The authors present a literature review, carried out by searching through conference proceedings, journal articles, and other secondary sources for papers focusing on the usability of electronic voting (e-voting) systems and related aspects such as ballot design and verifiability. They include both user studies and usability reviews carried out by HCI experts and/or researchers, and analyze the literature specifically for lessons on designing e-voting system interfaces, carrying out user studies in e-voting and applying usability criteria. From these lessons learned, the authors deduce recommendations addressing the same three aspects. In addition, they identify for future research open questions that are not answered in the literature. The recommendations hold for e-voting systems in general, but this chapter especially focuses on remote e-voting systems providing cryptographic verifiability, as the authors consider these forms as most promising for the future.

This chapter will propose an e-portfolio system cultivating the problem-solving abilities of students through master's thesis research activities. By using this system, students should be able to conduct research on educational technology. However, most of the functions are general-purpose functions. The design and implementation of the system will be discussed as follows. First, a model will be developed to show the problem-solving abilities cultivated by students through coursework and laboratory work. These include knowledge acquisition through lectures, literature review activities, the development of gaming instructional materials, and experimental lessons. Based on the above model, the chapter will then clarify instructional contents required for students during lessons and laboratory seminars. In addition, e-learning materials will be designed to help students in learning and self-assessing their knowledge acquisition. The chapter will conclude by formulating methods to collect student information, as well as support, evaluate, and provide feedback for their laboratory work.

The term e learning indicates products that differ very much both in services supplied and in design. E learning platforms do not necessarily involve networking as a fundamental component. However, networking is important both to ease access to course material and to support interaction among users. Networking should be exploited to allow remote access to students who cannot be present at lessons, to allow asynchronous learning whenever students have time, to supply users with tools for cooperative learning regardless of their physical location. The spread of wireless networking technologies and their standardization will lead to innovations in all three of these aspects. This chapter focuses on the services whose deployment computer networks make possible in order to boost interactivity, cooperation and involvement in learning, with specific attention to ubiquitous learning and for the impact of wireless technologies on the general framework.

Information and Communication Technologies (ICTs) have a tremendous potential to improve the quality of people’s livelihood in general and especially in the developing countries. They can boost business, support education and health systems and also enhance the governance that is a major and vital factor in the development process. It is commonly agreed that e-Government systems enhance governance, but, unfortunately, there is a lack of empirical evidence to build upon this hypothesis, which, legitimately, creates reluctance among key decision makers, slows down the dissemination of technology as a decision support tool and as development enabler/infrastructure and contribute to the very dangerous phenomena known as the digital divide. In the context of Fez e-Government Project, that is being led in Morocco, in a close collaboration with the municipality of the Moroccan city of Fez, authors have developed a pilot e-Government system that facilitates citizens’ access to governmental information and services. From the outset of this 30 months project, the goal was to collect and analyze experimental data in order to see how the development/deployment of e-government systems impacted the governance process. This research has set up a methodology that emphasizes good governance at each step of an e-Government project and enables the researchers to continuously assess the outcomes of the resulting e-Gov system on governance. The ultimate goal is to reduce, as much as possible, the reluctance of politicians and decision makers and to contribute in the dissemination of technology for development purposes thru a scientific and proven methodology that systematically links e-Government outcomes to good governance attributes. In this chapter, authors present the main phases of this methodology and lessons learned during the e-Fez Project. This approach may benefit similar projects, especially in developing countries that are willing to create and deploy e-Government systems for the benefit of their citizens.

This essay deals with an issue that has never before been the focus of attention in the field of research on the history of chemistry in Italy: the diffusion of Mendeleev’s periodic system in our nation. In the following text we will analyze the situation in the period preceding the arrival of Mendeleev’s theory in Italy with regard to the matter of classifying elements. By doing so, it will be possible to demonstrate that—despite the superficiality and lack of accuracy of certain studies—Italian chemistry was already very willing to consider new proposals relating to the classification of elements. We will then attempt to illustrate how Mendeleev’s work not only attracted the attention of the most renowned Italian chemists, such as Augusto Piccini and Giacomo Ciamician, but also became widely used in university texts and secondary school textbooks. In order to understand the classification criteria for elements adopted by Italian chemists before Mendeleev and therefore the cultural terrain the law of periodicity was to take root in, it would be better to refer to a number of texts used widely for teaching in universities. We will examine four of these, published between 1819 and 1867. In all these texts, the term “simple bodies” appears, with the expression “simple substances” used less frequently, while Antoine-Laurent Lavoisier (1743–94), in his 1789 Traité élémentaire de chimie (Traité thereafter), uses the same term “simple substances” or “simple substances … which may be considered as the elements of bodies.” It is interesting to note that Vincenzo Dandolo’s Italian translation (first edition 1792) uses the expression “sostanze semplici,” interpreting quite literally the Frenchman’s choice of term. Thirty years after publication of the Traité, Antonio Santagata (1774–1858), professor of general chemistry at the Pontificia Università di Bologna, published his Lezioni di chimica elementare [Lessons in elementary chemistry], derived from Lezioni di chimica elementare: applicata alla medicina e alle arti [Lessons in Elementary Chemistry: Applied to Medicine and the Arts] (Bologna, 1804), written by his predecessor in the university chair, Pellegrino Salvigni (1777–1841).

