The article discusses certain aspects of the legal regulation of public-private partnerships in the health sector in Ukraine and foreign countries. The subject of the study is the legislative acts of public-private partnerships in healthcare field, its types and directions for their implementation. The varieties of public-private partnership forms in healthcare field in foreign countries and Ukraine are clarified. Process of reforming the healthcare sector, introduction of standards and criteria of best practices of European countries on the issues of partnership under study in national legislation is appropriate and promising. The aim of the article is to disclose the features of legal regulation of public-private partnerships implementation in the healthcare field in foreign countries and Ukraine. The methodology of this work is based on a set of research methods. The comparative method was used to clarify the legal aspects of public-private partnerships in the healthcare field and the possibility of its use in Ukraine, to analyze indicators that determine the success of partnership projects in foreing countries. Using the method of theoretical analysis, systemic and analytical methods, the term of “public-private partnership in the healthcare field” was established, types of contracts, signs of public-private partnership, categories of such partnership models in world practice are given. Experience of the EU countries on public-private partnerships in healthcare field, the introduction of changes in healthcare management system in accordance with requirements of European law is positive for Ukraine.

Resumen
This paper investigates the technology management practices and the learning processes for the technological development of local firms in foreign partnerships. It initially notes that the existing literature is focused on the technological benefits to local firms in developing economies from multinational corporations rather than explaining the dynamics of the technology management practices used by local firms who engage in foreign partnerships. This paper also notes a gap in the current literature regarding the technology learning process during partnerships from the perspective of the local partner firms in developing economies. The structural analysis of the data from six case studies of joint venture partner firms in Sri Lanka shows that the technology management practices of local firms need to evolve strategically, based on the partnership characteristics, throughout the life of that partnership. It identifies that the level of skills and capabilities within the local firm, the organizational dominance of the foreign partner firm, clarity of roles in the partnership, and the potential technological contribution from the foreign partner firm are all significant determining factors affecting the choice of dynamic technology management practices by local partner firms.

Resumen
Since 2001, Vietnam has gradually built and implemented strategic and comprehensive partnerships with some of the World’s great powers. The behaviors of Vietnam have brought skepticism from international community. Besides, the differences in the nature of “Strategic Partnership”, “Comprehensive Partnership” and “Comprehensive Strategic Partnership” in Vietnam's foreign policy are paid much attention to by scholars and scientific researchers. Because of the long-term strategic national interests, Vietnam-US relations strongly elevated from the normalization of bilateral relations to the level of comprehensive partners in 2013. Since 2017, the two countries have planned to upgrade their relations from comprehensive partnership level to strategic partnership level. In this context, the paper focuses on the application of systemic approaches in Vietnam's foreign policy making, with the content “The Process of Making Vietnam’s Foreign Policy with the United States based on David Easton’s Model”. The paper will analyze the process of making Vietnam’s foreign policy with Unites States based on David Easton’s Model. In addition, the paper also provide forecasts of the possibility of adjusting Vietnam's foreign policy towards the United States, especially upgrading the relations to strategic partnerships.

Resumen
Coffee is one of Indonesia's main economic activities for foreign exchange. An increase in exports of 8.11%, and a decline in imports of 58% in 2019, opened up export opportunities and large domestic markets. The government has implemented efforts to improve coffee farmers' welfare, one of which is agricultural business partnerships that can solve smallholder problems in developing countries and expand subsistence or traditional agriculture to high production value and export-oriented. This research aimed to analyze (1) the factors influencing coffee farmers' participation in agricultural partnerships and (2) the impact of the agricultural partnership on coffee farmers' performance in Simalungun Regency, North Sumatra Province. The Propensity Score Matching (PSM) technique analyzed the partnership's influence on coffee farming and agricultural income, productivity, and prices. The results showed that number of dependents household members and land area influence farmers' partnership participation. Participation increases coffee farming and agricultural income, productivity, and prices.

Resumen
Despite being long-standing practice among schools across the world, most studies on international school partnerships focus on its benefits and challenges as perceived by teachers and students. Little emphasis has been given to parental perspectives and support, particularly among low-income families. With the increase of community involvement in education, how this partnership program may benefit the foreign language learning of millennials has become a matter of increasing concern among parents. This qualitative study explores Indonesian parents’ perspectives of international school partnerships between Indonesian and Australian schools, and how these partnerships support the learning of English as a foreign language and technology utilization. Results from questionnaires and semi-structured interviews indicate parental belief that the program reviewed is an authentic approach to foreign language learning and an appropriate mode of technology-based self-expression. To facilitate their children’s learning of English and development of cross-cultural understanding, most parents, despite economic limitations, are willing to support their children’s involvement in the international partnership that is the focus of this study.

