Resumen
This study examined the dynamics of conflict, emerging trends and relationship between inter-pastoral conflicts and environmental changes in Nyangatom, Southern Ethiopia. The study employed a qualitative approach and exploratory case study research design. The study revealed that inter-pastoral conflicts stem from multiple and compounding dynamics. The environmental change has escalated intense inter-pastoralists’ contestation and conflicts, including cross-border conflict, on the scarce and fast-depleting natural resources. Indeed, there is a causal link between inter-pastoral conflicts and environmental changes. In this regard, the environmental factor has uniquely affected the Nyangatom due to the drying of Kibish River and rapid invasion of Prosopis–Juliflora in their key grazing lands. In response to environmental stresses as part of the traditional copying mechanism, the Nyangatom cross border deep into South-Sudan to their ethnic kin of Toposa and into Kenya that usually causes frequent cross-border conflicts with Turkana pastoralists. Irrespective of discernible risk of conflicts, they used to migrate to Mursi and Surma territories that caused conflict. And yet, the Nyangatom has often engaged in frequent conflicts with Dasanach. The study suggests alternative livelihood options and an understanding of the complex conflict dynamics in view of the cause-effect relationships for future management of inter-pastoral and cross-border conflicts in the region.

The paper uses qualitative interviews and document analysis to examine conflicts over plant and animal breeding techniques from the perspectives of Social and Political Ecology. It asks how past conflicts over genetically modified organisms (GMOs) can inform understandings of possible trajectories of emerging conflicts over new breeding techniques (NBTs) such as CRISPR/Cas genome editing. Case studies of conflicts in three areas where the transgenic maize MON810 was cultivated in Germany from 2005–2008 show that the escalation of conflict coincided with the first tangible presence of these already controversial organisms in the rural landscape. Location-specific interlinkages between discursive and material dimensions gave rise to different pathways of conflict in the three areas studied. These empirical results inform the analysis of emerging conflicts over NBTs in Germany and the United Kingdom. The future of NBTs in both countries is still open, and the divergence of regulatory frameworks in Europe could lead to the development of ‘NBT hotspots’ located in particular European countries, provoking an escalation of conflict in areas where commercial application takes place. The paper concludes by examining the potential for a politicization of future conflicts to encompass wider issues related to the transformation of agricultural systems towards sustainability.

This paper aims to contribute to the corporate governance literature by examining the effects of board governance and ownership structure on financing decisions in an emerging country context. Using hand collected corporate governance data from a panel sample of 110 publically-listed firms in Bangladesh over 2009-2012, this study finds that the corporate debt ratio is not related to standard board of directors mechanisms.The results indicate that board of directors play little role in resolving conflicts in an environment with the presence of strong principal-principal agency conflict. The study also finds no evidence of institutional investors’ activism in a manner that is consistent with the goals of other outside stockholders due to the weak regulatory and market discipline. This empirical evidence from the principal-principal agency conflicts (conflict of interest between majority shareholders and minority shareholders) offers insights to policy makers in emerging countries interested to protect minority shareholders’ rights and to ensure effective corporate governance of capital structure decisions.

The article described the situational approach to the analysis of conflicts between representatives of different generations, and analyzed intergenerational conflict, psychological portraits of members of generations X and Y. The study surveyed 144 people. Applied techniques: test Thomas, methods of identifying conflicts of expectations S.I. Erina, E.P. Sharapova; methods of identifying potential interpersonal conflicts A.N. Lebedeva, I.I. Level; developed a questionnaire analysis of the conflict, as well as using situation analysis (related to various situations of the conflict of different generations, their evaluation and analysis). The studies confirmed the differences in perceptions and attitudes to conflict situations of different generations. According to the obtained results we were able to identify a number of patterns, relations, and describe the attitude of employees of different generations to emerging or potential conflicts.

