Resumen
This paper focuses on Austrian outbound foreign direct investment (FDI, measured by sales of Austrian affiliates abroad) in Europe over the period 2009-2013, using a spatial Durbin panel data model specification with fixed effects, and a spatial weight matrix based on the first-order contiguity relationship of the countries and normalised by its largest eigenvalue. Third-country effects essentially enter the empirical analysis in two major ways: first, by the endogenous spatial lag on FDI (measured by FDI into markets nearby the host country), and, second, by including an exogenous market potential variable that measures the size of markets nearby the FDI host country in terms of gross domestic product. The question whether the empirical result is compatible with horizontal, vertical, export-platform or complex vertical FDI then depends on the sign and significance levels of both the coefficient of the spatial lag on FDI and the direct impact estimate of the market potential variable. The paper yields robust results that provide significant empirical evidence for horizontal FDI as the main driver of Austrian outbound FDI in Europe. This result is strengthened by the indirect impact estimate of the mark et potential variable indicating that spatial spillovers do not matter. (authors' abstract)

Resumen

This thesis investigates the determinants of Swedish foreign direct investments to 24 European countries during the period 1998 to 2008 with 2000 and 2008 as sample years. The thesis emphasizes five factors that affect the Swedish FDI flows to these countries, which are grouped into OECD countries and CEE countries (Central and Eastern European Countries). The explanatory variables studied are economic growth, property rights, labor cost and two dummy variables with one targeting whether the country is culturally affiliated with Sweden and the other is dealing with whether that country is an OECD country or not. We use multiple regressions to find out to what extent each of these variables can explain the variance of FDI during the years 2000 and 2008.

The coefficient estimates show the expected sign in the relationship between FDI and the various explanatory variables, with the exception of labor cost but only OECD membership shows a significant relationship to FDI (and only when using 2000 data).

A l’issue de la transition économique et dans le contexte de rattrapage au sein de l’Union Européenne, cette thèse étudie le transfert de technologie associé aux investissements directs étrangers (IDE) en Europe Centrale et Orientale. Les externalités technologiques sont considérées comme la contribution principale des IDE au développement économique des pays d’accueil. La première partie de ce travail analyse le mécanisme microéconomique du transfert de technologie. Après avoir évalué le potentiel de transfert à travers l’excédent de productivité et l’intensité des échanges intersectoriels, nous analysons l’effet des externalités sur la productivité des entreprises locales. Nous construisons ainsi plusieurs mesures d’externalités horizontales et verticales, en accordant une toute attention particulière à la position des entreprises dans la filière. Enfin, nous nous intéressons au rôle de la capacité d'absorption locale et du décalage technologique dans la capture de ces externalités. Dans la deuxième partie de la thèse nous menons une analyse macroéconomique centrée autour de deux directions : la relation entre les IDE et l’investissement local, ainsi que l’impact agrégé des IDE sur la croissance. Tout d’abord, nous partons de l’hypothèse de destruction créatrice entre les IDE et l’investissement local, puis nous analysons cette problématique dans la perspective des différents types d’IDE. Nous séparons également le mécanisme d’interaction entre les filiales et les entreprises locales selon le marché réel et le marché financier. Ensuite, nous évaluons la contribution des externalités agrégées au progrès technique, ce qui nous permet d’illustrer l’impact global des IDE sur la croissance économique. Enfin, nous considérons la relation IDE-croissance dans une double perspective, afin de montrer l’existence d’un cercle vertueux
At the end of the economic transition and in the context of catching up within the European Union, this thesis studies the technology transfer associated with foreign direct investment (FDI) in Central and Eastern Europe. Technological externalities are considered the main contribution of FDI to the economic development of host countries. The first part of this work analyzes the microeconomic mechanism of technology transfer. After having evaluated the potential for spillovers through the productivity gap and the intensity of intersectoral linkages, we identify the impact of technological spillovers on the productivity of domestic firms. We construct several measures of horizontal and vertical externalities, while giving particular attention to local firm’s status throughout the supply chain. Finally, we tested the role of local absorptive capacity and technological gap in the capture of spillovers. In the second part we conduct a macroeconomic analysis oriented on two directions: the relationship between FDI and local investment and the aggregate impact of FDI on growth. We start from the assumption of destructive creation between FDI and local investment and analyze this issue from the perspective of different types of FDI. We also separate the interaction mechanism between the affiliates and the domestic firms according to the real market and the financial market. We then evaluate the contribution of aggregate externalities to technical progress, which allows us to illustrate the overall impact of FDI on economic growth. Finally, we consider the FDI-growth relationship from a double perspective, in order to show the existence of a virtuous circle

