Resumen
The New Urbanism, initially conceived as an anti-sprawl reform movement, evolved into a new paradigm in urban design. Recently, however, some researchers have argued that the popular appeal of New Urbanism has eroded, the movement has lost its significance, and critical research on the broader theme has tapered off. In response, this article investigates whether the movement has lost its currency and explores the future of New Urbanism in the context of contemporary circumstances of development. The article begins with a brief description of the conceptualization of New Urbanism as an exception to the development trends of the time. Collaborative efforts of its protagonists that have contributed to the integration of New Urbanist concepts into other programs, policies, and development regulations are presented in the next section to describe its expansion, to clarify its mainstreaming, and to call attention to its broader impact. The concluding section presents contemporary circumstances of development and changes that are intensified by the COVID-19 pandemic, including those related to the nation’s demographics, climate change, technological advances, rapid growth of the digital economy, and acceleration of e-commerce to explore the significance of New Urbanism for future development.

Resumen
This article presents an analysis of the presence in, and use of, the web by some forms of digital citizenry in a city of southern Italy: Catania. Its primary aim is to analyze how, also in a weak civil society, information and communication technologies (ICTs) create new opportunities for extending public sphere and for learning new modes of participatory local action for sustainable urban development. The local experiences presented in this research indicate that ICTs can facilitate a redistribution of local social powers, offering infrastructures and tools useful for implementing a continuous process of social interaction, exchange of knowledge and the development of practices, influencing policy processes and planning models.

Abstract This article aims to understand contemporary forms of “digital work” and how this is imagined in visionary documents in the context of smart urbanism. Specifically, we argue for an infrastructural perspective on smart urbanism to highlight (1) how such visionary documents organize society in specific ways and (2) how this organization is rooted in work that is imagined as being mainly informational and disembodied. Through an analysis of Singapore’s recent Smart Nation initiative, we make a case for the inclusion of the actual human and embodied work that constitutes visions of smart urbanism. This work comprises both the physical construction and maintenance of digital infrastructure and the monitoring of these infrastructures and the interpretation of data on which they run. Finally, we show how an infrastructural inversion of smart urban initiatives is capable of highlighting these invisibilities of human work, specifically by drawing on the mundanity, temporality, and materiality of work that is considered digital.

‘Platform urbanism’ has recently gained traction as a designator for emergent dynamics and material configurations associated with the increasing presence of digital platform enterprises in cities. Initial scholarly engagements with platform urbanism have tended to coalesce around critiques of digital platforms as progenitors of inevitably dystopian urban futures. In this paper, I advance a counter-topographical minor theory of platform urbanism. I do so by drawing on Legacy Russell's notion of the glitch as a tendency toward both error and erratum (correction) in digital systems, mobilizing space/times where platforms appear ‘glitchy’—unexpectedly, otherwise than anticipated, or not at all—as the margins of platform urbanism. Through the narration of three specific platform/city interfaces from the minors of their glitchy margins, I capture the ways in which platform–urban configurations are demonstrably open to negotiations, reconfigurations, and diffractions through tactical maneuvers rooted in everyday digital practices of urban denizens. Theorized from the minor, platform urbanism is a phenomenon that may beget an array of possible outcomes that remain shapeable by mundane tactical interventions in the platform-mediated present. This ultimately underwrites possibilities for more hopeful digital urban politics, theory, and futures.

As the negative impacts of climate change become increasingly apparent, many city leaders and policymakers have begun to regard climate action as both a fiscal challenge and strategic economic opportunity. However, addressing the increasingly evident threats of climate change in the neoliberal, post-financial-crisis city raises several questions about its equitable implementation. This paper suggests that the prioritisation of a specific mode of climate resilient urban development represents a departure from the previous decades’ movement toward sustainable urbanism. We refer to this new development paradigm as ‘climate urbanism’, a policy orientation that (1) promotes cities as the most viable and appropriate sites of climate action and (2) prioritises efforts to protect the physical and digital infrastructures of urban economies from the hazards associated with climate change. We argue that the potential social justice impacts of climate urbanism have not been fully interrogated. Certainly, cities are appropriate sites for addressing climate change, but in the current neoliberal context, the transition from policy rhetoric to climate action presents a potentially problematic landscape of inequality and injustice. With that in mind, this paper offers a critical lens to evaluate the merits of climate urbanism and to interrogate its potential outcomes.

This work focuses on the study of the features of modern urbanism, the development of «smart cities» in the context of the formation of the digital economy. With this in mind, special attention is paid to the development of digital tools – as one of the driving forces of the modern digital economy – and the possibility of its effective use for the development of modern urbanism. The purpose of the presented work is to determine the features of modern urbanism in the context of the formation of the digital economy and possible vectors of its further development. The main methods of research are: methods of analysis and synthesis – to determine the features of urbanism and the characteristics of its elements, which directly depend on the conditions of the digital economy; methods of induction and deduction – to determine the modern vector of urban development and the formation of the digital economy; comparison methods – to describe the elements of urbanism that depend on the current conditions of the digital economy; tabular and graphical methods – for visual display of the results of the presented research. The main results of the research include the following conclusions: digital technologies allow the development of the conception of «smart city», where sensors, the Internet of Things, data analytics and artificial intelligence are used to optimize the management of urban resources, reduce energy consumption, improve the transport system, ensure safety and improve the quality of life of residents; government agencies can use digital technologies to improve the operation of city services and units, provide online services to citizens, e-governance, and ensure openness and transparency in city governance; large amounts of data collected from sensors, mobile apps, public systems, and other sources allow for detailed analysis of the urban environment. The digital economy creates new opportunities for public engagement in urbanization processes. Mobile apps, online platforms and social networks allow city residents to take an active part in decision-making on the development of their city, express their needs and opinions.

