La réflexion de Michel Foucault sur la notion de biopouvoir et de thanatopouvoir nous permet d'analyser le fonctionnement du régime nord-coréen. La culture au même titre que le sanitaire font partie d'une biopolitique qui a été globalisée. En Corée du Nord, la culture a été utilisée aussi comme un moyen de gérer efficacement le peuple. Le processus de disciplinarisation du travail de l'éducation ou de l'hygiène montre pourquoi la Corée du Nord est considérée comme une société totalitaire d'une part et aussi comment sa biopolitique tend aussi à devenir une thanatopolitique. La Corée du Nord pratique une thanatopolitique dans le sens où elle met la vie de sa population en danger en continuant de développer le nucléaire, qu'elle la laisse mourir de faim ou encore qu'elle l'enferme dans des camps de travail. D'autre part, l'analyse de la Corée du Nord en fonction de la notion de dispositifs de sécurité selon Foucault a permis de déceler le biopouvoir dans la politique d'urbanisme, de médecine préventive, ou de contrôle de la population. Le véritable dispositif de sécurité est un mécanisme en place dans un lieu qui englobe l' "homo oeconomicus" et la société civile. C'est pourquoi il est difficile de considérer que la Corée du Nord relève d'un véritable dispositif. Or Foucault avoue qu'il a peut-être trop insisté sur les techniques de domination et de pouvoir et qu'il s'intéresse de plus en plus à l'interaction qui s'opère entre soi et les autres et aux techniques de domination individuelle, au mode d'action qu'un individu exerce sur lui-même à travers les techniques de soiThe opinions of Michel Foucault on the notion of biopower and thanatopower allows us to analyze the operations in the North Korean regime. Culture as well as health is part of a biopolicy that has been globalized. In North Korea, culture was also used as a way to efficiently manage people. The process of discipline labor, education or health shows why North Korea is considered a totalitarian society on the one hand, and also how biopolitics tends to become thanatopolitics. North Korea practices thanatopolitics in the sense that it puts the lives of its population in danger by continuing to develop nuclear power and by leaving people to die of hunger or them into labor camps. On the other hand, the analysis of North Korea in connection with the notion of safety by Foucault revealed biopower in urban policy, preventive medecine or population control. A real safety device is the mechanisme in place that includes "homo oeconomicus" and civil society. This is why it is difficult to believe that North Korea is part of a real device. But Foucault admits he maybe putting too much emphasis on the techniques of domination and power, and it looks increasingly to the interaction that occurs between oneself and the others and techniques of dominating individuals, the mode of action that an individual has about himself through self-techniques

