AbstractUsing online Chinese communities as primary sources, this article studies public perceptions in China of Latin America in terms of how the region is seen as part of the Third World while also offering China a convenient backyard by which to access the First World United States. Codified online public opinion on four different Latin American topics is then analysed and compared with official opinion: how “Latin Americanization” becomes China's nightmare, how the Latin Americans should learn from the “China model,” how the Latin Americans were being discriminated in the H1N1 epidemic, and how the “Latin American card” to balance the United States is emphasized. The conclusion suggests that only when the stereotypes discussed in this article are dismissed will the true value of Latin America gradually obtain any standing in the eyes of ordinary Chinese and will the Latin American mission of the Chinese government be fully understood by its subjects.

Peace and development have become the two main topics in the Present world. We can borrow some experience from American development and gain some suggestions for the benefit of our own development into power. There are other hills whose stones are good for working jade.

In the last decade Latin America in trade, economic and financial terms turns out to be increasingly “sandwiched” between the United States and China, which accounted for more than half of the total trade of Latin American countries, and also a crucial part of entering the region investment and credit resources. This circumstance has the strongest impact on the structure and orientation of foreign economic relations and foreign policy contacts. In the foreseeable future one of the complexities of foreign policy of the Latin American countries will be delaying action between the United States and China, are becoming involved in hybrid war for dominance in the global economy and trade. In Latin American capitals the USA-Chinese rivalry at the global level are watched with suspicion and fear. It is connected not only with the current situation, but with the dynamics of relations between Washington and Beijing, the intensification of contradictions at the global and regional levels. Latin Americans believe that initiation of trade wars and other kinds of American-Chinese confrontation could harm the development of the world economy and harm the crucial interests of the region, which is critically dependent on international goods and financial markets. The main challenge is the diversification of international relations of the Latin American States, the broadening of their economic and political partners. Only in this way can be weakened the hyper dependence of Latin America from Washington and Beijing, and reversed the negative effects of the ongoing protectionist policies and trade wars initiated by the administration of Donald Trump.

Early 2011 euphoria about China's rise and gloom about America's decline began to reverse themselves by end 2011. Obama made a key policy statement about the Asia-Pacific region in his address to Australia's Parliament.

Resumen
A translated version of the Personal Report of Communication Apprehension was administered to 688 students at four Chinese colleges and universities. The data were compared with American norms established by McCroskey in 1982 and with the responses of 177 students at a large state university in Florida. The Chinese sample reported a significantly higher mean score on apprehension about communication than the Americans. The findings were discussed with reference to cultural differences.

Resumen
This paper studies the activities of American enterprises, technology, and related business organizations and engineering groups in China from the outbreak of World War i to the Pacific War and explains how these activities helped establish connections between China and the world. It borrows the concept of “networks” from Professor Sherman Cochran’s extraordinary book titled Encountering Chinese Networks, but broadens the scope of the term to include activity at the level of management and competition, as well as placing Sino-American relations in transnational perspective. Using a multi-archival approach to examine China’s major attempts at internationalization, this article focuses on the cases of the American Asiatic Association, the American Chamber of Commerce of China, and the Association of Chinese and American Engineers to show how these networks played important roles in the development of Chinese-American relations. It also discusses the issues of standardization, “scientific management,” and professionalism of entrepreneurs and engineers in influencing network making.

The election of Donald Trump caused a change in the direction of U.S. foreign policy for Latin America with the imposition of new sanctions on the Cuban government (starting a new cold war with the island) and the attempted regime changes in Venezuela and Nicaragua, whose governments are seen as a threat by Washington’s elite. In September 2018, during a speech at the opening session of the United Nations General Assembly in New York, Donald Trump took up the principles of the Monroe Doctrine as formal a U.S. policy and rejected the alleged interference of foreign states in the western hemisphere and in the internal affairs of the United States — a direct allusion to China and Russia. This change in U.S. policy toward Latin America has had a great impact on Sino-Latin American relations in the context of political pressures and aggressive rhetoric seeking to curb the Chinese presence there. This article explores the motivation behind the new attitude of the United States in its relations with Latin America and how it impacts Sino-Latin American relations.

Resumen
The first Chinese immigrants arrived in the United States in the 1820s and initially their presence did not result in improving the American perception of China. On the contrary – intense immigration from China led to the development of racist and xenophobic attitudes towards the Chinese (Yellow Peril), which culminated in the Chinese Exclusion Act of 1882. During the Second World War, China became an important ally of the United States, which triggered a succession of changes to laws barring Chinese immigration (Magnuson Act). Contemporary Chinese Americans – particularly Taiwanese Americans – can be located in the upper spheres of immigrant population: they are considered to be a well-educated and affluent group. This paper presents the historical and contemporary socio-economic characteristics of the Sino-American population set against a historical and legal background.

