Despite according high priority to regional economic integration and being clustered by regional economic schemes, Africa’s regional economic integration record is not inspiring. With the transformation of the OAU to the African Union (AU), the New Partnership for Africa`s Development (NEPAD) was adopted as the development program of the continent to drive the impetus of economic integration through trade. At the time NEPAD was adopted, regional integration schemes in Africa were facing problems of low intra-regional trade levels despite trade being identified as the engine of activity and economic growth for regional economic integration. The study was centered on Southern Africa with precise attention on SADC. Even though trade is accepted as a vital engine of economic growth and development, this is not the case with SADC. The study was looking at the contribution of NEPAD in intra-regional trade in Africa with special focus on SADC. This was prompted by the fact that regional integration is business as usual within the sub region while problems that have been confronting regional schemes are continuing unabated after the adoption of NEPAD. The study used the historical approach because it provides the study with an advantage of accessing existing literature with regards to what is really stalling intra-regional trade in SADC. The study findings noted that NEPAD has not fully addressed the problems of intra-regional trade within SADC and the continent at large. The study lastly concludes by giving a way forward for NEPAD to respond to the specific needs of SADC for the promotion of intra-regional and equitable trade.

This study is a contribution to the on-going debate about the path that Africa has taken in realising the vision of its renewal. The central theme of the study is the idea of Africa's 'new partnership' with the industrialised North, which is envisaged under the New Partnership for Africa's Development (NEPAD). Acknowledging that asymmetrical partnerships have existed between Africa and the North, particularly in the last century, the question this study poses is: to what extent does the idea of the 'new partnership' represent something new? The study argues two points. Firstly, it argues that the idea of the new partnership has become a terrain of contestation between the Africanist and the post-modernist social forces. Secondly, the study argues that it is unlikely that conceptualising the idea of the new partnership in post-modernist terms will result in sustainable development and rebirth of Africa. That is particularly the case, because post-modernity suggests a certain degree of loyalty to the prevailing and asymmetrical global order. Against this background, the study concludes that the extent to which Africa will enjoy the benefits of a truly revised partnership with the North, and thus fulfil the vision of its rebirth, will be determined, by and large, by the modalities of accommodation and struggle between these social forces.

This study examines the prominence of the term governance and its use in multilateral organisations, in particular the New Partnership for African Development. It argues that the term governance is contentious and needs to be reviewed. This is in light of the elevation of governance as a requisite for development, which has come about through the development of NEPAD. This is primarily a study on the position of the state in multilateral regimes and how governance will affect the state and non-state actors. The politics in and around governance are therefore important in any assessment of African development as governance becomes a developmental necessity. The African Rennaisance and African Union have become ‘beacons of hope’ for Africa and these have been discussed here. We can see NEPAD as a historical development that fits into the African Renaissance. This has been a mechanism to ensure state survival and the states that drive NEPAD have played a significant role in providing legitimacy to Africa’s calls for development. This thesis attempts to explain the shift in developmental policy in that NEPAD has seemingly become the first African development strategy that has the support of the West. Through this thesis, we will examine the role that the Post Washington consensus has played in getting this phase of African development started. What becomes significant here is the way in which governance has been accepted as the gauge for support in development. This study therefore aims to offer a means by which to analyse governance in multilateral organisations. As the term is contentious, three paradigms on governance will be provided in order to refine governance in such a way that it can be applied in analysis. This thesis shows that governance can be refined into corporatist, prebendal and conciliar forms. The form of governance that NEPAD will take has implications for the type of reconfiguration of the state brought about by governance.

The Policy Unit of the Development Bank of Southern Africa (DBSA) has developed a number of strategic themes embracing many cross-cutting issues. The main thrust of the Unit’s work, however, focuses on the core mandate of the Bank - infrastructure. In order to provide for a coherent whole, rural infrastructure must fit into a broader policy framework. Globally, the goals set for the first two decades of the next millennium are to address poverty and achieve food security. The DBSA can contribute to South Africa’s position on these global themes by addressing the issue of rural infrastructure delivery, taking cognisance of the South African government’s Growth, Employment and Redistribution (GEAR) programme. This discussion document will specifically address the local economic development activities of farm production and rural livelihoods in order to achieve food security, address poverty and foster economic growth in the marginalised, infrastructure-deprived rural areas of the country. It is assumed that additional entrepreneurial economic opportunities will arise at village and town level as producers become nett surplus producers, eg in small grain milling, cottage industry, village markets, processing (value adding), etc. In contrast to urban development, where economic activity is assumed by investing in infrastructure, the DBSA will actively have to support the transformation of economic activity in the rural scenario. One of the past successes of the DBSA has been the introduction of the Farmer Support Programme (FSP). The FSP’s provision of services and support, based on the needs of existing smallholders, is embedded in participatory planning and action. Without local initiatives, rural infrastructure cannot be delivered effectively to bolster economic growth, create jobs and redistribute income. Most of the country’s poor live in rural areas, and without rural development there can be no GEAR. Life in these areas needs to be made liveable by encouraging entrepreneurial development, which includes facilitating agriculture, creating jobs and increasing rural income through appropriate government actions for improving the welfare of rural households. One of the ways in which national, provincial and local government could have a broad-based impact is by providing rural economic infrastructure and, to this end, local government, including regional and district councils, has been mandated to develop integrated development plans. These plans have to include economic development plans, and entrepreneurial development has been singled out as important in this regard. From this it follows that district councils and municipalities have a prime responsibility for developing entrepreneurs, including farmers in their rural constituency.

Poverty alleviation projects are interventions designed to assist the socio-economic conditions of poor communities. This is a case study on a skills development project that has been implemented with the aim of alleviating poverty through equipping people with productive skills. The study was conducted in Lephalale, Limpopo province. It was conducted during July and August 2011. The study focuses on skills development as a poverty alleviation strategy because developing skills is essential for building human capacity. The study evaluates the effectiveness of skills development within a community that is characterised by lack of education and skills. Many rural communities fail to apprehend education and skills as a result of their location and poverty. They are isolated from cities and towns and this has an impact on their surrounding conditions including the level of skills and education. The study found that the skills development project in Lephalale played a vital role of developing skills through training community members with the skills necessary to obtain jobs and be able to create self-employment. Creating self-employment is one way to address the challenges of unemployment and the lack of income. There research found that there are various job opportunities being created in the area, however the local community cannot participate due to lack of skills required in the labour market. The study revealed the majority of the people who joined the skills development project did not complete grade 12 and have never worked.

The purpose of the study has been to assess the question of sustainability of economic growth and human development, particularly using sub-Saharan Africa in context. Sub-Saharan Africa is an interesting case study because, on the one hand, it has been mired in poverty and remains the least developed region in the world, and on the other, it has experienced a revival in economic growth since the mid-1990s. Economists tend to use the term economic development and economic growth interchangeably. However, questions have been raised about whether Africa’s latest growth episode is indeed ‘development’. Although there are many issues at stake, the key question, and the focus of this thesis, is whether sub-Saharan Africa’s revival is sustainable. The paper sets out the debate between the ‘World Bank view’ and the ‘alternative view’. The main debate lies around how genuine development should be achieved. Firstly, the ‘World Bank view’ claims that economic growth is necessary and sufficient condition to achieve development. Economic growth will be generated by ‘orthodox’ policies and this growth will automatically trickle-down and stimulate development. Secondly, the ‘alternative view’ argues that economic growth is necessary but it is not sufficient to stimulate sustainable development. Economic growth without ‘qualitative’ change is not ‘sustainable’. Indeed, human development shortfalls (as well as other, social, political and structural problems), if not addressed through appropriate policy interventions, can undermine economic growth. The ‘alternative view’ appears to be strongly supported by evidence from other developing regions such as Latin America and East Asia. The empirical study conducted in this thesis reinforces doubts about ‘sustainability’. Even though there are signs of convergence in some indicators; this is not the case for all indicators. More importantly the gap between sub-Saharan Africa and other developing regions remains very wide. Sub-Saharan Africa’s development path remains uncertain. The intention in this study is not to be conclusive that sub-Saharan Africa cannot achieve sustainable development. Rather the study attempts to identify potential hindrances to sub-Saharan Africa’s development and to provide a solid foundation for further research in the same direction.

