Our study concerns adolescents using poetry writing as an interrogative and creative means of shaping and creating “voices” or “identities.” Toronto-based high school students were challenged to be creators (rather than solely consumers) of available social practices within a digital landscape using mobile devices and social networking platforms. The students engaged in the processes of creating poetry that included experimentation with form (including spoken word, found, and rhyming couplet poetry), research, and writing-induced challenges of received ideas. Small accommodation providers are challenged to grow their business due to their limited resources. Although social networking is suggested to assist organization growth, few studies have focused on how owner-managers in the Malaysian hospitality industry network and the value they attach to it. This paper presents findings of 10 in-depth interviews of social networking motivation and barrier of owner-managers of small accommodation in Kuching, Malaysia. The findings show that the owner-managers were motivated by the perceived organizational and personal benefits of networking with others. However, issues such as social competence and business concerns were identified as barriers that may limit their participation in networking. To overcome these issues, it is suggested that educators, policymakers, and trade associations work together with the owner-managers to address their specific development and resource needs. In the two studies reported here, we examined the relation among residential mobility, economic conditions, and optimal social-networking strategy. In Study 1, a computer simulation showed that regardless of economic conditions, having a broad social network with weak friendship ties is advantageous when friends are likely to move away. By contrast, having a small social network with deep friendship ties is advantageous when the economy is unstable but friends are not likely to move away. In Study 2, we examined the validity of the computer simulation using a sample of American adults. Results were consistent with the simulation: American adults living in a zip code where people are residentially stable but economically challenged were happier if they had a narrow but deep social network, whereas in other socioeconomic conditions, people were generally happier if they had a broad but shallow networking strategy. Together, our studies demonstrate that the optimal social-networking strategy varies as a function of socioeconomic conditions.

A cognitive networking approach to the anycast routing problem for delay-tolerant networking (DTN) is proposed. The method is suitable for the space–ground and other domains where communications are recurrently challenged by diverse link impairments, including long propagation delays, communication asymmetry, and lengthy disruptions. The proposed method delivers data bundles achieving low delays by avoiding, whenever possible, link congestion and long wait times for contacts to become active, and without the need of duplicating data bundles. Network gateways use a spiking neural network (SNN) to decide the optimal outbound link for each bundle. The SNN is regularly updated to reflect the expected cost of the routing decisions, which helps to fine-tune future decisions. The method is decentralized and selects both the anycast group member to be used as the sink and the path to reach that node. A series of experiments were carried out on a network testbed to evaluate the method. The results demonstrate its performance advantage over unicast routing, as anycast routing is not yet supported by the current DTN standard (Contact Graph Routing). The proposed approach yields improved performance for space applications that require as-fast-as-possible data returns.

The vocational education system in Germany is challenged by the wide range of societal demands made on it. The current organizational structure of the ‘Dual System’ of vocational education is too rigid. Teaching in vocational schools and the parallel company apprenticeships are too isolated from each other. Educational provision thus follows the systemic logic of this separation: there is inadequate and only superficial cooperation between school and firm. This paper recommends a change in approach from cooperation to networking. Based on the theoretical instrument of a ‘reflection step model’, an approach for bringing the two sectors together is developed. Examples are given of two research projects that indicate the potential of this approach.

Information technology fields are now more dominated by artificial intelligence, as it is playing a key role in terms of providing better services. The inherent strengths of artificial intelligence are driving the companies into a modern, decisive, secure, and insight-driven arena to address the current and future challenges. The key technologies like cloud, internet of things (IoT), and software-defined networking (SDN) are emerging as future applications and rendering benefits to the society. Integrating artificial intelligence with these innovations with scalability brings beneficiaries to the next level of efficiency. Data generated from the heterogeneous devices are received, exchanged, stored, managed, and analyzed to automate and improve the performance of the overall system and be more reliable. Although these new technologies are not free of their limitations, nevertheless, the synthesis of technologies has been challenged and has put forth many challenges in terms of scalability and reliability. Therefore, this paper discusses the role of artificial intelligence (AI) along with issues and opportunities confronting all communities for incorporating the integration of these technologies in terms of reliability and scalability. This paper puts forward the future directions related to scalability and reliability concerns during the integration of the above-mentioned technologies and enable the researchers to address the current research gaps.

