Diaspora networks' role in supporting and stimulating entrepreneurial activities in Sub-Saharan African (SSA) economies need hardly be elaborated. For instance, some SSA countries have established government agencies to encourage diasporas to help local communities and provide policy advice. At the 2003 Extra-Ordinary Summit of the Assembly of Heads of State and Governments, the African Union (AU) amended Article Three of its Constitutive Act to invite and encourage African diaspora's active participation. However, institutional changes associated with diaspora networks are a phenomenon that has been noted but poorly understood. This paper addresses a little examined intersection between the diaspora literature and the institutions literature. We examine the contexts, mechanisms and processes associated with diaspora networks' roles as institutional change agents in the context of entrepreneurial behaviors in SSA economies. Our dependent variables are measures of changes in institutions associated with diaspora network. We have related our analysis mainly to the nature of the diaspora networks compared to other networks, characteristics of the environments in which diaspora networks are embedded in and operate, and some activities, mechanisms and modes that serve to transmit institutions from the host country to the homeland.

Abstract In the last twenty years, the term diaspora has moved out of its specialist corner, where it referred to a select set of peoples. Today it often appears to be used to refer to any group of migrants and their descendants who maintain a link with their place of origin. African diasporas are now being identified all over the world and they have become the object of considerable academic interest. While the term diaspora is now in vogue for such groups scattered around the globe, it is rarely applied to African populations within Africa. Ironically, within the growing volume of literature on African diasporas, very little of it is concerned with diasporas whose population is based on the continent. Africa is portrayed as a continent which generates diasporas rather than one in which diasporas can be found. Starting from Cohen's typological criteria for identifying diasporas, this article makes a preliminary examination of the literature in search of signs of diaspora formation and to identify particular diasporas within Africa. It argues that despite the long-standing patterns of mobility across Africa, which might be expected to have created diasporas, relatively few migrant groups appear to have established a diasporic identity that persists into second or third generations. This raises many questions about identify formation and the relations between migrants and 'host' societies and states. These can only be addressed through research looking at diaspora formation in Africa; this is no easy task as it is fraught with conceptual, methodological and ethical difficulties. Dans les vingt dernières années, le terme de diaspora a quitté le domaine des spécialistes, chez lesquels il désignait un groupe précis de personnes. Aujourd'hui, il semble être souvent utilisé pour se référer à n'importe quel groupe de migrants et de leurs descendants qui maintient un lien avec sa région d'origine. This article analyses Maxine Bailey and Sharon M. Lewis's play Sistahs (1994) as an instance of African diaspora feminism in the Americas. The drama's focus on five women in a Canadian kitchen displaces the hegemony enjoyed by African Americans as signifiers of blacknesss, challenging spectators as well as readers to remember instead the long history of blacks in Canada and the existence of multiple African diasporas in the Americas. Further, its rewriting of a 1970s cultural feminism dramatizes the labour of fostering an African diasporic sensibility and subverts that paradigm's conventional emphasis on heteronormativity.

his paper sought to explore diaspora, gender and identity transformations in the context African philosophy and culture. The paper explored diaspora, gender and identity transformations of Zimbabwean society and the concomitant demise of socio-cultural practices, dissecting how diasporas have shaped its cultural identity. 20 participants were purposively drawn from adult Zimbabwean family members living in the diaspora or with diasporic lived experiences of more than three years. The author used a scoping review of literature related to African philosophy, diaspora, gender and identity using search engines. Questionnaires and interview schedule were also used to gather data. Results show that diasporic experiences produce fused, identity and gender modes of cultural dimensions marked by significant, negative transformations. Gender was found to be a central cog that affects every stage of the migration process, interactions and subsequent outcomes. Additionally, it was noted that men are the worst affected as they are faced with challenges of trying to model families within the philosophy or context of African gender, sex and identity whilst children born in the diaspora face a myriad of challenges trying to meet the desired or accepted status. From these findings it could be concluded that diaspora life and identity exist under highly toxic and polarized relations which harbours identity confusion, mental instability, altered gender roles and to some extent self-destructive behaviours like prostitution, drugs and substance abuse, mutilation and suicide. The researcher therefore recommends collaborative, large-scale researches with those in the diaspora. The government should establish Zimbabwean culture centres in countries where Zimbabweans are diaspora to preserve our philosophies. Another recommendation is to curb the diaspora ecstasy as well as provision of multicultural counseling to those in the diaspora.

