The article is analyzed the factors contributing to and impeding the introduction of pedagogical innovations; characterized anti-innovation barriers – external (social, organizational, methodological, logistical) and internal (propensity to conformism, anxiety, self-doubt, negative self-perception, low self-esteem, rigidity of thinking and other). It was emphasized that the effectiveness of implementation pedagogical innovations depends primarily on the lecturer, his innovative potential. The results of diagnosing the innovative potential of teachers involved in the training of future social workers are also presented. By results of diagnostics, it’s established that the vast majority of educators have a high level of innovation in spite of availability different external anti-innovation barriers. Suggested the activities to promote further development the innovative potential of teachers and teaching staff of the department as a whole.

The article presents the results of analytical research of scientific literature of domestic and foreign researchers, which allowed to determine the essence of the definition of "innovative potential" of a construction company. For this purpose, the article considered such scientific categories as innovation potential and innovation potential of the enterprise. Analysis of the works of famous scientists shows that the innovation potential today is positioned as one of the basic concepts of innovation theory. However, on the question of the essence of the category "innovation potential", as well as the factors influencing its formation, there are often diametrically opposed views. Such variability involves the explication of innovation potential by describing the properties of the internal state of the subject of innovation, as a set of tangible and intangible subsystem of innovation potential. After working on these concepts, we came to the conclusion that the innovative potential of a construction company should be considered as a combination of three components: innovative construction methods, construction from innovative materials and innovative human resources. That is why we propose to consider the innovative potential of the construction company as a total wealth of internal potentials of the enterprise, which allows to develop and successfully implement innovations in all areas of the construction company. Innovative activity is the readiness and ability of an innovative enterprise to carry out for the first time and to implement innovations in further activities. The article uses a historical approach and a comparative analysis of theoretical approaches to the concept of "innovation potential", resulting in. found that the essence of this definition includes not only economic but also resource component. We propose to consider the innovative potential of the construction company as a total wealth of internal potential of the company, which allows to develop and successfully implement innovations in all areas of activity.

Purpose. The purpose of the article is to summarize theoretical approaches to determining the nature, structure and sources of innovative potential of a region. Methodology of research. The following methods are used during the study: systemic and dialectical – to study the dominant characteristics of the region's innovation potential; comparison and synthesis – to study approaches to interpreting the term "innovation potential"; graphic – for a visual representation of the results of the study. Findings. The approaches to the interpretation of the above category are summarized based on the study of scientific literature devoted to the problem of innovation potential, as well as three main approaches to the interpretation of innovative potential: resource (most common), target and approach by which innovative potential is considered as a measure of ability / result oriented). It is suggested that the innovative potential of a region means first and foremost the opportunities, and second, the resources and organizational capabilities that enable the creation and implementation of innovations to achieve sustainable development of the region and the country as a whole. At the same time, an important aspect of increasing the innovation potential of the region is, among other things, the institutional capacity of the state to stimulate and support the development of innovation processes. It is proposed to consider financial and investment, material and technical (industrial), research, market, information, intellectual-personnel and marketing potentials as components of the region's innovation potential. Originality. The paradigm of innovation potential of the region has been developed, which, unlike the existing ones, provides for: 1) systematization of preconditions for formation and factors of influence on development and enhancement of innovation potential; 2) establishment of functions and sources of innovative potential; 3) determination of components of innovative potential with indication of their quantitative measuring instruments and methods of measurement. Practical value. The obtained results of the research will be the basis for the development of the author's methodology for complex evaluation of innovative potential of Ukrainian regions. In the course of the research, a number of theoretical methods were used: analysis and synthesis, observation, comparison, and abstraction. The peculiarities of the influence of the law and the principles of development on the innovation potential indicate that personnel, information, organizational and managerial potentials, play the main role. The development of the innovative potential of organizations using the scientific and technical component can be achieved by conducting research in the field of creating new materials, developing and modernizing production processes, solving resource-saving problems. Innovation potential contributes to the development of the organization's strategy. In this study, the theories of innovation potential and the objective laws of the organization were jointly considered.

The technological development of the national economy in modern conditions is impossible without the creation of a stable innovation ecosystem, capable of a continuous process of the innovations expanded reproduction. Within the framework of the innovation ecosystem, conditions should be created not only for innovation, but also for the active introduction of innovative products. This is especially true for the construction industry, which is the engine of economic growth. In order to analyze the ability of an innovation ecosystem to reproduce innovations, the authors proposed a methodology for assessing the reproductive potential of an innovation ecosystem, which is based on the index method. A distinctive feature of the proposed methodology is the formation of a system of indicators relative to the main stages of innovation reproduction. In most scientific studies, the analysis is based on the assessment of the activities of economic entities involved in innovation. The methodology was tested at the regional level. In this case, an analysis of the industry specifics is possible. The results obtained make it possible to assess the reproductive potential of an innovation ecosystem, to identify the problematic stages in the innovations’ creation and implementation, which contributes to the possibility of using the additional levers for intensifying economic growth.

