First part of this article published in the current year journal’s issue no. 1 was concerned on methodological approaches to administrative legislation reformation in Belarus with regard to amendments to conceptual issues of administrative offences classification, system revision and differentiation of administrative penalties, reconsideration of essence of legal entities’ administrative responsibility, etc. Second part of this article is concerned on issues of administrative legislation reformation. It has been noted that improvement of legislation on administrative responsibility in Republic of Belarus should be carried out in full accordance with peculiarities of norms’ content and composition, concept of publicity and consequently public and fault-based responsibility for offence commitment. Matters of administrative legislation reformation from the perspective of synchronization of grounds for administrative responsibility with grounds for criminal responsibility and institute of such responsibility, expulsion of irrelevant and minimization of formal bodies of administrative offences (as well as offences having civil legal origin) from the Code of Republic of Belarus for Administrative Offences have been studied. The existence of problem of differentiation of amount of fine correlation as criminal punishment and as administrative penalty (such amounts are not synchronized and not harmonized between each other resulting in erosion of borderline between crimes and administrative offences) has been substantiated. It has been suggested to prescribe in court (or other authority empowered to conduct an administrative case) resolutions of penalty administration in the form of reprimand the recommendations on removal of causes and conditions of administrative offence committing and also to amend wording of Article 6.4 “Reprimand” of the Code of Republic of Belarus for Administrative Offences.

The aim of this article is to describe the conceptions of legal experience and administrative legal facts, but on the other hand also to accentuate and underline influence on the administrative law and administrative science. The article is based on the research of professors F. Longchamps de Bérier, A. Błaś, J. Jeżewski, J. Korczak, but also Italian writers. The first part of the article is dedicated to description of arole of legal experience in administrative research. The last part of the paper present research of Professor A. Błaś and his concept of administrative legal facts, also of the light connection between theory and practice in administrative law. The results of the investigation remind on the base of scientific achievements of Prof. A. Błaś that the “reality” can be apart of implementation of the norms of administrative law, also of the light didactic issues.

The Management of Complaints in Slovene Public AdministrationThe Slovene public administration is part of the broader social system, therefore it must be responsive and proactive. The instrument of complaint in the administrative procedure, and wider in the context of the entire administrative management, is very helpful to public administration for tracking social changes and should therefore be seen as a form of constructive criticism. On the basis of user complaints regarding its services or the parties to the administrative procedure, the public administration must learn permanently and, as learning organisation, must incorporate its findings into future practice. The starting point of this contribution is the problems of the complaint in the narrow sense - customer dissatisfaction with the functioning of the public administration or arising from the fact that one of the characteristics of the administrative procedure or other services is the direct contact between the customer and the provider of the service. With this approach, the public administration will develop part of an integral system of quality and excellence that underlines the meaning of satisfaction of (all) the users of public services.

The reduction of administrative burdens is an essential component of the Better Regulation programme in almost all EU Member States. The first part of the paper presents the BR programme as an attempt to modernise public administration, and it tries to define what good regulation means in accordance with various substantive and formal standards. It also describes the principles and standards of good regulation, together with the tools to achieve it. The following is a general and Slovenia-specific presentation of the removal of administrative burdens and barriers in terms of procedure simplification and deregulation (with particular emphasis on differences between process optimisation and deregulation), highlighting innovative solutions. The results, impacts, and shortcomings presented here are critically evaluated as a basis for further research. The subject of study in this paper are administrative-delict legal relations and the terms associated with this kind of relations. The purpose of the study is to analyze the nature of offences and administrative delicts. It is stated that the use of the term “delictum” it's been a certain evolution from private legal term in the sense of “delicta private” to the term, which can be used both in the sense of “delicta private” and value of “delicta publica”. The conclusion is that the term “delict” may be used in public relations and administrative legal use of the term “administrative delict”. Expanding the range of investigated administrative and delict relations, entails a change and the essential characteristics of administrative offenses, and also creates preconditions for formation of administrative-tort system of prevention of offenses, including not only administrative offences but also other offences that are not related to crimes and civil offenses. In this case, the responsibility should be named administrative and delict, which, in essence, will include a modern administrative and administrative-disciplinary liability. Depending on the nature of the administrative delict may be subdivided into administrative offense and administrative misdemeanor. The essential characteristics of an administrative offense should be upheld, and administrative misdemeanor must be attributed those acts which are now administrative and disciplinary misconduct. With this division of administrative delicts it is possible to realize a codification of administrative and delict legislation, i.e. the creation of Administrative-delict code of the Russian Federation. The work also made the assumption that procedural violations are treated as administrative delict. An attempt is made to distinguish between material legal relations in administrative law and administrative procedural legal relations. Concluded that you cannot mix administrative-tort legal relations, as a kind of material with tort and procedural legal relations. In turn, tort and procedural legal relations are an integral part of administrative and legal proceedings, and administrative delict production is an integral part of the administrative process. The methodological basis of the article is dialectical, formal logical methods, formal-legal method and method of interpretation of law.

