This article investigates the deliberative abilities of ordinary citizens in the context of ‘EuroPolis’, a transnational deliberative poll. Drawing upon a philosophically grounded instrument, an updated version of the Discourse Quality Index (DQI), it explores how capable European citizens are of meeting deliberative ideals; whether socio-economic, cultural and psychological biases affect the ability to deliberate; and whether opinion change results from the exchange of arguments. On the positive side, EuroPolis shows that the ideal deliberator scoring high on all deliberative standards does actually exist, and that participants change their opinions more often when rational justification is used in the discussions. On the negative side, deliberative abilities are unequally distributed: in particular, working-class members are less likely to contribute to a high standard of deliberation.

Can the people deliberate to set the agenda for direct democracy in large scale states? How might such an institution work? The 2011 California Deliberative Poll piloted a solution to this problem helping to produce proposals that went to the ballot and also to the legislature. The paper reports on how this pilot worked and what it suggests about a possible institution to solve the deliberative agenda setting problem. The legislative proposal passed the legislature but the ballot proposition (Prop 31) failed. However, we show that the proposals actually deliberated on by the people might well have passed if not encumbered by additional elements not deliberated on by the public that drew opposition. The paper ends with an outline of how the process of deliberative agenda setting for the initiative might work, vetting proposals once every two years that could get on the ballot for a greatly reduced cost in signature collections. Adding deliberation to the agenda setting process would allow for a thoughtful and informed public will formation to determine the agenda for direct democracy.

ABSTRACTIn the real world, there can be constraints on rational decision-making: there can be limitations on what I can know and on what you can know. There can also be constraints on my ability to deliberate or on your ability to deliberate. It is useful to know what the norms of rational deliberation should be in ideal contexts, for fully informed agents, in an ideal world. But it is also useful to know what the norms of rational deliberation should be in the actual world, in non-ideal contexts, for imperfectly informed agents, especially for big, life-changing decisions. That is, we want to know how to deliberate as best we can, given the real-world limitations on what we can know, and given real-world limitations on how we are able to deliberate. In this paper, our concern is with the norms of rational deliberation in certain, important, non-ideal contexts, where the reasoning occurs from the agent's first person, subjective point of view. The norms governing the process of deliberation for real people in the sorts of non-ideal contexts we'll consider need to reflect the way that real agents, with an incomplete grasp on the facts and an imperfect ability to deliberate, can be expected to proceed. Our central contention is that framing and exploring the deliberative process from the first person perspective allows us to uncover and explore important, real-world constraints on boundedly rational agents deliberating from the subjective perspective.

<p>Dalam diskursus demokrasi deliberatif pada masa Pemilu, model kampanye deliberatif masih diperdebatkan. Model tersebut dapat membuka akses informasi yang komprehensif guna memperluas pertimbangan para pemilih sebelum masa pemungutan suara. Model kampanye ini merupakan suatu proposal perubahan agar kampanye dapat dijadikan sebagai ruang musyawarah yang lebih rasional untuk mengelaborasi visi dan misi calon dengan konstituen. Terdapat masalah penting yang dielaborasi: (1) mengapa deliberasi demokratis saat kampanye menjadi penting dalam Pilkada? (2) bagaimana bentuk kampanye deliberatif dalam desain Pilkada serentak? Secara kelimuan, pendekatan yang digunakan bersifat interdispliner yang memadukan pendekatan hukum untuk mengevaluasi peraturan perundang-undangan terkait. Berdasarkan pembahasan, dapat disimpulkan kampanye Pilkada saat ini bersifat adversarial, tidak memberikan informasi yang cukup dan berimbang, serta seringkali materi kampanye tidak rasional secara normatif. Penulis menyarankan, jika bentuk kampanye deliberatif hendak diakomodasi sebagai mekanisme resmi Pilkada, sebaiknya dapat dimulai dengan mengubah pranata uji publik yang pernah diatur dalam UU No. 1 Tahun 2015, dari forum yang bersifat formalitas dan elitis menjadi forum publik yang deliberatif.</p><p>Deliberative campaign model remains debatable in the discourses of deliberative democracy during recent election period. This model can open the access of information comprehensively which may expand electors’ deliberation before the election day. It is also a proposal for a reform so that a campaign may serve as a more rational deliberatiion room for elaborating the vission and mission of the candidates with the constituents. There are some important issues that are elaborated: (1) Why democratic deliberation become important in local elections for regional leeaders during the campaign? (2) How is the model of deliberative campaign in the design of simultaneous local elections of regional leaders? Scientifically, the interdisiplinary approaches is used combined with the legal approach in evaluating related laws and regulations. Based on the research, it can be concluded that the current campaign of local elections for regional leaders is adversial, it does not provide sufficient and balanced information, as well as it is often be found that the campaign materials are normatively irrational. The author sugested, if this model of deliberative campaign should be accomodated as a formal mechanism of the local elections for regional leaders, it can be started by amending the procedure of public test stipulated in Law Number 1 of 2015, from formalistic and elitist forum to a deliberative public forum.</p>

