The article considers а mathematical model of analyzing the feasibility of an upstream project (correctional resistance model), including the formation of redundancy for correction’s implementation aimed at increasing the probability of project execution within the target efficiency metrics to the desired value of the project realization probability, as a result it allows to speak about the transition to a qualitatively new level of cooperation between stakeholders of the project, including through partnerships. The study actualized the complex and large-scale problem of adapting the theory of risk man-agement for the education system. A comprehensive analysis of domestic and international stud-ies revealed the lack of a theoretical framework, a general methodological vision of the problem of riskiness and risk-taking in the educational sphere. While effective management of education-al activities, ensuring the development of the competitiveness of the individual in the labor mar-ket and its potential for active participation in the life of society is possible on the basis of the modern paradigm of risk management, integrating achievements in pedagogical, economic, mathematical and computer sciences. A new methodology in the study is the fractal approach, which defines the idea of quantitative and qualitative analysis and assessment of the risk of non-formation of professional competencies, complex educational and cognitive constructs of subject activity. The fractal model of assessing the formation of knowledge and competencies, its risk landscape, taking into account the subject and cognitive divergence, will ensure the effective-ness of the structure of knowledge storage in the educational process, minimizing the time for building space and engineering knowledge bases, and the depth of solving the problem of pre-dicting educational risks. New methods of risk modeling based on machine learning algorithms and factor analysis, methods for constructing neural integrators, quantitative methods with and without taking into account the probability distribution will ensure the accuracy and speed of risk assessment and prediction, will allow one to identify new patterns of risk activity and further ways to develop the theory of risk. The presented effective strategies and innovative tools will solve the problem of minimizing unplanned chaos, the cascade of negative consequences of risky situations, including the COVID-19 epidemic.

So as to assess how emerging science and new tools can be applied to study multiple stressors at a large (ecosystem) scale and to facilitate greater integration of approaches among different scientific disciplines, a workshop was organised on 10–12 September 2014 at the Sydney Institute of Marine Sciences, Sydney, Australia. The present paper discusses the limitations of the current risk-assessment approaches and how multiple stressors at large scales can be better evaluated in ecological risk assessments to inform the development of more efficient and preventive management policies based on adaptive management in the future. A future risk-assessment paradigm that overcomes these limitations is presented. This paradigm includes cultural and ecological protection goals, the development of ecological scenarios, the establishment of the relevant interactions among species, potential sources of stressors, their interactions and the development of cause–effect models. It is envisaged that this will be achievable through a greater integration of approaches among different scientific disciplines and through the application of new and emerging tools such as 'big data', ecological modelling and the incorporation of ecosystem service endpoints.

Under conditions of evolving digital economy, in view of speedy progress of science and technology, the need to take investment decisions and analyze vast data flows, it is very important to introduce new effective approaches to risk management. The authors integrate the scientists’ modern views in the risk management area. The article discusses specific features of risk management in the process of attracting investment in digitalization projects. This study contributes to understanding investment risks and helps determine directions of future strategies aimed at developing investment activities within the framework of digital economy. The work results can be used in developing a risk management system and forming a digital investment portfolio. The analysis of risk management approaches and techniques conducted helped provide a practical and expedient scientific basis for further development of digital ecosystems.

The need to improve the investment climate and form a new efficient system of economic relations requires the use of new economic mechanisms, among which leasing is one of the most effective for the development of the real economy. The paper deals with the risk management problems of leasing companies and leasing projects. It discusses the activities of specialized leasing companies and methods of risk management of leasing transactions based on basic risk management processes in project management, analyzes various types of risks associated with lessors, discusses methodological approaches to managing risks of leasing companies in general, and economic and mathematical methods for assessing risks of default for lessees. An econometric model has been created that allows predicting confidence in the payment of lease payments or the default of the lessee. The obtained model excludes the subjective methods for assessing the potential client's solvency and is less labor-intensive in comparison with the scoring model and the method of expert assessment.

Based on studies of domestic and foreign researchers, the article gives a modified and extended classification of risks related to leasing transactions which includes a new classify cation attribute ‘by types of leasing activities’ (in terms of risk management). Risk mitigation techniques for leasing transactions are described in detail, as well as their essence, ways of introducing and expected outcomes. The advantages of securitization are summarized and key reasons for low efficiency of this method in the domestic leasing market are identified. For these reasons, the domestic stock market is less developed and Ukraine’s current legislation on leasing is imperfect. It is pointed out that success in development of Ukraine’s financial market relies on the growth of leasing along with the efficiency of financial and credit mechanism that supports leasing transactions and determines the quality of risk management framework as an integral part of such a mechanism. The process of risk management for leasing transactions is formalized. A comparative analysis of fragmentary and complex approaches applied in Ukraine towards establishing a risk management framework for leasing companies is undertaken. The paper justifies the necessity of establishing an integrated risk management framework for leasing transactions as part of financial and credit mechanism that supports leasing transactions. The need for establishing such a framework is driven by the following market trends: globalization; increased competition; company consolidation; product standardization; product life cycle decrease; technological innovation; increased attention to risks given by the state, society, stockholders and board of directors. It is stated that establishing an integrated risk management framework for leasing transactions involves the following progressive steps: setting goals and targets, identifying and evaluating risks, planning for potential risks, monitoring risks and introducing risk management process. The article highlights the main goal of an integrated risk management framework for leasing transactions, long-term tasks for achieving this goal, major function that the framework should perform and principles that it should preserve.