Especially for European companies, innovations offer the opportunity for differentiation against competitors and therewith help to consist the present cost pressure mainly coming from Asian countries. Thereby, innovation inherent risks regarding limited product success, longer development times and quality lacks threaten the success of the innovation process. With this paper, a new approach is introduced, which aims at the reduction of the risks in the innovation processes. This is realized by shifting the focus from a customer requirement driven innovation screening to a product portfolio based innovation approach. The idea is to identify innovation opportunities within existing portfolios to maximize the use of existing company capabilities.

The national innovation system is one of the main mechanisms for restructuring the Russian economy. The implementation of innovations, the active development of the science and technology industry creates the necessary conditions and prerequisites for the transition of the economy to its new technological structure, providing an innovative type of economic growth. In recent years, the literature has developed many approaches to the definition of the concept of “innovative potential”. Some authors consider this category as a set of resources and capabilities of the system to create and implement innovations. Others define innovative potential as a measure of the region’s readiness to create and promote innovations. The third group of authors treats innovation potential as a result of innovation activity, identifying in some way the concept of “innovation potential” and “innovation process”. This article discusses approaches to the definition of a comprehensive indicator of innovative potential. The assessment methods considered in this article allow to determine the level of innovative potential of an organizational system, to perform a comparative analysis of systems according to a generalized indicator of innovative potential and its components, and also to develop programs for the development of organizational systems taking into account the effective use of innovative system capabilities.

Innovations are considered as a factor of consolidation of society, taking into account the definition of innovations as a complex phenomenon containing scientific, technical, technological, economic, environmental, social, legal, safety aspects. However, during the longtime scientific, technical, technological aspects of innovations were considered as driving force for the economy economic growth. Innovations directly or indirectly affect all spheres of social life, going far beyond the boundaries of purely market relations. Limitation of purely economic and scientific-technological definition and evaluation of innovations became obvious in 1960s on the wave of economic growth after the World War II and popularization of post-material values, on the one hand, and because of increasing social tensions, environmental crisis, deepening the gap between economically developed and developing countries, as well as between differed groups of the population within society, on the other hand. Social, ethical and environmental aspects of innovation were put on the agenda. Consequently, innovations should be measured not only in figured of benefit, but also in terms of health, education, safety, environmental impacts, saving energy and materials, etc. The study of the economic aspects of innovation were complemented by the following areas: 1) prevention of inequality due to innovative development; 2) combination of innovation with social entrepreneurship; 3) innovation as a factor in achieving sustainability; 4) innovations for environmental protection. This logically follows from the concept of sustainable development grounded on the coherence of social, economic and environmental parameters. Shortly, the complex of updated innovation criteria as a driving force of socio-economic development is formulated by the framework of «3Ps – profit, people, and planet», which accounts economic/financial, social and environmental aspects. The «3P» framework is a basis for development of new business ethics.

The purpose of this article is to study the necessity of creation and road maps usage as an effective ‎tool in order to create novel approaches for managing innovative high-tech projects using the author-developed criterion of innovative ‎tension, interpreted as the difference of potentials of participants in the innovation process — the ‎donor-enterprise of innovations and the recipient-enterprise of innovations.‎ The method of comparative analysis of various forms of organization of the innovation process and the corresponding variants of the ‎ratio of innovative potentials of participating enterprises was used. As a result of the conducted research, methodical approaches to evaluate innovation potentials of donors-enterprises of innovations and enterprises-recipients of innovations were developed. A ‎criterion for estimating the innovative potential in the donor-recipient system, so-called innovative stress, is formulated. An attempt to disclose the importance of methodological support of road maps on the example of ‎innovative projects is made.

The article is devoted to the topic of Ukraine’s readiness for innovations in industry 4.0. The article also discusses the concept of the 4th industrial revolution. The proposed methodology for assessing readiness for innovations is based on the annual ranking of The Global Innovation Index of Cornell University, the French Business School and Research Institute (INSEAD), the World Intellectual Property Organization (WIPO) and official EU statistics. An analysis was carried out of Ukraine’s readiness for innovation in comparison with EU countries in the area of "The Conditions for Creating Innovative Potential, Level of Innovation Potential, Conditions for Realization of Innovative Potential, Realization of Innovative Potential". A cluster analysis of countries regarding the level of preparedness for innovation based on the indicators was also made. The strengths and weaknesses of Ukraine as an innovative country are highlighted, practical recommendations are also given for improving the level of innovative development in the country.

