At first glance, the both countries are republic with the same division of power between: executive, legislation and judicial. But on the other hand, the main differences have been established in the provisions of the Constitution. So, for this reason I’m trying to look for the answer for next questions: who performs the executive authority and whether this power is shared or not and how long it lasts during the term of office for example. Therefore, in my paper Ishowed the differences and similarities on this range: between Puerto Rican Governor with the Council of Secretaries and Polish President with the Council of Ministers.

<p><strong>Abstract.</strong> Understanding the impact of service outages caused by natural or man-made disasters in utility services is a key part of decision-making in response and recovery efforts. Large-scale outages in the last 15 years, from the 2003 northeast blackout to Hurricane Maria devastating Puerto Rico in 2017, highlighted the importance of tight couplings within and across various utilities. The brittleness of these tight couplings results in long delays in restoring large-scale outages. Such cross-infrastructure effects can make analysis for decision makers and responders far more complex. To facilitate recovery, decision makers need to use specialized Decision Support Systems (DSS) that allow simulation of various alternative enablement options along with their impact on society.<br> In this article, we describe our geo-simulation engine and datasets used for outage modelling. First, we detail our efforts in correcting and completing Electric Power (EP) network for the western US. Next, we explain the architecture and initial implementation of the platform-independent, open-source geospatial simulation engine that we are in the process of developing. Using this engine, we can consider the amount of commodity at the transmission source (power plants) and sinks (substations) and set thresholds at sinks to trigger and simulate outages. For instance, a threshold can be set to trigger an outage at substation level if the available commodity amount drops below 80 % of the demand. Future additions include cross-infrastructure and enablement consequence analysis to provide a complete and transparent DSS to study outages on multiple interrelating infrastructures through scenario-based evaluation criteria.</p>

At the time of this Article, at least twelve large wildfires are burn- ing in California across more than 1,000 square miles, having damaged or destroyed over 2,000 structures, according to the California Department of Forestry and Fire Protection (CAL FIRE). At least eight people have lost their lives. The Kilauea volcano continues to erupt in Hawaii, having destroyed 600 homes. The 2018 hurricane season is in full swing, and while there have been no catastrophic events to date, residents in Houston, Florida, Puerto Rico, and elsewhere are still recovering from the devastating winds and rains wrought by Har- vey, Maria, and Irma last year. Those hurricanes are estimated to have caused more than $200 billion in damages, making the 2017 hurricane season the costliest in U.S. history. Around the world, natural disasters such as deadly heat waves, flooding, mudslides, hurricanes, and tornadoes will cause untold losses as temperatures across the globe are rising. After the smoke clears, the ash settles, the waters subside, and initial recovery efforts restore basic functions like the delivery of food, water, and electricity, survivors face the task of rebuilding. Inevitably, property and business owners either look to their insurance carriers for relief or initiate tort actions against alleged wrongdoers. In 2007, more than 2,000 law suits were filed against San Diego Gas & Electric following a series of wildfires that engulfed San Diego County in California, where faulty power lines were blamed for some of the fires. Dozens of cases have been filed in Ventura and Santa Barbara counties in California relating to the deadly Thomas Fire and related devastating mudslides that killed twenty people and destroyed hundreds of homes late last year. Traditional litigation used to resolve these disputes has the potential to overwhelm the courts, consume limited resources of insurance carriers and others, and be unduly burdensome to survivors. Alternative dispute resolution (“ADR”) mechanisms such as mediation can offer significant relief to the parties, permitting them to negotiate a resolution in a less formal setting than the courthouse, and usually within a shorter time frame than typical litigation would require. In situations where a mass disaster does not easily lend itself to individual mediations, however, providers can customize the process to ensure that all parties—those parties that have suffered losses, insurance carriers, and potentially responsible parties—experience a fair, economic, and efficient resolution. National ADR providers such as JAMS and the American Arbitration Association offer comprehensive, customized processes that can be tailored to meet the needs of the parties and the unique requirements of each case. Individual mediators around the country routinely provide assistance with ADR process design for complex, multi-party matters. Some examples follow.

How are spiritual power and self-transformation cultivated in street ministries? This book provides an in-depth analysis of Pentecostal ministries in Puerto Rico that were founded and run by self-identified “ex-addicts,” ministries that are also widespread in poor Black and Latino neighborhoods in the U.S. mainland. The book melds cultural anthropology and psychiatry. Through the stories of ministry converts, the book examines key elements of Pentecostalism: mysticism, ascetic practice, and the idea of other-worldliness. It then reconstructs the ministries' strategies of spiritual victory over addiction: transformation techniques to build spiritual strength and authority through pain and discipline; cultivation of alternative masculinities based on male converts' reclamation of domestic space; and radical rupture from a post-industrial “culture of disposability.” By contrasting the ministries' logic of addiction with that of biomedicine, the book rethinks roads to recovery, discovering unexpected convergences with biomedicine while revealing the allure of street corner ministries.