AbstractRisk management (RM) in new product development (NPD) is often implemented as a standardized framework and ends up being carried out as a tick the box, non-value adding activity. To avoid this problem, RM needs to be tailored to the organization and NPD project. This paper identifies a gap in both understanding and facilitating tailoring, i.e. design of RM systems in NPD. To understand how to design RM systems, we must better understand how RM adds value to NPD activities. We applied Product Development Value Stream Mapping (PDVSM) to RM and conceptualized a Risk Value Stream Mapping (RVSM) framework to support design. Through a state-of-the-art literature review, we identified typical categories of value and waste in RM as well as approaches to model the RM in NPD. We developed and tested components of the RVSM framework based on PDVSM in three case companies. In this paper, results are presented regarding waste, value and potential ways to model the value stream in RM. The framework enables a diagnosis of the current state of RM in companies and supports future design activities pertaining to RM systems. Throughout the 1990s, the European Union achieved, through introducing the New and Global Approach to technical harmonization and standardization, significant improvements to conformity assessment of products, by integrating safety requirements into the design process. This was achieved through preventative analysis and quantification of risk levels, with the objective of determining the scope of the required safety systems. On the other hand, we have witnessed the rapid development and implementation of holistic approaches to risk management in enterprises, collectively known as Enterprise Risk Management (ERM). Along these lines, this chapter presents the basis of the New and Global Approach, and provides a proposal for the integration of New Approach Directives risk assessment into the holistic approaches of risk management in organizations, such as ERM.

Over the last decades, software development effort estimation has integrated new approaches dealing with uncertainty. However, effort estimates are still plagued with errors limiting their reliability. Thus, estimates error management at an organization level provides a promising alternative to the classical approaches dealing with single projects as a portfolio can afford more flexibility and opportunities in terms of risk management. The most widely used approaches in risk management were mainly based on the Gaussian approximation that shows its limits facing “ruin” risk associated to unusual events. The aim of this paper is to propose a Multi-Projects Error Modeling framework to characterize error at a portfolio level using bootstrapping, mixture of Gaussians and power law to emphasize the tail behavior respectively.

The key role of dyslipidaemia in determining cardiovascular disease (CVD) has been proved beyond reasonable doubt, and therefore several dietary and pharmacological approaches have been developed. The discovery of statins has provided a very effective approach in reducing cardiovascular risk as documented by the results obtained in clinical trials and in clinical practice. The current efficacy of statins or other drugs, however, comes short of providing the benefit that could derive from a further reduction of LDL cholesterol (LDL-C) in high-risk and very high risk patients. Furthermore, experimental data clearly suggest that other lipoprotein classes beyond LDL play important roles in determining cardiovascular risk. For these reasons a number of new potential drugs are under development in this area. Aim of this review is to discuss the available and the future pharmacological strategies for the management of dyslipidemia.

The study provides an overview of works related to the formation of theoretical and methodological tools for assessing personnel risks. The absence of a unified theoretical approach to building an integrated HR risk management system in organizations has been substantiated. Methods that have a theoretical and methodological basis for creating organizational and methodological tools for managing personnel risks are considered. Proposals have been developed for the development of tools for analyzing personnel risks, affecting the applied aspects of management in the field of labor, taking into account the specifics of activities that are priority from the point of view of the application and use of knowledge, skills and qualifications of workers. The theoretical and practical features of defining promising directions in the development of the theory of personnel risk management based on the competence-based approach have been determined. Presented are some aspects of activities to identify threats in the management of business entities. The theoretical and methodological features of the representation of personnel risk in personnel management procedures are considered. It is shown that the ongoing changes in the field of personnel management require from the management staff to form new approaches to identifying threats in the world of work.

Hypercholesterolemia is a major risk factor for cardiovascular disease (CVD). Lowering low-density lipoproteins-cholesterol (LDL-C) has been shown to decrease the risk of CVD and of all-cause mortality. For appropriate management, estimation of each individual’s total cardiovascular risk is critical, as patients should receive treatment according to their cardiovascular risk category as well as their LDL-C level. However, available data indicate that a large proportion of patients fail to achieve lipid goals despite treatment, and a significant percentage of patients are not able to tolerate statin treatment. Researchers have therefore focused considerable attention on the development of novel LDL-C-lowering agents that act via different mechanisms. Among the most recent advances in clinical development are the proprotein convertase subtilisin/kexin 9 antibody inhibitors, including alirocumab and evolocumab, which appear particularly promising, with clinical trial data indicating these agents to be both well tolerated and highly efficacious in lowering LDL-C.

