Summary The Court of Justice of the EU (CJEU) has established that directives cannot produce horizontal direct effect and thus may only be invoked against the State or its emanations. In the recent Farrell 2 judgement, the Court has clarified the concept of an ‘emanation of the State’ which is crucial for the purposes of applying vertical direct effect. The aim of this paper is to analyse the concept of an ‘emanation of the State’ presented in Farrell 2 ruling. Further, the article highlights that the judgement is a positive development as it brings consistency to the EU case law and corresponds to the present realities when new ‘emanations’ are emerging with the special powers attributed by the State.

Classified information may be derivable from unintended electromagnetic signals. This article presents a technical analysis of LED arrays used in monochrome computer printers and their contribution to unintentional electromagnetic emanations. Analyses were based on realistic type sizes and distribution of glyphs. Usable pictures were reconstructed from intercepted radio frequency (RF) emanations. We observed differences in the legibility of information receivable at a distance that we attribute to different ways used by printer designers to control the LED arrays, particularly the difference between relatively high voltage single-ended waveforms and lower-voltage differential signals. To decode the compromising emanations required knowledge of—or guessing—printer operating parameters including resolution, printing speed, and paper size. Measurements were carried out across differences in construction and control of the LED arrays in tested printers.

We present an algorithm for fusing data from a constellation of RF sensors detecting cellular emanations with the output of a multi-spectral video tracker to localize and track a target with a specific cell phone. The RF sensors measure the Doppler shift caused by the moving cellular emanation and then Doppler differentials between all sensor pairs are calculated. The multi-spectral video tracker uses a Gaussian mixture model to detect foreground targets and SIFT features to track targets through the video sequence. The data is fused by associating the Doppler differential from the RF sensors with the theoretical Doppler differential computed from the multi-spectral tracker output. The absolute difference and the root-mean-square difference are computed to associate the Doppler differentials from the two sensor systems. Performance of the algorithm was evaluated using synthetically generated datasets of an urban scene with multiple moving vehicles. The presented fusion algorithm correctly associates the cellular emanation with the corresponding video target for low measurement uncertainty and in the presence of favorable motion patterns. For nearly all objects the fusion algorithm has high confidence in associating the emanation with the correct multi-spectral target from the most probable background target.

Abstract This study aims to reduce radon gas emanations in the indoor environment by incorporating kenaf and oil palm nanocellulose that act as nano-fillers into building materials. Fabrication of composite brick was carried out according to the MS and ASTM standards. In this research, 40, 80, 120, 160 and 200 ml of nanocellulose were used to replace the usage of sand, stone and cement materials, respectively. Kenaf and oil palm nanocellulose were utilised to reduce the internal and surface porosity as well as to replace the radon resources (stone), which indirectly reduced radon gas emanation. Radon gas emanated from each composite brick was measured within 10 consecutive days in an airtight prototype Perspex room using Radon Monitor Sentinel 1030. A compression test was also carried out to investigate the physical strength of the fabricated composite bricks. The results showed that 40 ml of kenaf and oil palm nanocellulose was the optimum amount in reducing the radon concentration, where the radon readings were 1.4 and 0.93 pCi per l, respectively. Meanwhile, the brick with no nanocellulose exhibited the highest radon reading of 3.77 pCi per l. Moreover, the Young modulus for the composite brick of both kenaf and oil palm nanocellulose was 28.92 and 27.8 N per mm2 compared to the control brick, which was 27 N per mm2. The results proved that radon gas emanations were reduced by 62.86% for kenaf and 75.3% for oil palm by incorporating the organic nanocellulose, which has high potential towards a healthy indoor environment.

The use of radioactive emanations has been of great importance for the performance of endourology procedures, such as percutaneous nephrolithotomy (NLP). The damage to health caused by radiation has been a sensitive issue. The objective of this work was to determine the dose received by the surgeon during NLP and the total dose generated by the fluoroscope. A cross-sectional study was conducted with data from a cohort study with a duration of 18 months that included 101 patients. Radiation was measured with dosimeter during the last 6 months. During the last 6 months of the study, 34 patients were submitted to surgery. The average age was 47 years. Average fluoroscopy time was 58.3 second (24-122 seconds) in both male and female groups, with 57.16 seconds and 58.95 seconds per case, respectively ( P = .6). Radiation emitted during 6 months for the 34 patients was 330.5 mGy. The total radiation measured by the dosimeter was 1 mSv, which is equivalent to 0.3% of the total radiation applied during the procedures. Doses measured by the dosimeter on the surgeon were within the recommended annual doses although dose received by the hands exceeds the authorized limits (500 mSv/y).

