This article introduces an Australian adaptation of an approach to supporting school leadership and improvement pioneered by educationalists David Townsend and Pam Adams, from Alberta, Canada. Referred to as the North Coast Initiative for School Improvement, the adaptation involved school leaders, academics, and government officials who combined to implement the twin processes of collaborative inquiry and generative dialogue at about sixty primary and secondary schools across the North Coast region of New South Wales, Australia. The initiative appears from all reports to have been both well received and highly impactful, including in terms of improved student performance. This issue of the AJER offers an exploration from an Australian perspective of the principles underpinning the two processes. It also presents case studies from an Australian setting of the impact of these processes on school leadership and improvement. Connue sous le nom de North Coast Initiative for School Improvement, cette adaptation a impliqué des leaders scolaires, des universitaires et des représentants du gouvernement qui se sont associés pour mettre en œuvre les processus jumeaux d'enquête collaborative et de dialogue génératif dans une soixantaine d'écoles primaires et secondaires de la région de la côte nord de la Nouvelle-Galles du Sud, en Australie. ZusammenfassungDie Kommunistische Internationale orientierte sich in den 1920er Jahren theoretisch und praktisch an der Analyse des Imperialismus, die 1916 Wladimir I. Lenin in Der Imperialismus als höchstes Stadium des Kapitalismus vorgenommen hatte. Dabei existierte mit Rosa Luxemburgs 1912 vorgelegter Studie Die Akkumulation des Kapitals. Ein Beitrag zur ökonomischen Erklärung des Imperialismus ein alternativer Erklärungsansatz für die imperialistischen Tendenzen kapitalistischer Staaten. Dieser wurde allerdings kaum rezipiert. Auf der Grundlage von Lenins Analyse suchte die Komintern das Bündnis mit allen nationalen Befreiungsbewegungen, auch wenn diese nicht kommunistisch oder wie im Fall der arabischen Nationalbewegung im britischen Mandatsgebiet Palästina antikommunistisch waren. Luxemburg hingegen hatte schon vor dem Ersten Weltkrieg vor den Gefahren der „‚nationalen‘ Befreiung“ gewarnt und auch die Kommunistische Partei Russlands (Bolschewiki) deutlich für deren Politik des „Selbstbestimmungsrechts der Nationen“ kritisiert.

Die Verbindungen zwischen angewandter Forschung, beruflicher Praxis und Zusammenarbeit mit Athleten und Trainern entwickeln sich ständig weiter; gleichermaßen wachsen der Respekt und die Anerkennung für Praktiker und Lehrende innerhalb des Berufszweiges. We are Vietnamese - A reflection on being Vietnamese-Australian is a creative non fiction piece concerning being a Vietnamese-Australian author in the present day. It explores Hoa’s meeting with Pham Thi Hoai, a Vietnamese author in exile in Berlin, and her encounters with Thich Nhat Hanh the Vietnamese Zen Master. It also interrogates the cultural perceptions of Vietnam in Australia and Hoa’s own subject position as a published Asian Australian author. We are Vietnamese - A reflection on being Vietnamese-Australian est un essais sur ce que signifie être un auteur australo-vietnamien aujourd’hui. Il explore deux rencontres marquantes de l’auteure : l’une avec Pham Thi Hoai, une écrivaine vietnamienne en exile à Berlin, et l’autre avec Thich Nhat Hanh, le grand maître zen vietnamien. Il remet aussi en question les perceptions culturelles du Vietnam en Australie et la propre situation de Hoa en tant qu’auteure autralo-vietnamienne.

This paper describes the experimental methodology, sites, seasonal conditions and germplasm used in the Australian Native and Low Input Grass Network (NLIGN). In 1998, eight sites were established across the temperate pastoral zone of southern Australia. These were located at Armidale, Binya, Sutton and Trangie in NSW; Springhurst in Victoria; Jericho in Tasmania; Flaxley in South Australie and Kendenup in Western Australia. A total of 62 lines were evaluated, of which, 29 were Australian native grasses and 33 were introduced. With differences in seed size among species and a lack of information on dormancy and germination characteristics of the native plants, seedlings were transplanted into the field on weed-mat as spaced plants. Lines were compared over a 3-year period from 1998 to 2001. Methods used for determination of forage production, persistence and palatability are described. Information detailing the original collection sites of the germplasm, a list of NLIGN sites where each genotype was evaluated, as well as a detailed description of sites and seasonal conditions is also presented.