ENGLISH ABSTRACT: Since 1994 the government of South Africa has spent substantial amounts of money on the development and expantion of infrastructure to include the previously disadvantaged. Each year the amount spent on infrastructure increased, and still the poor is marginalised. The title proposes that there should rather be a focus on creating a sustainable environment to deliver infrastructure. The economy, unemployment, people living in poverty and level of human resources determine the environment in which infrastructure is delivered. South Africa is on a growth path towards 2030 that aims to reduce unemployment by aproximately 10% and increase the economic growth rate 5% per annum. Key challenges that inhibits economic growth were identified by the National Planning Commision (NPC). These key challenges such as poverty, poor education, unsatisfactory public tranport and a divided society represent the environment that South Africa is currently operating in. If these key challenges could be addressed and nullified a sustainable environment could be reached. The purpose of this thesis is to investigate a sustainable environment to deliver infrastructure. Existing models will be analysed and the key principles will then be incorporated in the development of the proposed Infra-Connect Model. Strategic Planning and decision-making tools will also assist in the process towards developing the Infra-Connect Model. The theoretical results that are obtained are positive. It conforms to the goals that are set out based on the key challenges presented by the NPC. The financial resources are found to be distributed more effectively and the poor is empowered to take part in the economic activities and hence a sustainable environment to deliver infrastructure is created.
AFRIKAANSE OPSOMMING: Sedert 1994 is daar aansienlike bedrae bestee op die opgradering en uitbreiding van infrastruktuur. Steeds is die huidige infrastruktuur nie voldoende nie en onontwikkeld. Die behoeftiges is steeds uitgesluit uit die ekonomiese aktiwiteite en gemarginaliseer. Hierdie verhandeling beoog om die fokus te plaas op die skepping van ‘n volhoubare omgewing wat die ontwikkeling van infrastruktuur tot gevolg het. Die omgewing verwys na die ekonomie, die behoeftiges, vlak van werkloosheid, en die kwaliteit van onderrig en mense ontwikkeling. Suid Afrika is in die proses om ‘n groeiplan saam te stel vir 2030. Onbevredigende dienslewering, ‘n verdeelde samelewing, en onvoldoende onderrig is onder andere faktore wat die groei van Suid Afrika verhinder om ‘n positiewe, kompeterende land teen 2030 te wees, soos geïdentifiseer deur die National Planning Commision. Hierdie faktore verhoed dat Suid Afrika positiewe ekonomiese groei ervaar. Die doel van die verhandeling is om die skepping van ‘n volhoubare omgewing wat infrastruktuur lewering tot gevolg sal hê, te ondersoek. Bestaande modelle word geanaliseer en gebruik om ‘n model vir munisipaliteite saam te stel wat sal help om fondse reg aan te wend en die druk rondom infrastruktuur lewering te verlig. Die teoretiese uitkomstes is positief en daar is gevind dat die model die bepalende faktore aanspreek. Die behoeftiges is na afloop van die model beter af waar hul bemagtig is en ‘n werksgeleentheid gebied word. Die gevolg is dan ‘n verlaging in die werkloosheidskoers en ‘n verwagting dat Suid Afrika se ekonomie positief sal groei. Voldoende lewering van infrastruktuur en dienste word dan ook verwag. One of the central tenets of much current development thinking in southern Africa is that market-oriented strategies and private sector involvement must be the basis for future economic growth. This has underpinned structural adjustment and economic policy reform policies in the region over the last decade or more. It also underlies the argument for encouraging external foreign direct investment (FDI) as a motor for growth. However growing evidence suggests that such a strategy has not paid off. Economic growth rates have been disappointing, private, and particularly foreign, investment has been limited, and employment in the formal sector has fallen dramatically.1 Structural adjustment and market liberalisation have clearly not delivered the developmental benefits claimed of them, and people's livelihood opportunities have, ft seems, declined over the same period and their levels of vulnerability have increased. The increasing recognition that the standard neo-liberal prescriptions were not having the expected benefits, especially for poor people, has resulted in some rethinking about how best to redirect the benefits of globalisation and economic reform towards the poor, and how to offset some of the losses. Thus ‘pro-poor growth strategies’, ‘making markets work for the poor’ and ‘growth for redistribution' have become well-worn slogans. However, the practical and policy measures required, whereby the benefits of an engagement with a globalised economy, investment by the private sector and liberalisation privatisation measures can result in poverty reduction, remain vague.A number of issues arise. For the sceptics, questions are raised about the degree to which the turn to a 'pro-poor' markets approach is simply rhetorical gloss, added to the discredited neo-liberal paradigm, or actually a genuinely new policy perspective in its own right. It is important to differentiate between broad economic policy reform objectives (which, with some nuances, remain largely in the standard neo-liberal form) and sectoral policies which contain explicitly pro-poor elements. While retaining the argument that market liberalisation and external investment are key, such policies may include some strategic elements of state- directed intervention which boost the access of the poor to new markets and investment opportunities. It is this stance, where the state intervenes to improve access and for particular groups of people, redressing to some extent the imbalances caused by the lack of level playing fields of existing markets, which potentially sets a pro-poor perspective apart.

This thesis investigates the design, implementation and impacts of the market-smart input subsidy (NAIVS) in Tanzania's Ruvuma Region. The research uses a mixed-methods approach, where quantitative data analysis is complemented by qualitative research. Using four waves of household panel data, I found that voucher receipt had no statistically significant impact on maize yields, income poverty or the household assets owned by recipient households. The qualitative research finds that this was due to flaws in NAIVS's design and in its implementation. Weak institutional capacity was found in voucher management, especially at the lower level of government: a substantial number of vouchers went missing; inputs and vouchers were delivered late most years; and vouchers were resold by farmers. Due to an increase in real input prices, the ‘top-up' payment required for voucher use was increased, which made it difficult for poor farmers to access the subsidy. In practice, the input vouchers were obtained by elites: households with elected positions in the villages; wealthier households; and those households who were already using improved inputs prior to NAIVS. It contributed to national food security; however, because of the spill-over effects which brought a higher increase ratio in input use among non-recipient than recipient households, the observed impact on maize yields cannot be attributed to NAIVS. Because of the leakage to wealthier farmers and fraud, it did not ensure household food security for poor farmers. The thesis reveals that studies of input subsidy programmes require not only economic analysis but also social and political analysis. Such studies would require the use of a new theory of change, which uses economic analysis but places social and political analysis at the forefront, and in which a mixed-methods approach must be used.

Sustainability reporting is becoming increasingly important, and governments and stock exchanges of many countries require or strongly encourage businesses to provide some level of sustainability reporting. South Africa is one of few emerging market economies and the only country in Africa which show substantial sustainability reporting activities. In South Africa, sustainable development has been recognised at a constitutional and legislative level. Companies listed on the Johannesburg Stock Exchange (JSE) must integrate sustainability reporting with financial reporting, or explain why they are not complying. Establishing a suitable sustainability reporting framework should therefore be part of the strategic integration of sustainability with other aspects of organisational planning and decision-making. This study suggests such a framework of standards and indicators for sustainability reporting in South African businesses, and evaluates it in South African listed companies. Mixed methods research was used in two phases. In phase 1, a critical analysis of the literature produced a framework of standards and indicators to be used as a measure to evaluate sustainability reporting in South Africa. In phase 2, first hand, original data was collected by performing a quantitative content analysis of sustainability reports of 84 companies listed on the Johannesburg stock exchange with the aim to identify standards and indicators that are applied in the content of sustainability reports in South Africa. Quantitative content analysis involves analysing material and then classifying it into various coding units or themes found in the material - it is a systematic way of converting text to numerical variables for quantitative data analysis.

The revenue generated by tourism can be directed to the social and cultural well being of communities. This aspect is considered as an important social dimension of sustainable tourism. Management should develop a prescient, well-founded, and creative view of future opportunities that will spur pre-emptive competence-building, provide focus into their efforts, ensure consistency in investment programmes, and serve as a guide for decisions concerning strategic alliances and acquisitions. It is necessary to acknowledge the impact of tourism on the socio-economic development of communities. The creation of employment, transfer of skills, contribution to venue infrastructure, local arts and cultural development, as well as the process of product ownership to show their willingness to do so, may add to a great deal of community pride. Over a period of time, the ABSA Klein Karoo Nasionale Kunstefees (KKNK) has developed into a major arts festival in South Africa. Since its inception in 1994, and with an initial investment of R750 000.00, the festival turn-over grew to an estimated R65 million in 2006. As the festival operates as a Section 21 Company (an organisation not for gain), funding depends entirely on grants, donations, contributions and corporate sponsorships. Arts festivals can be grouped within the current corporate and social funding framework of ABSA Bank. Despite the type and rate of growth, local communities and consumers have reached different stages in the adoption of the festival.

The national framework of local economic development (LED) in South Africa (2006 – 2011) has the goal to support the growth of sustainable local economies through integrated government action. Municipalities as custodians of integrated development programs and local economic development strategies work with different stakeholders such as private industry, other government departments, non-government organizations and relevant community sectors in attaining envisioned developmental goals; thus are avoiding wasteful duplication of effort and resources. LED in the context of this study is defined as development of infrastructure within the BCMM for sustainability of small medium and micro enterprises in alleviating poverty in the area. This report presents an evaluation of the impact of local economic development in terms of basic infrastructure availability on the sustainability of small medium and micro enterprise development in the Buffalo City Metro Municipality (BCMM). This refers to amongst others accessibility of electricity and telecommunication in the operations of a business. The overall approach followed by the researcher throughout this research is the mixed methods or pragmatic approach. The research method followed is that one of a descriptive approach. The results of this study indicate that local economic development is still a new notion which is still unclear. There is evidence that there is a lack of basic services in some areas in the Buffalo City Metropolitan Municipal, this including access to electricity. The respondents also saw the local municipality as not doing much in support of new and small business and creating job opportunities for them. The study recommends that factors such as skills development, accessibility to basic service, development and promotion of SMMEs, are also major contributors to the effective impact of LED in BCMM.

