Implementation of ISO 9001: 2008 quality management system will be a solution for educational institutions in dealing with problems and threats that can reduce the quality of educational institutions. Institutional marketing and student output generated through a good learning process will result in good academic and non-academic achievements. To realize a better quality educational institution, an institution should always evaluate the quality improvement program continuously, this system will become a strategic tool in increasing the institution's competitiveness in accordance with the demands of the times and the desires of customers, educational institutions as a form of service services are required to form good and capable human resources that are competitive in accordance with educational goals. Adopting the ISO quality management system and implementing its principles well will improve management within an institution so that its management is good and the performance of internal and external members can collaborate well to realize the goals of the institution in accordance with National Education Standards.

The academics management element uses the term 'school effect' in a number of ways to refer to the impact of certain school policies or practices, or the effects of several interventions. The purpose of this study is to analyze the indirect effect of organizational culture, historical culture and stakeholder mapping of the educational institution's branding image through variables between institutional performance. This research was conducted at the Alumni of the Tarbiyah Raden Wijaya College of Sciences, Mojokerto City. Province, East Java, uses the quantitative explanatory research description method. Primary data is collected and processed by itself and primary data sources directly provide data to data collectors on a Likert scale. Path analysis technique is used in testing the amount of contribution (contribution) shown by the path coefficient on each path diagram of the causal relationship between variables Organizational culture (X1), historical culture (X2), stakeholder mapping (X3) to the variable performance of the institution (Y) with variable between Branding image of educational institutions (Z). Correlation and regression analysis which is the basis for calculating path coefficients with the SPSS for Windows Version 20. While the study was conducted in August 2019. The exact population is unknown, using the Cochran formula a sample of 73 respondents was taken. From the results of the study it can be concluded as follows: 1) Organizational culture has no effect on the performance of the institution. 2) Historical culture has a significant effect on the performance of institutions. 3) Stakeholder mapping has a significant effect on the performance of the institution. 4) Organizational culture has a significant effect on the branding image of educational institutions. 5) Historical culture has a significant effect on the branding image of educational institutions. 6) Stakeholder mapping has no significant effect on the educational institution's branding image. 7) Institutional performance does not significantly influence the branding image of educational institutions. 8) Organizational culture, historical culture and stakeholder mapping each directly influence the branding image of educational institutions through variables between institutional performance.

Leadership within specialized institutions in educational institutions has a very urgent function in facilitating comparative achievements among followers, also providing opportunities for them to develop and innovate. A leader also has an important role in the development of the institution he leads, where the leader becomes an effective communicator that he can actually establish a good communication relationship between personal leaders and followers, as well as those who do not only within the internal relations circle, however, a good relationship must extend beyond the institution's discussion room to the social discussion space around the institution because educational institutions are related to institutions that relate to the surrounding social community. A leader must be able to establish a good relationship between himself, his followers and also the social environment around the institution that might be more focused on the parents of the institution's students, so the principles of public relations must be needed in researchers in educational institutions, because the basis of success in social life is good communication between social individuals.

Educational institutions are places for educational activities that aim to change lives for the better. The development of digital technology requires educational institutions to establish and develop the education system continuously. This article explores the challenges and prospects of Islamic educational institutions and their sustainability in the digital technology era. The method used for this article is the qualitative inductive content analysis method. The findings are 1) Political changes, economic changes, and socio-cultural changes in society require Islamic education institutions to upgrade the institutional system and control all institution's activities. 2) Islamic education institutions' prospects include improving human resources and service quality, effectiveness and efficiency of financial management, and emphasizing promotion costs. 3) The future of Islamic education institutions, namely the sustainability of the institution's existence, the sustainability of the quality level of the institution, and the sustainability of invested resources.