The genus Lactistes Schiødte, 1847 (Cydnidae: Cydninae: Geotomini sensu lato – for a new classification of the Cydnidae, see Pluot-Sigwalt & J.A. Lis, 2008) comprises 15 species distributed in the Palaearctic, Afrotropical, and Oriental Regions, and only a single species reported from the Australian Region (J.A. Lis 1996, 1999; Cassis & Gross 2002). This species, named Lactistes obesipes, was described three times by Signoret in three different papers (1879, 1880, 1881) from an unknown locality in Australia (firstly as “Nouvelle-Hollande”, then as “Australie”) on the basis of the same single female specimen.

The twin processes of collaborative inquiry and generative dialogue underpin two closely aligned and increasingly influential school leadership development programs, one in Alberta, Canada, and the other in New South Wales, Australia. This paper focuses primarily on the Australian program, the character of which has been strongly influenced by its Canadian predecessor. Of interest in the paper is the nature of the foundations of collaborative inquiry and generative dialogue, and the relationship of these processes to an expressed need for better leadership development in the Australian school sector. David Townsend and Pam Adams, who are principally responsible for generating a school leadership development model based on the use of both collaborative inquiry and generative dialogue, have sought to show how these two processes should function seamlessly, but there is more to be said about the nature of their relationship. This paper seeks to throw more light on the integral role played by generative dialogue in empowering collaborative inquiry in the context of school leadership development. Abstract.A key challenge for comparative politics is to explain the varying degrees of political conflict triggered by the territorial redistribution of financial resources. Federal systems pose this question particularly acutely since they typically operate equalization programs that generate different levels and patterns of intergovernmental conflict. For instance, in Canada equalization has generated serious conflict between federal and provincial governments whereas in Australia it has only led to low-level grumblings on the part of some states which have taken shots at others. This article sheds light on the causes for conflict around the territorial redistribution of financial resources by explaining why equalization has produced more severe intergovernmental conflict in Canada than in Australia. It argues that institutional factors linked to the governance structures of equalization and the nature of federalism are at the heart of the cross-national difference. More specifically, the presence of an arms-length agency administrating equalization in Australia compared to executive discretion over the program in Canada and the weaker status and lesser power of states in comparison to Canadian provinces means that equalization policy is more subject to political challenges in Australia than in Canada.Résumé.Une question majeure pour la politique comparée contemporaine, et plus particulièrement le fédéralisme comparé, est celle des conflits politiques et intergouvernementaux générés par la distribution territoriale des ressources fiscales. Au Canada, au cours de la dernière décennie, le programme de péréquation a suscité des conflits importants entre le gouvernement fédéral et les provinces, tandis qu'en Australie la péréquation ne provoque qu'un mécontentement épisodique entre les états fédérés. Cet article cherche à expliquer cette différence. Il suggère que des facteurs institutionnels liés à la gouvernance de la péréquation et à la nature des systèmes fédéraux sont au centre de l'explication. A recent major revision of the elasmobranchs of Australia, which expanded the described fauna from 190 to 307 species, has serious implications for our understanding of the host associations of parasites of Australian elasmobranchs. Most importantly, it questions the identities of the host records for many parasite species. This study focuses on cestodes of the tetraphyllidean genus Acanthobothrium parasitising Rhynchobatus, a batoid genus, the Australian elements of which have recently been revised. Four new cestode species are described from Rhynchobatus laevis (Bloch & Schneider, 1801) from the Northern Territory, Australia. These species differ from their ~160 congeners in several morphological respects. They differ conspicuously from their four Australian congeners also hosted by a Rhynchobatus species, all four of which (i.e. Acanthobothrium bartonae Campbell & Beveridge, 2002, Acanthobothrium gibsoni Campbell & Beveridge, 2002, Acanthobothrium lasti Campbell & Beveridge, 2002 and Acanthobothrium rhynchobatidis Subhapradha, 1955) were reported from Rhynchobatus djiddensis (Forsskål, 1775), a batoid species no longer considered to occur in Australian waters. This suggests that one or both of the other Australian members of Rhynchobatus (i.e. R. australiae Whitley, 1939 and R. palpebratus Compagno & Last, 2008) are likely candidates as hosts for one or more of the latter four species. With respect to the relationships among congeners parasitising the same host species, phylogenetic analyses of sequence data of the D1–D3 region of 28S rDNA for three of the four new cestode species support previous work suggesting that congeners parasitising the same host species are not each other’s closest relatives. This study also serves to emphasise the importance of careful scrutiny of host identities, particularly in systems such as this, in which host taxonomy is under active revision.