Our trends, formed in the conditions of active development of the post-industrial economy, dictate the need to apply an innovative approach not only to the development of the manufacturing sector, but also to form the innovative potential of service enterprises, which include trade enterprises. This is due to growing competition, increasing the frequency of new technologies for consuming services, increasing consumer demand. Innovative trade enterprises gain competitive advantages for the ability to expand the geography of service, optimize the speed of order fulfillment, provide a new level of comfort in receiving services, increase the reliability of services provided, and therefore increase customer confidence. The result of the previous review was the production of the most common features of the innovative potential, which are the result of systematization and a previous determination of the criteria for evaluating the potential of innovation. In conclusion, we can say that the innovative potential of the enterprise - is primarily the ability of the enterprise to create, develop and implement innovations. Innovation potential consists of a set of individual elements, each of which affects the resulting trait. Innovative potential is a separate object of management in the structure of strategic management of the enterprise. When assessing the innovation potential, it is advisable to use the necessary and sufficient number of indicators, which recorded the cause of the investigative relationship between the indicator and the result of the enterprise, are differentiated into groups. Obviously, based on the logic of the concept of "innovative potential of a commercial enterprise", the introduction of innovations and updates in the process of economic activity at all stages (from purchase to sale of goods) is evidence of staff knowledge, commercialization of creative ideas and actual potential. Only under these conditions it is possible to form and realize the innovative potential of a commercial enterprise, as well as to satisfy the interests of the consumer.

Innovation risk in banks, a formalized instrument that is part of banks’ financial and innovative strategies, influences the assessment of innovative activity, demonstrating the importance of forecasting and assessment models of potential innovation risks. Our research into general scientific and specific methods allowed us to: (1) distinguish hierarchical concepts and their order—namely, “banking innovation”, “economic effects of innovational activities”, “financial and innovative strategy”, and “innovation risk”; (2) identify links between innovative and strategic bank management, since bank innovations are carried out in conjunction with strategies and imply positive strategic economic effects, making the assessment of potential innovation risk necessary for the current moment and the future; (3) note that the launching and use of new technologies on economic cycles and phases involving a necessary correlation between innovative profit and these phases; (4) provide preferable measurements of banks’ innovative activity and financial performance against commission income; (5) assess the potential financial performance of banks’ financial and innovative strategies within economic cycles and phases and in accordance with the nature of income; (6) present general areas for the practical application of an adapted data mining–Monte Carlo method, based on a proprietary software product. The model’s application in the “open innovation” system exhibits its multipurpose nature and allows for the selection of alternative strategic innovative solutions within economic cycle phases. It also serves in the promotion of Big Data technology in relation to finance and innovation, which is a promising area, and determines the values of the desired indicators for the “bank of the future” concept.

The study aims to analyze the innovation potential of enterprises, explain the use of the binary regression methodology, and explore different indicators of the enterprises in the regions of Kazakhstan for building an effective management strategy. Methodological substantiation is based on the complex survey data analysis, provided by the World Bank Enterprises Survey (WBES) for Kazakhstan. WBES database has covered a sociological survey of enterprises, which was conducted using a random survey and representativeness among 1,296 enterprises, mainly in the production sector. Besides, the data were collected among companies regarding their experience in environmental perception (including innovation activity), in which they worked. The results have demonstrated that the age of the company, exporter status, type, sector, or activity – all these have a positive influence on the company’s tendency to innovations. However, as part of the study, it has found out that competitors in the marketplace and regions of activity of enterprises predominantly negatively affect the prospects of introducing innovation. It was also in evidence that the same factors (foreign ownership, advanced training, type, size, and sector of an enterprise) are essential determinants of product, technology, R&D, ICT, and innovation. Obtained results can be used by enterprises for building an effective management strategy of own business innovative development, as well as by local authorities to upgrade the competitive performance. The subject of the study is the economic, organizational, and managerial relations that develop in the process of formation and use of innovative and technological potential at the regional level. The purpose of the article is to study the innovative potential of the regions, substantiate the theoretical provisions and develop methodological recommendations for the development of effective ways and forms of its mobilization. Methods. The theoretical and methodological basis of the study is the conceptual provisions and scientific developments of domestic and foreign scientists on the formation and use of elements of innovative and technological potential at various levels of management, published in monographs, periodicals and materials of scientific and practical conferences on the topic of research. The study is based on a general scientific methodology that provides for the use of a systematic approach. Methods of observation, comparison, categorical, structural-functional, situational, economic mathematical methods, and the method of hierarchy analysis are used to solve the tasks. Results. The article describes the innovative and technological potential of the region as an economic and managerial category. The typology of innovation as a complex and diversified concept containing many interacting components is studied. The following essential characteristics of the innovation and technological potential of the region are highlighted. Firstly, the innovative and technological potential of the region is determined by the opportunities available to it for change. The innovation potential creates conditions sufficient to ensure the progressive development of the regional socio-economic system through the creation of innovations and their purposeful transformation into innovations. Secondly, the innovative and technological potential of the region is characterized by the presence of specific ones, both involved and not involved in production, but prepared for use in it. Third, the innovative and technological potential of the region is determined by the willingness to use the existing innovative opportunities in order to translate innovations into innovations. The structure of the innovation and technological potential of the region is studied. It is determined that of all the components of the innovation potential of the region, the most important is the labor (human) potential. It is characterized, firstly, by the level of qualification, intelligence, and creativity of the population living and functioning in the territory. It is the population, on the one hand, that is able to produce innovations, and on the other hand, to introduce and distribute them, thereby determining the opportunities and directions of innovative development. It is highlighting innovative and technological potential of the region following components, including the capacity of: organization and management technology; research and development; marketing; technology and production; personnel; potential financial base; knowledge base; natural resource. Practical value. This classification of the components of innovation and technological potential is of great practical importance. It focuses the attention of researchers and users on the simple fact that the key element of the innovation potential of the region is the subjects of innovation activity operating on its territory. In particular, among all subjects of management, both employed and not employed population in the market sector of the economy should be singled out.