The aim of the article is to study the best foreign practices and models of public-private partnership in the field of vocational and higher education, identify opportunities for their adaptation to Ukrainian realities and develop recommendations for productive use of foreign experience in this area. The theoretical significance of the article is that it is analyzed the semantic content of the basic concepts related to public-private partnership in the foreign scientific space; it is identified the prerequisites for the development of public-private partnership in vocational education abroad (at the national, institutional (vocational education institution), production (enterprise) levels; it is analyzed the challenges to vocational education and training in foreign countries which the public-private partnership is aimed to solve; criteria for typification of partnerships (number of participants, areas of partnership, integrated criterion «project financing — provision of educational services», integrated criterion «breadth of partnership and depth of interaction between partners», integrated criterion «degree of coordination of interaction — volume of investment») are identified; the author’s typology of partnerships in the field of education in foreign countries is substantiated.The practical significance of the article is that the authors developed recommendations for deepening public-private partnership in vocational and higher education institutions of Ukraine based on the study of foreign experience, suggested directions for its further development in Ukraine. It is determined that in the foreign conceptual and terminological field, in addition to the concept of «public-private partnership» uses a number of concepts (Private Finance Initiative, PFI) (UK), Service Provision Project (SPP) (Mexico), Alternative Financing and Procurement (Canada), Private Sector Participation (PSP) (World Bank). The common essential features of these concepts are singled out: cooperation of different stakeholders, complexity of the purpose, focus on the result, parity of responsibility, long-term nature of interaction, formality of relations. Criteria for distinguishing types of partnerships in foreign practice are proposed: number of participants, areas of partnership, integrated criterion «project financing — provision of educational services», integrated criterion «breadth of partnership and depth of interaction between partners», integrated criterion «degree of coordination of interaction — volume of investment». The peculiarities of the types of partnerships in vocational education, which were singled out on the basis of the criteria proposed by the authors, are characterized: bilateral and multilateral; infrastructure, private management of public institutions, outsourcing of educational services, outsourcing of non-educational services, innovation and research partnerships, vouchers and subsidies; private initiatives, sponsorship, mixed projects, government programs; broad partnership, in-depth partnership; liberal, solidarity, paternalistic, consortium types of partnerships. Based on the analysis of the best practices of public-private partnership, the probable effective directions of public-private partnership in the field of vocational and higher education in Ukraine were singled out: strengthening the participation of companies in the processes of professional training; outlining a clear and concise division of responsibilities in the partnership; development of national standards of vocational education; gradual introduction of elements of dual education; promoting the prestige of vocational education as an attractive alternative to academic education; facilitating the learning trajectory between vocational and higher education; forecasting skills. It was developed recommendations for the development of public-private partnership in the field of vocational and higher education in Ukraine in the context of: formalization of interaction (conclusion of agreements and memorandums of partnership), management of interaction (establishment of qualitative and quantitative indicators for monitoring the activities of private providers and vocational education institutions; periodic reviews of vocational education institutions to bring them in line with the standards set in the contract), development of partnership effectiveness (clear criteria for quality and effectiveness), technologicalization of interaction (in particular, use of algorithm of of interaction between vocational education institutions and partners for public-private interaction initiatives). The need to study such models of partnerships in the field of education as the Chambers of Commerce and Industry in Germany, the Sectoral Council for Industrial Training (Canada), centers of excellence in vocational education (Netherlands), industrial centers or clusters (Tuscany in Italy and Baden-Württemberg in Germany), the National Skill Development Corporation (India) was actualized.

The article provides insight into the UK approach towards India after Brexit. It is highlighted that this policy is incorporated into the new foreign strategy (“Global Britain”). The author outlines that British government set to build new partnerships with like-minded countries based on neoliberal values. Against the backdrop of global shifts towards Asia and rise of new powers the UK international priority is to build an advanced partnership with India. The author explores the asymmetry in British and Indian interests. London seeks to benefit from advanced trade and investment partnerships in such areas as information technology, green energy, pharmaceuticals, etc. London also expects that comprehensive partnership with New Delhi, including in defence and maritime security, will help strengthen its strategic position in the Indo-Pacific region. Supporting New Delhi in its ambition to become a regional leader, inviting to the G7 Summit and promoting other multilateral formats. Developing trade and investment amid the pandemic, the UK pursues to establish preferential bilateral relations. Britain seeks to present a partnership with democratic India as a counterbalance to communist China in a highly competitive international environment, guided by both values and economic interests.

AbstractIn proposing "Global Interdependent Ministry Partnership," four elements in relation to the Russian context are identified: First, a description of the effects of globalization; Second, observations on how globalization has led to interdependent partnerships; Third, a theory of global interdependent ministry partnerships; and fourth, conclusions on the generalizability of this theory for the world in which we now live.Global interdependent ministry partnerships put the national church in the driver's seat. Too often the nationals of any given country are in the back seat from the outset, which leads to dependency and great difficulty in turning the wheel over to the national. With global interdependent ministry partnerships the national church calls the shots from the beginning; they choose to invite or not invite foreign missionaries to partner with them.

This study is an inquiry into the use of strategic partnerships as an instrument of diplomacy in Indonesia. Strategic partnerships have become a key fixture of Indonesia’s omnidirectional foreign policy in the post-Suharto era. However, the rationale behind the formation of strategic partnerships for Indonesia’s strategic interests, as well as the process behind its formation, remain understudied. This paper seeks to fill this gap in the literature by examining how Indonesia utilizes its strategic partnership to engage China. Using Wilkins’ analytical framework for the study of strategic partnerships, this study finds that Indonesian policymakers have used strategic partnerships as instruments to create multiple channels of communication for the purposes of economic pragmatism and the overarching goal of socializing the target state into accepting Indonesia’s vision of the international order. The case study on China indicates that strategic partnerships have only been partially successful in helping Indonesia deliver its goals. While increased formal interactions have facilitated economic and social interaction, the utility of strategic partnerships has instruments of influencing Chinese behaviour in the international system remain minimal.