Resumen
Since 1989 Austria's investment activities in Central and Eastern Europe has intensified. Investments are concentrated in adjacent countries. Geographical proximity and close historical and cultural ties have enabled even small and medium-sized Austrian enterprises to achieve a 'first mover advantage'. Investments have been performed to a large extent in industries that are typically not connected with outsourcing activities (trade, finance and insurance, construction). Market-driven factors and strategic considerations are the ultimate objective of these investments. Only a few sectors, in particular a so-called 'core' industrial sector (metal products, mechanical products, electrical and electronic equipment), indicate that low labour costs are of importance. Trade and sales data of the affiliates support the dominance of the local market. Whilst on average 66% of the affiliates output was sold locally this share was only 39% for the "core" industrial sector. This sector indicates particular patterns of relocation. Nevertheless, until now this part of Austria's FDI has only been of minor importance. (author's abstract)

Resumen
The recent developments in the European Community evoked by the Single European Act and commonly referred to as the creation of "Fortress Europe" by the end of 1992 have been attracted considerable attention with respect to economic and political integration in the international arena. Similarly, the conclusion of the U.S.-Canada Free Trade Agreement aiming at a loose form of economic integration received significant recognition. These two agreements cover not only liberalization of trade in goods and services but moreover, include foreign direct investment. This is of particular significance since little progress has been made in its regulation on an international level in comparison to the regulation of trade in goods. Due to the fact that direct investment is primarily exercised by large multinational enterprises it has a larger political impact on the host countries than trade in goods and services. Foreign ownership of local industry creates the concern of economic dependence and of a loss of sovereign powers among host governments. Consequently, governments introduce laws and regulations aiming at the restriction of direct investment of foreign investors. However, as foreign investment augments economic growth, it is of common benefit to both investors and host countries to provide an investment climate which balances the conflict of interest between the need of legal certainty and flexibility for foreign investors arid the safeguard of economic independence and political freedom of host country governments to introduce and maintain measures deemed necessary for the benefit of their national economies. This thesis will demonstrate the most effective regime to solve this conflict through comparison of the Free Trade Agreement with the Treaty of Rome as amended by the Single European Act. These agreements have been chosen since they involve two of the triad world economic powers and thus, represent industrialized nations with the highest degree of foreign direct investment aiming at the liberalization of direct investment in their "enlarged" markets. The thesis is divided into three parts. The first and second parts will discuss the degree of liberalization of foreign investment within the Common Market including the progress made under the Single European Act of 1986 and within the free trade area established by the U.S.-Canada Free Trade Agreement in 1989. The analysis will centre around the issues of free establishment of companies, the National Treatment Principle, capital movement, and mergers and acquisitions. The third part consists of the comparative analysis and will provide the final conclusions. The conclusions will show that the two agreements share few similarities but they are characterized by their divergent approach to direct investment liberalization. It is submitted that the more comprehensive form of liberalization is reached in the Common Market due to its broad restraint on sovereign powers of its Member States and coherently implemented elimination of restrictions on foreign investment. In contrast, the Free Trade Agreement only imposes selected obligations on the parties to liberalize direct investment. It will become clear that the Free Trade Agreement stands for a settlement of the most vexing investment issues between the parties rather than a commitment to virtually liberalize investment between the U.S. and Canada. In view of this result, recommendations are made to further liberalize investment under the Free Trade Agreement. These have to be seen, however, in the light of numerous economic and political divergencies between the Common Market and the U.S.- Canadian free trade area.

Resumen
In this blog piece Craig Willis investigates the contribution of European Structural and Investment Funds projects in the period between 2007-2013 and 2014-2020, in order to ascertain direct and indirect links to the four Celtic languages, following the separation of cultural funds from the ESIF into Creative Europe and Erasmus Plus from 2007. He shows that, given that the speakers of such languages often reside in economically peripheral areas (at least in higher percentage terms), their livelihoods and everyday culture in the traditional speaking areas (even for non-speakers) are affected by availability of structural funds.

