AbstractA pre-existing partnership between the Japanese Government and Keio University paved the way for K-12 education to embrace distance learning. The university has been engaging in the revision of educational ICT policies in Japan for many years. In Japan, universities have been accumulating knowledge in distance learning practices since the emergence of the Internet, though earlier educational ICT policy required the ICT system in K-12 education to depend on dedicated Internet lines. In December 2019, the Japanese Ministry of Education, Culture, Sports, Science, and Technology (MEXT) announced a new ICT policy to allow K-12 education to launch distance learning classes via public cloud on the Internet. The university’s experience with running distance learning, bundled with the stipulations of the new educational ICT policy, enabled K-12 education to carry out distance learning. New subjects can be taught daily, and continuity of education is ensured in disaster situations, such as the Covid-19 pandemic. The research team at Keio University built the “Nagasaki-Takaoka Model” as a reference model with the added aim of ensuring data security and trust in the open network. In December 2020, Takaoka City successfully deployed the “Nagasaki-Takaoka Model” across all public schools.

Universities take for granted and are taken for granted. Their specificity to the places in which they operate is often lost in the uniformity of ranking, global branding, and translatable structure. Political imperatives such as inequality, changing governments, and the growing awareness of a planet in peril do sometimes lead to structures-of-knowledge scrutiny. Most academics have little time for this, as they race in the hamster-wheels of neoliberal knowledge production and consumption. Yet knowledge has radically altered since the emergence of the internet as a tool of individual and collective thinking. The structures of learning, teaching and hierarchy that shape lives are struggling to make sense of the sudden change. This chapter is written in haiku form with the arguments elaborated in footnotes, engaging the reader's increasing skill at thinking on multiple levels at once, and posing questions of the present and future of education for good.

This paper examines the institutional reform conducted at three public universities in Mexico: the University of Sonora, the University of Guadalajara, and the University of Puebla. In the universities analyzed here, reform came on the heels of conflict resulting from institutional collapse. These organizations had seen their internal control systems dissolve and their external legitimacy relationships crumble. The focus is on policy reform at the governmental level and on changes at the institutional level, especially on the political and management dimensions.

We exploit the randomized evaluation of a remedying education intervention that improved the reading skills of low-performing third grade students in Colombia, to study whether providing educational support to low-achieving students affects the academic performance of their higher-achieving classmates.