The purpose of this study is to explore teacher and administrator perceptions of the effectiveness of the feedback portion of the new Danielson-based teacher evaluation system in terms of improving teachers' instructional practices. This mixed methods study involved collecting qualitative data by interviewing teachers and principals in the Triad Community Unit School District #2 in Troy, IL. It also involved quantitative data by gathering teacher perceptions of the new evaluation process through the use of an online survey. The results of this study conclude: (a) the manner by which observation feedback is given from principals to teachers is perceived as different and better in the new evaluation system as compared to prior methods experienced by the teachers (b) teachers and principals perceived the Danielson evaluation process to be formative but had some concerns about the process (c) principals and teachers reference an increase in student-centered activities that involve higher order thinking (d) feedback involved face-to-face, two-way conversations about teaching between principals and teachers (e) teachers and administrators are aware that evidence following an observation has implications for summative ratings (f) the administrative time needed to implement the new evaluation system is immense (g) principals and teachers have training concerns during the implementation of the new evaluation process. Based on the quantitative data, teachers indicated that receiving both written and face-to-face feedback following an observation propelled them to reflect on their teaching. In general, the results also point to teachers favoring face-to-face feedback as compared to the written feedback from principals following an observation. Implications of this research demonstrate the interaction of principals with teachers following an observation is critical for teachers to find value with the feedback they receive.

The project deals with the modernization of the agricultural building which leads to a change of the using building. In an effort was to make use of the building which goes to into ruin and to create jobs in this location. The building is located on the plot no. 212 on the north of outskirts of Opatovice I.. In the area there is a cowshed and a silage trough. The former cowshed will be rebuilt into a woodworking facility constituted by manufacturing and administrative part. The silage trough will be used as a waste stock. A new outdoor wood store will be built in the northwest part of the plot. The administrative building will be added to the main building with a basement made from permanent formwork. The ground floor and the first floor are made of clay bricks and reinforced concrete cross-reinforced slab 150 mm thick. The internal partitions in the 1st floor are made of clay block prartitions 115 mm thick. The internal partitions in the 2nd floor are plasterboard 100 mm thick. Rebuilding involves a large number of demolition work for example new openings in existing walls. The whole woodworking facility will be insulated by a certified thermal insulation system 100 mm thick on the production part and 180 mm thick on the administrative part. The object is covered with saddle roof shaped letter "T" with a sheet metal cover. The original hard landscaping will be replaced by an asphalt road.