The time spent on Facebook by university students is continuously increasing. This fact is raising many questions as regards the relation between the social networking websites and the university. The educators are challenged to understand the factors that are driving the adoption of social networking websites, the characteristics of the daily use as well as the positive and negative effects on the university work. The social influence has been recognized as one of the factors that are driving the adoption of information systems. On another hand, the excessive use may lead to addiction. The first objective of this research is to explore the correlation between the social influence and the Facebook dependence. A model with these latent variables has been specified and tested on two samples of university students, the first from Romania and the second from Lithuania. The second objective of the research is to comparatively discuss the measures in each country. A multi-group confirmatory factor analysis has been carried on to test the configural and metric invariance. The comparison of means shows that university students reporting higher social influence have a higher risk of Facebook dependence. The comparative analysis revealed that for both variables, the mean values are higher for the Romanian sample. Over the past 10 years, there has been limited progress for the treatment of brain cancer and outcomes for patients are not much improved. For brain cancer researchers, a major obstacle to biomarker driven research is limited access to brain cancer tissue for research purposes. The Mark Hughes Foundation Brain Biobank is one of the first post-mortem adult brain banks in Australia to operate with protocols specifically developed for brain cancer. Located within the Hunter New England Local Health District and operated by Hunter Cancer Biobank, the boundaries of service provided by the Brain Bank extend well into the surrounding regional and rural areas of the Local Health District and beyond. Brain cancer biobanking is challenging. There are conflicting international guidelines for best practice and unanswered questions relating to scientific, psychosocial and operational practices. To address this challenge, a best practice model was developed, informed by a consensus of existing data but with consideration of the difficulties associated with operating in regional or resource poor settings. The regional application of this model was challenged following the presentation of a donor located in a remote area, 380km away from the biobank. This required biobank staff to overcome numerous obstacles including long distance patient transport, lack of palliative care staff, death in the home and limited rural outreach services. Through the establishment of shared goals, contingency planning and the development of an informal infrastructure, the donation was facilitated within the required timeframe. This experience demonstrates the importance of collaboration and networking to overcome resource insufficiency and geographical challenges in rural cancer research programmes.

Third spaces have been imagined as sites of resistance, where hegemonic and normative understandings of the world may be challenged. New media are often imagined to have this liberatory potential as well, particularly for those individuals who experience social, cultural, or political marginalization. This research considers whether social media might help facilitate third spaces. It takes as a case for exploring this topic the experience of 188 Muslim bloggers in social networking site Tumblr. Many of these individuals live in non-Muslim majority countries and say they sometimes feel stuck between identities. The qualitative analysis of their blogs, as well as interviews with 30 of the bloggers, seeks to understand how Tumblr can facilitate third spaces where these bloggers can explore the hybrid nature of their identities while connecting to others who share that experience.