The African diaspora in Russia has a long and complex history, dating back to the era of the Soviet Union. Despite facing significant challenges, the African diaspora in Russia has made important contributions to Russian society and has the potential to play a key role in strengthening Africa-Russia relations. This article provides an overview of the history of the African diaspora in Russia, its contributions to Russian society, and the ways in which it can contribute to Africa-Russia relations. Drawing on existing literature and case studies, the paper analyses the challenges and opportunities facing the African diaspora in Russia and provides recommendations for policymakers seeking to strengthen Africa-Russia relations. The main conclusions from this article are recommendations for policymakers. The growing economic ties between Africa and Russia provide opportunities for future development, but policymakers must address the challenges facing the African diaspora in Russia to fully realize this potential. Policymakers can strengthen Africa-Russia relations and create a more inclusive and equitable society for all by promoting anti-discrimination policies, supporting African students and entrepreneurs, increasing cultural exchange and dialogue, and considering the African diaspora as partners and not instrument to promote its own interest. This will go a long way to improve the image of Russia abroad since the diaspora always act as a bridge to other world regions.

This article contributes to the literature on cross-cultural leadership by describing the development and validation of the Leadership Effectiveness in Africa and the Diaspora (LEAD) Scale. The LEAD Scale is a culturally sensitive measure of leadership effectiveness in the understudied settings of Africa and the African diaspora. A combination of methods and four studies using samples from Africa and the African diaspora based in Canada, the USA, and the Caribbean were used to develop the measure. Using the grounded theory approach and the Delphi technique ( n = 192), followed by a set of increasingly rigorous tests including exploratory factor analysis ( n = 441), confirmatory factor analysis ( n = 116), and a test of measure invariance ( n =1384), we developed and validated a culturally sensitive measure of effective leadership. Our results demonstrate that spirituality, tradition and community-centredness are important and culturally specific components of leadership in Africa and the African diaspora. This paper provides a validated measure of leadership and offers recommendations regarding the use of the measure by managers and researchers working in Africa or with African diaspora.

As we all know, the historic African diaspora in the United States is the result of the European slave trade, which resulted in millions of people being taken from Africa. Dei and Asgharzadeh correctly point out in this issue that this population and its descendents constitute a portion of the original African brain drain. Often, consideration of the causes of, problems of, and solutions to the African brain drain ignore this population and place most of the emphasis and research on the contemporary African diaspora. This may have to do with conclusions in some of the research contending that this historic diaspora lost all linkages to Africa. However, there is a vast body of literature that supports the claim that the institution of slavery did not totally sever social, cultural, economic, and political linkages.

Resumen

My dissertation contends that diaspora, perhaps the most visible spatial paradigm for theorizing black constructions of identity and self, is inherently limited by the historical conditions of its rise as well as the preoccupations with which it has been most closely associated. I propose that we expand our theoretico-spatio terms for constructions of blackness to include the space of the home, the space of the plantation and the space of the prison (what I call the space of justice). These three spaces point to literary themes, characters, and beliefs that the space of diaspora alone does not explain. Each chapter analyzes the work of three or four writers from the United States, Brazil and Mozambique. These writers include: Paulina Chiziane, Conceição Evaristo, Octavia E. Butler, Toni Morrison, Zora Neale Hurston, Carolina Maria de Jesus, Bernice McFadden, Wanda Coleman, Ifa Bayeza and Asha Bandele.