La reciente intensificación de las migraciones marítimas irregulares que protagonizan la ruta atlántica a través de Canarias, con el fin de acceder al continente europeo desde el africano, coincide en el tiempo con el desarrollo de la pandemia por coronavirus e incorpora algunas novedades en relación con una corriente que viene estando presente en el devenir del archipiélago desde hace casi tres décadas. También ofrece muchas similitudes con la permanente manifestación de esta afluencia, pese a que la escasa planificación y debilidad de la respuesta articulada inicialmente para abordar su gestión integral, ha situado el fenómeno en el primer plano de la actualidad y el debate en la región. Y de esta manera, un contexto social de enorme incertidumbre debido a la crisis sanitaria y económica, el conocimiento directo y casi en directo del desenlace de muchas expediciones a través de las redes sociales, junto al desconcierto que transmite la gestión de esta movilidad pese a que sus cifras no son comparables a las de la década anterior, entre otros aspectos, plantean la necesidad de retomar su análisis con el objetivo de desentrañar sus actuales características y claves para su comprensión.

Resumen
The recent intensification in irregular maritime migrations in the Atlantic route through the Canary Islands, which is employed to reach the European mainland from Africa, coincides in time with the presence of the coronavirus pandemic and incorporates some novelties involving a flow that has been present in the archipelago’s evolution for almost three decades. It also exhibits many similarities with the permanent manifestation of this influx, even though the scant planning and weak response initially implemented in an effort to comprehensively manage this migration has placed the phenomenon at the forefront of the current affairs and debate in the region. As a result, a social context of enormous uncertainty due to the health and economic crisis, the direct and almost real-time knowledge of the outcome of many crossings thanks to social media, together with the confusion sown by how this mobility is being managed, all raise the need to reconsider its analysis in order to ascertain its current characteristics and keys to its understanding.

Resumen
The present research aims to understand the current situation of strategic communication and public relations applied in the professional field of fundraising in the cultural heritage environment. It observes the current patterns used in the sector to obtain and generate long-term sustainable funding, through the stimulation of investors and International Cooperation projects from the European Union in line with UNESCO. Two international case studies are compared: Spain and Mexico, through the selection of territorial samples in Malaga and San Luis Potosi. The methodology used is based on a combination of in-depth interviews with key informants and content analysis. In the first instance, the degree of application of communication and public relations tools for strategic purposes to directly attract economic resources to the management of cultural heritage (tangible and intangible) in the region is studied. In line with the results obtained, the current parameters and key indicators of the profile of the fundraising professional in public and private cultural management are presented.

Resumen
In the article investigational three magazines which went out after Second World war in Germany and Austria in the environment of the Ukrainian emigrants, is «Theater» (edition of association of artists of the Ukrainian stage), «Student flag» (a magazine of the Ukrainian academic young people is in Austria), «Young friends» (a plastoviy magazine is for senior children and youth). The thematic structure of magazines, which is inferior the association of different on age, is considered, by vital experience and professional orientation of people in the conditions of the forced emigration, paid regard to graphic registration of magazines, which, without regard to absence of the proper publisher-polydiene bases, marked structuralness and expressiveness. A repertoire of periodicals of Ukrainian migration is in the American, English and French areas of occupation of Germany and Austria after Second world war, which consists of 200 names, strikes the tipologichnoy vseokhopnistyu and testifies to the high intellectual level of the moved persons, desire of yaknaynovishe, to realize the considerable potential in new terms with hope on transference of the purchased experience to Ukraine. On ruins of Europe for two-three years the network of the press, which could be proud of the European state is separately taken, is created. Different was a period of their appearance: from odnogo-dvokh there are to a few hundred numbers, that it is related to intensive migration of Ukrainians to the USA, Canada, countries of South America, Australia. But indisputable is a fact of forming of conceptions of newspapers and magazines, which it follows to study, doslidzhuvati and adjust them to present Ukrainian realities. Here not superfluous will be an example of a few editions on the thematic range of which the names – «Plastun» specify, «Skob», «Mali druzi», «Sonechko», «Yunackiy shliah», «Iyzhak», «Lys Mykyta» (satire, humour), «Literaturna gazeta», «Ukraina і svit», «Ridne slovo», «Hrystyianskyi shliah», «Golos derzhavnyka», «Ukrainskyi samostiynyk», «Gart», «Zmag» (sport), «Litopys politviaznia», «Ukrains’ka shkola», «Torgivlia i promysel», «Gospodars’ko-kooperatyvne zhyttia», «Ukrainskyi gospodar», «Ukrainskyi esperantist», «Radiotehnik», «Politviazen’», «Ukrainskyi selianyn» Considering three riznovektorni magazines «Teatr» (edition of Association Mistciv the Ukrainian Stage), «Studentskyi prapor» (a magazine of the Ukrainian academic young people is in Austria), «Yuni druzi» (a plastoviy magazine is for senior children and youth) assert that maintenance all three magazines directed on creation of different on age and by the professional orientation of national associations for achievement of the unique purpose – cherishing and maintainance of environments of ukrainstva, identity, in the conditions of strange land. Without regard to unfavorable publisher-polydiene possibilities, absence of financial support and proper encouragement, release, followed the intensive necessity of concentration of efforts for achievement of primary purpose – receipt and re-erecting of the Ukrainian State.