With the growth of Internet, the underlying protocols are increasingly challenged by new technologies and applications. The original Internet protocols were, however, not designed for wireless communication, mobility, long disconnection times, and varying bandwidths. In this thesis, we study challenged networking, and how well old and new protocols operate under such constraints. Our study is experimental. We build network testbeds and measure the performance of alternative protocols and architectures. We develop novel methodologies for repeatable experiments that combine emulations, simulations and real world experiments. Based on our results we suggest modifications to existing protocols, and we also develop a new network architecture that matches the constraints of a challenged network, in our case, an opportunistic network. One of our most important contributions is an Ad hoc Protocol Evaluation (APE) testbed. It has been successfully used worldwide. The key to its success is that it significantly lowers the barrier to repeatable experiments involving wireless and mobile computing devices. Using APE, we present side-by-side performance comparisons of IETF MANET routing protocols. A somewhat surprising result is that some ad hoc routing protocols perform a factor 10 worse in the testbed than predicted by a common simulation tool (ns-2). We find that this discrepancy is mainly related to the protocols’ sensing abilities, e.g., how accurately they can infer their neighborhood in a real radio environment. We propose and implement improvements to these protocols based on the results. Our novel network architecture Haggle is another important contribution. It is based on content addressing and searching. Mobile devices in opportunistic networks exchange content whenever they detect each other. We suggest that the exchange should be based on interests and searches, rather than on destination names and addresses. We argue that content binding should be done late in challenged networks, something which our search approach supports well.

Delay-tolerant networking (DTN) is a system for constructing automated data networks in which end-to-end communication is reliable despite low data rates, possible sustained interruptions in connectivity, and potentially high signal propagation latency. As such it promises to provide an inexpensive and robust medium for returning telemetry from research vehicles in environments that provide meager support for communications: deep space, the surface of Mars, the poles or the sub- Arctic steppes of Earth, and others. This paper presents an overview of DTN concepts, including “bundles” and the Bundling overlay protocol. One possible scenario for the application of DTN to a telemetry return problem is described, and there is a brief discussion of the current state of DTN technology development.

Information Centric Network (ICN) architectures offer a viable design to cope with the disruptive nature of Challenged Network environments. They aim to address the challenges of unreliable connectivity and location transparency to offer a delay- and disruption-tolerant solution. Named Data Networking (NDN), a prominent ICN architecture, uses a publish/subscribe-driven model and relies on two main message units for communication, called Interests and Data. Instead of a host-based model for data retrieval, an addressing scheme based on named data is utilized. The naming of data allows for retrieval of data from the network without the knowledge of individual hosts. This thesis studies NDN behavior in a disruptive network environment. More specifically, we use CCNx as an implementation of a Content-Centric Networking protocol that inherits key characteristics from NDN. We study the behavior of CCNx using the Haggle testbed to simulate a simple disruptive network environment. We develop a delay/disruption-tolerant framework based on CCNx and implement the game Tic-Tac-Toe using that framework. The framework design is presented  with an analysis into various alternatives that were considered. A more complex five-node experiment with link disruption is performed using the framework to evaluate CCNx in a real world scenario. We conclude that CCNx is good at handling disruptions associated with Challenged Networks.

Le comunicazioni interplanetarie sono caratterizzate da lunghi ritardi, perdite elevate e connettività intermittente con frequenti interruzioni. Lo stack TCP/IP è inadatto nell'affrontare questo tipo di problemi. Mentre inizialmente l'unico scenario di riferimento erano le comunicazioni interplanetarie, negli anni successivi è nato il termine "Challenged Networks" per identificare le reti in cui i protocolli tradizionali falliscono. L'idea si evolve così in Delay/Disruption Tolerant Networking(DTN), con l'obiettivo di fornire una soluzione adatta alle challenged network. Tra i vari aspetti in cui le reti DTN differiscono dai protocolli TCP/IP abbiamo il modo in cui viene effettuato routing. L'attuale algoritmo di routing utilizzato proposto per le reti DTN è chiamato Contact Graph Routing(CGR). L'aspetto che contraddistingue il CGR dagli algoritmi di routing tradizionali è che esso costruisce una rotta di "contatti" (ovvero delle possibilità di comunicazione programmate), anzichè costruire un percorso di nodi. Questa caratteristica è efficace nell'ambito delle reti DTN, dove i contatti sono noti a priori. Nonostante il CGR sia molto efficiente, esso presenta dei problemi di scalabilità. Infatti, con l'aumentare del numero dei contatti, il suo tempo di esecuzione tende a crescere fino a degradare le prestazioni dell'intera rete. In questa tesi viene proposto un algoritmo di routing chiamato Hierarchical Inter-regional Routing (HIRR) che ha l'obiettivo di mitigare il problema di scalabilità del CGR dividendo i nodi della rete in diverse regioni amministrative, in cui l'utilizzo del CGR non risulta essere critico. Lo scopo principale di HIRR è quindi quello di cercare di trarre il massimo beneficio dal CGR, accettando un ragionevole compromesso fra ottimalità delle rotte e tempo di calcolo. Questa tesi è stata svolta al NASA Jet Propulsion Laboratory(JPL) situato a Pasadena in California, aderendo al Visiting Student Research Program (VSRP).