The article offers a philosophical reflection on the digital reality, digital urbanism, and digital humanities, posing fundamental questions about the nature of these phenomena and their potential risks. Shedding light on aspects of digital urbanism, researchers explore how technological transformations impact the structure, organization, and transformation of living spaces. In the context of digital humanities, the influence of new technologies on humanistic disciplines and ethical aspects is evaluated. Philosophical reflection on the impact of the digital environment on cultural and social aspects of urban life allows for the consideration of the importance of open data and collective knowledge exchange in the digital era. The article proposes an integrative view of digital modernity, emphasizing the relevance of a phenomenological perspective on understanding the complex relationships between humans and technologies in the contemporary world. The research identifies the influence of digital transformation on human existence, raising concerns about the possible loss of human identity in the conditions of the new reality. However, the article offers a new perspective on the issue, emphasizing that it is not the flexibility but the plasticity of human consciousness that could be the key to rethinking the digital age. The authors argue that the plasticity of human thinking can provide humanity not only with a means of adaptation but also with a new source of creativity. As a result, it is concluded that despite the challenges of digital reality, the plasticity of consciousness could become the foundation for creating new, exciting perspectives. The authors see this transition as an opportunity to form a more harmonious interaction between humans and the digital environment and to create unique realities. Thus, the article challenges stereotypes about human vulnerability in the digital age, asserting that the plasticity of human consciousness can open new horizons for creative interaction with the changing world.

MARCELLA DEL SIGNORE Architect, urbanist, educator, scholar, and the principal of X-Topia, a design-research practice that explores the intersection of architecture and urbanism with technology and the public, social, cultural, and cognitive realm. She has been involved in evidence-based research and applied-design projects investigating the intersection of architecture, urbanism,emerging technology, livability, and emotional/cognitive spaces. She is an Associate Professor and Director of the Master of Science in Architecture, Urban Design at New York Institute of Technology. Since 2007, she has taught Architecture and Urban Design in international institutions of higher education in the USA and Europe, and in 2019 she received the NYIT Presidential Award for the integration of Technology and in 2023 the Outstanding Faculty Research Award. She has published five books on urbanism, human-centered design, and emerging technologies, including Urban Machines: Public Space in a Digital Culture (LISTLab, 2018; OROEditions 2020) and "Data, Matter, and Design" (Routledge, 2020). She co-curated the Data and Matter exhibition during the 2018 Architecture Venice Biennale. She was invited to exhibit at the 17th Architecture Venice Biennale in 2021 in the Italian Pavilion Resilient Communities, and she was the deputy curator of the NYIT Students as Researchers Collateral Event at the 18th Architecture Venice Biennale in 2023.

