AbstractIntroductionThe purpose of the cross-sectional study was to explore the relationships between occupational and general-self efficacy, and perceived preparedness among Commissioned Corps officers in the United States Public Health Service (Commissioned Corps). Commissioned Corps officers fight to protect the United States from diseases and care for the survivors of natural disasters and terrorist attacks. Commissioned Corps officers play a vital role in the fight to protect the United States from diseases and care for the survivors of natural disasters and terrorist attacks. The Commissioned Corps provided healthcare services in Liberia during the 2014 Ebola crisis that underscored the challenges of emerging diseases in a globalized community. It is imperative that these health professionals maintain a high level of self-efficacy and feel confident in their overall preparedness training as they respond to public health emergencies.Materials and MethodsThis study used assessment instruments derived from Albert Bandura’s concept of self-efficacy to analyze the occupational and general self-efficacy, and perceived preparedness levels of health services officers in the Commissioned Corps. 82 Commissioned Corps officers completed the assessment survey. To date, no study has examined the relationship between these constructs in this population.ResultsThere was a statistically significant relationship between feeling confident in one’s Commissioned Corps training and perceived preparedness (rs = 0.55, p < 0.001).ConclusionThis study reflects the training perceptions and self-beliefs of Commissioned Corps officers, fills an important gap in the empirical research in this population, and advances previous investigations, which suffered from an underrepresentation of female service members.

This is an updated guideline from 2003 for the investigations of chronic diarrhoea commissioned by the Clinical Services and Standards Committee of the British Society of Gastroenterology (BSG). This document has undergone significant revision in content through input by 13 members of the Guideline Development Group (GDG) representing various institutions. The GRADE system was used to appraise the quality of evidence and grading of recommendations.

Resumen
The Hutt Valley Drainage Board Milliscreen Treatment Plant, commissioned in July 1984, treats municipal waste using 0.5mm and 1.0mm wedgewire single pass rotary screens. The plant is designed to remove all gross solids not readily assimilated by the sea and is an alternative to primary treatment prior to discharge into coastal waters via a marine outfall. This paper describes the plant and background to the investigations, pilot plant studies, design, and operational data available to date. Milliscreening as a pretreatment option for marine disposal is also discussed.

The present study is part of the preliminary investigation to design a coastal protection for the archaeological sites of Sabratha and Leptis Magna and the hydraulic re-arrangement of the final stretch of the Wadi Lebda which runs across the archaeological area of Leptis Magna. This study is a part of the project "Safeguarding the Sabratha and Leptis Magna archaeological sites. Preventing flooding of Leptis Magna from the Wadi Lebda", started in 2009 and commissioned by MARCO POLO STORICA LTD &ndash; Scotland. The planning of interventions has required an accurate morphological reconstruction of the interested areas. In this regard, given the wide investigation area, the aerial and land survey operations logistic difficulties and tight timeframe, the use of multi-beam technology and satellite images was particularly useful. <br><br> The Digital Terrain Model has been coupled with detailed bathymetric surveys of the coastal area, undertaken mostly by multi-beam techniques, and by investigations of the ground characteristics, which were integrated in the information system prepared as design support.

The potash mine in the Asse salt structure, now used as repository for nuclear waste, is in some parts going to be refilled for mechanical stability reasons. As a part of that work, old blind shafts were prepared and offer the option for ground penetrating radar (GPR) measurements on vertical profiles in the mine. Horizontal profiles can be carried out in accessible drifts at the margin of the mine. The salt structure has mainly been explored from the surface by seismic measurements and boreholes. Due to the accuracy of these investigations and the openings and drifts inside the mine, the geological composition of the salt structure is known. East of the mine, the geological model is based on little information. Therefore, boreholes were drilled in that region and direction sensitive borehole tools provide additional structural knowledge. Vertical, horizontal and radial profiles in the mine have allowed imaging the complex geological structural information by mapping distance and direction of reflecting objects. With these results, a three dimensional geological model of the salt structures can now be optimized. This project is conceived and controlled by the operator of the mine the German Federal company BGE (Bundesgesellschaft für Endlagerung). BGR is commissioned amongst others for GPR measurements.