Sono dette “challenged networks” quelle reti in cui lunghi ritardi, frequenti partizionamenti e interruzioni, elevati tassi di errore e di perdita non consentono l’impiego dei classici protocolli di comunicazione di Internet, in particolare il TCP/IP. Il Delay-/Disruption-Tolerant Networking (DTN) è una soluzione per il trasferimento di dati attraverso queste reti. L’architettura DTN prevede l’introduzione, sopra il livello di trasporto, del cosiddetto “bundle layer”, che si occupa di veicolare messaggi, o bundle, secondo l’approccio store-and-forward: ogni nodo DTN conserva persistentemente un bundle finché non si presenta l’opportunità di inoltrarlo al nodo successivo verso la destinazione. Il protocollo impiegato nel bundle layer è il Bundle Protocol, le cui principali implementazioni sono tre: DTN2, l’implementazione di riferimento; ION, sviluppata da NASA-JPL e più orientata alle comunicazioni spaziali; IBR-DTN, rivolta soprattutto a dispositivi embedded. Ciascuna di esse offre API che consentono la scrittura di applicazioni in grado di inviare e ricevere bundle. DTNperf è uno strumento progettato per la valutazione delle prestazioni in ambito DTN. La più recente iterazione, DTNperf_3, è compatibile sia con DTN2 che con ION nella stessa versione del programma, grazie all’introduzione di un “Abstraction Layer” che fornisce un’unica interfaccia per l’interazione con le diverse implementazioni del Bundle Protocol e che solo internamente si occupa di invocare le API specifiche dell’implementazione attiva. Obiettivo della tesi è estendere l’Abstraction Layer affinché supporti anche IBR-DTN, cosicché DTNperf_3 possa essere impiegato indifferentemente su DTN2, ION e IBR DTN. Il lavoro sarà ripartito su tre fasi: nella prima esploreremo IBR DTN e le sue API; nella seconda procederemo all’effettiva estensione dell’Abstraction Layer; nella terza verificheremo il funzionamento di DTNperf a seguito delle modifiche, sia in ambiente esclusivamente IBR-DTN, sia ibrido.

Today, marketers and media companies face a changed environment, affected mostly by the rise of the Internet era. The emergence of various technology applications, combined with the global change of customers is affecting the communication between marketers and consumers. Consumers and marketers are changing their roles; consumers are now media producers, programmers, and distributors, through the use of the social networking applications. The aim of the thesis is to analyze this trend, to predict its lifetime and to provide useful insights for the parties that are involved in it. Main point of evaluation are; the structure of the social media marketing ecosystem; the impact that social networking has on the business environment; the relationship of social media and the conventional media, and the legal and ethical concerns of the use of social media. Social networking is a new, experimental trend that has been accepted by many companies, as a part of their communication strategy. The trend has introduced many challenges for businesses, both positive and negative. To seize the positive challenges, marketers need to invest further in learning the rules of the new marketing trend, and in improving their social networking strategies.

