Resumen
Abstract. Construction of warping dams destroys the consistency of annual maximum discharge series, which makes it difficult to calculate design floods, and even harder to calculate design floods in regions with no data. In this paper, an approach including consistency handling and regional formulae for statistical parameters was proposed to solve the problem encountered in calculation of design flood in no data regions influenced by warping dam projects. Analysis showed that the calculation results of such an approach are close to the actual situations and the approach has flexibility.

Resumen
Any investment in the stock market will earn returns accompanied by risks. Return and risk has a mutual correlation that equilibrium. The formation of a portfolio is intended to provide a lower risk or with the same risk but provide a higher return. Value at Risk (VaR) is a instrument to analyze risk management. Time series model used in stock return data that it has not normal distribution and heteroscedastisicity is Generalized Autoregressive Conditional Heteroscedasticity (GARCH). GARCH-Copula is a combined method of GARCH and Copula. The Copula method is used in joint distribution modeling because it does not require the assumption of normality of the data and can capture tail dependence between each variable. This research uses return data from stock closing prices of Unilever Indonesia and Kimia Farma period January 1, 2013 until December 31, 2016. Copula model is selected based on the highest likelihood log value is Copula Clayton. Value at Risk estimates of Unilever Indonesia and Kimia Farma's stock portfolio on the same weight were performed using Monte Carlo simulation with backtesting of 30 days period data at 95% confidence level. Resumen
Latar Belakang : Salah satu masalah gizi pada balita adalah stunting. Beberapa penelitian sebelumnya telah menemukan kandungan gizi yang memiliki pengaruh pada pertumbuhan linear tubuh dalam kasus stunting seperti protein, seng, zat besi dan vitamin A. Tepung ikan haruan (HFF), tepung biji labu kuning(PSF) dan tepung buah labu kuning (PFF) adalah bahan lokal yang cukup mengandung gizi tersebut sehingga cocok digunakan sebagai bahan tambahan pada produk biskuit untuk balita.Tujuan : Penelitian ini bertujuan untuk mengetahui pengaruh formulasi biskuit (HPB) yang terdiri dari tepung terigu, HFF, PSF dan PFF terhadap kadar protein, seng, zat besi, vitamin A, dan daya terima biskuit untuk balita.Metode : Penelitian ini bersifat eksperimen menggunakan Rancangan Acak Lengkap (RAL) dengan 4 perlakuan dan 3 kali replikasi. HPB dibuat dengan proporsi tepung terigu: HFF: PSF: PFF masing-masing adalah P0 (100%:0%:0%:0%), P1 (50%:20%:20%:10%), P2 (50%:15%:15%:20%), P3(50%:10%:10%:30%). Analisis data pengaruh formulasi HPB terhadap kandungan gizi menggunakan one way anova, sedangkan untuk daya terima menggunakan analisis friedman pada warna, aroma, tekstur, dan rasa.Hasil : Uji statistik yang dilakukan menyatakan bahwa formulasi HPB tidak beda nyata (p>0,05) terhadap kadar protein dan vitamin A. Sebaliknya, formulasi HPB beda nyata (p<0,05) terhadap kadar seng, zat besi dan daya terima biskuit.Simpulan : Formulasi HPB memiliki pengaruh positif terhadap kadar seng dan zat besi biskuit. Kadar seng biskuit semakin meningkat pada formulasi dengan persentase HFF, PSF makin besar dan PFF makin kecil. Sebaliknya, kadar zat besi semakin meningkat, pada formulasi dengan persentase PFF makin besar dan HFF, PSF makin kecil.

Resumen
The application of implant therapy is still limited, because of various risk factors and the long healing time required for bone-titanium integration. This study explores the potential for osseointegration engineering with dental pulp cells (DPCs) by testing a hypothesis that DPCs generate mineralized tissue on titanium. DPCs extracted from rat incisors positive for CD44, alkaline phosphatase activity, and mineralizing capability were cultured on polystyrene and on machined and dual-acid-etched (DAE) titanium. Tissue cultured on titanium with a Ca/P ratio of 1.4 exhibited plate-like morphology, while that on the polystyrene exhibited fibrous and punctate structures. Tissues cultured on titanium were harder than those on polystyrene, 1.5 times on the machined and 3 times on the DAE. Collagen I, osteopontin, and osteocalcin genes were up-regulated on titanium, especially the DAE surface. In conclusion, DPCs showing some characteristics of the previously identified dental pulp stem cells can generate mineralized tissue on titanium via the osteoblastic phenotype, which can be enhanced by titanium surface roughness.