<p>In 1994 the Department of Health published its guidance on the discharge of mentally disordered people and their continuing care in the community (HSG (94) 27) which established, for the first time, that when a mental health service user kills someone <em>“it will always be necessary to hold an Inquiry which is independent of the providers involved”</em>. The independent investigation (as these inquiries are now called) would take place after the completion of any legal proceedings and its purpose was stated to be: <em>“To learn lessons for the future”</em>. The independent investigation would be commissioned by the responsible strategic health authority, which would also decide on whether to publish it and, if so, in what form.</p>

This research has emerged from a real-life situation where there was a need to find out for what are the life values and which values are followed by a participant.The study was commissioned in connection with legal proceedings. In this research there is only one participant. The purpose of the study is to explore the categories of personal values and the inherent characteristics of the person revealed in the documents submitted to the study. The study was conducted using a qualitative data-processing method: contentanalysis.The documents analysed in this study consist of three sets of data: telephone text messages, letters and notes and conclusions of psychological studies. A total of eight letters and notes on ten pages have been analysed four hundred and forty-two telephone text messages have been analysed and six psychological investigations conclusions have been analysed on fifteen pages. The conclusions of the psychological investigations where that they were also used as instruments for confirmation of external credibility. The study resulted in individual-specific value categories and external validation of the research has been confirmed.

As part of a research & development project commissioned by the Land of North Rhine-Westphalia's Ministry for the Environment and Nature Conservation, Agriculture and Consumer Protection (MUNLV) an examination is being carried out of the general possibilities for centralised and decentralised treatment storm water runoff to be discharged into (canalised) receiving waters and the costs ensuing from this. The examination of the different options is being carried out under real conditions, with the Briller Creek (Wuppertal/Germany) and Müggen Creek (Remscheid/Germany) catchment areas being used as models. The range of investigations deals with a comparison between ‘decentralised, semicentralised, centralised’ storm water treatment, centralised storm water treatment involving a separate sewer and parameter-specific pollution based storm water runoff control. In the framework of the research project each of the variants is to be elaborated and the costs are to be calculated so as to permit a comparison between the different system designs. In particular, the investigations are to take into account the actual requirements to be met by storm water drainage systems involving separate sewage systems.

The Jülich Electric Dipole Moment Investigations (JEDI) Collaboration is developing tools for the measurement of permanent Electric Dipole Moments (EDMs) of charged, light hadrons in storage rings. While the Standard Model prediction for the EDM gives unobservably small magnitudes, a non-vanishing EDM from [Formula: see text] violating sources beyond the standard model can lead to a tiny build-up of vertical polarization in a beforehand horizontally polarized beam. This requires a spin tune modulation by an RF dipole without any excitation of coherent beam oscillations. In the course of 2014, a prototype RF [Formula: see text] dipole has been successfully commissioned and tested. We verified that the device can be used to continuously flip the vertical polarization of a 970[Formula: see text]MeV/c deuteron beam without exciting any coherent beam oscillations.

A chicane compressor developed by UCLA for the production of ultra-short, 60 MeV electron beams at the Brookhaven National Laboratory Accelerator Test Facility has been commissioned, and initial beam physics experiments have been performed. These measurements have established the compression of electron beams to the 100 femtosecond (1 kA peak current) regime, via coherent transition radiation (CTR) based measurements. Investigations of coherent edge radiation (CER) include signatures that differentiate it from coherent synchrotron radiation (CSR), such as polarization and far-field angular distribution. Additionally, the radiation wavelength spectrum is determined from autocorrelation measurements. Radiation properties are compared to detailed start-to-end simulations derived from PARMELA and QUINDI (a Lienard-Wiechert code developed at UCLA). Plans for future experiments which further explore the observed wavelength spectra are presented.