We analyzed basic trends in improving risk assessment and management in Russia taking into account international experience; these trends arise from needs occurring in contemporary hygienic science and necessity to provide stronger resistance against new threats to population health. We substantiated specific tasks in development of health risk analysis mythology basing on preconditions for finding solutions to them in Russia; we also determined practical issues in its implementation that are the most vital and need solutions in the nearest future in order to eliminate adverse impacts on the environment and population health. The primary results are creation of a long-term strategy for the development of health risk analysis principles that takes into account the latest scientific data and is aimed at solving the following methodological and practical tasks: implementation of a systemic approach in estimating carcinogenic / non-carcinogenic risks; development of a unified approach to accomplishing toxicological «dose – response» examinations and interpreting their results which will take into account background morbidity and background dose burdens and determine susceptible population groups and behavioral models; threshold levels obtained via determining «benchmark» concentrations taking spontaneous background into account in order to determine new RfD and RfC and revise existing ones; use of micronvironmental approach in exposure estimation; use of risk assessment methodology in BAT parameters implementation for providing control over health safety after new approaches aimed at reducing emissions have been implemented in environmental protection. The necessity to improve approaches to health risk assessment and management and tasks solved within the process have been taken into account when the Branch scientific research program for 2021–2025 was developed by Rospotrebnadzor.

Faced with problems that are specific to the health sector and ones associated with issues of sustainability, programmes for the control of vector-borne diseases are increasingly resorting to environmental management measures to reduce populations of disease vectors as pan of an integrated control approach. The broader problems on the interface between environment and development that need to be addressed in the context of vector control include accelerated development of natural resources, demographic changes in rural populations and rapid urbanization. Disease vectors need to be recognized as biological risk factors to human health in the environment, and for a sustainable implementation of vector control measures, these should be made an integral pan of the development process. This requires modifications in the policy framework, expansion of our knowledge base, development of operational methods and techniques and a shift in emphasis in training and education.

The relevance of the study of business process management at manufacturing enterprises is determined by the presence of uncertainty and the existence of risks, in particular, structural risks. The timeliness and value of the abovementioned problem are also determined by the low level of implementation of risk management at enterprises. The provision of mechanisms for increasing the level of risk management is an extremely relevant problem of the modern economy, and the construction of risk optimization models is one of the main in the system of factors that affect the effective operation of the enterprise and the prospects for its development. The purpose of the article is to determine principles of formation and approaches to the construction of an “ideal” organizational structure of a manufacturing enterprise. The application of such principles will allow conducting effective management of a production enterprise. Methodology. Development of economic systems requires from industrial enterprises to develop new approaches to business process management, contributes to the spread of innovation in all spheres of production, forms a new image of structures, and provides their competitiveness in the domestic and world markets. An important area of research is the management of business processes of the enterprise, which will provide conditions for the development and effective operation of production enterprises on the basis of new knowledge, technologies, and effective management. The study was carried out based on the activity of PJSC “Shpolyansky Foodstuffs Plant” for 2014–2018. The practical result of the research conducted is recommendations for the implementation of the risk management system at the manufacturing enterprise, and as a stage – building an “ideal” organizational structure that will allow timely responding to the problems of risk management. Originality. The aim of the work is the theoretical justification of the appropriateness of the integration assessment of personnel risks in order to ensure the personnel security of the organization and the development of methodological and practical recommendations for working with personnel. The current economic conditions of an industrial enterprise are inextricably connected with the impact of environmental threats on the work of personnel, which, on the one hand, is a source of risk generation and development, and on the other hand, is an object of risk exposure, which can affect the results of work. The definition of personnel risk and the types of its manifestations excite many scientists and practitioners, but now in Russia, scientific research in this area is still limited and requires further study. There is an objective need for systematic research and a comprehensive solution of theoretical, methodological, and applied problems of personnel risk management in working with personnel of industrial enterprises. The author conducted a study of the conceptual apparatus and approaches to classification, which allowed using his own approach to risk classification when assessing them based on well-known approaches of integration assessments of personnel work risk. The object of the study was the personnel of the Russian aviation industry enterprise, where, based on the scales and questionnaires developed by the author, experts from among employees were interviewed. The subjects of the study were the following: laws, principles, methods, processes, and organizational and managerial relations regarding personnel risk management in the personnel management system of the enterprise. The implementation of the goal identified the need to solve the following tasks:analysis of the opinions of Russian and foreign scientists on understanding the nature of personnel risks in working with enterprise personnel;identification of the socio-economic content of personnel risks, types, and factors of them;development of the conceptual framework for managing personnel risks in working with enterprise personnel;conducting a comparative analysis of methodological approaches to identifying and assessing personnel risks in working with enterprise personnel;conducting a comparative analysis of methodological approaches to managing personnel risks in working with the organization’s personnel.Based on the studies, the author assessed the level of risk of personnel work in practice, which allowed concluding that it is advisable to develop a new risk management system for the personnel of a high-tech enterprise.