Resumen
The Orange-Fish and Cookhouse tunnels that are part of a major inter-basin water transfer scheme (IBT) act as a pathway for several fish species from the Orange River system to enter the Great Fish and Sundays River systems in South Africa. These include Labeo capensis and L. umbratus. Labeo capensis was restricted to the Orange River system before the inter-basin water transfer scheme. Labeo umbratus occurred naturally in the Orange River and in southern flowing river systems. Previous studies showed that the two species hybridise in Hardap Dam, located in a tributary of the Orange River system in Namibia. There are also unconfirmed reports of hybrids from Darlington Dam on the Sundays River system. The aim of the thesis was to confirm hybridisation in Hardap Dam, assess whether hybridisation between L. capensis and L. umbratus has occurred in Darlington Dam and to gain a better understanding of the diversity of these two species. Morphology (morphometrics and meristics), a nuclear S7 intron and the mitochondrial cytochrome ♭ gene were used to assess for hybridisation. A total of 275 specimens were analysed from across the geographical range of the two species. The two species could be distinguished using morphometrics (dorsal fin base, interorbital width and operculum to eye distance) and meristics (lateral line, origin of the dorsal fin to lateral line, origin of the pelvic fin to lateral line and caudal peduncle scale counts) characters. Hybrids from Hardap and Darlington dams were placed between the two species clusters. Labeo umbratus from the Orange River and southern flowing rivers formed a single cluster. The two species could also be distinguished from each other with six nuclear DNA mutations and hybrids were heterozygous at such sites in both dams. Labeo umbratus populations from the Orange River and southern flowing rivers (Gouritz, Gamtoos, Sundays, Bushmans, Great Fish and Nahoon) formed a single lineage. Analysis of mitochondrial DNA, however, revealed that L. umbratus populations from the Orange River and southern flowing rivers were two lineages that differ from each other by 5 mutations. Labeo capensis could be differentiated from both these lineages. Being maternally inherited, mitochondrial DNA did not reveal hybridisation, but ten specimens with L. capensis haplotypes were found in the Darlington Dam. In Hardap Dam, however, it appears that only L. capensis mitochondrial DNA haplotypes persist, despite morphological and nuclear DNA analysis suggesting that both morphs and hybrids of the two species occur. The genetic integrity of these Labeo species has therefore been compromised in at least Hardap and Darlington dams. The Great Fish and Sundays populations are considered to be under threat of complete introgression. The Kat River and Slagboom Dam populations that were isolated before the IBTs have to remain isolated to protect the genetic integrity of the southern lineage of L. umbratus in these two systems.