The high unemployment rate in South Africa has forced many people to think of creative ways to derive an income. This in turn has resulted in the increase of microentrepreneurs who could contribute positively to the economy if given the opportunity. According to the White Paper on National Strategy for the Development and Promotion of Small Business in South Africa (1995), the objective is to stimulate and promote small businesses by providing access to requisite resources. However, what has become apparent is the lack of resources for micro-entrepreneurs, as well as problems with accessibility to the few available resources. Popular literature often refers to money being made available by government or foreign donors to assist micro-entrepreneurs in getting businesses started. There is also much talk about empowerment of entrepreneurs via financial resources as well as through skills training. However, much of the assistance is available for opportunity entrepreneurs and not for the survivalist entrepreneurs. Although there has been a commitment by government to promote small business, it yet again focuses on the opportunist entrepreneur rather than the survivalist entrepreneur. Survivalist micro-entrepreneurs face huge challenges in accessing any type of resources. Although there is much talk about promotion of small business, there seems to be a gap in what is being advocated and what is being done. What has happened thus far is that small and medium enterprises have been branded under one label, proving detrimental to the micro-entrepreneur. The opportunist entrepreneur and the survivalist entrepreneur have vasy different needs and the resources made available should address the different needs. This study focused on micro-entrepreneurship in the Cape Flats area of the Western Cape, specifically on survivalist micro-entrepreneurs, and excluded the opportunist entrepreneur.

ENGLISH ABSTRACT: The research report investigates the theoretical foundation of the understanding of decision-makers at local government level of the term "development", with specific reference to local government as development agent and Local Economic Development. The choice of theoretical model by these decision-makers to conceptualise their understanding has historical and analytical antecedents, and secondly, the decision-maker is faced with a basic dualism in developmental thinking, ie. the emphasis on universalism (global competitiveness) on the one hand and the need for specificity (local economic development) on the other. The theoretical principles and assumptions on which the neoliberal and market-orientated approach to development is based are incorporated in the macroeconomic policy approach 'Growth, Employment and Redistribution' in South Africa. This approach has recently overshadowed the social welfarist developmental approach represented by the 'Reconstruction and Development Program' or Sustainable Human Development. The basis for specific policy formulation and intervention strategies are found in the theoretical assumptions, goals and objectives in each of these alternate approaches to development. The research design for the study is primarily qualitative. A semi-structured interview schedule is applied in directing in-depth interviews with identified central decisionmakers in metropolitan and larger "B" municipalities. The research design and process is constructed around three themes based on current and historic analysis of development thinking as a means to address poverty and inequality: theme 1 - theoretical understanding of the term development, Economic Growth in the formal sector versus Sustainable Human Development; theme 2 - the nature and relevance of participation by civil society in the Local Economic Development (LEO) process; and theme 3- Local Economic Development and the role of infrastructure investment, land use planning and zoning as intervention strategy. A benchmark position is developed on local government as development agent and LEO, using various sources, for example, interview with Director-General in the Department of Provincial and Local Government dealing with Local Economic Development, the Constitution of the Republic of South Africa and legislative acts and policy papers relevant to LED. This position is compared with the position held by local government decision-makers dealing with LED. The analysis of the information collected suggests that the theoretical perspective and policy framework on development, participation and strategies to address inequality and poverty, ie Sustainable Human Development (researchers title) held by the Department of Provincial and Local Government (DPLG) is not compatible with the definition and understanding of the majority of the decision-makers at local government level dealing directly with LED. The notion of participative development with anti-poverty strategies focussed on poor urban citizenry at the local level is not seen as the relevant theoretical or applied focus by developmental decision-makers at municipal level. In addition, limited knowledge is available to local government decision-makers on both formal and informal economic activity. In this regard, de facto leadership has already been handed over to formal-economy organisations and institutions. The idea of using land-use planning and zoning regulations to reorientate economic activity to low- and informal housing settlements and the reconstitution of low-and informal housing as sites of manufacture utilising flexible specialisation principles was positively received. However, the respondents were either not knowledgeable about these principles, for example; Globalisation of production and flexible production processes, or had not considered them in relation to their planning, land use or zoning and development functions. In the light of the above, the notion of local government as development agent with specific reference to addressing poverty and inequality utilising the Local Economic Development process as envisaged by the Department of Provincial and Local Government does not have the majority support of decision-makers at city and metro level. The majority of respondents defined the process of consultation as limited to formal economic sectors that were/could be competitive in the new global economy. The majority of decision-makers hold the view that the redefinition and location of sites of economic activity could be delegated to these formal sector organisations and institutions. Their common understanding of development and the related intervention strategies was based on formal sector growth and related job creation strategies, as well as the "trickle-down" of resources and opportunities to the informal sector. If they wish to remain relevant in this context the Department of Provincial and Local Government has to develop intervention strategies to reorientate and redefine the theoretical and applied definition of development held by the decision-makers especially with regard to Local Economic Development. If these issues are not addressed the form and shape of South Africa cities and metros will be based on the entrenchment and escalation of economic dualism and exclusion of the poor from any developmental decision-making and strategies. This has serious implications for the development of local democracies and developmental institutions based on the formulation and understanding of local conditions and circumstances of poverty and inequality and holds serious implications for social stability in the South African metros and municipalities in the future.
AFRIKAANSE OPSOMMING: Die navorsingsverslag ondersoek die teoretiese begronding van die begrip wat besluitnemers op plaaslike regeringsvlak het van die term "ontwikkeling "met spesifieke verwysing na plaaslike regering as ontwikkelingsagent en Plaaslike Ekonomiese Ontwikkeling. Die keuse van teoretiese modelle deur hierdie besluitnemers het historiese en analitiese voorlopers en tweedens, word die besluitnemer in die gesig gestaar deur 'n basiese dualisme in ontwikkelingsdenke, die klem op universalisme (globale kompeterendheid) aan die een kant en die behoefte aan spesifiekheid (plaaslike ekonomiese ontwikkeling) aan die ander kant. Die teoretiese beginsels en aannames waarop die neoliberale en markgeorienteerde benaderings tot ontwikkeling berus, word gei"nkorporeer in die makro-ekonomiese benadering "Groei, Werkverskaffing en Herverdeling" (GEAR) in Suid Afrika. This study had two aims. Firstly, it investigated the existence of the Local Economic Development (LED) strategy, and secondly, the sustainability of such a strategy at the Thembisile municipality in Mpumalanga province. The rationale behind this study was to provide the municipality with possible mechanisms to improve the development and implementation of the LED policy. The concept of Local Economic Development has been studied and debated widely in South Africa. The importance of introducing policies that assist to stimulate economic activities at the local sphere of government has been acknowledged by a number of scholars. The LED policy in South Africa was developed as a way of creating a platform for municipalities to play a role in economy of the municipality and the country. This study focused on how the LED policy has been developed and implemented at the Thembisile municipality. In order to achieve this, various strategies were used to collect data. Firstly, policy documents such as the Mpumalanga Provincial Growth and Development Strategy and the Thembisile Municipality’s LED strategy were studied. Secondly, questionnaires were administered to participants. Interviews were also conducted with members of the LED Committee at the municipality and entrepreneurs. The study mainly used the Evaluation Research methods to analyze the various critical aspects of policy implementation. The results of the study show that there are possible improvements both in the development and implementation of the LED strategy at Thembisile municipality. It is also critical that the element of sustainability enterprises established should be prioritized. Finally, the study provides recommendations for improvement for the municipality.

The South African Constitution, 1996 has placed the right to sufficient water as a Constitutional right. The provision of this right by the Constitution intends to redress the violation of human rights, to ensure that South Africa’s scarce water resources are protected from pollution and that every South African, including the poor and the marginalised, enjoys them. Consequently, the Constitution has placed a legal obligation on the government to realise the right to have access to sufficient water. In order for the government to fulfil its obligation to provide water as a right for present and future generations, it will need to implement the relevant legislation effectively to protect the country’s water resources. This study analyses Section 27 of the Constitution, which provides for the right to access to water, and the role of sustainability in conserving and protecting water resources, given the recurring water challenges.