A ideia de concessão no Direito Público brasileiro compreende um itinerário que vai da "publicização do contrato jurídico privado" a "privatização do contrato público". A narrativa doutrinária sobre a definição da natureza jurídica da concessão petrolífera é filha legítima deste fenômeno. Em contraponto a um discurso doutrinário meramente descritivo, ancorado na ideia de evolução progressiva do conceito de concessão, este trabalho objetiva compreender a forma pela qual a doutrina equacionou a ideia de concessão em gênero e espécies. Para tanto, o processo de teorização do conceito é investigado a partir de dois eixos: um primeiro, relacionado à estruturação da concessão (em gênero e espécies) na doutrina jurídica nacional entre 1930-1970; e um segundo, em que são pormenorizadas as linhas de argumentação adotadas pela doutrina após a CRFB de 1988. Em delimitação ao seu escopo, o trabalho atenta, ainda, para o debate da concessão petrolífera. Com base nas mudanças ocorridas no panorama político-econômico brasileiro na década de 1990, são abordados seus parâmetros definidores: o "monopólio" e o "petróleo". Exibi-se, também, o julgamento das ADI n.º 3.366-2 e 3273-9, pelo STF, em 2005. Com base nas informações levantadas, sustenta-se que o itinerário do conceito de concessão não segue uma construção progressiva. Ele é composto de crescentes transmutações conceituais, verificando-se, a mais marcante, na década de 1990. Sob os auspícios de um "novo direito administrativo", a doutrina jurídica arquiteta a reprivatização do conceito. Esta reconstrução não está, entretanto, adstrita às diretrizes constitucionais. Em verdade, ela pode ser vista como uma "maneira elegante de dar a volta na constituição". A construção doutrinária da concessão petrolífera está inserta neste quadro. Ela é moldada por uma doutrina descritiva, que tenciona legitimar uma opção política de "flexibilização do monopólio".
Abstract : The idea of concession in Brazilian Public Law comprises an itinerary that goes from the publicizing of the private contract to the privatizing of the public contract. The doctrinal narrative about the definition of the legal nature of the petroleum concession is a perfect example of that phenomenon. Standing an opposition to a merely descriptive doctrinal speech attached to the idea of progressive evollution of the concept of concession, this research aims to understand the way through which the doctrine balanced the idea of concession in gender and species. For this purpose, the theorizing process of the concept is investigated on the basis of two perspectives. The first one, related to the concession structuring (in gender and species) in the national legal doctrine between the 1930´s and the 1970´s. The second one tries to demonstrate the argumentation which the doctrine adopted after the Brazilian Constitution was proclaimed in 1988. As a delimitation of its scope, this research calls attention to the debate of the petroleum concession. Based on the changes that occurred in the Brazilian political and economical panorama during the 1990´s, the parameters of legal definition of that concession, the "monopoly" and the "petroleum", are approached. It is also shows the trial of the Direct Unconstitutionality Actions (ADI) about that issue in the Brazilian Federal Supreme Court in 2005. On the basis of the information raised, it is held that the itinerary of the concept of concession doesn´t follow a progressive construction. It is composed by conceptual transmutations, the biggest one happening in 1990. Under the auspices of a so-called "new administrative law", the legal doctrine architects the reprivatization of the concept of concession. That reconstruction is not, however, connected to the constitutional guidelines. It can actually be seen as a more ellegant way of going round the Constitution. The doctrinal contruction of the Petroleum concession is uncertain in that picture. It is molded by a descriptive and insdiscriminate doctrine that tends to legitimize a political option of "legal monopoly flexibilization", not a normative force of constitution.

Ao longo dos últimos anos, uma das principais linhas de orientação na Administração Pública tem sido a aposta consistente na simplificação e desmaterialização de processos, com vista à otimização dos recursos disponíveis, tanto humanos como materiais. Têm-se desenvolvido estratégias e programas de apoio à modernização administrativa com vista a contribuir para o desenvolvimento de uma administração pública moderna, eficaz, eficiente e com qualidade. Atendendo a esta lógica de ação, o presente trabalho de projeto, no âmbito do curso de Mestrado em Gestão e Políticas Públicas, pretende, mediante proposta de implementação de um sistema de gestão documental e workflow, contribuir para a melhoria contínua do processo de desenvolvimento de modelos documentais, com vista a melhorar substancialmente o desempenho e a qualidade dos serviços prestados pela Direção-Geral da Política de Justiça (DGPJ).
Along the last years, one of the main guidelines in Public Administration has been the consistent bet in the simplification and dematerialization of processes, aiming the optimization of the available resources, both human and material. Strategies and support programs to administrative modernization have been carried out in order to contribute to the development of a modern, efficient and qualified public administration. Given to this logic of action, the present project work, in the scope of the Master’s Degree in Management and Public Policy, intends to, upon an implementation proposal of a documental management system and workflow, contribute to the continuous improvement of the development process of the documental models, seeking significant improvement of the performance and quality of the provided services by the Directorate-General for Justice Policy (DGPJ).