Using aggregate-level data, this study compares instances of intrastate political conflict that occurred in both nonviolent and violent forms. Specifically, analyses presented in this study examine the relationships that exist between diffusion rates of emerging media and enhanced press freedoms in countries that experienced differing types of conflicts from 1990 through 2006. Through a series of analytic models, the results observed here indicate that higher levels of emerging media and press freedoms are better predictors of nonviolent—as opposed to violent—conflict. Findings from this study thus bridge an important gap in the literature between communication and political science research in establishing linkages between emerging media technologies and press freedoms and their interconnections with nonviolent and violent political conflict. Implications for related interdisciplinary fields are discussed.

Resumen
Continued forest conflicts in Nepal’s Terai have not only undermined sustainable forest management in the region but have also contributed to emerging social unrest that can undermine transition towards new federal Nepal. Using an action research approach involving intensive participatory research methods, this paper shares experiences of current initiatives and their challenges in transforming forest-conflicts between the northern communities and southern communities in the Terai region of Nepal. The action research process helped bring the conflicting communities together, develop a shared understanding through participatory resource assessment and analysis of socio-institutional processes among the conflicting communities, and help devise a widely acceptable benefit sharing arrangement. Consequently, there has been a substantial reduction in conflict through an inclusive and extended governance arrangement. Consideration of traditional use of forests by distant as well as adjacent communities will be helpful to reduce potential heightening of conflicts in the face of policies that emphasises more on protection and restoration of forest as a response to historical trend of deforestation and emerging threats of climate change. Finally, we suggest that enabling policies including further devolution of forest management rights to local communities and adoption of adaptive approach to resource and institutional management can help mitigate northern communities-southern communities’ conflict in Terai.

In all, this research is an eyeopener to the benefits of ADR in Nigeria and seeks to encourage its full use in the country.

Militaries operate increasingly in social terrain and must focus on civilian populations as much they do the belligerents that take refuge among them. Current intelligence and planning doctrine fails to meet the needs of the emerging information environments. Secret intelligence information and open source information must find a means of merging to generate a holistic view of the environment. The failure of the existing system leads to shortcomings in strategy development and operational design, which in turn yields imprecise applications of military power. To overcome this gap in structure and doctrine, this thesis explores a new methodology that merges information and intelligence where appropriate and develops a common understanding across levels of command. The Barber Pole process, as it is termed here, maximizes the use of existing structures, and capitalizes on resident professional military skills. The Barber Pole is a three-step process that flattens intelligence and information systems for the purposes of ensuring a common and shared understanding of the operating environment. These phases include the collection of information and provision of command guidance, the coordination and interpretation of collected data, and finally the production of plans tailored to the target population.

This thesis is a collection of three different research projects analyzing the effect of state ownership in the internationalization of Emerging Multinationals (EMNEs). The participation of the state as shareholder is a phenomenon that can bring new light into the governance, management and strategic impact of having states participate as owners in different levels. These studies will allow us to explore, from different perspectives, the extent to which states, while owners, can impact the EMNE. The studies thee contained go from exploring the selection mechanisms for a firm to become the target of state ownership to its effect on the internationalization pace, passing through the revision of the mechanisms available for the state to gain control and access to a firm’s decision making, through changes to its corporate governance.
Esta tese é um compendio de três trabalhos de pesquisa que visam analisar o efeito da participação do estado na estrutura de propriedade das Multinacionais de Países Emergentes (EMNEs). A participação do estado como acionista é um fenómeno que pode trazer novas contribuições no âmbito da governança corporativa, administração da empresa e a tomada de decisões estratégicas. Os estudos aqui inclusos permitem identificar, a partir de momentos, diferentes, até que ponto o estado, na posição de proprietário da EMNE, pode impactar a mesma. Os trabalhos vão desde os mecanismos de escolha de firmas nas quais investir ate o impacto no ritmo de internacionalização das empresas, explicando também os mecanismos que o estado usa para ganhar aceso à tomada de decisões por meio de mudanças na governança corporativa