This thesis examines the Japanese-Australian clash over the White Australia Policy during the late 19th and the early 20th centuries. It explores the questions as to why Japan strongly objected to the White Australia Policy and why Australia was uncompromising in its position of excluding Japanese immigrants by placing these issues in a broad historical and international context of the time, particularly the development of collective national identities in Japan and Australia. Japan and Australia developed their national identities almost simultaneously in the late 19th century. In the case of Japan, after embarking on a frenzied modernisation and Westernisation in order to achieve equality with the West, it attempted to establish an identity as a “civilised” nation. Australians, for their part, embraced “British race nationalism” as the core foundation of their nation and developed their identity as a white British nation. However, because of their unique historical circumstances—in Japan’s case, because of its status as the only non-white great power in a European-dominated international society, and in Australia’s, because of its peculiar geo-cultural situation of being a white colonial outpost in the Pacific surrounded by people with different race and culture—they were both insecure about the identities they created for themselves, feeling that their national identities were constantly challenged and threatened by external circumstances. This thesis suggests that both nations’ visions of, and anxieties around, national identity greatly influenced their responses to the issue of Japanese exclusion in Australia and argues that the Japanese-Australian clash over the White Australia Policy can be interpreted as a clash between a country which sought to reaffirm its civilised identity by achieving equality with the West even on immigration issues and a country which was determined to defend its identity as a culturally and racially homogeneous white British nation from the perceived threat posed by the rise of a non-white power in the region. In other words, this thesis analyses the Japanese-Australian confrontation over the White Australia Policy as a means of shedding light on how the Japanese and Australians perceived their identities in the late 19th and the early 20th centuries. In so doing, it aims to contribute to the existing literature on Japanese immigration and the White Australia Policy and offer a more comprehensive analysis of the Japanese-Australian clash over the White Australia Policy.

This thesis is an intellectual and personal journey, written not so much to prove a particular point about the relationship between Australia and Japan, but so that I might understand changes which have taken place in my lifetime. As a schoolboy voluntary worker at a military hospital, my earliest impressions of Japan were coloured by meeting victims of the Japanese invasions of Indonesia and New Guinea and the bombing of Darwin. My heroes included members of Sparrow Force, which fought on behind the Japanese lines in Timor, and Julius Tahija, winner of the Orange Cross for a valiant rearguard action in which hundreds of Japanese were killed. By the time I graduated from university my hatred of Japan, like that of most of my generation, had softened as memories of the war faded and Australia entered a period of full employment and rapid growth. Then, while working with a trading house in Indonesia in the late 1950s, I started to relate to Japanese as fellow human beings, as business competitors - and as members of the same golf club. It was not until the 1960s, working in a variety of industries as a management consultant, that I became aware of how much Japan could influence Australia's future: on the one hand as the dominant customer for our wool; and on the other as the maker of such things as synthetic rope which would put Australian rope and twine makers out of business. Upon joining the mining industry, the profitability of my company and my own income were inextricably linked with the success of Japanese industry. And yet my colleagues and I knew little about the country and the people upon whom we were so dependent. The desire to learn more about the strange symbiotic relationship between Japan and Australia was the genesis of this thesis. Its objective is very simple: to trace the history of Australia's relationship with Japan and to identify the role played by governments, the bureaucracy and private individuals as Australia responded to changes in the Japanese economy. It will show that the complementary relationship is dynamic, calling for constant change and adaptation…

This thesis aimed to assess the population demographics of Southern right whales (SRW) Eubalaena australis, in South Australia. A combination of monitoring techniques were employed between 2014 and 2016 in the form of land and vessel based count and photo identification surveys. The study uses current and historical data (1991-2016) to assess distribution, abundance and life histories of SRW at two wintering aggregations in South Australia. Results provide information for recovery assessment and conservation management.