The goal of this paper was to search the state of the art from the Digital Libraries in Architecture and Urbanism in the Higher Education Institutions (IES) through conceptualizations and showing the importance of Digital Libraries in the disclosure and easing of information transferring. Questions about digital information architecture, usability, digital preservation and accessibility were approached. The research was made in the websites of Brazilian Universities, firstly to identify the institutions which offered the Architecture and Urbanism course, focusing on postgraduate education. After identifying the offering, the research was done by analyzing the contents, storage and dissemination and access to information, these libraries. It was found that the digital libraries are increasingly and taking part of organizations and educational institutions focusing on the knowledge dissemination releasing digitally information that may be needed for institution or the individual. A monitoring was done over of the physical and computational restructuring of the Board of Studies and Research in Architecture and Urbanism (C?mara de Estudos e Pesquisa em Arquitetura e Urbanismo, CEPAU), from the Architecture and Urbanism Course of the Federal University of Rio Grande do Norte (UFRN), showing the need of installing a Digital Library to integrate the databases of PPGAU s research groups, which today remain independent, with no interface among themselves. The research chosen area was Architecture and Urbanism, because there is a gap and little documentation about digital libraries in this area
O objetivo deste estudo foi pesquisar o estado da arte das Bibliotecas digitais em Arquitetura e Urbanismo, nas Institui??es de Ensino Superior (IES) brasileiras, atrav?s de conceitua??es e mostrando a import?ncia das Bibliotecas digitais na divulga??o e agiliza??o na transfer?ncia de informa??es. Quest?es sobre arquitetura da informa??odigital, usabilidade, preserva??o digital e acessibilidade foram abordadas. A pesquisa foi feita nos sites das Universidades brasileiras, primeiramente para se identificar quais as institui??es oferecem o curso de Arquitetura e Urbanismo, focando-se nos Programas de P?s-Gradua??o. Identificadas, a pesquisa foi feita analisando-se os conte?dos, sistemas de armazenamento e de difus?o e acesso ?s informa??es, dessas bibliotecas. Constatou-se que as Bibliotecas digitais est?o, cada vez mais, fazendo parte das organiza??es e institui??es de ensino com foco na dissemina??o do conhecimento que disponibilizam digitalmente as informa??es que possam ser necess?rias para a institui??o ou indiv?duo. As part of its quest to become the first digital African city, in 2014 the City of Cape Town adopted an open data policy, which was later coupled with an open data portal to make government data available for public access. This was touted as a novelty initiative as the City of Cape Town was the first African city to implement a policy of this nature. This open data initiative aimed at enhancing transparency and accountability as well as promoting inclusive economic participation for its citizens. Open data project managers from the city and external industry experts working on open data initiatives were interviewed to understand the current the state of open data within the city and how it worked with other stakeholders. The study draws on these interviews to present the current challenges experienced by the city from the city’s official point of view as well as from open data experts working closely with the city. To understand the practical experiences of how the city publishes data in its platforms, the study also extensively explored the city’s open data portal, as well as examining and commenting on the documented open data policy guidelines contrasted and compared to current practical experiences. To guide the objectives and analysis of the study, four key themes were adopted from literature; context, use, data and impact. Context focused on the overall context or environment at which open data in the city is provided as a public service, while use focused challenges on the uses of open data as well as it is users, data focused on the types of datasets published on the portal as well as the technical challenges in publishing them. Lastly impact looked at the expected benefits and goals of the city’s open data policy. The study through the themes highlighted the ongoing challenges at various levels that the city experience as they implement and develop the open data policy. Overall it was noted that open data was not a goal but continuous challenges were arising daily while implementing and developing the policy- while it was noted that various stakeholders within and outside government had to collaborate to effectively meet the required open data standards.

Esta pesquisa analisa os processos de urbanismo bottom-up a partir do contexto social em que emergiram e de sua atuação em meios digitais. Como contexto são analisados os movimentos sociais contemporâneos, a consolidação da sociedade em rede por meio da popularização das TICs e a emergência de novas culturas organizacionais. A análise histórica desse universo é sempre vinculada a seu impacto no processo de produção das cidades, até a apresentação da situação contemporânea. Sobre a atuação nos meios digitais a pesquisa investiga por meio da mineração de dados e análise de redes, a atuação no Facebook, a partir de um estudo de caso. As investigações revelam as dinâmicas dos principais atores, como o número e frequência de eventos, o engajamento com o público, os diálogos no espaço virtual e as ações de transformação urbana. Como resultado, a pesquisa não pretende apresentar conclusões precisas e definições de conceitos, mas apontamentos que permitem uma melhor compreensão e planejamento do urbanismo contemporâneo.
This research analyzes the processes of bottom-up urbanism from the social context in which they emerged and from their presence in digital media. As context, are analyzed the contemporary social movements, the consolidation of the network society through the popularization of ICTs and the emergence of new organizational cultures. The historical analysis of this universe is always linked to its impact on the production process of cities. About the presence in the digital media the research investigates through the data mining and analysis of networks, the action in Facebook, from a case study. The investigations reveal the dynamics of the main actors, such as the number and frequency of events, engagement with the public, dialogues in virtual space and actions of urban transformation. As a result, the research does not intend to present precise conclusions and defi nitions of concepts, but notes that allow a better understanding and planning of contemporary urbanism.

Dans le cadre d’un financement CIFRE accompagnant la définition du Schéma de Cohérence d’Aménagement Lumière (SCAL) de la Métropole de Nantes, la thèse de Nicolas Houel contribue à identifier les enjeux de la sobriété énergétique et lumineuse dans la gestion du parc d’éclairage public. La recherche porte sur la méthodologie d’élaboration du SCAL et se focalise sur l’identification des controverses actuelles dans la pratique de l’éclairage artificiel, en vue d’une sensibilisation et d’une implication de l’usager de l’espace public dans l’évaluation et la production des ambiances urbaines nocturnes. Le travail comprend une série d’enquêtes de terrain dédiées à l’évaluation et à l’itération d’une méthode de récolte d’indicateurs sensibles. En plus de sa partie analytique, la recherche propose un outil cartographique numérique inédit pour l’aide au suivi des installations et permettant en temps réel la collecte d’indicateurs physiques et sensibles directement identifiés par l’usager. La posture de recherche aborde la notion d’expertise d’usage, potentiellement complémentaire des expertises politiques, artistiques et techniques qui gouvernent actuellement l’éclairage public. Ils soulignent la place prépondérante de l’éclairage artificiel dans la culture collective et la très faible représentativité de la notion d’obscurité. La pédagogie de la sobriété lumineuse, en réponse à l’enjeu de sobriété énergétique et lumineuse initialement poursuivi au travers de la démarche de sensibilisation des usagers à l’éclairage public, s’oriente finalement vers celui d’une forme de pédagogie à l’obscurité, dans laquelle la sobriété lumineuse pourra durablement s’installer
As part of a CIFRE contract associated with the definition of the Lighting Development Coherence Scheme (SCAL) of the city of Nantes, Nicolas Houel’s thesis contributes to identifying the stakes of better energy and light sobriety in the management of its public lighting park. The research deals with the development methodology of the SCAL and focuses on the identification of current controversies in the artificial lighting practice, to raise awareness and involve the users of public spaces in the evaluation and production of nocturnal urban ambiances. It includes a series of field surveys dedicated to the evaluation and iteration of a method for the collection of sensitive indicators. Beyond its analytical part, the thesis proposes an unprecedented digital mapping tool to monitor the installations and to in real time the collection of physical and sensitive indicators identified by the users. The research addresses the concept of expertise of use, potentially complementary of political, artistic and technical ones that currently govern public lighting. They highlight the prominent place of artificial lighting in collective culture and the very low representativity of the concept of darkness. The pedagogy of light sobriety, regarding the challenge of energy and light sobriety originally pursued through an approach of awareness to public lighting for users, is ultimately oriented towards a form of pedagogy of darkness, in which light sobriety could settle lastingly

