The purpose of this thesis was to develop a method by which economic value can be imputed from an economic activity to a non-market ecological function or service which contributes to that economic activity. The Knysna River in South Africa was chosen as the ecological function which supported three economic activities from which value was to be imputed; these were the Knysna Municipal Water Supply, Fish Production in the Knysna Estuary and Production of Indigenous Forest within the Knysna Catchment. Three underlying assumptions and two functional operations were required in order to implement the suggested method. The underlying assumptions were: - The ecological and economic activities considered are within a single catchment. - The allocation of value imputed for a specific economic activity to the ecological function or service under consideration (in this case the Knysna River) is proportional to the total contribution of ecological functions or services contributed to the economic activity. - The valuation of the economic activity for the purposes of obtaining a price-quantity point on a demand function is to be full cost pricing with no producer surplus. The two functional requirements were: - Diagram or map the linkages between an economic activity and the supporting ecological functions. - Determine the consumer surplus related to an incremental change in quantity under a demand function where the original price and quantity are known. A value from each of the economic activities was imputed to the Knysna River. However, the method was not tested. Nonetheless applying the equations and collecting the required data allowed several methodological needs to be clearly pointed out. The most acute deficiency was difficulty in obtaining secondary data from governmental agencies, commercial representatives and existing published academic research to ensure a robust price. Also, scientific information was not sufficiently available for allocating ecological contributions to the economic activities. Even with the shortage of credible data the method appears to allow non-market ecological functions to be valued in context of an existing economic system.

In this thesis I aim to query the Ecological Modernisation vision of green growth by focusing on the emblematic case of desalination technology as the solution to the threat of water scarcity. I focus the study on a drought crisis, which resulted in the adoption of desalination in the Eden District Municipality (EDM) of South Africa. Focusing on the towns of Sedgefield and Knysna, in the Knysna Local Municipality (KLM) of the EDM, I ask the questions of ‘what, how, by whom, why and to what end was desalination adopted?’. This interrogation is characterised by two movements, firstly tracing the process and mechanism through which this consensus was manufactured; and secondly countering this by examining the underlying metabolic relations constituting crisis and solution. The research was carried out over a period of 11 months, from October 2011 to August 2012, during which I undertook 91 semi-structured interviews, extensive document analysis and participant observation. The theoretical strands drawn upon are a blending of post political theory, to inform an analysis of the techno-managerial orientation of consensus manufacture; and a Marxian relational ontology, to examine what is produced and foreclosed by the logic. This project is undertaken in five parts. Firstly, I show that the dominant representation of 'drought crisis' insisted upon the indisputability of drought as a threat posed by an externalised nature. Next, in examining the metabolism of drought I counter this narrative by showing the drought crisis to be a socio-natural assemblage, rather than an externalised threatening nature. This is a vital finding, showing that the support for the adoption of desalination technology as a necessary response to 'nature's crisis', pivoted on the maintenance of an ideological fiction, obscuring the relational 'becoming' of drought. In the third chapter, moving on to an examination of the solution, it emerges that an essential aspect of the solidification of consensus was the employment of exceptional disaster and environmental legislation which had the effect of neutralising drought as 'nature's crisis' and desalinationas the indisputable solution. Enabling the urgent release of disaster funding to ensure water security for economic growth. This chapter also argues that the maintenance of the dominant crisis narrative produced an opportunity for the desalination industry, by treating 'nature' as a direct accumulation strategy. In the remaining two empirical chapters I evaluate the 'promise' of the desalination techno-fix. Through focusing on the conditionality placed on disaster funding and how this impacted on project assembly, resulting in problems and costs emerging out of the desalination solution from the outset. Fundamentally, it is argued that, rather than being external to, these problems are intrinsically connected to the mechanisms and logic through which consensus emerged in the first place. To clarify, through the preceding chapters it was shown that the basis for the 'disaster funding' release was an insistence on 'nature's crisis', as an ideological fiction. These remaining chapters show that this had the effect of placing limitations on what was spent on, when, and how much. Thereby informing project assembly, with these constraints resulting in problems emerging out of the solution. In sum, the thesis concludes that the adopted E.M. logic was a false promise that served to intensify the penetration of nature by capital, resulting in a deeper movement into crisis by moving the problems around as opposed to resolving them.

The Knysna Estuary is the largest estuarine ecosystem in the warm temperate coastal region of South Africa. The estuary remains oligotrophic (chlorophyll-a < 5 mg l-1) despite increases in anthropogenic input of nitrogen and phosphate associated with the rapidly increasing urbanization of its littoral and catchment. This dissertation relies on original data, which includes the measuring of concentrations of ammonium, nitrates (nitrate and nitrite), dissolved inorganic phosphate and urea in the water column quarterly for one year at 21 stations. It estimates the contribution to these nutrients from rivers, storm drains and rainfall entering the estuary during this year by monitoring concentration and flow in these source waters. Seasonal, tidal and post-flood patterns of nutrient concentration in the water column are assessed with respect to nutrient loading to determine if variations in concentration are the result of loading or processes in the estuary.

Balancing water demand and supply in South Africa involves high levels of uncertainty. The Department of Water and Sanitation (DWS) is responsible for making decisions to either increase water supply or decrease water demand so as to ensure that sufficient water is available, when and where it is needed. However, no retrospective analyses of such decisions have been found. One way to assess such decisions is to evaluate the associated costs and benefits thereof. Therefore the primary aim of this study is to evaluate the costs and benefits of selected water supply options, and of the decision-making associated with those options. In order to achieve this purpose, four case studies were analysed within a mixed-methods research paradigm, which used both quantitative and qualitative methods, including unit reference value (URV) analysis, inter- and intra-case analysis and content analysis to examine the success of the decisions made. The four case studies were conducted on the Inyaka, Nandoni, Berg and De Hoop dams and their catchments. Firstly, estimated and actual project costs were compared using unit reference analysis and inter-case analyses. Secondly, the reduction of mean annual runoff (MAR) caused by invasive alien plants (IAPs) and the cost of clearing them in the dam catchments were evaluated using inter-case analyses. Information thus gathered was used together with data from DWS documentation and the results of interviews with ten key specialists, to analyse the decision-making process that led to the decision to build De Hoop Dam (the most recent case study). The rational decision-making model (RDMM) was used as a framework within which to analyse and evaluate this decision-making process. This study has also demonstrated how the RDMM can be used to assess decision-making associated with water supply development. The results of this study show that there is considerable variation of estimated costs (at the time that the decision to build the dam was taken) in relation to the actual costs of building the dams and that Ministers were not put in a position to understand the full long-term costs or the opportunity costs of the proposed dams. Furthermore, the most recent IAP data (2008) shows that the impact on water security by IAPs could not offset the water security resulting from building each of the four dams. However, if IAP management is not continued in these catchments, the projected reduction of MAR by IAPs will compromise water security within 45 years. Given the almost exponential spread and densification of IAPs, together with their long-term impact on MAR and increased costs of controlling them, it is clear that IAP management should have been factored into water supply decision-making from the outset. In the analysis of the decision to build the De Hoop Dam, the results show that while the decision-making process that culminated in the decision to build the dam did not follow the steps of the RDMM, DWS appears to have followed a somewhat similar approach. It was found that while there was a need for the provision of additional water in the Olifants catchment, this need was overstated and the resulting overestimation caused the scale and size of the dam to be larger than it could and probably should have been. Additionally, it appears that DWS‘s decision to build the De Hoop Dam themselves, rather than having it built by the private sector, may have been less than optimal. It is recommended that, in future decision-making, DWS needs to incorporate multiple alternative options into the same solution, and to ensure that decision-makers are put into a position to make informed decisions, including adequate consideration of externalities. Furthermore, DWS needs to employ decision-making models such as the RDMM to facilitate retrospective analyses to improve their institutional knowledge. In recent years South Africa has experienced numerous service delivery protests. These protests are a result of the lack of delivery of basic services such as water and sanitation (amongst others). To address this, local governments have taken part in benchmarking initiatives (National Benchmarking Initiative, Municipal Benchmarking Initiative) and regulation programmes (BlueDrop,GreenDrop) in an effort to improve the quality of potable water and sanitation services. The latter of these focuses on the quality of the water services delivered and neither focus on the efficiency with which this delivery is achieved. This study uses both nonparametric (data envelopment analysis) aswell as parametric (stochastic frontier) methods to assess the efficiency of water service provision in South Africa over a six year period from 2005 to 2010. Subsequently, the method which is most suited for use in the South African context is proposed. In addition, this study demonstrates how these methods can be used to determine the effectiveness of benchmarking initiatives, namely the National Benchmarking Initiative, in improving the efficiency of water service provision. Furthermore, additional insight into the selection ofm in them out of n bootstrap procedure for efficiency evaluations is established through a simulation study. The inclusion of efficiency evaluations into South African benchmarking initiatives provides new and important insight into the standard of water service delivery. As such, the techniques used in this study illustrate how efficiency analysis can enhance benchmarking initiatives in South Africa.