The percolation of fluids is of utmost relevance for the utilization of underground resources; however, the location and occurrence of fractures are not always known, and important characteristics of faults, such as stress state and permeability, are commonly uncertain. Using a case study at the Brady’s geothermal field in Nevada (USA), we demonstrate how permeable fractures can be identified and assessed by combining fault stress models with measurements of diffuse degassing and emanations at Earth’s surface. Areas of maximum gas emissions and emanations correspond to fault segments with increased slip and dilation tendency, and represent a fingerprint of the geothermal system at depth. Thus, linking gas fluxes with fault stress models serves as a measure of the connectivity between surface and subsurface.

This paper explores the security vulnerability of Personal Identification Number (PIN) or numeric passwords. Entry Device (PEDs) that use small strings of data (PINs, keys or passwords) as means of verifying the legitimacy of a user. Today, PEDs are commonly used by personnel in different industrial and consumer electronic applications, such as entry at security checkpoints, ATMs and customer kiosks, etc. In this paper, we propose a side-channel attack on a 4–6 digit random PIN key, and a PIN key user verification method. The intervals between two keystrokes are extracted from the acoustic emanation and used as features to train machine-learning models. The attack model has a 60% chance to recover the PIN key. The verification model has an 88% accuracy on identifying the user. Our attack methods can perform key recovery by using the acoustic side-channel at low cost. As a countermeasure, our verification method can improve the security of PIN entry devices.

This article shows how French doctors based in Saint-Louis-du-Sénégal, the capital of colonial Senegal, conceptualised the Senegambian region as a diseased environment and Africans as carriers of infectious agents. It explains how perceptions of the hot tropical climate, combined with outbreaks of epidemic diseases and seasonal allergies, were instrumental in the processes of urban transformation through hygienic measures such as waste removal, the closing of cemeteries, and the imposition of new building codes. The article also shows how the stigmatisation of Africans was implicated in the forced removal of the urban poor – firstly from the city centre, and later from the entire city-island. Colonial medical knowledge in Senegal was initially based on the miasma theory, however, germ theory was adopted in the aftermath of the 1900 yellow fever epidemic. Both theories, in relation with racialism, impacted the urban landscape in Saint-Louis, Senegal.

Offshore the emissions of dihydrogen are highlighted by the smokers along the oceanic ridges. Onshore in situ measurements in ophiolitic contexts and in old cratons have also proven the existence of numerous H2 emissive areas. When H2 emanations affect the soils, small depressions and vegetation gaps are observed. These depressions, called fairy circles, have similarities with the pockmark and vent structures recognized for long time in the sea floor when natural gas escapes but also differences. In this paper we present a statistic approach of the density, size, and shape of the fairy circles in various basins. New data from Brazil and Australia are compared to the existing database already gathered in Russia, USA, and again Brazil. The comparison suggests that Australia could be one of the most promising areas for H2 exploration, de facto a couple of wells already found H2, whereas they were drilled to look for hydrocarbons. The sum of areas from where H2 is seeping overpasses 45 km2 in Kangaroo Island as in the Yorke Peninsula. The size of the emitting structures, expressed in average diameter, varies from few meters to kilometers and the footprint expressed in % of the ground within the structures varies from 1 to 17%. However, globally the sets of fairy circles in the various basins are rather similar and one may consider that their characteristics are homogeneous and may help to characterize these H2 emitting zones. Two kinds of size repartitions are observed, one with two maxima (25 m and between 220 m ± 25%) one with a simple Gaussian shape with a single maximum around 175 m ± 20%. Various geomorphological characteristics allow us to differentiate depressions of the ground due to gas emissions from karstic dolines. The more relevant ones are their slope and the ratio diameter vs. depth. At the opposite of the pockmark structures observed on the seafloor for which exclusion zones have been described, the H2 emitting structures may intersect and they often growth by coalescence. These H2 emitting structures are always observed, up to now, above Archean or Neoproterozoic cratons; it suggests that anoxia at the time the sedimentation and iron content play a key role in the H2 sourcing.

Abstract Emanation coefficients for radon (222Rn) and thoron (220Rn) were measured from fully metamict samarskite collected from Centennial Cone after 1 h and 24 h annealing in argon from 473 to 1373 K. For the 1 h annealing run, 222Rn emanation coefficients ranged from 5 × 10-6 to 2.1 × 10-5 %, while 220Rn coefficients varied from 6.3 × 10-3 to 2 × 10-2 %. For the 24 h annealing run, 222Rn coefficients ranged from 5.8 × 10-6 to 2.3 × 10-5 %, while 220Rn coefficients varied from 4.1 × 10-3 to 1.5 × 10-2 %. The 222Rn and 220Rn emanation coefficients vs. annealing temperature data can be described by an exponentially decreasing sinusoidal function. Both 222Rn and 220Rn emanation coefficient values after annealing considerably exceeded those measured from an unheated powder reference sample and from the original samarskite sample.