ENGLISH ABSTRACT: The emergence of the People‘s Republic of China (PRC) as an economic superpower has become one of the most significant developments in world affairs in recent times. As the PRC has grown in economic significance, it seeks to translate this to all areas of its relationship with the rest of the world. Africa and African countries are a region where the PRC‘s involvement and engagement has elicits major consternation, especially from Western countries. However, this region, relative to its geographic and population size, natural endowments, and engagement with other regions andWestern countries in particular, remains insignificant in the PRC‘s external relations. South Africa enjoys very good diplomatic relations with the PRC, disproportionate to its significance with regard to the PRC‘s quest for resource that fuels its phenomenal economic resurgence. South Africa and the PRC‘s relationship has, within a decade, grown in depth and complexity that supersedes despite major asymmetries between them. South Africa is the first developing and African country with which the PRC established a comprehensive strategic partnership. While the concept of a ‗strategic partnership‘ remains unclear in international relations, it conveys a relationship of significance and stature that supplements ordinary bilateral relationships, although the latter are better defined and binding than the former. Clearly, the Chinese government attaches great importance to its relationship with South Africa. The advent of democracy and a thriving pluralistic socio-economic and cultural society that is admired despite the challenges it faces, makes South Africa an exemplar and desirable partner. South Africa‘s international stature and role in the international system, matches the PRC‘s objectives in this regard, making South Africa a good foil for PRC. However, this study contends that there are reasons that are beyond the well-worn natural resource extraction and diplomacy arguments that make South Africa attractive to the PRC. It uses asymmetry theory of international relations to explore and elucidate this. It explores what underpins, motivates and accounts for the rapid progression of this relationship and the implications this may have on their relationship in the future This thesis uses Womack‘s (2001, 2003, 2003a, 2006, 2006a, 2010) terminology and methodology to look at how South Africa and the PRC concentrate on areas of complementarity and cooperation and seek and foster mutual understanding and appreciation of each other‘s societies and histories. The thesis explore how they work to actively convert hostility to friendship and adroitly manage the relationship to prevent it drifting from friendship to hostility, as well as using what Womack calls routinization, neutralization and diplomatic ritual, in managing their partnership. From the perspective of asymmetry theory, the PRC and South Africa are complementary. South Africa is the largest; most sophisticated, developed and diversified economy in Africa and the developing world. It possesses or has access to technical and managerial knowhow that the PRC would have difficulty accessing elsewhere. South Africa remains a strategic maritime and naval route for the PRC‘s trade and accesses to key resources on the African continent and elsewhere. The study finds that asymmetry theory is useful in understanding how South Africa and the PRC manage their relationship. Asymmetry theory provides a framework to analyse the motivations and dynamic interactions that drive the progression of their diplomatic relations. The findings of the thesis imply a diplomatic relationship between South Africa and the PRC that is based on more than just the PRC‘s need for resources and diplomatic support in the international system.
AFRIKAANSE OPSOMMING: Die onlangse toetrede van die VolksRepubliek van China (VRC) tot die geledere van die ekonomiese supermoondhede het een van die mees beduidende verwikkelinge in wêreldaangeleenthede geword. Soos die VRC ekonomies belangriker geword het, is gepoog om hierdie sukses te herhaal op ander terreine van die land se buitelandse betrekkinge met die res van die wêreld. Afrika en Afrika lande is ‗n streek waar die VRC se betrokkenheid en verbindnisse groot konsternasie ontlok het, veral vanaf Westerse lande. Maar hierdie streek, relatief tot sy geografiese en demografiese grootte, natuurlike hulpbronne en betrokkenheid by ander streke en veral Westerse lande, bly onbeduidend in die VRC se buitelandse betrekkinge. Die aandag wat Suid Afrika van die VRC geniet is disproporsioneel in vergelyking met die belang van die VRC se soeke na hulpbronne om haar fenomenale ekonomiese groei te stook. Die verhoudinge tussen Suid-Afrika en die VRC het in die bestek van ‗n dekade gegroei in diepte en kompleksiteit wat als oorskadu ten spyte van groot ongelykhede tussen hulle. Suid- Afrika is die eerste ontwikkelende land met wie die VRC ‗n omvattende strategiese vennootskap gesluit het. Terwyl die konsep van ‗n ‗strategiese vennootskap‘ onduidelik bly in internasionale betrekkinge, vergestalt dit betrekinge van beduidenis en statuur wat gewone bilatirale betrekkinge aanvul, alhoewel laasgenoemde beter gedefinieer en bindend is as eersgenoemde. Dit is duidelik dat die Chinese regering groot belang heg aan betrekkinge met Suid-Afrika Die oorgang na demokrasie en ‗n florerende plurale sosio-ekonomiese kulturele samelewing wat bewonder word ten spyte van die uitdagings wat dit in die gesig staar, maak van Suid- Afrika ‗n navolgingswaardige en wenslike vennoot. Suid-Afrika se internasionale statuur en rol in die internasionale stelsel pas die VRC se doelwitte in hierdie opsig en maak van Suid- Afrika ‗n goeie skerm floret vir die VRC. Maar, hierdie tesis betoog dat daar ook ander redes is buiten die wel bekende natuurlike hulpbron onttrekking en diplomatieke argumente wat Suid-Afrika vir die VRC aantreklik sou maak. Womack se ongelykheidsteorie in internasionale betrekkinge word gebruik om dit te ondersoek en toe te lig. Ongelykheidsteorie is nog nie voorheen in studies oor hierdie betrekkinge gebruik nie. Hierdie tesis verskaf dus ‗n belangrike alternatiewe metode om hierdie betrekkinge te bestudeer. Die tesis ondersoek Suid-Afrika en die VRC se betrekkinge na aanleiding van Womack (2001, 2003, 2003a, 2006, 2006a, 2010) se terminologie en metodologie en fokus op gebiede waar die twee lande mekaar komplimenteer en kan saamwerk; wedersydse verstaan van, en waardering vir, mekaar se mense en geskiedenisse kan koester; om aktief vyandigheid te omskep in vriendskap en om verhoudings so bedrewe te bestuur dat vriendskap nie in vyhandigheid verander nie; en om ook wat Womack roetiene, neutraliteit en diplomatieke ritueel noem te gebruik in die bestuur van hul vennootskap. Deur die lens van ongelykheidsteorie kyk die tesis na wat die vinnige progressie wat hierdie betrekkinge onderskraag, motiveer en verklaar. Vanuit die perspektief van ongelykheidsteorie vind die VRC Suid-Afrika komplimenterend. Dit is die grootste, mees gesofistikeerde, ontwikkelde en gediversifiseerde ekonomie in Afrika en die ontwikkelende wêreld. Dit besit of het toegang tot tegniese en bestuurskennis wat die VRC moeilik elders toegang toe sou kon kry. Suid-Afrika bly ‗n strategiese maritime en vloot roete vir VRC handel en toegang tot sleutel hulpbronne op die Afrika kontinent en elders. Een van die bevindings van die studie is dat ongelykheidsteorie ‗n nuttige metode is om die bestuur van die verhouding tussen Suid-Afrika en die VRC te verstaan. Dit verskaf ‗n raamwerk vir die analise van die motiverings en dinamiese interaksies wat die vordering van hul diplomatieke betrekkinge bepaal. Die bevindings van die tesis impliseer dat die diplomatieke betrekkinge tussen Suid-Afrika en die VRC nie net op die VRC se behoefte aan bronne en diplomatieke steun in die internasionale stelsel gebaseer is nie.