The supply of water to 'disadvantaged' areas of KwaZulu-Natal has in the past received low priority. Local government is now faced with supplying water to large, sometimes dispersed, rural populations. Groundwater has been utilised informally as a water supply for some years, but the impetus provided by the Department of Water Affairs and Forestry's White Paper has compelled those responsible for water supply to seriously consider groundwater as a sustainable option. The development potential or success of groundwater in its role as a reliable water supply is dependent on acceptance of the resource by the communities, appropriate level of service, yield sustainability and safe quality. Apart from the social aspects, the yield and groundwater quality characteristics of the aquifers under consideration must be used to determine the best hydrogeological features to target during exploration. A total of 993 borehole records, from a recent government drought relief programme, were used to compare the yield, water quality and best geophysical exploration and drilling techniques of the main hydrolithologies in rural KwaZulu-Natal. The results of comparative analysis shows that the competent rocks of the Natal Group and Natal Metamorphic Province and the karstic Uloa Formation of the Maputaland Group have the best overall potential for water supply. The unconsolidated sediments of the Maputaland Group also have good potential, but have some salinity problems. The Karoo Supergroup sediments and volcanics have moderate potential, with the argillaceous rocks having the worst potential of the Karoo rocks. The contacts between the Ecca Group shales and sandstone have the best potential of the Karoo Supergroup sedimentary hydrolithologies. Fractures clearly enhance the groundwater potential of most hydrolithologies, with fractured Dwyka Group tillites rated as having one of the best development potentials of all the hydrogeological targets in KwaZulu-Natal, despite the hydrolithology's poor water-bearing characteristics. Dolerite contacts with sedimentary rocks are commonly targeted features in groundwater development. However, the results from this research showed that, apart from the Natal Group's contact with dolerite, these targets have poor development potential. In general, contacts between different hydro lithologies. Health related quality was found to be adversely affected in argillaceous hydrolithologies, such as the majority of Karoo rocks which had high levels of sodium and chloride and Natal Metamorphic Province schists which had elevated sodium, chloride and fluoride. Crystalline and arenaceous hydrolithologies generally exhibited good quality groundwater. A comparison between the different geophysical methods for each target feature indicates that there are appropriate methods to use to detect anomalies related to water-bearing features. The large number of dry boreholes drilled in locations with recorded geophysical anomalies can be either a function of the water-bearing characteristics of the formation, human error or background noise. The cost of using the different geophysical methods vary considerably. The order of increasing cost is magnetics, VLF, EM-34, electrical resistivity profiling followed by vertical electrical sounding. Drilling has a large influence on the development potential of certain aquifers due to the high costs involved. Most of the secondary aquifers will require percussion drilling which is the cheapest method of drilling commonly used. Some very unstable formations within fractured or highly weathered rock may need ODEX drilling to enable drilling to advance. ODEX drilling in these conditions is very costly and can double the cost of drilling compared to air percussion. The unconsolidated sediments of the Maputaland Group can only be drilled by mud rotary or ODEX techniques. The relative costs of these two methods arer very similar with ODEX being slightly cheaper. Because of the high expense of drilling in the sands it is recommended that alternative sources, possibly from shallow hand-dug wells, be considered as appropriate methods of accessing groundwater. The aspects of groundwater yield and quality of aquifers, appropriate geophysical siting and drilling methods, together with social considerations will all contribute to the success of groundwater development in rural KwaZulu-Natal.

The aim of the research study was to examine and analyse the main constraints faced by the Polokwane Local Municipality in delivery water services to Mabokelele Village. For the researcher to be able to achieve the aim of the study, key research questions were posed which enabled the researcher to gather / collect data that helped shed more light in the research project. Research questions such as what are the constraints faced by the Polokwane Local Municipality in water delivery services, and what strategies are been to address those constraints and how effective are those strategies, were posed to the participants of this research study. The study used the qualitative research design. Respondents were seen as experts of their own life situation. Face to face interviews were used to collect data from the participants. Data analyses was done in the form of content data analysis. The key findings of the research project:- Shortage of skills in financial management, inadequate water service infrastructure, inadequate human resource for water service delivery, lack of co-operation between the Polokwane Municipality and the Mabokelele Induna and lack of community participation and consultation by the Polokwane Local Municipality and long delays caused by the tendering process were identified as the key findings for the study. Recommendations for the study was guided by the findings of the research project. The following served as recommendations for the study : Polokwane Local Municipality should ensure that people with financial management skills and project management are employed to avoid under-spending of the budget. Community participation and consultation should be key when implementing projects to the community, Department of Water Affairs to ensure that enough water service infrastructure is provided so that the Municipality can function properly. Dwarf should speed up the transfer of officials to Polokwane Local Municipality and lastly, the red tapes in the tendering processes should be minimized to avoid long delays in the approval of water projects.

The sustainability of South Africa municipal water services provision is being challenged by the desire of government to extend high quality services from a relatively small portion of the population to the whole. Evidence of failures in delivery are mounting and many reasons for this have been identified, including a lack of political will at local government levels, low budget priority, insufficient capital, lack of capacity and skill and flawed tariff and accounting structures. This study generates new perspectives by surveying selected but representative, South African municipalities in their capacities as water service authorities (WSAs) on a range of financial sustainability issues – including cost burden on users, cross sub-subsidisation and cost calculations to set tariffs. The study is part of a wider investigation into the setting of tariffs that cover costs and satisfy demand, funded and advised by the Water Research Commission (WRC). The conclusions and recommendations of WRC Project K3/2087 (Hosking, 2011b) are to address: 1. The choice of water service provider, including the private utility option; 2. Market vulnerabilities in water service provision under alternate models of supply; 3. The determination and realisation of full cost recovery; 4. Demand responsiveness/sensitivity of local government supply; 5. The increasing block tariff (IBT) tariff structure; and 6. Abuse of dominance in the market process. Given the limited perspective (i.e. a focus on WSAs), some important national water sustainability issues are given less prominence, e.g. raw water availability and national government capacity to subsidise water service delivery. The key water service sustainability elements on which attention was focused in this study are: • Backlogs in the water service coverage and infrastructure rehabilitation and maintenance. • Standard of water service indicators. • Relative importance of the provision of water services in water service authorities’ strategy and implementation (including budget and risk). • Adequacy of skills to provide a sustainable water service. • Budgeting and planning for the sustainability of the water service. • Adequacy of the costing and tariff setting nexus, with particular attention paid to method and principle. A survey was used to elicit information from selected municipalities (Chapter Four). The municipalities which formed part of the sample and were surveyed were: 1. Nelson Mandela Bay Metropolitan Municipality; 2. Ekurhuleni Metropolitan Municipality; 3. eThekwini Metropolitan Municipality; 4. Cape Town Metropolitan Municipality; 5. Buffalo City Metropolitan Municipality; 6. George Municipality; 7. uMhlathuze (Richards Bay) Municipality; 8. Steve Tshwete (Middleburg) Municipality; 9. Kouga Municipality; 10. This study explores views behind the failure of water supply projects to achieve sustainability, primarily from the 'users' perspective, and at a secondary level from the perspective of the government/funders. One completed water supply project was selected as a case study for the research project. The overriding principle behind the water infrastructure delivery programme is that the service must be provided in a sustainable manner, and that the community must actively participate and be involved in all the phases of the project. The provision of water is not simply as it might look. In reality it is a complex process, which involves a number of organisations with different, yet important roles and responsibilities. Ongoing collaboration is important among these organisations if the service is to be provided efficiently and in a sustainable manner. In particular, local government has a Constitutional obligation to provide services to all consumers in an efficient, affordable, economical and sustainable manner. The National and Provincial governments, however, have a number of responsibilities in the field of water services. Semi-structured interview method was used to collect data from respondents. Two sets of interview schedules were developed, one for the community/water project committee members, and the other for the government officials. The data collected was analysed both qualitatively and quantitatively. This analysis enabled the researcher to draw findings, make conclusions and propose recommendations. The findings and conclusions of the study point to lack of clarity on roles and responsibilities; gender and cultural constraints; and, poor training and capacity and building of the community as being some of the reasons for the failure of the project. The recommendations proposed entail, inter alia, massive community mobilisation and awareness creation programmes; improvement in levels of the service; adoption of a gender-sensitive approach to project development; and, implementation of a training and capacity building process in the community in order to 'revitalise' the project. The study has merely focussed on one water project and sets the scene for further exploration of the subject. It certainly highlights some critical issues around sustainability of water projects, and hopefully will contribute towards the ongoing debate in this area.