Italy has been the destination of a lifetime for an endless stream of travellers and since the start of Australian travel to Italy, Tuscany has always had a special and persistent attraction for Australian writers and artists. The connection between Italy and Australia will be explored here highlighting two periods in which Tuscany, and particularly Florence and Prato, became active and lively hubs for the reflection and study of the relationship between Australia and Italy. I will refer to a conference organised by Gaetano Prampolini and Marie Christine Hubert in 1989 at the University of Florence, “An Antipodean Connection: Australian Writers, Artists and Travellers in Tuscany”, and to the first decade of the 21st century when Anna Maria Pagliaro was Director of the Monash Prato Centre (2005-2008).

AbstractIn this chapter we show that the Australian constitutional and jurisprudential approach to political speech, as embodied in the implied freedom of political communication, makes Australia a uniquely congenial setting for TIPA laws and the type of burden they place on political speech. This is reflected in a range of High Court decisions as well as the fact that the Supreme Court of South Australia has upheld the constitutionality of the South Australian TIPA law based on Australian implied freedom of communication jurisprudence. Our exploration of these decisions and their broader context throws light on how such a freedom is supposed to work and is constituted. Notably, the Courts have achieved a balance in the ‘freedom-fairness’ trade-off, and indicated that they consider TIPA laws, in constraining some political speech, as tipping the scales towards ‘fairness’ without at the same time unduly impacting freedom. We end the chapter by summarising our argument so far.

AbstractAustralia is an unusual case study in terms of the history of benefit company legislation. Unlike the history in some other countries, the attempt by B Lab Australia and New Zealand (‘B Lab ANZ’) to introduce benefit company legislation was unsuccessful. It failed to gain the support of the government and attracted a mixed response from Australian businesses and academics. The authors discuss why the attempt was unsuccessful. However, although benefit company legislation was not enacted in Australia, B Lab ANZ’s B Corp certification program has had significant success with 371 Australian B Corps as of January 2022. The authors argue that while B Lab ANZ’s B Corp certification requirements achieve, in some important respects, some of what was contained in the proposed benefit company legislation, had it been enacted the proposed legislation would have ensured greater transparency and accountability for those companies electing to become benefit companies than is currently the case for B Corps in Australia.

Export education forms a major part of the Australian economy. Australian universities are now not only accepting overseas students into Australian campuses; they are setting up overseas-based campuses. This is often through an arrangement with a local educational institution or organisation. Subjects in these institutions are delivered by a combination of Victoria University Australian-based staff and local faculty. One of the primary programs being delivered overseas by many Australian institutions is the Master of Business Administration (MBA). This paper examines the delivery of the core information technology units, Management Information Systems (MIS), by Victoria University in Australia and overseas (in Bangladesh). The structure of the MBA at Victoria University in Australia and overseas is examined and the MIS subject explained. Results of a survey of MBA students’ views of the content of MIS, conducted in Australia (1997-2000) and Bangladesh (2001) are reported. There is little difference in the attitudes of students of both countries in relation to the topics covered in the subject, nor on the breakdown of the subject between ‘hands-on’ applications and more formal instruction. There are some differences in relation to the level of Internet and e-mail usage, with Australian students tending to use these technologies on a greater basis as a proportion of their overall computer usage.

