Resumen
In this essay, Zvi Bekerman reveals the complicated and dynamic negotiation of individual and group identities for communities engaged in peace and reconciliation education. By looking closely at the experiences of students, teachers, and parents at one integrated bilingual Arabic-Hebrew school in Israel, Bekerman finds that while children are often able to reach beyond the boundaries of ethnicity and religion, adults struggle to negotiate their sociohistorical positioning with their goals for peace. Everyday practices—from recognizing the exceptionality of students who participate in religious practices outside of their ethnic background to segregating national ceremonial events—promote static and nationalistic notions of identity that limit the potential of these schools to advance authentic and meaningful change for peace. Bekerman calls on us to teach our students to become artists of design who can help construct new ways of living together.

Resumen
Social identity should not be considered anymore as a fixed and static image that defines individual or collective representations. It is embedded within a representational dynamic where biographical and social phases left their marks. This social imprint is partly made by the experience ingrained in the remembrance that gives all its experiential reality to identity. Action participates and reinforces this concreteness. It seems that the prescriptive nature of action reinforces its presence and therefore its effects. More precisely, these effects, which are inherent to action, possess a central power in the identity dynamic. Action is at the heart of subjectivity in the sense that it connects aspirations, representations, as well as the values of the individual and the sense of his own capacity. It involves the tight interweaving of affective and cognitive factors interacting into dynamic regulations and organizing more or less conflicting identity phases. We present in this article the effects of action on subjectivity.

The aim of this work is to connect dynamic identity management system developed under the project Sec6Net with a control of SDN network. The controller Pyretic is used for network control, which allows application development by using the match-action rules. Interface between the identity management system and controller Pyretic is designed and implemented in both systems. To prove the concept, selected use cases related to security, routing and accounting are created. The use cases are implemented as applications for Pyretic controller. All programs were tested in networking laboratory according to the possibilities. The main contribution of this work is to simplify and improve the management of computer networks while providing new capabilities to administrators of these networks and ultimately their users.

Resumen
Approved for public release, distribution unlimited
Recently, Turkey's foreign policy has undergone some considerable changes. In order to understand why this has occurred, and where Turkey's foreign policy will likely go in the future, one must examine Turkey's national identity. Today, Turkey's dominant national identity reflects a blend between modern, secular, and western customs with traditional Ottoman and Islamic culture: a "neo-Ottoman" identity. This synthesis of traditional and modern identities grew out of the 1980s and was solidified when the Justice and Development party (AKP), a secular party with strong roots in political Islam, was elected in 2002 and then re-elected twice with the largest plurality. This revisiting of Ottoman-Islamic culture is reflected in Turkey's foreign policy. Now that Turkey has shifted back to a greater comfort in its Ottoman-Islamic identity, it has reopened better relations with the Muslim world, which significantly differs from Turkey's foreign policy prior to 2002. While Turkey will continue solid relations with the west, it will only do so as long as it is in Ankara's own interest.

Resumen
Transformations of Identity and Society in Anglo-Saxon Essex: A Case Study of an Early Medieval North Atlantic Community presents the results of a comprehensive archaeological study of early medieval Essex (c.AD 400-1066). This region provides an important case study for examining coastal societies of north-western Europe. Drawing on a wealth of new data, the author demonstrates the profound influence of maritime contacts on changing expressions of cultural affiliation. It is argued that this Continental orientation reflects Essex’s longterm engagement with the emergent, dynamic North Sea network. The wide chronological focus and inclusive dataset enables long-term socio-economic continuity and transformation to be revealed. These include major new insights into the construction of group identity in Essex between the 5th and 11th centuries and the identification of several previously unknown sites of exchange. The presentation also includes the first full archaeological study of Essex under ‘Viking’ rule.