Previous government policy dictated that municipal services should not be distributed equally to all South Africans. Consequently, large inequalities in access to water supply and sanitation services were created along racial and geographic lines. After 1994, government policy sort to rectify this situation, largely through pro-poor service provision policies and programs. Continuous and accurate monitoring and reporting of access statistics is crucial to ensuring that progress is made. Progress within the provinces, however, would not have been equal due to the difficulty with providing services to different regions. As such, large disparities still exist. In order to assess the current inequality, local municipalities were grouped according to access to adequate services and their progress made from 2001, using the statistical method of cluster analysis. It was discovered that provinces, with access to improved services for over 75% of households, had municipalities with similar access to adequate services; this includes Western Cape, Gauteng and Free State. For the other provinces, great inequalities were found between municipalities. Some municipalities showed a decline in access to improved services; this is despite provincial access to improved services increasing for all provinces. Cases emerged where local municipalities in the same district municipality did not show similarly changes in access to improved services. The progress between water supply and sanitation provision was dissimilar, with growth occurring in different timeframes. A large number of municipalities showed negative progress for sanitation for 2007-2011 despite the fact that the Bucket Eradication Programme – aimed at diminishing the number of bucket facilities in the country - was established in 2005. The lag in sanitation progress between 2007 and 2011 could be attributed to the fact that sanitation provision from 2007 was focussed in rural areas, which are demonstrably difficult to deliver services to; that poorly built toilets needed restoration, diverting funds from providing new facilities; and that transferring responsibility of sanitation provision from DWA to DHS in 2009 led to non-efficient functioning of the National Sanitation Programme. More provinces showed a correlation between progress made between 2001 and 2011, and prior access to adequate services for water supply than sanitation. This coupled with the fact that rural municipalities had a greater capital expenditure than other local municipalities for water supply and not for sanitation, indicates that the pro-poor initiatives have been more successful in water supply than in sanitation. This highlights that sanitation provision has been challenging and slow.

ENGLISH ABSTRACT: A vast literature on the incompatibility of socio-economic development and environmental conservation (also referred to as sustainable development) has developed over the past few years. This study takes on the form of a critical, problemdriven discussion and evaluation of the applicability and viability of the concept of capacity-sharing to the current South African water management regime. Within the study, the complexities involved in the shift from a supply- to demandoriented management strategy are examined in depth. This transition in strategy proves to be problematic for water policy makers and managers because of past management regimes and structures, measurement related problems, incorrect or insufficient definition of criteria needed for demand-oriented approaches and the emotional complexities regarding water use. Developments in water policy are currently at a point where problems are experienced regarding the practical implementation of proposed water demand-oriented policy. The concept of capacity-sharing is explained and discussed in detail, leading to the identification of the applicability to three of the most important problems (basic contradiction within the 1998 National Water Act, initial allocation for market adoption and equity within the market) faced within the transition towards a demand-oriented approach. This study found that the concept of capacity-sharing does hold applicability in addressing the above-mentioned three problems towards the transition to a demand-side management approach. Capacity-sharing, therefore, should be part of this timely transition and the state should make use of the advantages of this concept. To support this view, seven studies are proposed for further research to address the problems as mentioned in section 5.2 of the thesis.
AFRIKAANSE OPSOMMING: 'n Uitgebreide literatuur aangaande die onversoenbaarheid van sosio-ekonomiese ontwikkeling en omgewingsbewaring (ook volhoubare ontwikkeling genoem) het oor die afgelope paar jaar ontwikkel. Hierdie studie neem die vorm van 'n kritiese, probleemgedrewe bespreking ten opsigte van die toepasbaarheid en relevansie van die konsep van kapasiteitsdeling binne die orde van huidige Suid Afrikaanse waterbestuur, aan. This research study addresses the problem of whether local government can afford free basic water in rural areas. To achieve this objective a comprehensive literature study was performed, which included: · Lessons in water sector approaches from international experience and how these experiences compare with the South African situation. 1.The current basic water supply legislation in South Africa and how this legislation affects the subsidy arrangements and the financing of free basic water. 2.The operation and maintenance cost and the benefits of effective operation and maintenance of water supply schemes. A model was developed that could estimate the cost of rural water supply per household per month from the operation and maintenance data that was collected over a period of twenty-two months from a water supply scheme. As part of the provision of free basic water, a nine-step flow chart was developed to determine rural water operation and maintenance subsidy and a free basic water policy to help local government make informed decisions. The model was tested on different water supply schemes to verify the accuracy of the models estimation of the cost of rural water supply per household per month. The information obtained from the literature and from the test of the model resulted in various recommendations and conclusions.

The water resources management regime has shifted from one focusing almost exclusively on augmenting supply to one where ensuring access, equity and sustainability are an integral part of the process. A growing demand for water and the fact that the amount of fresh water is constant raises the impression of water scarcity will occur. Indications are that the notion of access to water for basic needs as well as access to productive water underpins perceptions of scarcity. This thesis interrogated perceptions of scarcity in a small rural community in order to understand the role water can play in developing sustainable livelihoods.

The rural areas of Amathole district municipality continue to experience difficulty in accessing water services. The people experience problems despite the fact that the Amathole district municipality, since 2003 has been made a water service authority in its municipal area, which consists of eight local municipalities, namely; Mnquma, Mbashe, Nkonkobe, Amahlathi, Great Kei, Ngqushwa, Nxuba, and Buffalo City. With the water service authority powers devolved from national government to the district municipalities the intention was to speed service delivery. This study investigates the causes of the delays in water service delivery experienced in rural areas of this district municipality. The Buffalo City local municipality is excluded in the study because Buffalo City has as well been given the responsibility of being the water service authority in its municipal area. This study used the questionnaires as data collection tool, and it was distributed to these respondents; chief officials, councilors, and citizens. Due to vastness of the target population sampling was used to reduce the bulkiness of the data. The questionnaire content is based on the phases of the systems theory to see if the policy making processes of the Amathole district municipality are carried out in accordance with the systems theory. The study has found that the citizens are not adequately involved in all the policy processes including the policy analysis and evaluation. This has been found to be a contributory factor in the ineffectiveness of the municipality water service delivery.The spheres of government that operate in silos compromised policy analysis and evaluation of the municipality, and disjuncture of the delivery programs of the spheres and state enterprises caused a huge service delivery challenges for this municipality. The study has confirmed that the Amathole district municipality is experiencing problems, delays, and challenges that make it to be ineffective as a water service authority.

This is an in-depth case study of urban water services to poor households and their interactions with local state power in the community of Eastwood, Pietermaritzburg, in the province of KwaZulu-Natal, South Africa, for the period 2005-2007. It draws especially on the experiences of poor women, exploring the conceptions and implications of the movement of municipal services into the realm of welfare-based urban service concessions. It interrogates what value municipal services, framed in the language and form of welfare but within a commodification milieu and in the context of shifting citizen-state relations offer the state apparatus and how such free basic service offerings are experienced by poor households at the level of domestic, social and economic functioning. The study adopts a fluid mixed-methodological approach to optimise exploration and interpretation. It argues that the interface of state service delivery and citizens is fraught with contradictions: core to this is the nature of state ' help.' Free basic water encompassed in the social wage did not improve the lives of poor households; instead it eroded original water access. Free basic water stole women's time spent on domestic activities; compromised appropriate water requirements, exacerbated service affordability problems and negatively affected household functioning. Poor households experienced the government's policy of free basic services as containment and punishment for being poor. The Indigent Policy activated the state's surveillance, disciplinary and control apparatus. In the absence of effective national regulation over municipalities and with financial shortfalls, street-level bureaucrats manipulated social policies to further municipal cost recovery goals and subjugate poor households. Social control and cheap governance were in symmetry. Citizens, desperate for relief, approached the state. Poor households were pushed into downgraded service packages or mercilessly pursued by municipally outsourced private debt collectors and disconnection companies. Municipalities competing for investments brought about by favourable credit ratings abandoned the humanity of their citizens. Such re-prioritisation of values had profound implications for governance and public trust. Citizens were jettisoned to the outskirts of municipal governance, resulting in a distinct confusion and anger towards the local state - and with it, major uncertainties regarding future stability, redistribution and equity.

The main aim of the study was to analyse the impact of improved water access for both domestic and productive uses on human development. The study was conducted in three villages in the Letsoalo-Sekororo community within the Mopani District Municipality in the Maruleng Local Municipality around the banks of the Olifants River in Limpopo Province, South Africa. The study used a total sample of 59 participants representing 40 households, 16 key informants. Three focus group discussions were held. Various variables for the households were selected and analysed using logistic regression. The method of agreement was used for key informants as well as for focus group discussions. The results from the logistic regression indicated that household size and quantity of water consumed by an individual per household was found to be showing a positive relationship to improved water access. Cattle ownership and household’s monthly income were found to be showing a negative relationship to improved water access. The results also indicated that other people’s private yard taps are the water source which showed a negative relationship to improved water access. The variable food availability throughout the year, showed a positive relationship to improved water access. Water related disease showed a negative relationship to improved water access. The results of method of agreement indicated that there are many challenges faced by the key informants. These challenges were because of the poor water reticulations and the fact that other households were unable to make their connections due to lack of a money. vii The study recommends that the Department of Water Affairs and the Maruleng Local Municipality should continue their efforts of getting enough and safe water fir the Letsoalo- Sekororo communities. Once that is done these communities will be able to get involved in income generating activities.

