Air Traffic Controllers (ATCOs) are responsible for the safety and efficiency of all air traffic. It is essential that controllers maintain a consistently high standard of human performance in order to maintain flight safety. Knowledge of human factor influences on controller performance is critical to understand and mitigate threats to performance. Previous research has largely focused on the association between single factors and performance, which has resulted in a comprehensive understanding of single factor influences. In current control environments however, the residual threats for incidents often result from the interaction of multiple human factors and the resulting cumulative impact on performance. This thesis describes a set of studies that investigate the relationship between multiple, co-occurring factors, and the association with human performance. Findings contribute further understanding of multifactor combinations and associations with human performance, and provide novel and practical recommendations for the mitigation of multifactor influences on controller performance. A literature review, incident report analysis and survey of air traffic professionals confirmed that a majority of research approaches were fundamentally single-factor in nature, which is out of step with real air traffic management (ATM) contexts. In addition, findings confirmed that multiple factors co-occur in an air traffic control (ATC) environment, and are associated with controller performance. An off-line experiment using students as participants investigated the relationship between a set of human factors and the association with performance. Results indicate that several factors known to be associated with controller performance do co-vary and factors may interact to produce a cumulative Influence on performance. An interview study with en-route controllers contributed to an understanding of mitigation strategies of multifactor influences. The research presented in this thesis has contributed findings that have both theoretical and practical implications. This research has addressed long-standing gaps within human performance literature and contributed new understanding to the complex field of human performance in air traffic control. Findings suggest that factors do co-occur in ATC, and interact to negatively influence performance, pushing controllers to the edge of performance. This research argues for a more ecologically valid investigation of real-world systems using multiple factors rather than the traditional one or two-factor paradigms. In addition, this research investigation has contributed novel understanding of mechanisms which may mitigate multifactor influences and has developed practical recommendations for aviation personnel that may be used to support performance, thereby preventing performance decline, with important implications for maintaining and improving safety within the ATC domain.

This organization has been shown to have both Gestalt features and goal-oriented features. Previous studies have attempted to use memory recall techniques to examine potential cognitive groupings in air traffic control tasks, with negative results. Analysis of eye movements has shown similar patterns of organization to the underlying visual tasks. Experiments were performed to evaluate whether recall or eye-tracking techniques can be used to extract perceptual groupings. Subjects' memory of scenario information is generally poor, except where significant manipulation of targets occurred. For this reason it is suggested that recall techniques may not be able to elicit subjects' cognitive groupings. Fixation data, however, indicates clustering consistent with Gestalt factors. <p>As air traffic is forecasted to increase, air traffic control software subsequently needs to be more sophisticated. To efficiently push development forward, testing is important in order to determine usability. The tests need to be adapted to fit a particular purpose and carried out with methods that preserve the validity of the results. </p><p>This thesis describes an implementation project carried out at the EUROCONTROL Experimental Centre, Bretigny-sur-Orge, France. The purpose of the project is to create an application that enables a user to create datasets of air traffic to be used for these tests. The application allows for manual work or bulk imports from external data sources. Furthermore it compiles scenarios as output datasets intended for prototype air traffic control software developed at Linköping University. </p><p>The application design rationale and development process is described. Some time is spent on demonstrating the flexibility of the application and how its usage fits in a bigger picture.</p>

Therefore, there has been work in understanding the factors that drive controllers decision-making processes. Prior work has identified that the airspace structure, defined by the reference elements, procedural elements and pattern elements of the traffic, is important for abstraction and management of the traffic. This work explores in more detail this relationship between airspace structure and air traffic controller management techniques. This work looks at the current National Airspace System (NAS) and identifies different types of high altitude sectors, based on metrics that are likely to correlate with tasks that controllers have to perform. Variations of structural patterns, such as flows and critical points were also observed. These patterns were then related to groupings by origins and destinations of the traffic. Deeper pilot-controller voice communication analysis indicated that groupings by flight plan received consistent and repeatable sequences of commands, which were identified as techniques. These repeated modifications generated patterns in the traffic, which were naturally associated with the standard flight plan groupings and their techniques. The identified relationship between flight plan groupings and management techniques helps to validate the grouping structure-base abstraction introduced by Histon and Hansman (2008). This motivates the adoption of a grouping-focused analysis of traffic structures on the investigation of how new technologies, procedures and concepts of operations will impact the way controllers manage the traffic. Consideration of such mutual effects between structure and controllers' cognitive processes should provide a better foundation for training and for engineering decisions that include a human-centered perspective.<br>by Emilio Alverne Falcão de Albuquerque Filho.<br>S.M.

