Testo completoThis thesis deals with the difficulties involved in the operationalization of the spatialized littoral planning in Corsica, especially through the consideration of the characteristics and configurations related to the land situation. To do this, it is based, within the framework of a professional experience of urban planner, on the analysis of three coastal municipalities, Sisco, Olmeto and Calenzana, presenting difficulties in the implementation of their urban planning documents. The planning includes tools and methods of preparation and analysis implemented to frame the evolution and development of territories. Seven years after the approval of the PADDUC, the island's urban planning documents have seen their goals evolve about a more balanced vision of urbanization. The challenges of preserving the environment, production areas and the objective of densifying built-up areas have been reinforced, thus obliging planning documents to set a strict and precise development context based on socio-demographic projections. In view of this operational definition of spatialized strategic planning, this research work proposes, within the framework of an empirical approach, a vision that complements the methods of elaboration and evaluation of local urban planning documents by integrating the land question as a basis for analysis and observation of territorial evolution. This research work is based on the identification of a series of indicators showing the influence of land characteristics on the implementation of planning documents, taking into consideration their legal and geographical situation. This aggregation of land indicators leads us to a spatialized and surface representation aiming at better estimating and understanding the real mobilization of land for building

Testo completoThe thesis focuses on internal tourism in Algerian society, by focusing on spatial effects. The study area is the coastal strip which extends in the western part of Kabylia, on both sides of the small town of Azzefoun. The first tourist flows to its tourism development, although we are at the beginning, the region that was long remained rural is now being sudden and intense urbanization, giving a new frame to the occupation of space, with new forms of production of the built environment. The factors causing this urbanization are multiple and they are generated especially since the area became a prime destination for tourist populations, primarily by national and emigrants for vacation stays, especially in summer. Many signs show that tourism is the main factor in the new forms of land use and production and organization of the frame, which appear today throughout this coastal region of Azeffoun.These signs of tourism in the new way of designing and occupy the space today in the coastal area of Azeffoun is spot on multiple planes. First, in the choice of installation sites: the construction of a significant number of tourism infrastructure - hotels, restaurants, tourist homes, tourist rental houses, second homes. Preference is given to the construction on large plots, easily accessible by road, not far from the seaside with splendid views, and possibly the sea -. Then, the architectural image that characterizes the region today recalls that own many tourist areas in coastal areas. New buildings are distinguished by the geometry of the facades where we see setbacks game in the volume with large windows. The use of new building materials, particularly those used for ornaments (cut stone, glass, tiles, wood, etc.). Generalization of the large terraces, balconies, loggias and tile roofs. Then again, functionally specialization of interior spaces can be seen (bar kitchen, lounge, bathroom, etc.) in residential homes. Finally, outdoor areas where buildings are typically constructed gardens, mini-playgrounds, or swimming pools. This is so for us, through this thesis, demonstrate the ability of tourism to the transformation of this coastal region of Azeffoun, mainly in terms of land use, production and organization of the built environment

Testo completoOur subject is an analysis of tourism development in coastal China. It focuses on the development and coastal policies, the development of hotel facilities, the strategies of various public and private stakeholders, in considering the new requirements of sustainable development. Coastlines have been a very early tourism development globally in certain countries. In Europe, it has often been associated with the creation of railroads that allowed the arrival of the inhabitants of large cities. This was for instance the case of Biarritz, Deauville, Nice, France for the Tréport, Brighton, Bournemouth, England. China's Imperial era saw Europeans sometimes create urban neighborhoods of coastal cities, Qingdao, Hong Kong, Macau ... It was probably the first hotel sites in the modern sense of the word in China. My research as part of a Town Planning Institute, it was decided to place emphasis on some areas. Referring to the French political planning and in particular the coast. The questions are mainly : -The attitudes of different levels of government (central state, local) address the effects of tourists on the environment, activities and traditional uses. -The policy responses to an implementation to balance urban growth, tourism flows and sustainable development but also economic development. -The local planning policies translate into local development plans, authorizations or constraints on the various urban development projects for tourism. The urbanization of coastal areas for tourism is becoming a powerful economic engine throughout the world. We know the case of Florida, but recently urban development concern the Gulf emirates, including Dubai for luxury tourism. But the development of coastal tourism can have happily various purposes : either to be reserved for the wealthy, or be accessible to diverse audiences (family, retired, works council). We tend to answer these questions about China.Today in France, the coastal destination is the destination of leisure French and foreign tourists. In a development that was based on quantitative growth in the supply of accommodation, now is the qualitative element which should be better taken into account to improve the quality of services, offering products different scales, more jobs, protect and enhance natural areas and bring back the environmental quality in the stations, and to respect the concept of sustainable development. Three decades ago the government has organized and regulated the occupation of coastal areas to take into account the environment but also to protect the landscape and allow the free flow of pedestrians. We want to develop public beaches and limit the total privatization of the shoreline by certain hotels or private owners. As in Italy, in the area of Rimini, only private beaches. Now a new question arises: how the park hotel can develop in relation to the concept of sustainable urban developmen t on the coast? The Chinese territory has about 18,000 km of coastline, coastal areas are the most developed regions in China, they play an important role in Chinese economy. Especially the coastal cities become places where tourists come first, they will perhaps one day also major tourist destinations for foreign tourists. We know there are now 12 areas for recreation and holidays selected by the state, among them, 8 are experiencing coastal areas and those are some that have been selected for this research. Now, there are many coastal regulations, and many urban development projects and tourism at the seaside. Testo completoThe coastal Niger delta is a low-altitude plain (20 meters above sea level at the most), widely spread out as compared to the other deltas in Africa it covers 36,269 square kilometers, but scantily populated, about 5,069,00 (1989 estimate) ie 140 inhabitants per square kilometers. The delta spreads over the main part of the low Nigerian continental shelf which runs from Lagos to Cameroon. It is situated between longitudes 5w and 6 04' e and the latitudes 8 48' n and 4 7' s and is bounded by the Benin river (to the west) and the Bonny river (to the east). The main problems of development, expansion, planning and equipping the delta towns concern the topography, the geography as well as the human aspect. However, our research aims to throw light on the expansion possibilities of the delta towns according to the planning guidelines (which will take into account the local economic situations) and to the delta's administrative organization

