustment allowed to enhance geologic context understanding. The vertical position of the well was offset following this revision. This had a 5% consequence in term of oil layer thickness for this well. Then, the team designed and rolled out to the operator and contractors an execution strategy and operational workflow including remote monitoring with near real-time survey QAQC that would ensure the best correction process customized for the specific drilling challenges. This monitoring enabled reducing the ellipsoid to ~20 by 50m radius at TD = 7618m. This allowed entering in the reservoir at the exact top of the structure, behind the fault that was the optimum in term of reserves and secured 90% of potential reserves of this well. The operator's choice of valuing the available information to enhance their asset is a very interesting way to optimize the past efforts put in wellbore positioning to face the current economically constrained environment.

One of preconditions for sustainable socio-economic development of the region can be observed as much as possible involvement of land resources in economic turnover and increasing of efficiency of their use. On the example of Samara region which is the subject of the Russian Federation are made proposals for establishment of criteria for assessment of economic efficiency of land management in specific area. Statistical data on collection of land payments (land tax and leasehold payment) in 27 municipalities of Samara region in 2004-2014 are analysed. There is investigated common information on Samara region - location, total land stock area, agricultural land area, distance between main city of region and territory, number of inhabitants, density of population, etc. Methods of mathematical statistics, regression and factor cluster analysis are used. During the research, methods of mathematical statistics, including correlation and regression analysis, were used. The indicators most influencing the volume of land payments are determined and is developed the model of coherence between level of payments and geographical and demographic characteristics of the municipality (according to the 2012-2014 data). The model allows to estimate the “normative level” for each region according to objective characteristics and to rank the regions according to this indicator. The level corresponding to such a ranking can be considered as a criterion for the effectiveness of land management taking into account the different potentialities of the municipal districts of the Samara region. Land payments are local taxes, therefore they are an important source of the formation of financial basis of local governments in Russian Federation and play an important role in the socio-economic development of the regions.

The article is devoted to the review of the adaptive learning systems. We considered the modern state and relevance of usage of the adaptive learning systems to be a useful tool of the formation of individual educational trajectory for achieving the highest level of intellectual development according to the natural abilities and inclination with the help of formation of individual trajectory of education, the usage of adaptive tests for monitoring of the quality of acquired knowledge, the formation of complicated model of the knowledge assessment, building of the complicated model of the subject of education, in particular considering the social-emotional characteristics. The existing classification of the adaptive learning systems was researched. We provide the comparative analysis of relevant adaptive learning systems according to the sphere of usage, the type of adaptive learning, the functional purpose, the integration with the existing Learning Management Systems, the appliance of modern technologies of generation and discernment of natural language and courseware features, ratings are based on CWiC Framework for Digital Learning. We conducted the research of the geography of usage of the systems by the institutions of higher education. We describe the perspectives of effective usage of adaptive systems of learning for the implementation and support of new strategies of learning and teaching and improvement of results of studies.

One of the well-known results of the theory of management is the fact, that multi-stage hierarchical organization of management is unstable. Hence, the ideas expressed in a number of works by Don Tapscott on advantages of network organization of businesses over vertically integrated ones is clear. While studying the basic tendencies of business organization in the conditions of globalization, computerization and internetization of the society and the results of the ﬁnancial activities of the well-known companies, the authors arrive at the conclusion, that such companies, as IBM, Boeing, Mercedes-Benz and some others companies have not been engaged in their traditional business for a long time. Their partner networks performs this function instead of them. The companies themselves perform the function of system integrators. The Tapscott’s idea ﬁnds its conﬁrmation within the framework of a new powerful direction of the development of the modern interdisciplinary science – the theory of the complex networks (CN) [2]. CN-s are multifractal objects, the loss of multifractality being the indicator of the system transition from more complex state into more simple state. We tested the multifractal properties of the data using the wavelet transform modulus maxima approach in order to analyze scaling properties of our company. Comparative analysis of the singularity spectrumf(®), namely, the diﬀerence between maximum and minimum values of ® (∆ = ®max ¡ ®min) shows that IBM company is considerably more fractal in comparison with Apple Computer. Really, for it the value of ∆ is equal to 0.3, while for the vertically integrated company Apple it only makes 0.06 – 5 times less. The comparison of other companies shows that this dependence is of general character. Taking into consideration the fact that network organization of business has become dominant in the last 5-10 years, we carried out research for the selected companies in the earliest possible period of time which was determined by the availability of data in the Internet, or by historically later beginning of stock trade of computer companies. A singularity spectrum of the ﬁrst group of companies turned out to be considerably narrower, or shifted toward the smaller values of ® in the pre-network period. The latter means that dynamic series were antipersistant. That is, these companies‘ management was rigidly controlled while the impact of market mechanisms was minimized. In the second group of companies if even the situation did changed it did not change for the better. In addition, we discuss applications to the construction of portfolios of stock that have a stable ratio of risk to return.