THIS ARTICLE EXAMINES AUSTRALIAN REFERENDUM PRACTICE WITH the aim of contributing to the growing international debate over concepts of deliberative democracy, defined in terms of democratic regimes structured to maximize community deliberation in public decision-making. Theories of deliberative democracy go beyond earlier approaches to participatory democracy by specifying in greater detail the nature of the deliberative process in which citizens should be able to participate and of the importance of institutions of civil society to an effective deliberative process. The focus on ideals of public deliberation ref lects the ambition of deliberative democrats (the ‘deliberati’ if you will) to ground political decision-making in norms of shared public reason. Where earlier approaches to participatory democracy investigated rights to political participation, current approaches to deliberative democracy also investigate responsibilities of political participants – particularly responsibilities to comply with norms of rational political deliberation.

Det globale arrangement World Wide Views on Global Warming (WWViews) var et innovativt eksperiment med borgerinddragelse i komplicerede videnskabelige og tekniske problemstillinger. Formål med WWViews var at skabe en fælles global borgerstemme, hvis budskaber skulle kommunikeres til de politiske delegationer, der skulle mødes på FNs klimakonference COP 15 i København i december 2009. Denne artikel er baseret på et empirisk studie af det WWViews arrangement, der blev gennemført i København. Teoretisk trækker vi på teorier om deliberativt demokrati og teorier om borgerinddragelse i tekniske og videnskabelige problemstillinger. Analysen fokuserer på, hvordan borgernes dialog blev institutionelt rammesat som en deliberativ proces. Analysen inkluderer således refleksioner over, hvordan processen var designet, hvordan forskellige typer af viden og ekspertidentiteter blev konstrueret og forhandlet, samt hvordan deltagerne oplevede at være en del af arrangementet. Eftervirkningerne af arrangementet, herunder relationen til COP 15, bliver vurderet i den afsluttende diskussion om den fremtidige brug af WWViews som metode til global borgerinddragelse. The purpose of WWViews was to convey the opinions of ordinary citizens to political decision-makers at The United Nations Climate Summit, COP 15, in Copenhagen in December 2009. This article is based on a study of the Danish WWViews event, drawing on theoretical perspectives of deliberative democracy and studies of public engagement with science. The focus of the article is on the manner in which citizen deliberations were institutionally framed as an exercise in deliberative democracy. The analysis includes reflections on how the process was designed, how different types of knowledge and expert identities were constructed and negotiated, and how the participants experienced being a part of the event. The implications of the event and its relation to COP 15 are also considered in the discussion about WWViews as an innovative design for global public engagement in science and technology. AbstractIn the last few years, the Deliberative Framework has become the main model in the consolidation of democratic processes. Deliberative theorists argue that deliberation helps to promote the democratic level of our societies, and they have good reasons to support this view. This article, however, is critical with some of these claims, questioning the widespread assumption of an existing connection between deliberation and democracy. With this objective in mind, we will examine the following three questions: Who deliberates? Under what conditions does deliberation take place? What is the content of deliberation? Once the potential repressive components of deliberation are made clear, we try to reach some normative considerations regarding how to promote certain mechanisms of deliberation that are in fact more in line with deliberative emancipation ideas and, as such, better assertions for promoting democracy.