Testo completoThis thesis proposes a contribution of geography to the spatial translation of the Coastal Law (Loi Littoral). For many years, the coast has become a space under pressure. Law No 86-2 of 3 January 1986 relating to coastal development, protection and enhancement was developed to regulate land uses on the seaside, thus allowing the development of a rational urbanisation while protecting natural areas. In order to regulate the usage of coastal areas, diverse in nature, this "framework law" was deliberately designed and written with imprecise notions (urban clusters, near-shore areas, gaps in urbanisation, etc.). This imprecision was and still is leading to problems of interpretation by different players (politicians, State services, private landowners, etc.). The spirit of the Coastal Law is to encourage the consideration of local specificities when interpreting the notions of this law and translating it into spatial planning documents. In this context, the question of the relevance of geography in the interpretation of the Coastal Law, including the spatial distribution of these notions, is therefore of interest.The assumption that the interpretation of the Coastal Law can be deepened by "legal geography" is thus formulated. The thesis seeks to demonstrate by theoretical and methodological approaches that geography, by means of spatial analysis and mapping, allows us to appreciate these notions on the basis of local conditions as well as the choices made to develop and preserve every land. Thus, the use of geographical criteria can guide stakeholders towards an interpretation in line with the reality of the territories. In this context, tools and methods for spatial information are used with the help of a geographic information system (GIS) to map the different criteria and test different thresholds. The demonstration, implemented on Breton coastal communities, highlights that the choice of criteria and thresholds is undeniably dependent of the territory's project

Testo completoSustainable development is a major issue in planning policies. Reducing inequalities affecting inhabitants in their connection to a healthy environment is an important element to take into account in sustainable planning. Indeed, such inequalities may undermine the sustainability of territories. The aim of this research is to identify and characterize environmental and ecological inequalities in the context of urban coastal areas through a systemic analysis of the relations between population and their territory. A quantitative and qualitative approach was conducted on midsize French urban communities at different levels (national, coastal, municipal and infra-municipal). This work allowed to discuss the concept of environmental and ecological inequalities, to establish criteria and indicators to measure and analyze how environmental and ecological inequalities are perceived and addressed by local actors (inhabitants and local representatives). The coast can be seen as a vector of environmental and ecological inequalities, with heterogeneities depending on what territories are considered. Indicators of territorial quality developed at the infra-municipal level allowed to objectify and understand the interrelation between environmental and ecological inequalities. The analysis of interviews conducted on working population helped understanding how those inequalities are perceived and how local solutions in urban planning may be elaborated. Finally, semi-structured interviews with local representatives have introduced a political vision of the territory and of its future structural changes in the context of the establishment of a Local Intermunicipal Urbanism Plan

Testo completoThe Algerian coastline is characterized by rich natural resources which offer important economic potential. Nonetheless, this part of the country finds itself victim of its own success and have to face a multitude of problems, especially the over-exploitation of its resources which have been amplified by a massive urbanization that is accelerated more and more, but also by pollution and a deterioration of the coastal areas. Moreover, and to best answer the numerous incoherencies that result from these multiple problems that hit the Algerian coastline, the state has to take necessary measures to find a right balance between the use of this space and its preservation. The thorough analysis of the institutional and legal framework put in place by the Algerian public authorities, proves the existence of a real inadequacy in terms of coastal governance, as well as incomplete judicial texts with regards to coastal preservation and development. The primary challenge of the government is to redress these shortcomings, by putting in place an integrated and global management policy of the coast that will allow a balanced and sustained development of this space