AbstractHas China been a hegemonic challenge to the United States in Latin America in recent years? The article explores this question by setting a comparison with historical cases of instances of hegemonic challenge in Latin America, searching for similarities and differences, and looking for makers of rivalry as a way to start to distinguish perception from reality. I stress the instrumentality of framing issues, since they serve for internal mobilization and for control of allies. The article also attempts to illuminate the issue of how the United States has reacted to China's growing presence in an area historically considered within its sphere of interests, or “backyard,” and about the dialogue between the United States and China about the region. It provides insights on the United States, China and Latin American countries’ policy makers’ thinking, collected through off-the- record interviews and closed-door debriefings.

Resumen
In recent years artificial intelligence has entered a new era, which gives rise to many hopes for powerful states such as the United States and China. In this paper, we analyze the importance and role of artificial intelligence in technological development in each of the two countries on the one hand, and its influence on China-American relations in terms of technological and geopolitical conflict. To get the right results, we rely on a literature review of dozens of articles published on the phenomenon in order to compare the power of artificial intelligence between the United States and China where we found that the US still has technological strength, especially in the field of artificial intelligence, but we can say that a large force is beginning pose a threat for it which is China that has great technological capabilities so, we can say that the United States should work more in this field. Also, we found that artificial intelligence has a primary goal in both countries, it helps China to achieve its ambitions to be the leader of the world, and this intelligence, on the other hand, provides protection and security to the United States. This paper is divided into three sections. The first section focuses on the importance of artificial intelligence in achieving China’s ambitions, the second section explains the role of artificial intelligence in the US protection service, and the third section describes the technological and geopolitical conflict resulting from the competition in artificial intelligence between these two countries. Vietnam is a tragic land, which has witnessed three successive wars since it won independence in 1945. The purpose of this dissertation is to seek answers to the question of why so many tragedies struck the Vietnamese people, and in particular to examine the contribution made by Sino-American competition to this tragic history. Analysing the IMPACT of Sino-American relations on Chinese and American policies towards Vietnam, the study finds that Vietnam never was the primary subject of American foreign policy, though America was deeply involved in Vietnam during the twenty-five years between 1950 and 1975. Washington???s Vietnam policy was largely based on its perception of China. Likewise, Beijing???s policy towards Vietnam was greatly affected by the state of its relations with Washington. Vietnam was a victim of their confrontation. The analysis shows that the increase in American involvement during the last stage of the first Vietnam War and the start of the second Vietnam War was due to enmity between China and the United States. US neglect was a result of Sino-American rapprochement while US isolation of Vietnam resulted from Sino-American strategic co-operation. Though the third Vietnam War was a consequence of Sino-Soviet competition, Washington also indirectly encouraged Beijing to be tough with Vietnam, as it needed Chinese support in its relations with Moscow. Analysing changes in Chinese and American polices towards Vietnam, the study observes that when a small state is caught in an intra-power struggle, bug powers will always try to use the small state as a tool in their rivalry. The main lesson for small states is to avoid being caught in such big-power competition. Politicians in small states should also avoid taking sides with big powers lest this create opportunities for big power interference and draw the small state into big power competition. This needs the political acumen and flexibility to distinguish national interest from self-interest.

Resumen
The continued funding of America's persistent trade and fiscal deficits has sparked debate among international economists. One controversial explanation argues that East Asia is pursuing "Bretton Woods II" and funding American deficits as part of a greater development policy. This paper examines the Chinese policy response to the global economic crisis and finds that China's policy actions provide evidence for "Bretton Woods II." Furthermore, the Sino-American relationship is now characterized by codependence which has implications for the policy decisions of each country.