I focus the problem of litigation in the legal process, but under the view of needed compatibility of administrative acting in the boundaries imposed by positive-law order to the State intervention in the range of legal possibilities of the citizen. The discussion proposed here is important because the State, as an organic element of political institutionalization of a society supports in all its aspects several possibilities and claims that lead it to legal litigations dayly. The fact is that Public Administration and its agents are subject to the rules of written legality (here understood as juridicity in order to cover the following of rules that are part of the Constitution) and have their activities linked to the achievement of public interest (here understood as State and society interest observing the established juridical order). This finding is of crucial importance for understanding the litigation problem in the public field, since the incidence of strict legality and need of public interest achievement condition the state activity to a correct application do Law. The achievement of this purpose presupposes interpretative activity and not always the public agents are prepared to act, which explains diversity in the basis of professional training that are part of the Administration. Like this problems outcome in the realization of necessary acts to the administrative functions, based on mistakes in the Law application. It may happen that Administration denies usufruct to subjective rights by order or from it imposes the administered people obligations and punishment not authorized by the normative terms. These mistakes need to be corrected by Administration under the hazard and risk of inferring offense to strict legality and of not promoting properly the achievement of public interest. The importance of Public Advocacy and its participants is here to whom the Constitution (articles 131 e 132) gives assistance to the public service in the administrative processes by means of which these professionals can have the internal control of juridicity of the administrative acting (article 70). As a consequence of this juridical control, when acts practiced by the Administration contradicts Law, the public lawyers must direct their review in the administrative range. It is their duty to use tools that are given to them to promote the anticipation of litigious demand closure that the validity of these same acts are discussed, for example, not presenting defense or legal resources and promoting conciliation in the process. These elements lead to the conclusion that it is incompatible to the administrative law system, specially to the strict legality and with the need of achieving public interest, the understanding according to which it is for the public lawyers , as professionals of the linked legal activity support the unsustainable or question the unquestionable in the processes they are linked to
Abordo o problema da litigiosidade no processo, mas sob o enfoque da necessária compatibilidade do agir administrativo aos limites impostos pelo ordenamento jurídicopositivo à intervenção do Estado na esfera das disponibilidades jurídicas do cidadão. A discussão proposta é relevante porque o Estado, como elemento orgânico da institucionalização política de uma sociedade, sustenta, em todas as suas emanações, numerosas responsabilidades e pretensões, que o conduzem, cotidianamente, aos litígios judiciais. Ocorre que, como cediço, a Administração Pública e seus agentes estão sujeitos aos ditames da legalidade estrita (aqui compreendida como juridicidade, para também abarcar o cumprimento das regras e princípios que integram a Constituição) e têm sua atuação vinculada à realização do interesse público (aqui compreendido como interesse do Estado e da sociedade na observância da ordem jurídica estabelecida). Essa constatação tem crucial importância para a compreensão do problema da litigiosidade na esfera pública, visto que a incidência da legalidade estrita e a necessidade da realização do interesse público condicionam a atuação estatal a uma correta aplicação do Direito. É certo que o atendimento desse reclame pressupõe atividade interpretativa, e que nem sempre os agentes públicos estão preparados para exercitá-la, o que em parte se explica em parte pela diversidade na base de formação profissional das pessoas que integram a Administração. Com isso, surgem, em concreto, problemas na realização de atos necessários à execução da função administrativa, pautados em equívocos na aplicação do Direito. Assim, pode ocorrer, por exemplo, de a Administração negar fruição a direitos subjetivos assegurados pelo ordenamento, ou dela impor aos administrados obrigações e sanções não autorizadas pelos textos normativos. Esses equívocos precisam ser corrigidos pela Administração, sob pena e risco de se depreender, na casuística, ofensa à legalidade estrita e de não se promover adequadamente a realização do interesse público. Nisso reside a importância da Advocacia Pública e de seus integrantes (os advogados públicos, também designados como procuradores), a quem a Constituição (arts. 131 e 132) confere o atendimento ao poder público nos processos administrativos (atividade consultiva) e judiciais (atividade contenciosa), no curso dos quais esses profissionais exercem, ainda, o controle interno da juridicidade do agir administrativo (art. 70). Como decorrência desse controle jurídico, sempre que verificarem que atos praticados pela Administração contrariam o Direito, os advogados públicos devem orientar a sua revisão na esfera administrativa (atividade consultiva). Cumpre-lhes, ainda, utilizarem-se dos mecanismos que lhes são conferidos pelo ordenamento para promover a antecipação do desfecho de demandas judiciais em que se discute a validade desses mesmos atos viciados, por exemplo, deixando de apresentar defesas/recursos e promovendo a conciliação no processo (atividade contenciosa). Esses elementos induzem a conclusão de que é incompatível com o regime jurídico administrativo, em especial com a legalidade estrita e com a necessidade de realização do interesse público, a compreensão segundo a qual compete aos advogados públicos, como profissionais de atividade jurídica vinculada, sustentar o insustentável , ou contestar incontestável , nos processos em que atuam

