La idea de una medalla con el nombre del fundador de la Cruz Roja Internacional, que más tarde se llamaría Movimiento Internacional de la Cruz Roja y de la Media Luna Roja, se presentó y aprobó, en un principio, en el Consejo de Delegados del centenario, el año 1963. Gracias a la generosidad de la Cruz Roja Australiana, la medalla pudo crearse definitivamente en la Conferencia Internacional de la Cruz Roja, que se reunió en Viena, el año 1965. Las primeras medallas fueron adjudicadas en la Conferencia siguiente, en Estambul, el año 1969.
