International project development teams confront complex technical and organizational situations. The objective of the projects differs from the ordinary production by the uniqueness of the outcome and the inevitable unexpected events which require the resolution of emerging problems during the realization process. The search for solutions leads to innovations. The international context of projects adds cultural diversity to the diversity of the professions and profiles of the members, which means that the actors do not share the same references to give meaning to the situations they live in. For some researchers, cultural diversity within a team promotes creativity and innovation. For others, diversity raises difficulties that slow down the diffusion and realization of innovations. It is only the instrument to construct strategic artificial borders that protect the profits of the actors. This doctoral research is not intended to decide between the various theses but proposes, on the basis of an empirical work in an international context, elements of explanation to the relations between the differences of cultures on one hand, and the ability to generate and spread an organizational innovation on the other hand. This research is based on a single multicultural case study “the Quality Control Plan” in an international transport infrastructure project carried out by a consortium made up of Algerian, French and Italian firms. Our study reveals that examining cultural constructs in relation to power relations, and the articulation of national cultures with professional cultures, is crucial to understand the mechanisms explaining the links between cultural diversity and organizational innovation. Neither the cultures in presence, nor the power relationships are sufficient to explain the dynamics of an organizational innovation process; it is the articulation of these dimensions that plays into the interactions. Our managerial contribution is accentuated by taking into account the socio-cultural contexts of international projects, and reinforcing the formal and legal framework in these inter-organizational linkages

The digital growth of the construction industry led to BIM (Building Information Modeling). Developed for buildings, BIM is later used on linear infrastructure projects. Such projects require end-to-end control of information. PLM (Product Lifecycle Management) supports digital continuity in the manufacturing industry. Studies evaluate the relevance of a complementary use of the BIM and PLM approaches for linear infrastructure projects. With an adaptation of methods used for building construction, those studies are mostly restricted to the implementation of data repositories. This makes it difficult to consider the infrastructure post-construction phase, where the 3D model is no longer a digital model, but a digital twin. This research work consists in developing a strategy for the design, the implementation and the operations and maintenance of a linear infrastructure. The digital twin of the infrastructure is the target of our approach. It will take into consideration not only BIM and PLM methodologies, but also any other data source positioning the infrastructure in its geographical environment. Data aggregator, our digital twin should make it possible to manage the lifecycle of a linear infrastructure. This system is tested on a specific linear infrastructure, a level crossing. Digital continuity and data traceability are important factors for those constructions. Through the digital twin, our proposal helps to follow the data, and thus to link operational data to the design and construction data of the linear infrastructure

This thesis studies the local opposition phenomenon in carrying out public facility project. It defends the idea that the growing conflict dimension in infrastructure project is not necessarily a dysfunction to be voided in the decision making process. Composed from 4 articles, the thesis observes the phenomenon under different angles, and invokes the following major points. Decision making tools, among which the cost-advantage analysis and public consultation procedures, don’t permit to deliberate perfect and incontestable decision. The geography of conflict is highly correlated to that of urbanization. The opponents to public decision doubt about the public utility. The property market is not indifferent to signals of future project’s nuisance, as well as to the organized resistance of local associations. Hence, the thesis defend that the conflict dimension of public facility projects is resulted from irreducible factors. It doesn’t represent a failure, but a needed confrontation among coexisting actors in the same territory, actors whose interests and preferences are divergent. It is then this confrontation which will force them to have dialogue, to raise disagreement points, and get out of the divergence thanks to collective action. Administrative lawsuit study is the principal material of this work. The study area is the peri-urban area of the Ile de France region

However, the information management within an infrastructure project (road, rail, airport and other civil engineering works) also requires the use of specific methodologies and concepts like the concepts of ”level of detail” , ”level of development” or ”level of abstraction”. They are used to describe the relevant information that have to be exchanged between stakeholders, according to the modeling objectives in order to meet the project requirements. In the specific context of infrastructure projects, these tools are poorly defined, insufficient and sometimes bring to contradictory models.With a view to progress towards concurrent engineering design, our research is a contribution in two parts. Based on the principles of systems engineering, the first part is about to provide a methodology for requirements and relevant information identification to respond and control this response. The second part describes the project conceptual data model : it deals with the structure of the objects that model in connection with the requirements identification. This proposal is accompanied by a redefinition of several types of existing levels (detail, development, information, abstraction, etc.). These inputs are tested on a project of urban freeway in an industrial context.The exchange of information is at the center of BIM. The accuracy and quality of exchanged information participate in both technical and managerial project success. Our proposed methodology allows to change practices and the vision that the construction sector looks forward to the information it creates. It also participates in the digitalization of the construction sector

Public-private partnership is an instrument for achieving development objectives in Egypt. On the international level, the use of the PPP model raises complicated challenges and difficulties. The complex nature of such projects increase the probability of disputes between the parties. The comparative analysis of the British and French experience allows the elaboration of a reference for the Egyptian government in the legal and economicreforms. In order to improve the management of PPP projects in Egypt, two approaches can be addressed in our research. First, the development of an effective risk management methodology through the analysis of the types of risk associated with PPP during the life cycle of the project.