El objetivo del trabajo es analizar la constitucionalidad del requisito de agotar la vía administrativa en materia tributaria, establecido en la Ley que Regula el Proceso Contencioso Administrativo, considerando que en la Constitución se señala que son impugnables las resoluciones que “causan estado”; así como también se analiza la controversia respecto a si la queja tributaria agota la vía administrativa, permitiendo que el asunto controvertido en queja sea impugnado en la vía contenciosa administrativa. Respecto al primer tema abordado, a través de una interpretación histórica del término “causar estado” y de lo desarrollado en la jurisprudencia, se concluye que “agotar la vía administrativa” es un concepto equiparable a “causar estado”. Posteriormente, se analiza cuáles son las consecuencias de exigir este requisito en los procedimientos tributarios, debido a que el mismo podría vulnerar el derecho de acceso a la justicia. Para lo cual se plantea la aplicación del Test de Proporcionalidad a efectos de determinar en qué contextos la exigencia del agotamiento de la vía administrativa podría devenir en inconstitucional por vulnerar el derecho a la tutela judicial efectiva, ya que este requisito no debería ser usado como una traba para acceder a la revisión judicial de los actos de la Administración Tributaria. Así, se concluye que no debería exigirse este requisito cuando estemos frente a jurisprudencia de observancia obligatoria del Tribunal Fiscal; así como, frente a jurisprudencia reiterada del Tribunal Fiscal, que tiene pronunciamientos contrarios a los emitidos por la Corte Suprema. Respecto al segundo tema de análisis, es importante analizar si la queja tributaria es susceptible de habilitar la impugnación judicial debido a que existe jurisprudencia contradictoria a nivel del Poder Judicial y del Tribunal Constitucional. Primero, se define cuál es la característica que deben cumplir las resoluciones para que califiquen como acto que ha agotado la vía administrativa, como por ejemplo, ser un acto definitivo. Sin embargo, se debe considerar que también son impugnables en vía administrativa, y por ende en vía judicial, los actos de trámite cualificados. En tal sentido, para poder impugnar en vía judicial las resoluciones que se emiten vía queja tributaria, estas deben agotar la vía administrativa y ser actos de trámite cualificados; por lo que se deberá analizar en cada caso concreto si se cumplen con ambos requisitos. Así, no tendrá igual calificación una resolución que resuelve una queja tributaria dentro de un procedimiento de cobranza coactiva, que sí sería susceptible de ser impugnada en la vía judicial; que una resolución que resuelve una queja tributaria dentro de un procedimiento de fiscalización, que no sería impugnable en vía judicial.

AbstractThe control of the administration by administrative courts follows very particular rules. Two elements of the German system stand out: first, the intensive type of control which makes the scope for independent administrative decision-making an exception. Second, the quite strict restrictions on locus standi. The development of administrative law by the courts and its application by the administration are an elementary part of the German legalistic tradition. The courts of audit at all levels of government also play an independent role. They can control the proper as well as the efficient use of funds from the respective budgets. While there is no enforcement mechanism, the publication of the findings certainly leads to pressure to comply.

AbstractIn the system of German federalism, the administrations of the 16 federal states (Länder) have central responsibility for the enforcement of both federal and state law. Despite all the heterogeneity in terms of size, administrative tradition and culture, their administrative structures are relatively uniform. Everywhere, the municipalities, which are part of the state executive under state law, play a significant and, above all, independent role as bodies of the public administration. There are some differences, but administration seems in some respects relatively homogeneous, not least due to the largely similar staffing structures, career patterns and administrative cultures. Structural reforms of very different scopes have been a long-term phenomenon since the 1990s.