Les recherches sur la péninsule coréenne sont très significatives, car elles touchent à l'un des derniers symboles de la guerre froide et a l'une des zones les plus militarisées du monde. Le régime nord-coréen dans ce contexte est plus souvent influence par la forteresse idéologique, appelée "kimilsunisme". Si le régime politique de Kim Il-Sung se présente comme un état socialiste dont la souveraineté appartient aux masses populaires, son régime est fonde en réalité sur la monocratie ou l'idéocratie du parti-état. Le caractère familial, hiérarchique et bureaucratique du régime nord-coréen est lie aux expériences culturelles et politiques antérieures basées sur la notion du pouvoir politique néo-confucéen et aux expériences historiques du stalinisme et du maoïsme. L'isolement complet du pays, l'absence total de toute référence et point de comparaison font que la population est totalement persuadée que son pays est "le meilleur du monde" et qu'il est le "véritable modelé du socialisme", même après la démocratisation et le bouleversement en Europe de l'est. A long terme, le régime du parti-état devra choisir entre l'abandon total ou la révision du "kimilsunisme". La première solution signifierait l'effondrement du régime. In this context the north korea regime has been very influenced by the so-called ideology "kimilsungism". If kim ii-sung's political regime presents itself as a socialist state vwhose sovereignty belongs to the popular masses, his regime is really founded on the monocracy or on the ideocracy of the party-state. The familial, hierarchichal and bureaucratic character of north korea is linked with two fundamental realities : first, the politico-cultural experiences, based on the neo-confucian notion political power ; second, the historical experiences of stalinism and maoism. The complete isolation of the country and the total absence of any bearings which would permit comparisons with other countries create the following situation : the people firmly believe that their country is the greatest in the world and that it is the true socialist model, even after the upheavals in eastern Europe and the subsequent movements towards democratization. In the long term, the regime of the party-state will have to choose between total abandonment or its revision of the "kimilsungism". Toute action humanitaire en République Populaire Démocratique de Corée (RPDC) nécessite le soutien total de l’Etat nord-coréen avec lequel il faut négocier les conditions de distribution de l’aide à sa population. De cette dépendance naissent pour les agences humanitaires de nombreux dilemmes et risques : en acceptant de se plier aux conditions drastiques imposées par les autorités nord-coréennes, ne contribuent-elles pas à soutenir un régime considéré comme premier responsable des souffrances de sa population, et ne violent-elles pas les principes éthiques sur lesquels se base leur action ? Ce dilemme a poussé plusieurs organisations à partir de RPDC, parmi lesquelles Médecins Sans Frontières en 1998.En outre, l’importance des enjeux politiques et stratégiques sur la péninsule coréenne incitent les principaux pays bailleurs de fonds en RPDC à utiliser très souvent l’aide humanitaire dans un but politique. Cette instrumentalisation est lourde de conséquences pour les travailleurs humanitaires sur le terrain, contraints à agir dans un espace humanitaire remarquablement réduit.Quinze ans après les départs très médiatisés de plusieurs agences, six ONG européennes résidentes à Pyongyang maintiennent des programmes d’assistance à une population dont les besoins humanitaires restent immenses. Ces ONG ont adopté des stratégies de contournement qui leur ont permis de travailler sur le terrain dans le respect de leur charte éthique et qui leur ont permis, à force d’interactions ininterrompues avec leurs interlocuteurs nord-coréens, d’assouplir les contraintes sévères qui leur sont imposées. Ce travail de recherche consiste à détailler et analyser ces stratégiesAny humanitarian action in the Democratic People’s Republic of Korea (DPRK) requires the full support of the North Korean state, with which the conditions of aid distribution to the population must be negotiated. From this dependence arise many dilemmas and risks for the aid agencies, including whether by complying with the drastic constraints imposed by North Korean authorities they are unwillingly helping sustain a regime that is primarily responsible for the sufferings of its population and concerns that this may violate the ethical principles at the core of their aid efforts. This dilemma obliged several aid organizations, including Doctors Without Borders in 1998, to completely cease aid activities in the DPRK.Moreover, given the political and strategic importance of the Korean Peninsula, primary donor states of the DPRK tend to use aid as political leverage. This use of aid significantly affects the aid workers on the ground, who find themselves constrained and working in a remarkably reduced humanitarian space.Fifteen years after the highly publicized departure of several aid agencies, six European NGOs residing in Pyongyang continue to provide assistance programs to a population whose humanitarians needs remain largely unmet. These NGOs have adopted dilemma-circumventing strategies which allow them to work while adhering to their ethical codes of conduct and, thanks to constant interactions with their North Korean counterparts, to soften the severe constraints to which they are subjected. Cette thèse porte sur la nature de la motivation et sur les activités des humanitaires chrétiens, en l'occurrence, protestants évangéliques, qui sont étudiées à travers une étude historique sur World Vision Korea, ONG humanitaire protestante. Bien que les principes de l'humanitarisme contemporain soient partagés par tous, la motivation d'origine inspirant les chrétiens à s'engager dans l'action humanitaire est profondément différente de la conviction de leurs collègues laïques. Les principaux objectifs de cette étude sont d'identifier les différences de conviction et d'inspiration des humanitaires chrétiens, différences profondes et inapparentes sauf indirectement, lors d'une crise, comme la famine nord-coréenne. Although the principles of the contemporary humanitarianism are universally respected, the motivation that inspires Christians to commit themselves in the humanitarian aid is profoundly different from the conviction of their secular colleagues. The main objectives of this study are to identify the differences of conviction and inspiration of the Christian humanitarian workers, those profound differences !bat remain impercitible except indirectly, during a crisis, as NK famine case demonstrates. It is about this difference which was revealed during the North Korean famine, the answer to the following questions: "why do we commit ourselves to humanitarian action?" and "who is neighbor?” It is the message of the parable of the Good Samaritan who indeed inspires the humanitarian aid of those who see in their commitment the Christian responsibility and imperative towards humanity