Abstract Australia has embarked on a fast race to become the leading hydrogen provider in the Asia Pacific, supported by countries such as Japan and South Korea as firm customers. The seven territories of Australia are developing their business strategies to achieve competitiveness and a place in the race. A strategy based on a strengths, weakness, opportunities, and threats (SWOT) analysis has been derived from each territory, considering the current state-of-the-art hydrogen technologies and their main drivers. These strategies have been benchmarked against the Australia Council National Hydrogen Strategy and the Australia Electricity Market Operator Strategy regarding the scenario of a hydrogen superpower for Australia to become an essential player in the hydrogen market using the IBA (Interactive Bundle Analysis) framework. The seven territories’ strategies were analyzed, and a set of recommendations are derived from this analysis with the aim to reinforce each territory strategy, providing the Australian Federal Government a framework to assess which project to finance projects first and assist in de-risking them to attract private capital, which is essential for the country to become a large-scale hydrogen producer and exporter. This analysis recommends that should Australia focus on the development of blue hydrogen first and secures market share via Western Australia using steam methane reformer (SMR) and Victoria with the brown coal gasification, both fitted with the corresponding carbon capture and storage (CCS). In parallel, the Australian Federal government should incentivize Tasmania to produce green hydrogen followed by Queensland and Western Australia while other territories need to develop as per their individual strengths.

Modern concrete silos and grain elevators are a persistent source of interest and fascination for architects, industrial archaeologists, painters, photographers, and artists. The legacy of the Australian examples of the early 1900s is appreciated primarily by a popular culture that allocates value to these structures on aesthetic grounds. Several aspects of construction history associated with this early modern form of civil engineering have been less explored. In the 1920s and 1930s, concrete grain elevator stations blossomed along the railway networks of the Australian Wheat Belts, marking with their vertical presence the landscapes of many rural towns in New South Wales, Queensland, Victoria, and Western Australia. The Australian reception of this industrial building type of American origin reflects the modern nation-building aspirations of State Governments of the early 1900s. The development of fast-tracked, self-climbing methods for constructing concrete silos, a technology also imported from America, illustrates the critical role of concrete in that effort of nation-building. The rural and urban proliferation of concrete silos in Australia also helped establish a confident local concrete industry that began thriving with automatic systems of movable formwork, mastering and ultimately transferring these construction methods to multi-storey buildings after WWII. Although there is an evident link between grain elevators and the historiographical propaganda of heroic modernism, that nexus should not induce to interpret old concrete silos as a vestige of modern aesthetics. As catalysts of technical and economic development in Australia, Australian wheat silos also bear important significance due to the international technology transfer and local repercussions of their fast-tracked concrete construction methods.

Abstract: While there is an abundance of commentary and criticism on Le Corbusier’s effect upon architecture and planning globally – in Europe, Northern Africa, the Americas and the Indian sub-continent – there is very little dealing with other contexts such as Australia. The paper will offer a first appraisal of Le Corbusier’s relationship with Australia, providing example of the significant international reach of his ideas to places he was never to set foot. It draws attention to Le Corbusier's contacts with architects who practiced in Australia and little known instances of his connections - his drawing of the City of Adelaide plan (1950) and his commission for art at Jorn Utzon's Sydney Opera House (1958). The paper also considers the ways that Le Corbusier’s work underwent translation into Australian architecture and urbanism in the mid to late 20th century through the influence his work exerted on others, identifying further possibilities for research on the topic. This paper explores the potential of feminist experience design practice to design for the LGBTQ+ community by focusing on YES! Fest. YES! Fest, a pride festival forged in Canberra, so-called Australia, in response to the Australian postal vote on same-sex marriage in 2017. Australia has a long tradition of pride events, in larger cities, the most well-known is the Sydney Gay and Lesbian Mardi Gras, which started in 1978 and hosted World Pride in 2023. Yes! Fest was a unique contribution to Australian pride celebrations, as the experience designer of the festival used trauma-informed and feminist practices to party in response to a political cause. This paper explores the ways YES! Fest designed a feminist LGBTQ+ festival for allies in partnership with businesses, government departments and the community.