Theorists argue that deliberation promotes enlightenment and consensus, but scholars do not know how deliberation affects policy opinions. Using the deliberative democracy and public opinion literatures as a guide, I develop a theory of opinion updating where citizens who deliberate revise their prior beliefs, particularly when they encounter consensual messages. A key aspect of this model is that opinion strength moderates the deliberative opinion change process. In two separate propensity score analyses using panel survey data from a deliberative forum and cross-sectional surveys, I show how deliberation and discussion both affect opinions toward Social Security reform. However, deliberation differs from ordinary discussion in that participants soften strongly held views, encounter different perspectives, and learn readily. Thus, deliberation increases knowledge and alters opinions, but it does so selectively based on the quality and diversity of the messages as well as the willingness of participants to keep an open mind.

The aim of this dissertation is to study learning through deliberative dialogue, the social climate of the classroom, and certain aspects of student participation in civic education in upper secondary schools, as well as aspects of deliberative didactics. It takes its theoretical point of departure in John Dewey’s texts on democracy and education. An additional perspective on the social and moral aspects of democratic life is provided by Axel Honneth’s studies on disrespect and a morality of recognition. An empirical study is presented in which students and teachers were interviewed in focus groups about their opinions and experiences, on the basis of the aim of the dissertation and the research questions addressed.

The analysis reveals a potential to learn civics thorough dialogue and discussion. A dialogue with deliberative qualities is characterized as one with a clearly defined purpose and relevant knowledge content. In the course of such a dialogue, the participants apply and develop certain abilities, some of which are identified in the study. Regarding the social climate in the classroom, especially during learning through dialogue and discussion, several difficulties and problematic situations were mentioned in the focus group interviews. These were problems related to “disturbing silence” and “troubling speech”. Honneth’s theory of moral recognition is in such situations seen as a basis for teachers’ professional reflections and for deliberative dialogues involving teacher and students. Concerning student participation and the civic education classroom as a form of democratic community and a public sphere, both students and teachers interviewed spoke of a balancing act between many different interests, some of which are discussed with a focus on the formation of interests. Other aspects studied are how a sense of community can be created and how the private and individualistic meet the public and common in civic education. It is concluded that the civic education classroom, considered as a public sphere, can be an arena for deliberation and thus develop a sense of community and a deliberative competence for use in a wider citizenship perspective.

In the final chapter it is concluded that deliberative didactics can be seen as a didactic dimension of reflexive cooperation. It is characterized as a reflexive approach whereby the teacher invites the students to deliberate on issues of subject content, ways of working, the social climate of the classroom, and different aspects of participation and common interests. It is also argued that the practical cooperation – the actions and their consequences – following from intersubjective speech are as important as the dialogue itself.

När ungdomar startar verksamhet som temadagar och antidrogfestivaler för sin närhet och sina jämnåriga skapar de en tryggare miljö. Bara vetskapen om att jag som ung kan göra något åt det som jag tycker är viktigt att arbeta med, kan nog skapa en trygghet hos individen. Vi vet idag att med hjälp av rollspel lär sig ungdomar att förstå olika sociala spel och händelser i samhället. Genom värderingsövningar lär sig unga människor nya sätt att förstå sig själva men också sin närmiljö. Detta ger individen en starkare självkänsla men också en starkare grund att stå på då de arbetar med drogförebyggande arbete. Men förutom det har verktyget Local Hero fångat upp den allra viktigaste punkten som handlar om demokratisk träning. Verktyget tränar unga att bli mer aktiva och trygga samhällsmedborgare, och förhoppningvis ha en fortsatt ökat samhällsengagemang. Vägen dit är lång och kräver mycket arbete, både från ungdomarna själva men också från de vuxna deltagarna.

Syftet med denna uppsats är att belysa hur verktyget Local Hero både som modell och i praktiken kan möjliggöra för ungdomar att delta i ett deliberativt samtal. Med hjälp av teoriramen deliberativ demokrati analyseras hur Local Hero kan främja delaktigheten för ett öppet samtal med ungdomar.

Frågeställningar:

• Hur har verktyget Local Hero fungerat, i syfte att främja delaktigheten för ett öppet samtal med ungdomar?

• I vilket syfte har Local Hero utvecklats och hur är verktyget tänkt att fungera?