This problem is occurring because the capacity of the current air traffic control system is severely limited by the capabilities of its human operators. Therefore, if we are to increase the capacity of the air traffic control system, then we must develop new automated systems for air traffic control. In my thesis, I take a distributed approach to automated air traffic control. I use a wireless ad-hoc network to simulate a layer of Virtual Stationary Automata, or VSAs, which are virtual machines located at fixed locations in space. These VSAs can then be used to help coordinate the aircraft in the air traffic control system. I model the air traffic control system as a directed graph, showing how the continuous real world air traffic can be abstracted into a discrete graph representation. The aviation industry evolves all the time in every possible sphere with new the technology that is advancing and the increasing amount of traffic on the airports. The air traffic control services has come a long way with automated systems and more advanced technology and the work of the air traffic controller (ATCO) has become more efficient to meet the higher demands for more traffic. But along with highly automated systems and work efficiency there can be a lack of safety instead if there is too much to do for the controller. A new concept in the aviation industry is developing; multiple remote towers, which means that one ATCO can be several miles away from the airports and handle two or more airports at the same time from the same work station. The air traffic controllers has to monitor the aircrafts, direct the traffic, make decisions and make sure that the pilots follows the instructions. At the same time the ATCO need to monitor the systems as well, making sure that everything is working as it is supposed to. To be able to maintain a safe environment for the controllers and the aircrafts, on and surrounding the runways, the controllers need to have situation awareness and the system they are working within need to be resilient to be able to cope with the different kind of situations that might occur. This study has focused on the role of the ATCO in air traffic control towers and by eye-tracking mapped what the controllers are looking at while handling arrivals in two different air traffic control towers. An episode analysis was made on several episodes that took place during different kinds of conditions in the two different air traffic control tower simulators, one single tower simulator and one multiple remote tower simulator. Patterns in the controllers’ way of handling arrivals were identified and the results from the controllers’ eye-movements shows that the ATCOs have a habitual behaviour pattern and that for almost every arrival they will act in the same way. The ATCO in the single tower simulator used the air radar several times during the episodes while in the multiple remote tower simulator the ATCOs almost never looked at the air radar. The radio was used more by the controllers in the multiple remote tower than in the single tower and it is discussed if this is something that can take too much time from an ATCO in a multiple remote tower. The results also highlights the importance of the strip-table, a tool used by the controllers during every step of the arrival process. The conclusions are that the system (controllers and non-human agents) has situation awareness and that the air traffic controllers have a clear frame of the situation. The results from this study can be seen as a guideline and a start for further research in this field and for the development of multiple remote towers. Further research should investigate in the controllers’ ability of reframing in situations of runway incursions and other unexpected events and the usage of the radio in multiple remote towers.

Air traffic demand is growing. New methods of airspace design are required that can enable new designs, do not depend on current operations, and can also support quantifiable performance goals. The main goal of this thesis is to develop methods to model inherent safety and control cost so that these can be included as principal objectives of airspace design, in support of prior work which examines capacity. The first contribution of the thesis is to demonstrate two applications of airspace analysis and design: assessing the inherent safety and control cost of the airspace. Two results are shown, a model which estimates control cost depending on autonomy allocation and traffic volume, and the characterization of inherent safety conditions which prevent unsafe trajectories. The effects of autonomy ratio and traffic volume on control cost emerge from a Monte Carlo simulation of air traffic in an airspace sector. A maximum likelihood estimation identifies the Poisson process to be the best stochastic model for control cost. Recommendations are made to support control-cost-centered airspace design. A novel method to reliably generate collision avoidance advisories, in piloted simulations, by the widely-used Traffic Alert and Collision Avoidance System (TCAS) is used to construct unsafe trajectory clusters. Results show that the inherent safety of routes can be characterized, determined, and predicted by relatively simple convex polyhedra (albeit multi-dimensional and involving spatial and kinematic information). Results also provide direct trade-off relations between spatial and kinematic constraints on route geometries that preserve safety. Accounting for these clusters thus supports safety-centered airspace design. The second contribution of the thesis is a general methodology that generalizes unifying principles from these two demonstrations. The proposed methodology has three steps: aggregate data, synthesize lean model, and guide design. The use of lean models is a result of a natural flowdown from the airspace view to the requirements. The scope of the lean model is situated at a level of granularity that identifies the macroscopic effects of operational changes on the strategic level. The lean model technique maps low-level changes to high-level properties and provides predictive results. The use of lean models allows the mapping of design variables (route geometry, autonomy allocation) to design evaluation metrics (inherent safety, control cost).

