We study the socio-economic gradient of child development on a representative sample of low- and middle-income children aged 6-42 months in Bogota, using the Bayley Scales of Infant Development, a high quality test based on direct observation of the child's abilities. We find a statistically significant difference between children in the 90th and 10th percentile of the wealth distribution in our sample of 0.33 standard deviations (SD) in cognition, 0.29 SD in receptive language and 0.38 SD in expressive language at 14 months. Resumen
Lack of employment and the deterioration of labor income are critical issues for the development of Latin American countries. The persistence of high incidence of poverty and inequality may be largely explained by the poor performance of labor markets. The motivation of this paper is the idea that poverty reduction is sustainable when labor markets provide expanding opportunities to the poor. In that sense, the links between economic growth, employment creation and the distribution of labor earnings are central to the discussion.

This paper documents the income distribution changes experienced by Argentina during the last decades. Inequality substantially increased, and despite economic growth during some periods, poverty also went significantly up. Two types of episodes have shaped Argentina's income distribution: deep macroeconomic crisis and periods of openness and integration. This study summarizes the assessment of the impact of fiscal policies on equity in the Andean countries. It evaluates the outcome of the main taxes and social public expenditures on income distribution applying a homogeneous methodology. The full effect of taxes is slightly regressive due to a weak personal income tax collection. The accumulated public social expenditure has a much higher redistributive impact.