Abstract. Innovations play great role in the economic growth and development. And question of explanation enterprises’ ability to generate and implement them are topical as from scientific, as from applied points of view. The article is dedicated to the issues of innovative potential and its development. Authors explain its essence on the basic of resource theory and propose to determine its main components such as innovative resources, innovative capabilities, innovative competencies and innovative project. Based on this it is proposed to define innovative potential as set of integrated characteristics, which let use innovative resources with help of innovative competencies on the basic of innovative organizational capabilities. Innovation resources include both traditional and intellectual resources. Innovative competencies are sets of personnel features to generate innovative ideas and provide their implementation. Innovative organizational capabilities characterize ability of enterprise use innovative resources by development of modern business-models, processes and procedures. Innovative projects are main tool of innovative potential realization. Research shows expediency for evaluation and monitoring of innovative potential development to use four-component matrix. These components are resources, competencies, capabilities and projects. First three are components of innovative potential, fourth — embodiment of the realization of innovation potential. These components are evaluated on the basic of binary logic of economic processes analysis. Dynamic model of innovative potential development is proposed. This model consists of such stages: analysis of innovative potential components; selection of target innovative projects; identification of correspondence between components of innovative potential and target projects; creation of innovation potential development program. Currently, competitiveness is a priority indicator for any country and in order to secure achieving its high level, some measures were developed aimed at formation of favorable conditions for the creation and implementation of innovations. It is the implemented innovative projects that have a positive impact on the economic status of the state. Innovati v e potential is considered the “foundation” for innovation, since its structure includes all the fundamen- tal components, facilitating the passage through all the stages of the innovation cycle. The country’s indicators are formed from a set of economic indicators of the regions, so the policy of local self-government bodies of the subjects of the Russian Federation should be aimed at innovative development and, in partic- ular, at building up the innovative potential of the region. The article analyzes various interpretations of the definition of “innovative potential of the region” and considers its structure and main components . Also based on the difference in approaches to the definition, a terminological classification is compiled from the point of view of Russian and foreign scientists who are engaged in research in the field of innovation. It is known that high practical results can be obtained when there is a necessary theoretical basis for that, in which the essence of all terms is revealed.

In line with the open innovation paradigm, technology acquisitions which seek to gain access to new technologies and knowledge are becoming an important strategic tool for enhancing the innovative potential of companies. This research study is aimed at showing how technology acquisitions can help companies be more successful in making an innovation a reality. In that sense, various possibilities of improving companies' innovative potential after the implementation of technology acquisitions are analyzed in the paper. The challenges that companies are faced with in a period after technology acquisitions are explained and possible ways to overcome those challenges are indicated as well. The results of the conducted empirical research in the impact of technology acquisitions on a company's innovation are presented. The paper confirms the fact that the process of acquiring technology and knowledge from external sources and the harmonization of external knowledge with the internally developed knowledge base improve a company's innovative potential. Additionally, the research results show that acquisitions increase the likelihood of innovation in integration companies. Innovations are also made a reality much faster than they would be without the cooperation of companies.

This article presents an overview of research partnership activity across the South African higher education system, in three cutting-edge high-technology fields. An analytical matrix of partnership forms is developed, shaped by distinct responses to the tension between the new financial imperatives and the traditional intellectual project of higher education. Using the matrix, four groups of institutional response to partnership are identified. These may be distinguished in terms of their level of research capacity and the sets of strategic policies, institutional structures and interface mechanisms they have in place to promote partnerships with industry. The core argument of the paper is that more institutions need to develop the capacity to harness the potential for innovation, rather than allow the unregulated proliferation of contract and consultancy forms of partnership with industry that can undermine their core long-term knowledge-generation function.