Sur la base d'investigations empiriques dans deux villes ordinaires de pays émergents –Vitória au Brésil et Coimbatore en Inde- nous expliquons pourquoi la gestion des déchets municipaux au Sud ne peut pas exclure les acteurs dits « informels » sous peine d'aboutir à des fiascos. Ce constat est désormais unanimement reconnu, sans qu'en soient pour autant explicitées les raisons. Nous partons de l'observation empirique de conflits d'appropriation, qui apparaissent lors de l'introduction de schémas municipaux de collecte sélective et transcendent la dichotomie entre gros opérateurs privés et petits wastepickers. Ces heurts nous amènent à formuler la question centrale suivante : à qui appartiennent les déchets, res derelictae, objets précisément définis par leur abandon ? C'est ici que réside l'apport de notre recherche : en confrontant la théorie économique à une approche d'aménagement urbain, nous démontrons que le gisement de déchets urbains correspond à un bien (ou un ‘mal') public impur : rival, mais non excluable. Cette caractéristique est due autant aux ruptures de charge du service d'évacuation, qu'à la valeur marchande d'un nombre croissant de matériaux -à condition qu'ils soient captés à la source. Enfin, en abordant la question à une échelle plus macro, nous affirmons que le négoce local de revente des déchets secs est directement influencé par les cours des matières premières vierges, ou secondaires (lorsque de tels marchés existent). Cette prégnance de l'économie globale sur un service urbain local permet de repérer des stratégies émergentes d'extraction minière urbaine qui aboutissent à poser avec une acuité renouvelée la question de la légitimité des appropriations
Grounded on empirical investigations in two ordinary cities of emerging countries – Vitória in Brazil and Coimbatore in India – we argue that solid waste management in Southern cities cannot be conceived excluding the so-called “informal” actors at the risk of fiasco. Such an assessment is nowadays broadly acknowledged, yet its reasons are not always made explicit. We start from the empirical observation of appropriation conflicts, which arise with the introduction of municipal selective collection schemes and which transcend the “Big private operator versus small wastepickers” dichotomy. These clashes lead us to formulate the following central question: to whom do solid wastes –this res derelictae- belong to, taking into account that their very definition lies in abandonment. That is what our research aims at: confronting economic theory to an urban planning approach we show that the urban solid waste deposit corresponds to an impure public good (or evil!), a blurred object characterized by rivalry and non-exclusion. This is particularly due to transhipments in the evacuation service, as well as to the commodity value of a growing number of items – on condition that they should be recovered at source. Finally, taking a zoom-out in order to apprehend this issue through a global lens, we argue that the local dry waste sales business is directly determined by raw material prices fluctuations. The global economy impact on a local urban service leads us to acknowledge urban mining strategies which renew the appropriations' legitimacy question

