Resumen
We review the 2014 International Planning Competition (IPC-2014), the eighth in a series of competitions starting in 1998. IPC-2014 was held in three separate parts to assess state-of-the-art in three prominent areas of planning research: the deterministic (classical) part (IPCD), the learning part (IPCL), and the probabilistic part (IPPC). Each part evaluated planning systems in ways that pushed the edge of existing planner performance by introducing new challenges, novel tasks, or both. The competition surpassed again the number of competitors than its predecessor, highlighting the competition’s central role in shaping the landscape of ongoing developments in evaluating planning systems.

Resumen
The Concept of international competition activities of the National Center “Junior academy of sciences of Ukraine” is presented. It is aimed at developing a system of selection, evaluation and training of Ukrainian students for their successful participation in international science fairs and other science and engineering competitions. In developing the Concept presented here (which can be considered a draft open for discussion and possible amendments), the authors used the international standards and their own experience in their participation in and organization of participation of Ukrainian students in national and international science fairs and other science and engineering competitions. The key provisions of the Concept are discussed, as well as its main components and aspects, such as: selection of international competitions for participation; national science fairs and other competitions and feeding fairs for international competitions; judging at the national competitions; evaluation of projects and selection of participants for the international level; national institutional coordination; the pre-competition training process for Ukrainian students, etc. The provisions of the Concepts form the basis for development of efficient educational programs for competitive selection, planning and implementation of various activities that will promote high-level achievements of gifted children and youth of Ukraine at the international/global level. Specific recommendations, rules and procedures for organizing participation of Ukrainian high school students in international science and engineering fairs and other competitions are outlined.

Resumen
One of the sides of a large study dedicated to the forgotten international competition of 1930 for the Project of the State Ukrainian Theater of Mass Musical Action in Kharkiv is touched upon in this article. Its purpose is the reconstruction of the competition events, identifying the features of the process of their organization. The competition attracted a record number of foreign contestants not only from many European countries, but also from other continents (from the USA and Japan). Why did it generate such widespread interest? Which famous architects took part in it? Who evaluated the projects and according to what criteria were the awards distributed? The author of this article is looking for answers to these questions. The problems of the research are due to the fact that the originals of the competition projects have not survived, and their photocopies and preparatory sketches are scattered in the archives of many countries. Information about the competition and its contestants is scarce and is documented in different languages: Ukrainian, German, French, Russian, Japanese, English, Croatian, Swedish. Only painstaking gathering, meaningful and comparative analysis of textual and graphical information obtained during the study, allows the author to reproduce the course of the competition, to reveal its significance for the development of architecture in Ukraine and for the world Modern Movement. The article analyses the methods that ensured a high level of organization of the competition and an open, unbiased assessment of its results. The distribution of prizes and the authors of the winning projects are also listed. The Kharkiv competition took place at a crucial period for the Soviet avant-garde: 1930-1931 were the last years of its heyday, after which it was banned and persecuted for many years. That is why it is so important to collect these lost puzzles of architectural history.