À partir du milieu des années 1990, les dirigeants sud-coréens et américains se lancent dans une stratégie d'engagement qui vise à obtenir un changement d'attitude de la part de la Corée du Nord. Les « sanctions positives » qui sont accordées à cet État sont de nature politico-économique et concourent notamment à l'amorce d'une coopération intercoréenne qui s'avère inédite. Cette situation apparaît tout à fait exceptionnelle, tant les rivalités et les ambiguïtés sont fortes entre les deux Corées, d'une part, entre les États-Unis et la Corée du Nord, d'autre part. La stratégie adoptée par les deux alliés est d'ailleurs loin d'avoir fait l'unanimité dans leur propre camp, d'où, parfois, des incohérences et des retours en arrière, notamment aux États-Unis. En outre, bien qu'alliés, les États-Unis et la Corée du Sud ne poursuivent pas les mêmes objectifs, ce qui explique leurs difficultés à coordonner leur politique. Dans le processus, la Corée du Nord apparaît bien plus comme un acteur à part entière qu'une simple « cible » de la stratégie d'engagement. La question se pose de savoir si une telle stratégie a eu des effets sur une ouverture de la Corée du Nord. Si la parenthèse de la détente a pris fin en 2008-2009, les raisons sont à rechercher à la fois en Corée du Nord et dans les changements de stratégie des autres acteurs. La politique d'engagement semble, en fait, avoir été initiée pleinement de manière trop brève pour pouvoir tenir ses promesses. Cette thèse s'inscrit donc en faux par rapport au pessimisme ambiant quant aux possibilités de négocier avec la Corée du Nord et l'étude tentera de définir les conditions d'une approche cohérente en la matièreFrom the middle of the 90s, South Korean and American leaders set off on a strategy of engagement which aims at getting a change of attitude from North Korea. The “positive sanctions” which are granted to this State are of a politico-economic nature and work in particular towards the beginnings of an inter-Korean cooperation which turns out to be new. This situation seems quite exceptional, ambiguity and rivalries are so strong between both Koreas on the one hand, between the United States and North Korea on the other hand. Besides the strategy adopted by both allies is far from having been unanimously approved in their own camp, hence sometimes some inconsistency and retreats, particularly in the United States. Moreover, although allies, the United States and South Korea do not pursue the same objectives, which explains their difficulties to coordinate their policy. In the process, North Korea seems much more like a full actor than a simple « target » of the strategy of engagement. The question is whether such a strategy has had effects on an opening of North Korea. If the parenthesis of easing came to an end in 2008-2009, reasons are to be found out bath in North Korea and into the changes of strategy of the other actors. In fact, engagement seems to have been initiated to the full too briefly to be able to keep its promises. So, this thesis strongly denies surrounding pessimism as regards possibilities to negotiate with North Korea and the study will try to define the conditions of a consistent approach on the subject