The general aim of this masters thesis is to analyze and compare Terry Cook's och John Ridener's theories of historical archival paradigms with empirical material taken from a Swedish archival context, in order to test the general explanatory value of the theories. The selected source material consists of three politically commissioned archival investigations from the period 1988-2019. Two research questions are formulated. The first question is: How do central problem formulations and proposed solutions differ from each other in the three commissioned archival investigations from the period 1988-2019? The second question is: How do central problem formulations and proposed solutions in the three commissioned archival investigations relate to Terry Cook's and John Ridener's theories about different archival paradigms during the same period? The method of investigation is WPR-analysis, which focuses on how political solution proposals relate to conceptualized problems in particular societal spheres. Two conclusions are presented. The first conclusion is that it is possible to trace a continuity between problem formulations and proposed solutions in the three commissioned investigations, where similarities are generally more common than differences. The second conclusion is that the relationship between central problem formulations and proposed solutions in the commissioned investigations from 1988-2019 and the theories of paradigmatic tendencies during the same period is rather weak, considering that characteristic features of chronologically relevant paradigm periods in both Cook's and Ridener's theories do not correspond clearly with the source material. The results thus demonstrate that the explanatory value of the theories can be questioned.

This study assessed the role of the Public Service Commission (PSC) in the public service grievance investigations in South Africa, with the intention of finding a feasible approach for constructing and attending to fair and just grievance procedure. This study also sought to investigate the effectiveness of the methods used by the PSC employee grievances with the intention of recommending an appropriate approach in dealing with grievances. The PSC, as a Constitutional oversight body, may be charged with responsibilities to assess if the public service deals with grievances of employees, but fail to assess itself. It is studies like this that mirror how the PSC assesses employee grievances in the public service and whether it succeeds in advancing effectively and effective on that.

This research project seeks to explore aspects of the post-reporting phase of the public inquiry process. Central to the public inquiry process is the concept of legitimacy and the idea that a public inquiry provides and opportunity to re-legitimate the credibility of failed public institutions. The current literature asserts that public inquiries re-legitimise through the production of authoritative narratives. As such, most of this scholarship has focused on the production of inquiry reports and, more recently, the reports themselves. However, in an era of accountability, and in the aftermath of such a poignant attack upon society, the production of a report may represent an apogee, but by no means an end, of the re-legitimation process. Appropriately, this thesis examines the post-reporting phase of the 9/11 Commission’s public inquiry process. The 9/11 Commission provides a useful research vehicle due to the bounded, and relatively linear, implementation process of the Commission’s recommendations. In little more than four months a majority of the Commission’s recommendations were passed into law. Within this implementation phase the dominant discursive process took place in the United States Congress. It is the legislative reform debates in the House of Representatives and the Senate that is the focus of this research project. The central research question is: what rhetorical legitimation strategies were employed in the legislative reform debates of the post-reporting phase of the 9/11 Commission’s public inquiry process? This study uses a grounded theory approach to the analysis of the legislative transcripts of the Congressional reform debates. This analysis revealed that proponents employed rhetorical strategies to legitimise a legislative ‘Call to Action’ narrative. Also, they employed rhetorical legitimation strategies that emphasised themes of bipartisanship, hard work and expertise in order to strengthen the standing of the legislation. Opponents of the legislation focused rhetorical de-legitimation strategies on the theme of ‘flawed process’. Finally, nearly all legislators, regardless of their view of the legislation, sought to appropriate the authoritative legitimacy of the Commission, by employing rhetorical strategies that presented their interests and motives as in line with the actions and wishes of the Commission.