A partir da grande complexidade e dos vários fatores inerentes ao processo de projeto em Arquitetura e Urbanismo, a presente tese busca analisar se na formação do Arquiteto, as escolas e professores estão preparados para enfrentar essa realidade pelo ponto de vista do conhecimento estrutural. Para tanto a presente tese analisou o resultado de trabalhos de TFG, das disciplinas de introdução aos Sistemas Estruturais e os procedimentos adotados por seus professores, de duas escolas de Arquitetura e Urbanismo no Paraná. A primeira é uma Universidade pública e a outra um Centro Universitário particular. A busca pela resposta a essa questão, demonstra que todo o processo de ensino de Arquitetura, requer mudanças significativas. Passando por atualizações nos currículos e nos procedimentos adotados por professores, em face a defasagem percebida durante a pesquisa. A pesquisa propõe inicialmente uma nova sistemática aliada ao cálculo, propiciando que o aluno tenha primeiramente uma visualização real dos diversos Sistemas Estruturais, apoiado em modelos digitais de edifícios reais. Esse novo procedimento foi aplicado aos alunos dessas disciplinas iniciais com resultados positivos quanto ao conhecimento adquirido. Nos períodos seguintes, em acompanhamento a um grupo desses alunos, verificou-se que os trabalhos elaborados nas disciplinas seguintes de Projeto Arquitetônico, não se utilizavam desse conhecimento adquirido em seus trabalhos. Uma pesquisa feita com os professores de Projeto mostrou a dificuldade que os próprios professores enfrentavam com orientações nas questões estruturais. Para tanto, além desse procedimento inicial de uso de modelos digitais, novas mudanças se fazem necessárias também no currículo e na proposta de trabalho de cada uma das instituições pesquisadas, objetivando que os conhecimentos adquiridos com o uso de modelos digitais pudessem ser permanentes. Como embasamento as mudanças de posicionamento pedagógico e curricular com o uso de modelos digitais, a tese foi construída sob dois pontos fundamentais. Primeiramente a Teoria das Inteligências Múltiplas do psicólogo americano Howard Gardner, focando na Inteligência Espacial e a Taxonomia de Bloom, elaborada por Benjamim Samuel Bloom, sobre o Domínio Cognitivo, que são aplicadas para verificação da aprendizagem através da analisa de seis categorias hierarquicamente separadas, da mais simples ao de maior complexidade, que envolve conhecimento, compreensão, aplicação, análise, síntese e avaliação. Como resultado a essa pesquisa, chegou-se à conclusão de que os cursos pesquisados devem prover o conhecimento de Sistemas Estruturais, através de projetos pedagógicos atualizados e mais eficientes, aliados a professores comprometidos com as modernas metodologias pedagógicas, visando uma ampla compreensão dos conteúdos de suas disciplinas por parte dos alunos e buscando que o conhecimento estrutural adquirido num primeiro momento, seja efetivamente praticado nas demais disciplinas.
From the great complexity and the various factors inherent in the design process in Architecture and Urbanism, this thesis seeks to analyze whether the architectural education, schools and teachers are prepared to face this reality from the point of view of structural knowledge. For this purpose, this thesis analyzed the result of TFG work, introduction of disciplines to structural systems and procedures adopted by their teachers, two schools of Architecture and Urbanism of Londrina in Parana. The first is a public university and the other a private university center. The search for the answer to this question show that the whole architecture of teaching process requires significant changes. Undergoing upgrades in the curricula and procedures adopted by teachers, given the lag perceived while searching. The search initially proposes a new system combined with calculation, enabling the student to first have a real view of various systems supported by digital models of real buildings. This new procedure was applied to the students of these disciplines with initial positive results regarding the acquired knowledge. In subsequent periods, in monitoring a group of these students, it was found that the works carried out in the following disciplines of Architectural Design, not used this knowledge acquired in their work. A survey of the project teachers showed the difficulty that teachers themselves faced with guidelines on structural issues. For that, beyond this initial procedure using digital models, new changes should also happen in curriculum and work proposal of each of the institutions surveyed, aiming that the knowledge acquired with the use of digital models could be permanent. As basis the changes in teaching and curriculum positioning with the use of digital models, the thesis was built on two fundamental points. First, the Theory of Multiple Intelligences of the American Howard Gardner psychologist, focusing on the Space Intelligence and Bloom\'s Taxonomy, developed by Benjamin Samuel Bloom, on the Cognitive Domain, which are applied for verification of learning through analyzes six hierarchically separate categories of the simplest to the most complex, involving knowledge, comprehension, application, analysis, synthesis and evaluation. As a result to this research, we came to the conclusion that the surveyed courses should provide the structural systems knowledge through upgraded and more efficient educational projects, together with teachers committed to the modern teaching methods, aimed at a broad understanding of the contents of their disciplines by students and seeking the structural knowledge gained at first, is actually practiced in other disciplines.