A medi??o pode ser realizada por dois tipos de procedimentos: (i) invasivos; (ii) n?o?invasivos; Os procedimentos invasivos s?o mais precisos, por?m, causam desconforto ao paciente e os exp?e a riscos de infec??es. Os procedimentos n?o?invasivos costumam ser pr?ticos e r?pidos, e possuem acur?cia estabelecida na Medicina. O m?todo mais popular para medir a Press?o Arterial, por meio de procedimentos n?o?invasivos, ? realizado com a utiliza??o de Esfigmoman?metros. Estes s?o encontra dos em duas vers?es: (i) os anal?gicos; (ii) os digitais; Os Esfigmoman?metros anal?gicos s?o amplamente difundidos em cl?nicas e hospitais e s?o utilizados em conjunto com algum m?todo para medi??o, ao qual destacam-se o m?todo auscultat?rio, que baseia-se no monitoramento dos sons de Korotkov e o m?todo palpat?rio, que baseia-se no tateamento do pulso. Por outro lado, Os Esfigmoman?metros Digitais baseiam-se no m?todo oscilom?trico, monitorando os pulsos oscilom?tricos que surgem no manguito ? medida que este ? gradualmente desinflado. Com a finalidade de desenvolver um Hardware Embarcado utilizando recursos de internet das coisas para medir a press?o arterial, foi desenvolvido um prot?tipo baseado na substitui??o do man?metro pelo transdutor de press?o MPX2050 da Freescale Semiconductor, com finalidade de realizar a digitaliza??o do sinal. Para implementa??o do m?todo oscilom?trico foi necess?rio desenvolver um circuito eletr?nico que condiciona o sinal da press?o, separando a press?o imediata do manguito dos pulsos oscilom?tricos. Para o c?lculo da Press?o Arterial, foi adotado o procedimento de identificar o pulso oscilom?trico de maior amplitude e os pulsos correspondentes ?s fra??es de 0,5 e 0,66 para a Press?o Arterial Sist?lica e Press?o Arterial Diast?lica, respectivamente. Para testar a efici?ncia do prot?tipo desenvolvido foram realizados testes em cinco condi??es distintas de press?o, com a utiliza-??o de um simulador f?sico espec?fico para valida??o. Das condi??es testadas verificou-se que apenas uma medida ficou fora das especifica??es do Inmetro/Dimel. Os resultados obtidos apontam para um erro m?dio de 2,83% para a Press?o Arterial Sist?lica e 1,94% para a Press?o Arterial Diast?lica. Os resultados obtidos de cada medi??o s?o atualizados e armazenados continuamente em uma p?gina Web, hospedada no pr?prio dispositivo. Este estudo tem por objeto o documentário de Thomas Harlan, Torre Bela (1978), filmado durante o processo revolucionário português (1974-1975). A película insere-se na raiz cinematográfica do cinema-verdade, destacando-se do debate em torno deste conceito desenvolvido por Jean Rouch e Edgar Morin no decênio de 1960, na medida em que propõe antes, uma abordagem materialista aos processos sociais, retomando a perspectiva desenvolvida por Dziga Vertov (1896-1954), cineasta russo autor do filme Kinoglaz (1924), que Thomas Harlan cita em diferentes cenas de Torre Bela. Harlan constrói de forma crítica e reflexiva uma síntese da atualidade, proveniente do recorte histórico, resultante da combinação sistematizada entre o fragmento do filme e a visão histórica sobre o processo revolucionário que o cineasta insere na montagem do filme. Ao concretizá-la, Harlan acaba por colocar luz nas contradições do processo português, alumiando, por exemplo, como o acordo militar para uma \"nova política social\", que defendia os direitos da classe trabalhadora como anunciado no Programa do Movimento das Forças Armadas, consolida-se apenas em direitos para a classe dominante, os proprietários dos meios de produção, excluindo-se o trabalhador do modelo de sociedade democrática. O filme é emblemático também, para compreender a forma como o trabalhador se torna sujeito político da Revolução, histórico, por isso, objetivando as suas utopias através da película, até o momento da intervenção da força militar contrarrevolucionária como mostra o final do filme. Em tese, o trabalho investiga como a reintrodução da perspectiva histórica sobre a forma como uma dada sociedade se organiza, bem como o ponto de vista do cineasta sobre o fenômeno social abordado torna-se, no caso da película Torre Bela, uma forma de resistência e de oposição ao movimento de desmanche e declínio das grandes utopias que marcou a segunda metade do século XX, e que na atualidade se reinventa no fenômeno da pós-verdade.
The subject of this study is the Thomas Harlan documentary Torre Bela (1978), filmed during the Portuguese Revolution of 1974 - 1975. The movie is implanted in the cinematographic roots of the truthful-cinema (cinéma vérité), outdistancing from the 1960´s debate surrounding Jean Rouch and Edgar Morin´s concept since it proposes instead, a materialistic view of the social processes, recollecting the same perspective developed by Dziga Vertov (1896-1954), Russian filmmaker creator of Kinoglaz movie (1924), and in which Thomas Harlan references it in several scenes of Torre Bela. Based on a historical approach, Harlan elaborates a critically reflexive summary of the actuality, resultant from the systematic combination between frames and the historical perception of the revolutionary process and in which the creator inserts in the film. Whilst producing it, Harlan focus on the contradictory facts in the Portuguese process highlighting for example, how the military agreement for the new social politic, which defended the workers\' rights, as announced by the Military Forces Program, primarily focuses on the dominant classes (owners) excluding the workers from the social-democratic model. The movie is emblematic and historical leading you to understand how the worker became a politic individual of the revolution, presenting its utopias trough the movie up until the contra revolutionary intervention by the military force as exposed in the end of the movie. In theses, the study investigates how a reintroduction of the historical perspective of a society organization as well as the filmmaker´s understanding and approach of the social singularity becomes, in Torre Bela, a way of resistance and opposition to the destruction and decline of the utopias which characterized the second half of the 20th century and in present time reinventing itself within the post-truth concept.