The Cambalache Power Station, engineered from 1993 to 1995, and constructed from 1996 to 1997, provides the island grid of Puerto Rico with 240 MW of flexible gas turbine power. The plant, now in commercial operation, has demonstrated the capability of a steam enhanced gas turbine to provide highly efficient simple cycle base load power and spinning reserve power to an island network which cannot rely on outside power generators to supplement demand in the event of forced outages and emergencies in other power stations. The plant also demonstrates the first application of a high temperature selective catalytic reactor for NOx reduction to less than 10 ppm (No. 2 fuel oil) on a volume basis corrected to 15% O2. Finally, the installation demonstrated the benefits to the owner, the Puerto Rico Electric Power Authority (PREPA), of a turnkey contract with the entire plant, including offsite oil barge delivery facilities, water wells, and 230 kV substation, designed, supplied and installed by one contractor. The power station was engineered, constructed and started by a limited partnership led by ABB Power Generation Inc. with Metric Constructors. Civil, structural and balance of plant engineering was performed by Lockwood Greene Scott and Associates., Cambalache Limited Partnership (CLP).

The main objective of this study is to identify how climate variability influences human comfort levels in tropical-coastal urban environments. San Juan Metro Metropolitan Area (SJMA) of the island of Puerto Rico was chosen as a reference point. Temperature and relative humidity are identified as key environmental variables to maintain human comfort level. A new Human Discomfort Index (HDI) using the key environmental variables based on environmental enthalpy is defined. This index is expanded to determine the energy required to maintain indoor human comfort levels and is compared to total electric energy consumption for the island of Puerto Rico. Regression analysis shows that both temperature and HDI are good indicators to predict total electrical energy consumption. Results showed that over the past 35 years the average environmental enthalpy have increased, resulting in the increase of average HDI for SJMA. Surface weather station data further shows clear indication of urbanization biases ramping up the HDI. Long-term local scale (weather station; 30-years record) data shows a decreasing rate of maximum cooling per capita at −11.41 kW-h/years, and increasing of minimum cooling per capita of 10.64 kW-h/years. This contrasts with regional scale data for the whole Caribbean where increasing trends are observed for both minimum and maximum energy per capita. To estimate human comfort levels under extreme heat wave events conditions, an event of 2014 in the San Juan area was identified. The analysis is complemented by data from the National Center for Environmental Prediction (NCEP) at 250km spatial resolution, North American Regional Reanalysis (NARR) at 32 km spatial resolution, and simulations of the Weather Research and Forecasting model (WRF) at a resolution of 1 km, and by weather station data for San Juan. Model results were evaluated against observations showing good agreement for both temperature and relative humidity and improvements from the NCEP input. It also shows that Energy Per Capita (EPC), required to maintain indoor space at human comfort level, in urban areas during a heat wave event can increase to 21% as compared to normal day.

What does remain a growing concern for many users of Data Centers is their continuing availability following the explosive growth of internet services in recent years, The recent maximizing of Data Center IT virtualization investments has resulted in improving the consolidation of prior (under utilized) server and cabling resources resulting in higher overall facility utilization and IT capacity. It has also resulted in excessive levels of equipment heat release, e.g. high energy (i.e. blade type) servers and telecommunication equipment, that challenge central and distributed air conditioning systems delivering air via raised floor or overhead to rack mounted servers arranged in alternate facing cold and hot isles (in some cases reaching 30 kW/rack or 300 W/ft2) and returning via end of isle or separated room CRAC units, which are often found to fight each other, contributing to excessive energy use. Under those circumstances, hybrid, indirect liquid cooling facilities are often required to augment above referenced air conditioning systems in order to prevent overheating and degradation of mission critical IT equipment to maintain rack mounted subject rack mounted server equipment to continue to operate available within ASHRAE TC 9.9 prescribed task psychometric limits and IT manufacturers specifications, beyond which their operational reliability cannot be assured. Recent interest in new web-based software and secure cloud computing is expected to further accelerate the growth of Data Centers which according to a recent study, the estimated number of U.S. Data Centers in 2006 consumed approximately 61 billion kWh of electricity. Computer servers and supporting power infrastructure for the Internet are estimated to represent 1.5% of all electricity generated which along with aggregated IT and communications, including PC’s in current use have also been estimated to emit 2% of global carbon emissions. Therefore the projected eco-footprint of Data Centers into the future has now become a matter of growing concern. Accordingly our paper will focus on how best to improve the energy utilization of fossil fuels that are used to power Data Centers, the energy efficiency of related auxiliary cooling and power infrastructures, so as to reduce their eco-footprint and GHG emissions to sustainable levels as soon as possible. To this end, we plan to demonstrate significant comparative savings in annual energy use and reduction in associated annual GHG emissions by employing a on-site cogeneration system (in lieu of current reliance on remote electric power generation systems), introducing use of energy efficient outside air (OSA) desiccant assisted pre-conditioners to maintain either Class1, Class 2 and NEBS indoor air dew-points, as needed, when operated with modified existing (sensible only cooling and distributed air conditioning and chiller systems) thereby eliminating need for CRAC integral unit humidity controls while achieving a estimated 60 to 80% (virtualized) reduction in the number servers within a existing (hypothetical post-consolidation) 3.5 MW demand Data Center located in southeastern (and/or southern) U.S., coastal Puerto Rico, or Brazil characterized by three (3) representative microclimates ranging from moderate to high seasonal outside air (OSA) coincident design humidity and temperature.