Cette thèse analyse le développement d’un système sociotechnique très haut débit (réseau de fibre optique et data centers) et les transformations urbaines d’une métropole ouest-africaines en interrogeant les conditions et modalités d’une « urbanisme du numérique » à Dakar (Sénégal). L’ambition est de comprendre comment infrastructure numérique et espaces urbains se façonnent mutuellement et d’en proposer une lecture à partir de la matérialité plutôt que surplombant une matérialité-support inerte. S’appuyant sur des travaux issus des études urbaines et des approches sociales de la technique inspirées des Science and Technology Studies (STS), l’enquête porte sur les dimensions sociopolitiques, sociotechniques et territoriales du déploiement de l’infrastructure très haut débit qu’elle analyse à trois échelles, correspondant à des sphères d’action et des temporalités distinctes, et dans différents types d’espaces intra-urbains. Avec une méthodologique qualitative (entretiens, observation participante, cartographie), la thèse démontre les relations ambivalentes qu'entretiennent le développement privatisé du système sociotechnique très haut débit et les inégalités socio-spatiales. Aux échelles nationales et métropolitaines, elle met en évidence les liens entre les acteurs de l’urbanisme et de puissants opérateurs de télécommunication internationaux ainsi que leur influence respective dans l’aménagement numérique métropolitain dans un contexte marqué par des politiques néolibérales. A l’échelle de la rue, elle analyse le rôle des ingénieurs et techniciens réseaux en soulignant, à travers une étude des chantiers et du travail « en situation », le rôle des contingences matérielles, de l’informalité et du « bricolage » sociotechnique mais aussi celui d’une expertise technique « de la rue » essentielle dans le développement matériel de l’infrastructure très haut débit. L’analyse de la gouvernance du déploiement couplée à celle de la matérialité urbaine et des évolutions socio-spatiales métropolitaines a permis de qualifier un urbanisme numérique différencié selon les profils urbains. Cependant, tout en insistant sur le poids déterminant des opérateurs de télécommunication et l’insuffisante capacité de prescription et de régulation des pouvoirs publics, la thèse identifie des mécanismes d’autorégulation parfois bénéfiques à l’intérêt général et des mécanismes de rattrapage partiel dans certains quartiers moins « attractifs ». Ces résultats conduisent à nuancer les effets de la « privatisation » du développement du numérique sur la fragmentation urbaine et suggèrent des éléments de réflexion pour le réengagement public d’une pensée et d’une pratique de l’aménagement numérique urbain à Dakar
This thesis analyzes the development of a very high-speed socio-technical system (fiber optic network and data centers) and the urban transformations of a West African metropolis, questioning the conditions and modalities of a “digital urbanism” in Dakar (Senegal). The aim is to understand how digital infrastructure and urban spaces shape each other, and to propose a reading based on materiality rather than overhanging an inert materiality-support.Drawing on work from urban studies and social approaches to technology inspired by Science and Technology Studies (STS), the investigation focuses on the socio-political, socio-technical and territorial dimensions of very-high-speed infrastructure deployment, which it analyzes at three scales, corresponding to distinct spheres of action and temporalities, and in different types of intra-urban spaces. Using a qualitative methodology (interviews, participant observation, mapping), the thesis demonstrates the ambivalent relationship between the privatized development of the very-high-speed socio-technical system and socio-spatial inequalities. On a national and metropolitan scale, it highlights the links between urban planners and powerful international telecoms operators, and their respective influence on metropolitan digital planning in a context marked by neoliberal policies. At the street level, it analyzes the role of network engineers and technicians, highlighting the role of material contingencies, informality and socio-technical “bricolage”, as well as the role of “street-level” technical expertise in the material development of very high-speed infrastructure, through a study of construction sites and “on-the-spot” work. Analysis of the governance of deployment, coupled with that of urban materiality and metropolitan socio-spatial evolutions, has enabled us to qualify a digital urbanism that differs according to urban profiles. However, while insisting on the decisive weight of telecoms operators and the insufficient prescription and regulation capacity of public authorities, the thesis identifies self-regulation mechanisms that are sometimes beneficial to the general interest, and partial catch-up mechanisms in certain less “attractive” neighborhoods. These results lead us to qualify the effects of the “privatization” of digital development on urban fragmentation, and suggest elements of reflection for the public reengagement of a thought and practice of urban digital planning in Dakar