Este estudo objetiva analisar a influência da espessura de uma camada intermediária de níquel químico sob cromo duro eletrodepositado no aço de alta resistência, ABNT 4340 (utilizado em trens de pouso de aeronaves), com dureza de 39 HRc e 52 HRc. A análise é realizada por meio de dados obtidos nos ensaios de fadiga por flexão rotativa, das amostras revestidas com cromo duro, com e sem camada intermediária de níquel químico. As espessuras com melhor desempenho foram submetidas a ensaio de fadiga axial, em corpos de prova com e sem entalhe. Os resultados demonstram que a aplicação da camada de níquel químico é benéfica, em todas as espessuras analisadas, porém, há espessura que seu desempenho é ainda melhor. O tema proposto surgiu do interesse da ELEB - Embraer Liebherr Equipamentos do Brasil, em buscar por novas alternativas ou melhorias ao atual revestimento de cromo duro convencional.
The aim of this study is to analyze the effect of the thickness of an intermediate layer of chemical nickel under chromium electroplating on a high resistance steel ABNT 4340 (used in aircrafts landing gears), with hardness of 39 and 52 HRc. The analysis is done through data obtained from rotating bending fatigue tests of samples coated with hard chromium, with and without intermediate layer of chemical nickel. The thickness with better performance are submitted to axial fatigue tests, with and without notch. The results demonstrate that the application of a layer of chemical nickel is beneficial, in all of the analyzed thickness although some thicknesses present even better performance. The proposed work is due to the interest of the Brazilian Company of Aeronautics, Division of Equipments - EMBRAER/ELEB - in searching for new alternatives or improvements to the current coating with conventional hard chromium.

A temática das Uniões Monetárias tem sido abordada principalmente no âmbito da Zona Euro, e pouca importância tem sido dada às pequenas Uniões Monetárias. O caso da União Monetária das Caraíbas Orientais é um exemplo de sucesso, pois evidencia uma grande longevidade e trouxe estabilidade à região. Esta dissertação faz uma revisão sobre a teoria das uniões monetárias, uma caraterização e evolução da economia da ECCU entre 2000 e 2013 e tenta demonstrar através de modelos econométricos quais as principais razões para a estabilidade e longevidade desta União, utilizando dois modelos, um da aproximação comercial e outro da estabilidade de preços.
The monetary unions subject has been addressed specially within the Euro Zone context, and little importance has been given to the smaller monetary unions. The ECCU's case is considered a success, due to its longevity and the great stability brought to the region. The present dissertation does a review of the monetary union theory, a characterization and analysis of the ECCU's economic evolution between 2000 and 2013 and tries to demonstrate through econometric models what are the main reasons that led to the stability and longevity of this union using two models, one about commercial proximity and the other about price stabilization.

Sistem pesawat udara tanpa awak dapat digunakan untuk keperluan militer dan sipil, seperti untuk transportasi, intelijen, pengawasan, dan pengintaian, menyerang musuh, penelitian, tujuan komersial, hobi atau rekreasi, dan lain-lain. Teknologi UAS berkembang dengan cepat, sehingga berpengaruh terhadap harga penjualan yang semakin terjangkaudan pengguna sipil semakin meningkat. Pengguna UAS semakin meningkat, sehingga negara-negara membuat kebijakan tentang penggunaan UAS di wilayah udara. Oleh karena itu, pertanyaan penelitian dalam kajian ini ialah bagaimana kebijakan Indonesia dalam pengaturan penggunaan dan pengoperasian UAS di wilayah udara nasional. Dengan melakukan patok duga pada kebijakan yang dilakukan negara-negara sebagai bahan pembelajaran, maka diperoleh hasil antara lain: kebijakan pengoperasian UAS dapat diatur berdasarkan klasifikasinya; pendaftaran semua UAS yang beroperasi di wilayah udara Indonesia; setiap operator UAS perlu disertifikasi; UAS kecil yang beroperasi tanpa seizin ATC perlu diatur wilayah udara yang digunakan.