Many small cities and towns in rural states such as Indiana are crossed by arterial highways. The local traffic on these roads, particularly vulnerable road users, face the excessive risk of injury and death. This danger is amplified with local land development, driveways, and on-street parking in town centers. This report presents an Indiana study of the speeding problem on arterial roads passing through small communities. Past research on various countermeasures suitable for the studied conditions were identified and the connection between speed reduction and safety improvements was investigated in a sample of Indiana small towns. Promising speed-reduction measures include speed feedback signs and converging chevrons with speed limit legends marked on the pavement. Point-to-point enforcement is a modern and highly effective alternative that may be applicable on highways passing small towns if the through traffic prevails with limited interruptions. This report provides a method of evaluating the benefits of speed reduction in the studied conditions where the risk of severe injury and fatality is excessive to road users while the frequency of crashes is low. The method includes the proactive estimation of the economic benefit. The results indicate that both the local and through traffic on highways passing a small town benefit considerably from speed reduction even after accounting for the loss of time. An Excel spreadsheet developed in the study facilitates the calculations.

As of 2017, 8.3 billion metric tons of plastic had been produced worldwide. Since about 40% is used in things that are thrown away relatively quickly (packaging and single use items), 6.4 billion metric tons had already become discarded materials needing to be managed. Only 9% of these discarded materials were recycled globally. The annual estimate of plastic entering our oceans globally is 5 to 13 million metric tons (MMT) per year. Latin America and the Caribbean (LAC) has an extensive populated coast, 119,000 km of coastline and over 205 million people living within 50 km of that coastline. Waste management infrastructure is still under development in many countries. Economic growth without fully developed infrastructure can lead to increased plastic leakage. This report focuses on municipal solid waste as a source of plastic input into the environment in LAC. The reports estimates that total plastic waste available to enter the ocean in LAC in 2020 was 3.7 MMT . Under business-as-usual projections, the report anticipates that the regional quantity available to enter the oceans in 2030 will be 4.1 MMT and 4.4 MMT in 2050.

Effective development of the domestic economy is possible only on condition of mandatory formation of a qualitatively new level of regulation of economic relations in the business environment. By its nature, entrepreneurship is an activity associated with a high level of risk and innovation, aimed at ensuring the interests of both an individual entrepreneur and an enterprise, and society. The purpose of the study, the results of which are presented in this article, is to study theoretical and methodological approaches to managing financial risks of an enterprise in modern dynamically changing conditions.

Forest and wildland fires are a natural part of ecosystems worldwide, but large fires in particular can cause societal, economic and ecological disruption. Fires are an important source of greenhouse gases and black carbon that can further amplify and accelerate climate change. In recent years, large forest fires in Sweden demonstrate that the issue should also be considered in other parts of Fennoscandia. This final report of the project “Forest fires in Fennoscandia under changing climate and forest cover (IBA ForestFires)” funded by the Ministry for Foreign Affairs of Finland, synthesises current knowledge of the occurrence, monitoring, modelling and suppression of forest fires in Fennoscandia. The report also focuses on elaborating the role of forest fires as a source of black carbon (BC) emissions over the Arctic and discussing the importance of international collaboration in tackling forest fires. The report explains the factors regulating fire ignition, spread and intensity in Fennoscandian conditions. It highlights that the climate in Fennoscandia is characterised by large inter-annual variability, which is reflected in forest fire risk. Here, the majority of forest fires are caused by human activities such as careless handling of fire and ignitions related to forest harvesting. In addition to weather and climate, fuel characteristics in forests influence fire ignition, intensity and spread. In the report, long-term fire statistics are presented for Finland, Sweden and the Republic of Karelia. The statistics indicate that the amount of annually burnt forest has decreased in Fennoscandia. However, with the exception of recent large fires in Sweden, during the past 25 years the annually burnt area and number of fires have been fairly stable, which is mainly due to effective fire mitigation. Land surface models were used to investigate how climate change and forest management can influence forest fires in the future. The simulations were conducted using different regional climate models and greenhouse gas emission scenarios. Simulations, extending to 2100, indicate that forest fire risk is likely to increase over the coming decades. The report also highlights that globally, forest fires are a significant source of BC in the Arctic, having adverse health effects and further amplifying climate warming. However, simulations made using an atmospheric dispersion model indicate that the impact of forest fires in Fennoscandia on the environment and air quality is relatively minor and highly seasonal. Efficient forest fire mitigation requires the development of forest fire detection tools including satellites and drones, high spatial resolution modelling of fire risk and fire spreading that account for detailed terrain and weather information. Moreover, increasing the general preparedness and operational efficiency of firefighting is highly important. Forest fires are a large challenge requiring multidisciplinary research and close cooperation between the various administrative operators, e.g. rescue services, weather services, forest organisations and forest owners is required at both the national and international level.