La thèse porte sur les pratiques urbaines des migrants britanniques, canadiens, états-uniens et français qui travaillent et résident dans la ville de Séoul en Corée du Sud. Dans la continuité de travaux sur les pratiques urbaines des classes moyennes-supérieures et sur les migrations "qualifiées", nous interrogeons l’hétérogénéité sociale de ces migrants à partir de leurs pratiques résidentielles, scolaires et migratoires. L’enquête combine soixante-dix entretiens et l’exploitation de données quantitatives (recensements, visas accordés). Les résultats montrent que ces migrants forment une "mosaïque sociale" dont les pratiques à Séoul correspondent à celles des classes moyennes et moyennes supérieures dans leurs pays respectifs. Leurs pratiques résidentielles correspondent, selon les cas, à la recherche d’un entre-soi ou, au contraire, à la recherche d’une diversité sociale. Leurs pratiques scolaires témoignent de stratégies dont la socialisation à "l’international" est la pierre angulaire. Bien que leurs statuts et pratiques soient hétérogènes, nous constatons que ces personnes disposent lors de leur migration en Corée du Sud de privilèges liés à leurs nationalités et leur classe d’origine. L’aisance avec laquelle ils migrent et trouvent un emploi est le résultat de politiques migratoires asymétriques entre leurs pays d’origines et la Corée du Sud. Ce privilège migratoire permet à ces personnes d’accumuler, selon leurs trajectoires, des ressources économiques, sociales et culturelles à Séoul. La thèse explore les pratiques de ces « migrants privilégiés » à Séoul et entend apporter une contribution à la sociologie des migrations, urbaine et des classes socialesThis thesis focuses on the urban practices of British, Canadian, American and French migrants who work and live in Seoul, South Korea. In line with the academic research on urban practices of the middle and upper-middle classes and on skilled migrations, we will question the social heterogeneity of these migrants through the study of their residential, schooling and migration practices. This research combines seventy interviews with quantitative analysis (census, immigration data). Results show that these migrants form a "social patchwork" whose practices in Seoul fit with those of the middle and upper-middle classes in their respective countries. Depending on the cases, their housing practices correspond either to a quest for self-segregation or, in contrast, for "international" socialization. Schooling practices show strategies for which "international" socialization is a cornerstone. Although their statuses and practices are heterogeneous, we find that these people have, during their migration in South Korea, privileges linked to their nationalities and class origins. The ease with which they migrate and find employment is the result of asymmetric migration policies between their countries of origin and South Korea. This migration privilege allows them to accumulate, depending on their trajectories, economical, social and cultural resources in Seoul. The thesis explores the practices of "privileged migrants" in Seoul and aims to contribute to the sociology of migration, to urban sociology, and to social class analysis

La cinquantaine d'artistes qui la composent est répartie dans trois départements spécialisés : danse, musique instrumentale et musique vocale. La compagnie se réfère spécifiquement à l'esthétique de la Corée du Nord avec laquelle elle a développé une relation étroite dès ses débuts. L'entraînement et le processus de création ont été transmis par les maîtres de Pyongyang en Corée du Nord, et les spectacles sont présentés au Japon. Pour comprendre les enjeux esthétiques et idéologiques de la musique et de la danse chosŏn de Kŭmgangsan Kagŭktan, nous nous sommes attachée à rapporter les parcours individuels et la formation des artistes, en lien étroit avec les relations entretenues, tant avec les institutions locales et leur politique, qu'avec les maîtres nord-coréens de Pyongyang, les publicsThe company Kŭmgangsan Kagŭktan is a Korean professional troupe founded 1955 in Tokyo, Japan. About 50 artists of the company are distributed in three specialized departments: dance, instrumental musical and vocal music. The company especially refers to North Korean aesthetics with which it has developed a close relationship since its birth. The training and the creation process were transmitted by the Pyongyang masters in North Korea and the performances were presented in Japan. To understand the aesthetic and ideological negotiations on chosŏn music and dance of Kŭmgangsan Kagŭktan, the research brought together the individual artistic paths and trainings of the company, in context with the company’s close connections maintained through the relationships with local institutions and their political involvement, the transmission practices of North Korean masters in Pyongyang as well as the company spectators