Cette thèse aborde des problèmes liés à deux aspects majeurs de l'évolution d'Internet : l'aspect«comportemental», qui correspond aux nouvelles interactions entre les utilisateurs et le réseau, et l'aspect «structurel», lié aux changements d'Internet d'un point de vue architectural.Le manuscrit est composé d'un chapitre introductif qui donne les grandes lignes de recherche de ce travail de thèse, suivi d'un chapitre consacré à la description de l'état de l'art sur les deux aspects mentionnés ci-dessus. Parmi les solutions proposées par la communauté scientifique pour s'adapter à l'évolution d'Internet, deux nouveaux paradigmes réseaux sont particulièrement décrits : Information- Centric Networking (ICN) et Software-Defined Networking (SDN).La thèse continue avec la proposition de «Caesar», un dispositif réseau, inspiré par ICN, capable de gérer la distribution de contenus à partir de primitives de routage basées sur le nom des données et non les adresses des serveurs. Caesar est présenté dans deux chapitres, qui décrivent l'architecture et deux des principaux modules : le relayage et la gestion de la traçabilité des requêtes.La suite du manuscrit décrit un outil mathématique pour la détection efficace de boucles dans un réseau SDN d'un point de vue théorique. This thesis addresses two major aspects of the Internet evolution problem: a behavioral aspect, corresponding to a new type of interactions between users and the network, and a structural aspect, which refers to the evolution problem from an architectural point of view.The manuscript consists of an introductory chapter which outlines the research directions of this thesis, followed by a chapter on the description of the state of the art on the two aforementioned aspects.Among the solutions proposed by the scientific community to adapt to the evolution of the Internet, two new network paradigms are described: Information- Centric Networking (ICN) and Software-Defined Networking (SDN).The thesis continues with the description of "Caesar", a network device, inspired by ICN, capable of managing the distribution of content using forwarding primitives based on the content name and not a server address. Caesar is presented in two chapters describing the architecture of two main modules: theforwarding module, and the pending request management.The second part of the manuscript describes a mathematical tool for the effective loop detection in an SDN network from a theoretical point of view. Some algorithms are proposed and the improvements with respect ta the prior work are discussed.The thesis is concluded with a summary of the main results and a presentation of current and future work

The adoption of commercial off the shelf networks, such as Ethernet, FireWire and FibreChannel, within the avionics community has dramatically changed the architecture of avionics busses and instrumentation networks. Higher bandwidth links and unified interconnects simplify existing infrastructure and wiring. But due to their point-to-point nature, networking topologies are fundamentally different from systems built on legacy bus technologies such as CAIS and MIL-STD-1553. Switched networks and ring topologies pose various challenges for the implementation of network monitoring hardware, and affect the design of bus monitors and distributed data acquisition systems. This paper discusses some of these issues. In particular we address deployment issues, architectural choices such as pass-through versus tap approach, as well as handling of bandwidth requirements and complex communication protocols. We illustrate on the basis of a FireWire monitoring system how these obstacles have been overcome for one given application.