Working collaboratively with the Statistical Society of Australia (SSAI), ABS has taken a deliberate and strategic decision to influence, when possible, inclusion of more statistical content within Australian curricula. This paper discusses how ABS Education Services is adopting new strategies to promote statistical education in the context of new curricula, enhancing suites of free education resources, and building new partnerships to bring statistical literacy competencies to life for both teachers and students.

No existing scale has been designed for, and validated in, the Australian context which can objectively evaluate the levels of general racist attitudes in Australian individuals or groups. Existing Australian measures of racist attitudes focus on single groups or have not been validated across the lifespan. Without suitable instruments, racism reduction programs implemented in Australia cannot be appropriately evaluated and so cannot be judged to be making a meaningful difference to the attitudes of the participants. To address the need for a general measure of racial, ethnic, cultural, and religious acceptance, an Australian scale was developed and validated for use with children, adolescents, and adults. The Racism, Acceptance, and Cultural-Ethnocentrism Scale (RACES) is a 34-item self-report instrument measuring explicit racist attitudes, consisting of three interdependent subscales (Accepting Attitudes – 12 items; Racist Attitudes – 8 items; Ethnocentric Attitudes – 4 items) and a 10-item measure of social desirability. The current chapter summarises the mixed methods approach to the development and evaluation of the novel scale, and reports on the reliability and validity data for children, adolescents, and adults from diverse racial, ethnic, cultural, and religious backgrounds around Australia. The results of examinations of psychometric properties, including latent structure, internal consistency, test-retest reliability, convergent validity, discriminant validity, and predictive validity, are discussed. Utilised analytical techniques include qualitative thematic analysis of interviews and focus groups, unidimensional and multidimensional Rasch (Item Response Theory) analyses, and various Classical Test Theory analyses.

Cotton dominates the natural fibre market worldwide, as evidenced by its 24% market share. Australia is a major exporter of cotton, following China, India and the United States. The industry is significant for Australia, generating $2 billion dollars in exports per annum and employing approximately 10,000 people across the industry. However, sustainability concerns associated with cotton production, as well as evolving consumer awareness and an increase in sustainability initiatives and regulation, have brought sustainability to the forefront of the Australian cotton industry's agenda. The paper will provide a contextual review of the various sustainability aspects of cotton, such as genetically modified and non-genetically modified cotton, credible claims around environmental impacts, chain of custody and circularity approaches. This paper draws on publicly available information including industry reports, news articles, and certification websites. The paper provides valuable insights into the sustainability challenges for the Australian cotton industry, which can inform policymakers, industry stakeholders and consumers.

Professor Leslie R. Marchant was a Western Australian historian of international renown. Richly educated as a child in political philosophy and critical reason, Marchant’s understandings of western political philosophies were deepened in World War Two when serving with an international crew of the merchant navy. After the war’s end, Marchant was appointed as a Protector of Aborigines in Western Australia’s Depart of Native Affairs. His passionate belief in Enlightenment ideals, including the equality of all people, was challenged by his experiences as a Protector. Leaving that role, he commenced his studies at The University of Western Australia where, in 1952, his Honours thesis made an early case that genocide had been committed in the administration of Aboriginal people in Western Australia. In the years that followed, Marchant became an early researcher of modern China and its relationship with the West, and won respect for his archival research of French maritime history in the Asia-Pacific. This work, including the publication of France Australe in 1982, was later recognised with the award of a French knighthood, the Chevalier d’Ordre National du Mèrite, and his election as a fellow to the Royal Geographical Society. In this festschrift, scholars from The University of Notre Dame Australia appraise Marchant’s work in such areas as Aboriginal history and policy, Westminster traditions, political philosophy, Australia and China and French maritime history.

This Evidence Check review, commissioned by Dementia Training Australia, aimed to identify existing education and training standards frameworks that may be used to support development of a national standards framework for education and training of the dementia workforce in Australia. The report identified thirteen frameworks and key elements which would be relevant and useful to development and implementation of a framework in the Australian context. Three frameworks (from Northern Ireland, the UK and Scotland) were identified for use as a starting point and as most adaptable to the Australian context. Based on analysis of the various frameworks the authors make a series of recommendations for an Australian framework and identify gaps to be addressed.