This study examines the degree to which the Truth and Reconciliation Commission hearings in East London have mitigated the impact of gross human rights violations on some of the Duncan Village victims. The research draws upon responses from a convenience sample of victims of apartheid atrocities guided by their own individual experiences, literature on conflict management, and TRC hearings that took place in other African states. The East London TRC hearings alert one to the brutality of the apartheid regime whose political intolerance unleashed violence against ordinary citizens of East London. Despite being seen as a witch hunt against the apartheid security establishment, most of the victims feel the TRC opened lines of communication between former enemies, although one cannot conclusively say that total reconciliation between victims and perpetrators has been achieved. Insofar as telling the truth is concerned, the concept defies unanimous acceptance as a contributor to peaceful co-existence. The mere fact that some perpetrators refused to appear before the TRC is an indication that the value attached to it differs from person to person, particularly in a situation where the political landscape is characterized by intimidation and fear. The treatise unveils the East London TRC as a platform for compromise as some of the victims felt anger and hatred for the perpetrators would amount to perpetual self-imposed ostracism. Noting that the TRC was never meant to hurt anyone, the treatise ushers one into a space where reconciliation takes precedence over vengeance.

The purpose of this study is to investigate the current situation of the library and information services of the Arab National Commissions for Unesco. Based on a desired image anticipated by the respective Organisations and the Commissions, and in consideration of the requirements of a specialised library to support the mission of its parent commission, a theoretical framework to act as a guide through this investigation was developed. Within the context of this framework, the relevant components and factors were identified. The focus was placed on input and output factors, and the interaction made by users with these components. For this purpose, a survey of the libraries, and two parallel surveys of both internal and external users were carried out. Relevant data was collected through questionnaires, interviews, visits and observation. Hypotheses to examine the level of use by internal users and how their characteristics influenced the frequency of use were designed and tested. Being interested in certain topics, and seeking information to perform certain tasks were the main significative factors influencing the level of use of internal users. The distance, external users travelled to the library, was the main factor influencing their use. The study also intended to identify the problems inherent in these libraries, and to detect the causes of these problems. A hypothesis designed to examine the relationships among personal attributes and their frequency of encountering the problems was tested. Another hypothesis to test the relationship between some input elements and the frequency of encountering problems was also tested: The main problems relating to availability and accessibility of information, originated from the libraries rather than from the users. In addition, the study considered the needs of internal users, and their level of use, their methods of getting information from the libraries, and what action they took to solve the problem of availability. A general assessment of the effectiveness of the services was discussed, and the main problems hindering the effective role of the libraries were identified. In the light of the analysis of the literature, and the findings of the study, the desired image became more apparent, and an action plan for the development and improvement of the services was formulated.

This thesis investigates the influence of the Tiffany Studios in ecclesiastical stained glass windows of Indianapolis, Indiana. The Tiffany Studios was a leading stained glass manufacturer at the turn of the century and popularized the use of opalescent glass in stained glass commissions. The following study will briefly look at the history of stained glass, discuss the life of Louis Comfort Tiffany, characterize the work of the Tiffany Studios, and evaluate the ecclesiastical stained glass windows located in Center Township commissioned between 1880-1930. The evidence contained within the stained glass summaries suggests that Tiffany Studios did influence the commission of stained glass windows in Indianapolis during the period under review.

Documentary investigations conducted at the Florence State Archives contributed to shed light on eighteenth-century efforts to develop the collection of the Uomini Illustri portraits, exhibited along the walls of the Uffizi Gallery. While the original body of works had been commissioned by granduke Cosimo I to Cristofano di Papi dell’Altissimo, who had copied the series held by Paolo Giovio in his villa in Como, the Florentine collection was later enriched by a massive supply of portraits between 1719 and 1733. The desire to complete the Uffizi ‘gioviana’ series was probably due to Anna Maria Luisa de’ Medici and the artist who followed in Cristofano dell’Altissimo’s footsteps should be identified in Carlo Ventura Sacconi (1676-1762), who painted 159 portraits of illustrious men. Between 1721 and 1727 the painter also completed the so-called ‘serie Aulica’, which was displayed – just like the ‘gioviana’ series – in the corridors of the Florentine Gallery.

Abstract The commission that investigated the terrorist attacks against the Algerian oil facility In Amenas concluded that the Norwegian petroleum company Statoil should establish a security culture distinct from its safety culture. Both are elements of organizational culture, so how should organizations relate to this new concept of security culture? This chapter explores the adequacy of the concept of security culture and explores whether these phenomena should be considered as a duality or separately. The adequacy of security culture is discussed in terms of how the concept is used in the In Amenas investigation report. Despite the lack of demarcation and operationalization of the security culture concept, we conclude, there is a need to further develop security culture as a theoretical and practical element. Security and safety culture should be understood separately, but in practical reality should not be treated as distinct.