Récemment, les villes sont devenues "de plus en plus intelligentes", avec une multitude de périphériques IoT et de capteurs déployés partout. Parmi ces objets intelligents, les voitures peuvent jouer un rôle important. Les véhicules sont (ou seront), en effet, équipés avec plusieurs interfaces réseau, ils ont (ou auront) des capacités de calcul et des dispositifs capables d'analyser l'environnement. Pour réaliser le concept de "connected-car" il faut un changement de modèle Internet, à partir d'une architecture centrée sur l'hôte (IP) vers un paradigme centré sur l'information, comment l'architecture ICN (Information Centric Networking). Cette thèse analyse ainsi les avantages et les défis du paradigme ICN, en particulier du Named Data Networking (NDN), dans le domaine VANET, en présentant la première implémentation de NDN pour VANET (V-NDN). Il propose ensuite Navigo, un mécanisme de forwarding basé sur NDN pour la récupération de contenu en utilisant les communications V2V et V2I. Ensuite, le problème de la mobilité des fournisseurs de données est traité, proposant une solution distribuée basée sur NDN, MAP-Me. Toutefois, le rôle du véhicule dans les villes intelligentes ne s'arrête pas au niveau de la connectivité. Les voitures, avec leurs nouvelles capacités de calcul, sont les candidates idéales pour jouer un rôle dans l'architecture Fog Computing, en déplaçant des tâches de calcul vers l'edge du réseau. In the recent years we have seen a continuous integration of technology with the urban environment. This fusion aims to improve the efficiency and the quality of living in big urban agglomerates, while reducing the costs for their management. Cities are getting “smarter and smarter”, with a plethora of IoT devices and sensors deployed all over the urban areas. Among those intelligent objects, an important role may be played by cars. Modern vehicles are (or will be) indeed equipped with multiple network interfaces, they have (or will have) computational capabilities and devices able to sense the environment. However, smart and connected cars do not represent only an opportunity, but also a challenge. Computation capabilities are limited, mobility and the diversity of network interfaces are obstacles when providing connectivity to the Internet and to other vehicles. When addressing the networking aspect, we believe that a shift in the Internet model is needed, from a host oriented architecture (IP) to a more content focused paradigm, the Information Centric Networking (ICN) architectures. This thesis thus analyzes the benefits and the challenges of the ICN paradigm, in particular of Named Data Networking (NDN), in the VANET domain, presenting the first implementation running on real cars of NDN for VANET (V-NDN). It then proposes Navigo, an NDN based forwarding mechanism for content retrieval over V2V and V2I communications, with the goal of efficiently discovering and retrieving data while reducing the network overhead. Networking mobility is not only a challenge for vehicles, but for any connected mobile device. For this reason, this thesis extends its initial area of interest — VANET — and addresses the network mobility problem for generic mobile nodes, proposing a NDN-based solution, dubbed MAP–Me. MAP-Me tackles the intra-AS content provider mobility problem without relying on any fixed node in the network. It exploits notifications messages at the time of a handover and the forwarding plane to maintain the data provider “always” reachable.Finally, the “connected car” concept is not the only novel element in modern vehicles. Cars indeed won’t be only connected, but also smart, able to locally process data produced by in-car sensors. Vehicles are the perfect candidates to play an important role in the recently proposed Fog Computing architecture. Such an architecture moves computational tasks typical of the cloud away from it and brings them to the edge, closer to where the data is produced. To prove that such a model, with the car as computing edge node, is already feasible with the current technology and not only a vision for the future, this thesis presents ParkMaster. Parkmaster is a fully deployed edge-based system that combines vision and machine learning techniques, the edge (driver’s smartphone) and the cloud to sense the environment and tackle the parking availability problem

As part of the initiative "Strategic Networking Platforms in the Context of Major Societal Challenges", the BMBWF funded four networking platforms, starting in mid-2016: - Network Ageing - Ageing and Demographic Change as Challenge and Opportunity". - National networking platform for personalised medicine (ÖPPM) - National networking platform for "Sustainable Water Systems - National Networking Platform for "European and International Climate Agendas The three-year funding periods of these networking platforms will end in 2020 at the latest. Therefore, the EU and OECD Research Policy Division (Division V) responsible for the networking platforms OECD Research Policy (Department V/5) of the BMBWF commissioned Technopolis Group Austria to evaluate the National Networking Platforms of the BMBWF. The aim was to analyse what has been achieved so far and, on this basis, to develop recommendations for future work, both individually for each funded networking platform and for the design and management of the platform initiative itself by the BMBWF - with regard to the latter, the four funded networking platforms serve as pilot projects.