The theme of this thesis - "INEQUALITY, POVERTY AND GOVERNANCE: AN AGENDA FOR EAST TIMOR" - stems from an interest to assess the influence of key-actors - NGOs, national governments and the United Nations System - in policy development, in developing countries that emerge from serious conflicts; in particular we search for solutions to deal with the problem of how to evaluate governance, policies and the development path in countries without reliable and structured data. This research animes to contribute to the debate on the influence of NGOs, national governments and the United Nations System on issues concerning governance, sustainable development and environment issues in developing countries that emerge from conflict featuring unconsolidated democracies; We analysed the case of East Timor, between 1999 and 2012, on issues related to social, gender and income inequality and a variety of global issues like climate change and poverty levels, based on the Millennium Development Goals (MDGs). The theoretical and methodological basis of this study was Melucci (1991). Notwithstanding this study is stakeholder-oriented based on inter- and transdisciplinary research, on multi-level and participatory governance theories and political philosophy, with focus on horizontal and environmental policy integration and processes as well as questions of legitimacy, accountability and sustainability based on the analysis of secondary sources (text, numbers, images, etc.) and collection of primary empirical data in the field, in 2012, for policy analysis in different contexts - a necessary step due to the fragility and often lack of reliable data and audited information. We analysed official documents and reports such key UN-resolutions, the Timor-Leste National Development Plan (NDP), the Millennium Development Goals Reports (MDGs), Human Development Reports (HDR), Evolution of the Human Development Index (HDI), scientific articles and several technical reports released by development agencies such as ABD, FAO, UNDP and others. We observed a huge discrepancy between rhetoric and practice concerning the key-actors participation as well as noticeable flaws in policy conduction at various levels. Transparency levels are incredibly low and it permeates all levels of the government. The impression one gets is that there was an interest in promoting the pacification process to enable foreign companies to extract oil at low risk, while issues related to governance, accountability and transparency were neglected. It is argued that such challenges were less a matter of rules and regulations then basic approaches, attitudes and power relations. It is possible that these key-actors, in general, did not succeed in find ways to change their approach during the years of stabilization; with little or no progress on issues related to human development, poverty and inequality reduction. Instead of fostering the development of a viable and autonomous civil society its results have demonstrated the depletion of a model of development that on one hand was efficient on the pacification process while on the other hand have failed in the promotion of opportunities, governance and sustainable development. Finally, we conclude that socioeconomic peculiarities and policies adopted in developing countries that emerge from serious conflicts should not be seeing as specific procedural and institutional factors replicable from stabilized societies, it is necessary to draw up a better database and a set of analysis tools based on the peculiar conditions of developing countries emerging from different forms of conflict focusing on mechanisms that promote good governance, transparency and accountability. As final considerations, to support Timor-Lesteâs sustainable development policies, we point out the need to relativize the implementation of criteria considered necessary for good governance, establish a hierarchy over time and across priorities in development programs and projects, which must be guided by the specificities of particular contexts.
O tema desta tese - "Desigualdade, pobreza e governanÃa: uma agenda para Timor-Leste" - decorre do interesse em avaliar a influÃncia de atores-chave - ONGs, governos nacionais e do Sistema das NaÃÃes Unidas - no desenvolvimento de polÃticas, em paÃses em desenvolvimento que emergem de conflitos graves; em particular, procurar soluÃÃes para lidar com o problema de como avaliar polÃticas de governanÃa, e trajetÃrias de desenvolvimento em paÃses sem base de dados confiÃveis e estruturados. Esta pesquisa buscou contribuir para o debate sobre a influÃncia das ONGs, governos nacionais e do Sistema das NaÃÃes Unidas sobre questÃes relacionadas a governanÃa, desenvolvimento sustentÃvel e questÃes ambientais em paÃses em desenvolvimento que emergem de conflitos configurando democracias nÃo-consolidadas; Analisamos o caso de Timor-Leste entre 1999 e 2012 com relaÃÃo a questÃes socioeconÃmicas, desigualdade de gÃnero de renda e uma variedade de questÃes globais como mudanÃas climÃticas e nÃveis de pobreza, com base nos Objetivos de Desenvolvimento do MilÃnio (ODM). A base teÃrica e metodolÃgica deste estudo foi Melucci (1991). Entretanto, este estudo à "stakeholder-orientado", baseado em investigaÃÃo interdisciplinar e transdisciplinar, em multi-nÃvel com base em teorias de governanÃa participativa e filosofia polÃtica, com foco na integraÃÃo horizontal de processos de ordem polÃtica e ambiental, bem como questÃes de legitimidade, prestaÃÃo de contas e sustentabilidade com base na anÃlise de fontes secundÃrias (texto, nÃmeros, imagens, etc.) e de recolha de dados empÃricos primÃrias no campo em Timor-Leste, em 2012, para a anÃlise de polÃticas em diferentes contextos - um passo necessÃrio devido à fragilidade e muitas vezes a falta de dados confiÃveis e informaÃÃes auditadas. Foram analisados documentos oficiais e relatÃrios-chaves baseados em resoluÃÃes da ONU, o Plano de Timor-Leste Desenvolvimento Nacional (PDN), os RelatÃrios sobre os Objetivos de Desenvolvimento do MilÃnio (ODM), RelatÃrios de Desenvolvimento Humano (HDR), EvoluÃÃo do Ãndice de Desenvolvimento Humano (IDH), artigos cientÃficos e vÃrios relatÃrios tÃcnicos divulgados por agÃncias de desenvolvimento, como a ABD, FAO, PNUD e outros. Foi observado uma enorme discrepÃncia entre a retÃrica e a prÃtica relativa à participaÃÃo atores-chave, bem como falhas visÃveis na conduÃÃo polÃtica em vÃrios nÃveis. Os nÃveis de transparÃncia sÃo reduzidos e, isso permeia todas as Ãreas do governo. A impressÃo que se tem à que houve interesse em promover o processo de pacificaÃÃo para permitir que as companhias estrangeiras pudessem extrair petrÃleo com baixo risco, enquanto que as questÃes relacionadas à governanÃa, à responsabilidade e à transparÃncia foram negligenciadas. Argumenta-se que esses desafios foram menos uma questÃo de regras e regulamentos do que abordagens bÃsicas, atitudes e relaÃÃes de poder. à possÃvel que estes atores-chave, em geral, nÃo tenham conseguido mudar suas abordagens durante os anos de estabilizaÃÃo, com rarefeito progresso em questÃes relacionadas com o desenvolvimento humano, e a reduÃÃo da pobreza e desigualdade. Resumen
Denna studie ämnar belysa vilken påverkan konflikter mellan lärare och elev har på lärarens emotioner och därmed praktik i klassrummet. Semistrukturerade intervjuer genomfördes med 4 grundskolelärare som arbetar med klasser från årskurs 4 till årskurs 8. En abduktiv tematisk analys gjordes med hjälp av Hakvoorts (2020) emergenta konflikter. Resultatet visade att lärare upplever en stor variation av negativa emotioner men med hjälp av bland annat kognitiv återtolkning lägger lärarna fokus på relations- och trygghetsskapande handlingar under och efter konflikter.