Allegedly, it concerns a man who is placed in isolation in the Elisabeth-Tweesteden hospital in Tilburg.This is where the story of our book starts. The hospital mentioned by the minister is hardly a kilometer away from our university, Tilburg University. Things now start to develop quickly. During several weeks, the region of Tilburg becomes the “Corona Capital” of the Netherlands in terms of the number of people infected. On March 18, Minister Bruno Bruins collapses due to exhaustion during a debate in the Government’s House of Representatives. The following day, he resigns and soon after is temporarily replaced by a politician of a party that is not part of the current political coalition. Two days earlier, the country had gone into a lockdown after a historical speech of Dutch Prime Minister Mark Rutte.

William J. Hardee's Corps attacked along the Buck Head and Atlanta Road at about 3 p.m., July 20, with about 15,000 troops. The only force standing in the war was John Newton's division of the Fourth Corps, about 3,000 strong, which was partially fortified in a good position. Hardee handled his attack poorly; one of his divisions never even found the enemy, another nearly outflanked Newton's left but was repulsed, and another only advanced part way to Newton's right wing then stopped in a ravine and fired for the rest of the day. Hardee's reserve division, commanded by Patrick R. Cleburne, was about to renew the attack when Hood called on Hardee to send a division to the east side of Atlanta to oppose McPherson's approach to the city. Hardee Cleburne's Division. Hardee's officers and men generally did not press their attacks vigorously and Hood had some degree of justification in later blaming him for a lack of faith in his plan. The Confederates never discovered that a gap of a mile and a half existed between Newton's division and the rest of the Fourth Corps which was operating with Schofield's Army of the Ohio.

This chapter delves into how Afghanistan postwar planning unfolded from September 2001 through March 2002. It does so by relying on a similar approach to that used in Chapter 1 – by analyzing the postwar planning that took place, how the Bush administration grappled with the three fundamental tasks, and why the planning unfolded in this way. While the Afghanistan planning had a few positive attributes, on the whole it had serious deficiencies and sidestepped crucial trade-offs. This wobbly foundation made a hard situation even harder, and increased the odds of a precarious outcome. A look at each of these aspects helps shed light on our troubled planning for postwar Afghanistan, why we came up short, and how we might have done better.

Kabupaten Jember merupakan daerah yang memiliki produksi telur itik yang cukup tinggi. Hasil produksi telur itik di Kabupaten Jember sebagian besar terserap oleh permintaan dari konsumen rumah tangga, pedagang telur, dan produsen telur asin. Permintaan masyarakat diperkirakan akan meningkat terhadap telur itik. Faktor yang diperkirakan mempengaruhi permintaan telur itik di Kabupaten Jember diantaranya harga komoditi barang, harga barang lain, pendapatan, jumlah anggota keluarga, intensitas kebutuhan, dan selera. Tujuan dari penelitian ini adalah menganalisis pengaruh faktor-faktor tersebut terhadap permintaan telur itik di Kabupaten Jember, mengetahui faktor yang berpengaruh dominan, dan mengetahui elastisitas permintaan telur itik di Kabupaten Jember. Metode yang digunakan adalah metode penelitian survei dengan jumlah responden sebanyak 80 responden. Teknik pengumpulan data menggunakan kuisioner dan teknik analisis yang digunakan adalah analisis regresi linier berganda, Uji F, uji t, dan elastisitas permintaan. Hasil penelitian menunjukkan bahwa variabel harga telur itik, harga telur ayam ras, pendapatan keluarga, jumlah anggota keluarga, jumlah kebutuhan, dan dummy selera secara serempak berpengaruh signifikan terhadap permintaan telur itik di Kabupaten Jember. Harga telur itik paling dominan berpengaruh secara parsial terhadap permintaan telur itik. Permintaan telur itik bersifat inelastis, telur ayam ras merupakan barang subtitusi, dan telur itik merupakan kategori barang normal.