In 2015, the Federal Ministry of Education, Science and Research (BMBWF), together with the Federal Ministry of Transport, Innovation and Technology (BMVIT), the Austrian Research Promotion Agency (FFG) and other partners, founded the initiative "Strategic Networking Platforms in the Context of Major Societal Challenges", including such a platform on issues of demographic change. The BMBWF has commissioned the Austrian Platform for Interdisciplinary Ageing Issues(ÖPIA) with its implementation. The three-year BMBWF funding for the Ageing Network expired in mid-2019. Therefore, Department V/10 of the BMBWF commissioned Technopolis Group Austria to evaluate the Ageing Network. The aim of this evaluation was to form a basis for the decision on the further funding of the Network Ageing after the expiry of the current contract. This report maps the African landscape of Open Science – with a focus on Open Data as a sub-set of Open Science. Data to inform the landscape study were collected through a variety of methods, including surveys, desk research, engagement with a community of practice, networking with stakeholders, participation in conferences, case study presentations, and workshops hosted. Although the majority of African countries (35 of 54) demonstrates commitment to science through its investment in research and development (R&D), academies of science, ministries of science and technology, policies, recognition of research, and participation in the Science Granting Councils Initiative (SGCI), the following countries demonstrate the highest commitment and political willingness to invest in science: Botswana, Ethiopia, Kenya, Senegal, South Africa, Tanzania, and Uganda. In addition to existing policies in Science, Technology and Innovation (STI), the following countries have made progress towards Open Data policies: Botswana, Kenya, Madagascar, Mauritius, South Africa and Uganda. Only two African countries (Kenya and South Africa) at this stage contribute 0.8% of its GDP (Gross Domestic Product) to R&D (Research and Development), which is the closest to the AU’s (African Union’s) suggested 1%. Countries such as Lesotho and Madagascar ranked as 0%, while the R&D expenditure for 24 African countries is unknown. In addition to this, science globally has become fully dependent on stable ICT (Information and Communication Technologies) infrastructure, which includes connectivity/bandwidth, high performance computing facilities and data services. This is especially applicable since countries globally are finding themselves in the midst of the 4th Industrial Revolution (4IR), which is not only “about” data, but which “is” data. According to an article1 by Alan Marcus (2015) (Senior Director, Head of Information Technology and Telecommunications Industries, World Economic Forum), “At its core, data represents a post-industrial opportunity. Its uses have unprecedented complexity, velocity and global reach. As digital communications become ubiquitous, data will rule in a world where nearly everyone and everything is connected in real time. That will require a highly reliable, secure and available infrastructure at its core, and innovation at the edge.” Every industry is affected as part of this revolution – also science. An important component of the digital transformation is “trust” – people must be able to trust that governments and all other industries (including the science sector), adequately handle and protect their data. This requires accountability on a global level, and digital industries must embrace the change and go for a higher standard of protection. “This will reassure consumers and citizens, benefitting the whole digital economy”, says Marcus. A stable and secure information and communication technologies (ICT) infrastructure – currently provided by the National Research and Education Networks (NRENs) – is key to advance collaboration in science. The AfricaConnect2 project (AfricaConnect (2012–2014) and AfricaConnect2 (2016–2018)) through establishing connectivity between National Research and Education Networks (NRENs), is planning to roll out AfricaConnect3 by the end of 2019. The concern however is that selected African governments (with the exception of a few countries such as South Africa, Mozambique, Ethiopia and others) have low awareness of the impact the Internet has today on all societal levels, how much ICT (and the 4th Industrial Revolution) have affected research, and the added value an NREN can bring to higher education and research in addressing the respective needs, which is far more complex than simply providing connectivity. Apart from more commitment and investment in R&D, African governments – to become and remain part of the 4th Industrial Revolution – have no option other than to acknowledge and commit to the role NRENs play in advancing science towards addressing the SDG (Sustainable Development Goals). For successful collaboration and direction, it is fundamental that policies within one country are aligned with one another. Alignment on continental level is crucial for the future Pan-African African Open Science Platform to be successful. Both the HIPSSA ((Harmonization of ICT Policies in Sub-Saharan Africa)3 project and WATRA (the West Africa