Resumen
The impact of parents' marital conflict and parent-child conflict on the adjustment of children is well documented. Given the theoretical and empirical data to support a relationship between experiencing interparental and parent-child conflict during childhood and later conflict in romantic relationships, it is important to investigate the potential mechanisms that operate in this relationship. Thus, the present study sought to investigate the extent to which attributions of conflict mediate the relationship between experiencing interparental and parent-child conflict and later conflict in a romantic relationship. Results were based on the responses of emerging adults (190 males and 473 females) enrolled in psychology courses at a large southeastern university. Compared to males, females reported experiencing lower levels of permissive parenting, as well as higher levels of interparental psychological aggression, maternal emotional availability, attachment with mothers and peers, and overt violence in their current romantic relationships. Consistent with extant research, significant correlations were found among interparental conflict, parent-child conflict, attributions of conflict, parenting style, emotional availability of parents, attachment, and conflict with current romantic partners. Regression analyses (for males and females separately) suggested that different types of interparental and parent-child conflict predict greater hostile attributions and greater levels of conflict with current romantic partners. Although attributions of conflict predicted conflict with current romantic partners, conflict attributions did not mediate the relationship between family conflict and conflict with current romantic partners. These findings emphasized the importance of research investigating the long-term cognitive and emotional effects of family conflict and violence in order to provide a context for understanding the development of risk and resilience factors for relationship violence.

Conflicts remain a major issue in many parts of the world, with many African countries still embroiled in one form of conflict or the other. The nature of conflicts have changed from the civil wars that preceded independence in these countries and are now smaller conflicts that are termed identity conflicts. Understanding the reasons behind these conflicts has become a major area of research with the discourse focusing on the instrumentalist and economic reasons behind them. The focus has been that instrumentalist factors are the main motivators in conflicts largely ignoring the effect of identities and how they affect the dynamics of conflicts. This research attempts to bridge this understanding by examining the nexus between identity and conflict. It adopts a socio-psychological approach to comprehend how groups see their roles in these conflicts. To do this, it examines the factors behind identity formation and how identities are used as mobilising tools during times of intense inter group competition. It then goes beyond understanding the reasons behind conflicts by focusing on why some conflicts become intractable. It argues that we should understand group narratives and the role these play in conflict dynamics through how groups selectively focus on narratives that emphasize their strengths and threats. During periods of intense competition, these are used in the process of mutual delegitimisation to create stereotypes that increase the suspicions between groups, making conflict resolution difficult. Finally it argues that for conflict resolution efforts to be successful, we must go beyond just implementing policies that are aimed at reducing political, social and economic inequalities and include those that change negative group narratives that currently exist in plural countries. This should enable groups to better understand each other so as to create a space for the peaceful resolution of conflicts and the reduction of inter-group competitions.