Deliberativa samtal kan kanske inte lösa kollektiva problem, lokalt eller i samhället. Men deliberativa samtal kan utveckla barn och ungdomars demokratiska kompetens, så att de på egen hand och tillsammans med andra värderar kunskap och normer, och skapar en förståelse om sig själva och andra människor. Genom att få utrymme och möjlighet i skolan eller i projekt som Local Hero för sina tankar och argument ges ungdomar en känsla av betydelse och en starkare självbild. Local Hero ska skapa mötesplatser och dialogtillfällen mellan ungdomar och vuxna i drogförebyggande arbetet.

This study aims to analyze the current discourse on citizen’s dialogue and its link to deliberative democracy, with hope to find that it is taken for granted in dialogues with citizens at local government level. The aim is to show, with a discourse analytical approach to the current democratic renewal in Swedish municipalities, how the discourse is designed and what is reproduced or restructured through printed texts published by the SKL. This by finding what is seen as truth or a form of objective reality in the deliberative democratic discourse and by analyzing the reproduction of the same. The purpose may also partly be considered creating an understanding of how this relates to or what effects this has in the discursive and social practice, as well as in seeing what consequences it can bring. Citizen´s dialogues are becoming more common. Powerful actors like SKL encourage Swedish municipalities to implement the dialogue in the organization. Information about the positive effects is spreading, while unintended consequences are not given any room at all. This can be seen as a social problem, a lack of awareness about the discourse and its social consequences or changes. Structural inequalities are reproduced by SKL publications, which give this study social relevance. The results also indicate that citizen´s dialogues have a connection to deliberative democracy yet still differ in several categories.

Studien syftar till att kritiskt granska hur svensk stadsförvaltning utvecklar nya former av politisk praktik. Genom syntes av kvalitativa metoder, främst observation och intervju, utförs en fallstudie av ett specifikt projekt – ett projekt som ska utformas i dialog med det omgivande samhället för att formulera en vision för det framtida kulturlivet, och som sedan ska antas av kommunfullmäktige. Med empirisk och teoretisk utgångspunkt hos den administrativa enheten, de tjänstemän som ska genomföra projektet, beskrivs centrala element i genomförandet och förs en kritisk diskussion om hur detta kan förstås. Den teoretiska ansatsen placerar utvecklingen av nya styrformer i en bredare makrosociologisk samhällsutveckling vilken kräver nya former för att upprätthålla legitimitet för offentliga institutioner; en nödvändighet i tider av sjunkande valdeltagande och bristande förtroende för den offentliga sektorn och dess administration. Vidare undersöks detta som ett uttryck för en mer deliberativ syn på samhällsstyrning – vilket betonar nödvändigheten av dialog mellan en bred sammansättning av jämlika samhällsmedborgare för att besluta om frågor som rör det offentliga livet.

Studien har först och främst visat att det söks utveckla nya former för politisk praktik, vilket i interaktion med övergripande samhällsförändringar har medfört ändringar i relationerna mellan politiska och administrativa enheter samt dess interaktion med samhället i stort. Studien visar att styrningen av projektet varit mycket återhållsam, något som har gett tjänstemännen inom organisationen stort utrymme i att själva definiera och genomföra projektet vilket har gett det en processartad och dynamisk karaktär.  En rad deliberativa element har påvisats, där särskilt möjliggörande av möten mellan aktörer och strävan efter att ta del av olika erfarenheter och överblicka samhällstendenser kan lyftas fram. Det har dock identifierats en viss ambivalens kring dess substantiella inflytande - något som ses som mycket problematiskt. Det har även funnits svårigheter med att engagera de som inte normalt verkar inom kultursektorn, eller stockholmarna i övrigt. Idealet om upplysta samtal med en bred skara aktörer, vilka i realiteten också influerar framtida inriktningar har inte fått fullt genomslag. Dialogen kan snarast förstås som en ansats för att skapa legitimitet för de offentliga institutionerna, framtida inriktningar och verksamhet – trots avsaknaden av reellt inflytande och deltagande för det omgivande samhället.

