Abstract The article touches upon the problem of Kuznetsk districtforest management, forestry structure analysis, as well as assessment of the region climatic factors. In conclusion, measures to improve forest management efficiency are proposed. Forests located on the territory of Penza region are of great importance for the economy, being one of the main natural resources. In order to preserve and increase forest resources felled, dead, damaged forests are subject to reproduction, that is, annual reforestation is necessary. Timely reproduction of forests with commercially valuable forest species is one of the most important measures that ensures rational and sustainable forest use, improves the growth and development of plantations, as well as the composition and productivity of future forests. In accordance with Penza region Strategy for the long term (until 2021), approved by Penza region Law (as amended), the following are identified as priority areas for forestry complex development: - ensuring the reproduction (restoration) of forest resources; - ensuring a stable state of ecosystems and specially protected natural areas, improving the breed reduction of illegal logging and forest crime; - creation of capacities for deep processing of wood, increasing wood production profitability; - Carrying out sanitary and health-improving and fire-prevention measures.

In this article, the authors investigate the problems of legal regulation of forest management and forest protection. According to the authors, the nature of forest management problems and the prevalence, type and severity of committed forest violations depend on the per capita forest distribution in Russia. The actual problem of the use and protection of forests in Russia today is the depleting nature of forest use in the regions of Russia provided with forests. The authors also refer to the problems of forest use as violations of the rights of citizens to stay in forests, to pick mushrooms, berries, nuts and other forest food resources. The authors propose to pay special attention to the prevention of risks of causing economic damage to citizens and organizations when applying measures to protect forests.

Few studies have explored how human land uses influence and support persistence of forest biodiversity in central Kenya. In the case of the Mount Kenya ecosystem, farmlands and plantation forests are significant land-use types. Using point counts, we assessed bird communities in natural forests, plantation forests, and farmlands in the Nanyuki Forest Block, Western Mount Kenya. Bird point counts were undertaken during two sampling periods (wet and dry season). Compared to farmlands and plantation forest, natural forest had the highest overall avian species richness and relative species richness of all except one forest-dependent foraging guild (granivores) and nonforest species, which occurred frequently only on farmlands. Plantation forest had the lowest relative richness of all avian habitat and foraging guilds. Conversely, specialist forest-dependent species mainly occurred in the structurally complex remnant natural forest. Our study underscores the importance of remnant natural forests for the persistence and conservation of forest biodiversity and risks posed by replacing them with plantation forests and farmlands.

The analytical investigation of forests (age structure, age-class composition, forest categories) and forest use on the territory of SOE “Ternopil forestry” has been made. It has also been defined that within the activities of Ternopil forestry the differences in age structure of forest ranges, kinds of compositions and functional types of forests have been noticed.
 SOE “Ternopil forestry” is located in the central part of Ternopil oblast, which is characterized by a low level of forest cover: Zbarazh region – 9.1%, Pidvolochysk region – 5.1%, Terebovlia region – 8.4%, Ternopil region – 7.9%, Zboriv region – 11%.
 The area of SOE “Ternopil forestry” is 26015.0 ha; including territory covered with forests – 23913.2 ha (91.9%). The enterprise is also composed of 8 forest divisions such as Mykulyntsi, Skalat, Terebovlia, Ternopil, Mshanets, Zbarazh, Zaliztsi and Budaniv divisions.
 The fraction of area covered with forest vegetation on the territory of SOE “Ternopil forestry” is between about 91.3 % in Skalat forest division up to 96.1% in Ternopil forest division. The parts which are not covered with vegetation are represented by seed plots, artificial forests, open forests, burned areas, timber blockings, meadows, biomeadows, forest paths, glades and others. The forest plantations dominate in the structure of total area of the forest fund (57.3%); they occupy the area of 14606.0 ha and forest seed plots – 36.4%.
 The largest area in forestry is taken up by recreation forests (12.7 thousand ha). They have the largest part among the other forest categories (48.6%). The smallest part is taken up by the forests, which carry nature conservation, scientific and history and culture mission.
 Exploitable forests are represented on the territory of Budaniv forestry and occupy the area of 3142.9 ha. Besides that, we have to note that the part of forests in all divisions has special way of using and can be exploited.
 In the age structure of forests the major part is taken up by middle-aged plantations (64.6%). The largest part of the latest is in Mshanets division – 71.5% and Ternopil division – 67.4%. The biggest part of young plantations is in Zaliztsi division – 21.1% and Mykulyntsi division – 18.3%.
 They take the largest area in Terebovlia forestry (3668.3 ha). There is a sufficient part of recreation forests in the majority of forestry and its amount fluctuates between 83.8% up to 98.1%. The smallest part of recreation forests is in Budaniv (1.8%) and Zaliztsi (9.5%) divisions.
 The dominating type of landscape in recreational forests is closed type – 89.3% of the area, half open – 6.4% and open – 4.3%.
 The average age of forest plantations in SOE “Ternopil forestry” is 61 years. The oldest are European Beeches – 80 years, European Oak – 65 years, Scots pine – 56 years, English field maple – 60 years.
 The main forest forming species are hard wooden broadleaved species which make up 86.4%. They take up the largest part in Skalat (93.6%) and Mykulyntsi (94.4%) forest divisions. Among the broadleaved species the European Oak is dominating, and takes up the area of 13270.7 ha. More than 50% of the area where conifers grow are taken up by the Scots Pine.
 One of the ways of forest use on the SOE “Ternopil forstry” territory is stocking up wood from logging of the main use and also logging of formation and recreation. The renewable logging is done in all the forest categories. The annual amount of such logging comes to 2.3 thousand m3. Besides the logging of main use there others – formation and hygienic of forests, care logging (enlightening, selective cutting, thinning) sanitation and forest renewals. The main amount of wood is logged from the main use on the area of 66 ha and amounts to 20189 m3
 It has been defined that the main ways of the forest use are logging and recreational forest use.