The modern digital era is characterized by rapid introduction of innovations in all spheres of society. The process of introducing innovations in the digital era does not happen by chance, there can be traced a number of regular patterns – steadily repeating, objective and significant trends. Some of these patterns have already been conceptualized and can be used as a methodological basis for studying the process of introducing innovation into the economic sphere. The article aims to consider the most important patterns of innovation introduction – dynamic equilibrium, the adaptation of innovation and the environment, the complication of organizational structures, changes in the innovative effect, the complexity of the innovative process, and social discomfort. The main research question is how much managers and employees are ready to accept innovations and how they respond to them. The authors also analyse how innovation patterns affect labour potential components of managers and employees: at the physical, mental and intellectual levels. It is concluded that it is vital to research further into the key patterns of innovation introduction as this contributes to better understanding of how managers’ and employees’ labour potential can be enhanced. One should not relate one or another component of labour potential to a specific pattern, they are most likely to manifest themselves comprehensively.

The review of literature and terminology on the notion of intelligence together with understanding and generalization of the collected knowledge revealed the functions and contents of the intellectual and innovative activities of a human being. The studies into the essence of the human intellect components made it possible to develop a functional hierarchy model of brainwork. The role and behavior of each component of intellect in the process of generation and implementation of engineering innovations are examined. The structure, forms and results of activity done by the cognitive components of intellect are determined. The definition of the conception of «innovation» is presented. Numerous definitions of the notion of «innovation» are reviewed, and their specifics and versions for mines are determined. The notion of «innovation» is defined for the mining industry as a result of introduction or improvement of tangible or intangible assets for implementation and producing beneficial effects in a mine. The essence of the scientific concept of «potential» is described as a set of methods, capabilities, reserves, sources and resources activatable and applicable in problem solving. Three levels and forms of appearance of a potential representative of its dynamics in time are described. The onthological background of advance as a transition from potential to real is shown. The essence of the intelligent and innovative potential of a mining engineer is defined as a degree of revealing intelligent and creative abilities of the mental power for organizational and technological innovations in combination with energy and will towards their efficient practical application in subsoil management. The in-depth insight into the concept content opens the door toward its next-level studying, modeling, assessment and selective evolution.

Researchers are paying more and more attention to social innovation beside the classical Schumpeterian approach. Social innovation is new solutions (product, technology, organizational solution) that can effectively meet market needs that are not or hardly met on a market basis, innovation can lead to new or more advanced skills / relationships, and contribute to a more efficient use of resources. However, there is no uniform definition of the concept. The issue of social innovation is particularly important in the case of the Northern Hungary region, because it can bring hope for some peripheral areas and a new approach to solving problems. High technological innovation potential and performance do not necessarily go hand in hand with high social innovation activity, so in the case of peripheral regions there is a hope for social innovations even in the absence of technological innovations.

The population in this study are areas that carry out incubation and innovation by utilizing their potential. While the subject in this study is the city of Palembang. The results of this study indicate that the activity of preparing the incubation and innovation plan for the City of Palembang is carried out through a series of activities, namely, the preparation of identification of regional potentials, the preparation of the incubation program, the preparation of the social and digital innovation program and the formulation of activities and action plans. The Government of Palembang City received two awards from the Ministry of Home Affairs as a Very Innovative City at the Innovative Government Award and the Ministry of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia (Kemen PANRB RI). Namely the award for Top 45 Public Service Innovations 2020. In addition, with the emergence of an integrated innovation ecosystem, regions can make facilities to improve community welfare through public service facilities, empowerment and community participation, and increasing regional competitiveness.

This article presents the research results on transformation of innovative potential of company employees during the post-crisis period by means of active visualization. A large number of executives distinguish the signs of experiencing crisis by company employees. There is striking need for implementation of innovations in the work of companies for the purpose of adjusting to the current situation in the world. The article describes innovative potential along with its content (creative approach towards work; attitude of personnel towards work in the situation of uncertainty; proactivity; low level of anxiety; high search activity). The data acquired in the course of diagnosis of innovative potential allows determining several groups of employees with different level of readiness for its fulfillment: with critical and low level of readiness for innovation; with tolerable level of readiness for innovation; with evident level of readiness for innovation. The majority of respondents are attributed the group with low level of readiness for innovation. The main sections of the program for training employees pertinent to the development of their innovative potential are outlined. The key component in implementation of such program consists in active visualization as a means for transformation of employees’ perceptions on innovation. It was determined that the use of visualization within the framework of helping employees to overcome changes significantly increased their innovative potential and readiness for innovation in their work. The respondents marked the increase in observation skills, ability to think outside the box, and relief of the fear of changes that take place in the company in post-crisis period.