The aim of this investigation was to provide a framework or strategy for prioritising and implementing regional groundwater monitoring in the Olifants-Doorn Water Management (WMA) area. The general approach was to attempt to reconcile monitoring requirements with existing resources, while investigating the hypothesis that regional monitoring should focus on resource status monitoring. Groundwater science needs to focus on clarifying the sustainability options available to the stakeholders, and monitoring the chosen option. This can best be done by adopting an adaptive management approach to both the management of the groundwater resources, and the management of the monitoring programme.

This work examines the use of gravity data and its application to subsurface water reservoirs in the immediate vicinity of the South African Geodynamic Observatory, Sutherland (SAGOS), situated in a semi-arid region of the Karoo region of South Africa, and underlain by the Karoo sedimentary rocks intruded by dolerite dykes and sills. SAGOS houses the only supergravity metre (SG) in Africa, and this thesis sets out to test its use in monitoring groundwater dynamics using hydrological and gravity data. The main aim of this work is the application of the SG data, in conjunction with hydrological data, to better understand episodic recharge of subsurface reservoirs. The importance of water as a resource, globally and specifically the Karoo, is reviewed in conjunction with supply and demand of water. This is to contextualise the socio-economic, technical as well as policy issues related to water resource management. Applicable technologies for water resource management and efficient water use are highlighted and the application of gravity to hydrology is introduced, including satellite as well as ground based tools. In addition, arid zone hydrology as well as recharge and its mechanisms are analysed in order to better understand these processes when examined from gravity measurements. Issues related to understanding flow within the vadose zone as well as in secondary aquifers are examined, and gravity residuals and subsurface hydrology are highlighted. Thereafter, a conceptual groundwater flow modelof the study area is developed using multiple tools. First, the geology around SAGOS was mapped using SPOT 5 imagery and then ground truthed. Second, stable isotopes and water chemistry analysis was undertaken on water samples from selected boreholes. The results allude to preferential flow acting as the main mechanism for groundwater recharge. Follow-up pump-tests illustrate that fracture connectivity is greatest at close proximity to the dyke. Soil mapping, using aerial photography was also undertaken. Duplex soils, enriched with clay at depth, dominate the study area. Using in-situ infiltration tests, it is shown that the alluvium, which lines the river beds, has a higher hydraulic conductivity than the other soils, confirming that these streams act as preferential conduits for subsurface recharge. Precipitation events were correlated against gravity residuals at 4 wells, over different time periods. The results are examined using time series analyses. Gravity residuals from well SA BK07, over a period of 24 hours after the rainfall event, delineate instances of negative correlations, as well as strong positive correlations (of up to 0.9). On the whole however, correlations between gravity and groundwater at SA BK07 are variable and weak, and in conjunction with water level measurements and water chemistry, the data suggest that this well is located in a dynamic conduit (throughflow) and not in a permanent groundwater reservoir. By contrast, other wells show strong positive correlations between gravity residuals and water levels following episodic recharge events for a later time series. Correlations between the water levels and gravity residuals in wells SA BK04, SA BK05 and SA BK 01 are in excess of 0.7 for specific rainfall events. In summary, the results suggests that gravity is an excellent tool for measuring episodic groundwater recharge within the immediate vicinity of the SAGOS. This implies that gravity can aid in monitoring groundwater losses/gains in arid and semi-arid areas. Recommendations for future work are highlighted at the end; these include the possible use of hydrological modelling of reservoirs at various scales and then comparing these results to the SG as well as GOCE and GRACE satellites data, and then improving numerical modelling of the groundwater dynamics for sites like Sutherland and the surrounding arid Karoo region, where sparse water shortages, and potential pollution related to fracking for shale-gas, are likely to compete with established water needs for farming and human consumption. It is also suggested that the gravity modelling be examined to better understand site specific scenarios and thus aid in improving the processing of the gravity signal.

Food and water are two basic human needs. International projections indicate that water shortages will be prevalent among poorer countries where resources are limited and population growth is rapid, such as the Middle East, parts of Asia and Africa. Provisional estimates are that South Africa will run out of surplus usable water by 2025, or soon thereafter. Urban and peri-urban areas will therefore require new infrastructure and inter-basin transfers to provide safe water and adequate sanitation. Due to the high cost of these developments, such water is seen as being used for industrial and public needs only and not for irrigation. Currently, the agricultural water users consume the majority of the water used by humans. Taking cognisance of the before mentioned it is a reality that in the future the irrigation sector will have to sacrifice some of its water for public and industrial usage. This suggests growing conflict between the different water users and the agricultural water users. An attempt by the Department of Water Affairs and Forestry (DWAF) to address this conflict has been the implementation of pilot studies to determine the steps Water User Associations (WUAs) could take to ensure more effective water use in the future by the agricultural sector. These steps include an increase in irrigation efficiency according to the benchmarks of crop irrigation requirements and more efficient dam and canal management. The Water Administration System (WAS) has been developed to fulfill this exact requirement as it ensures optimal delivery of irrigation water on demand. The program is designed as a management tool for irrigation schemes, WUAs and water management offices to manage their accounts, and also to manage water supply to clients more efficiently through canal networks, pipelines and rivers. The WAS program consists of four modules that are integrated into a single program. Three modules of the WAS program have already been implemented at the Vaalharts irrigation scheme. This scheme has been transformed from a government controlled scheme to a privately owned scheme, and is now known as the Vaalharts Water User’s Association (VHWUA). The main purpose of this study was to implement the fourth module of the WAS program at the VHWUA as only full functionality of the complete program will ensure effective water use at the scheme. The fourth module calculates the volume of water to be released for all the canals (main canal and all its branches), allowing for lag times, water losses and accruals in order to minimise waste and thus save water. The methodology followed in this study was to first of all develop an understanding of the distribution cycle and the current calculation procedure of the VHWUA. The fourth module was then applied on a typical feeder canal and used to calculate the release volumes in order to compare these results with the current values. The next step was then to verify all data abstracted from the database used by the WAS program to calculate the release volumes. The database consists of information like cross-sectional properties, positioning of the sluices, canal slope, as well as canal capacities. The verification of data was done by field work, by studying existing engineering design drawings, through meetings and consultations with all parties involved in the VHWUA as well as by mathematical calculations. Cross-checking and verification, if necessary, of all above mentioned data were done. After the verification process, the database was updated and another cycle of calculations were run to do the final calibrations. Accurate calibrations were done to the seepage and the lag time coefficient. Some final adjustments were also made to the canal geometry in the database. This was an important part of the study as only a trusted and verified database will deliver correct results, irrespective of the software program used. After calibration of the database, the fourth module was again applied, but this time water losses were included in the calculations and the results revealed trustworthy and accurate real-time release volumes. The study therefore succeeded in the implementation of the fourth module on a typical feeder canal at the VHWUA. The study was concluded by the compilation of a checklist, which the VHWUA can use to implement the module on the whole scheme. This would enable the VHWUA to implement and apply the complete WAS program, which offers all the benefits and answers in every need of any water management office. Sustainable water resource utilisation can only be achieved through proper management. Applying this most effective management program will ensure a cost effective and optimised process at the VHWUA.

South Africa's water resources are unequally distributed over space and time to a high degree and our already stressed water resources situation will only be exacerbated by climate change if current predictions are correct. The potential for conflict over increasingly strained water resources in South Africa is thus very real. In order to deal with these complex problems national legislation is demanding that water resource management be decentralized to the local level where active participation can take place in an integrated manner in accordance with the principles of IWRM. However, administrative and political boundaries rarely match those of catchments as, throughout South Africa, rivers have been employed extensively to delineate administrative and political boundaries at a number of spatial scales. The aim of this research is to determine if rivers act as dividing or uniting features in a socio-political landscape and whether topography will influence their role in this context. By considering sections of the Orange-Senqu River, some of which are employed as political or administrative boundaries, this project furthermore aims to consider the implications of this for catchment management in South Africa. South Africa's proposed form of decentralized water management will have to contend with the effects of different topographies on the way in which rivers are perceived and utilized. The ability of a river to act as a dividing or uniting feature is dependent on a number of interrelated factors, the effects of which are either reduced or enhanced by the topography surrounding the river. Factors such as the state of the resource, levels of utilization, local histories and the employment of the river as a political or administrative border are all factors that determine the extent to which a river unites or divides the communities along its banks, and are all influenced by topography. The implications of this for the management of catchments in South Africa are significant. Local water management institutions will have to contend with a mismatch in borders and in many cases bridge social divides that are deeply entrenched along the banks of rivers. Importantly, the need for a context specific approach to catchment management is highlighted.