The purpose of this study was to investigate the impact of Local Economic Development (LED) in alleviating poverty in Nkonkobe Local Municipality in the Eastern Cape Province, a municipality that is predominantly rural in nature and also stricken by poverty. The research objectives were; to explore the implementation of LED strategies, to assess the degree to which various spheres of government work collaboratively to enhance efficiency and effectiveness in development planning; and to evaluate the extent to which job opportunities have been created as a result of LED practices in the municipality. To achieve these objectives, a qualitative research approach was utilised. The sample was selected using a purposive sampling technique whereby individuals who are directly involved in integrated development planning and LED planning were targeted. Those who met this criterion were considered suitable for providing relevant information regarding the implementation of LED in Nkonkobe Local Municipality. Based on the literature review presented in chapter 2, LED can be perceived as an integrated, multidisciplinary approach that seeks to alleviate poverty through pro-poor economic growth by promoting economic development initiatives in municipalities. Moreover, the legislative framework presented in the same chapter reveals that the South African government has employed various strategies in the implementation of LED in local communities. The study showed that the Nkonkobe Local Municipality LED strategy has limited impact on poverty alleviation due to a myriad of factors which reinforce and interact with each other, thereby limiting development and thus trapping residents in poverty. The findings suggest that there is significant room for a paradigm shift from predominantly pro-growth LED to pro-poor LED, and the need to adopt a comprehensive LED strategy that seeks to include both pro-growth and pro-poor strategies.

Urban Renewal which originates in the concept of Local Economic Development (LED) has in recent years gained much global acceptance as a strategy to improve certain areas that are poorly developed in order to improve the quality of lives of the local residents. South Africa have adopted the Urban Renewal approach and ever since, a number of national centres have been targeted for urban renewal activities. The Buffalo City Municipality (BCMM) implemented the Mdanstane Urban Renewal Programme (MURP) which is essentially the case study of this research. Despite the government instituting the Integrated Development Planning (IDP), Buffalo City still remains one of South Africa’s poorest metropolitan areas, with a relatively high unemployment and crime rate compared to other metropolitan cities in the country (Buffalo City Metropolitan Municipality,2012). The study, therefore, sought to empirically analyse the effectiveness of the URP as an initiative of Integrated Development Planning (IDP) particularly on how it has addressed socio-economic pathologies such as poverty and inequality rampant in the area of study. The Mdantsane Urban Renewal Programme was used to monitor and evaluate the impact it had on the communities and the municipality. The study used a mixed methods or triangulation approach as both qualitative and quantitative techniques were used in determining the effect of the MURP on local development as well as in exploring the different perceptions and challenges facing the programme. The data that was gathered was analysed both quantitatively using frequency tables and graphs, and qualitatively based on the key themes that emerged. The research established that whilst the MURP has scored some gains in refurbishing the area of study, there are still various challenges inherent in the MURP such as its non-inclusiveness, lack of transparency, accountability and the lack of real benefits accruing in the local communities. Thus, this research recognised a need for a more inclusive and pro-poor urban development framework that promotes local citizen participation, accountability, sustainability and equity in resource distribution and allocation, in order to improve the livehoods of the local people in Mdantsane.

The study seeks to analyse the socio-economic impact on local economic development programme with specific reference to Nyandeni local Municipality in the Eastern Cape Province. Nyandeni local Municipality is under the district of O.R. Tambo, its administrative seat is the town of Libode with a population of about 290, 390 which is spread over 31 wards. Scattered, low-density rural settlements dominate the Municipality. 79% of households reside in traditional or village type settlements. These settlements are loosely scattered throughout the entire Municipal area and are surrounded by communal grazing and arable lands. The majority of residential structures are self-built. Apart from a few trading stores, there is little sign of any significant economic activity within the rural settlements.

This research study aims to investigate what is there on offer for tourists in Mnquma Local Municipality, such as products (arts and craft, accommodation establishments and places of interests), their readiness for tourist consumption (state, accessibility), tourism routes and the understanding of communities on tourism and what can be derived from it to improve their livelihoods. This in turn will establish whether the tourism sector can be used as a tool for local economic development in the municipality. In the end, this study will make recommendations on what needs to be done in the municipality for the tourism sector to be more effective for the local communities and the municipality. The researcher has conducted a qualitative research study through the use of structured questionnaires as the data collection tool, in order to obtain information from specific population members of the concerned local municipality on tourism and LED issues. The study has been conducted from twenty three accommodation establishments in Mnquma Local Municipality. During the data collection period, the researcher discovered that these accommodation establishments are facing a number of challenges ranging from poor accessibility and signage for which the study is expected to address these in the recommendations. The study will include a purposive sample of tourism businesses in the hospitality sector in Mnquma Local Municipality. From the purposive sample, the researcher opted for total population sampling which is a type of purposive sampling technique where the researcher chooses to examine the entire population. At the end, researcher recommends that the municipality needs to address the infrastructural challenges such as roads (for accessibility to tourist sites), electricity and health centers to be able to support tourism economic activities. It also needs to ensure on the continuous hosting of events to address the seasonal nature of tourism and to market the municipality as an event destination. The researcher also recommended the establishment of partnerships with sector departments and parastatals such as SEDA, DTI, ECPTA, TEP etc. Lastly, being such a rural municipality with a rich history, culture and heritage, it is recommended that the municipality must prioritise tourism as a tool for Local Economic Development to better the lives of its population and to improve its economy.

Even though SA is a developing country, it is in some areas as developed as many other first world countries. For a country to generate wealth it needs to be innovative and develop an entrepreneurial consciousness. A young country like South Africa needs creative thinkers and opportunists that can see into the future, seizing every opportunity, to grow and develop new ideas and business. In order for a country to grow it needs a leadership that is to nurture the baby of innovation. If South Africa wants to be part of the global village it need to develop a trade policy that welcomes trade and at the same time creates stable and sustainable jobs. The environment for investments needs to be cultivated in a problem-free and growth prone nation. This can only happen when the educational level of the nation is improved. The fact that so many skilled workers need to be imported creates tension in the labour market. People with talent need to have a reason to stay in the country. There are escalating levels of poverty and unemployment in the Eastern Cape, despite the poverty alleviation programmes that have been established since 1994. The overall aim of the research was to investigate the sustainability of poverty alleviation projects in Amatole District Municipality in the Eastern Cape at Ngqushwa Local Municipality. The study focused on the following aspects: project management, capacity building, monitoring and mentoring, the market and the views community members have on poverty alleviation projects. The research sought to find out what challenges have been encountered by Sipheleke Food Security Project that might lead to the project not being sustainable. The study concluded that poverty alleviation projects are not sustainable because of lack of commitment from project members, market, capacity, management skills and scarcity of water.

There is a consensus globally that climate change is one of the biggest challenges facing operations. Immediate actions are required to reduce the carbon footprint in order for the environment to endure future logistics processes and activities (The National Treasury department of South Africa, 2010). Greenhouse gases (GHGs) are emissions generated from manufacturing processes, distribution networks and treatments processes (Verfaillie and Bidwell, 2000). Companies globally are expected to monitor pollution and focus on reducing the discharge of pollutants. Logistics Managers are therefore pressured to reduce the carbon footprint as it affects the environment and our health. Companies are becoming more concerned with the impact of various activities and processes on the environment. Traditional logistics models, primarily focuses on minimising cost with little focus on the environmental impact and sustaining operations for the future (Sbihi and Eglese, 2009) General Motors (GM) is a multi-national vehicle manufacturer with operations in various countries. GM filed for bankruptcy in 2009 resulting in the formation of the new GM; one of the focus areas was to ensure sustainability which resulted in the introduction of the ‘Sustainability in motion’ program in 2009 (New York Times, 2009). General Motors South Africa (GMSAf) is a vehicle assembler with manufacturing facilities and head offices located in Port Elizabeth. The company is a wholly owned subsidiary of the multinational General Motors Company. The aim of the research is to determine whether a culture that promotes environmentally conscious behaviour exists within employees and their relationships within a team, with management, stakeholders and suppliers. The study will assist in highlighting areas which need improvement to enable the creation of environmentally sustainable initiatives and implementation thereof. The empirical study revealed that the following management commitment, education and training, performance management and participation and involvement were important factors in the effective implementation of an environmental sustainability program.

The measurement of economic performance and social development has become increasingly important as societies have evolved and become more complex. At present nations do not only seek to improve economic performance but are also compelled to improve social development through improvements in socially and environmentally sustainable initiatives. Traditional measures such as Gross Domestic Product (GDP) which is derived from United Nations’ System of National Accounts (SNA) have been criticised given the inability to adequately account for these social and environmental aspects of social development. Given these perceived deficiencies in the conventional measures, several alternative objective measures have been proposed in an attempt to address these shortcomings. Therefore the primary aim of this study is to analyse, via a literature survey, these alternative objective measures of economic performance and social development. The alternative measures that constitute the survey are the Index of Sustainable Economic Welfare (ISEW), the Genuine Savings (GS), and the United Nations’ Human Development Index (HDI). Upon the completion of the literature survey, sustainable development theory is used to evaluate the extent to which the National Accounts and the alternative objective measures are consistent with Hicksian and Fisherian definitions of income and capital, which embody the concepts of sustainability and sustainable development. The evaluation reveals that the National Accounts neither conform to the Hicksian nor the Fisherian definitions of income, thus could not be viewed as a measure of sustainable income. It is found that the ISEW is consistent with the Fisherian definition of income and is also a partial indicator of sustainable development. The evaluation of the GS measure reveals that it is consistent with the Hicksian definition but not the Fisherian definition. In terms of overall sustainability, it is argued that GS is a partial measure of weak sustainability. The HDI is similar to the National Accounts, in that it is neither consistent with the Hicksian nor the Fisherian definitions of income and is also not a measure of sustainability. In summary, the study demonstrates that despite GDP's shortcomings as a measure of economic performance and social development, currently, there is no alternative approach which simultaneously addresses every flaw in GDP. However, all the alternatives yield a much better approximation of social development than GDP.