As a result of the refugee reception crisis in 2015 the advocacy for increasing resettlement numbers in the overall refugee protection framework has gained momentum, as has research on resettlement to the EU. While the UNHCR purports resettlement as a durable solution for the international protection of refugees, resettlement programmes to the European Union are seen as a pillar of the external dimension of the EU’s asylum and migration policies and management. This paper presents and discusses the literature regarding the value transmissions taking place within these programmes. It reviews literature on the European resettlement process – ranging from the selection of refugees to be resettled, the information and training they receive prior to travelling to their new country of residence, their reception upon arrival, their placement and dispersal in the receiving state, as well as programs of private and community sponsorship. The literature shows that even if resettlement can be considered an external dimension of European migration policy, this process does not end at the border. Rather, resettlement entails particular forms of reception, placement and dispersal as well as integration practices that refugees are confronted with once they arrive in their resettlement country. These practices should thus be understood in the context of the resettlement regime as a whole. In this paper we map out where and how values (here understood as ideas about how something should be) and norms (expectations or rules that are socially enforced) are transmitted within this regime. ‘Value transmission’ is here understood in a broad sense, taking into account the values that are directly transmitted through information and education programmes, as well as those informing practices and actors’ decisions. Identifying how norms and values figure in the resettlement regime aid us in further understanding decision making processes, policy making, and the on-the-ground work of practitioners that influence refugees’ lives. An important finding in this literature review is that vulnerability is a central notion in international refugee protection, and even more so in resettlement. Ideas and practices regarding vulnerability are, throughout the resettlement regime, in continuous tension with those of security, integration, and of refugees’ own agency. The literature review and our discussion serve as a point of departure for developing further investigations into the external dimension of value transmission, which in turn can add insights into the role of norms and values in the making and un-making of (external) boundaries/borders.

This rapid review synthesises evidence on the bilateral and multilateral donors promoting and protecting the human rights of LGBT+ people on a global scale. It focusses on those donors that have policies, implementation plans and programmes on LGBT+ rights. This review also examines the evidence on the impact of their work. The bilateral donors providing the most support for LGBT+ (Lesbian, Gay, Bisexual, Transgender, +) communities in 2017-18 are the Swedish International Development Cooperation Agency (Sida), UK Department for International Development (DFID), The Netherlands Development Cooperation, Norwegian Agency for Development Cooperation (Norad), and the European Commission (EC). Whilst the multilateral donors providing the most support for LGBT+ are the UN and World Bank. The United Nations (UN) is doing a huge amount of work on LGBT+ rights across the organisation which there was not scope to fully explore in this report. The UN Office of the High Commissioner on Human Rights (UNOCHR) in particular is doing a lot on this theme. They publish legal obligation information, call attention to rights abuses through general assembly resolutions. The dialogue with governments, monitor violations and support human rights treaties bodies. The work of the World Bank in this area focuses on inclusion rather than rights. A small number of projects were identified which receive funding from bilateral and multilateral donors. These were AMSHeR, International Lesbian, Gay, Bisexual, Trans and Intersex Association (ILGA), and Stonewall. This rapid review focused on identifying donor support for LGBT+ rights, therefore, searches were limited to general databases and donor websites, utilising non-academic and donor literature. Much of the information comes directly from websites and these are footnoted throughout the report. Little was identified in the way of impact evaluation within the scope of this report. The majority of projects found through searches were non-governmental and so not the focus of this report.