Research shows that although the representation of women in the workforce has increased over the past couple of decades, there are many industries that still remain male dominated. In addition, it is generally known that such male-dominated industries have minimal female representation at their managerial levels. One such male-dominated industry in South Africa is the air traffic control (ATC) industry. Women represent about 30 percent of the industry, which suggest their status in the industry is still quite low. The purpose of this study was to examine male and female air traffic controllers’ perceptions of factors that facilitate and constrain women’s career advancement, and to determine whether there were any significant differences in their opinions. The study also identified what male and female air traffic controllers (ATCOs) think the industry can do to help prepare women for leadership positions in the industry, and how to eliminate barriers that may exist to women’s career advancement. Data for this study were collected through an online questionnaire adapted from Zhong’s (2006) study on a convenience sample (N = 147) of male and female ATCOs in South Africa. The data analysis was executed by using factor analysis and analysis of variance (ANOVA). Content analysis was used to analyse the two open-ended questions. The findings from the ANOVA suggest that there were four significant gender differences in perceptions of the Personal effort/External support, Attitude/Internal character, Equity, and Family issues. There also were significant differences in opinion on External support/Personal effort, Attitude/Internal character, Equity and Family issues, depending on the number of children the respondents had, and significant differences of marital status on the External support/Personal effort and Family issues. Finally, significant differences were found in the years’ experience variable for Attitude/Internal character. In response to the open-ended questions, most of the respondents suggested that the ATC industry should offer training programmes to improve awareness of possible barriers within the industry, as well as to offer advice on how to overcome them and improve their leadership skills. This could be done by creating programmes on the knowledge and skills needed to advance one’s career or by providing mentors or role models. Future research could compare the perceptions of employees from different race groups and their perceptions of women’s career advancement in male-dominated industries. The purpose of the device is to reduce the time required to issue instructions and to eliminate misunderstandings that occur when instructions are issued over voice transmission frequencies. The purpose of this thesis was to develop the device in the most ergonomically suited manner based on the air traffic controller's communications requirements. Digital communications systems include both airborne and ground based components. This project was concerned with the development of the ground-based aspect of the communications system.

In many parts of the world, future air traffic demands are expected to exceed air traffic capabilities and, at times, the system does already become overloaded. In this context, in the United States, the Next Generation Air Transportation System (NGATS) vision arises, which calls for a set of system modifications, with the increase and addition of capabilities that are expected to allow a proper response to the future needs of the American air transportation system. As a consequence of these modifications, the controller's tasks and roles are going to change, but it is anticipated that the cognitive complexity is going to remain a limiting factor to the system capacity. Therefore it is necessary to understand the complexity's mechanisms and how it might behave under current and future operations. This work deals with the identification of the key factors that drive complexity and the development of cognitive complexity metrics for the current and future operations. It is presented the experimental setup designed for measuring effects of four-dimensional trajectories and different schedules on air traffic controller perceived complexity. A complexity measure indicator based on the implemented complexity subjective metrics has been derived. This indicator has shown higher sensibility to complexity behavior compared to any of the other metrics alone. Nonetheless, it was found that this complexity indicator has to be used together with metrics that capture aircraft individual complexity, in order to fully describe the underlying cognitive complexity. It is found that Time-Based control induces lower perceived complexity than Position-Based control. Optimized schedules prove to be proner to higher cognitive complexity levels, due to the difficulty of conforming to a tight throughput and executing aircraft swaps. Nevertheless, if optimized schedules are used under Time-Based control, the least complexity measures are detected. This suggests how automation tools and optimized schedules must be considered in the design of future air traffic control operations.