The politics of the Middle-Passage and its attendant socio-cultural and historical trauma is the starting point of this study. The dispersal of Africans, or at least people of African origin, to different parts of the world has produced over the past few decades numerous dissertations and theses describing socio-cultural linkages between Africa and the Black diaspora. On the part of creative writers and literary critics of every persuasion, there exists a consensus of creative and critical opinion that seeks to establish that "the history of Africa and the Africans ... is one of iron, blood and tears." (Nkosi, 1981, p.30) The study is in agreement with Omafume Onoge's submission that the cultural imperialist process went beyond mere acts of vandalism to produce a period in the history of Africa and the black diaspora in which "many educated Africans (and their counterparts in the diaspora) required a major act of intellection to ascribe aesthetic value to our traditional arts." (Dnoge, 1984, p.5) The study grapples with the source(s) of this socio-cultural apathy, and how the liberal humanist discourse which replaced the body of the colonialist's mythologies is predicated on what JanMohammed describes as "an ironic anomaly." (JanMohammed, 1985, p.281) My exploration of this ironic anomaly begins from the premise of the myths, legends and traditions that are subsumed, truncated, misread or simply repressed to propound this 'humanist' philosophy. What emerges from this cultural and ideological exploration is a vernacular theory of reading built around the carnivalesque figure of Esu Elegbara (the Yoruba 'trickster' god) whose "functional equivalent in Afro-American profane discourse is the Signifying Monkey." (Gates, 1990, p.287) The study is in two parts. Part One consists of three chapters exploring different aspects of the cultural and ideological discourses between Africa and the black diaspora from historical and theoretical perspectives. Part Two focuses, in four chapters, on the works of five writers from Africa (Nigeria and Ghana), South America (Brazil), the West Indies (St. Lucia) and the United States. These are Ayi Kwei Armah, Wole Soyinka, Jorge Amado, Derek Walcott and Amiri Baraka respectively. The conclusion summarises the major arguments of the thesis.

ENGLISH ABSTRACT: The focus of this dissertation is the examination of the relationship between space and identity in recent narratives of migration, in contemporary African literature. Migrant narratives suggest that there is a correlation between identity formation and the types of boundaries and borders migrants engage with in their various attempts to find new homes away from their old ones. Be it voluntary or involuntary, the process of migrating from a familial place transforms the individual who has to negotiate new social formations; and tensions often accrue from the confrontation between one’s culture and the culture of the receiving society. Return migration to the supposed country of origin is an equally important trajectory dealt with in African migrant literature. The reverse narrative stipulates similar tensions between one’s diasporic culture – the culture of the diasporic space – and the culture of the homeland. Thus, intra- and inter-continental migrations and diaspora is a bifurcated inquiry that examines both outward and return migrations. These movements reveal the ways in which Africans make sense of their Africanity and their place in the world. The concepts of “border”, “boundary” and “borderland” are useful to examine notions of difference and separation both within the nation-state and in relation to transnational, intra-African as well as inter-continental exchanges. I focus more fully on these notions in the texts that examine migrations within Africa, both outward and return movements. This study is not only interested in the physical features of borders, boundaries or borderlands, but also on their consequences for the processes of identity formation and translation, and how they can help to reveal the social and historical characteristics of diasporic formations. What undergirds much of the analysis is the assumption that the negotiation of belonging and space cannot be separated from the crossing or breaching of borders and boundaries; and that these negotiations entail attempts to enter the borderland, which is a zone of exchange, crisscrossing networks, dissolution of notions of singularity and exclusive identities.
AFRIKAANSE OPSOMMING: Die fokus van hierdie proefskrif is ‘n ondersoek na die verhouding tussen ruimte en identiteit in onlangse migrasie-narratiewe in kontemporêre Afrika-literatuur. Migrasienarratiewe dui op ’n korrelasie tussen identiteitsvorming en die soorte skeidings en grense waarmee migrante gemoeid raak in hulle onderskeie pogings om nuwe tuistes weg van die oues te vind. This fiction novel focuses on the Sankofa philosophy that we as human beings must learn from our past to better understand our current existence and future; however, sometimes we choose to ignore or suppress the past because remembering it may be too hurtful. When we forget what happened yesterday our outlook on today and tomorrow becomes distorted. Contact is a novel that attempts to explore how 'living in the now' alone becomes problematic because the past'if not remembered'will come back to haunt you. The erasure of the line between Diasporic Africans and their African past is the primary theme explored. The writer deconstructs how living in the now is indeed living in the past because the past and present, in the life of Tufa, become one. Reincarnation serves as the vehicle to explore this theme. Tufa, known for her aberrant behavior, is the reincarnation Afua Ataa - an Ashanti woman who survived the Maafa, or Transatlantic Slave Trade. Past love, hate, dishonor, rivalry, pain, and hope complicate the 'ordinariness' of Tufa's teenage life. The novel is divided into a prologue and eight chapters. The bulk of each chapter follows Tufa's current life and ends with a vignette told by five African women, one being Afua Ataa. Each vignette paints in broad strokes the landscape and historical moments of the Maafa. The present becomes complicated when traces of the Maafa seep into Tufa's life. Some of these traces are culturally specific rather than unique to Tufa. However, other traces are uniquely shaped by Tufa's former life. People from her past disrupt her current life by their presence. Their disruption takes many forms'some of it brings pain and some of it brings joy. By reading Tufa's story, others may find the strength to confront their past when it makes contact with their present. Like Tufa, we must confront the pain in our past to experience its joy.