This work addresses the development of digital technologies from the perspective of corporeal and embodied encounters. It offers a critical view of the openness and smartness of cities, at the same time that propose a novel approach to create cities of attentiveness, delight, intensity and meaning. It consists of a study of what becomes called Geographies of Empathy, as means of affective translations (Pedwell, 2014). Empathy is addressed as a conjugation of multiple ontologies that can be defined as a ’becoming together’. Empathy that takes place as forms of aesthetic experiences, collective conditions and structures of feelings (B. Anderson, 2014). By presenting three interactive experiments and three explorations, it addresses the empathic relations that reify everyday practices. A focus on how mundane objects and urban places are experienced in encounters, provide an analysis of the mediation of affects, feelings and emotions. The multidisciplinary approach in the process of research is performed by the application of concepts from Science and Technology Studies, Cultural Geography, Media Studies, Urban Studies and Human-Computer Interaction. This work takes the form of a dialectical inquiry between the empirical/propositional and the theoretical/critique. By one side, it discusses the role of interaction design and the ethics and aesthetics of socio-technical assemblages in cities. By the other, it addresses the political effects and consequences of empathic relations in the advent of urban development and the practices of designing urban interactions. Este trabajo aborda el desarrollo de las tecnologías digitales desde la perspectiva de los encuentros entre cuerpos. Asimismo, ofrece una visión crítica sobre las ciudades abiertas e inteligentes, al mismo tiempo que propone un enfoque novedoso para crear ciudades bajo los principios de atención, intensidad, deleite y sentido. Consiste en un estudio de lo que llamamos Geografías de la Empatía, como forma de versiones afectivas (Pedwell, 2014). La noción de empatía es abordada como una unión de múltiples ontologías que pueden ser definidas como una ‘existencia conjunta’. Empatía, tiene lugar en diversas formas formas de experiencia, estéticas, condiciones colectivas y estructuras de sentimientos (B. Anderson, 2014). Con la presentación de tres experimentos interactivos y tres exploraciones, se aborda las relaciones empáticas que reifican las prácticas cotidianas. El foco sobre cómo los objetos mundanos y los lugares urbanos se experimentan en los encuentros, proporciona un análisis sobre la mediación de los affects, los sentimientos y las emociones. El enfoque multidisciplinario en el proceso de investigación se realiza mediante la aplicación de conceptos de los campos como los Estudios de la Ciencia y Tecnología, Geografía Cultural, el Estudios Culturales, Estudios Urbanos e Interacción Humano-Computadora (HCI). Este trabajo toma la forma de una indagación dialéctica entre lo empírico/proposicional y lo teórico/crítico. Por un lado, se analiza el papel del diseño de interacción, junto con la ética y la estética de los ensamblajes socio-técnicos en las ciudades. Por el otro, aborda los efectos y las consecuencias políticas de las relaciones empáticas en el advenimiento del desarrollo urbano y las prácticas de diseño de interacciones urbanas.

Este trabalho aborda a necessidade da revisão na formação em Arquitetura e Urbanismo no século XXI. Parte da premissa de que a crescente urbanização e a cultura digital provocaram mudanças que exigem um repensar no perfil do profissional. Esta premissa se alinha com documentos oficiais, como a carta da UIA/UNESCO, as recomendações europeias (ENHSA), os critérios de acreditação ARCUSUR e a revisão das diretrizes curriculares nacionais proposta pela ABEA. Desenvolve esta revisão a partir do conceito de Transdiciplinaridade e chega a temas de relevância para o contexto: responsabilidade social, interculturalidade, processo de projeto revisado a partir do pensar digital, e a ecologia relacionada ao ecosistema urbano e a biotecnologia na produção do design. Construiu-se assim a partir de conceitos e relatos de experiências um conjunto de estratégias que podem iniciar a revisão necessária.
This work encompasses the need for review and revision of architectural education in the 21st century. It takes as its premise the idea that the growing urbanization and the digital culture have brought changes which demand a rethinking of architects professional profile. Such presupposition is in line with official documents, such as the charter of UIA/UNESCO for architectural education, the European recommendations (ENHSA), the accreditation criteria proposed by ARCUSUR and the review of the national curricula guidelines proposed by ABEA. It takes as its basis the notion of Transdisciplinarity and develops themes which are relevant to this context: social accountability, interculturality, design process renewed in the face of digital thinking, and ecology related to the urban ecosystem and the biotechnology in the design production. A set of strategies built upon concepts and experience reports is here proposed with the intention of promoting a revision in architectural education.