This thesis examines the newly-adopted mechanism of bilateral ‘strategic partnerships’ as a tool of diplomacy within the broader context of Japanese grand strategy. It posits that these new forms of security alignment have become an integral part of Japan’s ‘external mobilisation’ aimed at addressing the ‘increasingly severe security environment’ with which the country is now confronted with. It takes an inter-disciplinary approach drawing on Organisational Theories to supplement existing International Relations (IR) approaches, which are deemed insufficient for fully capturing and comprehending the nature, purpose, and dynamics of this novel form of alignment. In creating a new conceptual model of ‘strategic partnerships’ on these bases, it then applies it as an analytical framework to two important and contrasting cases study dyads – Japan-Australia and Japan-South Korea – to test the explanatory power of the model and reveal deeper insights into key empirical examples of Tokyo’s strategic-partnering policy. It concludes that the model significantly advances our understanding of these relationships, as well as demonstrating how they form part of a wider strategic context within which Japanese grand strategy must be conducted.

During recent years the sharing economy has had an increased impact on the modern business climate, and the level of engagement among researchers has increased. The sharing economy is changing the way individuals perceive business and challenges traditional business models. Sharing economy firms are implementing innovative business approaches to face the dynamic business climate. Its peer-to-peer sharing philosophy is fighting against the increasing hyper-consumption we are facing. Previous scholars have discussed how traditional firms can gain market shares and internationalize through M&As and strategic partnerships. However, the research on how M&As and partnerships can be implemented among sharing economy firms is minimal. Also, the empirical studies regarding this field are inadequate. Accordingly, examining this research gap in practice and gaining a deeper understanding of the subject is highly relevant. This thesis aims to shed light on the motives behind sharing economy firms internationalizing, mainly through mergers and acquisitions or strategic partnerships, involving at least one sharing platform in the process. To accomplish the intentions of this study, a qualitative research approach has been conducted, with a diverse group of respondents from different parts of the world and operating in various areas within the sharing economy. Moreover, the empirical data has been collected through conducting findings from four semi-structured interviews. The outcome of this research implies that the motives for sharing economy firms to internationalize using M&As or strategic partnerships are beneficial regarding the sharing economy characteristics. For instance, the paper highlights how sharing economy firms have a comfortable path internationalizing into foreign markets but can struggle to gain platform user activity in the early stages in new markets. Therefore, are M&As and strategic partnerships strategic tools for sharing economy firms to acquire an already existing customer base or have strategic alliances that can ease cultural barriers and such when entering foreign markets.

The purpose of this study was to investigate a class-to-class online English-Portuguese "Teletandem” program that was conceived, negotiated, and implemented cross-collaboratively between the foreign language instructors and language resource center (LRC) staff at two large state universities—one in the United States and the other in Brazil. Ten English language students in Brazil were paired with 10 Portuguese language students in the U.S. for a 10-week Skype®-based tandem language exchange (TLE) project that was jointly delivered online across an international university partnership. A qualitative case study design was used to examine the attitudes, perceptions, views, and behaviors of the teachers, students, and LRC staff who participated in the project. The objective of the study was to shed light on the factors that facilitated and hindered teletandem design, implementation and sustainability. Participant feedback was interpreted and contextualized by the researcher to provide rich descriptions of how Teletandem was optimized and how it impacted student learning. The findings suggest that Teletandem is an innovative, low-cost, high-impact language learning activity with vast pedagogical implications. As a lab supplement to traditional instruction, it enabled students at both sites to accelerate L2 development through authentic immersion and practice while making social connections with native speakers abroad. In addition, the results showed that—for many students—Teletandem heightened intercultural awareness, boosted confidence in the L2, and strengthened fluency skills while rendering a transformational learning experience.