ENGLISH ABSTRACT: This dissertation explores selected Indian narratives that emerge in South Africa and East Africa between 1960 and 2010, focusing on representations of migrations from the late 19th century, with the entrenchment of mercantile capitalism, to the early 21st century entry of immigrants into the metropolises of Europe, the US and Canada as part of the post-1960s upsurge in global migrations. The (post-)colonial and imperial sites that these narratives straddle re-echo Vijay Mishra‘s reading of Indian diasporic narratives as two autonomous archives designated by the terms, "old" and "new" diasporas. The study underscores the role of memory both in quests for legitimation and in making sense of Indian marginality in diasporic sites across the continent and in the global north, drawing together South Asia, Africa and the global north as continuous fields of analysis. Categorising the narratives from the two locations in their order of emergence, I explore how Ansuyah R. Singh‘s Behold the Earth Mourns (1960) and Bahadur Tejani‘s Day After Tomorrow (1971), as the first novels in English to be published by a South African and an East African writer of Indian descent, respectively, grapple with questions of citizenship and legitimation. I categorise subsequent narratives from South Africa into those that emerge during apartheid, namely, Ahmed Essop‘s The Hajji and Other Stories (1978), Agnes Sam‘s Jesus is Indian and Other Stories (1989) and K. Goonam‘s Coolie Doctor: An Autobiography by Dr Goonam (1991); and in the post-apartheid period, including here Imraan Coovadia‘s The Wedding (2001) and Aziz Hassim‘s The Lotus People (2002) and Ronnie Govender‘s Song of the Atman (2006). I explore how narratives under the former category represent tensions between apartheid state – that aimed to reveal and entrench internal divisions within its borders as part of its technology of rule – and the resultant anti-apartheid nationalism that coheres around a unifying ―black‖ identity, drawing attention to how the texts complicate both apartheid and anti-apartheid strategies by simultaneously suggesting and bridging differences or divisions. Post-apartheid narratives, in contrast to the homogenisation of "blackness", celebrate ethnic self-assertion, foregrounding cultural authentication in response to the post-apartheid "rainbow-nation" project. Similarly, I explore subsequent East African narratives under two categories. In the first category I include Peter Nazareth‘s In a Brown Mantle (1972) and M.G. Vassanji‘s The Gunny Sack (1989) as two novels that imagine Asians‘ colonial experience and their entry into the post-independence dispensation, focusing on how this transition complicates notions of home and national belonging. In the second category, I explore Jameela Siddiqi‘s The Feast of the Nine Virgins (1995), Yasmin Alibhai-Brown‘s No Place Like Home (1996) and Shailja Patel‘s Migritude (2010) as post-1990 narratives that grapple with political backlashes that engender migrations and relocations of Asian subjects from East Africa to imperial metropolises. As part of the recognition of the totalising and oppressive capacities of culture, the three authors, writing from both within and without Indianness, invite the diaspora to take stock of its role in the fermentation of political backlashes against its presence in East Africa.
AFRIKAANSE OPSOMMING: Hierdie studie fokus op geselekteerde narratiewe deur skrywers van Indiër-oorsprong wat tussen 1960 en 2010 in Suid-Afrika en Oos-Afrika ontstaan om uitbeeldings van migrerings en verskuiwings vanaf die einde van die 19e eeu, ná die vestiging van handelskapitalisme, immigrasie in die vroeë 21e eeu na die groot stede van Europa, die VS en Kanada, te ondersoek, met die oog op navorsing na die toename in globale migrasies. Die (post-)koloniale en imperial liggings wat in hierdie narratiewe oorvleuel, beam Vijay Mishra se lesing van diasporiese Indiese narratiewe as twee outonome argiewe wat deur die terme "ou" en "nuwe" diasporas aangedui word. The task of reviewing the silences present in hegemonic histories emerges at the beginning of the 20th century, seeking to provide a more amplified way of understanding the history of peoples and nations subjected to colonial subjugation. Rufino (2019) considers that this space of decolonization presents itself under the name of “encruzilhada” (crossroads) and understands the potentialities of the orixá Exu, of Yoruba spirituality: the orixá of communication, of the paths and the guardian of axé (vital energy). Exu disarray what exist to reconstruct— therefore, since the encruzilhada is Exu’s place, it is a space that allows the crossing of knowledge produced as deviations from colonial impositions on so-called official knowledge, a process which the author names “cruzo” (cross): the encruzilhada is a refusal to everything put as absolute; Exu is the movement of that encruzilhada. In addition to the positivization of the knowledge and ways of living of peoples who have suffered, over the centuries, from numerous processes of inferiority, it is necessary to insert this knowledge in the cultural elements of the present— and in the conceptions about the future. It is in this context that, regarding the experience of Afro-diasporic peoples, a global aesthetic movement that encompasses arts, literature, audiovisual and academic research emerges: Afrofuturism (YASZEK, 2013). Afrofuturism goal is to connect the dilemmas of the African diaspora to technological innovations, commonly unavailable to the descendants of the enslaved, and it aims to establish possible future scenarios— scenarios that contemplate the presence and, furthermore, the protagonism of black people (YASZEK, 2013). To this end, the movement breaks with the Western linear chronology and starts to consider time in a cyclic way, interweaving past, present and future in a single composition: in the same way that Exu, in the Yoruba cosmology, killed a bird yesterday with a stone that has only been thrown today, Afrofuturism weaves a web of historical and cultural retaking of African memory with questions that arise from the reflection of the problems faced by black people in the present, in order to think about a positive and possible future, once a dystopian scenario is already weighing on the shoulders of them. In the frontier of visual arts and design, Luiz Gustavo Nostalgia, a creator based on Rio de Janeiro, dismantles existing images and rearranges them through collages to create a new intention of meaning. His work evokes the cruzo on the principle of rearranging— central to collages— with the widespread rearrangement of our ways of living and understanding society— based on an Afrofuturistic conception of world— by celebrating African motifs, culture and spirituality, allied to the already acquainted aesthetics of “future” (such as the galaxy, bright lights and robotic elements). Through your creation, the artist is capable of presenting a future where black people do exist as protagonists and have their culture, past and roots celebrated.