Civil conflict, a violent conflict fought between factions internal to a sovereign State, is traditionally considered to be a domestic matter within the exclusive jurisdiction of States and neither permitted nor prohibited by international law permission. However, increasingly, States, regional organisations and the UN intervene in civil conflicts: they condemn civil conflicts, call on parties to cease fighting and to resolve their disputes by peaceful means, and impose sanctions or intervene forcefully. This thesis reviews this accumulating practice, which has up to now not been systematically analysed, and explores what changes it evidences - or foreshadows - in the relationship between civil conflict and international law. The thesis adopts a two part structure. Part I reviews and categorises the practice of the international community (particularly that of the Council, States and regional organisations) in response to civil conflict. Part II seeks to analyse this practice and investigates whether it evidences the emergence of new norms of jus ad bellum internum prohibiting certain forms of civil conflict. The thesis begins by setting out a cross section of relevant practice. It first charts the practice of the Security Council in response to 42 civil conflicts since 1945. The thesis then considers three recent cases studies in detail (Sierra Leone, Côte d'Ivoire and Liberia) from the perspective of the response of the Security Council, States and regional organisations. This review establishes that there is a substantial and growing amount of international community intervention in civil conflicts, contrary to what could be expected given its domestic nature. The thesis then turns to an analysis of this practice, which essentially requires an evaluation of the impact that condemnatory practice by States and regional actors and the Security Council can have on international law. In general terms, an evaluation of whether this practice should be characterised as a policy - or nonbinding - response, or whether its existence and repetition evidences, or anticipates, the emergence of international law rules, such as the emergence of new customary law norms of jus ad bellum internum. In order to address this issue, it became clear that a number of methodological questions that have not up to now received much attention in the literature would need to be considered: in particular the role the Security Council plays in shaping new international law. This role is markedly under-theorized - in contrast to that of the General Assembly practice in customary law formation which has been widely debated - but is central to the thesis because of the remarkable scope of Security Council practice in response to civil conflicts. Following the examination of this question, the thesis takes the view that Security Council practice is relevant evidence of the practice of States and of the collective attitude of the international community. It also influences the conduct and attitude of States. In addition, where the Security Council regularly condemns certain conduct in a range of similar situations and seeks to enforce its condemnation, it can create a quasi-legislative prohibition against that conduct. Following the analysis of the practice, the thesis concludes that contrary to widespread assumptions, civil conflict is no longer treated as a domestic matter, and is increasingly being recognised as having a severe impact on the peace and stability of the world. A major and continuing shift in practice is relied on to support predictions of fundamental change in the perception of the legality of recourse to force in civil conflict. The thesis identifies three possible norms within the practice: the rejection of civil conflict aiming to overthrow a democratically elected government; the rejection of civil conflict aiming to cause or causing massive violence against civilians; and the rejection of civil conflict which is undertaken for political aims (other than in self-defence by a State against violent uprising or by a people in self-defence against violent oppression). Much of the practice is too recent and not established enough in the public discourse of States to evidence the emergence of traditional customary law rules at present. Nonetheless, there is strong evidence to support the emergence of a limited norm prohibiting the overthrow of a democratically elected government. In addition, the extent and scope of the international community condemnation and rejection of civil conflict can be taken to support the proposition that, in time, broader international prohibitions against civil conflict will crystallize in international law.