Este artigo apresenta uma proposta de estruturação e integração de disciplinas sobre desenho, meios de representação e tecnologias digitais, do curso de graduação em Arquitetura e Urbanismo da Universidade Federal da Bahia. Essa proposta, realizada por meio de intervenções do projeto Célula BIM e adotando o método da pesquisa-ação, apresenta conteúdos, ferramentas e metodologias propostas para as disciplinas Expressão Gráfica 1 e 2, Desenho e Meios de Representação em Projeto, e Tecnologias Digitais Aplicadas 1 e 2. O objetivo é promover uma sequência e aprofundamento dos conteúdos relacionados a diferentes formas de concepção e representação do projeto de arquitetura, envolvendo diversas atividades associadas à Modelagem da Informação da Construção (BIM). Entende-se que a proposta apresentada possibilita enriquecer a formação em Arquitetura e Urbanismo, ao proporcionar uma visão abrangente e crítica de diversas ferramentas e métodos de trabalho a serem adotados desde o início curso, com foco no conhecimento crescente das tecnologias digitais, especialmente do BIM, em consonância com o contexto contemporâneo.

Resumen
Citizens around the world are changing their urban environment through bottom-up projects. They are increasingly using digital platforms to come together. From the perspective of smart city research, this form of participation and interaction with city administrations has not yet been researched and defined. In our study we suggest a conceptualisation of bottomup urbanism participatory platforms and analysed 143 platforms. We identified 23 platforms as our study sample. They vary in their focus from implementation to funding or discussion. Therefor we found a broad range of participation mechanisms. A wide range of employment or voluntary work of staff members was shown. A heterogeneous picture also emerged regarding other characteristics (e.g. funding size, users or number of projects). One thing they have in common is their good cooperation with cities and regional actors.

¿Cómo deberían gravar las transacciones digitales los gobiernos nacionales y subnacionales? La teoría concluye que una de las razones por las cuales los gobiernos subnacionales deberían tener mayor injerencia impositiva sobre una actividad económica es cuando presenta externalidades a nivel local (por ejemplo, generando contaminación y congestión en áreas urbanas). Este documento revisa las características y externalidades de las transacciones digitales y las implicancias que éstas tienen para el sistema tributario y las finanzas intergubernamentales de América Latina y el Caribe. También identifica las prácticas internacionales y las nuevas opciones usadas en distintos países del mundo y de la región para la tributación subnacional de la economía digital y la financiación local, y ofrece algunas reflexiones y una agenda de desafíos futuros para avanzar en este ámbito.

El presente documento describe la metodología empleada para la evaluación de la madurez digital y la identificación de las oportunidades de transformación y mejora centradas en este tipo de soluciones y tecnologías en la prestación de los servicios urbanos de agua y saneamiento. Este documento se inscribe en una colección, denominada de análisis focalizados, que aborda de forma específica temas relevantes dentro de la prestación de servicios de agua y saneamiento que merecen un análisis temático particularizado. Los análisis focalizados se basan en el establecimiento de un método y criterios para la caracterización y análisis de un aspecto particular de la gestión de la prestación de dichos servicios con un enfoque detallado y una perspectiva diferente de la considerada en la caracterización integral del Estándar AquaRating.

Resumen
Si bien la evidencia muestra un impacto económico de la conectividad digital en los hogares positivo y significativo en América Latina y el Caribe, no se conoce su impacto en poblaciones más vulnerables, tales como hogares liderados por mujeres, individuos que indican pertenencia a pueblos indígenas e individuos de etnia afrodescendiente. Analizamos este impacto con datos de las encuestas nacionales de hogares compilados en la base de datos armonizada del Banco Interamericano de Desarrollo. Encontramos, entre otros resultados, que el impacto en los ingresos de los hogares liderados por mujeres en las áreas rurales es significativamente menor, igual como ocurre con los individuos de pueblos indígenas en áreas urbanas. La conectividad amplia la brecha de ingresos entre individuos afrodescendientes y no afrodescendientes en áreas urbanas. Estos efectos heterogéneos deberían orientar las políticas hacia el futuro de asegurar que los beneficios de la conectividad se comparten entre toda la población.

A América Latina e Caribe (LAC) é a região mais desigual do mundo (PNUD, 2019), na qual um terço da população vive em situação de pobreza. Os bairros populares em que residem estas populações são marcados por estigmas propagados pelo Estado e pela mídia tradicional, relacionados à regimes de visibilidade (da violência, da precariedade, da ilegalidade) e invisibilidade (da criatividade, do espírito comunitário, dos diferentes corpos). Esses regimes são alimentados por assimetrias sobre como os territórios periféricos são conhecidos pelos dados coletados pelos governos e corporações. Dados são partes essenciais de arranjos tecnopolíticos construídos para a gestão das cidades, de serviços públicos à grandes infraestruturas urbanas. Ao deslocar a centralidade de produção destes dados, este Policy Brief oferece informações e recomendações sobre como a Geração Cidadã de Dados (GCD) pode incluir a população de territórios periféricos na arena da gestão urbana a partir da politização de tecnologias urbanas via ativismo digital.