The article analyzes the problem of managing the development of modern educational institutions.The purpose of the article is to reveal the specifics of managing the development of modern educational institutions. The article analyzes the essence of the concepts “development”, “strategy”, “management of educational institutions”, “management of the development of educational institutions”; Pedagogical conditions that ensure the effectiveness of management of the development process of the educational institution are singled out:The expediency of creating and implementing a strategy for the development of an educational institution is proven, which will determine the priority areas of the educational institutionʼs activities and includes the following blocks: values of the educational institution, mission and vision of the educational institution, strategic and operational goals of activity; the specifics of educational institution management are characterized as a complex socio-pedagogical system characterized by integrity, structure, purposefulness, dynamism, interaction with the environment and with lower and higher order systems. The article focuses on the complexity of managing the development of educational institutions, which is caused by the large number of participants in the educational process and the connections between them, the non-acceptance by individual participants of the educational process of innovations and the needs of dynamic development (conservatism, misunderstanding of the significance and essence of changes); inconsistency of administrative influences, mechanisms of management and self-management, polystructurality and qualitative characteristics of subsystems, components of the educational institution.It is emphasized that effective management activities must be carried out in the following aspects: management of the educational institution as a system, a single entity; management of structural subdivisions, subsystems, components of educational institutions, taking into account their specificities; managing the interaction of subsystems, components, which enables the personal development of participants in the educational process.Research materials can be used by heads of educational institutions, in the system of postgraduate education of teaching staff in the aspect of improving management activities.Prospective areas of further research into this problem are identified, in particular, the study of domestic and foreign experience in improving management activities aimed at the development of educational institutions. This study aims to determine the comparison between the Nahdlatul Ulama (NU) Ma'arif educational institution and the Muhammadiyah educational institution. Actually, the two institutions are equally good and their usefulness can be felt by every Muslim and Muslim woman. But each educational institution certainly has its own differences. This study aimed to find out how the Nahdlatul Ulama (NU) Ma'arif educational institution compares with Muhammadiyah educational institutions. Thus, the author is interested in discussing the comparison or comparison of the two educational institutions. This research uses qualitative methods through two approaches, namely literature studies. The study is described descriptively, as well as explained systematically. The results of the literature study show that the preparation between Muhammadiyah Educational Institutions and Nahdlatul Ulama (NU) Educational Institutions, when viewed in terms of deepening the content of the material at the Nahdlatul Ulama (NU) educational institution, is superior because it can be said that Islamic Religious Education in Nahdlatul Ulama (NU) is delivered twice through nu-an subjects and for the Islamic Religious Education subject itself

The functioning of any industry is impossible without constant development and improvement, which, in turn, leads to the introduction of changes. Effective functioning of any organization is impossible without systematic and long-term development, in which the process of managing organizational changes plays the main role. Some changes directly depend on decisions made in an organization, others are related to decisions made from outside, and completely other decisions are only predicted. All changes that were planned or not planned necessarily have consequences for an educational institution. The purpose of the study is the theoretical justification of the management of an educational institution under conditions of changes, the identification of factors inhibiting the process of their implementation. The research methods used are as follows: analysis, generalization, systematization, questionnaire. It was revealed that the characteristics of change management in educational organizations are: peculiarity of educational change; differences between educational changes; components of the educational process; functions particularity of innovative management of education. The study of educational changes is carried out with the help of special methods, including: the method of groupings, the method of modeling a management system of educational innovations at different levels, the method of ranking, the method of analogy in the field of innovations in education and their management. These types of educational changes have been identified: pedagogical, technical-technological, economic, social, institutional, political-managerial. Factors inhibiting the process of implementing changes in educational institutions were studied, namely: the qualitative and quantitative composition of the teaching staff, the number of participants in the educational process, the desire of the head of an educational institution to implement changes, the level of financial support of an institution. The following factors for the effective implementation of changes in educational institutions have been determined: psychological and financial stimulation of a team, motivation of the head of an educational institution and teachers, visualization of changes, constant monitoring, analysis of the implementation of changes and formation of a collective vision. The reasons that hinder the effectiveness of implementing changes in educational institutions are: lack of experience in implementing changes, low level of competence of the head of change management and inconsistency of changes with the requests of education users, external factors that affect institution's activity as a whole.