The use of international standard ISO / IEC 17025 in forensic institutions of Ukraine is an integral part of the international recognition procedure of the tests (examinations) results that they conduct. In connection with the entry of a new version of the international standard ISO / IEC 17025: 2017 and DSTU ISO / IEC 17025: 2017 into legal force, the issues of meeting new standards requirements have become increasingly relevant. The international standard provides for the use of risk-based thinking and a process approach in any field of activity, including forensic science. When conducting research, practitioners are faced with internal and external factors and various influences that lead to uncertainties in the degree of confidence regarding the examination result. Institutions that will evaluate and manage risks during their activity will have an advantage over other forensic institutions. The purpose of the article is to review approaches to risk management and assessment, to suggest creating a single documented procedure for the risk management procedure in testing laboratories in the field of forensic science. The article considers the concepts, basic approaches to risk management and assessment, as well as the authors present the risk management procedure developed by them in the testing laboratory of a forensic institution, which includes the stages of risk management and a risk assessment matrix. Despite the fact that ISO / IEC 17025: 2017 does not require the development of a documented procedure for risk management, we nevertheless believe that it should be introduced for the effective operation of the testing laboratory. Development of a unified management procedure for managing and accessing risks in forensic activities will increase the results reliability of these activities.

SUMMARYIn recent years, many studies have demonstrated the heterogeneity of the smallholder production environment. Yet agronomic research for development (R4D) that aims to identify and test options for increasing productivity has not consistently adapted its approaches to such heterogeneous conditions. This paper describes the challenges facing research, highlighting the importance of variation in evaluating the performance of soil management recommendations, integrating aspects of production risk management within the formulation of recommendations, and proposing alternative approaches to implement agronomic R4D. Approaches are illustrated using two multi-locational on-farm paired trials, each having one no-input control treatment and a treatment with fertilizer application for maize in Western Kenya and for beans in Eastern Rwanda. The diversity of treatment responses should be embraced rather than avoided to gain a better understanding of current context and its relation with past management.

Purpose This paper is about best practice in managing legacy drainage assets to support sustainable urban regeneration. The purpose of this paper is to describe best practice sewer asset management (AM) and to adjust the current reactive maintenance approach for sewers, to one that accommodates long-term operational and town planning needs. The development of an improved sewer deterioration model (DM) provided an important tool for this. Design/methodology/approach This research adopts a mixture of qualitative and quantitative approaches to analyse a total network length of 24,252 km which represents 703,156 records of historic sewer structural condition inspection data. This was used to build an improved DM. These models were used as inputs into a proactive AM approach that improves upon recommendations in the Sewerage Rehabilitation Manual developed by Water Research Centre. Findings This is a paradigm shift and goes beyond the current culture of OFWAT (Water Services Regulation Authority) supervision, five-year asset management period and occasional environmental penalties. A new legislative model may be needed; especially because a report by UKWIR (Water Industry Research) in 2015 identified that nationally the rate of sewer network deterioration is outpacing available investment and significant health problems may arise in addition to those from developmental pressures. Research limitations/implications The authors have researched and managed old sewer networks and present a review of the new issues raised by intensive development, particularly for the London region, but applicable elsewhere, and how these must lead to a modified risk, and novel incentive-based approach to AM, if the system is not to fail. Originality/value Large, legacy databases of several decades of sewer network performance records have been combined and analysed as stratified, heterogeneous sets with Gaussian distributions; thereby improving on previous assumptions of homogeneous data. The resulting rigorous DMs are the foundation of new approaches to sustainable risk management of large urban networks.

Given the environmental damages caused by invasive species, it is critical to allocate limited management budgets carefully. To address this need, there are a variety of approaches for analysing invasive species risk and designing management strategies; these range from pre–border risk assessment through to local-scale prioritisation of management actions. Risk assessment can be broadly characterised into three components: risk analysis, risk characterisation and risk management. For each component we give a brief review of current approaches and then present innovative tools being developed and applied in northern Australia. We use gamba grass (Andropogon gayanus Kunth.) as a case study to contrast the benefits of the different approaches presented. With our case study, we demonstrate the practical application of novel risk management tools, with results from these tools that are being used locally to prioritise management actions. Lastly, we note that for even greater benefit to be achieved, the new spatial prioritisation approaches presented must be accompanied by further development of data and methods to accommodate planning for multiple weed species and incorporation of further human dimensions (e.g. social and cultural values).