This thesis presents a study into conflicts that emerge amongst sensor device rules when such devices are formed into networks. It describes conflicting patterns of communication and computation that can disturb the monitoring of subjects, and lower the quality of service. Such conflicts can negatively affect the lifetimes of the devices and cause incorrect information to be reported. A novel approach to detecting and resolving conflicts is presented. The approach is considered within the context of home-based psychiatric Ambulatory Assessment (AA). Rules are considered that can be used to control the behaviours of devices in a sensor network for AA. The research provides examples of rule conflict that can be found for AA sensor networks. Sensor networks and AA are active areas of research and many questions remain open regarding collaboration amongst collections of heterogeneous devices to collect data, process information in-network, and report personalised findings. This thesis presents an investigation into reliable rule-based service provisioning for a variety of stakeholders, including care providers, patients and technicians. It contributes a collection of rules for controlling AA sensor networks. This research makes a number of contributions to the field of rule-based sensor networks, including areas of knowledge representation, heterogeneous device support, system personalisation, and in particular, system reliability. This thesis provides evidence to support the conclusion that conflicts can be detected and resolved in adaptable rule-based sensor networks.

This article deals with the problem of conflicts in adolescence, which in the modern socio-cultural space has acquired unprecedented relevance. Dynamically changing society from day to day, dictates its own rules in the adolescent environment. Differences in views, preferences, thoughts and worldview are acutely perceived within the adolescent group. Due to the age and physiological characteristics that occur at this age, adolescents often do not know how to control their behavior and correctly respond to emerging controversial situations. All this sets the task of teachers and psychologists to help the teenager, to teach him a rational way out of the conflict, as well as to carry out preventive measures, to create programs to reduce the level of negative manifestations.

Collision Warning Systems (CWSs) are becoming an important part of vehicle active safety. Commercial CWSs using information measured by the subject vehicle have been available on trucks, buses and passenger cars. Another emerging trend in the development of CWS is based on the cooperative driving concept, where vehicles are equipped with absolute-positioning systems and inter-vehicle communications. The absolute positions, together with the rich information from vehicle motion sensors, facilitate the prediction of vehicle future trajectories. With the current positions and the predicted trajectories of the surrounding vehicles, each vehicle in principle can establish a comprehensive understanding and anticipation of its driving environment. To leverage these potential advantages of the cooperative driving concept, this paper proposes, designs and experiments a collision warning system based on vehicle future-trajectory prediction. A systematic approach with probability measures is designed to detect potential trajectory conflict between the predicted trajectories. Collision detection is then based on the potential trajectory conflicts with examination of their persistency and urgency. Experimental results are provided to verify the feasibility of the design.

Resumen
Qanats represented a major technological solution for water supply in arid and semi-arid regions for millennia. Thanks to their multiple social and economic benefits, qanat-like systems spread from Iran through the Middle East in most of the arid and semi-arid regions of the world. In recent years, this valuable traditional hydraulic technology has been neglected in preservation and reuse due to the lack of management as well as the lack of legal support. This precious heritage and sustainable water supply system according to their sustainable structural features has been replaced by modern water collection and management systems such as dams and other hydroelectric infrastructures along with new pumping technologies. However, there is a growing consensus on the number of short, medium and long-term issues emerging from these systems including pollution and other environmental damages, regional conflicts, political pressures as well as their limited lifetime and structural instability. The purpose of this paper is to show qanats as an example of endangered heritage which could also represent a sustainable and clean technology. To do so, we apply a multi-disciplinary perspective integrating archaeological, architectural, sociological and conservation methodologies on a specific case study from the Tabriz region in Northern Iran: the “No-Ras” qanat.

Resumen
This report looks at trends in conflict and instability in the Indo-Pacific region, focusing on climate change effects and a number of civil liberties. The Indo-Pacific region is both highly vulnerable to the effects of climate change and already facing significant security risks and challenges, many of which will be exacerbated by the impact of climate change. There are notable increases in resource-based conflicts, migration-induced violence, and armed insurgencies. The countries reviewed all show worrying trends in terms of erosion of freedom of expression, media freedom, freedom of belief, and civil society freedom. The situation in Bangladesh and India is particularly serious and is already fuelling violence and conflict. The two themes on which the Emerging Issues Report (EIR) focuses are (i) climate change and (ii) guarding civil space and including all voices. The EIR examines these two themes in five Indo-Pacific countries: Bangladesh, India, Indonesia, the Philippines, and Thailand. These were chosen to give a broad range of situations and challenges/risks from the region. Note that this EIR is confined to an assessment of conflict risks and does not examine measures being taken by the government or others to address these.