According to the Swedish curriculum the education should establish respect for human rights and democratic values (Skolverket, 2011, s.7). The purpose of this study is to investigate how five first grade teachers understand the democracy education and how they practice it in reality. I have, based on the purpose of this study issued following questions: What is the teachers interpretation of the democracy education?  How does the teachers work with democracy in practice? What difficulties does the teachers see with the democracy education? This study is made through a qualitative method based on interviews with five teachers. The results show that the teachers at both schools, despite the different definitions of the concept of democracy, yet interprets democracy education relatively equal. All of the teachers perceive the democracy education as an assignment where the focus is on student participation, responsibility and opinions as well as human rights. In practice the work with the democracy education is done through activities such as class councils and voting. The teachers also emphasizes discussions as an important part of the democracy education which can be linked to deliberative democracy. The difficulties that teachers see with the democracy education concerns being neutral to certain values. One conclusion from this study is that teachers work with democracy education mostly on the basis of learning for and learning through democracy.

In the beginning of 2007 the Swedish municipality Örebro decided to have a democratic

experiment, which ought to go under the name, “Dialouge for the citizens”. The

representative elected politicians in Örebro tried to find ways to involve the people in the

process of ruling. Why they choose to try this experiment on this very delicate matter, the

closure of several schools in the municipal, is one of the questions this essay is trying to

answer.

The purpose of this essay is to find out whether the process was an attempt for the politicians

of the representative democracy to implement deliberative democracy in the structure of the

local governance.

The result of this study is that the politicians didn’t manage to reach to the citizens the way

they formerly had planned.

Under 2010-talet har en ökad polarisering och populism vuxit fram vilket påverkar diskussionsklimatet i samhället. Detta ger konsekvenser för den svenska skolans möjligheter att forma demokratiska medborgare. Syftet med denna litteraturstudie är att undersöka hur ett deliberativt förhållningssätt kan främja formandet av demokratiska medborgare, vilka förutsättningar som krävs och vilka möjligheter det ger för skolan. Litteraturstudien visar att en av huvudförutsättningar för ett deliberativt förhållningssätt är att alla elever ska kunna delta på jämlika grunder. Dock är detta svårt då maktstrukturer och marginalisering även påverkar skolkontexten. Därför krävs det lärare som skapar goda relationer, ett öppet klassrum och ställer rätt frågor. Ett deliberativt förhållningssätt ger möjlighet för fler att komma till tals på grund av att det belyser vikten av att flera olika perspektiv ska ta plats i samtalet. Förhållningssättet öppnar upp för att på ett säkert och strukturerat sätt lyfta kontroversiella frågor. På så sätt får eleverna praktisk erfarenhet av en demokrati som tar till vara på varje elevs unika röst.

Resumen
How a citizen dialogue or planning consultation is conducted can be a root cause of planning contests in new construction projects. The aim of the paper is to study the effects of the citizensial dialogue in connection with the local development “Muminlandet” theme park at Skutberget. This study explores how the citizen dialogue have been done in Karlstad and tries to look at it in different democracy perspectives. The method used is qualitative semi-structured individual interviews with politicians, civil servants and citizens in order to gain their view of the process. The study analysis shows that the development of Skutberget area in Karlstad municipality has been divided into two separate plans. In one part, which is the outdoor recreational area, citizen dialogue has taken place with deliberative aspects in the form of focus groups and direct dialogues with the citizens. The second part is about “Muminparken” and it has been planned for public consultation meeting. Citizens have only given comments on this plan, but have not had the possibility to have a direct dialog with the people in charge, so no deliberative talks have been achieved. The conclusion that follows is that there has been no opportunity for citizens to enter into dialogue with the municipality regarding the “Muminpark”. The conclusion that follows is that there has been a certain tension between the representatives from my interviews and the citizens. They see the building plan from two different perspectives.

"Since 2018, moral education has changed in Japan. Specifically, the focus has shifted from emotional understanding, to thinking and deliberating. Consequently, it is important to consider the development of morality as well as the development of the ability to deliberate and think. However, in Japan, not many studies have been conducted on the development of the ability to think and deliberate among the elementary and junior high school students. Therefore, the purpose of this study was to examine communication skills and moral development in elementary and middle school students. The results revealed that while communication skills decreased as the students got older, their morality increased. No gender differences in moral development between males and females from the sixth grade of elementary school to the ninth grade of middle school. Based on these results, the implications for moral lessons that focus on thinking and deliberating are provided."