Purpose The purpose of this paper is to explore and characterize knowledge integration approaches for integrating external knowledge of suppliers into new product development projects. Design/methodology/approach This paper is based on a multiple, in-depth case study of six product development projects at three knowledge-intensive manufacturing firms. Findings Firms make purposeful choices to devise knowledge integration approaches when working in collaborative buyer – supplier projects. The knowledge characteristics of the supplier input guide the choice of either coupling knowledge sharing and combining across firms or decoupling knowledge sharing (across firms) and knowledge combining (within firms). Research limitations/implications This study relies on a limited number of case studies and considers only one supplier relationship in each project. Further studies could examine the challenge of knowledge integration in buyer – supplier relationships in different contexts, i.e. in relation to innovation complexity and uncertainty. Practical implications Managers need to make choices when designing knowledge integration approaches in collaborative product development projects. The use of coupled and decoupled approaches can help balance requirements in terms of joint problem-solving across firms, the efficiency of knowledge integration and the risks of knowledge leakage. Originality/value The conceptualization of knowledge integration as knowledge sharing and knowledge combining extends existing perspectives on knowledge integration as either a transfer of knowledge or as revealing the presence of pertinent knowledge without entirely transmitting it. The findings point to the complexity of knowledge integration as a process influenced by knowledge characteristics, perspectives on knowledge, openness of firm boundaries and elements of knowledge sharing and combining.

Background: Cardiovascular disease is the most common cause of morbidity and mortality worldwide, with ischemic heart disease (IHD) accounting for roughly 50% of these events in industrialized nations. : In recent years, the relative importance of IHD in less industrialized countries is also rising at an alarming and steadily-increasing rate. Objective: Many experimental, observational and epidemiological studies have demonstrated the importance of psychosocial risk factors in the development and clinical manifestations of IHD. They act both indirectly, associated with an unhealthy lifestyle; and directly, through the activation of inflammatory cascades and the sympathetic nervous system. They also cluster with biological risk factors to increase the incidence and clinical manifestations of IHD. From these assumptions, there emerges the potential that an integrated approach that incorporates psychological therapy in various forms might reduce IHD patients’ symptoms and maladaptive behaviors, and thereby enhance their prognosis. Methods: To date, three psychotherapeutic approaches have been utilized within cardiac psychology practice: (1) cognitive-behavioral psychotherapy; (2) psychodynamic psychotherapy; and (3) ontopsychological psychotherapy. The current article briefly describes these three approaches and how their use might enhance the care of IHD patients. Results: A range of psychological characteristics influence the development, course and management of cardiac patients’ IHD. Among others, these include patients’ emotions, attitudes, behaviors, relationships, and stressors. State-of- the-art literature suggests that psychological interventions should be considered in much the same way as medical interventions, in terms of their relevance to both patient management and outcomes. Conclusion: For this reason, it is essential that professional psychological and psychotherapeutic support be rendered available to cardiology patients, as a means to enhance both the effectiveness and efficiency of care.

Australia’s traditional approach to salinity abatement has been to focus primarily on the control of recharge in land not at risk of salinity by incorporating deep-rooted perennial plants (e.g. lucerne, oil mallees and farm trees) into farming systems throughout the landscape. However, in the broad valley floors and sedimentary plains of Australia’s cropping regions (the areas most at risk of salinity), recharge is mainly a 1-dimensional process. Thus, offsite recharge management may have little or no impact on salinity outcomes for the areas at risk. The future of the broad valley floors will be most influenced by the management decisions of landholders in the valley floors. To be sustainable and profitable, farming systems on valley floors need to (i) target perennial plants to the valley floors and improve soil management to dry the root-zone, decrease recharge and minimise capillary rise, (ii) increase the discharge of groundwater from valley floors using deep drains and stands of perennial plants, (iii) improve surface water management to ameliorate waterlogging, inundation and flooding, and (iv) incorporate better plants and better agronomic methods in the growth of profitable salt tolerant crops and fodder plants. This paper will illustrate the convergence of new research and development that offers real prospects of low risk, high return farming systems for Australia’s threatened valley floors. We argue that there needs to be a major refocus by farmers, researchers and their funders in the development of profitable sustainable farming systems for valley floors.

When engaging in the development of new products, the primary objective of start-up companies is to generate a specified return level quickly and with high confidence. Achieving this goal is complicated because of uncertainties in projects’ returns and durations. In the study titled, “Waterfall and Agile Product Development Approaches: Disjunctive Stochastic Programming Formulations,” Kettunen and Lejeune develop new disjunctive chance-constrained programming models that capture this goal. The first static model reflects the traditional waterfall product development process, whereas the second one is dynamic and depicts the agile product development process. Kettunen and Lejeune design a novel reformulation method and a decomposition algorithm and use them on a new product development problem encountered by a U.S.-based software start-up company. The results reveal that high confidence in reaching a certain return can be achieved by investing in projects with a longer development time and higher risk. Additionally, overlooking the capability to make dynamic decisions, as allowed by the agile approach, leads to overestimating the time needed to obtain the targeted return.