Leadership has an important role in the educational institutions. The increasing number of implementation models of integrative Islamic education institutions demand greater competence of the leaders in order to perform their duties effectively. The most complex integrative Islamic educational institution model is developed based on boarding school by integrating formal and nonformal education as well as cross ladder as developed by Al Mukmin Islamic Boarding School (PPIM) Ngruki and modern boarding schools in general. The result of this study shows that the effective leadership model of an integrative Islamic educational institution is a democratic-transformational model. This model needs the institutional leaders to have professional, personal, social, and spiritual competences. The integration of the educational institutions management should be done thoroughly starting from the integration of curriculum management, human resources, infrastructure, financing, public relations and marketing, and other aspects.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

Amidst the racial animosity that characterized the nineteenth century, Katharine Drexel, the Philadelphia heiress, believed that education would be the equalizer between white and black America. Grounded in a strong sense of Catholic social justice, Drexel committed her fortune to providing educational opportunities that frequently eluded African Americans. She established a community of Roman Catholics nuns for that specific purpose. By combining their efforts to address the deficiencies in African American education, Drexel's religious congregation reflected the efforts of other nineteenth century groups of women who pooled their efforts to address social concerns of the larger American society.

The transformational leadership allows managers influence their teachers who recognize and attributed control to the director. The research investigated what are the characteristics of the transformational leadership of the director of a public educational institution of the UGEL 07. Through the study we recognized the features of transformational leadership in the director. The research identified three elements of the transformational leadership attributed to the director. The views expressed by the teachers and the data obtained from the respondents in order to obtain a description of the exercise of transformational leadership in the selected institution were also examined.
El liderazgo transformacional permite a los directivos influenciar en sus docentes quienes reconocen y atribuyen mando al director. La investigación indagó cuáles son las características del liderazgo transformacional del director de una institución educativa pública de la UGEL 07. A través del estudio reconocimos las características del liderazgo transformacional en el director. En la investigación se identificaron tres elementos del liderazgo transformacional atribuidos al director. También se analizaron las opiniones vertidas por los docentes y los datos obtenidos de los encuestados a fin de obtener una descripción del ejercicio del liderazgo transformacional en la institución seleccionada.

Collegiate equestrian programs are costly to operate, and cost often exceeds revenue from tuition. The local problem in this project study was the need for supplemental revenue to support a cost-intensive equestrian program, without cutbacks or raising student fees. The study examined the integration of an equine-assisted activities and therapy (EAAT) program for additional income, while capitalizing on existing institutional resources at a Midwestern university in the United States. Research questions explored how to implement an EAAT program to close the budgetary gap at the project site. Systems theory formed the conceptual framework for analyzing the relationship between program characteristics and budgetary adequacy, as well as promising points of intervention in the systemic relationship between program and budget. A mixed methods design included a quantitative survey of all U.S. post-secondary institutions (37) with EAAT programs. Survey data were expanded and validated through open-ended interviews using a panel of five experts selected from the survey group. Data analysis included the constant comparative method, member checking, and triangulation procedures. Focus groups provided feedback on analyzed data regarding application to the project site. Results revealed dominant themes: collaborations; the relationship with administration; finances; staffing; scheduling; and employability. A three-option proposal was created to integrate EAAT, which included students providing community EAAT services to enhance their professional skills, and program revenue. Beyond addressing the financial issue, the social change implications of this study include preparing college graduates for service-based careers that advance a culture of equity and diversity in the workplaces to which they will bring the values learned in the EAAT program.