The purpose of the paper. This paper outlines a comprehensive study of the essence and the essential synthesis elements of a Research University’s innovation capacity. The following tasks were set as the article’s objectives: 1) to analyse the development of scientific thought in the field of innovation potential; 2) to provide the author’s definition of the innovative potential of such a university; 3) to structure the system of evaluation of the university’s innovation potential. This study examines the new realities of needs for universities of the 21st Century to improve their development management through a focus on the concept of “open” innovations. Methodology. This research is based on a careful analysis of the innovation capacity by the evolution of scientific thought. Scientific literature has expressed varying and opposing views as to the nature of the innovation capacity. However, very little has been identified to empirically judge the university’s innovation capacity. Results. The present work suggested definitions of “Research University’s innovation capacity” through the main component based on a novel integration approach. That approach includes the unity of the three types of economic activity. Those three are the provision of educational services, the provision of high-tech business services (carrying out R&D on a commercial basis), and innovative activities through commercialization of intellectual property. That also encompasses the creation of start-ups or spin-off companies, producing high technology products. The paper provides an opportunity to focus on a systemic approach to assessing the university. Proposed systematic evaluation of the university’s innovation potential through its internal and external components: organizational and managerial component; information and methodical component; the intellectual component; the research component; production and technological component; financial component; marketing component; global networks; research laboratories of TNCs; scientific unions and organizations; international consortia. This approach to the assessment provides with a more extensive comprehension of the main fields of activities of the Research University. The interaction of these components gives an opportunity to obtain a synergistic effect that will lead to their mutual reinforcement in the strategic perspective. Practical implications. It can be used by experts to comprehensively assess the potential of a world-class university by training human resources, solving complicated scientific and technological issues in order to obtain the economic outputs. Value. This research highlights the necessity to review the approaches to assessment of the innovative potential in the Research University. The authors presented their own vision of the internal and external components of the innovative potential of the Research University.

The article proves that one of the objectives of the contemporary high school is developing the potential of all participants of the pedagogical process, giving them opportunities for revealing creative abilities. Such a change in the role of education in society has led to innovative processes. We distinguish the following elements of innovative activity in HEIs: the goal (increasing the efficiency of resource use in the HEIs), the content (the processes of creating and applying the innovations, including regular ones) and the product (the quality of training the graduates of the HEIs). We also identified the following types of innovation: organizational, processive and productive, which are the subjects of innovative activity in the HEIs. Under these circumstances, the planning and application of innovations are considered as the area of involving teachers into innovation activity. We specified the factors increasing the number of innovative activities: organizational and technological preparation of creating innovations is considered pre-innovation activity; the production of innovations depends on research and scientific work; the application of innovations includes the stages of implementation, design and dissemination. We distinguished contextual, educational, scientific and innovative processes and the process of strategic development of human potential. We identified the prospects of researching the innovative environment of HEIs as a condition for effective innovative activity of teachers. Generally, the structure of indirect management of the innovative process includes the main stages of the reflexive regulation of searching a new idea: the stages of criticism, conscious rethinking and normalization of the activity. The organizational structure of such management includes the following stages: diagnostic, regulatory, analytical and verification. Knowledge of the varieties of structures and their main stages is necessary to define the whole system of reflective management, because the innovation process consists of micro-innovation processes, which need to be adjusted in communication. We analysed the basic structural components of the authors’ technology of managing the innovation process at the department level as a structural part of НЕІs.

The article investigates and highlights the approaches to defining the concept of “enterprise restructuring” depending on the state of its development strategy, substantiates the economic essence of the concept of “innovation” and “innovative activity “. Based on the combination of characteristics and essence of these concepts, the definition of “innovative restructuring” is formalized and the author’s definition is proposed. It is determined that innovative restructuring is practiced not so much in crisis enterprises as in enterprises that operate stably and seek radical quality change. When making changes, the main ones should be the innovative orientation of management systems, production flexibility, purposeful and effective innovations. It is proved that for effective and complex innovative restructuring it is necessary to improve the enterprise management system by developing and implementing new principles, methods and management structures. That is why the elements of the mechanism of innovative restructuring of the enterprise were singled out and the functions of innovative restructuring were defined and detailed, which allowed to improve the conceptual and categorical apparatus of this economic concept. It is proved that the condition for effective implementation of innovations in the framework of restructuring is the presence of innovative potential in the enterprise. In addition, the transition of the enterprise from one stage of development to another involves the gradual development of innovation potential. This explains the close relationship and mutual influence between innovative restructuring and the innovative potential of the enterprise. Thus, the achievement of goals in the process of enterprise restructuring will depend on the ability to form an effective system of innovation management and the level of innovation potential of the enterprise – its ability to achieve innovative goals.

