In Africa, police organisations are characterised by a high degree of internal norm pluralism, organisational opacity and a large gap between everyday practices and bureaucratic ideals, set amid wider societies marked by uncertainty and precariousness. Police officers respond to these conditions with improvisation and ‘bricolage’ in a ‘twilight zone’ between public and the private.

AbstractThis chapter examines the wider policy context and administrative systems for child migration to Australia in the period 1948-1954. With stronger concerns about child migration being expressed by some professional and voluntary organisations in Britain, in 1949 the Home Office began a process of drafting regulations for the emigration of children from the care of voluntary societies. The chapter examines how the process of developing these regulations was delayed through a complex bureaucratic process, with a final draft of the regulations not completed until 1954. Concerns about the legal limitations of these regulations and their effective power in safeguarding child migrants once overseas contributed to a subsequent decision in the Home Office not to introduce them. This decision was also informed by an independent review of child migration to Australia by John Moss, published in 1953, which offered a broadly positive view of this work. The chapter considers why Moss—a former member of the Curtis Committee—took this view, and how broad policy standards such as the Curtis report were, in practice, interpreted and implemented in different ways.

AbstractHuman resource management (HRM) reform has not been the focus of attention in Germany despite its obvious relevance for effective policy implementation. Although there is a general trend worldwide towards convergence between public and private HRM strategies and practices, management of the workforce in German public administration still remains largely traditional and bureaucratic. This chapter describes and analyses German practices regarding the central functions and elements of HRM such as planning, recruitment, training and leadership. Furthermore, it explores the importance and contribution of public service motivation, performance-related pay and diversity management in the context of German practices. The chapter concludes by highlighting some of the major paradoxes of German public HRM in light of current challenges, such as demographic change, digital transformation and organisational development capabilities.

AbstractIn order to understand how regularities in administrative practice are produced, the shaping of administrative caseworkers’ discretionary practices must be studied. This chapter adopts a holistic way of doing so, arguing that regulatory frameworks, the structural conditions of bureaucratic decision-making, the ideological environments administrations are embedded in as well as professional norms and values shape administrative caseworkers’ practices. Furthermore, the chapter argues that officials develop specific dispositions through organisational socialisation. For this purpose, building on Bourdieu, the concept of the institutional habitus is introduced. The chapter argues that the institutional habitus not only shapes everyday administrative practice but also reaffirms the very regulatory constraints, norms and values that lie at its heart. With regard to the empirical focus of this book—credibility assessments in asylum procedures—the concept of the institutional habitus allows us to analytically grasp the socialised subjectivity which emerges out of caseworkers’ socialisation in the office.

This chapter addresses the first of the three contexts (bureaucracy, market and psychology) which the book explores with regards to its influence on present day welfare encounters. The chapter thus presents the bureaucratic contexts and the primary literature hereon; especially centering Weber’s definition of the ideal type bureaucracy as well as the work of Lipsky on street level bureaucratic welfare work. In doing so, the chapter pays particular attention to the discretionary practices of welfare staff in bureaucratic organisations when discussing how values, norm and principles from this context affects the encounter between welfare workers (administrators) and citizens (clients). Lastly the chapter expands upon the discussion on discretionary practices by exploring the role of agency, the concepts of ‘state agents’ and ‘citizen agents’ as well as the notion of welfare staff as holding two bodies.

It addresses the frictions that emerge internally in public organisations when they attempt to respond to local demands of social innovation, citizen's engagement, and democratic participation. The chapter's contribution to a critique of contemporary technocratic urban management and planning lies in identifying the key axes of internal conflict between public professional expertise and the situated knowledge in urban neighbourhoods. This chapter attempts to build up a framework of virtual organisation on the basis oF concepts taken from complexity theory. On THE basis of the dimensions of interaction and coordination, four ideal types of virtual organisation are identified, all illustrating a shift from bureaucratic structure towards network structure—a shift made possible by the introduction of new information and communications technologies. Furthermore, this shift may also be seen as a transformation from a transactional perspective represented by neoclassical economics based on external coordination towards a more integrative perspective, where networks become institutionalised and where coordination takes place internally within the virtual organisation.

Multiview is a framework to support the information systems development process. It was formulated originally in 1985, but has been developed and changed since that time. It was originally defined to take into account the human and organisational aspects of information systems development, as the alternative methodologies of the time–and most since that time–took a very technology-oriented approach. Furthermore, it is a contingency approach, and again this compares with the alternative bureaucratic and prescriptive methodologies. In this chapter, we describe the history of Multiview, and we reflect on the experiences of using it in action in many organisations.

Scholars researching the area of the sociology of professions had earlier predicted that as occupations seek to improve their public image, professionalism would embrace all their incumbents. It is therefore no revelation that call centre agents in India identify themselves as professionals. Using van Manen’s hermeneutic phenomenological approach, we explored this dimension with 59 call centre agents located in Mumbai and Bangalore, India. The findings demonstrate that neither the trait nor the power approaches drawn from the traditional literature on the sociology of professions explain call centre agents’ identification with professional work. Instead, agents’ experiences validate the contemporary explanation that emphasises the appeal of professionalism used by employer organisations as a means to convince, cajole, and persuade their employees to perform and behave in ways which the employer organisation deems appropriate, effective and efficient. It is in this context that agents accept stringent work systems and job design elements, techno-bureaucratic controls and the primacy of the customer in return for the privileges bestowed upon them by way of being professionals. While professional identity thus serves as a means of socio-ideological control facilitating the realisation of the organisation agenda, it is not all-encompassing as agents simultaneously show signs of resistance.
