We discuss the potential role of universal basic incomes (UBIs) in advanced countries. A feature of advanced economies that distinguishes them from developing countries is the existence of well-developed, if often incomplete, safety nets. We develop a framework for describing transfer programs that is flexible enough to encompass most existing programs as well as UBIs, and we use this framework to compare various UBIs to the existing constellation of programs in the United States. A UBI would direct much larger shares of transfers to childless, nonelderly, nondisabled households than existing

The literature has shown that public policy programs based on social protection for the most needy, provide a reduction in income inequalities, as long as these policies bring neutrality to fiscal policy, that is, they do not increase the public deficit. The instruments of social protection, especially those of direct income transfer to the most needy, may result in an increase in consumption by the poorest classes, and consequently an improvement in tax revenue, especially in the collection of ICMS, consumption tax . During the last decade of the Pahlavi rule in Iran, rising oil income financed a very extensive development program in which both the state and the private sector accumulated huge amounts of wealth in real and financial capital. Having no direct access to the oil riches, the private sector accumulated much of its new wealth by direct and indirect subsidies from the government. Through various mechanisms, the state channeled resources to the private sector in an attempt to foster capitalist development of the country. However, not much is known about how to promote farmers’ market shopping among low-income consumers. Therefore, the purpose of the present paper was to examine barriers to and facilitators of shopping at farmers’ markets and associations between shopping at farmers’ markets and self-reported dietary behaviours (fruit and vegetable, sugar-sweetened b

Does the welfare state help the poor? This surprisingly simple question often generates more heat than light. By the welfare state, I mean transfer programs aimed at helping the poor through the direct redistribution of income. (This excludes general economic policy, antitrust, the volunteer military, and many other policies that affect the well-being of the poor.) Defenders of the welfare state often assume that the poor benefit from it, while critics suggest that the losses outweigh the gains. The most notable of such criticisms is Charles Murray's Losing Ground, which suggests that the welf

Resumen
AbstractAntigua and Barbuda is currently experiencing an expansion in integrated waste management driven by local community groups. These events are catalytic and transformational, fit well into SEPLS methodologies, and contribute to many of the biodiversity targets and Sustainable Development Goals (SDGs). With waste being a direct driver of and major challenge for biodiversity, climate change and land degradation, many positive multi-dimensional impacts are being seen, realised and manifested that contribute positively to reducing land-based sources of pollution through community stewardship. Such local actions positively impact the sustainable management of natural resources and the protection of habitats. Likewise, they support land degradation neutrality, protection and safeguarding of the ecosystems that provide our soil, air and water resources, sustain livelihoods, and facilitate transfer of knowledge to children and youth. This attempt to pilot a circular economy approach is providing vocational and life skills training, as well as income generation for the local community, including new forms of capacity building and development, while reducing soil, water and air pollution. Public-private partnerships built through this project are motivating other groups to follow a similar path to biodiversity transformation. Changes in attitudes and behaviours, and the building of knowledge and capacities in the next generation, is taking place through school and community outreach programmes. The project has led to community empowerment in understanding that everyone has a role to play in sustainable development and that through collective actions, changes to improve public health can be made.

The microfinance program has now been recognized as an effective tool to empower economically the rural women folk. The earning is the most important direct outcome of micro finance participation unlike acquiring empowerment. Participation in the program helps women to inculcate their saving habit. It gives access to the formal credit to them. All these have direct impact on their economic condition. This study explores the impact of microfinance program on the income of the program participants of Birbhum District in West Bengal in India. The study also focuses on how participation helps in reducing inequality in income of the participants. The major finding of the study is that women self-help group (SHG) members have the higher level of income compared to that of non-SHG members. The study also shows that SHG participation also helps them in reducing inequalities in their income. Gini coefficient and Lorenz curve technique has been used to assess the income distribution of the respondents.

Between 2013 and 2015 the Italian Ministry of Labour and Social Policy ran an experimental anti-poverty program in 12 metropolitan areas. The program provided households with children an income support through a conditional cash transfer scheme. In order to understand how the program worked within the different local welfare systems, an ex post process evaluation was developed. Focus groups were carried out with almost ninety social workers with different professional backgrounds (social services, employment services, schools, ONGs etc.) involved in the implementation of the program. According to the analysis of the collected data, the chapter explores in particular: how social workers perceived the implementation of the program; to what extent, the insights of the evaluation process and the voices of the social workers have been taken into consideration within the scaling up of the intervention at national level.