Low-income, first-generation, urban students are typically underprepared academically for college-level course work and lack knowledge, which most non-first-generation students possess (Ward, Siegel, & Davenport, 2012). Success in higher education depends on students effectively navigating and transitioning into an institution (Pike & Kuh, 2005). Community-based nonprofit organizations support first-generation, low-income, urban students as they navigate through the provision of college access/readiness programs (Smith, Benitez, Carter, & Melnick, 2012). The purpose of this study was to examine the impact of one community-based college access program on the persistence, retention, and matriculation of its participants. Quantitative data included retention rates and grade point averages of 39 students who participated in the program and 82 similarly qualified non-participants. The retention rate for students participating in the program was 95% and the GPA was 2.88, as compared to a 79% retention rate and a GPA of 2.40 for similarly qualified students. The difference in both retention rates and GPA was statistically significant. For the qualitative portion of the study, focus groups were conducted to understand perceptions of 15 participants who were first-generation, low-income, urban students. Their responses were viewed through the lens of Schlossberg's (1989) theory of marginality and mattering. In addition, staff members who have worked longitudinally with students were interviewed. Three themes emerged: relationships, intentional experiences, and self-advocacy. Based on the findings from this study, college access programs should design their curriculum and experiences around the relationship between students and staff members.

Resumen

First-generation, low-income, and disabled college students are an increasing population (Tinto, 2012). TRIO Student Support Services (SSS) is an academic support program funded by the U.S. Department of Education that seeks to support this demographic to overcome challenges and thrive while in college (Coffman, 2011). Utilizing a mixed methods approach, the goal of this study was to examine the student success outcomes of retention and grade point average of TRIO SSS students compared to students who are similarly qualified but not being served by TRIO SSS at a Midwestern, large, public, four-year institution. In addition, TRIO SSS seniors were interviewed during focus groups. During focus groups, students reflected on their overall programmatic experiences in TRIO. A total of 1,913 students were involved in the quantitative analysis, and 16 TRIO seniors participated in the focus groups. Data analysis resulted in the emergence of four major themes: (a) relationships, (b) loyalty, (c) trust, and (d) transformation. These findings were consistent with other studies conducted within the scope of Tinto’s (2012) theory of student retention. All of the interview participants identified a profound and personal emotional connection to their time in TRIO SSS. This study was significant due to the lack of previous research that couples the experiences of students with quantitative data. Implications for practice included, but were not limited to, stronger support for first-generation students through a range of campus partnerships and initiatives. Recommendations for future research included expanding this study by examining TRIO programs at other institutions and gathering perceptions of first-generation students through multiple focus groups.

College enrollment is experiencing an upward trend; however, the quality of institutions selected by minority students remains a question. Promising minority students are failing to select high quality colleges and universities, despite academic components that would leave them otherwise qualified for admission. In fact, nearly 80% of high academic achieving low-income, minority students under match when selecting a college or university (Obama & Obama, 2014). The purpose of this study was to examine the factors leading to selection of institution for Gates Millennium Scholars while examining the relationship between college selection and socioeconomic status, cost, high school grade point average (GPA), family support, need for achievement, self efficacy, persistence, advisement, and technology for Gates Millennium Scholars. Pearson Correlation was utilized to examine survey data collected from 87 Gates Millennium Scholars. The implications of collection selection for low- income, minority students are significant in understanding the needs of this highly diverse student population. This study sought to identify the variables that significantly impact college selection for low-income minority students.