This study proposes a framework and a process promoting creation of sustainable jobs and businesses in rural, arid and semi-arid agricultural conflict zones of Sub Saharan Africa, focusing on Somalia's societal stabilization and conflict mitigation. This task requires developing risk-reducing measures for infrastructure and service delivery in rural, post-conflict zones. Literature reviews identified two economic growth theories rooted in sustainability concepts for localized, pro-poor development. Ecological Economics Theory (EET) and Endogenous Growth Theory (EGT) are the philosophical bases establishing investment priorities. Additional research regarding Somali culture, key conflict factors, and potential business opportunities, provides an understanding of salient facts in Somalia's on-going, 27-years of war and potential culturally acceptable development pathways. Informal sources, Somali and non-Somali, were consulted to further identify and verify potential avenues for economic growth, sustainability, educational opportunities, allowing Somalia to emerge from the strife it has endured. Visits to Somalia and Somaliland confirmed that livestock, its products and related requirements, are key components for economic growth and job creation. Investigation, via pilot testing and case studies, was undertaken of technologies with potential to improve productive capacity and disrupt existing value chains. Initial framework elements were evaluated for job and business creation, through unstructured, semi-structured interviews, and questionnaire of Somali officials, and Somali and non-Somali conflict zone development practitioners. The pilot test used a small sample size and is a limitation of this work. Findings from the literature review, informal discussions, and the pilot test are synthesized into the framework presented in Chapter 5. The framework proposes development of an innovative, disruptive, and scalable business model that facilitates the simultaneous implementation of renewable energy production. It targets education for the livestock and agroforestry industry of Somalia, improving job and business opportunities. The model proposes modification of used shipping containers for the creation of modular elements, to satisfying infrastructural building components to initiate skills practice, job, and business growth.

The wars and conflicts of various types in Africa have made the continent poorer and prevented development in many countries. One of the major, and seemingly intractable conflict locations, is Somalia located in the East Horn of Africa (EHA). This research provides an understanding of salient facts in Somalia's 27 years of war by examining culture and key conflict factors. The objective of this assessment is to identify potential culturally acceptable pathways that will lead to business opportunities and development as a means of conflict mitigation. The improvement of job opportunities for youth is viewed as a means to offset the current participation in the ongoing conflict. Somali and non-Somali sources were consulted to identify and verify avenues for economic growth, sustainability, and educational opportunities. Visits to Somalia and Somaliland confirmed that livestock, and related products, are key components for development and job creation. Technologies with potential to improve productive capacity and disrupt existing value chains were also evaluated. Findings from informal discussions and a pilot test of a proposed framework are presented. The framework identifies elements for development of an innovative, disruptive, and scalable business model that facilitates the implementation of renewable energy production. In addition, it targets education for the livestock and agroforestry industries, improving job and business opportunities.

ENGLISH ABSTRACT: Achieving the goal of sustainable development (SD) and sustainability has proven to be a difficult task, inter alia, because some definitions of the terms are fuzzy and ambiguous and are interpreted differently depending on the context. The spatial scale, at which sustainability should be addressed, varies from site specific to the global level. The niche area, which has had little attention specifically in the South African context, is the regional scale. Integrated Development Plans (IDPs) are just one means by which sustainability can be mainstreamed into regional development planning within the South African context. IDPs are seen as holistic, multi-sectoral, strategic plans for district, metropolitan and local government, required in terms of national legislation. Legislation and guidelines on IDPs suggest that their purpose should be to contribute to sustainable development, but it is questioned whether this is the case. Sustainability Assessments (SAs) can be seen as instruments to direct decision-making towards sustainability, and the purpose of this literature study was to review current IDP Assessment Frameworks (AFs) used by the national and Western Cape provincial governments to assess IDPs, from a sustainability perspective. A literature review was conducted to establish the meaning of sustainability and sustainable development in the context of regional planning, the challenges facing regional planning, and the issues that need to be addressed in IDPs in order to promote sustainability. The first objective of the literature study was to analyse whether present metropolitan and district IDP assessment frameworks used in the Western Cape address sustainability adequately. The second objective was to develop a Sustainability Assessment Framework (SAF) that addresses relevant sustainability issues, based on new and innovative ways of addressing SD and sustainability at a regional scale. Lessons were also learnt through examining and assessing policies and plans both locally and abroad. The literature review highlighted lessons that can be learnt from systems and complexity thinking, transdisciplinary approach, transition management, resilience and regional innovation. The use of Impact Assessments (IAs) and Sustainability Assessments (SAs) from other countries, as well as South Africa, also proved valuable. A review of existing IDP AFs was performed, to determine where the gaps are and whether the principles of regional sustainability are incorporated into current AFs. It was established that current IDP AFs do not adequately assess sustainability issues in district, metropolitan and cross-border regional plans. Current AFs lack depth from a sustainability perspective, and therefore a new SAF was proposed for metropolitan and district IDPs. This SAF highlights five (5) domains of sustainability that should be used as inputs into IDPs. These are: (1) Environmental Sustainability, (2) Social Sustainability, (3) Economic Sustainability, (4) Built Environment and Technology Sustainability, and (5) Institutional Sustainability. Further inputs into the SAF were four (4) approach-based categories derived from the literature and existing frameworks. These comprise (1) Resilience and Resilient Governance, (2) Transdisciplinary approach, (3) Complexity and Systems Thinking, and (4) Regional Innovation Systems. Different indicators were then developed which were based on these approaches, but are specific to each domain of sustainability. The indicators can be used to rate, weigh and score IDPs based on the scorecard that was developed. The overall ‘sustainability rating’ of the IDP could then be calculated.
AFRIKAANSE OPSOMMING: Om volhoubaarheid en volhoubare ontwikkeling (VO) te bewerkstellig, is 'n moeilike taak, onder andere omdat sommige definisies vir die verskillende terme vaag en dubbelsinnig is en verskillend geïnterpreteer word, afhangende van die konteks. Die ruimtelike skaal waar volhoubaarheid aangespreek behoort te word, wissel vanaf terrein spesifiek tot by die globale skaal. Die nis-area wat nog min aandag geniet het, veral in die Suid-Afrikaanse konteks, is die streek-skaal. Geïntegreerde Ontwikkelingsplanne (GOPe) is net een metode waarmee volhoubaarheid in die hoofstroom opgeneem kan word in streekbeplanning binne die Suid-Afrikaanse konteks. GOPe word gesien as holistiese, multi-sektorale, strategiese planne vir distriks-, metropolitaanse en plaaslike regerings, wat deur nasionale wetgewing vereis word. Wetgewing en riglyne oor GOPe dui daarop dat hul doel is om by te dra tot volhoubare ontwikkeling, maar dit word bevraagteken of dit wel die geval is. Daar is vasgestel dat volhoubaarheid nie voldoende aangespreek is in huidige GOP ERe van distriks-, metropolitaanse en streeksplanne nie en 'n nuwe Volhoubaarheidsevalueringsraamwerk (VER) is dus ontwikkel vir metropolitaanse en distrik GOPe. Hierdie VER beklemtoon vyf (5) domeine van volhoubaarheid wat as insette tot GOPe gebruik kan word. Dit sluit in: (1) Omgewingsvolhoubaarheid, (2) Sosiale volhoubaarheid, (3) Ekonomiese volhoubaarheid, (4) Beboude omgewing en Tegnologie volhoubaarheid, en (5) Institusionele volhoubaarheid. This case study explores wellbeing and sustainable development in rural sub-Saharan Africa – a culturally and ecologically diverse and vibrant region devastated by colonial and postcolonial injustices that have created persistent and pervasive social, economic, and ecological crises. The growth-oriented capitalist economic model that has shaped the operative understanding of wellbeing and perpetuated the invented reality of underdevelopment also guides large-scale sustainable development efforts that persistently fail to significantly improve wellbeing among rural communities. Ecological economics may provide a paradigm for sustainable development that is culturally, ecologically, and economically more appropriate – and more effective – for both assessing and improving wellbeing. Twenty-seven participants from two rural, forest-dependent communities in Cameroon’s Southwest Province were surveyed to assess perceptions of wellbeing and social-ecological resilience. These communities are heavily invested in a sustainable agriculture initiative that reflects an ecological economics worldview and key dimensions of community resilience. Results indicate that perceptions of wellbeing are influenced by both gender and occupation, and that the sustainable agriculture initiative positively impacts perceptions of wellbeing for farmers more than non-farmers, and female farmers more than male farmers. This suggests that participation in the program may positively influence perceptions of subjective and community wellbeing. Further study in these communities, and across similar communities may shed light on how ecological economics might provide a practical basis for broadening an understanding of wellbeing and for informing the approach, design, and implementation of sustainable development initiatives.