Based on the results of the analysis and assessment of the problem of meeting the growing needs of resource forest management in relatively densely populated areas with developed transport infrastructure, within the framework of the developed concept of ensuring the intensification of forest reproduction and use by creating forest plantations with silvicultural methods, one of the ways to solve the problem is to develop for the practical application of the target forest management systems for the creation of forest plantations of many special purpose resources, distinguished by relatively high ecological properties, potential for efficient integrated use of forest resources, which creates the possibility (due to their use) of preserving and reducing the intensity of exploitation of valuable forest ecosystems of natural and natural economic origin. To achieve this goal, based on the use of two types of technological organization of territories of different types of forests and potential productivity of cultivated plantation stands, the interrelated implementation of all activities of the forest regeneration cycle is provided. They are organically combined with a relatively intensive multi-purpose resource forest use throughout the forest reproduction cycle. In turn, effective measures for the protection and preservation of forests are ensured by integrating them into phased measures of thinning throughout all stages of forest growth, as well as by rational organization of the creation and use of forest plantations by silvicultural methods. At the same time, measures are provided for forest users to motivate the use of forest-established forest use - the creation and operation of forest plantations, taking into account the introduction of reasonable changes to the Forest Code to expand the possibilities of planted forest growing while preserving environmentally valuable forests.

Extending Nepal's community forestry programme and its protected area network into lekh forests has been hampered by the assumption that people who live in or near lekh forests treat them as unregulated open access resources. This study tests this assumption by examining the interaction between local people and forests in two lekh areas of the central Middle Hills. The research is comprised of an action research approach, a theoretical framework of ecological anthropology that was also informed by forestry science, and tools and methods drawn from ethnographic fieldwork and rapid rural appraisal. The belief that lekh forests are treated as unregulated open access is challenged by demonstrating that there are clearly defined local use rights to lekh forests. Access to forest resources is regulated by forest users and relatively sophisticated and dynamic indigenous systems of forest management have been developed. The potential for implementing community forestry in the two lekh areas was explored by incorporating an element of action research in the study. A number of challenges are highlighted for the Nepal government to facilitate the improved management and conservation of lekh forests while ensuring an equitable flow of benefits to the people who depend on these forests.<br>Doctor of Philosophy (PhD)

Abstract Sustainable forest management approaches, regardless of whether they involve continuous cover forestry (CCF) or rotation forestry (RF), require a holistic landscape perspective that acknowledges the multiple interests, values, and uses that depend on the locally relevant economic, ecological, and socio-cultural circumstances. These must be considered alongside the use of forests and forest landscapes as a resource for rural development. Forests provide a wide range of goods and services. Those addressed here (i.e. tourism, recreation, health, grazing, non-timber forest products, and societal protection from natural hazards) are a subset of all of those potential services that are already considered to be of special significance for the Nordic region. Most recreational users consider variation in the forest landscape and long-distance views as visually attractive but think that clearcuttings and soil tilling are harmful. In general, CCF favours bilberries, while lingonberries and some mushrooms benefit from even-aged forestry. Owing to the many and varied demands relating to forests and forest landscapes in Norway, Sweden, and Finland, CCF-supported multiple-use strategies and planning will need to consider stakeholder requirements more, now and in the future, than is currently the case.