A paradigm for risk management discloses that threats can lead to crisis events which can have immense negative consequences. Analyzing risks and making appropriate decisions regarding them is very challenging but crucial. Emerging developments in organizational risk reveal similar characteristics among evolving threats. Effective risk management requires insightful leadership and is essential for an organization to achieve security. The paper aims to discuss these issues. Design/methodology/approach The authors explore some emerging developments in organizational risk, by highlighting evolving concerns and identifying their common characteristics. The authors then discuss key resources and recommend approaches in managing organizational risk. Findings Evolving concerns in organizational risk include: infrastructure risk, enterprise risk, information security risk, supply chain risk and new technologies risk. The most troubling threats to an organization tend to have some risk characteristics in common. These attributes are useful in identifying further threats. Originality/value Managing risk is an enormous challenge that all organizations encounter. Understanding the common characteristics of evolving risks that are currently under scrutiny can provide insight into identifying further threats to organizations. With these common characteristics understood, the primary resources of solid leadership, risk analytics and professional business continuity management can aid in the recognition of additional obscured but growing risks and be beneficial in providing security for an organization.

The development of financial markets is characterized by the emergence of new financial instruments, in particular derivatives, the risk level analysis of which is complicated. Counterparties are not always fully aware of and do not adequately assess the potential risks of derivatives, which may lead to large financial losses and sometimes bankruptcies. The purpose of the study is to generalize approaches to regulating derivative markets and analyse the adequacy of regulatory influence to ensure sustainable development of the global financial system. The article analyses the approaches of scientists and regulators of the USA and the EU to the regulation of the derivatives market before and after the financial crisis of 2007-2008. Prior to the crisis, most scholars took a liberal approach to derivatives market regulation and recommended monitoring new instruments and not restricting their circulation in any way, emphasizing that effective counterparty risk management and their propensity for self-preservation can prevent excessive risk-taking. The authors analyse the potential risks of derivatives and conclude that exchange-traded derivatives can cause similar processes of liquidity crisis, and, therefore, need additional regulatory tools to ensure the stability of the financial system

The phenomenon of international cluster cooperation is transforming the modern economy and encompassing various contexts of global collaboration that are driving new value chains. At the same time, there is no doubt that cooperation of cluster members with foreign partners leads to risks in the implementation of joint projects. The toolkit proposed in the article develops theoretical and methodological approaches of risk management in the field of international cluster projects risk assessment and creates preconditions for the development of reasonable models of risks control and management, as well as the choice of methods for their leveling. The methodology of international cluster projects risks assessment includes a step-by-step algorithm for calculating an integral indicator of cluster cooperation risk with a foreign partner, based on the use of expert information. We propose to formalize the results of international cluster projects risk assessment using the matrix of management impact, which also allows to classify projects by risk level. The study has developed a risk zoning model that optimally visualizes risk areas of international cluster projects. Methods were tested on the example of the Perm Territory pharmaceutical cluster project. The results of the study may be of interest to cluster members and specialized cluster organizations that solve problems of assessing and selecting cluster projects for the purpose of their subsequent implementation. As a research perspective, it is of interest to create software products and simulation models for assessing and monitoring cluster projects risks in the implementation of which a large number of partners from different countries take part.

The toolkit proposed in the article develops theoretical and methodological approaches of risk management in the field of international cluster projects risk assessment and creates preconditions for the development of reasonable models of risks control and management, as well as the choice of methods for their leveling. The methodology of international cluster projects risks assessment includes a step-by-step algorithm for calculating an integral indicator of cluster cooperation risk with a foreign partner, based on the use of expert information. We propose to formalize the results of international cluster projects risk assessment using the matrix of management impact, which also allows to classify projects by risk level. The study has developed a risk zoning model that optimally visualizes risk areas of international cluster projects. Methods were tested on the example of the Perm Territory pharmaceutical cluster project. The results of the study may be of interest to cluster members and specialized cluster organizations that solve problems of assessing and selecting cluster projects for the purpose of their subsequent implementation. As a research perspective, it is of interest to create software products and simulation models for assessing and monitoring cluster projects risks in the implementation of which a large number of partners from different countries take part.

The establishment of the new ISO Standards on Risk Management provide the best opportunity in a decade to structure this work in a manner that will develop true capacity to manage the multitude of risks health services face this century.DiscussionRather than ad hoc and sometimes conflicting approaches we now have the “lingua franca” on which to build our policy, capacity development, budgets and response. The evolution of risk management standards has seen the release of ISO 31000: 2009, Risk management - Principles and guidelines and ISO 31010: 2009, Risk management – Risk assessment techniques. Largely based on the earlier Australian Standard 4360 and work of the IEC these standards have the potential to embed critical aspects of the responsibilities of health agencies worldwide into a universal singular policy framework. Translating this into other areas of health agencies work includes communicable disease management and emergency management, in general, which will allow other agencies to understand the “health” perspective and vice versa.ConclusionsDrawing on personal experiences from mass gatherings since 1997, the author will demonstrate the utility of the ISO Standards as the framework for health emergency management including mass gatherings. Examples will include mass gatherings at the international level within the Asia- Pacific Region to the local level within Sydney, Australia from 1997 to 2010.