This chapter examines how the Criminal Cases Review Commission works with two members of the criminal justice system in conducting investigations: the police and the Court of Appeal. It analyses a variety of cases, including those rare cases where the Commission uses its powers — under section 19 of the Criminal Appeal Act 1995 — to appoint an investigating officer to carry out enquiries to assist in the exercise of any of its functions. The chapter shows how the Commission deals with the investigating officer in section 19 cases and how it incorporates the results of the investigation into its decision on whether or not to refer a case back to the Court. It also explores the Commission's decision frames when it manages a section 19 investigation and when it works for the Court on section 15 investigations. Finally, it looks at section 15 investigations that involved alleged jury bias or misconduct.

This chapter addresses a number of key principles that form the basis of the European Commission's administrative procedures in relation to State aid investigations. The administrative procedure before the Commission is divided into two stages: the preliminary investigation and the full or formal investigation. Both stages of a State aid investigation are conducted essentially as a privileged if not exclusive dialogue between the Member State concerned and the Commission. As such, the role of third parties in State aid investigations is limited to that of a source of information; this has not changed with the recent reforms introduced as part of the Commission's State Aid Modernization (SAM) process. The chapter then offers three possible explanations for the current situation under the following headings: the addressee factor; the dual role of the Commission and the national courts; and finally, what may be referred to as the ‘one size fits all’ approach in the Procedural Regulation.

This chapter examines how law, policy, and culture shape organisational decision-making at the Criminal Cases Review Commission. Drawing on Chun Wei Choo's concept of a ‘knowing organisation’, it considers how the organisation aims to influence the work of commissioners and case review managers. Choo's sociology of an organisation is used to analyse those institutional forms of knowledge that seek to direct decision-making at the Commission: primarily, the Formal Memoranda and the Casework Guidance Notes. The chapter goes on to describe the various stages in the progress of an application to show the many points at which discretion might be exercised, namely: screening and reviewing cases. It explains how the Commission decides when it comes to conducting an investigation, collecting evidence, and appointing an investigating officer to the case. It also discusses the Commission's ‘post-decision’ decision-making and concludes by returning to Choo's notion of sense making and knowledge creation.

Combined heat and power (CHP) plants are faced with alternating heat load caused by different seasonal heating needs of users or alternating heat consumption of industrial processes. To an increasing degree these CHP plants are decentralized generation units of smaller capacity, where combined cycles reach their limits of economy. In these cases, the steam injected gas turbine (STIG) cycle is considered as a promising and efficient technology for more flexible cogeneration of electricity and heat. At decreasing or missing heat load, the process enables to feed excessive steam, generated in the heat recovery steam generator (HRSG), into the gas turbine. Therefore, a flexible response to alternating heat load is possible. At constant electricity output of the gas turbine, steam injection results in a considerable reduction of specific heat consumption. The water losses can be minimized by condensing the steam in the exhaust gas duct of the gas turbine and reconditioning to feed water quality. Process thermodynamic investigations with focus on optimum process scheme have already been conducted for several years by the authors. As a step forward in R&D of the process and its components, a small-capacity STIG plant with water recovery has been commissioned at the Technische Universität Dresden (TUD). It is based on a 600 kW class gas turbine. Investigations are focused both on the process such as performance, process control, water recovery, water reconditioning and on the influence of steam injection on gas turbine and compressor. First experimental results are presented in the paper. Thereby special attention is paid to the measurement instrumentation. In addition, the authors report about thermodynamic simulation of gas turbine operation with and without steam injection.