Introduction. Leisure is considered important in the settlement and acculturation experiences of refugee and immigrant communities. Perceiving a gap in the literature which has taken a diaspora perspective, this on-going study looks at an online community converging around a leisure activity from a gender and diaspora standpoint, while looking to understand what would be experienced as information in that context. Method. Employing a qualitative research approach, data was obtained through semi-structured interviews with fourteen participants and also through the collecting of comments posted on fan fiction blogs. Analysis. Qualitative thematic analysis is being carried out using Nvivo software. Results. Early observations by way of themes lend credence to the importance of social context and point towards the role of meaning making in the information and document experience of the participants. Conclusions. Going beyond information seeking and problematic situations, adopting an experience approach can contribute towards conceptual and theoretical development in the field. The study also hopes to contribute towards literature that has looked at diaspora communities from a gender and leisure perspective.

The diaspora is increasingly seen as a potential resource for development and the ways in which the diaspora is involved in the development of the country of origin are becoming more diverse. Review of scientific literature shows that there has been little research on the perspective of highly skilled diaspora professionals on cooperation benefits for their homelands, as well as diaspora engagement for home country development and for diaspora diplomacy are rarely linked. The article draws attention to the perspective of highly qualified Latvian diaspora professionals on cooperation with Latvia and the benefits to the country from such cooperation, linking cooperation for diaspora diplomacy and for development. The article will also examine whether the benefits of cooperation identified in other studies (mainly from the state viewpoint) coincide with the vision of diaspora professionals on such benefits. The data used in the analysis is derived from the study “The involvement of Latvian professionals in diaspora diplomacy and the potential of network diplomacy” and further analysis is possible thanks to the State research programme “New solutions to study demographic and migration processes for the development of Latvian society”. The main results illustrate the framework for cooperation between diaspora professionals and the public administration in Latvia, the most significant benefits of diaspora diplomacy and the benefits from diaspora engagement for development (the transfer of social capital, as well as the transfer of experience, knowledge, ideas and practices to the public administration and other sectors). The data reveals high readiness of highly skilled Latvian diaspora professionals to cooperate, and diverse benefits of cooperation for national development and international visibility of Latvia.