AbstractAlthough German bureaucracy is typically categorised as Weberian, a clear distinction between politics and administration has never been a defining characteristic of the German political-administrative system. Many close interrelations and interactions between elected politicians and appointed civil servants can be observed at all levels of administration. Higher-ranking civil servants in Germany are used to and generally appreciate the functional politicisation of their jobs, that is their close involvement in all stages of the policy process, from policy formation, goal definition, negotiation within and outside government to the implementation and evaluation of policies. For top positions, therefore, a class of ‘political civil servants’ is a special feature of the German system, and obtaining ‘political craft’ has become an important part of the learning and job experience of higher-ranking civil servants.

AbstractThe international community of public administration and administrative sciences shows a great interest in the basic features of the German administrative system. The German public administration with its formative decentralisation (called: administrative federalism) is regarded as a prime example of multilevel governance and strong local self-government. Furthermore, over the past decades, the traditional profile of the German administrative system has significantly been reshaped and remoulded through reforms, processes of modernisation and the transformation process in East Germany. Studies on the German administrative system should focus especially on key institutional features of public administration; changing relationships between public administration, society and the private sector; administrative reforms at different levels of the federal system; and new challenges and modernisation approaches, such as digitalisation, open government and better regulation. The publication is following this structure in four parts with 22 chapters.

Resumen
The modern state administration and its bodies and special organizations should act in the field of the rule of law. It is a term that originates from the Anglo-Saxon legal world, but it is also a category and a principle of the Constitution of Serbia from 2006. The paper points out the different understandings of the rule of law and briefly looks at the position of the administration or the phase in its historical course until its subsumption under the principle of legality. In Serbia, state administration bodies consist of ministries, administrative bodies within the ministry and special organizations. Administrative or special organizations are formed by the state in order to perform professional and related administrative tasks. In order to permanently and unhinderedly perform the professional work of these organizations, they can act authoritatively. Special organizations have numerous and diverse administrative powers. The paper points out both the similarities and differences of special organizations in relation to administrative bodies. A review of the activities and organizational structure of all special organizations (secretariats, institutes, directorates and one center) established by the Law on Ministries from 2020 was performed. It was also pointed out that all institutes: the Republic Institute of Statistics, the Republic Hydrometeorological Institute, the Republic Geodetic Institute and the Intellectual Property Institute are special organizations that provide services to interested parties. In one part of the final considerations, the author states that for special organizations (as part of the state administration) it could be concluded that they really operate in the field of rule of law as an order with positive properties as characterized by the Constitution, it is necessary to strictly respect the principles organization of state administration prescribed by the Law on State Administration: independence and legality; expertise, impartiality and political neutrality, effectiveness in exercising the rights of the parties, proportionality and respect for the parties; publicity of work.

The paper considers the effects of administrative processes on the creation of public value. Administrative activities absorb a relevant part of public institutions’ resources. We analyze the accounting routines and procedures of some Italian public institutions: it emerges that recent reforms boosted complexity by requiring public organizations to generate a growing volume of accounting data. Moreover, controls made by external authorities have intensified. According to the literature, complexity generates costs: we show that in the public sector this negative consequence does not only affect the institutions themselves, but it also extends to the stakeholders. The paper is based on case studies that the authors could personally observe. In the conclusions, we analyze the main factors that contribute to generate complexity and their effects on the creation of public value. The stakeholder theory is adopted as theoretical background, considered that public value refers to all the subjects that are affected by the administrative action.

Finances are a necessary tool for the economy and an integral part of the methods of state regulation. Financial and credit system of the state is a reflection of the forms and methods for the specific use of finance in the economy, and it cannot be better than the society that serves, so major improvements in it can only be as a result of the overall progress in the economy, political system and administrative structure of the society. Being a part of social and economic policy and derived from the development of the economy financial and credit policy should actively influence economy. A key component of successful development of the economy is stable functioning of financial system. The society should be confident that the state system properly fulfills its function to ensure the stability and security in the country. The article examines the impact of the financial and credit policy of the state on its socio-economic situation of the Kyrgyz Republic.