This thesis deals with innovative concept of air traffic operations such as Free Flight. First, a baseline is established to determine how controllers operate under the current operation guidelines. Then flight trajectories are developed for different alternatives to the Free Flight operational concept. Finally, a comparison of these Free Flight alternatives with current operational concept is conducted to investigate an impact of Free Flight on Air Traffic Control.

The limitations in en-route Air Traffic Control today are generally accepted as being the workload and performance of the controller. This method of operation is known as the 'manual control process'. The manual control process is an open loop form of control, that relies heavily on controller judgement and decision making. Future developments in ATC, that use twoway datalink, and integrate air and ground systems, are expected to be delayed. This leaves the manual control process to manage the projected growth in air transport demand. An analysis was carried out of the manual control process on two sectors at the London Area & Terminal Control Centre at West Drayton. Particular attention was given to understanding complexity, the functions that controllers perform, decision making and information sources. A systems approach was taken to the analysis and used multidisciplinary research techniques. The study used naturalistic data collection. Both the ground and airborne systems were reviewed, and developments found within them, that can benefit the control process. An analysis of incidents in en-route ATC was also conducted. Proposals are made that can support an enhanced control process. These were modelled, and the results indicated that reductions in controller workload are attainable. The changes to the control process involve more close control of the vertical plane, and improved and more precise information being made available to the controller. It is suggested that aircraft flight management systems are used as a control tool, and system requirements are proposed.

Air Traffic Management (ATM) aims at ensuring safe and efficient movement of aircraft in the airspace. The National Airspace System is currently undergoing a comprehensive overhaul known as NextGen. With the predicted growth of air transportation, providing traffic flow managers with the tools to support decision making is essential. These tools should aid in accommodating the air traffic throughput increase, while limiting controller workload and ensuring high safety levels. In the National Airspace System (NAS), the goal of en-route Traffic Flow Management (TFM) is to balance air traffic demand against available airspace capacity, in order to ensure a safe and expeditious flow of aircraft, both under nominal and perturbed conditions.
The objective of this thesis is to develop a better understanding of how to analyze, model and simulate air traffic in a given airspace, under both nominal and degraded conditions. First, a new framework for en-route Traffic Flow Management and Airspace Health Monitoring is developed. It is based on a data-driven approach for air traffic flow modeling using historical data. This large-scale 3D flow network of the Cleveland center airspace provides valuable insight on airspace complexity. A linear formulation for optimizing en-route Air Traffic is proposed. It takes into account a controller taskload model based on flow geometry, in order to estimate airspace capacity. The simulations run demonstrate the importance of sector constraints and traffic demand patterns in estimating the throughput of an airspace. To analyze airspace degradation, weather blockage maps based on vertically integrated liquid (VIL) are incorporated in the model, representing weather perturbations on the same data set used to compute the flows. Comparing the weather blockages and the network model of the airspace provides means of quantifying airspace degradation. Simulations under perturbed conditions are then run according to different objectives. The results of the simulations are compared with the data from these specific days, to identify the advantages and drawbacks of the present model.

The job of an air traffic controller is stressful by nature. Conditions like aircraft congestion in the skies, an outdated air traffic system and understaffing at control centers can add to the daily stresses of controllers and often cause fatigue. These conditions describe the current status of Air Traffic Services (ATS) in the United States. If left unaddressed, they could compromise safety, the primary objective of air traffic control. The purpose of this thesis is to assess the regulatory framework surrounding ATS specifically in the area of Safety Management Systems (SMS) and Human Factors and determine the course of action to be taken to improve safety in air traffic control.<br>This thesis begins with a description of what air traffic controllers do and the issues that ATS face in the U.S. It then examines the regulatory framework of the International Civil Aviation Organization (ICAO) and the U.S. regarding ATS, specifically SMS and Human Factors. A comparison is made between the privatized air traffic system of Canada and the government owned air traffic system of the U.S. and how privatization makes a difference economically, politically and legally when implementing standards and regulations and enforcing them. Finally, suggestions are made in order to improve the legal framework of air traffic services in the U.S.