Due in part to negative climate change impacts on water availability, and the fact that urban populations across the globe are growing, cities are experiencing increasing stress on their water resources. Therefore, new options for urban water demand and supply management are being considered to address this concern. In the case of Cape Town, South Africa, overall water demand is increasing despite a successful water demand management campaign, while water supplies are dwindling. These conditions are aggravated by a recent severe drought that began in 2015. Transitions towards additional bulk water supplies are therefore needed, and the City has addressed this through plans for future water supply diversification in the form of large-scale groundwater development. However, given the historical focus on surface water infrastructure in Cape Town, there are significant obstacles in adding new sources, such as aquifers, into the supply chain. This Masters’ of Science thesis will present the findings of a research study that was aimed at analyzing the motivations, barriers and possibilities for groundwater governance in Cape Town, with particular attention to the expert perspective. Findings are based on three months of fieldwork in Cape Town, where data was collected through in-depth interviews with water experts and professionals involved in the Cape Town water sector, as well as field observations and water policy and document analysis. Chapter 2 of this work outlines the motivations and barriers for groundwater integration. This chapter emphasizes the benefits of groundwater for water security and resilience, while maintaining that fragmented roles and responsibilities to do with groundwater governance present significant challenges. Chapter 3 explores an existing groundwater scheme in Cape Town and presents three lessons learned for future groundwater policy development. Lessons learned include aquifer recharge zone protection, sufficient field operator training and consistent institutional support for groundwater knowledge leaders. The main goal of this thesis is to provide insight into the motivations and challenges associated with water supply diversification, and sustainable groundwater use in particular. These insights are relevant for broader discussions of water governance transitions in light of changing water demand and supply dynamics, as well as hydrological regime changes.

When considering water treatment in small rural and peri-urban communities, sustainability is one of the most important factors to be considered. Sustainability needs to be considered from financial, technological and socio-political perspectives. The major problems with sustainability of conventional small water treatment systems are the difficulty of controlling chemical treatment processes, especially when the raw water quality changes, and the production of substandard quality water. Another very important problem is lack of community involvement, especially over the longer term. The acceptance of new technologies by the community is of crucial importance in ensuring successful water supply projects. The anticipation of more stringent drinking water quality regulations and decrease in adequate water sources have brought membrane separation processes such as microfiltration and ultrafiltration on the advantage for potable water supply to rural and peri-urban areas. Membrane processes have the advantage of production of superior quality water and addition of fewer chemicals in the treatment process. The pUIpose of this study was to further investigate the potential of ultrafiltration capillary membranes as a one-step membrane water treatment system for potable water supply to developing communities. To successfully transfer a technology to a particular community, the technology must be suitable and acceptable and a social study was therefore also done to understand the social acceptance factors that govern the acceptance of these new technologies.

This thesis forms part of the emerging studies on the backlogs in municipal services delivery and the attendant emergence of the new social movements in post-apartheid South Africa. It examines four areas. These are: the backlogs in water services delivery; the consequent politicisation of the water services struggles; the breakdown of social citizenship; and the nature, forms and the repertoire of the collective action of the new social movements. The thesis is based on fieldwork research I undertook in 2002 on the water services struggles in Mpumalanga, an African township located outside the small town of Hammarsdale in Durban. The fieldwork research results reveal the demographic characteristics of Mpumalanga and, more crucially, the extent of the water services crisis. The results evaluate the nature and the gravity of the water services delivery backlogs. More importantly, they gauge the depth of their involvement in the water services struggles in Mpumalanga and the extent of their success. These are weighed against the reports of the new social movements' involvement in the township by the leftist-cum-intellectual activists in Durban and by the leftist and mainstream media reports. They also revealed a detailed picture of the state of collective action in Durban, unearthing the nature and functioning of the Concerned Citizens' Forum (CCF), an umbrella-body of Durban-based social movements. The study questions the hallowed standing of the CCF, by claiming, through detailed study and fieldwork observation, that the CCF is given to 'crowd renting', lack of transparency, disorderly decision-making, racial and leadership crises. The thesis also contextualises the collective action programmes of the CCF by situating them in Mpumalanga's neighbourhood politics. By doing so, the reader encounters ruling party local councillors, opposition party local councillors, CCF leaders and intellectual-cum-activists, youth activists and local council officials and bureaucrats. The collusion and conflicts between these parties and stakeholders bring into the equation political opportunism, careerism, and the ruthless pursuit of financial gains. All these parties and variables reveal a complex and ever-shifting picture of collective action and the contentious politics of the new social movements in Mpumalanga and Durban, amidst the looming crisis of the breakdown of social citizenship, cost recovery and the water services struggles.

South Africa’s private sector and the practice of using market processes are often dismissed by the government as service providing options, because they increase costs and fail the poor population. There is some substance to the government’s position, given that there is a natural monopoly advantage in water service provision. Under these circumstances it could be expected that a single firm would emerge as dominant in the provision of these services to urban customers. Were this firm a private one, and unregulated, it could be expected to practice exploitative pricing, make excess profits, and undersupply waste water management service. A private firm would also not provide services to the poor unless their service was subsidised. However most of these deficiencies can be regulated (as shown in Chapter Four), and also occur under public sector provision (as shown in Chapter Five) Are the private sector failures sufficient reason to abandon the market and private sector as mechanisms to deliver water service in South Africa? This dissertation finds little use is made of market processes and the private sector in water service provision (Chapter One), despite there being legal provision for such involvement (Chapter Two). It also finds that public water service providers are not subject to competition policy and consumer protection provisions, whereas private sector providers would be (Chapter Three). The administration of questionnaires to municipalities and the Department of Water Affairs (DWA) show that the various water service providers often operate under unique circumstances, making it difficult to extrapolate management insights from one municipality to another (Chapter Six). A case study on Nelson Mandela Bay Municipal tariff setting reveals a mismatch between economic principle and policy practice, and suggests that economic principle plays a lesser role in the design of tariff structures than other factors (Chapter Seven). Given the problems that are occurring in public sector water service provision, the dissertation concludes the case for dismissing private sector or public utility models for water service delivery may be weaker than is believed by the South African government.

The aim of the envisaged study is to investigate the water supply services in Lenyenye Township, in Greater Tzaneen Municipality and to derive suggestions and recommendations for improvement based on the objectives decomposed into the following: To review the extent and the magnitude of Water Supply problems and to identify, analyze the underlying causes of the water supply problems because the basic infrastructure provision of water supply is very poor and dismal across the area. Water serves as a basic need to which everybody has the right to access, be it for consumption or irrigation this service is, unfortunately, disrupted by many factors. The findings in the study for poor water supply emanate from many common causal factors such as management skills, technical challenges and illegal connections. Only two methods were employed to collect data in the study. Data collection was done by using the questionnaire and the interview methods and the interview involved direct personal contact with the participants who answered questions. A survey questionnaire was used to obtain data pertaining to water supply services from the representatives of water supply institutions. Recommendations in the study are based on the findings such as prioritization of effective water supply for Lenyenye township, community consultation and participation, addressing capacity constrains in the Municipality such as human resources, water service infrastructure, and skills development.

ENGLISH ABSTRACT: Concerns about the sufficiency of freshwater supplies and the impact of water shortages have placed sustainable water management on the global agenda. This is particularly relevant in South Africa, a country with precipitation rates well below the global average and water resources that have become highly polluted. The scarcity of water for consumption use and of unpolluted water bodies as recreational and environmental good highlights the need for an economic analysis of these issues. This dissertation investigates some economic aspects of water management in the South African context in two distinctive parts. Part One (Chapters 2 to 5) aims to provide an understanding of urban water demand and analyses water pricing as demand management tool. Part Two (Chapters 6 and 7) analyses the values people attach to water resources for recreational and environmental purposes. Quantitative methodological approaches are predominantly used to inform an economic perspective on water demand management. The extent of water scarcity is discussed in Chapter Two. South Africa is approaching physical water scarcity, but many poor households do not yet have access to water and basic sanitation facilities, i.e. there is also economic water scarcity. Given this background, Chapter Three focuses on water demand management as part of an integrated water management approach. The role of water prices is discussed, in particular the Increasing Block Tariff (IBT) structure which is predominantly used in South Africa. Chapter Four estimates the price elasticity of demand for water using household water consumption records obtained from the City of Cape Town (CCT). A distinctive feature of this case study is a survey undertaken to collect household information on demographic and water-use characteristics, as water databases are severely lacking in South Africa. The results show water demand to be mostly price inelastic, which concurs with findings from international empirical literature. Furthermore, higher-income households are found to be more sensitive to price changes, thus some reduction in water consumption can be achieved by increasing marginal prices at the upper end of the IBT structure. Chapter Five analyses the IBT structure as a redistributive tool. Particular attention is given to the Free Basic Water policy of South Africa, which allows each household to receive six kilolitres of water free per month. Empirical modelling indicates that the IBT structure in its current form holds limited benefits for the poor, given the state of service delivery in South Africa: the lack of access to the water network prevents the poorest households from being the recipients of the cross-subsidisation occurring in an IBT structure. Part Two studies urban water resources as recreational and environmental goods. The literature review of environmental valuation techniques in Chapter Six places particular emphasis on the Contingent Valuation Method. This method is applied in Chapter Seven, where the value of improving the environmental quality of a freshwater urban lake is analysed in a middle- to low-income urban area. Another survey was undertaken specifically for this purpose of gauging the willingness to pay for improved recreational facilities and water quality of Zeekoevlei. The results show that low-income households do attach value to urban environmental goods, a result which adds to our knowledge of willingness to pay for environmental goods in developing countries.