Resumen
The British intervention in Malaya resulted in the development of the railways as urgency of the expanding tin and rubber industries. This paper attempted to emphasize on the evolution of the station buildings’ plan types and its train-sheds. Railways were the pioneers of modern transportation introduced by the British in 1885 in Malaya. Although the terrain was the main difficulties in railway developments, they managed to connect the lines through West Coast and East Coast lines until Singapore on the southern part and Bangkok on the northern part in the year 1931. Case studies have been conducted and the analysis on plan type evolution will be made between the station buildings in Malaysia in parallel with station buildings around the world during that time. Together with the growth of the railway, the city blooms where it allows road constructions and buildings with different functions such as administrative buildings, railway station buildings and others started to fill major urban places.

The article includes a broad comparative analysis of the two nearby cities as demographic dimensions of Strășeni (R. Moldova) and Zărnești (Romania), but, in a different way as size of the occupied land surface, following the classic form of comparative study, used in urban geography, as a component part of human geography, including innovative elements in line with current socio-economic and urban development requirements. In socio-economic development both cities are affected in principle, by the same problems, the city of Străseni being more affected by the socio-economic transition, here the decline is higher on different levels of development, due to administrative-territorial and development reforms regionally less efficient than in Romania.

Resumen
Report considers the field of governance first at the level of constitutional institutions and tradition, addressing the development of Turkey’s constitutional politics and contemporary debates as its subject matter. Secondly, the report includes the primary institutional structures relevant to establishing constitutional institutions into its subject matter. In this context, the political party regimes, electoral system, and public administration must be handled with their current structures and problems. Whether at the level of the constitution or the primary institutional structures, analyses are debated in terms of the socio-administrative dynamics that are determinant in shaping these structures, the effects these dynamics have on the formation of institutional structures and administrative traditions, and finally their impact on the functioning of Turkish politics. When creating the vision document, the report will identify Turkey’s stance within global debates through both its similarities, as well as its peculiarities to other nations. In this context, concrete and practicable recommendations are made to improve the functionality of the Presidential System, which was introduced with the 2017 Constitutional Referendum.

Resumen
El presente trabajo tiene por objeto diseñar un modelo de consultorio empresarial en la UNAD ECACEN ZOCC, de modo que dinamice las relaciones por parte de la Universidad y el sector productivo, y que genere, a su vez, mayores posibilidades de inserción laboral de sus egresados. Tres aspectos están asociados a la concreción del objeto principal: a) la determinación de la pertinencia frente al diseño de un consultorio empresarial para los estudiantes y egresados, la escuela ECACEN y el sector productivo; b) la propuesta de un portafolio de servicios a partir de las líneas estratégicas y los tipos de servicios que se requieren para ofrecer el consultorio empresarial de la UNAD Zona Occidente; c) el diseño de un modelo de consultorio administrativo, financiero y contable para la ECACEN ZOCC que vincule aspectos estratégicos, organizacionales, administrativos, financieros, logísticos y operativos. El estudio inició con un procedimiento de revisión sistemática de fuentes documentales, que favorecieron la contextualización de la dinámica asociada a la creación e implementación de consultorios empresariales y su capacidad para facilitar el ingreso al mercado laboral en beneficio de los egresados de las IES, posteriormente, se tomaron a los resultados de una investigación realizada durante el año 2020 por el Semillero de Investigación en Desarrollo Sostenible, Gestión Organizacional y Prospectiva (SIDESGOP), perteneciente al grupo de Investigación CANANGUCHALES, desde el cual se realizó una encuesta (previamente validada por pares) a la comunidad de egresados. Se realizará una investigación descriptiva, con enfoque mixto.

Resumen
Rural schools are usually behind in terms of learning, and part of this could be related to geographical isolation. We explore this hypothesis, assessing the effect of distance between rural schools and local governments on learning in Colombia. We use spatial discontinuous regression models based on detailed administrative records from the education system and granular geographic information. Results indicate that distance to towns and Secretary of Education has significant negative effects on students’ standardized test scores. We evaluated alternative mechanisms, finding that the effect of distance is partly explained by differences in critical educational inputs, such as teachers’ education attainment and contract stability. Finally, we assess the mediating role of a program providing monetary incentives to teachers and principals in remote areas.