Background and objectives. The analysis of the main shortcomings of modern forecasting of innovative development of textile enterprises shows the need to build a well-functioning system for forecasting innovative development; development of a methodology for forecasting promising areas of innovative development, taking into account the peculiarities of the functioning of textile enterprises. Therefore, an urgent problem arises of finding effective mechanisms for objectively identifying the weak and strong aspects of the innovative activity of textile enterprises, establishing further priorities for the formation and development of the innovative potential of enterprises, determining the main vectors of innovative development, taking into account the competitiveness and results of R&D (research and development work).Methods:The methods used: factor analysis – to identify the most significant indicators that affect the level of use of innovative potential; cluster analysis of K-means – for a reasonable division of enterprises into groups according to the levels of integrated business performance / use of innovation; taxonomy method – to determine the boundary value of the levels of development of innovative potential as a result of the integration of individual business objects for each of the clusters into one structure; discriminant analysis – for object recognition for deciding which business objects to integrate into the business structure.Findings: As a result of predicting the level of development of the innovative potential of textile enterprises, groups of factors were identified that stimulate and discourage the development of the innovative potential of textile enterprises.Conclusion: To improve the efficient operation of textile enterprises, it was proposed to use special tools for managing innovation potential: active expansion of business activities, attraction of innovations, containment of achieved market positions, search for effective methods of using innovations, selective growth of certain types of activities, differentiated attraction of innovations, and revision of certain activities.

Introduction. The phenomenon of innovations and innovative system reflects the dynamics of society, covers all spheres of life, and carries a benchmark for the future. The essence of this phenomenon requires thorough research from the standpoint of philosophical, scientific, technical, economic and socio-cultural aspects. Based on the growing powerful legal framework, the leading role of innovation activity for the state as a whole and for individual enterprises emerges, and the need for enhancing innovation activity, enhancing innovation potential and systematic targeted planning, development, implementation and use of innovations is evident. Methods. The method of comparison was used to identify differences between the innovation processes of developed and developing countries; generalization - to define the general concept and understanding of the principles of functioning of the subjects of the innovation process; abstraction - to identify the most relevant links for innovative business development. Results. The study suggests that the solution to the problems of forming an effective enterprise management innovation system that meets the goals of their innovation strategy depends on the use of progressive methods and approaches, adequate elements of models of innovation processes of modern generations, as well as meets the conditions of informatization and digitization of the economy. Discussion. Scientists are faced with the need to develop a number of provisions that broaden the understanding of the development of enterprise innovation management system, concentrating the need to increase innovation activity, increase innovation potential and carry out systematic targeted planning, development, implementation and use of innovation; substantiation of the feasibility of applying a systematic approach to innovation management; formation of the content and structure of the model of enterprise innovation management system. For most domestic small and medium enterprises is characterized by the use of a system of indicators only of financial performance. Such systems are inconspicuous, because in modern conditions becoming increasingly important: assets of enterprises, market factors, innovation potential, etc. There is a need to form new criteria for assessing the level of innovation potential of enterprises, which would allow to cover all important areas of activity and the success of their interaction with the external environment. The developed systems of indicators are not sufficiently adapted to the Ukrainian realities, therefore they need some improvement and modification, which may be the subject of further research on the formation and increase of innovation potential and innovative development of small and medium enterprises. The article identifies the stages, content and principles of resource potential formation and approaches to assessing the innovation potential of small and medium enterprises. Evaluation indicators, which can be used to obtain comprehensive quantitative and qualitative information about the innovation potential and innovative development of the enterprise, forms a system of economic indicators. The formation and implementation of such a system contributes to sound planning, effective control and operational regulation of the level of innovative development of the enterprise. Based on the basic principles of forming a system of indicators for assessing the level of investment potential of enterprises, known systems of indicators and our own research, we have identified five groups of indicators for assessing the level of innovation potential of enterprises, namely: indicators of product innovation; indicators of resources for innovation (material, financial, labor, energy, information, intangible); indicators of innovation activity; indicators of the management system and indicators of the level of innovative development. Each of these groups characterizes a certain aspect of small and medium business.

To determine the role of R&D in the economy of Ukraine and the world, the level of publications of Ukrainian authors, the effectiveness, patent circulation, and prospects of innovations in Ukraine. To characterize the world market of nanotechnologies and the level of development of nanotechnologies in Ukraine and to provide a forecast of innovative development in Ukraine and the world. Materials and Methods. Statistical data of R&D potential of Ukraine, number of research works in Ukraine, materials on the quantitative and qualitative level of scholarly research publications of Ukrainian authors, patent circulation, the efficiency of innovations in Ukraine for the period 2010—2017, for forecasting of innovative development in Ukraine and the world on the coming decades. Results. The R&D potential of Ukraine, the current level of nanotechnology, innovation, and trends in their further development have been evaluated. The innovative development in Ukraine and the world until 2030 has been forecasted. Conclusions. Ukraine has a strong R&D potential, but the level of patent and innovation activity in Ukraine is low. Against the background of the integration of Ukrainian researchers into the world community, there is a significant increase in the number of joint scholarly research publications of Ukrainian researchers with foreign colleagues.