Chronic non-healing wounds are estimated to cost the US healthcare $28-$31 billion per year. Diabetic ulcers, arterial and venous ulcers, and pressure ulcers are some of the most common types of chronic wounds. The burden of chronic wounds continues to rise due to the current epidemic of obesity and diabetes and the increase in elderly adults in the population who are more vulnerable to chronic wounds than younger individuals. This patient population is also highly vulnerable to debilitating infections caused by opportunistic and multi-drug resistant pathogens. Reduced microcirculation, decreased availability of cytokines and growth factors that promote wound closure and healing, and infections by multi-drug resistant and biofilm forming microbes are some of the critical factors that contribute to the development of chronic non-healing wounds. This review discusses novel approaches to understand chronic wound pathology and methods to improve chronic wound care, particularly when chronic wounds are infected by multi-drug resistant, biofilm forming microbes.

Active landslide risk assessment and management are primarily based on the availability of dedicated studies and monitoring activities. The establishment of decision support for the efficient management of active landslides threatening urban areas is a worthwhile contribution. Nowadays, consistent information about major landslide hazards is obtained through an interdisciplinary approach, consisting of field survey data and long-time monitoring, with the creation of a high populated dataset. Nevertheless, the large number and variety of acquired data can generate some criticalities in their management. Data fragmentation and a missing standard format of the data should represent a serious hitch in landslide hazard management. A good organization in a standard format can be a good operative solution. Based on standardized approaches such as the ICAO (International Civil Aviation Organization), we developed a standard document called operative monography. This document summarizes all available information by organizing monitoring data and identifying possible lacks. We tested this approach in the Aosta Valley Region (NW Italy) on five different slow moving landslides monitored for twenty years. The critical analysis of the available dataset modifies a simple sequence of information in a more complex document, adoptable by local and national authorities for a more effective management of active landslides.

In today’s banking business, liquidity risk and its management are some of the most critical elements that underlie the stability and security of the bank’s operations, profit-making and clients confidence as well as many of the decisions that the bank makes. Managing liquidity risk in a commercial bank is not something new, yet scientific literature has not focused enough on different approaches to liquidity risk management and assessment. Furthermore, models, methodologies or policies of managing liquidity risk in a commercial bank have never been examined in detail either. The goal of this article is to analyse the liquidity risk of commercial banks as well as the possibilities of managing it and to build a liquidity risk management model for a commercial bank. The development, assessment and application of the commercial bank liquidity risk management was based on an analysis of scientific resources, a comparative analysis and mathematical calculations.

The approaches to the development and management of computer security justification documents on computer security policy, program and plan, computer incident response plan, reports related to computer security are considered in the paper. Requirements for computer security policy, program and plan are presented, and the analysis of different approaches adopted and reflected in the documents of the International Atomic Energy Agency, U.S. Nuclear Regulatory Commission and International Electrotechnical Commission is carried out. It is noted that the approaches used by these organizations to the development and management of computer security justification documents are quite similar. The paper provides suggestions for the development of requirements for computer security justification documents on the instrumentation and control systems at Ukrainian NPPs. The analysis of different international approaches to the development, implementation, and management of the computer security policy, program and plan has allowed developing requirements for the above-mentioned documents, which will be reflected in the new regulation taking into account the current situation at Ukrainian NPPs. Besides, it is planned to include separate requirements for computer security documentation of the developers of instrumentation and control systems regarding computer incident response plan and reporting documents on computer security in this regulation. The paper presents recommendations for the content, implementation and management of computer security justification documents.

Construction industry has many drivers. The main one is investments. The bigger investment is the more importance takes the assessment of construction production. The investor makes the decision to invest based on assessment of construction production, organisational and technological reliability. The rapid technology and construction management tools development obliges the investor and his team to create new approaches. The article authors propose to consider it in the identification, analysis and subsequent management of pure project risks. Pure risks are defined as risk events, which implementation is clearly negative or has a neutral outcome. Generally the pure risks are not directly related to financial risk events and are not considered as classical approaches of risk management, which adversely affects the construction project prediction. Consideration of the pure construction risks at different stages of building production allows considering the project from the point of view of potential risks. So the investor can quickly make the decision to invest in the project and to assess the possible additional costs of construction, as the construction manager for different production stages would be able to foresee and prevent some risks implementation.