Resumen
To what extent does the policy goal of an international aviation hub affect the enforcement of competition law? This article examines the dynamics between competition law enforcement and the policy goal of an international aviation hub in three East Asian competition jurisdictions: Singapore, Korea, and Hong Kong. Broadly speaking, industrial policy is one of the goals identified by some competition jurisdictions and plays an important role in enforcing competition law both explicitly and implicitly. While making an international aviation hub is a legitimate policy goal that competition law agencies can consider in their enforcement, competition law enforcers should be aware of the difference between making an international aviation hub and making a national champion airline. Although there is overlap between the two (i.e., having a competitive airline with a good network is helpful for making an aviation hub), the two are not identical and not always complementary. Resumen
The industrial economics and trade theory literatures of Chamberlinian monopolistic competition generally assume homogeneity of technologies between firms and countries. This assumption clashes with the evidence emerging from even a casual observation of the real world where industries including those exposed to international competition are characterized by persistent efficiency gaps both within and across countries.This thesis constructs a monopolistically competitive framework of non-localized competition where inter-firm and inter-country technical heterogeneity is explicitly allowed for and modelled as randomly determined and persistent efficiency gaps.The effects of inter-firm efficiency gaps on the long-run equilibrium of the monopolistic competition model are analyzed. In the presence of cost asymmetries free entry leads to the endogenization of the level of industry efficiency through a competitive selection process whereby more efficient entrants displace less efficient incumbents in the industry. Contrary to the standard model, entry will not drive profits to zero for intramarginal firms and the long-run equilibrium will be characterized by a dispersion of efficiencies, market shares and profits.The implications of technical heterogeneity for international trade have been analyzed by constructing a two country model where an efficiency gap between the two competitors takes the form of a difference in the mean of their efficiency distributions. The results stemming from the analysis differ significantly from the predictions of the standard homogeneous technology model and cast doubt on the widely acknowledged role of trade as a source of industry rationalization. Trade is shown to affect efficiency on two levels and with respect to both the two countries experience asymmetric effects. By unifying the competitive conditions in which firms operate, at the industry level trade modifies the efficiency structure of the population of firms which survive in steady-state.At the firm level, it affects the expected scale of production of firms. These asymmetric efficiency effects generate a pattern of international specialization characterized by asymmetric market shares. The welfare effects of trade are also asymmetrically distributed between the two countries and circumstances are identified in which at least one country experiences a net welfare loss from trade.

Arbitrating of competition law claims has generated a substantial tension between the policies served by promoting international arbitration and those protected by the national competition law. Despite the legal tension and unpredictability associated with arbitrating competition law issues, the arbitrator should, in principle, resolve such issues. This study analyses the main concerns when arbitrating competition law issues, such as jurisdiction, choice of law and, in particular, the position of national jurisdiction regarding the enforcement of the award conflicting national competition law.
This study proposes the functional approach to choice of law problems according to which the arbitrator will decide on the applicable competition law bearing in mind the content of mandatory norm, its connection with a dispute and the consequences of its application and non-application. In that regard, this thesis will examine how an arbitrator should address the extraterritorial effect of the competition law. The study will suggest that if the competition law policies of states connected with a dispute serve opposing and conflicting goals, the arbitrator should, in order to preserve his/her neutral function refuse to decide whose competition policy is "better" and should consequently decline jurisdiction.

This dissertation develops a theoretical framework for the analysis of oligopolistic rivalry through cost-reducing research and development (R&D) expenditures in an environment where firms cannot fully appropriate the results of their R&D investment. This framework is developed in order to examine the incentives of firms to invest in R&D in oligopolistic markets, the implications for the structure and performance of industries subject to such spillovers and the nature of public policy in this context. Two lines of research are followed: one focuses on technological factors affecting incentives and performance, the other on the influence of strategic behaviour. With respect to technological factors, it is argued that the impact of research spillovers on market incentives and performance, and on the desirability of a public policy of R&D subsidies, depends crucially on the specific assumptions made about how a firm's production process is affected by its own R&D and that of its rivals. These assumptions are embodied in the knowledge production function and the associated cost function facing each firm. Issues of substitutability and complementarity between a firm's research and that of its rivals and between various components of a firm's own research are central in determining the impact of spillovers. The level and composition of R&D investment, production and profitability, concentration and monopoly power are all influenced by the impact of rivals' research on the marginal productivity of a firm's own research. Optimal subsidies are similarly influenced. This suggests that the effectiveness of such policies towards R&D investment depends on the nature of technology and on specific appropri-ability characteristics of industries. With respect to strategic behaviour, the dissertation extends previous research in the context of a multi-stage model of international competition in R&D to the case where R&D is subject to spillovers. This allows an examination of the importance of different behavioural assumptions (one-stage vs. multi-stage decision-making) on the impact of spillovers. The analysis also questions the results of strategic models obtained with full appropriability of R&D, whereby strategic behaviour results in higher equilibrium levels of R&D and production and lower profits. Strategic behaviour can result in lower R&D and higher profitability if research is difficult to appropriate. The conditions under which this occurs are explored fully. The characteristics of industrial policy in the context of strategic international competition are then explored. Models that assume fully appropriable R&D suggest the optimality of a policy of positive subsidies to the R&D expenditures of domestic firms. The existence of spillovers may reverse this result. The analysis thus casts doubt on the efficacy of a government policy of R&D subsidies in a strategy of "precommitment". This goes beyond the usual retaliatory arguments against such behaviour and points to the limits of such an interventionist approach in an international environment where R&D has some characteristics typical of public goods.