This thesis seeks to analyse the relationship between China\'s assertiveness and US hegemony in Latin America in the period 2001-2015. The analysis was done by mixing quantitative and qualitative methods, and has as a central hypothesis that the American hegemony (which is assumed in retraction) negatively affected China\'s assertiveness in the region. The thesis consists of seven chapters, ranging from general conclusions to particular conclusions. The hypothesis proves empirically, but variations are also found between countries and variations by economic activity. I conclude that China approached Latin America through a strategy of accommodative assertiveness, and Latin American countries responded to that approach aiming at diversifying their relationships.
Esta tese busca analisar a relação entre a ascensão da China e a hegemonia norte-americana na America Latina no período de 2001-2015. A analise foi feita misturando métodos quantitativos e qualitativos, e tem como hipótese central que a hegemonia norte-americana (que se assume em retração) afetou negativamente a ascensão da China. A tese está composta por sete capítulos, indo de conclusões gerais a conclusões particulares. A hipótese se prova empiricamente, mas também se encontram variações entre países e variações por atividade econômica. Concluo que a China se aproximou da América Latina por meio de uma estratégia de assertividade acomodativa e os países latino-americanos responderam a essa abordagem visando diversificar suas relações.

Resumen
China has been a rising power in East Asia for decades. The end of the Cold War and the increasing effects of globalization brought the country in the forefront of attention on the international scene. The economic importance of the East Asian giant cannot be denied. Its economic power has been translating into a powerful tool to upset the balance of power tremendously. China has been expanding its influence around the globe and challenging the status quo more than ever before. The United States, the strongest state in the current international system has to pay attention to the increasingly assertive China. The USA uses several strategies to mitigate the threat China poses to the world order that the USA built. The structural forces of the international system, the Covid-19 pandemic, and American domestic politics make the threat of rising China more challenging. In my paper, I try to identify the balancing strategies of the United States in the 21st century against China. In my opinion, the application of neoclassical realist school of international relations can foreshadow the possible paths of the conflict. The United States of America has to use a wide variety of balancing strategies in order to counter the threat. A heavier reliance on allies is inevitable for the United States if it wants to contain the increasing influence of China around the globe. The USA should increase its hard-, soft-, and asymmetrical balancing methods mixed with smart power strategies to remain on the top of the international system. In my opinion, the showdown between China and the United States of America will be inevitable in the medium term. If the USA uses its position right, the peaceful containment of Chinese ambitions is possible. The successes of the above-mentioned strategies will decide how the competition of these two countries shape the international relations in the coming decades.

Abstract The heating of commercial and residential buildings in the United States is mostly dependent on fossil fuel sources such as natural gas. GeoVision, a U.S. Department of Energy study from 2019, found a tremendous market potential for geothermal district heating systems (GDHS). To date, most of the GDHS development, conventional or with heat pumps, has taken place in China and Europe. GDHS component manufacturing capacity in North America is not mature and significant increases in construction would likely require importation of European goods. This project attempts to expand market intelligence by simulating the cost for installation of modern European pipe, control, substations, and heat interface units serving a conventional GDHS in Helena, Montana. A shallow, low-temperature (< 75°C) surface manifestation, 2 kilometers from the service area, is the heat source. Three production simulations with varying wellhead flow rates were made, then projected across a heat network using two simulation tools: GEOthermal energy for Production of Heat and electricity (GEOPHIRES) and Comsof Heat. Correlations between flow rates, heat losses, utilization factors, and costs indicate important variables for developer consideration. A cost profile was made using the average of these simulations. Exploiting a shallow, low-temperature heat source for a GDHS often requires greater investment in the heat network than the wellfield. This project suggests North American geothermal developers must prepare for interdisciplinary GDHS projects that fall outside of their current business models. European DH operators and manufacturers can provide surface system expertise and materials while North America assesses subsurface exploitation targets. Bringing European DH professionals together with North American geothermal experts may help realize the potential of the GeoVision study, unlocking new business opportunities.

Citrus Bacterial Canker Disease (CBCD), caused by Xanthomonas campestris pv. citri, occurs in many citrus areas of the world. It has been reported in 40 different countries, on 5 continents (Asia, South Africa, Australia, South America and North America). Prior to the 1984 outbreak in Florida, the 4 known strains of the bacterium were A, B, C and Mexican bacterioses. Canker-A or Strain-A, endemic in Asia, was reported in China, India and Java in the early 1800’s, found in Japan in 1899 and in the Philippines in 1914. It affects most citrus species and hybrids. Grapefruit is especially susceptible. Strain-A was introduced into the United States from Japan on trifoliate orange seedlings in 1910. An eradication program was started in 1915 in Florida and the disease was eradicated in 1927. In South America, the Asiatic form was not found until 1957 in Brazil and 1972 in Argentina. In 1979, the A Strain broke out in the commercial citrus area of Sao Paulo State, Brazil. Paper published with permission.