La transparence, la semi-transparence, la translucidité ou encore la personnalité fiscale sont autant d’images fiscales formant le paradigme français de la fiscalité internationale des sociétés de personnes, en ce sens que ces images sont mobilisées pour poser et répondre aux problématiques relatives à l’imposition française du revenu réalisé sous la forme d’une société de personnes en situation d’extranéité. Par ce recours aux images fiscales, la conception française de la fiscalité internationale des sociétés de personnes distingue les sociétés de personnes de droit français de celles de droit étranger. D’une part, les sociétés de personnes de droit français, réputées semi-transparentes et disposant d’une personnalité fiscale distincte de leurs associés, sont considérées comme les sujets d’une imposition pourtant assumée par leurs associés. Sur ce fondement, ces sociétés sont qualifiées de résident au sens des conventions visant à éliminer les doubles impositions. Les règles conventionnelles de territorialité sont alors appliquées au niveau de la société et non à celui de leurs associés. D’autre part, le droit fiscal français accepte de recevoir la transparence fiscale des sociétés de personnes étrangère pour appliquer les conventions fiscales à leurs associés. Il en résulte une conception française de la fiscalité internationale des sociétés de personnes difficilement compréhensible, non seulement au regard de celle pratiquée par les droits étrangers, mais également au regard du droit interne. En se détachant du recours constant aux images fiscales pour se concentrer sur une étude des textes français, britannique et américain, la conception française de la fiscalité internationale des sociétés de personnes peut être écartée. Par cette étude critique des images fiscales, l’altérité véhiculée par les images fiscales entre les sociétés de personnes de droit français et les partnerships de droits anglais, écossais et américain peut être dépassée au profit d’une unité (Partie 1). Celle-ci renverse les fondements de la conception française de la fiscalité internationale des sociétés de personnes et offre alors la perspective de son renouvellement (Partie 2)
Transparency, semi-transparency, translucency or fiscal personality are tax images used as a paradigm in the French conception of partnerships in international tax law, in that those images are used to think and resolve the issues raised by the taxation, in France, of international partnerships. Based on those images, the French conception of international taxation of partnership distinguishes between local partnerships and foreign partnerships. On the one hand, local partnerships are said to be semi-transparent or translucent and to have a fiscal personality distinct from their partners. Thusly, local partnerships are construed as the subject of a tax that is yet paid by the partners. Consequently, local partnerships are qualified as resident for the purpose of the bilateral conventions and the foreign partners cannot claim the application of the treaty. On the other hand, the recognition of the transparency of foreign partnerships is accepted in French tax law so the partners may claim the stipulations of the bilateral convention. This conception of international taxation of partnerships, founded on a dual approach of partnerships, is isolated from the taxation known in others countries and lacks coherence in the view of the French tax law. With a critical study of tax images in the light of the British law and the American law, this conception may be challenged. The comparison between French partnerships and British and American partnerships permits to overcome the otherness suggested by the resort of tax images, and to demonstrate instead the unity among those entities (Part 1). Once it has been ascertained, this unity challenges the foundation of the French conception of international taxation of partnership and allows the prospect of its renewal (Part 2)

Resumen
The purpose of this thesis is to evaluate how Sweden’s bilateral economic relationship with South Africa has evolved between the years 1985-2018, from a Swedish perspective. The study has four research questions. The first question focuses on how Swedish policies toward South Africa has evolved over time, which is followed by two questions on how these changes has impacted trade and non-trade economic activity between the countries. The last question binds the study together with a discussion of the balance of Swedish priorities between humanitarian goals and domestic self-interests during this period. The existing literature is mainly focused on the economic relationship leading up to the fall of apartheid in 1994, and there is not much written on the subject since then. This study aims to contribute to the field by connecting the apartheid-era literature to the development of the post-apartheid bilateral economic relationship.  The study is based on a cross analysis of complementary data sources and methods to capture the complexity of the bilateral economic relationship between the two countries. The main bulk of data is derived through semi-structured interviews with representatives from the Swedish government, the civil society, and researchers with experience of this bilateral relationship. This is complemented with a content analysis of Swedish policy documents and illustrative quantitative data. The thesis is built on an analytical framework based on Embeddedness theory and a conceptualisation of Economic- and Soft Power, which highlights the interconnectedness between social, political, and economic relationships.

Against the background of colonial and missionary interventions, Africa’s adult education, influenced by home, work, and religious traditions, soon changed in character and content, frame and forms. Since 1945, global partnerships have shaped its agenda with international organisations, foreign and local universities, and external funding, determining its themes and trajectories. Functional, and ICT-oriented literacies, health, poverty alleviation, community development, youth issues, climate, migration, gender, and school access became areas of intervention. In response, Africa’s problems have served as sounding horns to resolving issues of poverty and want globally. Africa’s pursuit of partnership is a fitting tribute to Professor Lalage Bown, whose passion for promoting it has been legendary.

Countries in transition use various ways to attract foreign investors. PublicPrivate Partnership (PPP) is one of the possible models of investment that provides local governments with the opportunity to get various infrastructure facilities, without using budget funds. PPP is identified as a new, powerful and very efficient way of financing which has not yet been sufficiently developed in Republika Srpska. Since public revenues are largely insufficient to accomplish many projects, the implementation of new resources and the structural capacities of private and banking sectors is needed. Thus, it is possible to fund projects that could not be implemented through limited budget funds, thus ensuring more efficient use of resources through better access to sources of capital and professional project management. The aim of this paper is to identify the significance of the most complex instrument for stimulating economic development, which are public-private partnerships, as well as their knowledge in theory and practical application. The first part deals with publicprivate partnership, its concept, definitions, types, characteristics and significance for developing countries, while the second part deals with the legal implementation of an instrument such as public-private partnership and analysis of its legal regulation manner in Republika Srpska.

The US Government has mandated the production and usage of biofuels to help reduce dependence on foreign petroleum and to help improve air quality. Partnerships between the Pipeline and Hazardous Materials Safety Administration, the pipeline industry, other Federal and State agencies and the emergency first responder community are rapidly addressing infrastructure challenges and removing the technical and regulatory barriers for transporting biofuels. These initiatives are critical for enabling biofuel usage to grow nationwide and reach government production targets. This paper will summarize recent biofuel activities and discuss the progress seen in removing challenges for safely moving biofuels in the pipeline infrastructure.