Hierdie proefskrif ondersoek sekere ekonomiese aspekte van waterbestuur in die Suid-Afrikaanse konteks, in twee dele. The focus of the study is the Eden District, George municipal area, Western Cape Province, South Africa, which was severely affected by the worst ever drought in 132 years from 2009-2011 (Bamford, 2009). The reduced rainfall impacted negatively on urban water supplies for the area. In 2009 the Member of the Executive Committee (MEC) for Local Government in the province requested that George Municipality draw up specific measures to be implemented when water resources (in dams and rivers) dropped to certain levels. Plans for possible future drought situations, periods of low rainfall, or insufficient raw water resources, have been done put in place for the needs of the residents of the focus area. The research problem of this study encompasses the assessment of the interventions put in place to address the shortage of water, particularly the implementation thereof, and the strategies and mitigations that contributed to the alleviation of the water shortage. The core objective of the research was to investigate the implementation of the water interventions (water restrictions) authorised to address the water shortages in George, in November 2009. This study employed a qualitative research approach where in-depth interviews were conducted with purposely selected individuals employed in the George Municipality Civil Engineering Services Department, and its Water Services and Disaster Department sections as they could provide first-hand information on the measures implemented to alleviate the problem and on the water shortage status. The research findings indicate that many short-term strategies provided a substantial reduction in overall water usage. The implementation of the strategies and mitigation measures were useful to the various departments in the George Municipality in tangible ways to help manage the water shortages. George Municipality should continue to market water restriction awareness to the public even though the George is no longer experiencing water shortages. The Municipality should adapt to deal with longer and more frequent periods of water shortages. Available tools (e.g. drought policy and by-laws) should be revised and adapted to establish appropriate measures under changing conditions.

ENGLISH ABSTRACT: Providing basic access to water and sanitation is critical for poverty alleviation and stimulating economic growth, but at the same time it is putting a huge strain on South Africa’s existing economic infrastructure. Local governments allow their existing wastewater infrastructure to deteriorate to the extent that it no longer functions according to its design, and then apply for capital funding for refurbishment. Capital investment alone will not provide a sustainable solution to meet the increased demand on the ageing wastewater infrastructure, since local governments do not have the financial means and technical capacity to adequately maintain and operate their infrastructure. A paradigm shift is required to develop alternative and innovative business models to ensure a sustainable solution providing continued and consistent capacity as a basis for further expansion. Public-private partnerships (PPP) could provide a feasible solution towards building a sustainable technical capacity at local governments. Engaging the private sector must however not be aimed towards access to private sector finance, but rather the improvement in operational efficiency and increased level in service. Obtaining private sector finances will be the wrong focus for engaging in PPP undertakings in South Africa. Private operation must be combined with public financing. The design-build-operate (DBO) model with public financing would be highly viable. Such an arrangement will hold no financial risk to the private sector entity with revenue collection strictly remaining a local government function. The DBO method of delivery (with public funding) will be an effective way to realize cost savings, achieve efficiencies in construction and operation, utilize expertise, and most importantly, for skills transfers and capacity building at local government level. Ultimate sustainability will only be achieved once local government is able to raise the majority of its own funds for operation and maintenance through tariffs and other instruments, including some towards capital redemption. Grant funding must make provision for maintenance and operation of all capital funded projects. All shareholders must join forces in lobbying this concept at the highest political echelons because in terms of Section 154 of the Bill of Rights, national and provincial governments have a duty towards local governments to support and strengthen their capacity, to effectively perform their functions.

Hydrological models are widely used tools in water resources estimation, but they are simple representations of reality and are frequently based on inadequate input data and uncertainties in parameter values. Data observation networks are expensive to establish and maintain and often beyond the resources of most developing countries. Consequently, measurements are difficult to obtain and observation networks in many countries are shrinking, hence obtaining representative observations in space and time remains a challenge. This study presents some guidelines on the identification, quantification and reduction of sources of uncertainty in water resources estimation in southern Africa, a data scarce region. The analyses are based on example sub-basins drawn from South Africa and the application of the Pitman hydrological model. While it has always been recognised that estimates of water resources availability for the region are subject to possible errors, the quantification of these uncertainties has never been explicitly incorporated into the methods used in the region. The motivation for this study was therefore to contribute to the future development of a revised framework for water resources estimation that does include uncertainty. The focus was on uncertainties associated with climate input data, parameter estimation (and recognizing the uncertainty due model structure deficiencies) methods and water use data. In addition to variance based measures of uncertainty, this study also used a reservoir yield based statistic to evaluate model output uncertainty, which represents an integrated measure of flow regime variations and one that can be more easily understood by water resources managers. Through a sensitivity analysis approach, the results of the individual contribution of each source of uncertainty suggest regional differences and that clear statements about which source of uncertainty is likely to dominate are not generally possible. Parameter sensitivity analysis was used in identifying parameters which are important withinspecific sub-basins and therefore those to focus on in uncertainty analysis. The study used a simple framework for evaluating the combined contribution of uncertainty sources to model outputs that is consistent with the model limitations and data available, and that allows direct quantitative comparison between model outputs obtained by using different sources of information and methods within Spatial and Time Series Information Modelling (SPATSIM) software. The results from combining the sources of uncertainties showed that parameter uncertainty dominates the contribution to model output uncertainty. However, in some parts of the country especially those with complex topography, which tend to experience high rainfall spatial variability, rainfall uncertainty is equally dominant, while the contributions of evaporation and water use data uncertainty are relatively small. While the results of this study are encouraging, the weaknesses of the methods used to quantify uncertainty (especially subjectivity involved in evaluating parameter uncertainty) should not be neglected and require further evaluations. An effort to reduce data and parameter uncertainty shows that this can only be achieved if data access at appropriate scale and quality improves. Perhaps the focus should be on maintaining existing networks and concentrating research efforts on making the most out of the emerging data products derived from remote sensing platforms. While this study presents some initial guidelines for evaluating uncertainty in South Africa, there is need to overcome several constraints which are related to data availability and accuracy, the models used and the capacity or willingness to adopt new methods that incorporate uncertainty. The study has provided a starting point for the development of new approaches to modelling water resources in the region that include uncertain estimates.

The Working for Water (WfW) Programme is a public works programme designed to clear South Africa of invasive alien vegetation and to restore lowwater consuming indigenous vegetation in the areas that have been cleared. Funds to clear alien invasives were initially secured on the basis that such a programme would increase water runoff, facilitate biodiversity and ecosystem functioning, and provide social benefits through job creation. The economic merits of the Programme, in terms of increased water yields, has been established in the Western Cape and KwaZulu-Natal, but questioned in the Eastern and Southern Cape. However, there are economic aspects of the studies carried out in the Eastern and Southern Cape that merit more attention than was given them; one of these being the issue of non-water benefits. Preliminary figures emanating from contingent valuation pilot studies conducted at six WfW projects sites indicated that one of these non-water benefits, namely the biodiversity and ecosystem resilience benefit, could be substantial. As such, the primary objective of the present study was to apply the contingent valuation method (CVM) to value people’s preference for indigenous vegetation. This value was intended to serve as a proxy for increased biodiversity and ecosystem resilience at three WfW sites. Despite the controversy surrounding the CVM, it has been found that it is a credible valuation tool. The CVM’s merits lie in its versatility and in the fact that it is the only method available which is capable of obtaining estimates of both nonuse and use values, thus making it applicable for valuing biodiversity. The primary aim of a CVM study is to determine an estimate of the total willingness-to-pay (WTP). In this study, the total WTP figure was calculated by multiplying the median WTP for the local WfW Programme by the total number of user households. The respective total WTP amounts are shown in Table 1. It was anticipated that respondents would be willing to pay more for the national WfW Programme, than for the less inclusive good (i.e. the local WfW Programme). The results correspond with this expectation at the Port Elizabeth and Underberg sites. However, due to strategic factors Worcester respondents were willing to pay more for the local WfW Programme than for the national Programme.

