The ATA claimed that unfair competition was endangering the public safety. The Civil Aeronautics Act of 1938 created the Civil Aeronautics Board (CAB) and gave the CAB the authority to regulate the industry. During the regulation era airline ridership increased and safety improved. On August 15, 1995, at approximately 2000 hours, a flight of two (2) United States (US) Army UH-60A BLACKHAWK helicopters departed from Royal Air Force (RAF) Akrotiri (in southern Cyprus) for the US Embassy in Beirut, Lebanon utilizing Night Vision Goggles (NVG). From 2008 to 2021, 48 helicopter accidents have involved Vortex Ring State (VRS) encounters in the United States. For dangerous situations such as VRS encounters and recoveries, Scenario-Based Training (SBT) in flight simulators could supplement flight training, allowing pilots to practice in a safe environment.