Multinational corporations (MNCs) significantly contribute to globalizing research and development, particularly in emerging economies like Indonesia. As Indonesia aims to achieve the "Making Indonesia 4.0" vision, attracting foreign investment to bolster its medium-high and high technology industry becomes crucial. This study conducts an exploration within institutional theory concerning the influence of 'distance' measures on the level of control exerted by MNCs in a host country. Focusing on Indonesia's medium-high and high technology industry, the research investigates the relationships between formal and informal institutional distances and MNCs' strategic control decisions. Statistical analyses support the hypotheses, affirming the significance of both formal and informal institutional distance in shaping MNCs' inclination toward majority stake deals in the targeted industry. The findings contribute to a nuanced understanding of MNCs' strategic decision-making in an industry specific context. Which necessitates MNCs to balance managing partnerships to reduce strategic control in a formally distant host country, while at the same time maintaining a strong grip on technology-intensive activities to mitigate risks tied to reduce interdependence in an informally distant host country.

Climate change and environmental degradation pose an existential threat to the EU and the world. The aim of the Green Agreement for Europe is to make Europe climate neutral by 2050, to support the economy through green technologies, to create a sustainable industry and transport and to reduce pollution. Turning climate and environmental challenges into opportunities will make the transformation fair and inclusive. The European Commission is helping EU Member States to design and implement reforms that support ecological transformation and contribute to achieving the goals of the Green Agreement for Europe. It also helps to design the necessary procedures in central and local administrations and to set up the coordination structures necessary to implement environmental policies. The aim of this article was to propose possible strategies for the use and support of the competitiveness of companies in the Czech Republic in meeting the objectives of the European Union. In the interests of competitiveness, this contribution leads to the strengthening of the SME sector, the reduction of market barriers, the facilitation of foreign investment and trade, the development of research and innovation, better management of public-private partnerships and the optimization of state-owned enterprises.

The paper focuses on Etwinning, the community for schools in Europe. Launched in 2005 as a fundamental component of the eLearning program of the European Commission, eTwinning has become an integral part of the Erasmus +, the EU Programme for Education, Training, Youth and Sport, in 2014. The Central Support Service eTwinning is run by European Schoolnet, an international partnership formed of 31 European ministries of education, which designs learning tools for schools, teachers and students in Europe. ETwinning promotes school collaboration in Europe through information and communication technologies by providing support, tools and services to schools. The portal is available to teachers through online tools by which they may seek partners, can start the project, they can exchange ideas and best practices and can start to work immediately thanks to the broad range of customized tools on the eTwinning platform. From October 2007, eTwinning started to be carried out in Romania. In the long term, it aims to improve the abilities to use new technologies, to improve communication in foreign languages, knowledge and intercultural dialogue.The paper also deals with the development of key competences through eTwinning, rules of communication and behavior inside etwinning community and implications for teaching activities. The next part of the paper presents Etwinning advantages from eLearning perspective: accessibility, the freedom of decision, professional community, information resources, training opportunities for teachers, specialist support, motivation and recognition systems. ETwinning platform is ideal for secondary education because it offers extensive opportunities for managing virtual spaces - which facilitates, in a much higher degree than other web platforms, learning activities. Benefits of eTwinning platform for students and teachers involved in online learning projects by collaboration at European level are very high due to factors such as: the opportunity to interact with students and teachers in other European countries, didactic and technological support offered by the portal to the highest European standards, innovative working tools, teamwork, stimulate interest and critical thinking. Advantages for school are also important because the image of the school is promoted by eTwinning projects and foundations of a future collaboration at the institution level in future partnerships are set up.

The European Commission supports EU Member States in designing and implementing reforms that support the ecological transformation and contribute to achieving the objectives of the Green Deal for Europe. The Commission also assists in designing the necessary procedures in central and local administrations and creates the coordination structures necessary for the implementation of environmental policies. The aim of this article was to propose possible strategies to use and support the competitiveness of companies in the Czech Republic in meeting the goals of the European Union. In order to increase competitiveness, it focuses on strengthening small and medium-sized enterprises, reducing sector market barriers, facilitating foreign investment and trade, supporting research and innovation, better managing public-private partnerships and optimizing state-owned enterprises. With this contribution, the authors are trying to contribute to the achievement of the goals of the European Union and at the same time support the competitiveness of companies in the Czech Republic.

According to data of The Banks Association of Turkey 2017; In Turkey, the banking sector occupies an important place in the country's economy due to the fact that banks employ approximately 200,000 people and foreign capital and partnerships are increasing in this sector. However, there is an intense competition environment in which all instruments in this sector are used. It is necessary to differentiate to achieve a competitive advantage and to achieve sustainable growth. Differentiation can be realized with abstract values rather than tangible values, which are generally not shown in the balance sheet. Corporate reputation holds a strategic place in relations with stakeholders and is placed in an important position in the eyes of stakeholders. In the study, it is aimed to make a structure analysis of the Reputation Coefficient Scale analysis which can be used to measure the corporate reputation. The data obtained from 185 people working in the banking sector in Batman province and analyzed with SPSS 23.00 and AMOS 24.00 programs. As a result of the analysis, Cronbach's alpha value was 0.924 and it was found to be highly reliable. According to the confirmatory factor analysis performed with the Maximum Likehood method, the results of the fit indexes of the model were well and found as X2/df=1,788, RMSEA = 0,065, GFI = 0,903, CFI = 0,945, TLI = 0,926 and IFI = 0,946. ’Reputation Coefficient Scale’ used in the banking sector in Batman province has been determined as reliable and valid in terms of structure.

