In health care, the word ‘communication’ covers a wide range of interactions, including interpersonal communication, communication technology, medical education, health policy and mass communication. It takes many forms, from a brief informal talk between colleagues to formalised written documents between professionals. The essence of this verbal and written communication is the sharing of information. To make our information exchange more useful and to give it more meaning, the information communicated needs an appropriate framework. Social exclusion was a key political issue of the New Labour administration and an issue of importance internationally. In recent years mobile information and communication technologies (MlCT) and self-service government have been promoted as a mechanism to address social exclusion. The purpose of this thesis is to investigate the influence of MICT on under-served people. In the research two MICT-enabled approaches to service provision for socially excluded residents are explored: Halton 's centrally-planned approach and Preston's laissez-faire, non-interventionist model. Both offer alternative technological approaches to significant social problems. This study is informed by a qualitative and interpretive paradigm. An exploratory research design using extended case studies was used in order to assess whether MICT can redress problems associated with social exclusion or offer new approaches to solving significant social issues. Case exploration was facilitated through the use of activity theory. Activity theory places both user activity and the broader activity system(s) at the hub of analysis. In this respect, human activities are shaped by the social, cultural and historical context of MICT use. The research identified three themes which are relevant to policy and practice: the complexity of information needs mean that that self service government is a flawed concept; rather than direct access to information the excluded need direct access to human information intermediaries; and the environments in which m-government services are delivered are fundamentally different types of social spaces which create new dilemmas and challenges.

This study explores the contradiction of the heart of ICT: the technology presents to us all manner of possibilities yet it habitually fails to deliver on those promises. This failure is often seen as arising from either a problem with the technology or end-user proficiency. Thus better technology and/or more effective end-user education are seen as the solutions. This study is based on the premise that such approaches are inherently faulty and explores how applicable notions of alienation can be in researching the contradictory nature of ICT. By using a critical realist methodology allied to tools available through PAR, this investigation engaged with participants in three distinct settings: ICT professionals; scholars concerned with researching the ethical/societal implications of ICT; and a group of pensioners living in South East London, UK. The research interrogated the literature concerned with themes of alienation and ICT to show there is a consensus that something called alienation does exist but that the term is used as a poorly defined descriptor of dissatisfaction with ICT. It also revealed that minimal research in the subject area has been undertaken using theories of alienation and none which involve multiple settings. The thesis makes an original and distinct contribution to the field by utilising one approach to alienation, that presented by Marx, in three seemingly disconnected settings to draw out the underlying commonalities shared by participants of these settings. In doing so, the findings challenge widespread assumptions about end-user experience of ICT and offer new insights into the much mentioned but little understood alienated way we experience ICT. Moreover, the thesis, in moving beyond description of alienation, to reveal the genesis of the condition, indicates the inadequacy of simply using the term alienation as an ill-defined label to describe people’s experiences of ICT. It argues for embracing a more rigorous approach to the issue to realise the significant potential offered through investigating and applying theories of alienation in research. Additionally it advances knowledge in the area by emphasising shared experiences of user groups which has considerable implications for future research. Finally the thesis is unique in highlighting the prospective benefits to be realised by researchers in adopting a CR methodology working in tandem with PAR methods in ICT research.

Information and communication technology has opened up both challenges and opportunities for the process of communication. This is particularly true for communicating effectively and efficiently in the digital age, where unique problems of creation and distortion, especially misinformation and bias, can arise. In addition, the broad diffusion of a communication medium eventually prompts both the public and private sectors to establish mechanisms to regulate that medium under the rubric of the public interest. Sometimes this can happen through self-censorship on the part of the industry, while other times it requires the institution of governmental law and regulation. The emergence of the Internet as a mass communication system has raised questions about how this medium can function to benefit society, as well as concerns about its potential harm. Focusing on the nexus of the process of communication and the limitations and prospects of information technology, this panel explores some of the major concerns of the digital age from a legal and policy perspective. The topics to be covered through interactive discussion include: anonymous speech and cybersmearing; the nature of publication and misinformation; and Internet content filtering, freedom of speech, and intellectual property

Communication is one of the fundamental elements required for facilitating learning. It is present in the work of (Vygotsky 1978) and more recently (Wenger 1998). These authors are concerned with understanding learning and explaining it. Others have focused their attention on the development of frameworks to facilitate learning. In particular, work related to the introduction of information technology (IT) into the learning domain (e-learning) is exemplified by (Laurillard 1993) and (Salmon 2000). This paper looks at online communication as the link between established theory of learning and literature on e-learning. This work is related to action research data that was collected by the authors on a course using the blended learning mode of delivery. The results suggest that communication is both a challenge and an enabler for facilitating a successful blended learning course.

The past decade has been marked by a growing awareness of the potential harms of personal computing. This recent development was spurred by a surge of news reports, films, and studies on the unforeseen side effects of constantly using networked devices. As a result, the public has become increasingly aware of the cognitive, ideological, and psychological effects associated with the constant use of personal computing devices. Alongside these revelations, a growing chorus of activists, journalists, organizers, and scholars have turned attention to surveillance technology-related matters of a different kind—those related to the carceral state and border patrol. These efforts have sparked a shift in the public consciousness, from individual experiences of technology users to how technology is used to maintain social divisions. These studies show how the explosion of network devices not only changes society but also maintains longstanding divisions between social groups. This field review highlights key concepts and discussions on information technology, surveillance, carceral governance, and border patrol. Specifically, it explores the evolution of information communication technology and racial surveillance from the late nineteenth century until the present. The review concludes by exploring avenues for bringing these conversations into a transnational dialogue on surveillance, technology, and social inequality moving forward.