Governance is a difficult task in the context of achieving landscape multifunctionality owing to the multiplicity of stakeholders, institutions, scale and ecosystem services: the ‘many-multiple’ (Cockburn et al 2018). Governing and managing the physical landscape and the actors in the landscape requires intensive knowledge and good planning systems. Land-use planning is a powerful instrument in landscape governance because it directly guides how actors will intervene in the physical landscape (land use) to gain commonly desired value. It is essential for sustaining rural landscapes and improving the livelihoods of rural communities (Bourgoin and Castella 2011, Bourgoin et al 2012, Rydin 1998), ensuring landscape multifunctionality (Nelson et al 2009, Reyers et al 2012) and enhancing efficiency in carbon sequestration, in particular (Bourgoin et al 2013, Cathcart et al 2007). It is also considered critical to the successful implementation of land-based climate mitigation, such as under Nationally Determined Contributions (NDCs), because the Land Use, Land-Use Change and Forestry (LULUCF) sector is included in the mitigation contributions of nearly 90 percent of countries in Sub-Saharan and Southern Asia countries and in the Latin American and Caribbean regions (FAO 2016). Viet Nam has been implementing its NDC, which includes forestry and land-based mitigation options under the LULUCF sector. The contribution of the sector to committed national emission reduction is significant and cost-effective compared with other sectors. In addition to achieving emission reduction targets, implementation of forestry and land-based mitigation options has the highest benefits for social-economic development and achieving the Sustainable Development Goals (MONRE 2020). Challenges, however, lie in the way national priorities and targets are translated into sub-national delivery plans and the way sub-national actors are brought together in orchestration (Hsu et al 2019) in a context where the legal framework for climate-change mitigation is elaborated at national rather than sub-national levels and coordination between government bodies and among stakeholders is generally ineffective (UNDP 2018). In many developing countries, conventional ‘top–down’, centralized land-use planning approaches have been widely practised, with very little success, a result of a lack of flexibility in adapting local peculiarities (Amler et al 1999, Ducourtieux et al 2005, Kauzeni et al 1993). In forest–agriculture mosaic landscapes, the fundamental question is how land-use planning can best conserve forest and agricultural land, both as sources of economic income and environmental services (O’Farrell and Anderson 2010). This paper provides guidance on monitoring integrated tree-based landscape management at commune level, based on the current legal framework related to natural resource management (land and forest) and the requirements of national green-growth development and assessment of land uses in two communes in Dien Bien and Son La provinces. The concept of integrated tree based landscape management in Viet Nam is still new and should be further developed for wider application across levels.

In the last two decades, Kenya has attained middle-income status and established a diverse and private-sector-driven economy. On several socIo-economic indicators, such as education, gender equality, and democracy, Kenya scores much higher than its peers. More than two-thirds of Kenyans are under 35 years of age, thus the country’s development hinges on the quality of its youth—their levels of education and skills, their values and attitudes, and the quality of their health and productivity. While Kenya’s investments in the development of its human capital positions the country well to sustain accelerated growth, the trajectory is threatened by high rates of malnutrition, which contributes to the country’s disease burden and has a large effect on socio-economic development. About 26 percent of children in Kenya are stunted, and evidence indicates that poor nutrition in early life can create consequences for learning and future productivity. Women who were stunted as children are likely to give birth to low-birth-weight babies, which is associated with higher levels of morbidity and mortality. This report analyzes the status of stunting in Kenya from a household perspective and points to pathways for addressing it.