Tourism has come to be seen as a key driver for local economic development in South Africa, as it provides opportunities for pro-poor and community-based initiatives. On a global scale, the challenges of confronting poverty and unemployment continue to dominate the development agenda. The ability of Local Economic Development (LED) to empower local people has earned favour with national governments and development theorists. The imperative facing South Africa to achieve a more equitable and sustainable economy is essentially the challenge to adopt and implement a development approach that will reduce poverty and unemployment (which are the two key objectives of LED) to the greatest extent. It is within this context that the South African government has sought to incorporate LED into their economic development framework, predominantly through the decentralisation of development control and planning to the local government level. This study examined the contribution of guest houses to economic growth and employment as key components of LED in a sustainable manner. The study revealed that guest houses are playing a key role in the development of the local economy in the Eden district region. Guest houses are providing employment opportunities to the local residents both on a full-time and part-time basis. Further to this, guest houses are buying many locally-produced products and services from local suppliers and this contributes to economic growth of the local economy. However, this study also found that many of the guest houses in the area are not aware of government incentives available to support them and very few of them have made use of these services. This is something that needs to be addressed if these guest houses are to continue to strengthen the local economy and provide employment opportunities in a sustainable manner. The study revealed that many of the guest houses are operating in an environmentally friendly manner and this will ensure their future sustainability. The broader situation and the contribution of the accommodation sector as critical assets in local and national tourism economies has been thoroughly researched in tourism research around the world. Existing work on the accommodation sector in the South African tourism economy is mainly urban-focused and indicates that its local development impacts can be positive albeit not always maximised through local linkages, however, only a limited amount of academic investigations examines the contribution of tourism sub-sectors to economic growth and employment. The authenticity of this study is based on Its contribution which must be viewed in relation to the relatively limited body of literature in the contribution of tourism sub-sectors to economic growth and employment and in this case guest houses as one type of accommodation sub-sector.

ENGLISH ABSTRACT: As the regional arm of the United Nations in Africa, the United Nations Economic Commission for Africa (ECA) is faced with the challenge of conforming to the broader agenda of its mother body while it simultaneously strives to be seen to devise solutions that are unique to Africa's development needs. This means that the ECA needs to find a way of striking a balance between the demands of international development trends and the viability of such trends for Africa. The United Nations, similarly to other influential multilateral institutions like the World Bank, has moved into the 21st century with the 'partnerships approach' to development. The central idea behind these partnerships is that of promoting active participation between the state, the private sector and civil society in contributing towards development. What this means, therefore, is that development is no longer viewed as the sole responsibility of the state, but rather calls for a closer working relationship between these three sectors. Given the fact that these sectors are at different levels of development in many African countries, with some countries not even having an active civil society, private sector or even a strong state, the ECA has to make sense of what exactly partnerships mean for Africa. This study is based on an understanding that if the ECA wishes to have an impact on the African continent, it will have to engage its Member States in order to develop a common idea and approach to the conceptualisation and implementation of partnerships in Africa. In light of this background, this study focuses on South Africa as a Member State of the ECA and one of a few countries that have a strong civil society and developed private sector. What is also significant about South Africa is the fact that a number of significant initiatives that involve both state and non-state actors have been evident in the period since the first democratic elections of 1994, thus allowing for an informed response from representatives of the different sectors. A South African response has thus been compiled from the six interviews that were conducted, two with representatives from each of the three sectors. Following from the responses, the study makes recommendations as to how the ECA can playa leading role in promoting partnerships in Africa.

Simple random sampling and purposive sampling techniques were used to select respondents. In-depth semi structured interviews were used to collect data from 40 respondents and 6 key informants. The study established that eco-tourism activities help mainly individuals rather than the whole community at large and those who benefit; it improves their lives as well as benefiting the economy of the country. This study also found out that the government plays a role to promote development of ecotourism in the community, this is through infrastructure development and providing services for tourism. Lastly the study found out that there are conflicts over ownership of eco-tourism activities, limited funds in promotion of eco-tourism activities and that there is no eco-tourism development strategy. The study recommends that the government of South Africa should design and implement a comprehensive eco-tourism development strategy that puts people at the core.

This thesis consists of three stand-alone papers. It examines the economic and political effects of natural resources in Africa. In the first paper, we investigate the effect of mining activity on subnational economic development by using satellite data on night lights as a measure of economic development. We find that mineral production and discovery improves local economy. However, we do not observe (strong) general equilibrium effect beyond the confines of a district. In the second paper, we test the link between natural resources and multiethnic power sharing coalitions in Africa. We find that resource discoveries and rising commodity prices increase the probability of representation at the executive branches of government. Our finding supports the idea that resource discoveries and rising commodity prices provide rulers with more revenues to expand the state cabinet sizes; hence they build broader multi-ethnic coalitions. In the third paper, we investigate the association between natural resources and intra-state local armed conflict in Africa. We find that natural resource discoveries do not trigger armed conflict in Africa at the local level. Consistent with the finding in the first paper (positive economic effect) and second paper (positive political effect), resource discovery appears to reduce the likelihood of armed conflict by increasing the opportunity cost of joining armed rebellion.

Since the 1970s, the international economic system has become prone to the volatility and undue effects associated with booms and busts. This forty year period spanning the present has exhibited restrained growth and repressive economic development. Critical changes to the system are presented by the transition from "Fordism" to the post 1970s neoliberal regime and the globalization of world markets. Underpinning this transformation is an ideological shift towards free market capitalism and the adoption of "reduced form" market models. These "reduced form" models appear to hinder economic sustainability as their grounding in economics fails to account for real economic activity. This thesis aims to provide a more holistic perception of sustainability, one that provides a sound basis on which to develop sustainable economic policy. The Regulationist Approach presents the requisite understanding of economic sustainability required within this research. The inclusion of economic, historical and socio-political fields of research proposes a wider understanding of the political economy and sustainability. The application of the Regulation Approach to the South African economy illustrates many problem areas that require attention. The examination found that firstly, aggregate demand in the South African economy was unsustainable due to the debt driven nature of demand under the asset price bubble of the mid to late 2000s. Secondly, aggregate supply also proved unsustainable as government is failing to provide any substantive growth within important sectors of the economy such as education and the provision of general services. Furthermore, the adoption of inflation targeting in South Africa poses a barrier to sustained economic growth as it focuses singularly on price inflation. The "reduced form" model of inflation targeting fails to account for market failures and a number of vital indicators of sustainability most notably, debt levels and asset prices. The inclusion of these indicators, and financial stability more generally, are found to provide a more holistic and sustainable approach to macroeconomic policymaking.

Poverty, inequality and unemployment have always been challenging first in South Africa with special reference to rural South Africa. These persistent challenges with severe impacts on black population are believed to be the results of the previous governance in South Africa. Policies have been formulated, reformulated and others implemented in a form of development projects which have achieved little success in pursuit of combating these challenges. However, in the process of achieving rural development through developmental projects, a fundamental stage in the life cycle of these projects is often omitted or given little attention. This stage is the monitoring and evaluation stage which is critical to ascertain potential impacts (both positive and negative) especially if the project is to be replicated and achieve its objectives as postulated in the millennium development goals. This thesis attempted to carry out a Socio-Economic Impact Assessment (SEIA) of the Agripark project implemented at Dutywa on the livelihoods of communities directly affected by this project. The Agripark project is a project that comprises three linked components, a seedling nursery, an agro-processing facility and a sizeable feeder plot and has been implemented to benefit four villages. This project has been implemented as the second Agripark project by the University of Fort Hare in partnership with the province’s Department of Agriculture. To track change after the implementation of the project, data were collected from the same respondents that were interviewed for the baseline study, therefore, the same sample size that was used in the baseline study was also used for this study. As a tool for data collection, a questionnaire was developed to elicit the required information and was interviewer administered during data collection. The results of the study revealed that Agripark project has impact on both social and economic wellbeing of the households. The processing unit of the project was not yet functioning therefore the project was not fully effective thus the impact was not as intended by the project when the study was carried out. Skills transferred were only on production but only a small number of people could receive them. These households largely relied on external sources of income mainly on social grants and their contribution to total household income had increased to 88% in 2011 compared to 80% in 2008. As much as the increase in incomes cannot be entirely be because of the project but Agripark had a positive impact on household incomes through wages of those employed there and through increased profitability of hawking vegetables. The proportion of household earning incomes less than the Poverty line fell from 85% in 2008 to approximately 79% in 2011. The household complemented their staples with a variety of vegetables and the main source of these vegetables was Agripark even though own production was declining. Even though food was still the main item of these households expenditure, the proportion of income spent on food fell from 64% in 2008 to 48% in 2011. There were no environmental impacts found. From the descriptive analysis, the project had impact on the livelihoods of these households because it brought change on the household expenditure as a result of the income earned by those who are working in the Agripark. There was an improvement on risk of food insecurity through cheaper vegetable that both physically and financially attainable. However, as much as the project had positive impact, there were also concerns raised by the respondents that the employment was only biased to certain individuals which cased stress to some households. Furthermore, the empirical analysis of the selected variables showed that participation in Agripark had an impact on economic wellbeing of the beneficiaries. Thus, funding must be made available to the project so that it can upgrade their electricity and have the processing plant running as it may be the major source of employment, skills development and achievement of its objectives.