Resumen
This paper reviews emerging evidence of the impact of COVID-19 on governance and conflict, using a “governance and conflict first” approach in contrast to other research and synthesis on COVID-19 in the social sciences that tends to be structured through a public health lens. It largely focuses on evidence on low- and middle-income countries but also includes a number of examples from high-income countries, reflecting the global nature of the crisis. It is organised around four cross-cutting themes that have enabled the identification of emerging bodies of evidence and/or analysis: Power and legitimacy; Effectiveness, capacity, and corruption; Violence, unrest, and conflict; and Resilience, vulnerability, and risk. The paper concludes with three over-arching insights that have emerged from the research: (1) the importance of leadership; (2) resilience and what “fixing the cracks” really means; and (3) why better ways are needed to add up all the “noise” when it comes to COVID-19 and evidence.

Short-term rentals mediated by digital platforms have positive and negative impacts that are unevenly distributed among socio-economic groups and places. Detrimental impacts on the housing market and quality of life of long-term residents have been particular contentious in some cities. • In the 12 cities studied in the report (Amsterdam, Barcelona, Berlin, Brussels, Lisbon, London, Madrid, Milan, Paris, Prague, Rome and Vienna), city governments have responded differently to the growth of short-term rentals. • The emerging local regulations of short-term rentals take multiple forms and exhibit various degrees of stringency, ranging from rare cases of laissez-faire to a few cases of partial prohibition or strict quantitative control. Most city governments have sought to find a middle-ground approach that differentiates between the professional rental of whole units and the occasional rental of one’s home/ primary residence. • The regulation of short-term rentals is contentious and highly politicised. Six broad categories of interest groups and non-state actors actively participate in the debates with contrasting positions: advocates of the ‘sharing’ or ‘collaborative’ economy; corporate platforms; professional organisatons of short-term rental operators; new associations of hosts or ‘home-sharers’; the hotel and hospitality industry; and residents’ associations/citizens’ movements. • All city governments face difficulties in implementing and enforcing the regulations, due to a lack of sufficient resources and to the absence of accurate and comprehensive data on individual hosts. That data is held by corporate platforms, which have generally not accepted to release it (with a few exceptions) nor to monitor the content of their listings against local rules. • The relationships between platforms and city governments have oscillated between collaboration and conflict. Effective implementation is impossible without the cooperation of platforms. • In the context of the European Union, the debate has taken a supranational dimension, as two pieces of EU law frame the possibility — and acceptable forms — of regulation of online platforms and of short-term rentals in EU member states: the 2000 E-Commerce Directive and the 2006 Services Directive. • For regulation to be effective, the EU legal framework should be revised to ensure platform account- ability and data disclosure. This would allow city (and other ti ers of) governments to effectively enforce the regulations that they deem appropriate. • Besides, national and regional governments, who often control the legislative framework that defines particular types of short-term rentals, need to give local governments the necessary tools to be able to exercise their ‘right to regulate’ in the name of public interest objectives.

Resumen
As the socio-political dynamics of conflict and insecurity continue to evolve across North Africa and the Sahel, efforts to prioritize the exploration of ongoing and emerging violent extremist trends remain important. For decades, violent conflict, poor resource management, environmental change, and weak governments (through lack of institutional capacity or by predatory elite design) have contributed to cycles of instability and state fragility. Violent extremist organizations such as Boko Haram, al-Qaeda, and the self-proclaimed Islamic State and its affiliates have benefited from this instability. As the groups, tactics, and contexts continue to change, greater attention to ongoing and emerging threats to peace and stability in the region is needed. In 2018, the RESOLVE Network convened over 30 global, regional, and local researchers, practitioners and policymakers with varied expertise in local governance, development, and the preventing and countering violent extremism (P/CVE) research landscape in the Lake Chad Basin and regional proximity. The topics identified here reflect participants’ collective assessment of current dynamics, expertise, in-depth understanding, and commitment to continued analysis of violent extremism (VE) trends and dynamics in the region.