One of the popular policies for rural entrepreneurships in Mexico is the Program for Women in the Agricultural Sector, or PROMUSAG, whose objective is to contribute to the generation of employment and income of women entrepreneurs with 18 years or more living in agrarian centers by funding and training for implementation of productive projects. The aim of the chapter is to analyze the case of a joint venture stage to determine the successes and failures to undertake this business based on the theory of resources and skills of entrepreneurship and business in general and budget study of PROMUSAG in particular. The analysis concludes that the empirical knowledge of entrepreneurs in this case were not sufficient to direct the business to success, and structured knowledge strongly directed towards the non-permanence on the market is still lacking to serve the targeted population. However, based on CONEVAL Report, we can say something about the increase in women empowerment as far as the budget program is concerned.

Resumen
<em>Abstract</em>.—Federal restricted access management plans for Alaska’s fisheries have resulted in Bering Sea/Aleutian Island crab fisheries rationalization implemented in 2005. While rationalization of fisheries addresses problems of overcapitalization and inefficiencies in the industry, it does not explicitly address equitable distribution of shares to local communities or provide for the future participation of these communities. The Bering Sea/Aleutian Island crab rationalization program establishes a new precedent in rights-based fisheries management schemes by privileging processors with quota share. Through considerable and historical processor influence over local, state, and federal political processes, processor quota share was freely allocated to eligible processors because of the industry’s claim to a long-standing and capital intensive investment in crab fisheries. Processor parent companies can rely on diversification of their investments, and their stake in the industry is protected through direct processor quota shares. Local income diversification strategies diminish, however, with the passage of each restricted-access management program and the currently identified protections for local communities are inadequate to ensure their participation in the crab fisheries of the future. As a complement to the aim of achieving economic efficiency, the social context of fisheries needs to be considered in the design of rationalization programs for local fishermen and communities who too have a long-standing investment in Bering Sea fisheries resources.

Resumen
This chapter evaluates lessons from development thinking and experience and identifies the main reasons why past intellectual and policy frameworks failed to yield the expected results. It offers a pragmatic blueprint for allowing low-income countries to ignite and sustain economic growth without preconditions. With the liberalization of trade in the 1980s and 1990s, many domestic manufacturers could not face competition and were wiped out. Early deindustrialization became a trend in most developing countries. However, when developing-country governments leverage export-processing zones to attract the relocation of export-processing light manufacturing from more advanced economies with rising wages, as the East Asian tiger did in the 1960s and China did in the 1980s, they were able to leap into the global market immediately. By attracting foreign direct investment and foreign firms in export-processing zones, poor countries can improve their trade logistics, benefit from knowledge transfer, and make their local firms gradually competitive in domestic and global markets.

The injection of film cooling can have a strong impact on the heat transfer coefficient (HTC) between the overflowing freestream gas and the cooled surface. This study investigated the influence of approach flow characteristics, including the boundary layer thickness and character (laminar and turbulent), as well as the approach flow Reynolds number, on the HTC. The influence of these parameters was previously unreported in the open film cooling literature. The figure of merit for this study was the HTC augmentation, that is the ratio of heat transfer coefficients for a cooled vs. uncooled sur

Future designs of combustion engines for motor-vehicles require modern high performance valves. Internally cooled valves have been used in engines for more than 90 years. Water was initially used as coolant and later mercury, but finally, after difficulties with these liquids, sodium was found to be an appropriate working fluid. The technique of using a liquid to carry the heat from the hot valve head to the valve stem, where it can pass through the valve guide, is now well established in industry. However, the design of such valves is mostly based on empirical knowledge within the industry. A

Abstract Thermal interface materials (TIMs) used for bonding components are important for creating a thermally conductive path which improves heat dissipation. Low density, porous carbon foams are commonly used for thermal management applications and devices. Their high surface area to volume ratio enables cooling more effectively via different heat transfer methods. Many studies have adopted different methods to analytically or computationally analyze the effective thermal conductivity of carbon foams. Others have studied the participation of TIMs used in composite materials. However, very fe

Heat transfer and discharge coefficient behaviour for a representative part of a turbine active cooling system were numerically investigated by means of an in-house code. This code has been developed in the framework of an internal research program and has been validated by experiments and CFD. The analysed system represents the classical open bird cage arrangement that consists of an air supply pipe with a control valve and the present system with a collector box and pipes, which distribute cooling air in circumferential direction of the casing. Fluid flow with heat transfer in the Cross Wave (CW) primary surface channels may cause an external stress in the plate due to the non-uniform pressure on the plate surface and non-uniform temperature inside the plate. The plate construction can be deformed under this external stress, which will affect the flow of the fluid by changing the channel dimensions and thus affect the temperature fields. To solve the multi-physical field problem, a direct-coupling simulation method of thermal-hydraulic and stress analysis in a Crow-Wave (CW) primary surface heat exchanger is presented in this paper.