This dissertation presents a research effort to evaluate wake vortex mitigation procedures and technologies in order to decrease aircraft separations, which could result in a runway capacity increase. Aircraft separation is a major obstacle to increasing the operational efficiency of the final approach segment and the runway.
An aircraft in motion creates an invisible movement of air called wake turbulence, which has been shown to be dangerous to aircraft that encounter it. To avoid this danger, aircraft separations were developed in the 1970s, that allows time for wake to be dissipated and displaced from an aircraft's path. Though wake vortex separations have been revised, they remain overly conservative.
This research identified 16 concepts and 3 sub-concepts for wake mitigation from the literature. The dissertation describes each concept along with its associated benefits and drawbacks. All concepts are grouped, based on common dependencies required for implementation, into four categories: airport fleet dependent, parallel runway dependent, single runway dependent, and aircraft or environmental condition dependent.
Dynamic wake vortex mitigation was the concept chosen for further development because of its potential to provide capacity benefit in the near term and because it is initiated by air traffic control, not the pilot. Dynamic wake vortex mitigation discretizes current wake vortex aircraft groups by analyzing characteristics for each individual pair of leader and follower aircraft as well as the environment where the aircraft travel. This results in reduced aircraft separations from current static separation standards.
Monte Carlo simulations that calculate the dynamic wake vortex separation required for a follower aircraft were performed by using the National Aeronautics and Space Administration (NASA) Aircraft Vortex Spacing System (AVOSS) Prediction Algorithm (APA) model, a semi-empirical wake vortex behavior model that predicts wake vortex decay as a function of atmospheric turbulence and stratification. Maximum circulation capacities were calculated based on the Federal Aviation Administration's (FAA) proposed wake recategorization phase II (RECAT II) 123 x 123 matrix of wake vortex separations.
This research identified environmental turbulence and aircraft weight as the parameters with the greatest influence on wake vortex circulation strength. Wind has the greatest influence on wake vortex lateral behavior, and aircraft mass, environmental turbulence, and wind have the greatest influence on wake vortex vertical position.
The research simulated RECAT II and RECAT III dynamic wake separations for Chicago O'Hare International (ORD), Denver International Airport (DEN) and LaGuardia Airport (LGA). The simulation accounted for real-world conditions of aircraft operations during arrival and departure: static and dynamic wake vortex separations, aircraft fleet mix, runway occupancy times, aircraft approach speeds, aircraft wake vortex circulation capacity, environmental conditions, and operational error buffers. Airport data considered for this analysis were based on Airport Surface Detection Equipment Model X (ASDE-X) data records at ORD during a 10-month period in the year 2016, a 3-month period at DEN, and a 4-month period at LGA.
Results indicate that further reducing wake vortex separation distances from the FAA's proposed RECAT II static matrix, of 2 nm and less, shifts the operational bottleneck from the final approach segment to the runway. Consequently, given current values of aircraft runway occupancy time under some conditions, the airport runway becomes the limiting factor for inter-arrival separations.
One of the major constraints of dynamic wake vortex separation at airports is its dependence on real-time or near-real-time data collection and broadcasting technologies. These technologies would need to measure and report temperature, environmental turbulence, wind speed, air humidity, air density, and aircraft weight, altitude, and speed.<br>PHD

Ideally, a system is required which has the ability to provide advice to all parties to ensure separation minima is maintained. Provision of a such a system would remove a measure of pressure from the pilot to allow that person to devote their attention to their prime responsibility of flying the aircraft. To this end, research on use of intelligent remote advisory systems for non-controlled airports was undertaken with emphasis on those systems which could minimize human resources and associated recurring costs, to provide a measure of repeatability and to provide an acceptable level of safety. A rule based system was developed and evaluated. The evaluation showed that use of a rule based system as the basis of an intelligent remote air traffic control system for non-controlled airports is a viable proposition. In test scenarios, collision hazards were identified and evasion tactics generated. For a full operational system, the application of the rules and definition of the aircraft circuit area may need refining; however, the results are certainly encouraging.