Competition law provides the formation and protection of free competition. Modern market economy is the basis of the principle of free competition. Free competition provides an effective utilization of resources, price goes down, saving to reduce costs, find new technologies and their use in production. Desired markets, although a perfect competition market, because of market failures rather than the ideal situation monopolies, cartels can occur. At this stage, competition policies become important because they provide an efficient resource allocation, and constitutes an important element in raising the level of social welfare. Competition law is state intervention tool in order to establish and maintain free competition in the economy. Competition laws is seen as the constitution of the economy. In Russia, first competition authority was created in 1990 and the Law “On Competiton and Ristriction of Monopolistic Activity on Goods Markets” passed in 1991. After the OECD Peer Rewiew Report on Russia’s Competition Policy and Law, competition authority was abolished, new Federal Antimonopoly Service (FAS) established in 2004. Also new competition law passed in 2006. In Turkey, competition law passed in 1994, Turkish Competiton Authority was established in 1997. The aim of this study is to analyze competition law rules is implemented in Turkey and Russia. Also Examples of decisions issued by the Turkish competition authority and FAS Russia will be presented.

Resumen
Engineering optimization methods for new product development model consumer demand as a function of product attributes and price in order to identify designs that maximize expected profit. However, prior approaches have ignored the ability of competitors to react to a new product entrant; thus these methods can overestimate expected profit and select suboptimal designs that perform poorly in a competitive market. We propose an efficient approach to new product design accounting for competitor pricing reactions by imposing Nash and Stackelberg conditions as constraints, and we test the method on three product design case studies from the marketing and engineering design literature. We find that a Stackelberg leader strategy generates higher profit than a Nash strategy. Both strategies are superior to ignoring competitor reactions: In our case studies, ignoring price competition results in overestimation of profits by 12%–79%, and accounting for price competition increases realized profits by up to 3.4%. The efficiency, convergence stability, and ease of implementation of the proposed approach enables practical implementation for new product design problems in competitive markets.

Resumen
The growth of competition law in recent years has been enormous throughout the world. This development of competition law is certainly influenced by globalization. Also, with the impact of privatization and liberalization in the last decade competition law has turned out to be a major concept in developing economies. Competition law provides the formation and protection of free competition. Modern market economy is the basis of the principle of free competition. Free competition provides an effective utilization of resources, price goes down, saving to reduce costs, find new technologies and their use in production. Desired markets, although a perfect competition market, because of market failures rather than the ideal situation monopolies, cartels can occur. At this stage, competition policies become important because they provide an efficient resource allocation, and constitutes an important element in raising the level of social welfare. Competition in the market without any intervention from inside or outside freely determine in the liberal economic systems is important. Competition law, at this stage, stepped in for the formation and protection of free competition and plays an important role. Competition law is state intervention tool in order to establish and maintain free competition in the economy. Competition laws is seen as the constitution of the economy The aim of this study is to analyze competition law rules is implemented in Turkey and Kazakhstan and to determine differences and similarities. Also Examples of decisions issued by the Turkish competition authority will be presented.

Resumen
On July 25, 2023, the Parliament adopted in its final reading Law no. 199 by which significant changes were made to the Competition Law no. 183/2012 which entered into force on September 18, 2023. These changes were made in order to implement the international commitments assumed by the Republic of Moldova, in the context of obtaining the status of a candidate country for accession to the European Union and the Association Program between the European Union and the Republic of Moldova 2021-2027, with the aim of harmonizing the national legislation with the normative framework of the European Union and implementing the good practices of the member states of the European Union. The new provisions of the Competition Law no. 183/2012, come with several amendments including those related to anti-competitive agreements and the procedure for carrying out inspections, which are to be analyzed in this communication.