Pendapatan yang layak sangat diharapkan oleh semua pelaku agribisnis tebu, dikarenakan sangat berkaitan dengan eksistensi budidaya dan kesejahteraannya, apa lagi pada era pandemic covid-19 ini. Namun dalam lima tahun terakhir, pendapatan petani tebu secara nasional menurun, sehingga diperlukan upaya agar pendapatannya meningkat. Penelitian ini bertujuan menyusun model kebijakan pemerintah untuk meningkatkan pendapatan agribisnis tebu di Kecamatan Karangsuwung Kabupaten Cirebon. Waktu penelitian pada bulan September–November 2020. Desain penelitian ini adalah kuantitatif dengan metode survey. Populasi penelitian adalah petani tebu di Wilayah Kerja Pabrik Gula Sindang Laut Rayon Pabrik Gula Karangsuwung yang berjumlah 129 orang dan besar sampel ditentukan sebesar 57 orang. Analisis data menggunakan analisis jalur (path analysis) dan untuk menguji hipotesis menggunakan sobel test. Hasil penelitian menyimpulkan terdapat pengaruh langsung dari variabel perbaikan pola pembiayaan (kredit) budidaya tebu (X1) dan perbaikan pola harga pokok produksi/harga patokan petani (HPP) dan tata niaga gula nasional (X4) terhadap peningkatan pendapatan agribisnis tebu (Y) dan terdapat pengaruh tidak langsung dari variabel perbaikan pola pembiayaan (kredit) budidaya tebu (X1) dan perbaikan produktivitas (X2) terhadap peningkatan pendapatan agribisnis tebu (Y) melalui perbaikan pola harga pokok produksi/harga patokan petani (HPP) dan tata niaga gula nasional (X4). Melalui penelitian ini diharapkan dapat menjadi referensi lokal dan nasional tentang model peningkatan pendapatan agribisnis tebu rakyat.

Faiz, en bilinen tabiri ile kiralanan paranın kira bedeli anlamındadır. İslam iktisadı, Bakara Suresi’nin 275 ayeti kerimesinde de bildirildiği üzere ticaretin helal, faizin (ribâ) haram kılınması düsturu ile hareket etmektedir. Bu çalışmanın amacı, yukarıda bahsedilen faizin haramlığı düsturu da temel alınarak, günümüz kapitalist sisteminde kilit rol oynayan faizin, bireylerin bakış açılarında nasıl bir yer edindiğini araştırmak için yapılmıştır. İslam iktisadının ilkelerini yerine getirmeye çalışılarak oluşturulan kurumların, toplum tarafından nasıl değerlendirildiği de öğrenilmiş olunacaktır. Çalışma boyunca nitel araştırma yöntemi kullanılmıştır. Nitel araştırmada veri toplamak için mülakat yöntemi tercih edilmiştir. Mülakata katılan kişi sayısı 23 kişi olarak belirlenmiştir. Temel bulgulara göre, mülakatlara katılan bireylerin çoğu çevreden borç istemeden bankalara gitmektedir. Toplumsal ilişkilerin, maddi konularda yeterince kapsayıcı olmadığı göze çarpmaktadır. Bununla birlikte bireyler kendi yuvalarını kurmak için yuvadan ayrıldıkları zaman kendi ailelerine karşı “el(yabancı)” statüsüne geçmektedirler. Resumen
This rapid review examines evidence on the transparency in the tax system and its benefits; e.g. rising revenue, strengthen citizen/state relationship, and rule of law. Improvements in tax transparency can help in strengthening public finances in developing countries that are adversely affected by COVID-19. The current context (i.e. a global pandemic, widespread economic slowdown/recessions, and declining tax revenues) engenders the urgency of improving domestic resource mobilisation (DRM) and the fight against illicit financial flows (IFFs). Even before the advent of COVID-19, developing countries’ tax systems were facing several challenges, including weak tax administrations, low taxpayer morale and “hard-to-tax” sectors. The presence of informational asymmetry (i.e. low tax transparency) between taxpayers and tax authorities generates loopholes for abuse of the tax system. It allows the hiding of wealth abroad with a limited risk of being caught. Cases of such behaviour that are exposed without proper penalty may result in a decline in the morale of citizens and a lower level of voluntary compliance with tax legislation. A number of high-profile tax leaks and scandals have undermined public confidence in the fairness of tax systems and generated a strong demand for effective counteraction and tax transparency. One of the key contributing factors to lower tax revenues in developing countries (that is linked to low tax transparency) is a high level of IFFs. These flows, including international tax evasion and the laundering of corruption proceeds, build a major obstacle to successful DRM efforts. Research has also identified an association between organisational transparency (e.g. transparency by businesses and tax authorities) and stakeholder trust (e.g. between citizens and the state). However, the evidence is mixed as to how transparency in particular influences trust and perceptions of trustworthiness.