Description The Creative Hotspots project, or as it was officially titled Australian Cultural and Creative Activity: A Population and Hotspot Analysis, was an expansive, four-year project funded by an Australian Research Council Linkage grant (LP160101724). This comprehensive national study investigated the contemporary dynamics of cultural and creative activity in largely regional and non-capital cities and towns across Australia before the outbreak of COVID-19 in March 2020. In total, the project conducted fieldwork in 17 creative and cultural hotspots across five states: Queensland, New South Wales, Victoria, Western Australia, and South Australia, examining what makes each hotspot “hot”, identifying the dynamics that underpinned their high concentrations of creative and cultural employment and activity. This White Paper outlines the project's findings and outcomes.

There is a vast international literature exploring the consequences of low interest rates for various banking sectors. In this paper, I explore how this international literature relates to the Australian banking sector, which operates differently to other jurisdictions. In the face of low rates, the profitability of Australian banks has likely been less adversely affected than what the international literature would predict, but the flip side to this is that the pass-through of monetary policy to lending rates may have been more muted. I then use a recent advance in macrofinancial modelling to explore whether pass-through in Australia could turn negative – the so called 'reversal rate' – and find that the features of the Australian banking system mean a reversal rate is highly unlikely to exist in Australia.

This project aimed to research the effectiveness of Australian age discrimination laws. While demographic ageing necessitates extending working lives, few question the effectiveness of Australian age discrimination laws in supporting this ambition. This project drew on mixed methods and comparative UK experiences to offer empirical and theoretical insights into Australian age discrimination law. This report examines changes in the production and commissioning of Australian television drama from 1999–2019, a period marked by notable changes in the business of television in Australia and globally. More production companies now make drama in Australia; however, the fact that more companies share less than half the annual hours once produced raises concerns about sustainability. Several major Australian production companies have been acquired by foreign conglomerates and challenge the viability of domestic companies that lack access to international corporate capital and distribution. The decrease in adult drama hours commissioned by commercial broadcasters has reshaped Australian television drama more than any other change. The national broadcasters have increased their role in commissioning, particularly in children’s drama. Titles have not decreased nearly as significantly as the number of episodes per series. Commercial broadcasters’ drama decreased from an average of 21 episodes per title in 1999 to seven in 2019, a 60 per cent decrease that, along with the increasing peripheralization of soaps, has diminished available training grounds and career paths in the Australian scripted production industry.

Resumen
An economic and population boom in the 1890s created opportunities for architects to find work and fame in Western Australia. Architecture, therefore, became a viable profession for the first time, and the number of practicing architects in the colony (and then state) quickly grew. Associations such as the Western Australian Institute of Architects were established to organise the profession, but as the number of architects grew and Western Australian society matured, it became evident that a role for government was required to ensure practice standards and consumer protection. In 1921, therefore, the Architects Act was passed, and, in the following year, the Architects Board of Western Australia was launched. This report traces the evolution and transformation of professional architectural practice since then, and evaluates the role and impact of the Board in its first century.

Australia has participated in all cycles of TIMSS since it commenced in 1995 and over this 24-year period has collected rich data about trends in mathematics and science achievement. This document provides the highlights from Volume I of the main report TIMSS 2019 Australia. Volume I: Student performance. Volume I and these Highlights focus on the achievement results, detailing Australia’s results within the international context, as well as the results for the Australian jurisdictions, and for different demographic groups within Australia.

Socioeconomically disadvantaged students (i.e. those whose scores on a constructed measure of social and cultural capital are below a specified cut-off, usually the 25th percentile) have been found to be more likely to drop out of school, repeat a grade, achieve lower levels at senior secondary school, and score lower on tests such as the Programme for International Student Assessment (PISA). Despite this association between socioeconomic disadvantage and poorer outcomes related to education, a percentage of students who come from disadvantaged backgrounds enjoy success at school. This apparent success despite the odds is of interest to researchers and educators alike – what, if any, characteristics do these academically resilient students share, why might this be and what can we learn from this group of students, however small, that might assist in improving outcomes for all students, regardless of their socioeconomic background?