Ferrybridge “C” Power station is owned by SSE and has 2,000 MWe of generating capacity and utilizes pulverized coal as its fuel source. Originally commissioned in 1966, it was designed to burn local Yorkshire coal, but currently uses a varied supply from South African to Russian coals. In order to meet the Large Combustion Plant Directive (LCPD) emission requirements, starting in the late 1990’s, the plant was first retrofit with low NOx burners and later with a Boosted Over Fire Air (BOFA) system. These modifications allowed the plant to achieve compliant NOx operation of 500 mg/Nm3, but had the unintended side effects of high unburned carbon in the fly ash (CIA) and operational problems. This paper discusses some of the site investigations, analysis and modifications that were accomplished on the plant to address these issues. In the process of attending to these issues, NOx emissions of less than 300 mg/Nm3 have been demonstrated, on the Unit, a significant reduction from 500 mg/Nm3. With the Industrial Emissions Directive (IED) regulations looming, and a further reduction to 200mg/Nm3 required, these reductions improve the options the plant has in maintaining compliant operations.

Presented in this paper is a comparison between numerical and experimental investigations of the Vortex-Induced Vibrations of a model scale marine riser pipe, length-to-diameter ratio of approximately 1400, that was subjected to sub-critical Reynolds number flows. The experiments, which were commissioned by the Norweigan Deepwater Programme, were carried out at Marintek’s Ocean Basin in Trondheim in 2003. The numerical simulations are performed using a coupled Computational Fluid-Structural dynamics code. The fluid flow is computed using Large Eddy Simulation, on multiple two-dimensional strips that are positioned at intervals along the length of the riser. The numerical riser response predictions are found to agree well with the experimental measurements. Of particular note was the occurrence in the simulations of harmonic responses at multiples of the principal oscillation frequency; in the cross-flow direction at three and five times the cross-flow oscillation frequency, and in the in-line direction at two and three times the in-line oscillation frequency. Also presented in the paper are the results of a rigorous benchmarking of the code’s two-dimensional flow solver against high-quality data from forced cross-flow oscillation experiments performed at sub-critical Reynolds numbers; the code predicted the lift force and phase angle variations well, although agreement in the mean drag force variation was less good.

In Europe, tanks designed on different safety philosophies are used for transporting one and the same liquid dangerous goods (Krautwurst, 2011). Owing to this circumstance, the BAM was commissioned by the BMVBS to conduct a research project designed to analyse and assess the equipment of tanks. Furthermore in these project were researched some failure mechanism of pressure relief devices (PRD). Based on the knowledge gained, possible solutions were worked out under safety-relevant aspects that would benefit tank transport by providing a lower hazard potential. Besides looking at the mode of operation and the construction of PRV, their blow-off characteristics and total flow rate are considered from a safety engineering point of view. Based on in-depth studies, a concept for and the further approach to examinations of the failure limits of PRD, especially of spring loaded relief valves, was developed and comprehensively described in the report “The use of safety devices, particularly safety valves, on transport containers” (Pötzsch, Reich, & Jochems, 2011). The purpose of this study was to investigate failure causes of safety valves by normal modes and accidental fire heat loads. A series of investigations for different influences using safety valves for tanks were obtained. Testing vibration modes and corrosion presents some design limits. Experimental study of a pressure vessel engulfing in fire identify significant design limits. The complete set of results provides direct information of fail-safe modes and discusses the usage.

In 2000, British Nuclear Fuels Limited (BNFL) commissioned an irradiation program at the United States Department of Energy’s Idaho National Engineering and Environmental Laboratory (INEEL) to assess the effects of extended operating scenarios upon the integrity of Magnox reactor cores. In this program, predictions of thermal and physical effects on these graphite cores were developed using analytical computer models. To benchmark results, experimental graphite assemblies representative of the Magnox graphite were irradiated in the Advanced Test Reactor (ATR). This paper analyzes and contrasts the thermal predictions with those experimental results. These investigations were conducted to extend existing graphite physical property databases for higher radiolytic weight loss (35–50% density reduction) than occur during the economic planning life of these reactors. These data then can be used to make extended life projections regarding the suitable function of the graphite in its various roles of providing the physical structure for the fuel, neutron moderator, medium for instrumentation, and coolant channels. Extended irradiation effects will be obtained with samples of archived, pre-characterized graphite used in the Magnox type reactors. The new Irradiation Test Vehicle (ITV) facility in the ATR contained the experiments and provided the desired irradiation conditions as well as on-line temperature control. The capability to provide both oxidizing and inert gas atmospheres for the graphite specimens was added to the ITV to enable assessment of the individual and combined effects of oxidation and neutron damage to the specimens. In this paper the thermal evaluations (performed to size the control gaps to obtain the desired thermal performance) are contrasted to actual experimental results.