The development of cultural ties and cooperation between Russia and China in the field of education correlates with the current strategy of internationalization of Russian universities. Many Russian universities today tend to develop partnerships with Chinese universities. In particular, the number of Chinese students studying in Russian universities constantly increases; academic exchange programs are successfully implemented, the number of scientific contacts between representatives of universities of the two countries grows. The implementation of such cooperation is accompanied by problems of social and cultural interaction in the field of education of Russian and Chinese students. The general purpose of the study was to identify the axiological component in the interaction of Russian and Chinese students in the space of the Russian university. Chinese students who study in Yekaterinburg universities (390 people), Russian students who study/live with Chinese (500 people), 10 Chinese experts, 10 Russian experts in the field of education in Russia and China were interviewed. The results suggest that the Russian students find the values of hedonistic nature – love and pleasure – to be more important than the Chinese ones, while the Chinese students consider study and personal security to be most important (and this is determined by the goals of coming to Russia and the conditions of staying in the territory of a foreign country). Nevertheless, it cannot be said that the values of students from the Russian Federation and the People’s Republic of China differ radically and may interfere with the productive socio-cultural interaction between them. Besides, the great importance of such values as world peace and love of country for Chinese students can be the basis for attracting them to participate in the activities of patriotic and cultural student associations that already exist in the Ural universities. The practical significance of the results obtained is that the identified problems of socio-cultural interaction between Chinese and Russian students make it possible to develop technologies for optimizing the socio-cultural interaction of foreign students in Russian universities, which is especially important in the initial stages of their education in Russia. Among the recommendations for optimizing the process of entering Chinese students into Russian universities (in addition to Russian language classes) are joint Russian-Chinese leisure and holiday events, joint social student associations (volunteering, tourism, music, etc.), excursion programs aimed at acquaintance with the culture of the host country, the joint interaction of Russian and Chinese students in social networks and messenger apps.

This report highlights the achievements and lessons learned from the pilot stage of the Australian Strategic Partnerships in Remote Education (ASPIRE) initiative which was managed by the Australian Council for Educational Research (ACER) as part of the Australian Department of Foreign Affairs and Trade's Partnerships for Recovery: Australia's COVID-19 Development Response. In its pilot phase ASPIRE partnerships have strengthened collaboration between Australian and Indo-Pacific institutions and promoted the value of Australian expertise in remote teaching and learning to key counterparts in government, tertiary institutions, community organisations and teachers.

Geo-economics and geopolitics are the indicators of competition between major powers in the pursuit of their strategic goals. The US, China, and India together make up about half of the world's GDP and are vying for dominance in the Indian Ocean. In this perspective, while being smaller than Pacific and Atlantic Oceans, Indian Ocean Region continues to be crucial because of its enormous oil and gas reserves, choke points, nautical traffic, and the interests of foreign powers. The US and Europe are heading for recession, and the Asian economic situation is better, China and India will be major engine of growth this year. Therefore, Indian Ocean will remain the focus of attention for the world. New alliances are taking place in which US and India are the key players, the sole aim being is to contain China. On the other end, China’s presence in Indian Ocean is increased in the last decade due to BRI/CPEC and military base in Djibouti. Chinese Navy is regularly patrolling and exercising with the littoral countries of the Indian Ocean. This paper endeavors to study major powers’ interests in IOR and how developing a strategic alliance requires Pakistan to be vigilant and adopt a strategy to safeguard its interests.

Co-teaching is defined as a collaborative method of instruction (Murawski & Hughes, 2009), which implies co-teaching partnerships where educators make and effort in terms of joint instructional decisions and share responsibility as well as accountability for student learning (Shumway et all., 2011). This working paper is intended to illustrate the state-of-the-art concerning the implementation of co-teaching in EFL settings in Colombia over the last two decades. This manuscript is based on documentary research, in which primary source data were collected from data bases, university repositories, journals, and official reports. As an outcome, we expect to unveil co-teaching strategies, co-teachers' roles as well as collaborative teaching benefits in EFL in general, and foreign language student-teachers’ education, in particular.

This rapid review focuses on Global Health Diplomacy and defines it as a method of interaction between the different stakeholders of the public health sector in a bid to promote representation, cooperation, promotion of the right to health and improvement of health systems for vulnerable populations on a global scale. It is the link between health and international relations. GHD has various actors including states, intergovernmental organizations, private companies, public-private partnerships and non-governmental organizations. Foreign policies can be integrated into national health in various ways i.e., designing institutions to govern practices regarding health diplomacy (i.e., health and foreign affairs ministries), creating and promoting norms and ideas that support foreign policy integration and promoting policies that deal with specific issues affecting the different actors in the GHD arena to encourage states to integrate them into their national health strategies. GHD is classified into core diplomacy – where there are bilateral and multilateral negotiations which may lead to binding agreements, multistakeholder diplomacy – where there are multilateral and bilateral negotiations which do not lead to binding agreements and informal diplomacy – which are interactions between other actors in the public health sector i.e., NGOs and Intergovernmental Organizations. The US National Security Strategy of 2010 highlighted the matters to be considered while drafting a health strategy as: the prevalence of the disease, the potential of the state to treat the disease and the value of affected areas. The UK Government Strategy found the drivers of health strategies to be self-interest (protecting security and economic interests of the state), enhancing the UK’s reputation, and focusing on global health to help others. The report views health diplomacy as a field which requires expertise from different disciplines, especially in the field of foreign policy and public health. The lack of diplomatic expertise and health expertise have been cited as barriers to integrating health into foreign policies. States and other actors should collaborate to promote the right to health globally.

