The agricultural sector occupies an important place in post-industrial society. The agricultural sector is associated with such sustainable development goals as economic growth, food security, rational use of resources, increasing the incomes, rural development and preserving the environment.
An effective state policy is able to ensure the advancement of the agriculture towards achieving the sustainable development goals. But the formation of state policy should be preceded by a comprehensive assessment of the effectiveness of state measures in previous periods.

The model or way of development of the village and rural economy is always associated with the state policy in relation to the rural areas. Since rural areas are not only a place of residence for human capital, but also a place of labor and economic activity of the rural residents, who are initially employed in agriculture, it is natural that the existing agricultural policy has a huge impact on the model or way of the rural development. These challenges are broadly linked to a need for agriculture to undertake actions in order to improve environmental and climate protection, which will require changes in agricultural practices and the currently observed industrialization processes of agriculture that are destabilizing ecosystems and climate. It is emphasized that ensuring control over the impact of agricultural production on the environment is the responsibility of the state. It is revealed that in view of the rapid development and change of international relations, the definition of “food security” as the independence of the state solely through its own production is no longer relevant, today it depends more on the foreign and domestic policy of the country, as well as the importance of its opinion for other countries. Abstract The Malthusian predictions of the future have not come to pass due largely to innovative agricultural technologies and practices that stimulated significant gains in agricultural productivity. This chapter examines the linkages between innovation, productivity, and sustainability. The definition of agricultural productivity, measured as total factor productivity (TFP), will be explained, as well as the contribution of innovation to global TFP growth and the contribution of TFP to sustainable food and agriculture systems. To illustrate these connections, this chapter highlights innovative technologies and practices used by crop and livestock producers in the United States, Colombia, India, Kenya, and Vietnam. These cases demonstrate how advanced seed technologies, improvements in soil health and nutrient management, mechanization, and an emphasis on animal health drive productivity growth around the world. Many of these cases feature partnerships between the public sector, private sector, and producers where innovations and new practices are used to increase productivity, incomes, food security, and nutrition. Creating an enabling policy environment is essential for agricultural innovation, productivity, and sustainability; the chapter gives examples of public policies that stimulate such productivity: investing in public sector research and development (R&D), embracing science-based technologies, and establishing smart regulatory environments. The chapter includes a discussion of innovation, productivity, and the Sustainable Development Goals (SDGs).

AbstractWithin the several European analyses of spatial patterns, Belgium and Flanders take a specific position. The average ‘settlement area percentage’ (i.e., all land used beyond agriculture, semi-natural areas, forestry, and water bodies) for Europe is 4%, but 32% of the Flemish area is occupied with artificial land. Belgium has the highest score for urban-sprawl indicators, and within the European context, almost the entire area is considered urban. The aim of the research presented in this paper is to expand on the theme of indicators for spatial patterns by analyzing the Flemish area with detailed data across various scales. The results are collected in a report, the ‘Ruimterapport’— ‘RURA’, published in 2018. RURA is a bundling and compilation of research results from very diverse sources, amongst others studies from the Department of Environment and Spatial Development of Flanders and of Espon studies. This article presents the most important results from RURA and further positions them in international comparative literature. New maps and indicators are developed for the urban/peri-urban/rural dimensions of the human settlement area, urban sprawl, and settlement patterns by differentiating amongst others between urban centers, ribbon development, and scattered buildings. The paper gives a quantitative, methodological, and empirical contribution to the field of urban and regional development processes and contributes to conceptualizations of space. The case of Flanders, with its specific sprawl pattern, illustrates the difficulties spatial planning policy makers currently are facing, dealing with the complexity of space and society.

Air pollution is a serious concern not just for human health but for agriculture also. This puts significant burden on the economy of a region. This paper assesses the health and agricultural damage caused by prevailing Ozone concentrations in National Capital Region (NCR) of India. The analysis is based on modelled and validated Ozone concentrations using state of the art air quality models. Established dose response relationships are used for assessment of impact over human health and agriculture. Value of statistical life approach and minimum support prices are used for economic evaluation of health and agricultural impacts, respectively. More than 3000 mortalities and loss of more than 1300 kt of agricultural crops can be attributed to Ozone pollution. An annual economic loss of about 1.27 billion USD is estimated on account of Ozone pollution in NCR. This study calls for sustainable development of the region which promotes growth without affecting the environmental quality.

The history of agriculture in developed countries over the past seventy years is first and foremost a political history because of the intense interplay between farming and the state. Indeed, it is difficult to think of any other ‘industry’ which has been so comprehensively regulated by the state, over such a long period of time, as agriculture. Even neo-liberal governments in OECD countries have accepted the political compact between farming and the state on account of the ‘exceptionalism’ of agriculture. The rationale for its exceptional status might vary from country to country, but it invariably has something to do with one major aspect that distinguishes agriculture from all other industries: the fact that we ingest its products. In other words, the centrality of agriculture to human health is far and away the most important reason why many countries have sought to ensure a measure of food security by protecting their national farm sectors through permutations of production subsidies, price supports, and import controls—the origins of which stretch back to the 1930s in the case of the US and as far back as the nineteenth-century Corn Laws in the case, for example, of the UK. Agricultural history can be read in a number of different ways. The most polarized readings are the productivist and the ecological interpretations. The productivist discourse, which emphasizes the phenomenal productivity gains that have been achieved since the Second World War, is essentially a story of unalloyed economic success due to a tripartite alliance of state, science, and farmers. The ecological discourse, by contrast, points not to the economic benefits of the post-war productivity miracle, but to the social and environmental costs of agricultural intensification. In the US, where intensive farming practices are most advanced, such problems as soil erosion and animal welfare were attributed to the regulatory regime operated by the United States Department of Agriculture (USDA), which actively encouraged unsustainable farming practices. Similar connections have been made in Europe, where the Common Agricultural Policy (CAP) was deemed to be the main culprit.

This would support the technical staff’s diagnosis of weak aggregate demand and ample excess capacity. The most recently available data on 2020 growth suggests a contraction in economic activity of 6.8%, lowe