Abstract In order to produce efficient engines it is essential for gas tur-bine designers to understand the interaction between the primary and secondary air systems in critical parts of the engine. One of these is the first stage turbine, where the ingress of the hot an-nulus air into the rotor stator cavity could be catastrophic due to the increased heat load on the disc posts and on the rotor blades themselves (through reduced cooling). To ensure that this does not happen, contactless seals (rim seals) are built into the outer radius of the rotating disc. Additionally, a secondary air flow rate must be appropriately set in order to ‘purge’ the hot air that could be ingested into the rim seal cavity. However, this purge airflow could cause deterioration of the turbine performance as it re-joins the main annulus flow at the interface between the rim seal cavity and the main annulus. The deterioration in performance is pri-marily due to the difference in kinematic (flow velocity and mass flow) and thermodynamic (density, enthalpy) properties of the two stream of air. It is therefore essential to understand the optimum seal geometry and purge flow rates required to prevent the ingestion of the hot annulus air while maintaining the required turbine performance. In this paper we present experimental test results from a single stage turbine facility, the Rim Seal (RiSe) rig, at the University of Sussex. The turbine stage incorporates a model rotor-stator cavity system that is representative of the first stage turbine in a gas turbine engine. The facility is capable of generating disc cavity rotational Reynolds numbers of the order of 2.2 × 106 and axial Reynolds number of the order of 0.7 × 106, while operating at a pressure ratio of 2.5. The paper will present the salient features of the test facility, the various instrumentation employed, and the operating specifications of the stage. The paper will discuss the effect of varying the purge flow for a fixed operating point of the turbine. Results presented will include typical mission profiles, cavity radial temperature distribution, and the measured cavity sealing effectiveness.

The Heavy-Section Steel Technology (HSST) Program at Oak Ridge National Laboratory (ORNL) performed a probabilistic structural mechanics (PSM) analysis of the damaged Davis Besse reactor pressure vessel head in support of the United States Nuclear Regulatory Commission’s ongoing forensic investigations. This paper presents a summary of the results of that PSM analysis, including a description of the Davis-Besse wastage-area damage model, the technical basis for the model, and the results of sensitivity studies based on a cladding capacity analysis (CCA) and an Accident Sequence Precursor (ASP) investigation of the wastage cavity. A companion paper describes the HSST experimental program carried out at ORNL in parallel with the PSM analysis.

Pipelines are the most efficient and common infrastructure for the transportation of oil and gas. For Canadian pipeline operators, CSA Z662 Annex N is considered the industry standard for the development and implementation of integrity management programs (IMP) which include essential elements of policy and commitment; planning (goals, targets, organizational structure, roles and responsibilities, hazard identification, risk assessment and control); implementation (management of change, training and competency, documentation and record management); checking and corrective action (inspection, measurement and monitoring, investigating and reporting incidents, and internal audits); and management review elements over the lifecycle of a pipeline asset. In 2006, the British Columbia Oil and Gas Commission (Commission) made CSA Z662 Annex N mandatory for pipeline operators within its regulation. This paper provides an overview of the Commission’s compliance assurance process through the assessment of British Columbia’s pipeline operators’ IMPs and presents findings from the first five year (2011–15) assessment cycle. The analysis and trends of findings are presented in detail along with tracking of corrective actions. This paper also discusses knowledge gained from the compliance assurance process, along with the areas of proposed improvement to the current process for the next five year cycle. This includes alignment of the assessment process with the management system approach (using a risk based assessment process), improving regulation and the processes of compliance assurance and enforcement.