Public-private partnerships (PPPs) have been used to address the need for the implementation of huge investment programs and to bridge the infrastructure gap that exists in Latin American and Caribbean (LAC) countries. As is explained throughout this paper, under certain circumstances, PPPs represent an important tool to help governments implement their investment programs, thereby benefiting not only from private investment (which often includes foreign investment) but also from the various advantages that are typically associated with the PPP model. However, the need to secure financing for investment needs, especially in a situation of scarce public resources and fiscal constraints, should not be the only reason for choosing the PPP model. The objective of this paper is to highlight that the PPP model can be a valuable tool for undertaking public projects in an efficient and innovative manner and that it can provide more efficient and innovative public services in certain circumstances as well. In addition, when correctly used, it can generate public savings and create the fiscal space that LAC countries need to carry out their investments.

Our International Network on Data for Impact and Government Outcomes – INDIGO – is an emerging data collaborative where different organisations share their data on a voluntary basis with the goal of advancing knowledge on outcomes-based partnerships. As part of this initiative, we host an Impact Bond Dataset that collects data on impact bond projects from all over the world. Every six months, we take stock of the new additions and offer a snapshot of the global landscape of impact bond projects.2 The first section describes the distribution of impact bond projects across countries and regions. A series of data visualisations show which countries are leading the way on a number of dimensions of scale, including the number of projects, the number of actual or expected service users, and how much upfront capital they raised. This section also provides a description of the new additions to our dataset since December 2021 and a summary of the new data about international impact bonds, those projects where the outcome funder is a foreign organisation. The second section is focused on the African region. Using the data from the Impact Bond Dataset and other evaluation reports, we provide a comprehensive summary of the different impact bond projects that delivered or are delivering a service in Africa. Finally, building on the data from our new pipeline dataset, we summarise the main trends from the outcomes ecosystem in the region. Our pipeline dataset collects data on upcoming outcomes-based instruments, such as social impact bonds, outcomes funds, payment-by-result projects and other types of outcomes-based tools. This report uses data as of 12 July 2022. The Impact Bond Dataset is open to any policymaker, researcher or data enthusiast who is interested in impact bonds projects.

Turkey’s more assertive posture towards the Balkans is neglected compared to the commentariat that deals with Russia and China. To fill this policy gap, the research team of the Belgrade Centre for Security Policy (BCSP) has conducted research based on the analysis of secondary source material and, even more importantly, on fieldwork interviews that involved 16 sources, academics and think tank researchers based in Istanbul and Ankara. Although the consulted sources have different backgrounds and political sympathies, the research established a presence of common themes. Namely, Turkish foreign policy in the Balkans has two aspects. The first is based on emotions, where Turkish foreign policy towards the region is framed by Turkey’s special ties with the region based on shared history, social connections, identity factors and the legacy of the Ottoman Empire. The Balkan country that is most frequently mentioned in the context of special ties with Turkey is Bosnia and Herzegovina, in light of socio-cultural ties and the fact that it is a country in which the Ottoman legacy is felt most strongly. The second approach is rooted in traditional foreign policy realism derived from an objective and calculated assessment of the regional balance of power and one’s own interests. Within this approach, Turkey is trying, for security and strategic reasons, to act pragmatically and be effective in the Balkans without entangling itself in crises that could impede its regional influence. This approach leads Turkey towards engaging Serbia, the region’s strategically consequential country, because Ankara is deeply convinced that if it wishes to be effective in the Balkans, it needs to have a partnership with Belgrade. In doing so, it must strike a balance between emotions and realism. It needs to walk the fine line between nurturing ties with communities with which it has cultural and religious ties, like Bosniaks and Albanians, while avoiding alienating countries whose partnership Ankara needs to be able to succeed in the Balkans, such as Serbia.

The UK’s 2021 Integrated Review of security, defence, development and foreign policy describes Russia as ‘the most acute direct threat to [the UK’s] security’ in the 2020s. Relations did not get this bad overnight: the trend has been negative for nearly two decades. The bilateral political relationship is now broken. Russian policymakers regard the UK as hostile, but also as weaker than Russia: a junior partner of the US and less important than Germany within Europe. The consensus among Russian observers is that Brexit has reduced the UK’s international influence, to Russia’s benefit. The history of UK–Russia relations offers four lessons. First, because the two lack shared values and interests, their relationship is fragile and volatile. Second, adversarial relations are the historical norm. Third, each party exaggerates its importance on the world stage. Fourth, external trends beyond the UK’s control regularly buffet the relationship. These wider trends include the weakening of the Western-centric international order; the rise of populism and opposition to economic globalization; and the global spread of authoritarian forms of governance. A coherent Russia strategy should focus on the protection of UK territory, citizens and institutions; security in the Euro-Atlantic space; international issues such as non-proliferation; economic relations; and people-to-people contacts. The UK should pursue its objectives with the tools of state power, through soft power instruments and through its international partnerships. Despite Brexit, the EU remains an essential security partner for the UK. In advancing its Russia-related interests, the UK should have four operational priorities: rebuilding domestic resilience; concentrating resources on the Euro-Atlantic space; being a trusted ally and partner; and augmenting its soft power. UK decision-makers should be guided by four propositions. In the first place, policy must be based on clear, hard-headed thinking about Russia. Secondly, an adversarial relationship is not in itself contrary to UK interests. Next, Brexit makes it harder for the UK and the EU to deal with Russia. And finally, an effective Russia policy demands a realistic assessment of UK power and influence. The UK is not a ‘pocket superpower’. It is an important but middling power in relative decline. After Brexit, it needs to repair its external reputation and maximize its utility to allies and partners, starting with its European neighbours.