Offshore wind power is an emerging technology capable of providing coastal cities, states, and countries with a substantial portion of their energy needs. The vast potential of offshore wind power has not been fully explored. This work endeavors to perform a review of the literature on offshore wind power. Structural, economic, and environmental aspects are discussed keeping in mind the current status of offshore wind power development around the world. Offshore wind power is a relatively new technology being used by countries such as Denmark, the United Kingdom, the United States, Germany, and China to provide larger and larger portions of their total energy needs. In 1991 Denmark opened its first commercial offshore wind farm in Vindeby producing a mere 4.95 MW of power. More ambitious projects followed and in 2001 the Middelgrunden, Copenhagen wind farm opened producing 40 MW of power. Then in 2000 the Horns Rev wind farm was put online producing 160 MW of power. The United Kingdom has many offshore wind power projects as well. The Blyth Offshore was opened in 2000 and produces 3.8 MW of power and several others in the United Kingdom produce anywhere from 10 to 90 MW of power. By 2007 end, Denmark had 402 MW and the UK had 395 MW, Ireland, Sweden and the Netherlands had varying amounts. Countries such as China and Germany are also leaders in the development of offshore wind power. In the United States, commercial offshore wind projects had a late start. The first operational offshore wind farms opened in 2007. However, the United States does not lag behind in wind power. In 2008 the United States produced more megawatt of wind power than any other country, making them the leader of wind power production. Offshore wind, however, only constitutes a tiny portion of the total wind power production of the United States. Recent advancements in the technology associated with wind power as a renewable energy source have made it a feasible form of climate change mitigation. Recent development has led countries such as Denmark, Portugal, and Spain to devote as much as 19% of their total energy production to wind power as of 2008, and is encouraging many other developed countries to do the same. This paper performs a review of the status of offshore wind projects internationally. It considers specifically the potential of the West Wind Drift near the southernmost tip of South America and the Antarctic Peninsula as a geographically and meteorologically advantageous location for the implementation of these wind technologies. Many of the more general problems associated with the use of wind turbines are eliminated by location alone. The winds that cause the Antarctic Circumpolar Currents (ACC) have a consistent west to east pattern and are some of the strongest winds on Earth, both ideal qualities when considering the possibility of wind power, and the wind in this area has very low intermittency. The average wind speed between 40°S and 60°S is 15 to 24 knots with strongest winds typically between 45°S and 55°S. Cape Horn is about 56°S [1]. Historically, the ACC has been called the ‘West Wind Drift’ because the prevailing westerly wind and current are both eastward. Owing to the remoteness of the Cape Horn area and Antarctica, many of the social matters associated with the development of wind farms are eliminated. Obvious factors must be considered when developing in such an area. The paper will cover the engineering requirements of turbines functioning in subzero temperatures consistently as well as the long distance transmission associated with development in this area and its economic feasibility. It will also cover the environmental and regulatory issues associated with the development in such an area.

The Global Nuclear Futures Model (GNFM) is a dynamic simulation tool that provides an integrated framework to model key aspects of nuclear energy, nuclear materials storage and disposition, global nuclear materials management, and nuclear proliferation risk. It links nuclear energy and other energy shares dynamically to greenhouse gas emissions and twelve other measures of environmental impact. It presents historical data from 1990 to 2000 and extrapolates energy demand through the year 2050. More specifically, it contains separate modules for energy, the nuclear fuel cycle front end, the nuclear fuel cycle back end, defense nuclear materials, environmental impacts, and measures of the potential for nuclear proliferation. It is globally integrated but also breaks out five regions of the world so that environmental impacts and nuclear proliferation concerns can be evaluated on a regional basis. The five regions are the United States of America (USA), The Peoples Republic of China (China), the former Soviet Union (FSU), the OECD nations excluding the USA, and the rest of the world (ROW).

With the globalization of the nuclear industry, it is clear that the reactor suppliers are based in many countries around the world (such as United States, France, Japan, Canada, South Korea, South Africa) and they will be marketing their reactors to many countries around the world (such as US, China, South Korea, France, Canada, Finland, Taiwan). They will also be fabricating their components in many different countries around the world. With this situation, it is clear that the requirements of ASME Nuclear Codes and Standards need to be adjusted to accommodate the regulations, fabricating processes, and technology of various countries around the world. It is also very important for the American Society of Mechanical Engineers (ASME) to be able to assure that products meeting the applicable ASME Code requirements will provide the same level of safety and quality assurance as those products currently fabricated under the ASME accreditation process. To do this, many countries are in the process of establishing or changing their regulations, and it is important for ASME to interface with the appropriate organizations in those countries, in order to ensure there is effective use of ASME Codes and standards around the world.