All governments face difficulties in trying to ensure the full participation of every citizen. The further a citizen is located from the centre of power and administration, such as a capital city, the less engaged they are likely to be. This phenomenon can be observed at both a national and an international level. At the global level countries located in close proximity to major world markets are more likely to have well-developed e-government services, than more marginally located countries, particularly those with low population densities. Within individual countries, there is typically a marked variation between rural and urban areas both in terms of access to available infrastructure and uptake by citizens (Parker, 2000). In general, the more remote the location and the smaller the population density, the lower the rate of participation will be. This can be observed in even in the most highly developed, highly populated countries; for example, the Japanese government struggles to provide the often elderly residents of remote islands with government services (Hayashi & Hori, 2002). In a country that is less developed without easy access to major world markets, the effects on rural citizens are intensified. The small island developing states of the South Pacific are some of the most remotely located nations in the world; their economies are relatively underdeveloped and they have low population densities. By researching the difficulties faced in attempting to implement e-government in some of the most distant corners of the earth, lessons can be learned about the way that information and communication technologies (ICTs) can overcome the barriers of geography. The insights gained from this exercise are relevant worldwide; as many economically developed countries also have pockets of population that are hard to reach. A counter argument is that some of these differences may be attributable to a country’s level of economic development rather than it’s actual geographic location. A notable example of a remotely located country that has a highly developed e-government system is New Zealand. Despite having only four million inhabitants, and being placed on the other side of the globe from the major world markets of Europe and the USA, in 2001 New Zealand was nominated by the UN as the country with the third most advanced e-government system in the world (Boyle & Nicholson, 2003). ICTs now make it possible to connect a citizen in even the most far-flung location directly to central government services. This article investigates the status of e-government in remote locations. Representatives from ten different South Pacific Islands were surveyed to discover what they perceived as the main barriers and opportunities in developing e-government in each of their different countries. The island states of the South Pacific have developed independently and are culturally diverse. However, they all share some common features with regards to adoption of ICTs. In order to appreciate these factors more fully, one country, Samoa, has been used as an example. By comparing Samoa with New Zealand, lessons can be learned about how to utilise ICT to overcome the disadvantages of distance and low population. E-government is sometimes viewed as a subset of e-commerce. However, it needs to be remembered that there are substantive differences between the private and public sectors. Governments have a duty to make sure that services are available to all citizens, and usually the citizens who are the most needy are those who have the least access to government services (Curthoys & Crabtree, 2003). Often this is because such citizens live in remote rural locations. The public sector is a law-based system, and government includes many processes that are different from processes encountered in private sector settings such as retail or banking, for example: complex decision making; negotiations between stakeholders; policy formulation; and democratic participation (Lenk, 2002). An example is the highly contentious issue of land ownership in the South Pacific; the use of e-government could potentially help land boards to demonstrate a fair and transparent approach to this issue.

Jake had discovered the basic scale relationship of the “circle of fifths” on his own. Jake’s curiosity and ability to find and solve a musical problem exemplifies a student who demonstrates musical intelligence. This term describes the process of developmental learning through music, which distinguishes it from music aptitude, which is based primarily on natural musical capacities. The concept of musical intelligence most likely dates back to the early Chinese and Greek theories of music and most decidedly is included in the texts of Carl Seashore. The renaissance of the term can be credited to Howard Gardner, a leading cognitive psychologist at the Graduate School of Education of Harvard University, who included musical intelligence as one of seven multiple intelligences in Frames of Mind: The Theory of Multiple Intelligences (1983). The publication of Gardner’s theory broadened the concept of intelligence from a single factor of general intelligence, or “g,” to seven separate intelligences, each unique to a specific domain. Actually, the idea of multiple intelligences is not new or novel. J. P. Guilford’s Structure of Intellect (1959,1967) includes over 120 different ways of knowing. Tests and curricular models based on this theory are prevalent in the field of gifted education.

This chapter discusses issues involved in the development of e-government, using recent empirical evidence gathered in Scotland. The research suggests that public sector organisations in Scotland recognize the importance of e-government, but there is a gap between the rhetoric about the potential of e-government and the reality on the ground. In particular, most public sector organisations appear to be more skeptical about the ability of information and communications technologies (ICTs) to break down barriers within and between organisations than those who advocate e-government as a solution to this problem. The current development and some emerging issues will be explored in the Scottish context, and some generic lessons will be highlighted. Finally, a number of themes for future research will be highlighted.

E-procurement systems are widely discussed in the eBusiness literature in which it is claimed that businesses generally experience three types of benefits (e.g. operational, tactical, and strategic) from implementing these systems. However, limited studies have so far been reported in the e-government literature on the benefits e-procurement systems have provided for the Australian municipality context. This chapter thus reviews the existing literature and reports e-procurement benefits experience of a large Australian municipal council. The findings indicate that the council's experience is limited to the attainment of operational and tactical benefits, and no evidence has been found about gaining any strategic benefits. In addition, several factors are identified that influenced those benefits. The lessons learned from the experience of the council are discussed and contributions made to the e-procurement literature for the public government context are highlighted.

This paper reports on a case study of a group of six non-native English speaking migrant women’s experiences learning English vocabulary in a mobile assisted language learning (MALL) environment at a small community centre in Western Australia. A sociocultural approach to learning vocabulary was adopted in designing the MALL lessons that the women undertook.