Depuis la crise financière et économique de 2009, la politique étrangère de la Chine est présentée comme assertive et à même de déstabiliser l’Asie-Pacifique. Cependant, s’inscrivant dans un cadre néoréaliste classique, nous considérons que du fait d’un complexe d’insécurité lié à l’absence de parité avec les Etats-Unis, la Chine met en œuvre une stratégie de « maintien de la stabilité » dans la péninsule coréenne afin de garantir la poursuite de son ascension. La Chine est confrontée à un paradoxe de l’ascension, ses capacités matérielles s’accroissent mais son insécurité ne se réduit pas. Les universitaires chinois soulignent l’écart de puissance avec les Etats-Unis, présentent leur pays comme une puissance fragile et partielle, et considèrent la stratégie de rééquilibrage américaine comme une stratégie d’endiguement. Ce complexe d’insécurité conduit la Chine à éviter toute instabilité qui conduirait à un effondrement du régime nord-coréen sources de nombreuses incertitudes stratégiques. La péninsule coréenne est profondément déséquilibrée à partir de 2008 du fait de la transition politique à Pyongyang, et de l’arrivée au pouvoir des conservateurs à Séoul. La Chine met alors en œuvre une stratégie de stabilisation qui se traduit par un soutien inconditionnel à son voisin, au détriment de ses relations avec Séoul et Washington. Avec le retour d’un équilibre partiel entre les deux Corées fin 2012, la Chine maintient sa priorité à la stabilisation mais peut désormais tenter d’affaiblir l’influence américaine et d’isoler le Japon. Pékin met alors en scène un changement tactique suite au troisième essai nucléaire nord-coréen, et adopte une politique coréenne équidistanteSince the financial and economic crisis of 2009, China's foreign policy has been presented as more assertive and likely to destabilize the Asia-Pacific region. However, using a neoclassic realist framework, we consider that because of an insecurity complex due to the lack of parity with the United States, China’s foreign policy is characterized by the implementation of a strategy of "maintaining stability" in the Korean peninsula in order to guarantee its continued ascent. China is facing a rise paradox, its capabilities are increasing but its insecurity is not reduced. Chinese academics emphasize the power gap with the United States, present their country as a fragile and partial power, and consider the US rebalancing strategy in the Asia–Pacific as a containment strategy. This insecurity complex leads China to avoid instability in the peninsula since it could provoke the collapse of the North Korean regime and open a Pandora's Box. From 2008, the Korean peninsula has become deeply unbalanced due to the political transition in Pyongyang, and the election of a conservative president in Seoul. China implements its stabilization strategy which results in an unconditional support to its neighbor at the expense of its relations with Seoul and Washington. The partial rebalancing between the two Koreas in late 2012 enables China try to weaken the US and Japanese influence in the region while maintaining its priority to stability. Beijing staged a tactical change following the third North Korean nuclear test, and adopts an equidistant Korea policy

This article describes the activity of a network of Corsican merchants and sailors active in the Western Mediterranean between the sixteenth and the seventeenth century, in particular in Tunis, Marseille, Leghorn and the areas of Corsica under Genoa’s rule. Based on early-seventeenth-century factums and memorials, and notary deeds and documents from the archives of the Record’s Office of the French Consulate in Tunis, this essay describes how several families of Corsican merchants – some naturalised French in Marseille, some converted to Islam in Tunis – were part of the political and economic elites of the Mediterranean area.

AbstractSentenza 238/2014 has led to a sharp dissonance between the international law of state immunity as interpreted by the International Court of Justice (ICJ) and Italian constitutional law as understood and applied by the Corte Costituzionale. While the interpretation and application by the Italian Constitutional Court (ItCC) of the access-to-courts provision in the Italian Constitution may not have been inevitable, this does not remove the need for finding a solution to the stalemate between international and domestic law. On the one hand, the easy solution, namely that the rejection of German state immunity from jurisdiction does not necessarily remove immunity from execution into German property, appears unlikely to be accepted by the ItCC because it would give stones rather than bread to the complainants and render court access a futile exercise. On the other hand, bringing Sentenza to its logical conclusion would result in Italy having to return to Germany what Italian courts took from her by requiring compensation—either by way of the general international law of restitutio in integrum, which the Corte Costituzionale has neither contemplated nor contradicted, or by way of the 1961 Treaty between Germany and Italy in which Italy promises to indemnify Germany against any further claims. Thus, a compromise would have to distinguish between full access to the Italian courts notwithstanding international immunity—as required by the ItCC—and substantive law, which could accept a more symbolical recognition of the suffering of the victims. That recognition could stem from a direct source other than the two states involved, such as a common fund, and address only the small group of immediate victims who were unjustly, if arguably legally, excluded from the previous compensation scheme of the 1960s. It is by no means certain, however, whether such an outcome would be acceptable to all sides—including the Corte itself. Thus, legal certainty would have to be established as quickly as possible so that the victims can still receive at least symbolic compensation.

AbstractThe most obvious conclusion of this book is that there is no single Turkish experience. Nor can we reach definitive once-and-for-all conclusions about the impact of CT as an instrument of social assistance. Comparison among our cases highlights variables grounded in local conditions and policy design that help determine the outcome of CT projects, and whose relevance extends far beyond Turkey. Among these are human and financial resources, but also of the capacity for local knowledge. When these allow consistent and appropriate targeting, CT can provide an important step in the direction of inclusion and equality in a market context. It would be misleading, however, to believe that this instrument on its own is sufficient. At the core of market citizenship is the dignity conferred not only by paying one’s own way, but also by earning one’s own way: CT instruments work best as a complement to, not replacement for, access to the official labor market.