A brief history of the development of Russian forest management, including the Voronezh province and the stages of formation of the Voronezh School of forest Managers, is considered. The versatile role of forest management in modern perspective forest planning and in the design of measures in the field of use, protection, protection and reproduction of forests is shown. The relationship between the prescription of forest management with the reliability of forest taxation materials and the completed forest management designs based on the classic 10-year revision period has been established. A brief overview of the content of the textual, attributive cartographic and tabular parts of forest management materials and their planned digitalization is given. Amendments to the current version of the Forest Code of the Russian Federation (2006) and the Forest Management Instruction (2022) are proposed.

The article considers the issues of integrated use of forest resources in the forests of the Voronezh region. An assessment of the effectiveness of forest management is given. Specific features of the organization of forest management in sparsely forested regions of the country are revealed. It is shown that the forestry of the region is highly profitable, despite the limited volume of forest wood resources. Alternatives to the use of low-grade wood and logging residues are considered. It is shown that in the sparsely forested zone, entrepreneurial initiatives for the integrated processing of wood waste and the production of a valuable product - biochar - can be developed.

The article examines the status and development of forestry in the Central Forest-Steppe regions. It has been established that the actual use of forests in the region is decreasing, and the volumes of use of the estimated cutting area have decreased by 0.58%, which shows a decrease in the investment attractiveness of forest use in the region. The importance of forests in the Central Forest-Steppe of the European part of the Russian Federation as a protective framework of territories that perform an ecological role, including the preservation of biodiversity and the provision of high-quality ecosystem services, is shown. Forests in the Central Forest-Steppe of the European part of the Russian Federation are more susceptible to climate risks than in other regions, associated with changes in temperature conditions, leading to an increase in the natural fire hazard of forests.

The relevance of the research is due to the demand for birch wood on the market and the lack of recommendations on the use of modern herbicides for its care. The purpose of the research was the selection of selective herbicides and the development of regulations for their use in lightening and agrotechnical care of birch. The effect of the herbicides magnum, magnum super, mortar and anchor-85 on birch, as well as on weedy (undesirable) vegetation, was studied in the field. Magnum preparations at the rates of 100, 200 and 300 g/ha and magnum super at the rates of 100 and 200 g/ha provided effective sup-pression of broad-leaved species of grasses and undesirable tree species – willow, aspen, gray alder and rowan. The natural regeneration of birch has shown high resistance to these herbicides. A single chemical care by spraying ensures the formation of birch stands. According to the research results, the herbicide mortar and anchor-85 are not recommended for birch care.

The araneofauna of the Khopersky State Nature Reserve remains insufficiently studied to date. Shadow spiders are an essential part of the araneofauna of the territory, including families of spiders that use fishing nets of various configurations and structures to catch prey. 48 species of trapdoor spiders belonging to 29 genera and 11 families have been found to inhabit the Khopersk Reserve, for which the type of trapdoor, biotopic and tiered distribution are indicated.

The article is devoted to the forest reclamation of the Orlov Log dump, located in the Semiluksky district of the Voronezh Region of the Central Federal District of Russia. The indicators of the condition and growth of scots pine crops at the age of 49 years are given. Natural regeneration and living ground cover are analyzed. The conclusion is made about the possibility of using pine in the forest reclamation of sand-chalk dumps without taking measures to improve their forest conditions.

На предприятиях лесопромышленного комплекса образуется большое количество древесных отходов, которые не используются должным образом, а в основном сжигаются или закапываются в отвалы. В связи с высокой пожароопастностью в Воронежской области сжигать эти не представляется возможным. А вывозить отходы на санкционированные свалки очень затратно, из-за большой объемной массы и малого веса необходимо заказывать много транспорта, что совсем не оправдывает расходы предприятия. Исходя из вышесказанного, необходимо использовать различные виды отходов, для производства большого разнообразия древесной продукции. В данной статье приводятся эффективные способы использования древесных отходов от различных видов производства для получения экономической выгоды, минуя сжигание и утилизацию оставшихся отходов в процессе технологических операций.

This study challenges the current design of forest resource use contracts in Latin America. Radical rethinking of forest resource contracts is imperative, due to the constraints that now face the successful achievement of forest policy objectives of economic development and conservation of forest resources. The constraints identified in this study include: 1) financial incentives that favor selective logging rather than management in tropical forests; 2) lack of a technical basis for silviculture in neo-tropical forests; 3) governments that lack the administrative capacity and political will to impose management; 4) cultural and social norms that fail to recognize local users of forest resources. This study is intended to serve as a turning point in forest concession policy and provide useful guidelines for policy analysts, non-governmental organizations, and multilateral lending institutions interested in facilitating this process. A comprehensive rethinking of forest resource contracts will greatly benefit all those relying on the economic development and conservation of forests in Latin America.