This study gives an overview of the sustainability of potable water supply in rural areas of South Africa in general and four rural areas of uMhlathuze in particular. Three key challenges in achieving sustainable rural water supply are discussed in more detail and later on used to evaluate the inadequacy of financial revenues to cover the full operation, maintenance and replacement of infrastructure. This research study analysed the factors pertaining to the tariff structure used in maintaining and sustaining rendered service. It analysed the current tariff structure that includes the poorest and most marginalised in line with revenue needed to cover recurrence costs. It was the purpose of this study to examine the adequacy of the management system used to sustain the supply of potable water in rural areas, taking into cognisance the costs of rendering the account and of illegal connections combined with high water losses. The study also attempted to link these points to the challenges faced by the rural areas. The sustainability of rural water supply was analysed, based on financial factors, affordability and on the willingness to pay for the service. The researcher first compared the water billing (levies) and payment patterns of each customer in rural areas of uMhlathuze Municipality with others; and secondly, compared the primary data against theory and the literature. Differences and similarities between the collected data and theory were at the core of the analysis The research results determined that the municipality has the capacity to maintain and sustain the potable water supply network in these areas, while dealing with management questions and recommending to management what is needed to ensure that the water reticulation system is run on a sustainable basis. Sustainability of rural water supply seems to be dependent on factors like policy, legal framework and economic factors such as an ability to meet the costs and willingness to pay for rendered service.

South Africa is classified as an arid to semi-arid region and water scarcity in South Africa has been identified as a key factor limiting socioeconomic development in the next century. In the Algoa region, the total urban plus agricultural water demand is expected to exceed the supply by the year 2005. The Kouga Working for Water Project aims to increase the base flow to the existing dams which supply the Port Elizabeth metropolitan area through the eradication of invasive alien trees in the riparian areas of the Krom and Kouga catchments. This thesis analyses the economic efficiency of optimal catchment management as a water supply scheme. A cost-benefit analysis is conducted for the Kouga eradication programme, and its desirability is evaluated in terms of the net present value (NPV) and the internal rate of return (IRR) criteria. In order to compare the cost-e~i.ciency of the eradication programme to alternative water supply augmentation schemes the Unit Reference Value (URV) is calculated for the project. The NPV for the project is calculated using a discount rate of 7% and amounts to nearly R24 million. This positive NPV indicates that the project is economically desirable in that it results in the improvement of human welfare. The IRR decision rule supports this finding. The URV of the eradication scheme is found to be competitive to that generated by more conventional schemes. Considered in the evaluation of the project are a host of environmental benefits that accompany the eradication of alien vegetation. This is in contrast to alternative schemes which result in several detrimental impacts to the environment. The economic analysis concludes that the eradication of alien vegetation is an efficient and desirable alternative water supply augmentation scheme. The conclusions drawn from the analysis of the eradication programme in this catchment area can be extended to other catchment areas, with the aim of promoting the most efficient supply of water.

The provision of goods and services by aquatic ecosystems plays an important role in socio-economic development and livelihoods in the southern African region. Water resource management in South Africa developed from an agrarian and pastoral focus up to 1956 to also supporting mining and industrial activities. This led to the introduction of the resource water quality objectives and pollution prevention approaches, which balanced the needs for development and protection. Prior to 1994, access to water resources was limited to riparian property owners and a minority of the population who controlled industrial and mining activities. The establishment of a democratic government amplified the need for accelerated socio-economic development, with equity, efficiency and sustainability being the principles of such development. New approaches were needed, which could achieve these development objectives and secure the resource base for future generations. An overview of the scientific process highlighted a risk based approach as potentially supporting the much needed balance between development and protection. The aims of this thesis is to develop a framework and process for the application of ecological risk assessment to water resource management in South Africa, to use case studies to draft guidelines for ecological risk assessment and to assess the degree to which ecological risk assessment can contribute to effective water resource management in South Africa. The United States Environmental Protection Agency’s guidelines for ecological risk assessment were identified amongst international best practice as meeting the requirements for local application. A framework was drafted for ecological risk assessment in South Africa, with the main phases being to agree on objectives, formulate the analysis plan, analyse information, characterise risk and manage risk. Modifications from the Environmental Protection Agency’s process include the order of activities in the first phase, the explicit testing of hypotheses and clarification of the evaluation of existing data or collection of new data. An industrial effluent case study was used to assess the applicability of the proposed framework. The case study dealt specifically with the assessment of risks posed by current conditions and long term licence conditions. The framework was found to be useful to identify weaknesses in the established monitoring programme and to evaluate lines of evidence to assess the degree to which the stated conditions would have unacceptable consequences. The study highlighted several weaknesses in the suggested framework, of which the most critical is the interpretation of the risk hypothesis as a testable null hypothesis. It became clear that cause-effect relationships should be stated as the risk hypothesis, whereas the assessment should evaluate expressed or expected conditions against a risk profile for a given stressor to benefit fully from the risk assessment approach. Changes to the framework terminology were suggested as well as nested feedback loops to allow for iterative processes where new information becomes available. The proposed guidelines incorporate the learning from the case study application as well as feedback from a peer review process. The guidelines incorporate the suggested actions under each phase as well as notes providing the rationale for each step. Three case study outlines were provided to assist users with the interpretation of the guidelines in different applications. The proposed guidelines are applied in an ecological Reserve determination case study, which specified the ecological water quality requirements. The study found that a risk-based approach was followed in the development of the water resource management policy, but the Reserve determination method is generally hazard based, with site specific modifications of the target values being allowed on a conservative basis. The case study highlighted a lack of readiness of water resource managers to accommodate scientific results expressed as probability distributions in support of management decisions. The thesis is concluded with a discussion of the key learning points of the ecological risk assessment development process. The evaluation highlights the move from stating and testing a null hypothesis to stating the risk hypothesis and evaluating the stated conditions against a risk profile. Several implementation challenges are highlighted, with specific recommendations made for adopting the proposed guidelines.

Access to adequate water and sanitation services in South Africa still remain a pipe dream for the millions who are trapped at the bottom of the class structures in the country. The poverty stricken communities living in Townships such as Motherwell, everyday long for water services infrastructure to be built in their places of residence. The costs of accessing water services also becomes a setback for many consumers in the area, this is after the infrastructure has been installed in their areas. The high unemployment rate plays an enormous role in many consumers not affording water services. Bureaucracy between the government department of Housing and the NMMBM also impedes delivery of water services for without formal housing, water and sanitation is impossible to be accessed within the households. The study revealed from the semi-structured interviews which were held with Mayoral Council official and Ward Councillors as well as with members of the communities NU 12 and 29 that access to adequate water services was not successful and satisfactory. The findings of the research demonstrate that the Municipality has a problem with retaining staff members in the portfolio of Infrastructure, Engineering, Electricity and Energy, which is the responsible department for providing water and sanitation services to the local inhabitants. This study was conducted from April 2009 to November 2009 and it was aimed at finding the Barriers to accessing water services in the Motherwell Township.

This study reports on water service delivery and it is a research that was undertaken in the Greater Giyani Municipality situated in Mopani District of Limpopo Province of the Republic of South Africa (RSA). The main aim of the study is to present the community’s perception on water service delivery challenges facing municipalities in the RSA and to make recommendations towards the development of both the community and the municipality. The motivation for this research was an upsurge in water delivery protests throughout South Africa and some of these protests have resulted in an unfortunate killing of citizens in the country during 2012, 2013 and 2014. In order to accomplish the aim of the study, several objectives were addressed. In the first part of the study, a literature review and identification of the context within which water is rendered in Greater Giyani Municipality is explained. The thesis then presents findings from the survey and an evaluation of the community perceptions of the quality of water service delivery. Following the survey report are the findings from the interviews held with municipal managers. From these combined findings recommendations are made towards water service delivery improvement. Both qualitative and quantitative research approaches were used in the study. A questionnaire collected data from eighty five (85) participants (households) of Kremetart Township. Following the community survey, interviews were held with eight (8) municipal officials within the Greater Giyani Municipality. Respondents from the community (households) were randomly sampled, while municipal officials were purposefully sampled to represent those responsible for water service delivery. The questionnaire distributed to community members comprised of both closed and open ended questions with completion duration of 30 minutes. Semi-Structured interviews were used to derive an in-depth understanding of the phenomenon from the municipal officials. Major findings arising from the community survey are that clean water, sanitation, aging pipelines, lack of infrastructure and free basic services were the main service delivery challenges. However, from the municipal officials, issues of maladministration appeared more prevalent. The issue of maladministration emanates from the confusion of duties and functions between councillors and the council officials. Also of concern from the officials are issues of community engagement. The last area of concern raised by both the community and the municipal officials is payment for services. Whilst the municipal issues are centred on old infrastructure, the communities’ issues weigh more on payment of inadequate and unreliable services. The study makes several recommendations to the municipality, which if addressed, may improve service delivery and lead to positive perceptions by the community and towards significant development of the town. In order to overcome the challenge of service delivery, municipalities may consider prioritising capacity building, ensure that staff are recruited and employed on the basis of merit and also ensure that public participation is not hindered, especially functionality of ward committee structures.