The poverty and unemployment that face the Greater Tubatse Municipality (GTM) despite being endowed with mineral resources prompted me to undertake a study to unearth possible challenges. This sub-region of the Greater Sekhukhune District Municipality, which is one of the five municipalities, looks better off as compared to other local municipalities within the district. Suffice it to say that it is one of the most poverty stricken, even worse than the Fetakgomo Local Municipality in the west. This local municipality is rich in mineral deposits and is a booming industrial hub of the Limpopo Province. Given the potential the municipality has, it is regrettable to realise that the residents of the municipality are the most poorest and unemployed. Like each and every municipality, GTM has a fully-fledged economic (LED) and land development department under which Local Economic Development falls. This brings confusion as to whether the municipality is facing human or financial constraints in terms of fulfilling its LED role. That brings us to the aim of the study, namely, the intention to investigate the impact service delivery, coupled with infrastructure development, could produce on sustainable LED. Thus, the present researcher decided to consider a qualitative approach/methodology towards this problem as a way to investigate the underlying circumstances that could hinder the realization and flourishing of LED within the municipality. The reason being to collect first-hand information in terms of what is transpiring in the municipality. On one hand there is a lack of the above-mentioned resources, on the other hand, leadership within the municipality should be reviewed. As a recommendation, the GTM should focus on areas that could bring incentives and confidence to the investors by providing sustainable infrastructure, a crime free environment and thus position the municipality as a tourism destination, these are some of the aspects that could grow an LED. The aspect of skills within the municipality, particularly in the area of LED, should be beefed up as part of the recruitment strategy. LED is concerned with the creation of an environment that will engage stakeholders in implementing strategies and programmes.

The study evaluated co-operative governance in integrated development planning (IDP), with a focus on local economic development (LED). Literature review, survey questionnaires and semi-structured interviews were data gathering instruments. Co-operative governance entailed mutual understanding with inclusive decision-making between government spheres and government, business and communities. This was unsuccessful in IDP because of national government dominance, complex tools for co-operation, expert-controlled co-operative governance, finance-dominated planning, a lack of proactive municipal planning and dominance by empowered role-players. Four LED models, namely, a Western, Latin American, African and South African emerged. South Africa’s model is multi-sectoral with land management policy, investor promotion, institutional development, financial and social investment strategies and sufficient policy and legislation. However, co-operative governance in IDP (LED) is dis-functional because of assumed equality of stakeholders. The study recommends a ‘Quilted Co-operative Development Planning Model’, which has a streamlined policy framework, efficient and effective management tools and organisation that promote bottom-up planning.

In this study, Local Economic Development (LED) is defined as an outcome of processes aimed at building up the capacity of local areas for sustainable economic development. The study assesses whether LED interventions, especially agricultural programmes, improve the livelihoods of poor communities in the Amathole District Municipality. Data was collected by use of both qualitative and quantitative research methods through interviews and questionnaires, respectively. Probability and non-probability sampling techniques were used to identify the research sample from the target population. These were further broken down into stratified, purposive and snowball sampling to enable the researcher to select specific municipalities, councillors, officials and stakeholders who participated in the study. Budgetary constraints, staff shortages and lack of required skills/ expertise were identified as the main challenges facing the district. The latter makes it difficult for the municipality to effectively implement sound LED programmes. Consequently, LED benefits are minimal. It is, therefore, recommendable for the municipality to seek other means of generating and boosting their financial viability through partnerships and private sector investments. This in turn will generate revenue for the municipality and ensure economic development in the district, thereby making a meaningful contribution towards the realization of a goal for “a better life for all”.

Local economic development (LED) in the countries of the North is a voluntary activity of local government, in South Africa it is a mandatory activity. The purpose of LED is to build the capacity of a local area to improve its economic future and the quality of life for all. While local governments in South Africa are currently engaged with the concept of LED which is seen as a tool through which to achieve sustainable development, it is now recognized that there exists economic, social and environmental interdependence between rural and urban areas and a need for a balanced and mutually supportive approach to development of the rural and urban areas. Adopting the Rural-Urban, Economic and Enterprise Development (RUEED) concept, this study highlights the challenges and development problems experienced by the deep rural and urban communities in the implementation of LED activities within the Blue Crane Route Municipality (BCRM) due to the lack of social, economic and environmental sustainability and rural-urban linkages. This study located in the Blue Crane Route Municipality in the Eastern Cape, seeks to investigate and recommend a map or strategies linking together the urban communities with the poorer neighbourhoods in LED activities. The intensive research design that incorporates the case study method was used to achieve the objectives of this study. The empirical findings of the research indicate that the concept of rural-urban linkages is not an adopted strategy in implementing development programmes resulting in deep rural communities being excluded in LED activities initiated within the Blue Crane Route Municipality. The findings also reveal that the creation of employment opportunities and improvement in the standard of living are important dimensions of LED and rural-urban linkages. This study therefore recommends the adoption of a new perspective referred to as the rural-urban linkages for LED and the consideration of economic, social and environmental complementaries that exist between rural and urban areas in the Blue Crane Route Municipality. The study further indicates that it is critical that the LED policy and interventions reflect the existing patterns of interactions between the rural and urban areas of the Municipality.

This study examines the use of ‘cultural’ imagery and messaging as a tool to revitalise crucial national industries. Specifically, it examines the use of Wear Local campaigns in Ghana and South Africa as strategies to rejuvenate their textile industries and to make them viable in an increasingly competitive global market. Conceptualising Wear Local campaigns as possessing both cultural and economic imperatives, this study highlights how both factors contribute to making products of Buy Local campaigns marketable by showing their importance as both cultural and economic products. Using a descriptive-evaluative design, the study adopted a triangulated research approach comprising a survey, key informant interviews and document analysis. Survey questionnaires were administered to a total sample of 308 respondents in Ghana and South Africa. The qualitative phase of the study involved 10 key informant interviews (comprising textile labour unions, clothing designers, and government officials in both countries) and document/documentary research. The quantitative data were analysed using descriptive and inferential statistics, while the qualitative data were analysed using interpretive approaches, such as content analysis. The results indicate significant uses of national cultural elements in the campaign messaging in both Ghana and South Africa, as well as notable differences in the ways in which these campaigns resonated with consumers in the two countries. For instance, cultural differences accounted for high popularity of the campaign in Ghana and low popularity in South Africa. Following from these findings, the study concludes that the discourse on Buy Local and Wear Local, and the use of national culture in commerce, must go beyond the question of efficacy to examine the conditions under which these campaigns can become an effective economic/market tool. The study makes an important contribution to the existing knowledge on national culture, national economy and globalisation.

The aim of this study was to examine the effectiveness of a capacity development programme initiated by the Department of Economic Development and Environmental Affairs (DEDEA) as a mechanism to enhance the performance of the employees in order to improve service delivery to the people of the Eastern Cape. The public service is enjoined by the Constitution to provide services that citizens need, and for this reason it is in need of educated, trained and professional public servants, especially in the technical, professional and managerial categories. The department also recognized the potential of public–private partnerships (PPPs) to improve performance in the areas of transformation and service delivery, and that it required investments aimed at developing and strengthening public management capacity. However, the effectiveness of the PPP as a mechanism for capacity development, remained unknown. The literature reviewed overwhelmingly supported the assertion that human capital development is critical for performance in the public service. The review also highlighted the importance of partnerships, especially the role of the private sector in the area of capacity development, advancing the argument that PPPs should be pursued in order to leverage ideas, resources, and capabilities to achieve public service goals. Various research tools, namely interviews, questionnaires and document analysis were used to conduct the study. Data collected and analysed provided empirical evidence of improved performance of both the individual managers and the department in the functional areas of financial governance and management; programme and project management; as well as ethics and professionalism. It suggested a strong correlation between training, capacity development and service delivery. This research found the DEDEA/National Business Initiative (NBI) PPP initiative, as a capacity development mechanism to enhance the performance of the department‟s employees, effective. On strength of the overwhelming evidence gathered through this research, it strongly recommends that the programme be rolled out to other employees.

