On a warm summer day at the end of August 2018, Ontario Premier Doug Ford’s office issued a press release announcing, “Ontario’s Government for the People is delivering on its promise to uphold free speech on every Ontario publicly-funded university and college campus.”1 An accompanying “Backgrounder” spelled out the details.2 Although this policy seems progressive on its face, it is actually anything but. That said, it may have the unintended but beneficial effect of bringing Ontario universities under the Canadian Charter of Rights and Freedoms.3 More about that later. First, the problems.&#

When the Armour and Lewis Institutes of Chicago merged in 1940 to form the Illinois Institute of Technology (IIT), the director of architecture, Ludwig Mies van der Rohe, was asked to develop plans and design the buildings for the newly expanded 120-acre campus. Not since Thomas Jefferson's design of the University of Virginia in 1819 had a university campus been the work of a single architect. This responsibility was accorded to van der Rohe just two years after his entry into the United States and foretold the pivotal impact that his architecture would have on America and the world. Last month, I sort of left you hanging. I was discussing internal disclosures of education records. And, at the end of the column, I mentioned a situation where a security director asked the dean of students for access to the judicial hearings files under the control of that dean. When asked why he needed those records, he simply said his responsibility to the college required that he be given unlimited access to those records to secure the campus from any threats. That last part was not included in last month's column.