Currently, with the expansion of technological innovations, the economy of the Russian Federation is being transformed. For this reason, it becomes necessary to assess its innovation potential and compare it with the level of innovation potential of other countries. The economies of the BRICS countries were selected for the study, and the United States was also considered as an example of a developed innovation economy. To assess the innovation potential of these countries, groups of indicators were identified that determine the degree of innovation development. The study used data from the Science and Technology section of the World Bank site and applied the methods of correlation and regression analysis. The results of the analysis make it possible to identify and compare the key factors in the development of innovation potential in the countries under consideration.

Innovation has long been considered one of the key engines of economic growth, and patents as important incentives for research and development activity. Particularly in terms of intellectual property rights (IPR), however, little is known about how cities contribute to regional innovation: are they containers, facilitators or innovators? This is investigated here through empirical material derived from 27 interviews with top departmental management in three Finnish cities (Helsinki, Espoo and Vantaa). The results show that local city governments (LCGs) consider cities as facilitators of innovation activities but also admit that there are limits (time constraints and lack of resources) to the influence of LCGs over the innovation environment. Still, many of the public sector innovations (especially social innovations) that do not necessarily have a clear market potential would not have been created without the active role of LCGs as innovators. City employees are innovative – the seeming lack of public sector innovation is actually a result of measurement issues that favour (patentable) technological innovations rather than those more common to LCGs, meaning service and organisational types. Therefore, LCGs can be seen as highly innovative organisations. There are, however, barriers to innovation in the public sector, such as the cost of innovation activity, the lack of incentives for it and a working culture that does not support it. Lastly, the results show that LCGs have not really fully considered the possibilities and potential of owning their own IPR; to be specific, potentially lucrative opportunities should be explored.

Purpose. The purpose of the article is to present the organizational and economic potential of innovative entrepreneurship in the strategic development of the regional economy. Methodology of the research. The following research methods are used to achieve such purpose: theoretical synthesis, analysis, abstract and logical - to reveal the relationship of entrepreneurship, innovation and strategic development of regions in the context of achieving sustainable development goals; interpretation and comparison - to determine the prospects for increasing the innovative activity of enterprises in the region; tabular and graphical - for a visual presentation of Ukraine's ranking of GII, the dynamics of training highly qualified scientific personnel and the cost of research and development. Findings. It has been established that dreams about the transition of Ukraine from a low-tech resource to a high-tech innovative economy are pinned on innovative entrepreneurship, which ensures qualitative structural changes in the economy in favour of knowledge-intensive types of economic activity. It is substantiated that, unfortunately, Ukraine is inferior to neighbouring states in terms of innovative indicators, taking 30th place among 39 European countries. There is a growing gap between the national economy and European countries. The main indicators of the innovative potential of the regions, which correspond to the trends, of the rating of Ukraine according to the global index of innovations are analysed. The expediency of the formation and development of entrepreneurial regional innovation systems has been determined. Originality. The substantiation of the feasibility of the development of entrepreneurial regional innovation systems, the feature of which is mobility and the ability to quickly and adequately respond to changes in external conditions of functioning, was further developed. Practical value. Proposals substantiated in the research can be used by authorities, educational institutions and business structures for the development of regional innovation systems. The article is devoted to introducing innovations in the company - one of the most important ways of transforming the production process in the company’s activities. The purpose of the article is to substantiate scientific and practical provisions for a comprehensive assessment of the effectiveness of introducing innovations and developing recommendations for increasing the innovative potential of a company, based on the use of a situational analysis of dynamic indicators of innovative changes. Literature processing shows that not enough attention is paid to problematic aspects of situational analysis and methods of assessing domestic companies’ implementation to build up their innovative potential. The article’s relevance lies in the need to use the economic and mathematical apparatus of calculation to justify the feasibility of introducing innovations in a company to strengthen competitive positions in the market. Methods for assessing the implementation of innovations in a company are analyzed based on the classification properties. Methods for assessing the implementation of innovations for their application in the company’s innovative development are analyzed. The existing methods for assessing the effectiveness of the company’s innovative activities are systematized. Methods of situational analysis are considered in the example of energy saving. Typical scenarios for the implementation of the efficiency of energy-saving measures in the company are presented. The calculation of the innovation project’s absolute effect was carried out (the profit from the introduction of new equipment and the growth of profit from the replacement of existing equipment were determined). The calculation of the efficiency of replacing existing equipment (basic version) with new equipment for an innovative project (new version) has been performed. The organizational and economic support of the assessment of innovative activities in the company is investigated. Methodological approaches have been developed for the previous and final situational analysis of innovative projects and the company’s innovative potential as a whole. The characteristics of the objective prerequisites for the growth of the company’s innovative potential are given. Based on a review of the state of the company’s innovative activities, a system of analytical indicators for assessing the feasibility of a project or choosing the best project is proposed. The study’s applied significance lies in the fact that the proposed assessment methods and tools, when applied in practice, make it possible to intensify companies’ innovative activities and increase their competitiveness in the market.