In 1986, the total profits of the U.S. airline industry were of the order of $800 million, while its total delay costs due to congestion approached the figure of $2 billion. Motivated by this important problem of congestion costs and observing that ground delays are far more preferable than airborne delays, we have formulated and studied generic integer programming models in order to assign optimal ground holding delays in a general network of airports, so that the total (ground plus airborne) delay cost of all flights is minimized. All previous research on this problem has been restricted to the single-airport case, which neglects "down-the-road" effects due to transmission of delays between successive flights performed by the same aircraft. We give three general pure 0-1 integer programming formulations of the problem, one of which also takes into account the possibility of cancelling flights.

In order to improve air traffic coordination and planning, future ATMs need to allow various users of a particular airspace, timely access to the same data. Already, advances in technology, in the form of enhanced tools assisting airspace controllers and users, have enabled the sharing of high fidelity data across systems and improving standards in air traffic safety and throughput. To-date most of these tools are human- centered. The thesis presents a set of human-centered tools which use a common data structure for: detecting and resolving air traffic congestion, conflict detection and resolution and limiting the search space, in a ‘free-flight environment’. The chosen data-structure represents sets of discretized and indexed volumes of airspace, called ‘bins’, which store all the information necessary for operation in different airspace sectors. An algorithm using these bins has been proposed in the thesis. A large number of experiments carried out on a single purpose simulator, developed as a part of the thesis, have resulted in a set of optimized conflict free routes, which amply illustrate both medium and short-term detection of congestion and conflicts and provide solutions for their avoidance, across a large airspace volume that contains several airspace sectors, efficiently. In addition, a limited set of experiments, carried out with qualified ATCs in the loop, highlights the fact that the proposed ATM tool does assist them in better visualizing traffic flow and encounter geometry(ies).

The scope of this study was to evaluate the impact of the air traffic controller-to-pilot communication standard known as CPDLC or Data-Communication on the future air traffic operations. The impact was evaluated from the double viewpoint of airport delays and air traffic controllersâ workload. RAMS simulation software is used to perform all the runs and from its output data the values of terminal area delays and controllers workload are obtained. The New York Metroplex terminal area was used as a case study. Because of its complexity, where three major airports (i.e. JFK, Newark, and La Guardia) interact and constraint each other, this area was particularly interesting to be studied and the data analyzed gave a valuable insight on the possible future impact of Data-Communication in congested terminal areas. The results of the study, based on some previous man-in-the-loop simulations performed by the FAA in the nineties, showed that significant potential benefits could be obtained with the complete implementation of such technologies in the workload experienced by air traffic controllers. Moreover some small but not negligible benefits were obtained in the total delays accrued by each airport studied. On the other hand, the simulations of the future demand predicted by the FAA demonstrated that without a significant increment in capacity or limitation on the traffic growth intolerable delays would be recorded across the NAS in the future. For the complexity of the simulation model calibration and for the very time-consuming run time not all the scenarios described in the methodology were tested, demonstrating the weakness of RAMS as a ground simulation model.<br>Master of Science

A multitude of wireless technologies are used by air traffic communication systems during different flight phases. From a conceptual perspective, all of them are insecure as security was never part of their design and the evolution of wireless security in aviation did not keep up with the state of the art. Recent contributions from academic and hacking communities have exploited this inherent vulnerability and demonstrated attacks on some of these technologies. However, these inputs revealed that a large discrepancy between the security perspective and the point of view of the aviation community exists. In this thesis, we aim to bridge this gap and combine wireless security knowledge with the perspective of aviation professionals to improve the safety of air traffic communication networks. To achieve this, we develop a comprehensive new threat model and analyse potential vulnerabilities, attacks, and countermeasures. Since not all of the required aviation knowledge is codified in academic publications, we examine the relevant aviation standards and also survey 242 international aviation experts. Besides extracting their domain knowledge, we analyse the awareness of the aviation community concerning the security of their wireless systems and collect expert opinions on the potential impact of concrete attack scenarios using insecure technologies. Based on our analysis, we propose countermeasures to secure air traffic communication that work transparently alongside existing technologies. We discuss, implement, and evaluate three different approaches based on physical and data link layer information obtained from live aircraft. We show that our countermeasures are able to defend against the injection of false data into air traffic control systems and can significantly and immediately improve the security of air traffic communication networks under the existing real-world constraints. Finally, we analyse the privacy consequences of open air traffic control protocols. We examine sensitive aircraft movements to detect large-scale events in the real world and illustrate the futility of current attempts to maintain privacy for aircraft owners.