This study, evaluating income generating projects was conducted on four projects, of which two are in Middleburg that is forming part of Inxuba Yethemba Local Municipality and another two are in Hofmeyer that is forming part of Tsolwana Local Municipality. Both these municipalities are in Chris Hani District Municipality in the Eastern Cape Province. Two of these projects are bakery projects and the other two are poultry projects. The study was explorative in nature as it was aimed at finding the reasons for the non-sustainability of income generating projects in this district municipality. Both qualitative and quantitative research methods were applied. Both the explanatory and a multigroup post-test-only design research designs were used when conducting this study. This was due to the fact that the researcher was interested in evaluating income generating projects with the aim of finding out what leads to their failure, and also of finding out how can they be assisted to be able to sustain themselves. Five respondents from each project were willing to take part in the study and this led to a total of 20 respondents who participated through answering questions that were asked to them by the interviewers guided by the questionnaire which is appendix A of the paper. The results of the study indicated the following factors as the ones that are contributing to the non sustainability of income generating projects: Lack of market for the products; Lack of passion to volunteer from project members; Unnatural causes like storms, that ended up delaying the implementation of the projects; Minimal support from communities by buying their products mostly on credit or not abiding by credit terms when credit is given; Non payment of the project members; Lack of transport for the projects to transport their products to market. The key recommendation that was made was that another study needs to be conducted to verify as to whether these findings can be generalised to other projects in the same district. Additional recommendations are that project members need to be skilled on an ongoing basis, the funders should avail funding for the payment of the beneficiaries, beneficiaries need to be encouraged to volunteer and participate in all the activities of the project, all stakeholders need to ensure the availability of resources before the projects are implemented, and the projects need to have project committees that are made of knowledgeable people who are committed in seeing to it that the projects are sustained.

ENGLISH ABSTRACT: Existence of natural resources in majority of African countries has been identified to support further development due to continuously increase in commodity revenues. However, the resource curse presents critical aspects of resource intensive economies such as short-term benefits of commodity revenues, limited economic diversification and unstable government. Due to natural resource abundance in Africa, extractive industries are essential in the domestic economic system, although, the disadvantages based on the resource curse theory, question the support of commodity revenues in Africa’s development. South America views the issues of extractive industries from a different perspective by analysing the related developmental approaches namely conventional extractivism, neo-extractivism and post-extractivism. While South American countries are in different transition phases of extractivism, Africa is dominated solely by conventional extractivism. This results in varying degrees of social and environmental impacts on the African continent. However, Africa’s transition towards neo- or post-extractivism will limit the problems of the resource curse and offers a more sustainable resource management of the extractive industries. The Environmental Kuznets’ Curve (EKC) supports the principle of developed and recently industrialised countries by relying on the economic development, which will reduce environmental degradation automatically by achieving a specific turning point. The three phases of EKC can be related to different stages of economic development, as well as to the three extractivism approaches. Therefore, transitions from conventional extractivism to neo-extractivism and finally to post-extractivism have to occur to stabilise economic development and reduce environmental degradation. Within this process of transition towards more sustainable extractivism approaches, the principle of “Sustainable Structural Transformation” (SST) is applicable. SST was described in the UNCTAD report (2012) as a tool to reduce environmental impacts while continuing to provide for the demand of an increasing global population. Neo- and post-extractivism approach supports the concept of SST, which primarily emphasises more efficient technologies, new economic activities, labour productivity and regulations. The foundation of SST is based on resource decoupling in order to separate economic developmental process from natural resource extraction while minimizing environmental impacts. For the application of SST and thus for the transition of extractivism, reinvestment is essential to create a diversified economy. While reinvestment can take place in various forms, the World Bank (2011) identified three types of wealth namely natural, produced and intangible capital contributing to the total wealth of a country. However, developing countries prioritise natural wealth in comparison to other forms of wealth; therefore, reinvestment has to take place in other types of wealth namely intangible and produced wealth in order to achieve sustainable development in Africa. UNCTAD (2012) considers SST as a framework without an attempt of creating a “one-size-fits-all” solution. This understanding is crucial for the transition from one phase of extractivism to another. Depending on the context of a country, tools have to be adapted to support the needed transition. These existing differences are presented in the case studies of Nigeria and Botswana, which are two developing countries in Africa but they present different stages of extractivism and resource management.

Suid-Amerika beskou die kwessie van ontginningsnywerhede vanuit ’n ander perspektief deur die verwante ontwikkelingsbenaderings, naamlik konvensionele ontginning, neo-ontginning en postontginning, te ontleed. Afrika se oorgang na neo- en postontginning sal egter die uitdagings van hulpbronvloek beperk en bied ’n meer onderhoubare hulpbronbestuur van die ontginningsnywerhede. Die Omgewing-Kuznetskurwe (OKK) ondersteun die beginsel van ontwikkelde en onlangs geïndustrialiseerde lande. Hierdie ondersteuning geskied deur staat te maak op die ekonomiese ontwikkeling wat outomaties omgewingsagteruitgang sal verminder deur ’n spesifieke keerpunt te bereik. Die drie fases van die OKK kan met verskillende fases van ekonomiese ontwikkeling asook die drie ontginningsbenaderings verbind word. Om hierdie rede moet oorgange van konvensionele ontginning na neo-ontginning en uiteindelik postonginning plaasvind om die ekonomiese ontwikkeling te stabiliseer en die omgewingsagteruitgang te beperk. Die beginsel van “Onderhoubare Strukturele Transformasie” (OST) is veral toepaslik in die oorgangsproses na meer onderhoubare ontginningsbenaderings. Die OST is in die verslag van die Verenigde Nasies se Kongres van Handel en Ontwikkeling (VNKHEO) (2012) beskryf as ’n middel om omgewingsimpakte te beperk terwyl dit in die behoefte van ’n toenemend groeiende wêreldbevolking voorsien. Neo- en postontginningsbenaderings ondersteun die OST-konsep wat veral meer doeltreffende tegnologieë, nuwe ekonomiese aktiwiteite, arbeidsproduktiwiteit en regulasies benadruk. Vir die toepassing van OST en dus die verandering in ontginning is herbelegging noodsaaklik om ’n gediversifiseerde ekonomie te bewerkstellig. Alhoewel herbelegging op verskillende maniere kan plaasvind, het die Wêreldbank (2011) drie tipes rykdom geïdentifiseer, naamlik natuurlike, vervaardigde en ontasbare kapitaal wat tot die algehele rykdom van ’n land bydra. Ontwikkelende lande gee voorkeur aan natuurlike rykdom teenoor ander vorme van rykdom. Om hierdie rede moet herbelegging binne die ander vorme van rykdom plaasvind om onderhoubare ontwikkeling in Afrika teweeg te bring. Hierdie ander vorme van rykdom sluit ontasbare en vervaardigde rykdom in. VNKHEO (2012) beskou OST as ’n raamwerk wat nie poog om ’n “one-size-fits-all”-oplossing voort te bring nie. ’n Oorkoepelende benadering is kardinaal om die verandering in ontginning teweeg te bring. Afhangende van die konteks van ’n land moet middels aangepas word vir die nodige ondersteuning van die verandering. Hierdie bestaande verskille word in die gevallestudies van Nigerië en Botswana uitgewys. Dié twee lande dui op twee verskillende ontginningstadia en hulpbronbestuur.

This guided research report presents the findings of a study on how conservancies perceive the impact of the ward committee on their participation. The research was conducted with the objective of gaining insight into participation in sustainable development in Ward 5 in Knysna Municipality. The study was qualitative and involved a mix of methods including interviews, a survey and documentary review. The analysis shows that the impact of the ward committee on participation is indirect, in that there is a rigid approach to participation by the municipality which focusses only on participation through the ward committees. A change in paradigm that will extend the participation space and accommodate changing media in communication is recommended. The research results will be shared with all the stakeholders in this particular participation relationship, with the view to enhancing participation in sustainable development issues in the ward.

After 18 years of democracy South African government is still faced with challenges such as high levels of unemployment, inequality and high levels of poverty. There have been various policies, poverty alleviation programmes and projects that have been established in an effort to eradicate poverty. According to Gathiram (2005: 123) despite these efforts, poverty in South Africa has worsened. The challenge has been that a number of such projects have not been properly implemented and as a result, they were not sustainable. This paper investigates the reasons for some of these poverty alleviation projects to be successful and others to be apparently unsustainable. The research focuses on two poverty alleviation projects in Chris Hani District Municipality. The research methodology used is descriptive study. The findings of this report revealed that some of poverty alleviation projects are sustainable and some are not sustainable. The study reveals factors contributing to sustainability of poverty alleviation projects. The study recommends the sustainable development approach as an approach that can assist in the sustainability of poverty alleviation projects.