With new technologies arriving at an ever-increasing rate, legacy systems migration has become a growing research area. However there are few if any studies that analyze a comprehensive actual migration in progress. Legacy system migrations commonly fail and typically fail in the planning phase unbeknownst to their project managers. Possessing information on other successes and problems would aid in mitigating these failures.The Value and Significance of the ProblemThe purpose of this research is to initially document an actual legacy systems migration for a small liberal arts educational institution and analyze the successes and failures to identify their underlying cause in order to enforce or discourage certain practices. There are very few software/hardware migration studies, if any that are based on actual data. For this reason this study provides the academic community with an important data point for analysis.The MethodThe migration under consideration is an Administrative Systems Upgrade at DePauw University. The current system that has had minor upgrades is approximately twenty years old. The planned migration has a three-year scope. The planning phase started on March 2002 and finished on March 2003. Important documents that will be analyzed to form a basis for analysis will be a white paper entitled Employment of Technology to Improve Administrative Operations: Assessment and Recommendations, produced by an external consultant, the resulting actual migration plan, discussions with the project manager and related technical staff who are involved with the migration. RisksSince the research will conclude before the completion of the DePauw Administrative Systems Upgrade, this study will be limited to the tasks completed within the timeframe. As with studying any real system success of the study may be affected by:Completion of assigned milestones within the project itself;Input from end users in the form of interviews or surveys;Input from IT staff involved in the upgrade in the form of interviews or surveys.The portion of the DePauw Administrative Systems Upgrade that falls outside the scope of this research may be the topic of future research.

The article deals with one aspect of a larger scale and long-term grounded theory research to explore and define the concept of the sustainable team management in educational institution. This article seeks the answers to research questions: what constitutes the management of educational institutions, and which sustainable development initiatives are implemented in the management of educational institutions. This article aims to explore the concept of the sustainable team management of educational institution, as well as to coin the elements of the sustainable development of organization, which could serve as a basis to improve sustainable team management in educational institution. The data were collected by the content analysis of the sustainable team management initiatives reflected on 47 homepages of educational institutions; case studies regarding the implementation of sustainable team management in educational sector and 12 interviews with school administration on the state of the art of sustainable team management. Research sample was 59 educational institutions: 17 primary schools, 29 secondary schools, and 13 state gymnasiums with broad geographical representation – the schools in the capital city, cities, small towns, and countryside. Sustainable team management supports principals and their teams in leading their educational institutions towards sustainability, also, achieves institutional goals and cultivates a culture where collaboration, appreciation, and teamwork are valued. According to the data of the study, the institutions insufficiently implement the sustainable development initiatives in the education management process of the educational institution that does not meet state policy and vision, also, in order to implement sustainable development initiatives in educational institutions, attract funding from Erasmus+ or other projects. There is also a lack of the uniform understanding of sustainability among the members of education management team. The authors admit that the concept of sustainable team management in an educational institution needs to be defined at the national level.

Sustainability has been a topical issue for more than 20 years not only dealing with environmental/ecological, social/cultural and economic issues. Combining social, economic, and environmental initiatives in education is a complex process that should result in a completely new vision of educational institutions. It raises the necessity for a management structure to encourage and support the sustainability initiatives within the organisation. The article deals with one aspect of a larger scale and long-term grounded theory research to explore and define the concept of a sustainable team in educational institution. This article answers the research questions on how students are seen and perceived in the education management hierarchy of an educational institution, and what fosters the development of sustainable team in an educational institution. The data were collected by the content analysis of the education management hierarchy structure reflected on 33 homepages of educational institutions; content analysis of 62 students’ teaching practice assignments on the education management hierarchy structure; 12 interviews with school administration on the state of the art of sustainable team. Research sample was 107 educational institutions: 23 primary schools, 66 secondary schools, and 18 state gymnasiums with broad geographical representation – the schools in the capital, cities, small towns, and countryside. Sustainable team achieves institutional goals and cultivates a culture where collaboration, appreciation, and teamwork are valued. According to the data of the study, there is a misunderstanding of the notion of a sustainable team in educational institutions in Latvia. There is also a lack of evidence of students as meaningful players in how the education management hierarchy is seen and interpreted which slows down the implementation of the sustainability initiatives.

The presentation aims to emphasize the acute need for the ex­istence of coherent educational policies in educational institution manage­ment. It is anchored in the concrete example of these concerns in Romania in recent decades. Pre-service and in-service training of school managers is ar­gued as a necessity. A possible professionalizing of this occupation is high­lighted, following examples derived from a brief presentation of the prob­lem in the world. A curricular approach aiming at educational managers’ training within a concrete program of master’s studies existing at Transilva­nia University from Brașov is presented synthetically. Some universally val­id aspects of this training are highlighted. The presentation stresses the idea that all these aspects must be understood in depth both by the education­al policymakers, by the curriculum designers, and by those who implement the respective curricula. Awareness and accountability in this field increase the effectiveness both of school managers’ pre-service training and implicit­ly the quality of the educational approach at all levels of the education sys­tem, from early education to higher education.