Telecommunications Regulators Assembly)4, have made progress towards the regulation of the telecom sector, and in particular of bottlenecks which curb the development of competition among ISPs. A study under HIPSSA identified potential bottlenecks in access at an affordable price to the international capacity of submarine cables and suggested means and tools used by regulators to remedy them. Work on the recommended measures and making them operational continues in collaboration with WATRA. In addition to sufficient bandwidth and connectivity, high-performance computing facilities and services in support of data sharing are also required. The South African National Integrated Cyberinfrastructure System5 (NICIS) has made great progress in planning and setting up a cyberinfrastructure ecosystem in support of collaborative science and data sharing. The regional Southern African Development Community6 (SADC) Cyber-infrastructure Framework provides a valuable roadmap towards high-speed Internet, developing human capacity and skills in ICT technologies, high- performance computing and more. The following countries have been identified as having high-performance computing facilities, some as a result of the Square Kilometre Array7 (SKA) partnership: Botswana, Ghana, Kenya, Madagascar, Mozambique, Mauritius, Namibia, South Africa, Tunisia, and Zambia. More and more NRENs – especially the Level 6 NRENs 8 (Algeria, Egypt, Kenya, South Africa, and recently Zambia) – are exploring offering additional services; also in support of data sharing and transfer. The following NRENs already allow for running data-intensive applications and sharing of high-end computing assets, bio-modelling and computation on high-performance/ supercomputers: KENET (Kenya), TENET (South Africa), RENU (Uganda), ZAMREN (Zambia), EUN (Egypt) and ARN (Algeria). Fifteen higher education training institutions from eight African countries (Botswana, Benin, Kenya, Nigeria, Rwanda, South Africa, Sudan, and Tanzania) have been identified as offering formal courses on data science. In addition to formal degrees, a number of international short courses have been developed and free international online courses are also available as an option to build capacity and integrate as part of curricula. The small number of higher education or research intensive institutions offering data science is however insufficient, and there is a desperate need for more training in data science. The CODATA-RDA Schools of Research Data Science aim at addressing the continental need for foundational data skills across all disciplines, along with training conducted by The Carpentries 9 programme (specifically Data Carpentry 10 ). Thus far, CODATA-RDA schools in collaboration with AOSP, integrating content from Data Carpentry, were presented in Rwanda (in 2018), and during17-29 June 2019, in Ethiopia. Awareness regarding Open Science (including Open Data) is evident through the 12 Open Science-related Open Access/Open Data/Open Science declarations and agreements endorsed or signed by African governments; 200 Open Access journals from Africa registered on the Directory of Open Access Journals (DOAJ); 174 Open Access institutional research repositories registered on openDOAR (Directory of Open Access Repositories); 33 Open Access/Open Science policies registered on ROARMAP (Registry of Open Access Repository Mandates and Policies); 24 data repositories registered with the Registry of Data Repositories (re3data.org) (although the pilot project identified 66 research data repositories); and one data repository assigned the CoreTrustSeal. Although this is a start, far more needs to be done to align African data curation and research practices with global standards. Funding to conduct research remains a challenge. African researchers mostly fund their own research, and there are little incentives for them to make their research and accompanying data sets openly accessible. Funding and peer recognition, along with an enabling research environment conducive for research, are regarded as major incentives. The landscape report concludes with a number of concerns towards sharing research data openly, as well as challenges in terms of Open Data policy, ICT infrastructure supportive of data sharing, capacity building, lack of skills, and the need for incentives. Although great progress has been made in terms of Open Science and Open Data practices, more awareness needs to be created and further advocacy efforts are required for buy-in from African governments. A federated African Open Science Platform (AOSP) will not only encourage more collaboration among researchers in addressing the SDGs, but it will also benefit the many stakeholders identified as part of the pilot phase. The time is now, for governments in Africa, to acknowledge the important role of science in general, but specifically Open Science and Open Data, through developing and aligning the relevant policies, investing in an ICT infrastructure conducive for data sharing through committing funding to making NRENs financially sustainable, incentivising open research practices by scientists, and creating opportunities for more scientists and stakeholders across all disciplines to be trained in data management.