AbstractThis study set out to provide insight into the integration of the Netherlands and Northwest Germany into the Napoleonic Empire, through the implementation of Napoleonic governance, distinguishing several phases. This concluding chapter puts the research findings into a larger context. After exploring the collapse and legacy of Napoleonic rule, the successive stages of conquest, incorporation, and integration are reflected upon. Both areas experienced similar tensions between the Napoleonic desire for uniformity and diverse traditions. Either a ‘harsh’ approach or a ‘mild’ approach was chosen, depending on the actors involved and the interaction between core and periphery. Interests and actions were not aligned, and in more extreme cases, there was downright animosity between Napoleonic officials. Therefore, in neither the Netherlands nor Northwest Germany complete integration was achieved. However, there was no definite blueprint for integration, as different groups had conflicting ideas on the desirable level of, and path to, integration. Ultimately, integration was incomplete, but the degree of incompleteness depends on the divergent norms set by the various parties.

Expressivist theory suggests that international criminal justice can serve as a means to instil norms and values in international society through communicative justice and persuasion. The chapter demonstrates that contemporary practice shifts between norm expression and norm entrepreneurship. It relates norm expression to the imperfect structure of international law and the performative nature of crimes. It argues that norm expression is partially a counter-performance to crimes. It shows that international criminal justice has captured new space and forms of social behaviour through thematic investigations and prosecutions (e.g. sexual and gender-based violence, child soldiers, cultural property) and legal practice relating to core crimes. It illustrates how legal agents have used rhetoric techniques (e.g. narration, storytelling, and imagery) to reformulate some of the premises of underlying bodies of law (e.g. human rights law, international humanitarian law, and the law of the use of force).

Recently, the safety analyses of VVER and PWR reactors have dealt with the possibility of reactivity-induced accidents related to the penetration of a water slug with low boron concentration into the reactor core. Loop seals at the reactor coolant pump (RCP) suction are the most likely places for the formation of these slugs. The slug is formed in the loop when there is neither natural nor forced circulation. When the circulation is restored, the slug travels towards the reactor and causes an insertion of positive reactivity in the core. This report deals with a CFD simulation of the most dangerous event—the start-up of the first RCP. Only several seconds are needed for slug to reach the core and the operator has no time for corrective action. Mixing of slug on its way to the core can reduce the danger of core recriticality. The primary objective of this study was to find out whether the FLUENT 6 CFD code is capable of predicting the mixing in the cold leg, downcomer and lower plenum as the slug moves toward the reactor core. Numerical simulations were based on mixing tests performed on 1:5 scale model of VVER-1000 reactor at the Gidropress Design Bureau, Russia. In the physical mixing tests, temperature was substituted for Boron concentration through the use of hot and cold water. The time history of core inlet average temperature was calculated by FLUENT and was found to be in good qualitative agreement with experimental data. This work was carried out as part of the EU project FLOMIX-R, Work Package 4.

Production time and costs of milled turbine blades can be significantly reduced by increasing the spacing of the cutter paths. In order to quantify the effect of the resulting coarse milling groove texture on profile losses, two different turbine cascades with various cutter path parameters were investigated in a linear cascade wind tunnel. It was found that neither the milling groove spacing nor the stagger angle measured between the grooves and the core flow direction affect the profile loss significantly in the range of typical industrial applications. Therefore, coarsely milled surfaces may be used for cost reduction within the milling parameter ranges investigated.