Resumen
This research sought to understand the impact of probation inspection on probation policy, practice and practitioners. This important but neglected area of study has significant ramifications because the Her Majesty’s Inspectorate of Probation has considerable power to influence policy through its inspection regime and research activities. The study utilised a mixed methodological approach comprising observations of inspections and interviews with people who work in probation, the Inspectorate and external stakeholders. In total, 77 people were interviewed or took part in focus groups. Probation practitioners, managers and leaders were interviewed in the weeks after an inspection to find out how they experienced the process of inspection. Staff at HMI Probation were interviewed to understand what inspection is for and how it works. External stakeholders representing people from the voluntary sector, politics and other non-departmental bodies were interviewed to find out how they used the work of inspection in their own roles. Finally, leaders within the National Probation Service and Her Majesty’s Prisons and Probation Service were interviewed to see how inspection impacts on policy more broadly. The data were analysed thematically with five key themes being identified. Overall, participants were positive about the way inspection is carried out in the field of probation. The main findings are: 1. Inspection places a burden on practitioners and organisations. Practitioners talked about the anxiety that a looming inspection created and how management teams created additional pressures which were hard to cope with on top of already high workloads. Staff responsible for managing the inspection and with leadership positions talked about the amount of time the process of inspection took up. Importantly, inspection was seen to take people away from their day jobs and meant other priorities were side-lined, even if temporarily. However, the case interviews that practitioners take part in were seen as incredibly valuable exercises which gave staff the opportunity to reflect on their practice and receive positive feedback and validation for their work. 2. Providers said that the findings and conclusions from inspections were often accurate and, to some extent, unsurprising. However, they sometimes find it difficult to implement recommendations due to reports failing to take context into account. Negative reports have a serious impact on staff morale, especially for CRCs and there was concern about the impact of negative findings on a provider’s reputation. 3. External stakeholders value the work of the Inspectorate. The Inspectorate is seen to generate highly valid and meaningful data which stakeholders can use in their own roles. This can include pushing for policy reform or holding government to account from different perspectives. In particular, thematic inspections were seen to be useful here. 4. The regulatory landscape in probation is complex with an array of actors working to hold providers to account. When compared to other forms of regulation such as audit or contract management the Inspectorate was perceived positively due to its methodological approach as well as the way it reflects the values of probation itself. 5. Overall, the inspectorate appears to garner considerable legitimacy from those it inspects. This should, in theory, support the way it can impact on policy and practice. There are some areas for development here though such as more engagement with service users. While recognising that the Inspectorate has made a concerted effort to do this in the last two years participants all felt that more needs to be done to increase that trust between the inspectorate and service users. Overall, the Inspectorate was seen to be independent and 3 impartial although this belief was less prevalent amongst people in CRCs who argued that the Inspectorate has been biased towards supporting its own arguments around reversing the now failed policy of Transforming Rehabilitation. There was some debate amongst participants about how the Inspectorate could, or should, enforce compliance with its recommendations although most people were happy with the primarily relational way of encouraging compliance with sanctions for non-compliance being considered relatively unnecessary. To conclude, the work of the Inspectorate has a significant impact on probation policy, practice and practitioners. The majority of participants were positive about the process of inspection and the Inspectorate more broadly, notwithstanding some of the issues raised in the findings. There are some developments which the Inspectorate could consider to reduce the burden inspection places on providers and practitioners and enhance its impact such as amending the frequency of inspection, improving the feedback given to practitioners and providing more localised feedback, and working to reduce or limit perceptions of bias amongst people in CRCs. The Inspectorate could also do more to capture the impact it has on providers and practitioners – both positive and negative - through existing procedures that are in place such as post-case interview surveys and tracking the implementation of recommendations.