Resumen
The article deals with the mental-existential relationship between ethnoculture, national identity and media culture as a necessary factor for their preservation, transformation, on the example of national original algorithms, matrix models, taking into account global tendencies and Ukrainian archetypal-specific features in Ukraine. the media actively serve the domestic oligarchs in their information-virtual and real wars among themselves and the same expansive alien humanitarian acts by curtailing ethno-cultural programs-projects on national radio, on television, in the press, or offering the recipient instead of a pop pointer, without even communicating to the audience the information stipulated in the media laws − information support-protection-development of ethno-culture national product in the domestic and foreign/diaspora mass media, the support of ethnoculture by NGOs and the state institutions themselves. In the context of the study of the cultural national socio-humanitarian space, the article diagnoses and predicts the model of creating and preserving in it the dynamic equilibrium of the ethno-cultural space, in which the nation must remember the struggle for access to information and its primary sources both as an individual and the state as a whole, culture the transfer of information, which in the process of globalization is becoming a paramount commodity, an egregore, and in the post-traumatic, interrupted-compensatory cultural-information space close rehabilitation mechanisms for national identity to become a real factor in strengthening the state − and vice versa in the context of adequate laws («Law about press and other mass media», Law «About printed media (press) in Ukraine», Law «About Information», «Law about Languages», etc.) and their actual effect in creating motivational mechanisms for preserving/protecting the Ukrainian language, as one of the main identifiers of national identity, information support for its expansion as labels cultural and geostrategic areas.

Empowering the Indiana Bridge Inventory Database Toward Rapid Seismic Vulnerability Assessment. Purdue University, 2021. http://dx.doi.org/10.5703/1288284317282.

Resumen
With the recent identification of the Wabash Valley Seismic Zone in addition to the New Madrid Seismic Zone, Indiana’s Department of Transportation (INDOT) has become concerned with ensuring the adequate seismic performance of their bridge network. While INDOT made an effort to reduce the seismic vulnerability of newly-constructed bridges, many less recent bridges still have the potential for vulnerability. Analyzing these bridges’ seismic vulnerability is a vital task. However, developing a detailed dynamic model for every bridge in the state using information from structural drawings is rather tedious and time-consuming. In this study, we develop a simplified dynamic assessment procedure using readily-available information from INDOT’s Bridge Asset Management Program (BIAS), to rapidly identify vulnerable bridges throughout the state. Eight additional data items are recommended to be added into BIAS to support the procedure. The procedure is applied in the Excel file to create a tool, which is able to automatically implement the simplified bridge seismic analysis procedure. The simplified dynamic assessment procedure and the Excel tool enable INDOT to perform seismic vulnerability assessment and identify bridges more frequently. INDOT can prioritize these bridges for seismic retrofits and efficiently ensure the adequate seismic performance of their assets.

Resumen
Religious identity is critically important to consider in assessing patterns of displacement and the dynamics of conflict and peace-building, as well as programmatic and policy responses to humanitarian crises. Conflicts are frequently driven by discrimination and generate massive numbers of refugees and internally displaced persons (IDPs) as they flee from persecution and violence, whilst individuals or groups may be targeted for their identity or face insecurity during community activities. As a result, the relationship between diversity, inclusivity, and interdependence is key to developing approaches that address intersecting forms of insecurity experienced by religious minorities. This paper reviews current thinking and policy directions in understanding religious inequalities in humanitarian contexts and asks the following questions: 1) What are the implications of programming that is blind to religious inequalities? 2) How can humanitarian actors incorporate sensitivity to religious difference and persecution in their programming, and what are the challenges of doing so?

Resumen
The Mobility in Complex Environments project used unmanned aerial systems (UAS) to identify obstacles and to provide path planning in forward operational locations. The UAS were equipped with remote-sensing devices, such as photogrammetry and lidar, to identify obstacles. The path-planning algorithms incorporated the detected obstacles to then identify the fastest and safest vehicle routes. Future algorithms should incorporate vehicle characteristics as each type of vehicle will perform differently over a given obstacle, resulting in distinctive optimal paths. This study explored the effect of snow-covered obstacles on dynamic vehicle response. Vehicle tests used an instrumented HMMWV (high mobility multipurpose wheeled vehicle) driven over obstacles with and without snow cover. Tests showed a 45% reduction in normal force variation and a 43% reduction in body acceleration associated with a 14.5 cm snow cover. To predict vehicle body acceleration and normal force response, we developed two quarter-car models: rigid terrain and deformable snow terrain quarter-car models. The simple quarter models provided reasonable agreement with the vehicle test data. We also used the models to analyze the effects of vehicle parameters, such as ground pressure, to understand the effect of snow cover on vehicle response.