I use geographic data and discrete choice modelling to investigate private land-use decisions in the context of prominent New Zealand land institutions and environmental policies. Land-use conversions involving gains and losses in planted forests and natural forests are modelled individually. Land under Māori freehold tenure is found to be less likely to be used for pastoral grazing and also less likely to undergo land-use conversion (both to and from a forested use). With respect to environmental policies, results suggest the incentives of the Emissions Trading Scheme did not significantly affect land-use decisions during the sample period of 2008-2016: the carbon reward had little effect on afforestation, and the deforestation liability was largely ineffective at deterring deforestation. On the other hand, the East Coast Forestry Project is found to have increased planted forest area in the district both by encouraging afforestation beyond baseline levels and by discouraging deforestation. Evidence for its effect on regenerating natural forest area is weaker in the data.

Effective forest management is required to reduce deforestation, protect local communities, tackle climate change, and restore biodiversity. Like other countries in sub-Saharan Africa (SSA), Nigerian federal and decentralised governments have to find a balance between managing their forests sustainably, and other demands for the trees and land. Local actors use the forest for economic activities, such as harvesting trees for charcoal or timber, and others want to expand agricultural land. No single policy solution can guarantee to sustainably manage forests and halt deforestation. Land use regulations, stronger control of forestry industry practices, more public investment in forest management, and better tax and subsidy policies, must all play a role. This paper assesses the current forestry tax regime in Ekiti State, one of eight Nigerian states where forests represent more than 50 per cent of land area, and where forest revenue has been historically relevant. Based on 16 interviews with government state officials, forest officers, and actors from the industry, and data from the Ekiti Forestry Commission, our analysis suggests that ongoing depletion of forest resources is partially connected to an excessive focus on their capacity to generate revenue. The conceptualisation of the Forestry Commission as a revenue-raising rather than management agency, a continuous drive to extract revenue from the sector through outdated tax rates, and a view of industry potential disconnected from the existing stock, all perversely led to a lower contribution from forestry to the state budget.

Cluster analysis of the efficiency of the recreational forest use of the region by separate components of the recreational forest use potential is provided in the article. The main stages of the cluster analysis of the recreational forest use level based on the predetermined components were determined. Among the agglomerative methods of cluster analysis, intended for grouping and combining the objects of study, it is common to distinguish the three most common types: the hierarchical method or the method of tree clustering; the K-means Clustering Method and the two-step aggregation method. For the correct selection of clusters, a comparative analysis of several methods was performed: arithmetic mean ranks, hierarchical methods followed by dendrogram construction, K- means method, which refers to reference methods, in which the number of groups is specified by the user. The cluster analysis of forestries by twenty analytical grounds was not proved by analysis of variance, so the re-clustering of certain objects was carried out according to the nine most significant analytical features. As a result, the forestry was clustered into four clusters. The conducted cluster analysis with the use of different methods allows us to state that their combination helps to select reasonable groupings, clearly illustrate the clustering procedure and rank the obtained forestry clusters.

The goal of this paper is to introduce FABLE (Forest, Agriculture, and Biofuels in a Land use model with Environmental services), a dynamic global model, aimed at analyzing the optimal profile for global land use in the context of growing commercial demands for food and forest products, increasing non-market demands for ecosystem services, and more stringent greenhouse gas mitigation targets. The model seeks to determine the optimal allocation of scarce land across competing uses across time. FABLE integrates distinct strands of agronomic, economic and biophysical literatures into a single, intertemporally consistent, analytical framework, at global scale. It is based on a dynamic long-run, forward-looking partial equilibrium framework, in which the societal objective function places value on food production, liquid fuels (including first- and second- generation biofuels), timber production, forest carbon and biodiversity. The forestry sector is characterized by multiple forest vintages, which add considerable computational complexity in the context of this dynamic forward-looking analysis. Our baseline accurately reflects developments in global land use over the years that have already transpired, and determines the optimal path of global land use over the course of next century based on projections of population, income and demand growth from a variety of recognized sources.

This paper addresses forest policies concerned with the adequate provision of forest related externalities. Despite the use of the forest vocation land (FVL) in the legislation of many Latin American countries, the discussion in the scientific literature about forest policies based on it is modest. This paper seeks to contribute to this debate. The paper presents facts, defines concepts, examines analytical frameworks, and investigates policy alternatives related to these externalities in private lands. The paper concludes that FVL is a useful model for the design of forest policies that seek to assure the provision of forest related externalities. Such policies are: especially adequate for developing countries because they are relatively easy to understand; are less intrusive in the forest business decision making processes and, thereby, allow for greater freedom of action; are less costly to monitor, enforce, and comply with; reduce corruptive activities and illegality associated with forests; and do not require adjustments as technologies and market conditions change.