The spectrum of zinc-lead deposits formed in basinal mineral systems encompasses VMS (volcanogenic massive sulphide), SHMS (shale-hosted massive sulphide), Irish-type and MVT (Mississippi valley Type) deposits. The platform carbonate-hosted part of that spectrum, the Irish-type and MVT deposits, has created the greatest challenges to pigeonholing approaches and the Irish Midland deposits have been variably considered as unique, “SedEx” variants, or MVT variants. In fact, the Irish-type spectrum of deposits can be considered as a global diaspora of diverse deposits that, nonetheless, show a number of distinct and economically significant characteristics in style and setting. For this reason, they warrant consideration as a discrete deposit type, though not in a neat pigeonhole, that is best considered in a mineralizing system context. The distinguishing features of Irish-type mineral systems can be considered in terms of source, trigger, pathway, trap, and preservation. The key features that distinguish Irish-type from ‘typical’ MVT and SHMS deposits are related to basin type and setting, timing of the mineralization event, mineralization style and chemistry, and deposit geometry. Empirically, these characteristic basin to deposit scale features overlap both MVT and SHMS but, together, are unique to Irish-type systems. This gives rise to criteria that can be applied to determine prospectivity of basins for Irish-type deposits and to target deposits within these basins. It is important to distinguish Irish-type from MVT systems because their economic characteristics are different. However, it is also important to recognise that there is great variability within the broad basinal carbonate-hosted zinc-lead deposit family and that each basin, and indeed each trend and deposit, are to some extent unique. It is therefore extremely important to avoid model-driven exploration and to develop a targeting understanding that acknowledges the model framework but is based on actual observations and data. To understand this diversity and targeting context, it is pertinent to consider the wide range of carbonate-hosted deposits that do not fit into the published MVT pigeonhole, including the Irish Midlands deposits; the Alpine deposits; deposits in the Basque-Cantabria Basin; deposits on the Gondwana margin including a number of deposits in North African,, southeast Turkey, Iran, and Duddar in Pakistan; the Early Cretaceous deposits on the Atlantic margin in Gabon; the Ordovician of the Sibumasu terrane (Tibet to Southeast Asia); Polaris in the Franklinian Basin; Nanisivik in the Borden Basin; and the Devonian Lennard Shelf deposits of Western Australia. All of these deposits occur in rift-sag basins with carbonate platforms, in some cases with multiple rift-sag cycles or with successor basins and, where constrained, the mineralization event is syn-basinal and typically related to early extension or inversion events. The deposits are stratabound and mostly tabular and continuous, often show strong direct control by extensional structures, are typically dominated by replacement, and commonly have significantly higher grades than ‘typical’ MVT deposits such as those in the mid-continent US, Silesia (Poland) and Pine Point (Canada).

This report focuses more on benefits of migration to the country of origin in relation to human capital, skills and knowledge transfer, and the transmission of ideas, norms and practices. While relying on studies from around the world in varying sectors, the report draws in large part on research on Africa and highlights specific research from the health sector. While there are various case studies on potential benefits that can be gained from diaspora contributions and return migration, there is a lack of systematic evidence, which is noted in the literature. There is also limited empirical evidence to confirm the impact of the transmission of norms and practices as these effects can be difficult to capture.

This paper summarizes recent evidence on the effects of migration on a variety of outcomes including labor markets, education, health, crime and prejudice, international trade, assimilation, family separation, diaspora networks, and return migration. Given the lack of studies looking at migration flows between developing countries, this paper contributes to fill a gap in the literature by providing evidence of the impact of South - South migration in general and for the Latin American countries in particular. The evidence highlighted in this summary provides useful insights for designing policies to leverage the developmental outcomes of migration while limiting its potential negative effects.

The new elite in post-1991 independent Moldova gradually captured state institutions, while internal drivers of reforms have generally been weak. Civil society has had limited effectiveness; and the media is largely dominated by political and business circles (BTI, 2022). The Moldovan diaspora has emerged in recent years, however, as a powerful driver of reform. In addition, new political parties and politicians have in recent years focused on common social and economic problems, rather than exploiting identity and geopolitical cleavages. These two developments played a crucial role in the transformative changes in the presidential and parliamentary elections in 2020 and 2021, respectively.1 The new Moldovan leadership has experienced many challenges, however, in achieving justice and anti-corruption reforms—the primary components of their electoral platform—due to the persistence of rent-seeking and corruption in the justice sector (Minzarari, 2022). This rapid review examines literature—primarily academic and non-governmental organisation (NGO)-based—in relation to the political settlement of Moldova. It provides an overview of the political settlement framework and the political history of Moldova. It then draws on the literature to explore aspects of the social foundation and the power configuration in Moldova; and implications for governance and inclusive development. The report concludes with recommendations for government, domestic reformers, Moldovan society, and donors for improving inclusive governance and development in Moldova, identified throughout the literature. This report does not cover political settlement in relation to Transnistria.