In the transition to a post pandemic world, educational institutions are faced with the challenge of helping to build a more responsive and robust education system in the volatile, uncertain, complex, and ambiguous present and future. This requires critical reflection on lessons learned during the pandemic, reimagining the future of higher education as well as institutional directions, and adopting new strategies for development. This session describes a program to build the capacity of Philippine colleges and universities in this important work. // The Sustainable Institution Building for Open Learning (SIBOL) initiative, as it is called, aims to provide participating higher education institutions with training and mentoring in planning, managing, and sustaining blended, online, and open learning (BOL) programs. Phase 1 of SIBOL consists of seven online training modules, delivered synchronously and asynchronously, on planning BOL programs; systems for BOL materials development, technology management, faculty development, and student support; quality assurance; and research and innovation for sustainability of BOL. Phase 2 is a mentoring program for participating institutions as they implement their BOL institutional strategy. This second phase also aims to strengthen institutional collaboration and networking towards building the open and distance learning ecosystem in the Philippines. // In this paper, early findings from the design, development, and pilot implementation of SIBOL are discussed. SIBOL was conceptualized as UPOU’s pilot project under the EU-funded Advancing Equity and Access to Higher Education through Open and Distance Learning (BUKA) project.

Most educational institutions strive to create favourable conditions for students which meet educational needs of each student. It leads to high demand in the digital educational environment of K-12 education institutions. The article is devoted to the description of the concept, components and ways of designing the digital educational environment of a K-12 education institution through the transformation of educational activities. The importance of developing an educational policy of an educational institution in the field of digital technology is described. Authors present the model and the ways of designing the digital educational environment of the K-12 education institution. The necessity of self-assessment of digital technologies usage in the educational process by all its participants is substantiated; the ways of application of the European tool SELFIE for carrying out such self-analysis are described. Based on the adaptation of all components of the tool SELFIE for Ukrainian education, the results of its usage at one of the secondary schools in Kyiv are presented.

The article discusses technological approaches to training in Higher Education Institution. The essence of technological approach to training consists in the transformation of educational processes into process with the guaranteed result. It supplements scientific approaches of pedagogy, psychology, sociology and other directions of science and practice. Purpose. To reveal how technological approaches to training in higher education institution influence on knowledge got by students. Scientific novelty. The article reveals development of the personality, creative abilities and it is necessary to use technological approaches of training, various creative tasks, research projects at the lectures. On the first and second years of education the pedagogical technology which is based on motivation of educational cognitive activity through communication and cooperation influences on the intellectual and behavioral status of students. Training is more effective, than the better methodology and technology of educational process will be coordinated with technology of assimilation the knowledge. It is important that all students in a higher educational institution could acquire material and began to use it in practice in the work. The signs of technology, a model of pedagogical technology, the scheme of technological creation of educational process and the results of expense of time in digestion of material by students are described in the article. Technological approach modernizes training on a basis of activity of students. Thanks to it, students achieve goals in the form of assimilation the knowledge in easier and productive way. When using technological approach there is an involvement of each student in educational process, knowledge is put into practice, there is always an access to necessary information (including the Internet), there is a communication and cooperation not only with the lecturer, but also with fellow students and what is more important is a constant test of the forces for overcoming the arising problems. Features of pedagogical technologies consist in activity of the lecturers and students. The activity of the lecturers is in that he knows well psychological and personal features of students and can introduce amendments on the training process course. The lecturer, as directly, and by means of technical means carries out the organizing, operating, motivating and controlling functions in the course of training. Practical significance. The practical importance consists in the use in practice of technological approaches to training in Higher Education Institution that promotes the guaranteed achievement of the set educational objects, the organization of all course of training in compliance to the purposes and tasks, assessment of the current results and their correction in case of need and also final assessment of results.