Abstract Our niche method independently estimates hourly commuter rail station-to-station origin-destination (OD) matrix data each day from ticket sales and activation data from four sales channels (paper/mobile tickets, mail order, and onboard sales) by extending well-established transportation modelling methodologies. This algorithm’s features include: (1) handles multi-pack pay-per-ride fare instruments not requiring electronic validation, like ten-trip paper tickets “punched” onboard by railroad conductors; (2) correctly infers directionality for direction-agnostic ticket-types; (3) estimates unlimited ride ticket utilization patterns sufficiently precisely to inform vehicle assignment/scheduling; (4) provides integer outputs without allowing rounding to affect control totals nor introduce artifacts; (5) deals gracefully with cliff-edge changes in demand, like the COVID19 related lockdown; and (6) allocates hourly traffic to each train-start based on passenger choice. Our core idea is that the time of ticket usage is ultimately a function of the time of sale and ticket type, and mutual transformation is made via probability density functions (“patterns”) given sufficient distribution data. We generated pre-COVID daily OD matrices and will eventually extend this work to post-COVID inputs. Results were provided to operations planners using visual and tabular interfaces. These matrices represent data never previously available by any method; prior OD surveys required 100,000 respondents, and even then could neither provide daily nor hourly levels of detail, and could not monitor special event ridership nor specific seasonal travel such as summer Friday afternoons.

In multi-class support vector machine (MSVM) for classification, one core issue is to regularize the coefficient vectors to reduce overfitting. Various regularizers have been proposed such as L2, L1, and trace norm. In this paper, we introduce a new type of regularization approach -- angular regularization, that encourages the coefficient vectors to have larger angles such that class regions can be widen to flexibly accommodate unseen samples. We propose a novel angular regularizer based on the singular values of the coefficient matrix, where the uniformity of singular values reduces the correlation among different classes and drives the angles between coefficient vectors to increase. In generalization error analysis, we show that decreasing this regularizer effectively reduces generalization error bound. On various datasets, we demonstrate the efficacy of the regularizer in reducing overfitting.

CRIEPI has been exploring to realize a small-sized nuclear reactor for the needs of dispersed energy source and multi-purpose reactor. And a conceptual design of 4S (Super-Safe, Small and Simple) reactor was proposed to meet the following design requirements: (1) All temperature feedback reactivity coefficients including whole core sodium void coefficient are negative; (2) The core integrity is secured against all anticipated transient without reactor scram; (3) No emergency power nor active mitigating system is required; (4) The reactivity core life time is more than 10 years; (5) Its construction, maintenance and operation are expected to be very simple by eliminating active components from inside of a reactor vessel. The 4S reactor is a sodium cooled fast reactor and its reactivity is not controlled by neutron absorber rods but by neutron reflectors. An electrical output is 50 MW. This paper describes a design modification to enhance the feasibility from the previous 4S design. A core active height can be shortened to 1.5 m from 4.0m to keep the reactivity characteristics. An averaged fuel burn-up is up to 70 GWD/ton and a pressure drop at the core region is less than 0.1 MPa. A reactivity control system is modified according with the core design change. As for the steam generator design, sodium-water reaction accidents must be taken into account as a design basis event for the utilization of the secondary sodium coolant. Therefore, a modified plate type heat exchanger is proposed as a steam generator. It may be possible to develop a compact steam generator, which is free from sodium-water reaction accidents and to eliminate the secondary sodium systems. The 4S reactor without secondary system has been proposed as a candidate design.

Core temperature is one of the most tightly auto-regulated physiological processes. Anesthetic drugs compromise the body’s ability to thermoregulate. When core temperature is outside of the normothermia range, patients are at increased risk of myriad complications. Hypothermic patients are at higher risk of, among other things, increased wound infections2, increased blood loss3, increased ICU times and hospital stays2, higher mortality rates4, increased transfusion requirements3. “Even mildly hypothermic patients could suffer an increase in adverse outcomes that can add costs of as much as $2,500–$7,000 per patient.”5 These risks are great such that clinicians actively warm hypothermic patients to achieve normothermia. Given the importance of the core temperature on outcomes, there is a clear necessity for accurate core temperature measurement. Core temperature measurement is often misunderstood. Perhaps due to the pervasive home use of oral mercury thermometers to “take your temperature,” many wrongly assume that non-invasive core temperature is measured easily and accurately. Oral, axilla, nasal are all unreliable. Temporal/forehead and ear are particularly inaccurate. “Global authorities in anesthesiology and medicine have cited inadequacies with virtually all thermometry”6 False assurance or false alarm are both dangerous. There is currently no non-invasive way to reliably and accurately measure core temperature. Why is this? The peripheral compartment is not in equilibrium with core. Fat and other layers further complicate the matter. Fat has the thermal conductivity of oak, and thus non-invasive methods to measure core are as Abreu puts it “taking measurements on the outside surface of an oak cask to determine the temperature of its contents.”6 Laws of Thermodynamics notwithstanding, many still try. Invasive esophageal or rectal and to a lesser extent bladder, are the only way to accurately measure core. The fact is, in order to measure their patients’ core temperature vital sign accurately, clinicians have only available to them the medical equivalent of a meat thermometer. Intubated patients under general anesthesia are perfectly suited for invasive core temperature monitoring. They are not going to gag the esophageal stethoscope, nor would they find rectal or bladder probing uncomfortable in their unconsciousness. Clinicians may find probing mildly unpleasant and a minor time consumption, but once again, given the lack of alternatives, the only real option is to grin and bear it. General anesthesia is not without risks, especially with increasingly increasing patients, and as sedation or blocks become more popular, invasive core temperature monitoring is unpractical. This highlights the stark question: Is it possible to accurately and reliably ascertain core temperature non-invasively?