Better understanding of the mechanisms leads to the development of new therapy approaches. The oil and gas industry is facing more and more challenges in the latest decades. Indeed, as oil and gas became more difficult to be found, new areas are targeted, as deep water offshore or more hostile environments like Alaska. These involve high technology industry and imply deep uncertainty. Thus, the application of classical approaches of risk management is limited, as shown by major safety and environmental oil disasters like the Deep Water Horizon Accident. This paper analyses the later as a case study, to discuss the complexity of safety and environmental risk management in deep-water drilling. Given this complexity, the paper will also analyse how feedback from previous accidents can improve knowledge, and change the perception and thus the way safety and environmental risks are managed in deep-water drilling. The findings of the paper contribute to development of risk management policy and risk decision making.

Urban flooding caused by heavy rainfall confronts cities worldwide with new challenges. Urban flash floods lead to considerable dangers and risks. In cities and urban areas, the vulnerability to pluvial flooding is particularly high. In order to be able to respond to heavy rainfall events with adaptation strategies and measures in the course of urban development, the spatial hazards, vulnerabilities and risks must first be determined and evaluated. This article shows a new, universally applicable methodical approach of a municipal pluvial flood risk assessment for small and medium-sized cities. We follow the common approaches to risk and vulnerability analyses and take into account current research approaches to heavy rainfall and urban pluvial flooding. Based on the intersection of the hazard with the vulnerability, the pluvial flood risk is determined. The aim of the present pluvial flood risk assessment was to identify particularly affected areas in the event of heavy rainfall in the small German city of Olfen. The research procedure and the results have been coordinated with the city’s administration within the framework of a real laboratory. In the course of the science–policy cooperation, it was ensured that the results could be applied appropriately in urban developments.

The complexity of today’s sociotechnical systems has prompted researchers and practitioners to advocate new holistic approaches to safety. However, many engineering standards, methods and processes for addressing technical, human and organizational factors do not fully reflect this. This article investigates known project management challenges and how they can explain the lack of attention to human factors issues in the design and development of new technology. As such, the work contributes to a research stream investigating why the human factors discipline is repeatedly marginalized in engineering projects. This article reports on findings from a case study – a research and innovation project developing technology and concepts for human–robot collaboration. We conclude that a narrow focus on early project phases and insufficient information coordination contribute to marginalizing the role of human factors in the design and development of new technology.

The purpose of this report is to present the necessity of proceeding to new reforms in bank regulation and to increase the stability and risk sensitivity of the capital base under applying the Standardised Credit Risk Assessment Approach (SCRA) in banks. The dynamics in the bank regulation and supervision of credit risk assessment approaches are explored. In the paper, a thorough theoretical-methodological and historical-logical analysis was made of the evolution of the development and chronology of the global regulatory frameworks for banks - Basel 1, Basel 2 and Basel 3. The contemporary projections and challenges for the banks' management under the new regulatory and institutional changes are presented. The SCRA is a positive asset in bank capital regulation in contemporary banking. The revisions to the regulatory framework – Basel 3 by is a long continuous process influenced by numerous economic, social and political factors. The preparation of the Bulgarian banking system for a new reform of financial regulation is analyzed. The need for adoption of a new risk-based approach for capital assessment and the importance of transparency in bank financial reporting is proved.

Risk analysis evolved out of the need to make decisions concerning highly stochastic events, and is well suited to analyse the timing, location and potential effects of wildfires. Over the past 10 years, the application of risk analysis to wildland fire management has seen steady growth with new risk-based analytical tools that support a wide range of fire and fuels management planning scales from individual incidents to national, strategic interagency programs. After a brief review of the three components of fire risk – likelihood, intensity and effects – this paper reviews recent advances in quantifying and integrating these individual components of fire risk. We also review recent advances in addressing temporal dynamics of fire risk and spatial optimisation of fuels management activities. Risk analysis approaches have become increasingly quantitative and sophisticated but remain quite disparate. We suggest several necessary and fruitful directions for future research and development in wildfire risk analysis.

Purpose of this article is to consider methodological and organizational approaches in managing the development of the Arctic zone of the Russian Federation as a complex system at various levels, from the project level to the global level, taking into account the synergy of the potential of the economic platform and the synergy of risks and threats.Methods: the research presented in the article is based on the use of theoretical foundations of managing target processes for solving complex Arctic development problems, applying methods of system analysis, operations research and economic analysis of the development of complex systems from the view of synergy effects. Methods for analyzing the emergence of complex systems, the balance of dynamic integrity, evolutionary development and chaos management, and specific resistance activity were also used.Results: mnsideration of the experience of the complex intensification of the Russian Arctic economic potential at different territorial levels through the system filling with better synergies management of the potential of private-state partnership is presented. It makes possible to identify both the results achieved and the current and future threats and challenges of the region. The author of the study disclosed the organizational and methodological problems of Arctic management, assessed the limitations for the full-scale launch of synergistic management models.Conclusions and Relevance: the presented results of the analysis set the management vector for maximum synergistic activation of financial, logistical and intellectual resources to achieve sustainable, holistic and safe development of the Arctic. The proposed methodological approaches will minimize synergistic resistance of risks and threats to the current policy of the Russian Arctic competitiveness growth.