The article is devoted to the organization of modern learning process, namely the use of innovative technologies – computerized adaptive testing in educational electronic environment of maritime higher education institutions. The example of educational electronic environment is presented in the article on LMS Moodle. The provided new technological and methodological opportunities are a priority in the developed methods of control and testing of knowledge, skills and abilities of students. Comparative characteristic of using computerized adaptive testing in educational electronic environment is given in the article according to different criteria: the role of tests in the learning process; methods of training; equipment; presence of the problems in educational process; level of its control and learning outcomes. The paper also presents examples of activities to form communicative competency of future maritime professionals. Types of adaptive tests are listed in the paper. The research activities were done by second year cadets of ship engineering department of Maritime College of Kherson State Maritime Academy. The experiment was devoted to the formation of communicative competence with the help of electronic environment of maritime higher education institution. The results of experiment proved positive impact of computerized adaptive testing on communicative competence of future ship engineers. Further investigation of adaptive testing can also be done for learning system of maritime education establishments using simulation technologies of virtual, augmented and mixed realities.

The article is devoted to creating and development of the cloud based educational and scientific environment of higher education institutions, using modern approaches to the ICT infrastructure design, based on the different types of service models, including public, corporate or hybrid clouds. Object of the study: to conduct the theoretical analysis of the research trends of the cloud based higher education institution ICT infrastructure modeling in the context of the tendencies of the ICT development and standardization. Object of the study: the process of formation and development of the educational and research environment in the higher education institution. The purpose of the article: to reveal the current trends of the cloud-based service models of the learning environment design and implementation. The methods of the study: The analysis of scientific and educational literature on pro-research problems; domestic and foreign experience on the emerging ICT implementation in the learning process. Results: The main types of the service models of design and deploy the cloud-based infrastructure of the educational institution are revealed; the advantages and disadvantages of the cloud-based approach are considered; the promising ways of implementation are considered. Conclusions: there are promising ways of the learning environment cloud-based service models design and application, taking into consideration its preferences and disadvantages for the certain case study.

The urgency of application of technologies and means of distance learning in educational process of higher educational institutions is designated. The growing frequency of using cloud services and electronic textbooks in mobile and distance learning is noted. The importance of building educational environment is highlighted, where the key element is e-learning resources in digital form, including structure, subject content and metadata about the course. For higher educational institutions, the need for methodical support for the preparation of educational content on the basis of distance education platforms is determined. The experience of using the free distance education platform Moodle within the framework of the higher educational institution Donbass State Engineering Academy is considered. Methodical aspects of training content preparation on the basis of distance education platforms on the example of MoodleDDMA system are given. The General structure of the distance course and an example of evaluation of test tasks of the distance course (module) on topics are considered. An example of the presentation of the course on the basis of distance education platform MoodleDDMA is given. Conclusions about the experience of using the Moodle distance education system at the Donbass State Engineering Academy from the point of view of teachers and students are drawn. The perspective directions of researches and development of the Moodle distance education platform in completion and expansion of educational materials by multimedia elements and links, and also creation of the application for mobile devices for possibility of more effective use of the platform are allocated.

Resumen
The COVID-19 pandemic created unprecedented challenges for tertiary education institutions worldwide. The crisis placed enormous pressure on educational institutions as they were required to pivot suddenly to teaching fully online. In New Zealand, Tertiary Education Organisations (TEOs) were forced to close on Wednesday 25 March 2020 after New Zealand moved to Alert Level 4, necessitating the sudden implementation of online teaching. The purpose of this study is to investigate the effectiveness of pre-recorded instructional videos in three selected courses taught by a tertiary education institution, a member of the Institutes of Technology and Polytechnics (ITPs) New Zealand.