A metaphor allows us to understand one concept in terms of another, enriching our mental imagery and imbuing concepts with meaningful attributes. Metaphors are well studied in design, for example, in branding, communication and the design of computer interfaces. Less well appreciated is that our understanding of fundamental design concepts, including design itself, is metaphorical. When we treat design as a process of exploration or when we get together to “bounce ideas off each other” we understand the abstract concepts of design and ideas metaphorically; ideas don’t literally bounce, nor are we literally exploring when we design. Our research is a descriptive study of the metaphors employed in design. It is the first phase in a longer research effort to understand the impact of design metaphors on creativity. We investigated whether design authors employed different metaphors for the overall design process and consequently for core design concepts. To address this hypothesis we analyzed the language used in the concept generation chapters of nine widely used engineering design textbooks. We coded each metaphorical phrase, such as “finding another route to a solution”, and determined the core metaphors in use for common design concepts including, ideas, problems, solutions, concepts, design, the design process, user needs and others. We confirmed that authors with differing views of design do indeed emphasize different metaphors for core design concepts. We close by discussing the implications of some common metaphors, in particular that Ideas Are Physical Objects.

Reduction of CO2 emissions is strongly linked with the improvement of engine specific fuel consumption, as well as the reduction of engine nacelle drag and weight. One alternative design approach to improving specific fuel consumption is to consider a geared fan combined with an increased overall pressure ratio intercooled core performance cycle. Thermal benefits from intercooling have been well documented in the literature. Nevertheless, there is very little information available in the public domain with respect to design space exploration of such an engine concept when combined with a geared fan. The present work uses a multidisciplinary conceptual design tool to analyse the option of an intercooled core geared fan aero engine for long haul applications with a 2020 entry into service technology level assumption. With minimum mission fuel in mind, the results indicate as optimal values a pressure ratio split exponent of 0.38 and an intercooler mass flow ratio just below 1.2 at hot-day top of climb conditions. At ISA mid-cruise conditions a specific thrust of 86m/s, a jet velocity ratio of 0.83, an intercooler effectiveness of 55% and an overall pressure ratio value of 76 are likely to be a good choice. A 70,000lbf intercooled turbofan engine is large enough to make efficient use of an all-axial compression system, particularly within a geared fan configuration, but intercooling is perhaps more likely to be applied to even larger engines. The proposed optimal jet velocity ratio is actually higher than the value one would expect by using standard analytical expressions primarily because this design variable affects core efficiency at mid-cruise due to a combination of several different subtle changes to the core cycle and core component efficiencies at this condition. Analytical expressions do not consider changes in core efficiency and the beneficial effect of intercooling on transfer efficiency, nor account for losses in the bypass duct and jet pipe, whilst a relatively detailed engine performance model such as the one utilised in this study does. Mission fuel results from a surrogate model are in good agreement with the results obtained from a rubberised-wing aircraft model for some of the design parameters. This indicates that it is possible to replace an aircraft model with specific fuel consumption and weight penalty exchange rates. Nevertheless, drag count exchange rates have to be utilised to properly assess changes in mission fuel for those design parameters that affect nacelle diameter.