The aim of this inquiry was to analyze the role played by the Department of Water Affairs and Forestry in service delivery, i.e. supply water in the northern region of the Limpopo Province. Not much research has been conducted in this field especially in the Limpopo Province. Public Services are not a privilege in a civilized and democratic society, but are a legitimate expectation. Hence, meeting the basic needs of all citizens is one of the five key programmes of the government’s Reconstruction and Development Programme (RDP). From the literature review, it was evident that service delivery is essential in the communities, and, as such, government departments and municipalities have a critical role to play. The study also aimed to examine the problems and challenges the community faced during the construction of the community development programme. It reflected on the importance of consultation, project management and even feedback as a point of departure in showing both to the department and the municipality the attitudes and perceptions of communities and their level of satisfaction with regard to the effectiveness of service delivery. In order to achieve this goal, an interview was conducted with various interviewees. The participants ranged from the youth to the elderly citizens in the community, and the government officials. The main patterns that emerged from the collected data related to the dissatisfaction of the community about the lack of consultation. It would be advisable for government, especially municipalities, to take cognizance of the results and concerns in an effort to improve and ensure the effective service delivery as stipulated in the Reconstruction and Development Programme document.

Water shortage is a global problem. While other people in some parts of the world maybe enjoying enough supply of water others are faced with water shortage. South Africa is not an exception in this regard because some do not have access to water but rely on distance conveyance. Government is under constitutional obligation to supply this basic social and economic service. This study, therefore, aimed at investigating the causes of water shortage and the impact thereof on the household of Ga-Kgapane Township in Limpopo Province. This township falls under Greater Letaba Municipality in Modjadjiskloof. The data collected from four sections/localities of this Township showed that the area has a serious problem of water shortage. The lack of water according to the findings negatively affects the livelihoods and development of the people of Ga-Kgapane Township.

The aquifer of the study area occupies an escarpment and low lying limestone plain, and exhibits a Vaal River type karst. The four dolomitic formations present fall into two distinct aquifer forming types; chert poor units and chert rich units. The chert poor units of the Oaktree and Lyttelton Formations were deposited in a subtidal environment and were probably dolomi tised in a migrating schizohaline environment during basin subsidence and shoreline trangression. The chert rich units of the Monte Christo and Eccles Formations were deposited in the shallow subtidal to supratidal zones and the interbedded chert and dolomites may result from minor cyclical marine trangressions and regressions or be a geochemical response to the periodic flooding of freshwater carbonate and flats and tidal deltas. These fundamental geological differences are reflected in correspondingly different development of karst. Transmissive zones in the chert poor units are generally discrete solution features in massive dolomite, 1 m to 2 m thick. Transmissive zones in the chert rich units comprise thick (up to 60 m) and extremely weathered chert with a high void content resulting from the dissolution of carbonate material. The relative importance of various geological features to the development of the karst was assessed using information from two extensive hydrogeological investigations of the area. From the results it bas been concluded that lithostratigraphy, including the occurrence of palaeokarstic horizons, is the major control of aquifer properties. All other geological features are of lesser importance but may nevertheless be associated with enhanced transmissivi ties in any given unit. Faults and lineaments are the structural features most widely associated with highly transmissive zones. The knowledge gained in this study is applicable elsewhere as the principal hydrogeological characteristics of the study area are common to many of the Chuniespoort Group aquifers in the Pretoria - Witwatersrand - Vereeniging Region.

This study considers the nature of South African municipal water service delivery, and how marketing strategies can provide a framework for better management of this service. It reflects on the elements that guide municipal decision making and evaluates user preferences for levels of the municipal “water service mix” by employing conjoint analysis. Particular attention is paid to consumer willingness to pay for improvements in the “water service mix”. The study argues that the values municipal consumers attach to the variables of the water service mix need to be better incorporated into decision making regarding water service delivery, and that conjoint analysis is an informative method to assist in generating this information. The study outlines a water service marketing challenge and methods of research followed to deal with it (Chapter One) and the nature of the laws and institutions governing water service provision in South Africa (Chapter Two). The task of providing water services is delegated to Water Service Providers (municipalities). The key variables of the water service mix from the consumers perspective include; quality of the water, rate of flow from tap, interruption of water flow, sewerage disposal, assurance of supply, and water service tariffs (Chapter Three). The study covers the areas of Amathole, Kouga and Nelson Mandela Bay Municipalities' (Chapter Five). The method of marketing analysis applied is conjoint analysis, alternatively known as choice experiment analysis. An overview of the method is provided and its application to three samples of one hundred residents at each of the study sites is described in Chapter Four. The responses of the three hundred residents provide the basis for the results. Respondents were requested to make a series of choices between alternative water service mixes consisting of six variables differentiated by three levels (Chapter Three). In making these choices they implicitly compared and weighed up the relative worth of the selected variables against each other. The findings of the analysis were diverse (Chapter Six); two of the three estimated models did not yield significant results. An interpretation of these results showed that the respondents of the Kouga municipality were willing to pay R65.05 more (per 10 xii Kilolitres of water) than their current monthly tariff for a marginal improvement in water quality, R57.29 more (per 10 Kilolitres of water) per month for a marginal improvement in sewerage disposal and R21.90 (per 10 Kilolitres) per month for marginal improvements in assurance of water supply. Findings showed that willingness to pay for reduced interruptions and improved flow rates was lower and not as highly valued as the abovementioned variables. Most of these findings were consistent with similar international and national studies showing their reliability. Although there has been significant improvement in extending the reach of the network since 1994, the standards of water service provision in South African municipalities do not appear to have improved. The results of this study mirror a number of concerns that have been expressed about the standards of service, particularly sanitation (in publications like the Green Drop Report). Municipal service delivery in these areas would appear to be constrained by a number of issues including a lack of public involvement, legislation, limited financial resources and institutional capabilities. However, it is a service that is too vitally important to be allowed to deteriorate. Marketing analyses can make a valuable contribution to allocating and managing the scarce resources to best satisfy the consumers of water services (Chapter Seven). When consumer orientation is formally introduced as the main objective into the thinking of the service provider, it becomes untenable to offer poor service delivery. But that is exactly what many municipalities appear to be doing. There is a need to get back to the basics – where the consumer is king. This analysis concludes that consumers want, above all else, assurance of water supply, a high quality of water, and safe environmentally sensitive disposal of waste water. It is recommended that municipalities not lose sight of the fact that price is an important part of the marketing mix. From the paying consumers perspective, when the government incorporate too many other considerations into pricing of water services they are, in effect, disengaging price from the marketing mix by not being sensitive to consumer needs. This approach shows a weak marketing strategy, and may result in dissatisfied consumers who may become unwilling to pay for their water services – an outcome that the researcher would discourage.

The Newcastle Local Municipality (NLM) has been experiencing water supply interruptions since 2010 due to high demand. Between June 2011 to December 2011, water losses ranged from 49% to 62% (about 23 to 30 megalitres per day) in Madadeni and Osizweni townships (Newcastle East). The suburban areas (i.e. Newcastle West) also experienced water interruptions due to collapsing and/or aging infrastructure. About a thousand households in Madadeni were involved in this study to find the cause of the high water losses. Awareness campaigns, repairing household leaks, installation of intelligent meters and the increase of free basic water in indigent households from 6kℓ to 12kℓ per month reduced water losses from about 246 kℓ to 177kℓ per month. If similar Water Conservation (WC) and Water Demand Management (WDM) could be rolled out to the 35 000 households in the NLM and similar results to those in Madadeni are attained, conservative water saving of about 21Mℓ per day could be achieved. This would reduce the demand on the Ngagane Water Treatment Works (WTW) by 20%.

A one-year investigation on hot water consumption was conducted in South African developed and developing communities of Johannesburg to determine the personal and household average daily consumption of hot water as well as the average hourly (in summer and in winter) and monthly patterns. The motivation for this research project was to provide to engineers and water heaters manufacturers reliable experimental data on hot water consumption from various categories of dwellings. The existing sources of information in South Africa being extremely limited and results of estimations. The necessary information was collected from hourly and monthly measurements taken by monitoring hot water systems in different dwellings including, houses (300 units), traditional houses (90 units), shacks (200 units), apartments (123 units), townhouses (90 units). For the purpose of this study, the selected (not statistically) dwellings were classified into three categories, which are: high-density dwellings representing the developing communities, medium-density and low-density dwellings which represent the developed communities. The results of measurements show that, in general, people living in developed communities (low-density dwellings) use at least 1.4 times more hot water than those of developing communities (high-density dwellings). The patterns of hot water consumption have been determined for monthly and hourly consumption. The former is divided in four sections: summer weekdays, winter weekdays, summer weekends and winter weekends. The differences between sections are the specific times of peaks and the consumption. The results of this study should be of great assistance to engineers and water heaters designers in analysing existing systems for performance improvement, and in sizing more efficient and suitable systems to South African use.