América Latina y el Caribe (ALC) es la región más desigual del mundo (PNUD, 2019), donde un tercio de la población vive en condiciones de pobreza. Los barrios donde reside esta población están marcados por estigmas propagados por el Estado y los medios de comunicación, que se relacionan con regímenes de visibilidad (violencia, precariedad, ilegalidad) e invisibilidad (creatividad, espíritu comunitario, cuerpos diferentes). Estos regímenes se alimentan de las asimetrías en la forma en que los territorios periféricos son conocidos por los datos recopilados por gobiernos y corporaciones. Los datos son una parte esencial de los dispositivos tecnopolíticos construidos para la gestión de las ciudades, desde los servicios públicos hasta las grandes infraestructuras urbanas. Este documento ofrece ideas y recomendaciones sobre cómo la Generación Ciudadana de Datos (GDC) puede incluir a la población de los territorios periféricos en el ámbito de la gestión urbana mediante la politización de las tecnologías urbanas a través del activismo digital.

n este documento se presenta un análisis sobre el estado de la conectividad digital en Bolivia y un plan de acción para cerrar la brecha existente con los países de América Latina y el Caribe (ALC) y los que integran la Organización para la Cooperación y del Desarrollo Económicos (OCDE). También existe una gran brecha dentro del propio país, entre las regiones urbanas y densamente pobladas y las que son rurales, remotas o de difícil acceso. Uno de los principales problemas para el cierre de esta brecha es la falta de inversión en infraestructura en las zonas más alejadas. La cobertura de la red de transporte de fibra óptica solo llega a las regiones con una mayor densidad poblacional. Por lo tanto, los ciudadanos, instituciones y empresas alejados de esta infraestructura tienen un ancho de banda muy limitado. A esto se añade la falta de salida al mar, lo cual impide colocar cables submarinos y obliga a comprar el acceso a los servicios de conectividad internacional a través de otros países, situación que deriva en mayores precios. Asimismo, la falta de competencia constituye un obstáculo para el acceso a Internet de calidad. El documento destaca el trabajo del gobierno en materia de acceso universal y gestión de espectro, así como en la formulación del plan nacional de banda ancha. Estas herramientas han contribuido a mejorar las condiciones de acceso en el país. Finalmente, se incluye una estimación de la brecha de inversión en ALC en general y en Bolivia en particular, a lo cual se suma un plan de acción destinado a apoyar las acciones del gobierno para impulsar el acceso a la conectividad.

Desde la perspec- tiva urbana, se destacan problemas como la expansi on desordenada, mercados de vivienda inaccesibles, informalidad laboral y sistemas de transporte pu blico deficientes, que limitan la capacidad de las ciudades para convertirse en motores de desarrollo econ omico. Por otro lado, el sector agr cola enfrenta obst aculos como la falta de agroindustrias, la baja inversi on en innovaci on y la ausencia de trazabilidad, lo que limita su competitividad en mercados in- ternacionales. Los ensayos proponen estrategias para superar estas barreras, como flexibilizar las normas urbanas, promover sistemas de transporte sostenible, fomentar alianzas estrat egi- cas entre pequen os agricultores y empresas, e impulsar la innovaci on digital y ambiental en la agricultura. El 91% de las personas que se dedican al trabajo doméstico remunerado son mujeres. El trabajo doméstico supone en promedio, alrededor del 11% del empleo de las mujeres en América Latina y el Caribe (ALC), siendo una de las fuentes de ingreso más importantes para las mujeres, sobre todo para las mujeres indígenas urbanas, afrodescendientes y migrantes, que están sobrerrepresentadas en el trabajo doméstico. Históricamente, el trabajo doméstico remunerado ha estado desvalorizado socialmente y caracterizado por la precariedad, altísimos niveles de informalidad y la mala calidad de empleo. A pesar de esto, estas trabajadoras cumplen un rol fundamental en la sociedad, ya que se encargan no sólo de las tareas del hogar, sino en gran medida del cuidado infantil, y cada vez más, también de las personas mayores. En el contexto de una creciente digitalización de la economía y los hábitos de consumo, al igual que en otras geografías, en ALC están emergiendo las plataformas digitales de trabajo como nuevas intermediarias entre las familias y las empleadas domésticas, cuidadoras y niñeras. Este estudio contribuye a generar conocimiento sobre las plataformas digitales que operan en el sector del trabajo doméstico y de cuidados a domicilio en la región y a descubrir nuevas áreas de oportunidad en la búsqueda de soluciones WorkerTech que impacten positivamente en la generación de empleo de calidad y en un mayor bienestar de los trabajadores del sector, en su mayoría mujeres y de contextos vulnerables. A su vez, profundiza en el análisis de siete (7) plataformas digitales que ofrecen servicios de cuidados y servicios domésticos en ALC. Es la primera vez que se realiza un mapeo de este sector, ofreciendo una base para futuros estudios sobre la economía de los cuidados y las plataformas digitales y servicios Workertech. Este estudio fue motivado por la evidencia que han dejado los dos años de la pandemia de COVID-19 sobre la importancia, y a la vez la fragilidad, de los sistemas de cuidados de muchos países a nivel global, incluida la región, y de las consecuencias que la pandemia ha tenido sobre la pérdida de empleo de muchas mujeres. El análisis de estas plataformas ha permitido confirmar que la digitalización del sector del trabajo doméstico y de cuidados a domicilio está todavía en una etapa incipiente. Esto implica que es un momento óptimo para aprender de las experiencias de la economía de plataformas en otros sectores e incidir para que éstas prioricen las condiciones laborales de unas trabajadoras que históricamente han estado muy invisibilizadas y socialmente infravaloradas.