For licensing, design, and construction of nuclear facilities, the investigation of engineering properties of soil borrow and backfill materials is a regulatory requirement, for they impact the performance of these facilities. For instance, the U.S. Nuclear Regulatory Commission (NRC) specifically requires that all applications for nuclear power plants address the source, quantity, static, and dynamic engineering properties of borrow and backfill materials. However, in the nuclear industry, a clear road map does not exist for meeting these requirements. As such, planning, investigation, and/or processes that are needed to address these regulatory requirements become a challenge to applicants. The absence of such a road map can also result in incomplete or unnecessary investigations, licensing cycles, and/or delays. This paper outlines a recommended practice, including steps to design a geotechnical sampling and laboratory investigation program toward addressing these regulatory requirements, with nuclear quality assurance and licensing requirements in perspective. While the steps in this paper may serve as useful guides, requirements vary from project to project; therefore, all efforts should be on developing an investigation program that is project specific in order to meet the actual project objectives. Additionally, this paper provides guidance on presenting the investigation results in regulatory documents.

The Food Standards Agency (FSA) is investigating a spike in Salmonella cases in the UK linked to the consumption of coated frozen chicken products. In March 2021, FSA, in collaboration with Food Standards Scotland (FSS) commissioned Ipsos MORI to conduct an online survey in order to identify consumer behaviours which could increase their risk to foodborne disease. The key research questions were: •Which consumers are purchasing coated frozen chicken products? •How do consumers store and cook these products? •Do consumers follow packaging instructions when cooking and storing these products?•Are consumers putting themselves at risk of Salmonellain the way they, store, cook and handle these products? •Do consumers take appropriate action to protect themselves from risk by washing their hands, and avoiding cross-contamination when handling these products? •Do children (aged 12 or under) or teenagers (aged 13-15) handle and cook these products?

Resumen
Investment in transportation infrastructure projects generates benefits, both direct and indirect. While emissions reductions, crash reductions, and travel time savings are prominent direct benefits, there are indirect benefits in the form of real estate enhancements that could pay off debt or loan incurred in the improvement of the infrastructure itself. Studies have shown that improvements associated with rail transportation (such as station upgrades) trigger an increase in the surrounding real estate values, increasing both the opportunity for monetary gains and, ultimately, property tax collections. There is plenty of available guidance that provides blueprints for benefits calculations for operational improvements in rail transportation. However, resources are quite limited in the analysis of benefits that accrue from the separation of railroad at-grade crossings. Understanding the impact of separation in a neighborhood with high employment or population could generate revenues through increased tax collections. In California, the research need is further amplified by a lack of guidance from the California Public Utilities Commission (CPUC) on at-grade crossing for separation based on revenue generated. There is a critical need to understand whether grade separation projects could impact neighboring real estate values that could potentially be used to fund such separations. With COVID-19, as current infrastructure spending in California is experiencing a reboot, an approach more oriented to benefits and costs for railroad at-grade separation should be explored. Thus, this research uses a robust benefits-to-cost analysis (BCA) to probe the economic impacts of railroad at-grade separation projects. The investigation is carried out across twelve railroad-highway at-grade crossings in California. These crossings are located at Francisquito Ave., Willowbrook/Rosa Parks Station, Sassafras St., Palm St., Civic Center Dr., L St., Spring St. (North), J St., E St., H St., Parkmoor West, and Nursery Ave. The authors found that a majority of the selected at-grade crossings analyzed accrue high benefits-to-cost (BC) ratios from travel time savings, safety improvements, emissions reductions, and potential revenue generated if property taxes are collected and used to fund such separation projects. The analysis shows that with the estimated BC ratios, the railroad crossing at Nursery Ave. in Fremont, Palm St. in San Diego, and H St. in Chula Vista could be ideal candidates for separation. The methodology presented in this research could serve as a handy reference for decision-makers selecting one or more at-grade crossings for the separation considering economic outputs and costs.