The idea of conflict economies is a broad concept encompassing several research angles. Definitions differ according to these focuses. Some of the main uses of the concept are to understand: • economic analysis of the motives for and likelihood of war • financing of state and non-state belligerents • how the continuation of conflicts can be explained by rational motives including economic ones • how conflict affects economic activity, and how conflict parties and citizens adapt Some distinctive characteristics of war economies are (Ballentine & Nitzschke, 2005, p. 12): • They involve the destruction or circumvention of the formal economy and the growth of informal and black markets, • Pillage, predation, extortion, and deliberate violence against civilians is used by combatants to acquire control over lucrative assets, capture trade networks and diaspora remittances, and exploit labour; • War economies are highly decentralised and privatised, both in the means of coercion and in the means of production and exchange; • Combatants increasingly rely on the licit or illicit exploitation of / trade in lucrative natural resources • They thrive on cross-border trading networks, regional kin and ethnic groups, arms traffickers, and mercenaries, as well as legally operating commercial entities, each of which may have a vested interest in the continuation of conflict and instability. The first section of this rapid review outlines the evolution of the term and key definitions. Most of this discussion occurs in the academic literature around the early 2000s. The second looks at key characteristics of conflict economies identified in the literature, with examples where possible from both academic and grey literature. The third section briefly identifies methodologies used to measure and monitor conflict economies, as well as some current research and programmes on conflict economies, from academic literature as well as NGOs and other sources. The findings have been derived via a literature search and advice from experts in the field. Given time constraints, the report is not comprehensive. The review is gender- and disability blind.

Malaria, human immune deficiency virus (HIV) and tuberculosis (TB) are leading causes of death and public health threat to millions in Democratic Republic of Congo (DRC). The DRC is the second most malaria affected sub-Saharan African country after Nigeria, with malaria being the leading cause of death in children under 5 years (Lechthaler et al., 2019). The HIV prevalence in the country in the adult population stands at 1%, with extensive variations by region (UNAIDS, 2021c). The DRC is considered a high burden country for TB and HIV infection (Linguissi et al., 2017). This rapid review emphasizes significant elements of the epidemiology of malaria, HIV, and TB in DRC, as well as limitations in prevention, detection, and treatment, and examines a few interventions that aim to address these limitations. Evidence utilised is a mixture of the most recent grey literature NGO (programme reports and related documents) literature supplemented by peer reviewed academic literature from the past five years and national survey data when available. Although the clinical disease aspects of malaria, HIV and TB are well-researched there is less research available on socio-demographic variation, disease control challenges and interventions targeting these in the DRC. This is part of a series of reports looking into Epidemiology of Malaria, human immune deficiency virus (HIV) and tuberculosis (TB) across a set of African Nations.

Studying and working abroad, internationally mobile scientists meet foreign scientists and become carriers of knowledge. The benefits of international scientific mobility might extend to nonmobile colleagues who collaborate with mobile scientists. In this paper, we investigate the role played by Brazilian and Colombian scientists who are mobile in connecting nonmobile scientists with foreign scientists. We combine publicly available data from online curriculum vitae (CVs), scholarship programs, and publications in OpenAlex. We analyze a large sample covering approximately 70 percent of scientists for both countries and their coauthorship networks between 1990 and 2021, combining panel estimations and a difference-in-differences (DiD) event study. We find that nonmobile scientists who coauthor with mobile scientists coauthor more publications with foreign scientists. The number of collaborations by nonmobile scientists with foreign scientists increases with the number of unique mobile scientists the nonmobile scientists interact with. This is because the effect of collaborating with a unique mobile scientist is short-lived. Results suggest that mobile scientists who stay abroad more (diaspora) may be the most effective in creating connections with foreign scientists. Our paper contributes to the literature on scientific mobility and brain drain. We provide first insights into the spillover generated by mobility experiences in connecting nonmobile scientists with foreign scientists. Our results indicate a need to increase brain gain and reduce brain drain from home countries by increasing the links between mobile scientists and nonmobile scientists.