Resumen
In the last 20 years, social accountability initiatives have facilitated the inclusion and participation of marginalised groups in governance processes. This Policy Briefing focuses on how and what factors prove effective in strengthening women’s voice in processes holding public service providers accountable. We argue that initiatives must: (a) build technical and other forms of capacity amongst women; (b) change formal rules on women’s inclusion; (c) apply political economy analysis to unpack power dynamics, identify actors in favour of gender equality, and build a network in support of women; and (d) make long-term funding commitments for sustainable change in gender-biased norms.

Resumen
Report considers the field of governance first at the level of constitutional institutions and tradition, addressing the development of Turkey’s constitutional politics and contemporary debates as its subject matter. Secondly, the report includes the primary institutional structures relevant to establishing constitutional institutions into its subject matter. In this context, the political party regimes, electoral system, and public administration must be handled with their current structures and problems. Whether at the level of the constitution or the primary institutional structures, analyses are debated in terms of the socio-administrative dynamics that are determinant in shaping these structures, the effects these dynamics have on the formation of institutional structures and administrative traditions, and finally their impact on the functioning of Turkish politics. When creating the vision document, the report will identify Turkey’s stance within global debates through both its similarities, as well as its peculiarities to other nations. In this context, concrete and practicable recommendations are made to improve the functionality of the Presidential System, which was introduced with the 2017 Constitutional Referendum.

Resumen
The goal of this working paper is to identify the core challenges that have contributed to the poor performance of Ethiopia’s rice sector, and highlight approaches to successfully promote the commercialisation of the rice value chain. The authors achieve this by emphasising the underlying political economy dynamics of the rice value chain in Ethiopia, and how these can offer a better understanding of the drivers and constraints of agricultural commercialisation in the country. The paper also discusses the performance of, and challenges faced by, actors involved in the rice value chain. In addition, it looks at the role of development partners in promoting the rice value chain, the role of rice in the rural labour market, as well as the impact of COVID-19 on the various actors.

Berney, Ernest, Naveen Ganesh, Andrew Ward, J. Newman y John Rushing. Methodology for remote assessment of pavement distresses from point cloud analysis. Engineer Research and Development Center (U.S.), abril de 2021. http://dx.doi.org/10.21079/11681/40401.

Texto completo
Resumen
The ability to remotely assess road and airfield pavement condition is critical to dynamic basing, contingency deployment, convoy entry and sustainment, and post-attack reconnaissance. Current Army processes to evaluate surface condition are time-consuming and require Soldier presence. Recent developments in the area of photogrammetry and light detection and ranging (LiDAR) enable rapid generation of three-dimensional point cloud models of the pavement surface. Point clouds were generated from data collected on a series of asphalt, concrete, and unsurfaced pavements using ground- and aerial-based sensors. ERDC-developed algorithms automatically discretize the pavement surface into cross- and grid-based sections to identify physical surface distresses such as depressions, ruts, and cracks. Depressions can be sized from the point-to-point distances bounding each depression, and surface roughness is determined based on the point heights along a given cross section. Noted distresses are exported to a distress map file containing only the distress points and their locations for later visualization and quality control along with classification and quantification. Further research and automation into point cloud analysis is ongoing with the goal of enabling Soldiers with limited training the capability to rapidly assess pavement surface condition from a remote platform.

Resumen
An airfield pavement structure is designed to support aircraft live loads for a specified pavement design life. Computer codes are available to assist the engineer in designing an airfield pavement structure. Pavement structural design is generally a function of five criteria: the pavement structural configuration, materials, the applied loading, ambient conditions, and how pavement failure is defined. The two typical types of pavement structures, rigid and flexible, provide load support in fundamentally different ways and develop different stress distributions at the pavement – base interface. Airfield pavement structural design is unique due to the large concentrated dynamic loads that a pavement structure endures to support aircraft movements. Aircraft live loads that accompany aircraft movements are characterized in terms of the load magnitude, load area (tire-pavement contact surface), aircraft speed, movement frequency, landing gear configuration, and wheel coverage. The typical methods used for pavement structural design can be categorized into three approaches: empirical methods, analytical (closed-form) solutions, and numerical (finite element analysis) approaches. This article examines computational approaches used for airfield pavement structural design to summarize the state-of-the-practice and to identify opportunities for future advancements. United States and non-U.S. airfield pavement structural codes are reviewed in this article considering their computational methodology and intrinsic qualities.
